States of Jersey joins with UK partner to deliver engineering skills in schools The States of Jersey have announced that the department for Growth, Housing & Environment has linked with Jersey College for Girls (JCG) in partnership with UK organisation Primary Engineer to embed engineering into primary and secondary school curriculums. Primary Engineer brings together industry and education to deliver a world of engineering challenges for young people and communities. The Primary Engineer and Secondary Engineer programmes will see local teachers and engineers training alongside each other to plan projects and lessons which are mapped to the curriculum, to inspire and educate children, from early years through to secondary level, using realworld examples that bring maths and science to life for hundreds of Jersey school children, from September. Each school will partner with a linked engineer to engage the students in creative, hands-on lessons that will provide a solid foundation for learning, encouraging broader career aspirations. While not all children will want to be engineers they will acquire the practical problem-solving

attitudes that can be applied to any profession. The States of Jersey Growth, Housing & Environment department will play a leading role in the initiative, and have already hosted the first successful training session last month for secondary teachers and a group of local engineers. Phil Dodd, the Support Services Manager for Growth, Housing & Environment, will be working directly with students at Jersey College for Girls (JCG) in the Autumn term and commented: "Whether children realise it or not, in the classroom you begin to develop engineering skills and strategies and this is about capitalising on these natural instincts and taking it one step further to show young people what it means to bring their ideas into reality. This is still seen as a male dominated industry, with 402 male Chartered Engineers in the UK compared to just 48 female. We'd love to close the gender gap and see more diversity in these sorts of roles, there's certainly the support and demand for it. I am confident this programme is a big step in the right direction for Jersey." Dave Roworth, Director of Digital,

Vocational and Technical Skills at Skills Jersey commented: "We are delighted that strong partnerships continue to be forged between our schools and experts from industry and businesses, it is crucial for our young people to be inspired and ambitious for their futures, and to see the links between their learning at school, and applications in the real world. So far, over 30 island nurseries, primary and secondary schools are registered with the programme and we're delighted to see such fantastic uptake in our first year. I also wish to express publicly my thanks to the engineers and their companies who are supporting the programme, they will have such a positive impact on the young people they meet and work with next term." Moving house can be stressful, so at the end of August Grand Jersey Hotel & Spa baked a special gift to help their new neighbours settle in. Nicolas Valmagna, Executive Chef at the AA Five Star St Helier hotel and his team wanted the staff at First Names Group to be among the first to taste their new afternoon tea menu. The 300-strong team from the finance firm has just moved in next door, taking over the entire second floor of the iconic waterfront office development Gaspé House at 66-72 the Esplanade. It was the perfect treat for the team who tucked into a delicious spread including finger sandwiches filled with scrumptious smoked salmon, barbecue ham and tangy cheddar cheese and chutney.

There was plenty to satisfy those with a sweet tooth too including mini Victoria sponges with passion fruit and raspberry, freshly baked lemon drizzle madeleines and tasty Jersey strawberry tartlets. And no local afternoon tea would be complete without scones; these ones freshly baked less than a hundred metres away and served with Jersey clotted cream and strawberry jam. Commenting on the gesture, Simon Miller, General Manager of Hand Picked Hotels Jersey, said: “We’re delighted to welcome First Names Group as our new neighbours. Grand Jersey is not only a great venue for out of office meetings but is also the perfect place to unwind and socialise after work. We hope we’ll be seeing lots of our new neighbours!” The Afternoon Tea was delivered

OPEN DAY AT JERSEY WATER’S HANDOIS WATER TREATMENT WORKS Before any fresh water comes out of our taps, it is treated at one of Jersey Water’s treatment works which are located at Handois and Augrès. On Saturday 29 September, you will be able to get a behind the scenes look at the Handois Water Treatment Works, which is tucked away in the tranquil Handois valley, not far from the Hamptonne Country Life Museum. This amazing engineering plant, with 85 years of service completed, is controlled and monitored by leading edge, state of the art technology. It is manned 24/7, 365 days of the year to provide the Island with a constant supply of treated water. The treatment works is capable of supplying at least the average daily demand of water. The operators use telemetry systems to select the best quality raw water for treatment. This reduces the amount of treatment required and ensures that the water produced is of a consistently high standard. Output from the treatment works can vary throughout the time of day and time of year. Treated water flow readings and service reservoir levels are monitored remotely at the treatment works and water flows are adjusted to meet the various demand profiles. The treatment works is equipped with online monitoring equipment

