POWER OF CONNECTION I still can’t quite believe this, but Walk MS Northern California 2012 marked my 87th walk with the National MS Society. Walk MS is one of my favorite times of the year; I can’t wait to witness family and friends rallying around loved ones living with MS, and communities banding together to raise awareness and funds for the MS movement.

I am never more aware of the power of connections than I am during Walk MS. I was recently privileged to hear the following story about how people affected by MS are forging connections and helping each other move forward: “At Walk MS Sacramento, I met a couple with teenage daughters from Stockton who were having trouble understanding Mom’s ‘hidden symptoms’, especially fatigue, but really seemed to get it for the first time as they started to meet others with the same thing as Mom.” By giving what you know, and sharing your story with those around you, you are defying MS with the very thing it seeks to destroy: connections. WHERE WE ARE: HEALTH INSURANCE EXCHANGES BY MARCELLA DURAND

If you had to create a way for millions of people to learn everything they need to know about health insurance, so that they could choose a policy that’s right for them and get properly enrolled with top-notch customer support, how would you do it? That’s the question state lawmakers are facing as they consider how to organize their state’s health insurance exchange, a major component of the ACA (Affordable Care Act) due to begin operation by 2014.

WHAT THEY ARE Health insurance exchanges are web-based “marketplaces” where individuals and small businesses can compare and purchase affordable and qualified health benefit plans. Existing models have been compared to websites like www.travelocity.com or Consumer Reports’ product ratings that offer consumers a choice of options, based on their needs and preferences. In addition to information about the price of various plans, the exchanges will be able to tell people if they qualify for tax credits provided in advance to make the plans affordable. Exchanges also increase competition among insurance companies, which should bring down costs. Members of Congress and other federal employees currently get their health insurance from exchanges — an indication that exchanges will stay good resources for finding quality affordable coverage with good benefits and protections for everyone.

HEALTH INSURANCE EXCHANGES ARE WEB-BASED ‘MARKETPLACES’ WHERE INDIVIDUALS AND SMALL BUSINESSES CAN COMPARE AND PURCHASE AFFORDABLE AND QUALIFIED HEALTH BENEFIT PLANS. The ACA has established standards that exchanges must meet, but most of the planning and implementation will take place at the state level.

NATIONALMSSOCIETY.ORG | 1-800-344-4867 State lawmakers can either establish their state’s own exchange through legislation, or allow their eligible residents to use an exchange run by the federal government. Many exchanges are still “under construction” as states across the nation debate what will work best for them.

WHAT’S INCLUDED Some important features of exchanges that will help people with MS and others when they go shopping for health coverage include: • User-friendly application and enrollment processes. A single, standardized application form and a “no wrong door” approach determine which programs people are eligible for and direct them through the process with a minimum of red tape. • Security. For many people, if they lose their job, they lose their insurance, too. Exchanges guarantee a secure place where anyone who’s not already covered through an employer plan or Medicare can obtain insurance. Moreover, by law, insurance plans offered through exchanges will not be able to deny coverage because of pre-existing conditions like MS. • Accessibility. Help with selecting and enrolling in a plan will be available to consumers over the phone, online through the exchange’s website, and in person through specially trained “navigators.” Traditional insurance brokers and agents will continue to play a role by helping business owners and other customers purchase health coverage, too.

All services of the exchange should be available to all persons eligible for its products, regardless of any disabling condition. That includes overcoming barriers due to language, as well as physical or cognitive disabilities.

• Reassurance. Exchanges will offer plans that allow people to keep their current healthcare providers. This is important to people with MS or other chronic conditions, who often have established a solid relationship with their doctor, nurse or therapist. • Transparency. By law, details about all plan options and covered benefits, including out-ofpocket costs and benefit exclusions, must be made clear. Greater transparency in coverage will help consumers make “apples to apples” comparisons between options from insurers competing on a level playing field.

