Note from the Editor... Dear Readers, Will the rain ever stop??? Well, I can’t complain about the weather otherwise nothing will ever get done. It’s been a very eventful couple of months at magazine HQ which included a last minute trip to Holland as my uncle sadly passed away. He was a great man who was very devoted to his family. A very sad loss to my family indeed. RIP uncle Willem, you will be greatly missed. My highlight over the last couple of months has been a visit to Fentons Rink near Tunbridge Wells. I was so impressed with how the Crowborough Beacon Academy curling team have been doing (refer to previous issue for full feature) that I wanted to meet some of the team and give the sport a go myself. They visit the rink each week and have 11 teams which play in rotation. What’s great about this sport is that you can be any size/shape to play which is why it appeals to so many of the students there. I spoke to some of the players about why they enjoyed it so much and they had very similar reasons: they realise they are lucky to have the opportunity to play such an unusual sport, they have made new friends from being part of the team and it really is great fun. A huge thank you to Mrs Cara Hoper, Mr Owen Rees and the players for making me so welcome.

News from the Community Free bereavement counselling service launched in Crowborough and the surrounding area Families struggling to come to terms with the loss of a loved one are being offered free bereavement support through funeral director, Tester & Jones, as part of a new scheme. The service is being made available to adult clients of Crowborough-based independent funeral director, Tester & Jones, as part of a partnership between trade association, the National Society of Allied and Independent Funeral Directors (SAIF) – of which the firm is a member - and bereavement support specialist Professional Help.

Crowborough gets new Red Cross mobility aids service A new service which lends out mobility equipment, such as wheelchairs and toileting aids, will come to Crowborough in early April. The British Red Cross mobility aids service aims to support people who have short term mobility problems, perhaps while recovering from an illness or injury, but want to continue living independently at home. Those requiring more long term support will be able to access our more expansive stock of new and second hand wheelchairs, bathing aids and other useful equipment. It will be based in new premises at The Forge in Park Road, thanks to a partnership with Co-op Funeralcare, based in the same building. To begin with, the new volunteer-run scheme will be open on one day a week.

The scheme, SAIFCare, has been launched in response to the growing awareness of the need for many people to seek support following the death of a close friend or relative. Under SAIFCare, family members will be offered up to six free counselling sessions, which can be used by one person or split between various members of a family. Delivered by a qualified bereavement counsellor, the sessions can take place at a location of the bereaved person’s choosing or by telephone and even online chat and email. To find our more about the support offered following a bereavement contact Tester & Jones on 01892 611 811. to help people stay independent as much as possible. “We are so grateful to the Co-op for lending us their premises, which allows us to re-establish this much needed service for local residents. “The service is run by volunteers, and the more we have, the more people in the community we can help. TOWN CONFERENCE EDITION A Message from the Mayor It has been, as ever, another busy year for the Town Council as you can see in the accompanying reports from the Chairmen of the five committees to whom much of the Council’s work is delegated.

I, or Deputy Mayor Cllr Martyn Garrett, have represented Crowborough Town Council at a large number of events during the year and I have found them, without exception, fascinating and a privilege to attend. It has been a real eyeopener to discover the flourishing schools, clubs and organisations of all sorts which provide activities, advancement and support, enrich the lives of so many, and which do so much good in our town. The annual events such as the Summer Fair and the Christmas Event were well-attended this year and it was a real pleasure to experience the cheerful atmosphere and to meet informally the people from Crowborough and elsewhere who came to enjoy them. By contrast the Canadian memorial service, the Passchendaele memorial, and the Armistice Day and Remembrance Sunday acts of remembrance and worship are sombre and reflective events in which I felt truly privileged to participate. The ever-popular fireworks display was absolutely spectacular this year. It is organised for the benefit of all by the Town Council; it is a free event, but donations are collected for

