An Evening With Michael Portillo Wed 23rd Oct| 8.00pm Colourful and controversial, and with strong views on the question of British integration into European political and monetary union, Michael Portillo is probably one of the best-known Conservative figures of recent years. An accomplished and powerful speaker, he is frequently invited to address a wide variety of audiences, where his humour and wit are appreciated. Since leaving Parliament at the 2005 general election he has devoted himself to writing and broadcasting. He writes for the Sunday Times and is a regular on both BBC 1’s “This Week” programme and Radio 4’s “Moral Maze”. He has made documentaries on subjects as diverse as Richard Wagner and the death penalty, and in 2011 he presented the first in what has become a highly-acclaimed three part series – “Great British Railway” Journeys. In the most recent series (screened in November 2012), Michael ventured onto the European rail network to retrace journeys featured in Bradshaw’s Continental Railway Guide of 1913, beginning with London to Monte Carlo. His first stop was Paris, where he absorbed the atmosphere, before heading south to the Cote d’Azur and ending his journey at Monaco’s gaming tables. Michael remains in the public eye through his media work. He enjoys presenting television programmes, radio broadcast

ing and writing. He has written about walking as a pilgrim on the Santiago Way and on working as a hospital porter. He has a weekly column in The Scotsman. He had a series for Channel 4 entitled Portillo’s Progress, partly a biography of his father. He has presented radio programmes on Wagner, the Spanish Civil War and also a programme on Elizabeth I, as part of the BBC’s very successful Great Britons series. Michael Portillo is a member of the International Commission on Missing Persons in the former Yugoslavia (which organises the identification of massacre victims) under the Chairmanship of Bob Dole. He also serves on the advisory council of the Institute for International Studies at Stanford, California, USA.

Together, with the support of Jersey Youth Service sessional workers, they will help to distribute funding to local youth groups across the island. The new team of volunteers began working together in August, taking part in a training day at St James Centre. “ Youthbank is extremely rewarding as you get to help other young people who may not be able to pursue their interests without funding.” Anya Skinner - Grant Maker “I joined Youthbank Jersey in an effort to improve my social interaction skills and so far everyone has been very kind and welcoming. I find myself rather enjoying the process of reviewing and scoring projects and discussing whether or not to approve their applications.” Michelle Molloy - Grant Maker As part of their introduction to the scheme the new team will visit groups that were awarded funding by their predecessors. La Motte Street Radio has been one of their first ports of call as they have been helped to improve their facilities earlier in the year. Later in the autumn the grant making panel will try to visit groups such as the Jersey Lifesavers who have benefited in the form of new lifesaving aids.

“I joined the Youthbank because I believe giving young people the opportunity to pursue their passions is important. I’m excited to see the changes we can make to young people’s lives and I find working with the Youthbank enriching and rewarding.” Olivia Garcia - Grant Maker The key to funding is that applications come from young people aged between 12 and 21, not the staff or parents. The scheme works to empower young people giving them opportunities to make their communities better and giving chances to be change makers. Any local groups that meet the criteria are welcome are encouraged to apply and there will be two more funding deadlines this year. The group will review new applications on 17th October and again on 5th December 2013. Youthbank Jersey was launched in 2011 with funding from the Citi Foundation and the Jersey Youth Service. So far we have received 21 applications and awarded over £7,000 in grants. “We have so much more to achieve with this empowering project and hope to support new, exciting and sustainable initiatives in Jersey in the coming months.” Anna Shipley – Youthbank Jersey Coordinator. Forum recommends Minimum Wage increase The Employment Forum has recommended that the minimum wage should increase by 10 pence to £6.63 per hour (a 1.5% increase) from 1 April next year. Advocate Helen Ruelle, Chairman of the Employment Forum explained, “The Forum decided that, because the economy is still fragile, we must continue to be cautious whilst not unduly penalising low paid employees relative to increases in prices and earnings. The economic outlook is not yet positive, but from the information available to us, it appears less negative than last year and there were far fewer calls from employers for a minimum wage freeze.

