JCG and Grainville students to tackle Jersey’s ‘brain drain’ issue in debate series Students from Jersey College for Girls (JCG) and Grainville will take to the stage to debate the issue of the island retaining its brightest young minds as part of the JCG Debate Series, which is sponsored by Hawksford through its JCG Foundation Corporate Partnership.

The topic for the next debate on 6th November at JCG will be ‘This house believes it is better, for Jersey, for me to stay than go’. Moderated by BBC Radio Jersey Breakfast presenter Matthew Price, the debate will bring together teams made up of JCG and Grainville students to debate the positive and negative impacts of the migration of young talent away from Jersey, and the implications this may have for the island’s future. The teams will be mixed to allow the opportunity for students to work together and so the JCG sixth-form students can support the younger students from Grainville. Carl Howarth, Principal of JCG, commented: ‘We are excited to welcome students from Grainville to participate in the debate and we hope to extend this invite to other schools in the future. With the Hawksford JCG Debate Series now open to other island schools, we feel it will provide an excellent opportunity for students to develop their rhetorical skills and work together to consider important issues that many of them will face in the not too distant future.’ John McGuinness, Headteacher at Grainville School, said ‘Competitive debate is both a challenging and rewarding activity for students. It helps to focus the mind and encourages young people to practise their public-speaking skills whilst developing good analytical, research and listening skills. At Grainville we aim to inspire, motivate and challenge students and applaud JCG and Hawksford for establishing this innovative debating series.’ Chief executive of Hawksford Peter Murley has been impressed by the standard of argument at previous events. He added: ‘The topic chosen for this debate is very thought provoking and it is fitting that the future challenges facing Jersey will be discussed by tomorrow’s leaders. The Debate Series aims to create mentoring opportunities and students will benefit tremendously from the BBC’s Matthew Price who, as well as moderating the debate, will give a masterclass on constructing and presenting an argument.’ Matthew Price, BBC Radio Jersey

Highlights of the debate will be broadcast on BBC Radio Jersey’s Breakfast programme and we will put the points the students make to our island leaders.’ The Hawksford JCG Debate Series has been created in order to encourage public speaking, the voicing of opinions and to create a bridge between today’s leaders and those of tomorrow. The Debate Series focuses on the key theme, and Hawksford’s positioning statement, thinking beyond tomorrow with many of the planned debate topics relating to those covered in Hawksford’s thought paper of the same name. The Hawksford sponsored Debate Series launched at a reception at the House of Commons in October 2012, which was organised to celebrate the launch of Hawksford’s thought paper publication. The publication brought together leading individuals from the realms of business, society, education and culture to look at the trends, issues and opportunities that might affect the world’s future. The third debate in the series is set to take place on Wednesday 6th November at JCG and will be recorded and hosted by the BBC. Students from all nine island secondary schools have been invited to watch the debate and it is hoped that the next JCG debate, which will take place in 2014, will involve even more of the island’s schools.

Three local retailers say they have found the antidote to the High Street shopping decline, Mypad, Morton & Morton and The Loving Chair company have joined together to create a shopping experience which is already paying dividends. Local interiors shop Morton & Morton in St Peter’s village, has been in business since 2000 at their site in St Peter’s village. They have now let out two showroom areas within their building to local online retailers Mypad and The Loving Chair company. Owner, Tim Morton says that in the current difficult trading environment retailers have to work together to offer more but at the same time reduce costs: ‘The retail world is a very different place to what it was five or six years ago so you can forget historical trading figures. This is the way the world is, you have to adapt and change. Survival is the new success story in retail. We are offering more under one roof to attract more customers. It’s a symbiotic relationship, we all feed off each other and it appeals to a broader audience.’ Paul Clark from Mypad.je has been running his furniture business as an online retail concept, but decided to open a showroom at Morton & Morton primarily to focus on the large range of upholstery in both fabrics and leather. ‘Although the website has been doing really well, there are some customers who prefer to come and touch and feel a product before they buy. Taking a showroom space within Morton & Morton has enabled us to have a physical presence, but at a fraction of the overheads of a traditional retail outlet. Working together means we are able to reduce costs and attract more customers, that has to be good for everyone.’ Alex Luxo-Piazza runs The Loving Chair company, which ‘upcycles’ second hand items and transforms them

into unique pieces of furniture. They are another local retailer already trading successfully online, but felt there would be an added benefit to having a showroom where people could view their products. Alex says they chose Morton & Morton because they have the same ethos in serving the local community, as well as being a shop where people can access and park easily: ‘We are a small business, and because we create everything ourselves we can’t be in a shop 24/7, the Morton and Morton staff are there to look after our showroom if we are busy. I think you have to do more nowadays than just be a shop. We have lots of ideas for the future in terms of creating a shopping experience, after Christmas we hope to have creative workshops there so people can have a different experience while they shop.’ The newly combined retailing experience at Morton & Morton has already increased the footfall at the shop, and by offering a diverse range of furniture and home interiors, the trio are confident that combining resources is the best way forward for retailing.


