NEW ECOMMERCE WEBSITE FOR GOREY WINE CELLAR Gorey Wine Cellar (GWC), which celebrated its 50th anniversary this year, has announced the launch of its new ecommerce website. The redesigned site now has a sophisticated search tool that allows customers to search for wines by grape, country, region, colour, price or producer providing users with a seamless end-to-end experience from selecting their perfect bottle of wine all the way through to purchase and delivery. The proprietor of GWC, Matt Barnes said: “I recognise that some of my customers like the ease of ordering their wine online, which is why I am very excited to announce the launch of my new website, which has been designed with the customer in mind. I see the site as an extension rather than a replacement of the

personalised service you get from shopping direct at the Cellar. Whilst the site provides an online messaging service whereby they can ask me any wine-related questions, I would still encourage my customers to then come in store to learn more about the products on offer and to try something a little different.” GWC’s new site will be updated on a weekly basis with new product launches, upcoming events, tastings and special offers. Visitors are encouraged to explore the website and sign up to the current Loyalty Scheme that runs up until the 31st December, which will then be replaced with a new and improved scheme in the new year. New law offers greater protection to victims of sexual offences ​ ictims of sexual offences V will have greater protection and a clearer pathway to justice with new law.

Work on the Sexual Offences (Jersey) Law 2018, which involved collaboration with organisations including the Women’s Refuge, Brook and the Sexual Assault Referral Centre, has taken more than two years. The law updates and clarifies the definition of a number of sexual offences including upskirting – the practice of taking unauthorised photographs under a person’s skirt – and female genital mutilation. Victims of any gender will have more protection under the new law, which specifies that sexual offences can happen to anyone, regardless of their gender, by a perpetrator of any gender. Additionally, when an adult commits a sexual offence against a child in their care, the new law gives victims more protection than the UK equivalent. While the UK law, for example, criminalises teachers who abuse their position of trust by committing a sexual offence against a child at the school in which they work, the Jersey law offers protection regardless of school, and extends the law to cover sports coaches – who are not referred to in the UK law.

Another area to be clarified is the issue of consent which, according to the new law, cannot be given if a person is asleep, unconscious or incapable of consenting due to alcohol or any other substance. Furthermore, consent can be taken back at any time before or during the act; if the act still takes place or continues then it does so without consent. The new law also states that a victim’s sexual history can only be used as evidence if the court has stipulated what facts can be used – ending the current situation in which an attacker who had previous sexual relations with their victim can use this as a defence. Laura Osmand, co-ordinator of the Sexual Assault Referral Centre at Dewberry House, welcomed the new law: “I am proud that our government has taken action in implementing the new legislation. These types of crime have a devastating impact on all aspects of a victim’s life, and laws

A new principle of presumed consent for married people’s tax ​ he Minister and Assistant Minister T for Treasury and Resources, Deputies Susie Pinel and Lindsay Ash, are proposing an important change in the 2019 Budget, which would introduce a new principle of presumed consent for married women in relation to their tax affairs. The proposed change means that the Taxes Office would presume that a husband has consented to the discussion of the couple’s personal tax affairs with his wife, unless he has explicitly informed the Taxes Office to the contrary (this does not include couples who are divorced/ separated or have opted for separate assessments). This change will also apply to both same-sex marriages and civil partnerships. This presumed consent has been lodged as part of the 2019 Budget and, if passed by the States Assembly, will apply from 1 January 2019 and would cover the couple’s tax returns, effective rates and other matters relating to the

2017 year of assessment and onwards. This proposed change forms part of a wider reform of personal income tax. In coming weeks, the States of Jersey will launch an extensive islandwide consultation, via a telephone and online survey, to obtain public feedback on the current personal tax regime. On this change, Assistant Minister, Deputy Lindsay Ash said: “The Minister and I have listened to feedback from islanders and recognise that the current rules around ‘opt in’ are completely outdated in a modern society. If passed by the States Assembly, this change marks a significant first step towards a fundamental reform of personal income tax. This is just a starting point and we hope that the results of the wider consultation will help shape a fairer and clearer personal tax regime for the future.” More information about the public consultation will be made available in the coming weeks.