the mayor’s charity (see below). This year your generosity was exceptional and we collected well over four thousand pounds. Thank you, Crowborough! The civic carol service was less well-attended this year than in previous years, but that didn’t dampen the spirit of those who attended, and it provided a welcome reflective introduction to the Christmas season. The Mayor’s charity this year is the Friends of Crowborough Hospital. The Friends do a wonderful job of raising funds and supporting the hospital. They are committing up to £160,000 to help fund new state-of-the-art X-ray equipment which allows remote diagnosis (expected to be installed in 2018/19). They run and subsidise the social day centre attended by more and more people every year, many being transported in the larger, more comfortable, new mini-bus which the Friends recently bought. They have also provided various equipment, furniture, and bursary funds. Most gratifyingly, they have been formally recognised this year by being awarded the National Award for Innovation from the Community Hospitals Association and the Queen’s Award for Voluntary Service (the MBE equivalent for charities). I was so proud to have been present at the award ceremony. I should like to thank each of my hard-working fellow councillors, and the staff and officers at the Town Hall for the support they have provided to me and to the whole Council throughout the year, not forgetting the grounds staff for their calm efficiency. Communication and Events Committee Report 2017 was another very exciting year for the Communication and Events Committee. The Council’s events are going from strength to strength and that is shown with increased attendance. A record amount of donations (£4350) was raised for the Mayor’s charity at our most popular event: the annual firework display. This year, instead of having a celebrity to turn on our Christmas lights, we organised a competition with local primary schools to find a local child who might fulfil this honour. The winner was Dolari Morley who won with the following sentence ‘’I think I should switch on the Christmas lights because…I really want my town to look beautiful at night then Santa will be able to see Crowborough from his sleigh.’’ Well done to Dolari!

am pleased to share that Denis is creating an interactive exhibition for October half term to mark the 100 years since the end of World War One. On the actual day the Town Council will be lighting our Beacon as part of the national commemoration. 2018 promises to be just as exciting as last year with a number of fantastic events planned. In particular I am looking forward to the aerial acrobatics show we will be having at the Summer Fair!

The event itself was well attended and I would like to thank Millbrook Garden Centre for donating the Christmas tree. My only sadness was that the tree itself was vandalised in the early hours of Christmas morning - part of the evidence of increased poor behaviour by a small minority that has blighted the town in the last year. Denis Hart and a small team launched the Crowborough Festival in May which saw events put on at various locations over a five week period. This year the committee is also hoping to get the town’s beloved fire engine, Frank Humphrey, mobile again in the near future. We are also currently printing a new up to date town map that will be distributed from the Town Hall soon. Finally, we will be launching a new Town Council website towards the end of the year as we recognise this is a key method of communication, support and advice for local residents. Environment Committee Report Environment Committee Report This year has proven to be a very busy one for the Environment Committee, and I would firstly like to thank the Town Clerk and Deputy Clerk, our Ranger, Community Warden, Environment Warden and all of the grounds team and office staff that enable the smooth day to day running of this committee’s business. As a committee we are regularly approached by residents for Highways improvements, bus shelters and waste/dog waste bins. We welcome any member of the public to one of our meetings where issues can be raised. We investigate every public request, however due to financial limitations we are only able to try and remedy the most severe of cases. We also work very closely within all tiers of local government, liaising with our Wealden District and East Sussex County Councillors to achieve the best results for the town as a whole. In many of these cases, in particular where it relates to highways, we are not the principle responsible authority, and as such aren’t always the final decision maker. Our work as a committee is far further reaching than just the hot topics I’ve mentioned above. Below I have covered some of the other works this year which you may be less aware of.

Community Warden Towards the end of last year we welcomed Kevin Back onto our team as Crowborough’s first ever Community Warden. Since the removal of dedicated PCSOs for the town by Sussex Police, and the subsequent uproar from local residents, the committee believed we couldn’t sit back and do nothing. Whilst it’s only a small measure and not a replacement for our fabulous PCSOs, by employing a Community Warden for Crowborough, we now have a visible uniformed presence of the Town Council on the streets. And he is already having a positive effect. His main duties include; acting as a visible presence to deter crime and anti-social behaviour. He monitors for graffiti, fly-tipping and vandalism, and reports highway defects. He also uses the Operation Crackdown website

to report driving and parking offences to Sussex Police. He is also key in liaising with local community groups offering crime prevention advice and information on how to stay safe. Kevin has been successful in passing the Community Safety Accreditation Scheme. Under the Police Reform Act 2002, we hope that soon he will be awarded the powers to issue fixed penalties for issues such as littering and dog fouling. Community Speedwatch

Community Speedwatch (CSW) is a national initiative where active members of local communities join with the support of the Police to monitor speeds of vehicles using speed detection devices. Vehicles exceeding the speed limit are referred to the Police with the aim of educating drivers to reduce their speeds. In cases where education is blatantly ignored and evidence of repeat or excessive offences is collated (even across county borders), enforcement and prosecution follow. In Crowborough Cllr Dave Neeves has taken on this as his role to organise. South & South East in Bloom 2018 saw Crowborough’s first entry into South East in Bloom in over ten years. SEIB is not just a competition of hanging baskets and floral display, it has developed to be more about encouraging every gardener, amateur or professional, to help us contribute to improving the environment and working to improve health and wellbeing and the quality of life by caring for our gardens, parks and natural landscapes.