Fort Regent invites islanders to celebrate ‘Fort for All’ day

Fort for All day will take place on Sunday 24th November 2013 and representatives from clubs and associations will be on hand to offer free taster sessions. Special entertainment is being arranged and extra cafes will be open to cater for the extra footfall. For history lovers, a self-guided history tour will also be launched to help visitors to Fort Regent to learn more about its rich military history. The Napoleonic fort has played an important strategic role in the island’s history and, with an average footfall of around 10,000 people per week, continues to have a pivotal role in the community. Around 20 clubs use Fort Regent as their full-time base. A host of further businesses and private enterpris-

es, clubs and associations also use the facilities as their administrative base. A 22 acre site, Fort Regent has ample space and leagues such as cricket and netball also make use of the facilities. Jo Mousdale, Fort Regent centre manager, commented: ‘We are aiming to create a small festival theme during the Fort for All day and hope families will take the chance to learn more about Fort Regent. It will be an opportunity for islanders to try their hands at new and different sports and activities and really gain an appreciation of all we have on offer at Fort Regent. ‘Fort Regent plays an important and focal role in the local community, and we are excited to show islanders of all ages that there is an activity for all tastes and interests, from boot camp to roller derby and, more traditionally, indoor bowls and racquet sports.’ Fort for All will take place between 10 and 4pm and free parking will be provided.

Radisson Blu Water front Hotel, Jersey raises a huge £1,287 to help disadvantaged children & to maintain Jersey’s countryside The Radisson Blu Waterfront Hotel, Jersey is proud to announce that its hard working staff and generous guests have joined forces to raise £1,287 for The World Childhood Foundation, Jersey Trees for Life, Macmillan Cancer Support and Jersey Hospice. The cash was raised across 30 days in September when staff organised a series of charity stunts as part of parent group Carlson Rezidor’s 10th annual Responsible Business Action Month, which is part of the company’s Responsible Business Programme. 34 Park Inn by Radisson and Radisson Blu hotels in the UK participated in the initiative, raising an impressive £30,245 in 30 days. These stunts included anything from penny board raffles to charity corporate dinners to competing in the Dragonboat race, a charity clothes swap, a Man vs Mountain challenge for the General Manager and the Jersey Relay Marathon and the result has delighted everyone at Radisson Blu. Guests were also asked to donate an optional £1.00 at the end of their stay to Jersey

Trees for Life and their generosity contributed hugely to the success of the Responsible Business Action Month. and financial support to people affected by cancer. Macmillan also looks at the social, emotional and practical impact cancer can have, and campaigns for better cancer care. Jersey Trees for Life is a local organisation committed to the preservation of Jersey’s countryside and the conservation of local wildlife. The Hotel

has participated in many charitable activities with their chosen charity to commemorate their 5th year wooden anniversary, including tree planting, sickleing hedgerows and collecting nuts for the island’s red squirrel population.

Housing community celebrates Parcel Post to your close working relationship Phone – smiley face Staff and customers of Jersey’s Housing Department have recently celebrated their close working relationship at an informal awards evening. Housing’s Community Liaison team re-introduced a number of competitions this year to encourage residents of all ages to shout about what they like best about the place they live in. There were three competitions: gardens, photography and ‘going the extra mile’. There were six categories in the Garden Competition, from Junior Gardeners, which was awarded to Liberation Court, to overall Best Garden, won by Nina Pereira of Les Cinq Chenes. Melodie Taylor, who is resident at La Collette won the Photographic Competition with her entry called ‘Just Reaching for the Sun, Like Us All’ which is now on display at the Housing Department reception area at Jubilee Wharf. There were joint winners in the Going the Extra Mile competition. Nessie Bekusch and Helen Hogan were each nominated by their

neighbours for making an extra effort with residents, getting involved and helping to develop community spirit. This year the Community Liaison team introduced a special award to recognise efforts made in building better communication between the department and its customers, especially acknowledging work to encourage residents of all ages to get involved and take pride in their communities. The winner of the inaugural award was Frank Tyrell, who lives at Clos Gosset. Mr Tyrrell was commended for his unstinting work over many years in generating a great community spirit, particularly among younger people, by showing the benefits