A States social media campaign, coinciding with the States of Jersey Police’s campaign on rape and consent, will spread the message about the changes to the law. Training on the new law is being delivered to anyone working with children and vulnerable adults, as well as police, lawyers and those who work in the Magistrate’s and Royal courts.

ISLANDERS ASKED FOR VIEWS ON DIVORCE REFORM ​A

12-week consultation, which seeks islanders’ views on divorce reform, the future of civil partnerships and the age of marriage, has been launched. In September 2015, the States Assembly agreed in principle to replace the island’s existing 70-yearold divorce law. The consultation is seeking views on: • removing the three-year bar on divorce - at the moment spouses have to be married for three years before filing for divorce • moving to ‘no fault divorce’ – where couples can get divorced without having to prove their spouse was at fault • introducing joint filing – currently one spouse must divorce the other, even when they both agree their marriage has ended • removing the ability to contest a divorce • the future of civil partnerships • the age of marriage

Home Affairs Minister, Connétable Len Norman, said: “I wish to consult islanders about three family law matters. The first is our current divorce law, which was introduced in 1949 and which doesn’t properly

reflect how people live today. It also does little to minimise conflict or support reconciliation, which isn’t right for either divorcing couples or for their children.” “The second is the future of civil partnerships in Jersey. At the moment, only same-sex couples can have a civil partnership in Jersey. That is discriminatory. I would like to know if islanders want to extend civil partners to all couples or, now that same-sex couples can get married, close civil partnerships to new couples. We wouldn’t abolish civil partnership altogether, because that would be unfair on those who are already in a civil partnership”. “I also want to know islanders’ views on allowing marriages with young people who are 16 and 17 years old. The oversight Committee of the United Nations’ Convention on the Convention of the Rights of the Child, which applies in Jersey, refers to marriage of those under 18 as ‘child marriage’. I’d therefore like to know what islanders would think about raising Jersey’s minimum age for

Roberts celebrate 60th anniversary To celebrate Roberts 60th anniversary and their second year sponsoring the Jersey Rally, Rally drivers Kevin Rault and Darryl Morris and their epic cars visited 4 Primary schools accompanied by PDJ’s Phil the Tank! Students from Grouville, Trinity, St George’s and Victoria College Prep (and teachers) revved their engines to welcome these 3 local legends! After introductions from the Principals, a Q&A session was held with students asking a myriad of cool questions to the drivers! There was much excitement when the car engines were revved and some students got to sit in the cars themselves! The BBC arrived to film this

fun outing and winners of a competition were invited as VIPs to the inaugural Roberts PitStop Reception held at the RJAH before scrutineering. Phil the Tank Baseball caps were awarded to students who had good listening ears, were kind and had excelled at something that week! The team was thrilled to see many students and their family come out to watch the Rally and hope taking the cars to the schools has enthralled the next generation to enjoy the Jersey Rally, a fantastic local Island event. Look at out for Phil the Tank on our roads and do give him a Beep or a Wave and he might just Beep back and don’t forget…. Don’t Shiver, Phil will deliver!

House prices report for the third quarter 2018 The House Price Index report for the third quarter of 2018 has been published by Statistics Jersey. In the third quarter of 2018: • on a rolling four-quarter basis, the mix-adjusted average price of dwellings sold in Jersey during the year ending Q3 2018 was 2% higher when compared with the year ending Q2 2018

on a quarterly basis: • the seasonally adjusted mixadjusted average price in Q3 2018 was 1% higher than in the previous

quarter and 6% higher than the corresponding quarter in 2017 (Q3 2017) • houses recorded higher mean property prices when compared with Q2 2018, whilst flats recorded lower mean property prices when compared with Q2 2018 • all property types saw an increase in mean price on the corresponding quarter of 2017 (Q3 2017) and generally remained at levels greater

than seen throughout 2017 • the turnover of properties was 14% higher than the corresponding quarter of 2017 • overall housing market activity, on a rolling four-quarter basis, was 5% higher than in the previous quarter • on a rolling four-quarter basis, rental prices in Jersey increased by 3% during the year ending Q3 2018 when compared with the year ending Q2 2018