Consultation responses indicated that a sensible increase would be acceptable. An excessive minimum wage increase brings the risk of job losses and erosion of terms and conditions of employment. It is worthy of note that even if the minimum wage was frozen, Jersey’s minimum wage would continue to be higher than minimum wages in the UK, Guernsey and the Isle of Man, until at least October 2014.” The Forum reviews the minimum wage by balancing a number of factors including consultation responses from employers and employees, the latest statistics and economic advice, the potential impact of any

increase on jobs and competitiveness, as well as taking into account the States’ aspiration that the minimum wage should be increased proportionately to average weekly earnings over the next 12 years. The Forum is also recommending: An increase of 1.5 percent in the maximum amounts that an employer may offset against minimum wage pay where staff accommodation, or accommodation with three meals each day, is provided. A Year 1 trainee rate equivalent to 75 percent of the minimum wage (£4.97 per hour) where training is undertaken in the first year of a new trainee role.

A ‘Year 2’ trainee rate equivalent to 87.5 percent of the minimum wage (£5.80 per hour) where a trainee has received the trainee rate whilst undertaking training for one full year and will continue to undertake training for up to one further year. The Minister for Social Security, Senator Francis Le Gresley, is considering the Forum’s recommendations and any changes to the Law will be lodged with the States later this year. Online furniture retailer Mypad is to open a 1,000 sq ft showroom at local home interiors shop Morton & Morton. The showroom which will open on Saturday 28th September will remain true to the online Mypad concept and all sales transactions will be paperless and made via ipad docking stations in store. Managing Director Paul Clark said the opportunity to become a multi-channel retailer was too good to turn down, ‘Mypad has doubled its sales expectations this year already proving that providing an online but local furniture concept does work. We have decided to open the Morton & Morton showroom to focus on our large range of upholstery in both fabrics and leather. At present we undertake individual home visits to showcase our fabric ranges, but the new facility will allow people to visit at their leisure. It will allow us to continue offering our high quality but affordably priced ranges online, with in excess of 1500 products, and to also allow clients to see, feel and touch the quality furniture which is not available anywhere else in the Channel islands.’ The contemporary Mypad showroom will benefit from the excellent parking facilities at the Morton & Morton

facility in St Peter. It will showcase key brands, including cabinet ranges from a leading UK designer, and fitted bedroom furniture from top European manufacturers. In addition, the Mypad.je website is to be upgraded with an additional 500 new products. The re-launch of the site will coincide with the opening of the showroom. ‘This is an exciting time for us. We are going to continue to offer the levels of service and pricing that customers have come to expect, and will be improving on this with an interior designer available to offer advice, goods on approval and private viewings out of store hours. Mypad is not only providing a retailing concept for the modern age, ensuring that we avoid the high overheads associated with a traditional shop, but is making sure that our customers always come first.’

Jersey’s Retail Sales fall but show an incomplete picture Jersey’s 2nd quarter retail sales figures show a fall of 2% year on year, compared to a rise in the UK over the same period of 2.2%. However retail sales in Jersey do not tell the complete story because unlike the UK, they exclude online sales and are only for bricks and mortar shops. In the UK the Government’s ONS, which produces the UK figures says, ‘Sales made over the Internet are an important and rapidly evolving part of the retail sector. Internet retail sales are already included within the monthly RSI.’ Indeed, they have been including internet sales for many years, and have even been producing a completely separate internet sales index experimentally since 2008. In the UK nearly 10% of retail spending is through online sales, and this is likely to be even higher in Jersey. It means local online retailers such as Mypad.je are not registered in Jersey’s sales figures. Managing Director of Mypad, Paul Clark said without the right data it is difficult to understand fully what is going on within retailing in Jersey, ‘We know that internet sales are rising and the high street struggling, but we don’t have any reliable figures to show what percentage of

consumer spend in Jersey is going to internet retailers. I know that I have had an excellent six months, with my sales far exceeding expectations. You only need to look at the online retailers’ association figures from the UK which show that in the second quarter of this year online sales were up 17% year-on-year, to see that this sector of retailing is growing. There are several local companies who are now internet based retailers only and who are serving the local market like we are. We need to recognize this growing sector so we can get a complete picture of retailing in Jersey.’ Paul set up Mypad after more than 25 years experience in traditional retailing. He wanted to offer a credible online business that operates locally, employs local people and prevents consumers’ money from going off-island to big overseas internet retailers. ‘When I was working for a local retailer several years ago, we did some research and that found Jersey consumers are very comfortable with buying online because we are an island economy with an international outlook. It would be very interesting to see just what percentage of our retail spend is now on the internet, and how much of that is being kept within the island.’