which measures the quality of the water at all stages of treatment. In addition, samples are regularly taken by Jersey Water laboratory staff for analysis to ensure water quality is maintained at a high level and also to ensure regulatory compliance. The treatment works at Handois is supplied with water directly from Handois Storage Reservoir. The reservoir acts as a collecting point for water pumped directly from other reservoirs and raw water sources and collected in other catchment area. The Jersey Water engineers will show you around the site and explain how your water is treated before being piped to your tap. The guided tours will last approximately 1 hour and are every 20 minutes from 10am - 3pm (the first tour starting at 10am and the last tour starts at 2pm). Guided Tours are limited to 8 people per tour. Booking is essential as this is a live working station and can be made via the Jersey Water website, www. jerseywater.je All proceeds will go to Jersey Water's Chosen Charity 2018 Stroke Association Jersey. I was born in Venice, north of Italy, on March 22, 1917. At the age of ten, I was sent to a Roman Catholic Seminary in Piacenza, and ordained a priest, after 12 years of study, on October 22, 1939. Two months, later Cardinal R. Rossi, my superior sent me to America as assistant pastor of the new Italian Church. of Blessed Mother Cabrini, in Chicago. For four years I preached in Chicago, and later in New York. I never questioned if my sermons or instructions were according to the ‘Bible. My only work and ambition was to please the pope. It was on Sunday, February, 1944, when I turned on the radio and accidentally tuned it on a Protestant Church programme. The pastor was giving his message. I was going to change the programme, because I was not to listen to Protestant sermons, but interested, I do not know why – I kept listening. My old Theology was shaken by one text from the Bible I heard over the radio: “Believe on the Lord Jesus Christ and thou shalt be saved.” Therefore, it is not a sin against the Holy Spirit to believe that one is saved. I was not yet convinced, but my mind was full of doubts about the Roman religion. I was beginning to worry about the teachings of the Bible more than about the dogma and decrees of my pope. People were giving me, every day, a generous offering of thirty minutes of ceremony called Mass, because I promised them to relieve the souls of their relatives from the fires of purgatory. But every time I looked at the big crucifix upon the altar it seemed to me that Christ was re-buking me, saying: “You are stealing money from the poor, hard-working people by false promise. You teach dotrines against my teachings. Souls of believers do

not go to a place of torment, because I have said, ‘Blessed are the dead which die in the Lord, from their labours ‘(Rev. 14: 13). I do not need a repetition of the sacrifice of the cross because my sacrifice was complete. My work of salvation was perfect and God has sanctioned it by raising Me . from the dead. ‘For by one offering. He has perfected forever those who are sanctified ‘ (Heb. 10: 14:). If you priests and the Pope have the power of liberating souls from purgatory with Masses and indulgences, why do you wait for an offering?’ I could no longer face the Christ on the Altar. When I was preaching that the Pope is the vicar of Christ, the successor of Peter, the infallible rock upon which Christ’s church was built, a voice seemed to rebuke me again: ‘You saw the Pope in Rome; his large, rich place; his guards; men kissing his feet. Do you really think that he represents Me Jesus I came to serve the people; I washed men’s feet; I had nowhere to lay My head. Look at me upon the cross, do you really believe that God has built his church upon a man when the bible clearly says that Christ’s Vicar on earth is the Holy Spirit, and not a man? (John 14:26). ‘And that rock was, Christ’. If the Roman Church ‘is built upon a man then it is not my church.’ I was teaching my people to go to Mary, to the Saints, instead of going directly to Christ. But a voice within me was saying: Who has saved you upon the cross? Who paid your debts by shedding His blood? Mary, the Saints, or I Jesus? You, and many other priests do not believe in