LE GALLAIS AND LUCE APPOINTS FIRST FEMALE MANAGING PARTNER IN 90-YEAR HISTORY Solicitor, Marianne Shaw, has been appointed as Managing Partner at Le Gallais and Luce with immediate effect. As the first female to be appointed to the role, this marks a major milestone for the law firm, which celebrates its 90th anniversary this year. At 36, Marianne is also the youngest partner ever to be appointed to the position of Managing Partner at Le Gallais and Luce. Marianne has been a partner at the firm since 2016 and is head of the wills and probate team. She joined the firm in February 2010, having qualified as an English Solicitor with Nigel Harris and Partners in 2007. Marianne then qualified as a Jersey Solicitor in March 2014. Commenting on her appointment, Marianne said: “I am excited to be taking on the responsibility of Managing Partner. Le Gallais and Luce is presently going through a period of expansion,

with a number of key recent appointments. Prisoners supply Christmas shrub to the Co-op Poinsettias grown by prisoners at La Moye were delivered to supermarkets for the run-up to Christmas. La Moye is the only place in the Channel Islands that grows the houseplant, which is delivered each November to Coop stores across the island. It is the fourth year that La Moye has supplied poinsettias to the Co-op, with money re-invested in seeds, compost, tools and educational materials for prisoners. Steve De Carteret, horticultural manager at La Moye, said that prisoners also grew vegetables and herbs to supply the prison kitchen. “Most prisoners will have had no previous experience of growing vegetables and plants,” he said. “The horticultural staff are all qualified to teach and assess City and Guilds courses and our main aim is to ensure that when a prisoner returns to

society they have a skill and hopefully a qualification that can be useful to a potential employee. Prisoners will, at some point, be released so a major part of our job is to ensure they are as well-equipped as they can be to provide a valuable contribution to society. “Poinsettias are a notoriously difficult plant to grow as they are susceptible to all manner of pests and diseases. But because of that, it is very satisfying for the prisoners and the staff when they are fully grown and ready to put on sale.”

Check your tech for privacy this Christmas The list of internet-connected toys has taken another leap forward as we head towards Christmas but it is important to check what you are bringing into your home, says Tom Bale, the Business Development and Technical Director at Logicalis CI. “No one wants to rain on the Christmas parade and it can be a tough call, especially for parents when their children are clammering for the latest gadgets, but the fact is that these toys are still collecting your data and we should all be a bit careful about their use and level of security. “We do have to ask ourselves, first of all, what the value of an internet-enabled teddy bear is and, more importantly, what data is it recording and where is that being stored and shared – and have you checked. It’s easy to believe that the manufacturers will have built in safety checks but privacy is not always their first priority and some of the items are simply not secure,” said Tom.

It can be quite hard for people to check those kinds of details, to know what they mean and how you can protect yourself, said Tom, but there are non-profit organisations, like Mozilla, which can help people make choices which don’t compromise their privacy or bring online ‘spies’ into their home. “People should be looking out for easy to read privacy policies and the use of encryption on the data collected when they are thinking of buying these kinds of gifts. They’re the kind of thing that is bought on a bit of whim without thinking about the consequences. This is the bad tech equivalent of ‘a puppy is not just for Christmas’,” said Tom. Channel Islands to get 5G network by 2021 NEWS

Just 4 years on from the successful deployment of its 4G network JT is again partnering with ZTE to create a new 5G mobile network for our Islands. The deal was signed by JT Executives on Tuesday in Shenzhen, China. JT officials are in the region as part of an official Jersey trade delegation, led by the Chief Minister, to further develop the island’s business links with Asia. Now contracts are signed, JT will begin work with ZTE on this new network aiming to launch a test service during 2019, subject to CICRA licensing spectrum. Whilst the 5G standard is not complete yet, JT aims to roll out incremental improvements as standards solidify and expects to offer a Channel Island wide service by 2021. 5G enables download speeds up to 10x faster than today’s speeds, together with the ability to connect many more devices. In time it will play a key part in supporting our Islands’ role as an Internet of Things ‘Digital Sandbox’. JT forecast that, in addition to thousands of IoT devices, by 2023 10% of Islanders will have 5G enabled devices. Graeme Millar, JT CEO said: “Our goal is to build the best networks we possibly can for islanders to enjoy. We aspire to build on our island’s world beating fibre network and now offer Channel Islanders the best 5G service in the world. Our role is to support our customers, providing them the technology to do whatever they want. By building these information super highways we make this possible. The security monitoring and event management product is already available to Jersey clients, and Defence Logic has now signed a distribution agreement in Japan, allowing their Japanese sister