of respecting the environment, through activities such as gardening, and promoting a healthy lifestyle through sport. The Housing Minister, Deputy Andrew Green and the Assistant Housing Minister, Deputy John Refault attended the evening’s celebrations along with officers from the Department. Deputy Green said: “We had a terrific evening, celebrating the very best of what makes our communities special places in which to live. It was an opportunity for us to get together and cheer those people who take great pride in their homes, and their surroundings. The more we can build a sense of civic pride and neighbourliness, the stronger our relationship will become.”

Picking up a parcel from the Post Office is even easier, thanks to a new service from Jersey Post which links straight to islanders’ mobile phones.

Customers who sign up for the Text & Collect service from Jersey Post will be notified by an SMS to their phone whenever a parcel or packet has arrived for them. Then all they have to do is go direct to Commercial Street or Rue Des Pres, whichever they have chosen for collections, to receive their packages. For customers electing to use the service, it means no more waiting another 24 hours before they can pick up their parcels, if they are out when the postman tries to make the initial delivery. Andy Jehan, Director of Postal Operations at Jersey Post, said: ‘We are constantly looking for new ways to make our services more convenient for our customers. We already have the Secure Drop option, where parcels can be left in a designated place at the recipient’s home address, or with a neighbour, but this service uses technology to add value for those people who are not able to take advantage of those services, and those who perhaps live or work in Town or near Rue Des Pres’. When a customer receives a text that a packet awaits them, they visit their designated collection point and show photographic ID. The Commercial Street collection point is open between 9am to 6pm, Monday to Friday and 8am to 1pm on a Saturday. The Rue des Pres collection point is opening 9am to 5.30pm, Monday to Friday, and 8.30am to 1pm on a Saturday. Customers wishing to sign up for the service should go to www.jerseypost.com/textandcollect for an application form to register the names of those wishing to take advantage of the initiative. Natwest launches ibanking app to help ipad customers manage finances on the move NatWest has launched an ibanking app specifically for iPads and iPad minis allowing customers to manage their finances on the go. Customers can download the bank’s ibanking app to their iPad and start making instant money transfers. This new app complements the Bank’s existing range of apps for Smartphones. The app, which is available to NatWest’s local and international customers is free to use and takes advantage of the iPad’s large screen by offering users robust graphics and interactive representations of their finances. The app has been designed to give customers a single view, via a single log in, of both their currency and sterling accounts, for the first time. All clients need to do is register their Online Banking client number and their partial PIN and password. Their details will then be verified and they will be able to start using the app within minutes. In terms of security, the app can only be accessed from the user’s iPad using their individual passcode and only one person can register per

app. NatWest also regularly tests, updates and validates its security model to ensure the app maintains a banking grade level of security. Beyond offering currency account users with tablet-optimised online banking functions such as: checking balances, viewing recent transactions, searching historic transactions, and providing feedback, Sterling account users benefit from additional services such as transferring funds between accounts and making bill and third party payments. NatWest is working on further enhancements to the app and aims to have transfers involving currency accounts available in the near future. National Trust for Jersey - Pride and Prejudice screening at 16 New St The Big Screen comes to 16 New Street - Upstairs/Downstairs Film Screenings. A charity golf day has raised more than £750 in aid of the JSPCA. The event, which was organised and funded by local leading trust company Hawksford, took place on Friday 4th October at Les Ormes Golf Club. Players from Hawksford and the local business community made up six teams taking part in a Texas Scramble style competition across a challenging nine-hole course. Other organisations taking part included Ernst & Young,

Collas Crill, Carey Olsen, RBS International, Schroders, Pinel Advocates and the JSPCA, which teamed up with Hawksford. Each participating team donated a minimum of £100 to the JSPCA as an entry fee. The teams comprised players with multiple skill levels, and the competition ended with two joint winners: Ernst & Young and one of the Hawksford/JSPCA teams, both scoring -1 overall. Prizes were also awarded to Chris Matthews from Ernst & Young, who had the clos-

est distance to the pin, and Gary Philpott from Carey Olsen, who achieved the longest drive of the afternoon. Hawksford chief executive, Peter Murley, said: ‘We are pleased to continue our support of the JSPCA. It is important to raise awareness of the association’s great work and contribute towards its on-going efforts to help and rehome animals in Jersey. Thanks to all the teams that participated and made it such an enjoyable experience for all involved.’