A better autumn / winter bus timetable

A much improved autumn / winter bus service will be provided this year as compared to last. In partnership with LibertyBus, the Minister for Transport and Technical Services is pleased to announce the bus timetables. Service levels are in many cases enhanced compared to previous autumn and winter seasons, with a number of bus routes benefiting from similar frequencies to the summer season and a service on Sundays. Proposed changes were recently put forward for consultation and a good response from members of the public was received. LibertyBus will be operating the autumn and winter season timetable between 30 September 2013 and 29 March 2014, when service changes for the spring season will take place. Principal changes to

the bus network are as follows: • Service 1: Daytime frequency will be every 20 minutes, compared to every 30 minutes from autumn 2012. On Sundays, the daytime frequency will be more than double that of autumn 2012, with a departure every 30 minutes • Service 1A: Daytime buses every 60 minutes and extended to Gorey Pier. Buses will continue to operate on Sundays throughout the autumn/ winter season • Service 2: Daytime buses every 60 minutes. Buses will continue to operate on Sundays throughout the autumn/winter season • Service 3: Revised timetable and route – buses travel through Rozel to Durrell, then via St Martin’s Public Hall and towards St Helier • Service 4A: New route operat-

ing Sunday services to Trinity, Bouley Bay and Durrell • Service 9: One early morning peak journey extended to serve L’Etacq before calling at St Ouen’s Village • Service 12: Revised timetable with extra journeys and a Sunday service from 10 November • Service 12A: Revised timetable with more direct route between St Aubin and St Brelade’s Bay. A Sunday service (calling at Portelet) will operate until 3 November and a Monday to Saturday morning peak journey from L’Etacq is replaced by departures on services 9 and 12 • Service 13: Revised timetable and route – operates via St Saviour’s Hill instead of Mont Millais, with buses travelling to Rozel after Durrell then towards St Helier • Service 19: A new route number for the western section of service 20, with bus times unchanged and through journeys maintained • Service 20: Will operate to the current timetable on the eastern section, with buses continuing westwards as service 19 • Services 25 and 27: The section between St John’s Church and Les Fontaines will not operate from 30 September (affects 3 peak time journeys). Additional departures on Sundays • Service 28: Six return journeys will

operate until 3 November There will also be a change to services returning from the east and northeast, which will take a more direct route back to Liberation Station between 4pm and 6pm on weekdays. The relevant services are 1, 1A, 2, 3, 13 and 21, and the journeys in question will omit the Grenville Street and Snow Hill Bus stops, which will continue to be served during this period by service 16. Deputy Kevin Lewis, the Minister for Transport and Technical Services, said: “The autumn and winter timetable this year contains more bus departures than ever before. I am particularly pleased that Sunday services will be operating this autumn and winter to most parts of Jersey, many of which have historically not been served by Sunday buses during this period of the year, and I am sure these will be well received by the travelling public.” He continued, “I am also delighted that LibertyBus will again be operating service 15 at a daytime frequency of every 20 minutes on Mondays to Saturdays and 30 minutes on Sundays. This represents a significant increase in frequency and capacity compared to one year ago, and as passenger numbers grow, investment in other bus services will take place which will enable frequencies and hours of operation to be enhanced in the future.”

Liberation Group EPA goes (inter)national! Liberation Group’s English Pale Ale (EPA) will be taking a place among some of the finest craft beers in the world as part of the JD Wetherspoon Real Ale Festival. JD Wetherspoon, which is one of the UK’s best known and largest pub chains, invited Liberation Group to showcase its EPA as one of 50 specially brewed ales for the Festival. Adding to the range of beers from regional brewers across the UK will be ten visiting craft brewers from the USA giving the Festival, which is being billed as the ‘United States meets the United Kingdom’, a truly international flavour. In its latest newsletter JD Wetherspoon refers to Liberation EPA as ‘extremely popular and exclusive to the Festival in mainland Britain.’ All of the beers featured in the Festival are being brewed exclusively in the UK for JD Wetherspoon. Liberation Brewery, which produces Liberation EPA, will be sending nearly 800 casks of the ale to the Festival – that’s equivalent to 57,000 pints – putting Jersey firmly on the international map at one of the biggest and most popular events for beer aficionados to be held across the UK.