company Nihon Cyber Defence to resell the innovative product. Defence Logic has also been training three Cyber Security Masters students, from the Queens Belfast University. The students have been at Defence Logic’s offices for the last five weeks, before undertaking a yearlong work placement with Nihon Cyber Defence. They are supplementing their master’s degree knowledge with training emphasising technical disciplines such as network security monitoring, penetration testing

It should brush up against the threshold to fill any gap. • Don’t place furniture in front of radiators as it will block heat from circulating. • Consider replacing heating systems that are more than 20 years old. Modern versions can cut heating costs by 15% to 25%.

• Talk to your heating engineer about installing a programmable thermostat. It will pay for itself through lower energy costs in about a year. • Make sure you have good insulation in exterior walls, ceilings with cold spaces above and floors with cold spaces below. • Install and close storm windows. Consider new glass designed to decrease radiant heat loss without lowering visibility. • Use Premium Kerosene for extra burn efficiency. WHY BUY PRE-OWNED JEWELLERY? There are many advantages to buying pre-owned jewellery and not just the obvious financial one. Much vintage or antique jewellery will have had several owners or custodians over the years and many refer to pre-owned as pre-loved. We try to avoid the term second-hand as this sounds more like a used car rather than a wonderfully crafted piece from years gone by!

PRICE The most obvious benefit to buying pre-owned jewellery, watches or other accessories is the price compared to buying new. The savings can often be significant as high-street jewellers incorporate high margins when pricing newly made jewellery. This becomes apparent when comparing what you could expect to sell something for compared to either cost

or insurance value. Pre-owned jewellery prices will generally be between a quarter and half the retail price, sometimes even less. This particularly applies to new jewellery but beautiful antique or vintage pieces will often be inexpensive. To put it in a more down to earth way- second hand jewellery is much cheaper than buying the new equivalent. We have used the taboo words but it is true particularly for recently made items. There are many eye-catching pieces of the Victorian period or earlier and stunning pieces from the Art Deco period that will not fail to receive favourable comment. Amazing over the top pieces from the 1960’s and 1970’s will have a “wow” factor you just cannot get in a high street jewellery shop. Particularly sought after are pieces of vintage diamond jewellery and a larger diamond in an older style of cut can be bought for far less than a new style cut of the same carat weight. In older pieces diamond quality may sometimes be considered inferior but unless it affects the look or the integrity of the stone it doesn’t really matter. Many old cut stones show the equivalent brilliance or scintillation of a modern round brilliant cut stone but you will always get more for your money when buying preowned. If a piece of fine old jewellery could tell us its life story it would be a story of love and cherishment. Beneficial Ownership policy is published The Government of Jersey has today confirmed its policy on registers of beneficial ownership. This policy, and the commitment within it, will form part of the package which will be provided to the EU Code of Conduct Group later this year. Jersey has been providing law enforcement and tax authorities around the world with information on the beneficial ownership of its companies for many years. Stringent requirements for the incorporation of Jersey companies, together with regulation and supervision of trust and company service providers, ensure this information is accurate and current. Jersey made a commitment in 2016, with the UK, the other Crown Dependencies and six of the Overseas Territories, to enhance the effectiveness of law enforcement cooperation through the sharing of beneficial ownership information.