Jersey Opera House Chef Peter O’Neill has won the award for Most Outstanding Professional Chef at Highlands College. The OH! Cafébar Head Chef, who has been studying on the Highlands’ Day Release programme for the International Diploma in Food Preparation & Cooking, will receive the Randalls Vautier Limited award at a prize-giving ceremony on Thursday 14th November at the college. Jersey named as best funds centre in inaugural Investment Week awards Jersey has been named ‘Best Fund Service Centre’ in the inaugural awards of the leading investment management publication Investment Week. Jersey, which was short-listed alongside Luxembourg and Dublin, was announced the winner at Investment Week’s two-day Fund Management summit in London. Gary Hales, Head of Business Development, Europe and Russia, Jersey Finance, accepted the award at the ceremony which was attended by many of London’s leading investment professionals including many of the UK’s major fund service providers. Commenting on Jersey winning the award, Deborah Benn, chair of the

judging panel, said: “The panel felt Jersey displayed an appetite to innovate and accommodate new fund markets, while at the same time keeping regulatory standards extremely high. Social Security Minister publishes new look Annual Report The Social Security Minister, Senator Francis Le Gresley, has published his Reports and financial statements for 2012 and 2011. The 2012 Annual Report provides a complete account of all of the Department’s activities in one publication, combining information on all contributory and tax-funded benefits and services, previously published in separate documents. Senator Le Gresley said: “This Report marks an important step forward in informing the public of the full range of ways in which the States of Jersey, through the Social Security Department, provides assistance to those in need and enables people to maintain independence in retirement and when otherwise unable to work. Tackling unemployment has been identified as a key priority for government, and services within the department were bolstered throughout 2012 with new initiatives, coordinated by Back to Work. These initiatives improve support for jobseekers and encourage employers to take on people registered as unemployed, which resulted in local people being assisted into more than 1,300 paid jobs during 2012. Senator Le Gresley added: “As a result of the investment in Back to Work, unemployment, while still high, has not increased as much as had originally been forecast, despite the loss of the fulfilment industry and other high profile redundancies. The team has developed and will continue to develop the work which was started in 2012, particularly in its engagement with employers.” Work to ensure that the benefits system has the capacity to provide for a growing proportion of older residents continued in 2012. The department introduced the Cold Weather Bonus,

a new benefit that joins a number of others specifically targeting pensioners, and continued work on the Long Term Care Fund to be implemented in 2014. A total of £318 million of pensions and benefits were paid by the Department in 2012, including: £146 million to more than 28,000 pensioner households across the world; £72 million in Income Support weekly benefit, supporting more than 6,600 families at any one time; £27 million from the Health Insurance Fund to assist with the costs of 364,000 visits to the GP, the costs of the 1.8 million drugs prescribed by those GPs, and the associated costs of dispensing those drugs by local community pharmacies; £14 million of short term sickness benefits, representing more than 543,000 days of absence from the workplace. £187 million of Social Security contributions were collected, an increase of more than £9.5 million on the figure for 2011. As forecast, £7 million of this arose from the introduction of a new contribution of 2% for incomes between £45,336 and £150,000 as part of the Fiscal Strategy, alongside a reduction of the significant contribution paid into the Social Security Fund by taxpayers (£61 million in 2012) to supplement the pensions of low middle earning workers. The pattern of reducing numbers of contributors over recent years continued during 2012 with an average of 51,400 contributors during the year, compared to an average of 52,200 in 2011. The Report also provides analysis of the robust health of the Social Security Reserve Fund, with total assets of the Fund rising well above £1 billion during the year. Under the management of the Treas-

ury and Resources Department, through the Collective Investment Fund, investment returns to the Social Security reserve amounted to £98 million, while the Health Insurance Fund investment income for the year amounted to more than £8 million in 2012. Senator Le Gresley commented: “The work of each section of the Department is explained in the 2012 Report and we hope that they will give people a real insight into the work that the Department does and its reach

into the community, with an average of 1,000 customer visits and 400 telephone calls per day. Jersey family lawyers promote a collaborative approach A group of Jersey family lawyers are promoting the use of collaborative law as a means of avoiding the uncertain outcome of court proceedings. Collaborative law deals with divorce and other family disputes with dignity. It enables couples who have decided to separate or end their marriage to work with their lawyers to achieve a settlement that best meets the specific needs of both parties, and their children, without the underlying threat of contested litigation. The process is open and transparent and uses ideas that would not necessarily be considered in traditional court led proceedings. The voluntary process is initiated when the couple signs an agreement (known as the ‘Participation Agreement’), binding each other to the process and making a commitment not to go to court. That commitment does not prevent either client from subsequently litigating his or her differences if he or she decides that is the more appropriate or necessary course to take, but the commitment