David Lyons was diagnosed with MS in 2006 at the age of 47. David, a former bodybuilder and health club owner, exercised regularly and lived a healthy lifestyle. He was devastated by the diagnosis and frustrated by the physical limitations of his condition. But David didn’t let this disease stop him. At the age of 50, he decided to compete in a bodybuilding challenge. On August 22, 2009, thanks to the help of a dedicated team, David competed in his first competition where he was awarded an impressive trophy for most inspirational bodybuilder! David said, “We all have a choice, no matter what trials we face, to either lay down and lose or challenge the obstacles ahead and win. I choose to win. I encourage you to do the same.” David is now sponsoring “MS Wellness Mondays”, a weekly radio show hosted by John Rowley. Multiple sclerosis is a complex and unpredictable disease which can present challenges when navigating employment. One of the upcoming summer teleseries will focus on Social Security Disability Insurance (SSDI) and provide you with resources and information should there come a time when you are unable to work. Join us on August 8 at 6:30 PM to hear from Kevan Spence, an attorney with the Terry La Porte law offices. Kevan will share her expertise working with SSDI benefit appeals and the key points people living with MS need to consider when applying for SSDI. The following article was written by Kevan and highlights her experience with SSDI:

MULTIPLE SCLEROSIS AND SOCIAL SECURITY DISABILITY Claims for Social Security Disability benefits are often difficult to prove under the very strict Social Security rules. An MS diagnosis alone does not result in an award of benefits. Diagnosis of MS most often occurs under the age of 50. As a “younger individual” under the Social Security rules, a claimant is required to

prove by credible medical evidence that she or he is not capable of reliably sustaining any fulltime work for a minimum of 12 consecutive months. There are a number of severe MSsymptoms that can limit a person’s ability to perform such work, including: fatigue, pain, lack of concentration, inability to maintain persistence or pace, physical weakness, mental confusion, most often in combination, can lead to a favorable decision. However, a claim cannot be maintained on the basis of symptoms alone. Clinical and laboratory data and a welldocumented medical history must establish the severity of symptoms and how these affect an individual’s capacity for work. Social Security looks at the frequency of intermittent periods of remission as well as exacerbation of neurological impairment, within the first 12-month period of disability. However, an individual who has had two or more severe exacerbations in a year, which each prevent any work for more than one month, will qualify for disability. Maintaining a strong relationship with a treating specialist over time will go a long way towards substantiating the disability claim. The treating doctor’s findings and opinion of work disability can be submitted as part of the disability claim. In addition, statements from family or friends in close contact with the claimant may be helpful. An experienced Social Security Disability attorney is in the best position to assist in collecting and producing evidence to substantiate the claim. 08 FREE FROM FALLS: A COMPREHENSIVE FALL PREVENTION PROGRAM FOR PEOPLE LIVING WITH MS 8 week program September 27 - November 15, 2012 Thursdays 6:00 - 8:00 PM Oakland: Samuel Merritt University Free from Falls is an exciting new 8-week series focusing on falls and multiple sclerosis. Each week’s 2-hour program will have two parts: a discussion component and exercise component. You will learn how to minimize different hazards and fall risks, how to make changes to daily activities to conserve energy and build confidence to safely enjoy activities. You will work with physical therapists and occupational therapists to increase your balance, stability, endurance, strength, environment and confidence. This program is offered in conjunction with professionals and graduate students from the Department of Physical Therapy and Department of Occupational Therapy at Samuel Merritt University. What will I learn? • How to increase awareness of fall risks. • Ways to minimize fall risk by managing symptoms, evaluating your environment, increasing strength, balance and endurance. • How to increase your confidence and improve safety. • Engage and develop a home fitness plan aimed at preventing falls.

NEW STUDY FOR PEOPLE WITH MS WHO HAVE PROBLEMS WITH WALKING & BALANCE Do you have problems walking or keeping your balance? Have you fallen in the last 12 months? If you answered yes to either of these questions, you might want to call about participating in a study looking at placing small amounts of weight on the body to see if it improves your ability to balance and move more easily. Subjects will come to Samuel Merritt University in downtown Oakland once for about four hours total. As a participant, you will be asked to complete several surveys and several tests that measure how well you can maintain your balance and see how well you can stand up, walk, and turn. You will be allowed to rest whenever you need. As a thank you for participating, you will be given two free movie tickets when you complete the study. A diagnosis of MS can create many unexpected emotions that leave you with a strong need to understand the changes you may be facing.