Calls to modernise 'outdated' license laws in Jersey Members of the Jersey's hospitality industry are calling for the States to update the island's licensing laws. The current laws around how alcohol is sold and consumed have been in place since 1974. Senator Steve Pallett has also been campaigning for change, but recently withdrew his reform plans from States debate. He says he no longer has the staff and resources to resubmit proposals and that he is disappointed plans had not already progressed. “We assisted where we could with the scrutiny panel to try to get to a point where they had the evidence they needed and the information they required to be able to do a full scrutiny report. They carried out all their hearings in private so we didn't really know what they were discussing.” The current Economic Affairs Scrutiny Panel chair, Deputy Kirsten Morel, says these hearings could have been carried out privately because they involved discussions with law officers, which are confidential.

LE MASURIER RECHARGER DAY 2018 In 2017, Le Masurier organised the inaugural Le Masurier Recharger Day at the Radisson Blu Hotel, which took place on Saturday 21st October in partnership with Jersey Alzheimers Association welcoming 50 carers of family members with dementia to recharge and meet other carers. This year, following the success and wonderful feedback received last year, the second Le Masurier Recharger Day took place on Saturday 13th October. Held again at the Radisson Blu Hotel, guests were welcomed by the JCG Foundation hosts, Le Masurier and Jersey Alzheimers team for coffee and croissants at 9am. Guests then enjoyed pre -booked treatments with three local massage and beauty therapists, Barbara, Chloe and Izabela in the Le Masurier Recharger Pop Up Spa, Hair makeovers courtesy of the Fabriah Salon & Spa, and some enjoyed a VIP trip to the Mansell

Museum courtesy of Nigel Mansell and his son, Leo. Returning to the hotel everyone enjoyed a fun session of Laughing Yoga thanks to Carol Stockill. Guests then took part in a cocktail masterclass learning how to make a ‘Le Masurier Mojito’ followed by lunch and a raffle raising over £200 for Jersey Alzheimers. Students from Beaulieu, De La Salle, Grouville, JCG and Hautlieu entertained guests before afternoon tea! Beautiful goodie bags were kindly sponsored by Rossboroughs for everyone to take home at 5pm to enjoy with the person they care for. Lucy Nicolaou, a Mental Health Nurse and Manager of L.I.N.C, and Claudia Freitas, a Nurse and the Deputy Manager for Cheval Roc Residential and Nursing Home, are the first in Jersey to have been recognised for their commitment to their patients, colleagues and patient’s families, with the Cavell Star Award. The Cavell Nurses’ Trust, who run the awards, are a charity that supports UK nurses, midwives and Health Care Assistants, both working and retired, when they’re suffering personal or financial hardship often due to illness, disability, older age and domestic abuse. They launched the awards to recognise exceptional members of nursing teams throughout the UK and to say thank you for all that they give to their patients, colleagues and all those impacted by their work. Lucy Nicolaou is a registered Mental Health Nurse and is responsible for the running of L.I.N.C and the Mental Health & Wellbeing Hub, based in St Helier. She holds a first-class honours degree in Mental Health Nursing and

is dedicated to raising the awareness of mental health and wellbeing in Jersey. Before joining LV Care Group in 2016, Mrs Nicolaou worked within a community based mental health services in the UK and with an overseas aid organisation in Asia. Lucy Nicolaou, Mental Health Nurse and Service Manager of L.I.N.C, says: “I'm thrilled to receive a Cavell Star Award. As we get older, our bodies respond differently to the cold which can leave us more susceptible to serious health problems. But with a little preparation, and by following some simple suggestions, you can stay healthy, safe and comfortable this winter. How can I stay healthy in winter? Cold temperatures can raise blood pressure and increase the risk of flu and other lung-related problems. Our blood pressure takes longer to return to normal, and this can put you at greater risk of a heart attack or stroke. That’s why it’s so important to look after yourself in the winter. Keep in mind these 8 points. 1. Keep moving 2. Eat and drink well 3. Have flu jab every year 4. Check you've had the 'pneumo' jab 5. Keep your hands clean 6. Protect yourself from chilblains 7. Organise your medications 8. Keep your spirits up