Crowborough entered in two categories: Town Centre and The Country Park. After much prework and a gloriously sunny day for the judging, the Town Centre was awarded a Silver award, and the Country Park a Silver Guilt award. This was a fantastic result, and one which we hope to build on in 2018. We are entering Crowborough in both of the same categories and are hoping for improved results in both. This year we will be entering as Crowborough in Bloom, and we’d welcome as many people and local groups to get involved as possible. Our Green Spaces

The New Pocket Park Nature Reserve Perhaps the most exciting success this year was the completion of the lease terms for the old overgrown former tennis courts behind Sir

Henry Fermor Primary School. This site is now in the process of being turned into a ‘pocket nature reserve’ for the benefit of both wildlife and residents. Surveys of the site so far suggest that it would be most beneficial for birds, butterflies and amphibians. The reserve is therefore being created with a view to attracting as many of these species as possible. Traditional locally sourced ‘Sussex chestnut post & rail’ fencing is already being installed around the perimeter and we are very grateful to The Sussex Lund Fund who provided a generous grant in order to pay for this fencing. It is important to the Council that we are able to provide easy access to more wildlife resources for all ages and abilities. The reserve is therefore being specifically designed to include the needs of wheelchair users and the less mobile generally. The proximity of the site to Beacon Academy, Grove Park School and Sir Henry Fermor Primary School also means that it has the potential to provide an excellent learning resource for students. Consultation with all potential user groups has commenced and support for the project has been very positive. Beacon Academy has this winter already worked with the Ranger in order to organise some work experience for interested students. These events are going very well and the students involved have all enjoyed helping with the project. Other volunteers have also been extremely helpful over the winter. It is hoped that the reserve will include a pond, glades and a picnic area. Work is currently underway to gain the necessary consents, permissions and grants for the pond. Once these have been received, the plans for the rest of the project can be finalised. Other reserves Access for less mobile residents/visitors has been a priority this year. In the Country Park we have created ramps for all of the bridges. The existing gates have also been altered to allow wheelchairs to pass through. ‘Radar Key’

Environment Committee Report continued... mobility gates have now also been ordered in order to completely replace these old kissing gates. Unfortunately The Pony Conservation Trust was unable to supply ponies for the Ghyll meadows this year. Grazers are by far the preferred option for the Palesgate Pony Fields and work is underway to find suitable replacement grazers for summer 2018. The contingency is to cut and collect mechanically (and manually in places) if necessary. Work in the Ghyll has this year mostly been in relation to controlling invasive species (e.g. Laurel/Rhododendron/Himalayan balsam). In particular the local Cub Scout group was very helpful to the Ranger when it assisted with the removal of Balsam during the summer evenings. For many of the cub scouts it was also their first introduction to stinging nettles. Managing and controlling bramble, gorse, bracken and holly have also been ongoing annual projects as per

the ecological-management plan. We also successfully purchased two parcels of land next The Ghyll on Green Lane, which saved them from future development and therefore protected the ongoing biodiversity of the site. Bluebell Wood continues to be managed principally for birds, butterflies and bluebells. Carefully planned reductions of bramble, sycamore and holly over several years is ongoing in order to open up the canopy to more light. This is leading to a steady improvement in the grass verges, which is in turn increasing the attractiveness and wildlife value of the site. The paths are also being managed carefully to ensure easier access for wheelchair/less mobile users. Cllr Greg Rose, Chairman

Planning and Development Committee Report Crowborough Town Council (CTC) is a statutory consultee for planning applications within the parish; Wealden District Council (WDC) being the planning authority. The CTC Planning and Development Committee meets every three weeks to discuss, comment and respond to all applications. Many of these are for property extensions and relatively minor works but there have been several major applications with the potential for significant impact on Crowborough and the surrounding area. An example of this is the application for 68 houses to be built on the Mead House car park and wooded area in Pine Grove; this continues to prove a controversial application and is unlikely to have been resolved by the time of publication of this report. The ongoing WDC studies into Ashdown Forest air quality issues and the impact of increased vehicle trips from housing development, and

the consequential reduction in air quality because of increase emission levels, is causing a challenge in the determination of some applications. WDC are working with Natural England and others in relation to this issue. A result of this is that WDC are not able to determine applications for developments that will cause an increase in vehicle trips in the Ashdown Forest Special Area of Conservation. The members of the committee spend a great deal of time considering the various applications prior to each meeting, as well as attempting to keep up to date with the various changes in planning-related policies at various levels, in what continues to be a dynamic and often frustrating period of uncertainty. Sport, Recreation & Cemetery Committee Report The Sport Recreation and Cemetery (SRC) has been busy again this year. Meetings are held every two months and there are a number of working groups which meet regularly in between. Some of the projects completed this year are:

The Running Track at Goldsmiths The running track was the biggest project completed by the committee this year. The old cinder track was one of the last in the UK. We now have an all- weather polymetric surface track. The track was officially opened by Paralympic athletes Vanessa Wallace and Danny Crates. I would like to thank Crowborough Runners for organising the opening ceremony and their donation towards the project. The track is being used by individuals and clubs alike and is proving to be very popular.

Outdoor Fitness Equipment at Goldsmiths New outdoor fitness equipment has been installed at Goldsmiths. This has proved very popular with young and old alike. We have now had a request to install similar equipment at Wolfe Recreation Ground and this is being looked in to.

Boating Lake Last year we had reports from members of the Model Boat Club that there was a problem with weed in the boating lake. The discovery of Great-Crested Newts in the pond complicated this matter. However, with advice from our Ranger, Dan, a plan was formed to deal with this. Last December (when the Newts had gone) the pond was drained, and a new concrete base put in. This should ensure that the weed is unlikely to be able to seed so prolifically and will be easier to remove if it should re-grow. The pond has now been refilled, thanks to the recent snow and rain, and is ready for the new model boating season.

Silver Jubilee Recreation Ground Last summer a new inclusive-use roundabout was installed at Silver Jubilee. This means that we now have inclusive-use play equipment at

two of our recreation grounds. As we look to replace other play equipment in the future this will be one of the criteria we will use to make all our play areas as user friendly and accessible as we can.

Summersales Burial Ground Work is still progressing on the new cemetery at Summersales. We have had many meetings looking at the design and layout of the new cemetery and plans are progressing even if there has not been much visible work on the site.

Wolfe Pavilion A new working party has been set up to look at replacing the pavilion at Wolfe Recreation Ground. The pavilion is used by the Cricket and Hockey clubs and the facilities need updating. The old building is now requiring more maintenance and a new building would be more economical, user friendly and fit for purpose. Watch this space‌

Vandalism Sadly, we have had over twenty acts of vandalism in the Council’s recreation grounds and allotments this year, some of them serious. A lot of money and staff time has been wasted dealing with these. We have had play equipment vandalised so that it is dangerous, and fires set which have caused damage at both Jarvis Brook and Goldsmiths. The changing rooms, the kiosk and toilets at Goldsmiths have all been damaged and this has been costly. We have had incidents of broken glass and cans left in play areas and racist graffiti which have had to be removed. Whilst the Council has insurance, these acts have cost money which could have been spent on other projects to benefit the town. We have had to take the decision to remove the youth shelter at Jarvis Brook after a number of incidents, as the Council took the decision not to pay for any more repairs and it was unsafe to leave it in place. Hopefully the work of the Community Warden will help to ensure that the number of vandalism incidents is reduced.

Sport, Recreation & Cemetery Committee Report continued... Finally, I would like to thank the committee for its hard work throughout the year, but also the staff. The grounds staff work in all weathers to ensure that our parks and recreation grounds look their best all year round and Dan the Ranger is always on hand to give advice when needed. The administration staff at the Town Hall have been a great help in progressing all our projects. I would particularly like to thank the Deputy Clerk, Caroline, for her work with the running

track, ensuring we have proper schedules of maintenance for our play equipment and buildings and assisting our working groups. I would also like to thank Melanie Street for her work on the Cemeteries and Allotments. Cllr Kay Moss, Chairman

Finance and General Purposes Committee Report The Finance and General Purposes Committee is responsible for the corporate management of the council and administrative services.

Three working parties have been set up:

The committee has had another busy year updating the Council’s policies and procedures including the Financial Regulations, Standing Orders and carrying out risk assessments.

1. To progress the Pine Grove development assessing contracts and costs and making recommendations to Full Council. I would like to take this opportunity to recognise those involved who have put in an enormous number of hours to make a success of this project.