Paul Hurley, Head Brewer at Liberation Brewery at Longueville in St. Saviour said: ‘We have an excellent relationship with JD Wetherspoon and have previously exported our beers to be sold as guest ales in selected pubs. RBS International charity cycle RBC invites smaller charities challenge raises over £83,000 to make fund applications Staff from RBS International raised over £83,000 in a non-stop cycling relay of 1,000 miles from John O’Groats to Lands End. The 16-strong team of cyclists, accompanied by a support team of six, from across RBS International, undertook the fundraising event, the ‘End to End Challenge’, in order to raise funds for the local RNLI (Royal National Lifeboat Institution) in the Channel Islands and Isle of Man, and St John Ambulance in Gibraltar. Of the funds raised across the Bank, £64,075 of which will be going directly to the RNLI across the Channel Islands. The Challenge was completed in just three days, and was led by RBS International employees Simon Boyle and Spencer Carne. The cyclists covered the length of the UK in approximately 60 hours, maintaining an average speed of 15/16 mph over the distance in order to complete the Challenge within the target time. The ‘End to End Challenge’ was dif ferent from other Lands End to John

O’Groats cycle challenges in that it was completed as part of a non-stop relay. The riders were split into three teams of six, cycling for four hour stints and then resting for eight hours. This rotation continued throughout the night until the final destination was reached and the Challenge was completed; although this method reduced the total distance cycled by any one member of the team, it brought its own complexities by riding through the night in variable conditions and after only a few hours rest. In preparation for the event, the RBS International team partnered with Big Maggy’s Bike Shop who assisted with equipment supply and, given their expertise of long distance multi-day riding, were on-hand to provide practical advice with the training and throughout the Challenge itself. Tony Williams from Equipe Flamme Rouge provided a coaching and development service to build the team’s endurance and technical skills ahead of the challenge.

For many smaller charities working hard to support various worthy causes in the community, it can be difficult to gain enough of a profile to attract sufficient funding. RBC Wealth Management is targeting these lesserknown charities and associations with an offer of support. ‘Our invitation to registered charities aims to help sustain the smaller groups that might struggle to continue their valuable community work. Pat Robson, Director of the Foundation, said: ‘Art in the Frame was set up 14 years ago to support and promote up and coming local artists and craft workers. The objective is to enhance the curriculum opportuni-

ties of primary and secondary school students, and also to provide workshops, talks and events for those with learning disabilities. ‘The grant made a great difference to us. Without it the Foundation could not have been able to run such meaningful workshops and certainly would not have attracted so many children. The workshops were a great success and included an Up Cycling exhibition. This meant that the children were able to see the exhibition at the same time as the workshops and appreciate all that it is possible to achieve.’ The funding received by the Foundation was used to provide six, two-hour workshops led by qualified teachers, for over 150 primary school children. In addition, the project included a wishing tree for the children to add their wishes for the future of the environment. The tree was made by Alcindo Pinto and can still be seen outside of The Harbour Gallery. Planning guidance to help reduce construction waste The Department of the Environment has published new guidelines for managing waste from construction and demolition projects. The new guidance, which has now been adopted by the Minister for Planning and Environment, is a requirement of the most recent Island Plan (2011). It aims to reduce the amount of waste generated from construction projects and ensure that any waste that is produced is more effectively and sustainably managed, through increased re-use and recycling. It should result in significant environ-

mental benefits and potential cost savings on major building projects. Planning applications for major developments or those which involve a lot of waste or significant demolition will have to submit site waste management plans (SWMP) as part of the planning application process and will be a material consideration when the application is considered. Construction projects generate the largest amount of solid waste in the Island (by weight) and much of this is currently sent to landfill. Deputy Rob Duhamel said: “Better waste management on construction sites will mean less waste going to

landfill, less quarrying, less transport of materials, less energy consumption and less risk of fly tipping.” “In addition to these environmental benefits, however, there are also significant potential cost savings for the construction industry, including lower waste disposal and transport costs and cost savings due to the reduction in the amount of materials wasted and purchased.” Deputy Duhamel added: “The challenge for designers, site engineers, surveyors and those involved in procurement is to accurately assess the use of materials and the potential for their re-use and recycling both on

and off site, at all stages during the construction project. The challenge for the principal contractor, subcontractors and waste contractors is to work together to ensure that SWMPs are properly implemented.” The new guidance follows a consultation exercise with the public and key stakeholders, who raised a number of issues. Deputy Rob Duhamel said: “I have carefully considered all the points raised during the consultation process and have made a number of changes to the original draft guidance in response. I would like to thank all those who have taken the trouble to make their views known”.