scapulars, novenas, rosaries, statues, candles; but you continue to keep them in your church. MY believers should adore Me Jesus, spirit and truth. Destroy these idols. Where my doubts were really tormenting me was inside the confessional box. People were coming to me, confessing their sins to me. And I, with a sign of the cross was promising that I had the power to forgive their sins. I am a sinner, a man, was taking Gods place, Gods right, and that terrible voice was penetrating me, saying, ‘You are depriving God of his Glory. If sinners want to obtain forgiveness of their sins they must go to God and not you. It is God’s law they have broken. To God therefore, they must make confession; to God alone they must pray for forgiveness. No man can forgive sins, but Jesus can and does forgive sins. ‘Thou shalt call His name JESUS; for He shall save his people from their sins’ (Matt.1:21) ‘There is no other name under heaven given among men whereby we must be saved’ (Acts 4: 12). ‘For there is God and one mediator between God and men, the man Christ Jesus’ (I Tim. 2:5).’ I could not stay any longer in the Roman Catholic Church because I could not continue to serve two masters, the Pope and Christ. I could not believe the two contradictory teachings. Tradition and the Bible. I had to choose between Christ and the Pope; between tradition and the Bible; and I have chosen Christ and the Bible. I left the Roman Priesthood and Roman religion in 1944 and now I. have been led by the Holy Spirit to evangelize Roman Catholics and urge,

with lectures in churches, colleges and public places, Christians to witness without fear in order to bring their Roman Catholic friends to Christ. Friend, if my testimony has touched your heart, and you realise your need of Christ’s salvation from sin, as I did, and his forgiveness and peace, will you with a broken heart call upon the Lord Jesus to save you now, for me He said, : <; Him that cometh to me!, I will in no wise cast out’ (John 6:37).

SMART METER USAGE ‘YEARS AHEAD’ OF UK Every home and business in the island will have a ‘smart meter’ to monitor electricity use by the middle of next year. Jersey Electricity is introducing the devices, which will mean the end of estimated bills and topping up charing keys at shops. The energy company’s rollout is due to be completed mid-2019, and 80% of the island’s homes are already using new ‘smart meters’ to monitor their energy usage. Jersey Electricity CEO, Chris Ambler, says it is years ahead of the UK mainland: “We’re quite proud of the progress we’ve made here. This is an £11 million project, and we estimate we’re somewhere around five years ahead of the UK on this system. These meters are being used elsewhere, but we’re well ahead of other jurisdictions.” The company has also launched a new online ‘smart account’ for its customers to track their electricity usage online.

£740 is average weekly wage The average weekly wage has risen to £740. That is the highest annual increase in a decade, and compares to 2.6% in 2017. But we are still worse off, with the higher cost of living meaning earnings have actually decreased in real terms for the first time in six years (down 0.9%) The impact of inflation means we’re only earning less than half a percent (0.4%) more than a decade ago. For 2018, the annual increase in the public sector was lower – at 3.1%. Across the board, average weekly earnings add up to £38,480 a year, although the median average figure is lower at £30,680. ELIZABETH CASTLE HAS BEEN DEFACED WITH SWASTIKAS German fortifications at Elizabeth Castle have been vandalised with swastikas. 27 of the Nazi symbols were drawn in black marker pen. The letters ‘SS’ and ‘HH’ were also scrawled nearby. Police say it happened sometime between Friday the 17th and Sunday the 19th of August, likely when the castle was open to the public. Two Occupation-era bunkers and a lookout tower at the top of the castle were targeted. Officers say the vandal would have had to climb over wooden barriers, as some of the rooms graffitied had been fenced off.

HOSPITAL WAITING TIMES NOW PUBLISHED ONLINE Waiting times for patients at Jersey General Hospital are now available on the States of Jersey website. Following a pledge by the Health and Social Services Minister, Deputy Richard Renouf, at the first regular sitting of the new States Assembly, information has been collated and will now be updated monthly. The published data includes both the average wait for a first appointment with the various hospital departments and the average

wait for a procedure or operation across the range of specialties in which care is provided for Islanders. Deputy Renouf said “I want to be open about the pressures facing our hospital services and believe strongly in regularly publishing information on average waiting times. “There are considerable variations in the average times an Islander is likely to have to wait for their appointment or procedure but it is important to say that urgent cases are always prioritised. I and my colleagues

in the Department are working to reduce delays and improve patients’ experience of hospital services.” Rob Sainsbury, Group Managing Director for Health and Community Services, said “Some of the specialties with the longest waits have particular challenges, however we are working closely with the staff concerned to identify the issues involved and bring down the waiting times.” The waiting times will be updated by the first working day of each month, one month in arrears.