given by the lawyers states that if the collaborative process breaks down and one party subsequently wishes to litigate, both parties have to instruct new lawyers. This focuses everyone’s attention on reaching a settlement. Finance sector businesses must act now to be ready for global information exchange Signing IGA’s are only one piece of the puzzle for Channel Island Financial services businesses to be fully geared up for efficient automatic tax information exchange, according to a tax expert from PwC. Both Jersey and Guernsey’s governments signed intergovernmental agreements with the UK this week (22 October) to automatically exchange information, but Debbie Payne, Director at PwC Channel Islands, says that with automatic exchange of tax information set to spread globally, local businesses need to be ready to comply. She believes that firms need to pay close attention to the timetable for UK disclosure facilities and the implementation of both the UK and the imminent US IGA agreements, with key dates as follows: Firms need to contact all relevant clients by 31 December 2013 to inform them of the existence of the disclosure facility All compliant procedures relating to the UK agreement for opening new accounts must be in place by 1 July 2014 Firms will need to have completed their review procedures for high value accounts by 30 June 2015. With the implementation date of the

UK agreement less than a year away, Debbie says that firms in the Channel Islands should be focusing on a number of specific areas in the coming months: “While it is welcome news that both Jersey and Guernsey are at the cutting edge of what is certain to become the new global norm in automatic information exchange, it is clear that many firms have not yet fully realised the enormity of what this means practically. Following the signing of the UK agreement this week, the US FATCA agreement is to be signed shortly with the Channel Islands, and further details about the G5 scheme are expected as soon as autumn next year. We know that the G20 are also keen to push ahead with automatic information exchange in 2015, so businesses in the Channel Islands need to plan for this in the long term.” As well as identifying the ‘FATCA’ status of all legal entities, including partnerships and trusts, and, for US FATCA, registering those identities with the IRS, Debbie says that firms also need to carefully plan how

they communicate the changes to clients: “Explaining these changes to clients will be vital, and HMRC have confirmed that posting a notice on a website is not sufficient to comply with the terms of the agreement with the UK. Many organisations, with the exception of those in the banking and retail funds sectors, are also writing to investors in order to help confirm their ‘FATCA’ status, while firms will also need to think about training customer relations teams who will inevitably be inundated with questions from clients. “In addition, for the vast majority of businesses, these new regulations will require significant changes to technology systems and processes

used to effect client take-on and ensure compliance. Businesses need to set up dedicated project teams to ensure that new accounts opened from 1 July 2014 are entirely FATCA compliant. “On an on-going basis, firms will then need to provide training to staff on the new processes and procedures, develop frameworks to assess tax risk as part of client take-on procedures, ensure an audit trail is held in the event of questions being raised by tax authorities and make sure that an efficient, sustainable governance controls are in place to ensure FATCA compliance. “

Salamanca Group buys Investec’s trust services business with office in Jersey Salamanca Group (“Salamanca”), the Merchant Banking and Operational Risk Management business, has together with existing management, acquired the Investec Trust group of companies (“Investec Trust” or “the business”), from Investec Bank plc (“Investec”) for an undisclosed consideration. Investec Trust Services currently has over £4.5 billion in assets under administration. The transaction is subject to regulatory approval. Fenchurch Advisory Partners acted for Investec Bank Plc and Salamanca Advisory acted for Salamanca Group and management. The business will be run as a stand-alone division, and will be re-branded Salamanca Group Trust Services. It currently has offices in Jersey, Switzerland, South Africa and Mauritius and employs around 100 people, administering some 600 trust structures on behalf of clients. Clients include high net worth individuals and entrepreneurs; financial and professional intermediaries; family offices and corporate entities. Additionally the business regularly partners

with specialist legal and tax advisers to achieve bespoke solutions for clients. UK signs tax information sharing agreement with Jersey and Guernsey The UK has signed automatic tax information sharing agreements with both Jersey and Guernsey as it continues to close in on those attempting to hide their money offshore. These historic agreements represent a step change in HMRC’s ability to clamp down on tax evasion. They form an important building block of the new global standard to be agreed early next year which will remove the hiding places for those who seek to evade tax. Financial information on UK taxpayers holding accounts in Jersey and Guernsey will now be automatically provided to HMRC to ensure that the correct amount of tax is being paid. The announcement follows a similar agreement signed between the UK and Isle of Man and means that all the Crown Dependencies have now entered into automatic tax information sharing with the UK. They have also agreed to be part of the G5 multi-lateral information sharing pilot. The government will look to sign additional agreements with other jurisdictions as soon as possible and