How do I stay safe during winter? • Take care when driving • Tell someone where you’re going and when you expect to arrive • Always charge your mobile phone fully before you set off on a journey • If you have to drive in bad weather, make sure you allow extra time for your journey • Make sure you have warm clothes, boots, food, water, a torch and a spade in the car • Be careful of slippery or wet surfaces • Wear boots, shoes and slippers with non-slip soles • Keep a mixture of salt and sand handy to put on steps or paths in icy weather • Consider fitting a grab rail if you have steps at your front or back door. Safety around the house • Get your heating system serviced every year by a qualified professional to ensure it's running safely. • Make sure your smoke alarm is working. Change the batteries every 12 months. • You can ask your local fire service for a free safety check of your home. You may be eligible to get free smoke

alarms installed. • Put guards on open fires, and be careful not to hang washing too close to the fire. • Don’t block up air vents. Fires and heaters need ventilation. • Test your carbon monoxide alarms. If don’t have any alarms, you need to get one fitted in each room that has a gas appliance, as there’s a risk of carbon monoxide poisoning if air vents become blocked. • Keep a torch handy in case you lose power. • Keep your radio, mobile phone, laptop or tablet charged, so you can use the battery power if there's no electricity. • Keep a list of emergency numbers, such as your utility companies, by your phone. If there is a power cut, call the 105 electricity helpline.

How can I keep myself warm? Even if it isn’t a severe winter, cold weather makes us more susceptible to certain illnesses. Follow these tips to stay healthy and keep warm indoors and out. • Several thin layers of clothing will keep you warmer than one thick layer, as the layers trap warm air. Clothes made from wool or fleecy synthetic fibres such as polyester are a better choice than cotton. Start with thermal underwear, warm tights or socks. • Use a hot-water bottle, wheat bag or an electric blanket to warm the bed. • Check whether your electric blanket can be kept on all night. Some blankets should only be used to warm the bed before you get in. If you have continence difficulties, talk to your doctor before using one. • Never use a hot-water bottle and an electric blanket together as this can be dangerous and get your electric blanket checked every three years by an expert. • Check local news and weather

forecasts for advice when cold weather is predicted. How can I keep my home warm? • Close the curtains in the evenings and fit thermal linings if you can. This will keep the heat in. • Keep your bedroom window closed at night when the weather is cold. The coldest time of the day is just before dawn and breathing in cold air increases the risk of chest infections. • Draught-proof doors and windows, insulate the loft, lag the hot-water tank and pipes, and consider getting cavity-wall insulation. These measures will help to keep your home warm and your energy bills down – and you may be able to get financial help to set these up. • Keep your main living room heated to 21°C (70°F). • Heat your bedroom to 18°C (64°F).

How can I heat my home efficiently? Energy prices are high, but heating your home is easier and cheaper if it’s well insulated and your heating works properly. Get to know how the timer and thermostat on your heating system work. You may be able to set the timer to switch the heating on earlier. Have your heating system serviced each year and check that it’s working before the cold weather starts. Gas heating must be serviced by a Gas Saferegistered engineer. What should I do next? Get this year's flu jab. Speak with your GP to see if you’re up to date with other vaccinations too. Check your smoke alarm and/or carbon monoxide alarms are working. If you can’t remember the last time you’ve changed the batteries, replace them with new ones.

KIDS@Les Ormes – fabulous fun for babies and toddlers I just LOVE being a grandmother (I’m actually now Nana SJ!) and for babysitting days I’ve been looking for activities that are both developmental and fun. So I was thrilled to be invited to find out more about the KIDS@Les Ormes classes run by Maria Durham-White. I was very impressed with the children’s centre with its bright colours, sing-a-long music and loads of activities. Maria told me, ‘I absolutely love working with the little ones and seeing the world through their eyes. From the earliest age social interaction, language and physical coordination can all be developed through sensory experiences, imaginative play and by encouraging curiosity – and that’s our aim here, to enhance and grow the learning path.’

Watching Maria with her charges was very entertaining. There was a lot of laughing and the parents I met were all full of praise for Maria’s natural ability to put every child at ease.

Maria told me that prebooking is essential, and bookings are now being taken for January. There are sensory, messy play, and craft classes and you can join in as many as you like. You can also combine your sessions with the Les Ormes Swim Academy – this package allows free access to the gym for all parents. Time to sign up...