It is now in the process of reviewing all rental agreements and charges for its properties and land holdings. Banking arrangements and PWLB loans are regularly reviewed

2. To review the Council’s future accommodation options, either staying at the Town Hall or moving to Pine Grove, and assessing the costs of both.

Governance

Audit A new auditor was appointed in November 2017 and reported that the systems and internal procedures at Crowborough Town Council are well established, followed and have kept up to date with changing regulations and technology. It was also reported that overall it was clear that the Council takes governance, policies and procedures very seriously and that all are fit for purpose. All policy documents can be found on the Town Council website, as well as all agendas and minutes.

Projects The Pine Grove development as a new Enterprise Centre is the Council’s largest project to date and the target is to have it operating by autumn 2018.

3. To produce a business plan which, with the visioning document, will be a reference point for future council business for the next three years. All committees have submitted their priorities and costings are still being worked out.

Budgets The budgets for next year were set by each committee and then sent to F&GP for ratification before recommendation for approval by the full Council. The good news for Council Tax Payers is the agreement to set a zero increase for the precept for 2018

Members Allowances Members allowances will be increased as proposed by the Wealden Parish Remuneration Panel for a level 3 Council.

Finance and General Purposes Committee Report continued... Grants The Council has awarded £9925 in grants for 2018. It has also confirmed that it will continue with the service agreements for the CAB and Clued up info, awarding a total of £43,000. It was very interesting to hear from the representatives of various organisations and charities just how much work is carried out by volunteers to help those in need. I would like to thank you all.

New Format for Town Conference This year the Town Conference (Annual Town Meeting) will be taking place at a new venue, and with a new format. The Town Conference is a meeting of local government electors of Crowborough and will take place at the United Church Hall, Croft Road, Crowborough, TN6 1HA on Wednesday 25th April. For the first time councillors will be running ‘surgery’ tables at the start of the meeting. Members of each of the Town Council committees, along with Wealden District Councillors and East Sussex County Councillors, will be available to answer questions and concerns from 7.30-8.15pm in a relaxed, informal setting. The conference will then commence at 8.15-8.30pm.

News from the Community Crowborough Lions celebrate at Buckingham Palace “The Lions Clubs of the British Isles are celebrating the 100th anniversary of Lions Clubs International: 100 years of proud service to our communities. Our Patron, HRH, The Countess of Wessex G.C.V.O. hosted a reception at Buckingham Palace in February to help Lions Clubs mark this milestone. Club President Hilary Lyon represented Crowborough Lions and joined with members from across the British Isles at the Centenary Reception together with the organisation’s charity partners. Crowborough Lions help their local community through fund-raising and organising events such as: • S ummer & Christmas parties for the town’s senior citizens •H elping needy individuals & families with children

Crowborough Community Festival “As 2018 is the Centenary year of the end of the Great War our festival programme will be reflecting and commemorating the town’s people and the part Crowborough played in the preparations for what has been called the greatest conflict in modern times. Army training camps were dispersed from the edge of town right across the Ashdown Forest and as a result Crowborough itself was a hive of activity. The Crowborough Festival Association, a not-for-profit local group are now developing the festival programme which will take place in October, a month before Armistace commemorations. A major exhibition called Crowborough’s War 19141918 will be held at Beacon Academy from Monday 22 October until Friday 26 and we are working with local author Paul Adams who’s book of the same name was the

• Supporting local fairs and fêtes and in particular the Crowborough Hospital Fête with our tins & bottles stall • Providing community services such as ‘Message in a Bottle’ and diabetic screening • Supporting youth projects including: junior football, guiding organisations, Crowborough ATC, and local primary schools. Lions Clubs International support major projects that address diabetes, youth, the environment, hunger relief, childhood cancer and sight issues affecting communities throughout the world. Business Page Summer Fun Day 2018 Saturday 2nd June Crowborough Town Centre The Crowborough and District Chamber of Commerce is delighted to announce that the eleventh Annual Summer Fun Day will take place on Saturday 2nd June in Crowborough Town Centre. This event is one of the most eagerly anticipated days of the Crowborough calendar and last year attracted an estimated 7,000 people to the town centre. This year we will be welcoming back the very popular French Market and we are sure locals will enjoy sampling their fare. There will also be street entertainers, a professional face painter, bouncy castle, music, food stalls and much more. We would like this event to follow on from the success of previous years and are inviting local businesses, organisations and charities to participate by booking pitches for the day. The Chamber is currently taking booking for stalls and applications are welcomed from any local businesses, organisations or charities.