is currently in discussions with the overseas territories. Chancellor of the Exchequer, George Osborne, said: “ The UK has been leading the way in pressing for a new global standard of tax transparency and automatic tax information sharing. These agreements build on the progress already made and send a clear signal to anyone thinking they can evade their responsibilities: the opportunities to hide your money offshore are disappearing and the net is closing in.” “We welcome these agreements with Guernsey and Jersey which demonstrate our shared commitment to tackling tax evasion. The agreements will enable HMRC to clamp down further on those individuals who seek to hide their assets offshore.”

Appointment of Chairman of Committee of Inquiry into Historical Abuse senior UK lawyer with 36 years experience of family and criminal law matters is being nominated to chair the Committee of Inquiry into Historical Abuse. Frances Oldham QC was first called to the Bar in 1977 and was appointed as Queen’s Counsel in 1994. She is regularly instructed in high profile cases in both criminal and family matters and has considerable experience dealing with cases involving sexual and physical abuse. She was appointed as a Crown Court Recorder in 1994 and is authorised to try serious cases involving rape and serious sexual offences. She has been a Deputy High Court Judge in the Family Division for over 10 years and she spends several weeks each year sitting as a judge in the criminal and family courts. She is also a judge for the Mental Health Restricted Patients Panel Tribunal and in 2012 she was appointed as a member of the QC Appointments Panel. She was leader of the Midland Circuit between 2002 and 2005 and Head of her Chambers for 7 years. Mrs. Oldham’s nomination comes after the lawyer initially appointed to

chair the inquiry, Mrs. Sally Bradley QC, became unwell in July and was unable to take up the position. The recruitment process for the replacement chairman has been undertaken by the same selection panel comprising Michael de la Haye, Greffier of the States, Belinda Smith, Senior Legal Counsel – Child Protection at the NSPCC and Ed Marsden, the Managing Partner of Verita. Informal discussions were held in the United Kingdom with 9 potential chairmen before 3 people were invited for a formal interview. Mr. de la Haye said “The selection panel is unanimous in recommending Frances Oldham QC for this position. She has very extensive experience in many high profile cases in the UK and her combination of criminal and family law experience at the highest levels makes her eminently suitable to chair the inquiry in Jersey. She sits regularly as a judge in both the Crown Court and the Family Division of the High Court and she has vast experience of dealing with some of the most vulnerable members of society. Frances started her working career as a management trainee in the NHS be-

fore qualifying as a barrister and she was keen to point out to us that she did not come from a privileged background which undoubtedly, in our view, helps her to relate well to people from all walks of life. It is essential that the inquiry is able to establish exactly what happened in the care system in Jersey during the period covered by our terms of reference and I will ensure that everything possible is done to achieve that aim”. The nominations of Mrs. Oldham and the 2 committee members will need to be approved by the States and the Chief Minister will be lodging the necessary proposition in due course so that the appointments can be considered by the Assembly in December.

Culture Conference to explore the French connection This year’s Council for Culture conference will examine cultural links between Jersey and France. Topics for discussion include: • attitudes to the arts and heritage • projects linking the Island with Normandy and Brittany • the importance of the Jèrriais language. Visiting speakers are Dr Mari Jones, Reader in French Linguistics and Language Change at the University of Cambridge, and Benoît Lemennais, who is responsible for cultural education at the Conseil Régional de BasseNormandie in Caen. The annual event, which is free to attend, will take place on Saturday 30 November at the Great Hall, Highlands College, and is open to the general public as well as representatives of arts groups. Participants are urged to book their place as soon as possible. Deputy Rod Bryans, ESC Assistant Minister, said: “The conference has grown in popularity becoming a focal point for anyone interested in the arts or culture in Jersey. It is a great opportunity for Islanders to get their views heard by people who are direct ly involved in the sector and to con

tribute to the development of cultural policy. This year’s French theme is especially pertinent as we look forward to the 70th anniversary of D-Day next year.” All four of Jersey’s States-supported cultural organisations – the Jersey Arts Centre, Jersey Opera House, Jersey Arts Trust and Jersey Heritage – have been involved in cultural projects with French neighbours over the past 12 months.