PwC Channel Islands demonstrates confidence in the Channel Islands by welcoming biggest ever intake for Class of 2013 PwC Channel Islands has continued to lay the foundations for sustainable long-term growth in the Channel Islands by welcoming its biggest ever annual intake of graduates and school leavers across its Jersey and Guernsey offices. As part of this year’s ‘Class of 2013’, the Jersey and Guernsey offices of PwC have welcomed a total of 38 new recruits – a 15% increase on last year’s intake. In that time 5,400 registration cards have been issued, with 4,000 of these cards being for “entitled” people. More than 30,000 people have been pre-qualified as a result of Social Security and the Population Office working together to issue cards to anyone with continuous contribution records. Employers can now employ as many such people as they wish. “This new system is a significant change and will take time to become fully established, but I am pleased with the progress so far and we will continue to work on improvements to the process.” As well as registration cards, the new Law introduces stronger compliance powers, and to support this, savings are being re-invested in extra staff to police the Law. In addition, contractors now need to pay up to £1,500 for a licence to visit Jersey. Senator Routier added “The Law is vital to achieve our objectives of more local employment, limited immigration, reduced bureaucracy and economic growth. Head of Customs and Immigration to retire

The Head of Jersey’s Customs and Immigration Service, Michael Robinson, has announced that he will be retiring from the service at the end of this year. Having joined the department in 1976 as a customs officer, Mr Robinson rose to become head in 2006, receiving seven commendations for drugs investigations on the way. He managed the integration of the Customs and Excise Department and the Immigration and Nationality Department, and led the transformation of the the way in which staff work. Mr Robinson said: “Promoting multifunctional ways of working has been my top priority, in order to help the Service to work more efficiently. I have also ensured that succession planning is in place so that all staff members can realistically aspire to reach senior positions, which I believe is vital in order to attract and retain the best staff. “I regard it as a privilege to have had my career with Customs and Immigration. The work has been varied and fulfilling but with some interesting challenges along the way. I have been extremely fortunate to have had excellent colleagues who I also regard as friends – I will miss them all.”

New marketing appointment reflects growing demand for Dairy’s products Rapid expansion into international export markets has led Jersey Dairy to strengthen its marketing team with the appointment of a university graduate who has studied overseas economies. Jersey-born Chantelle Liron (21) has been appointed to the new role of Marketing Assistant, having returned to the Island this summer after gaining a First Class (Honours) Degree in Business with Geography at the University of Chester. ‘I wanted to work for a consumer goods company,’ she said. ‘It has worked out perfectly, combining Jersey, which I love, with a food brand that is interesting to market.’ With long-life (UHT) Jersey milk, ice cream, butter and other products now being exported to the UK, Europe and the Far East, Chantelle will be helping to create further awareness of the brand overseas. She is currently assisting in the production of a video that will be used to introduce Chinese consumers to the Island. The former Hautlieu student studied emerging markets as part of her geography A-level and researched China and India within the marketing modules on her degree course. One of her study projects was to launch a hypothetical luxury car in China and she sees analogies between this and Jersey milk, which is also marketed

as a premium product. ‘We are delighted that Chantelle has joined our team,’ said Head of Marketing Bob Jones. ‘Her recent academic studies make her perfectly placed to help us face the exciting challenges of selling Jersey Dairy products both home and abroad.’ Chantelle’s role at the Dairy will involve her in many promotional activities, from taste testing to researching different markets and cultures. She is currently redeveloping the website (www.jerseydairy.je), developing strategies to increase local milk consumption and has been meeting some of the Island’s top chefs to promote their use of local dairy products. She is also planning to make effective

use of such social media sites as Facebook and Twitter. ‘These are useful tools for interacting with the public, releasing news and sharing some behind-the-scene photos of what goes on at Jersey Dairy.’ While the Dairy is becoming an international brand, its home market is equally important. She will be encouraging Islanders – especially families – to make the link between buying Jersey Dairy products and helping to conserve the Island’s countryside. Chantelle has an 18-year-old sister, Helen, and lives with her family at Maufant. Two of her hobbies include cooking and photography – skills that she hopes that will come in useful in her new role.