JOINS SUPER LEAGUE TRIATHLON AS TITLE SPONSOR IN JERSEY Super League Triathlon (SLT), the new action-packed elite series is excited to announce Royal Bank of Canada (RBC) as the new title sponsor for the Championship event in Jersey this season. Taking place on 28-30 September, the newly titled RBC Super League Jersey event will see the biggest names in triathlon go headto-head for victory in the season-long quest to be crowned Super League Triathlon Champion. MIXED FIRST HALF OF THE YEAR FOR VISIT JERSEY There’s been fewer visitors to Jersey so far this year, but tourists spent more money in that time. Visit Jersey has released its exit survey for the first six months of 2018, which it describes as ‘a mixed picture but with reasons to be optimistic.’ 300,000 people visited Jersey between January and June, which is down 3% on the same period last year. Despite that, £107million was contributed to the economy, which is up 9%. French visitor numbers jumped by 25%, but visits from Germany are down 15%, which Visit Jersey puts down to fewer chartered flights. The number of overnight holiday visitors this year to date is down to 156,000, and holiday day-tripper numbers fell 5% to 25,000.

STATES WERE 'OPPRESSIVE' TO HOMEOWNER A complaints board has found a man was treated in "an oppressive and improperly discriminatory" manner by the Jersey government. Ivor Barette, from St Mary, was fined £50,000 in 2016 by the island's planning authority for removing windows and flooring in his grade three listed property, which is near the parish hall. He later put up signs around the property complaining about his treatment, and claimed the fine meant he no longer had the funds to renovate the property. Mr Barette told the complaints

board communication broke down with the department and described the emotional impact of unannounced visits by enforcement officers. He told the complaints board "excessive monitoring" of ongoing building works by two enforcement officers had created an atmosphere of distrust and conflict. The board has recommended the department send Mr Barrette a written apology. The Department for Planning and Environment has said it tries to work with clients to agree the best way to protect the island's heritage.

By Marcus Matthews of Indigo Estates Whatever anyone might say about location, condition, proximity to schools, size, etc., it is the price at which a property is initially marketed that is the key to a successful sale. But emotions often cloud good judgement. The chance to secure a high price can prompt sellers to quote too much, and the house then misses the early buyer activity that is most likely to produce a sale. Quote too little and the resulting immediate sale can fuel resentment as you might feel you could have sold for more. So the heart must not rule the head here. You may have put a lot of time, love and money into the property and naturally you want your asking price to reflect this. Maybe you need a certain amount to secure another property, or you simply want to track house-price trends. Perhaps you are taking your guide from a similar property that has recently sold nearby. However, the only thing that really counts is the supply of able buyers in relation to the supply of comparable properties, and what those buyers are prepared to pay in view of such competition. Local estate agents are the only people who have a handle on both aspects. Armed with this information your agent can make an informed recommendation as to an asking price that will maximise your chances of selling at an attractive figure within a realistic timescale. Establishing an accurate asking price that will optimise your chances of selling at the highest likely price within a reasonable timescale is both an art and a science, particularly during a time when buyers are

especially price sensitive. Estate agents’ valuations can vary tremendously. Some agents attempt to win your instruction by flattering you with a high but unrealistic suggested asking price -beware! Some, due to inexperience or unfamiliarity with current buyer trends, get it plain wrong – which can cost you time and money. Some are more responsible and advise the

right price from day one. We take the pricing issue very seriously, and much consideration is involved before we recommend an asking price. As a rule of thumb, ask two or three reputable agents to suggest the optimum market value and base your pricing decision on these valuations. Viberts lawyers advise on rare Les Minquiers transaction Business

The property team at law firm Viberts helped complete the purchase of one of the most southerly properties in the British Isles. Advocate James Lawrence and Michael Falle, Senior Conveyancer, both travelled to Les Minquiers earlier this month to undertake a unique site visit and check boundaries for one of the huts on the Maitresse Ile. The contract of sale was then passed through Jersey’s Royal Court. There are fewer than 20 huts on Les Minquiers, most of which are closer in size to a garden chalet. Many of these properties have been formally conveyed by contracts passed before the Royal Court, some of which date back from 19thcentury, including two

which belong to the States of Jersey. Les Minquiers, officially a part of the parish of Grouville, is a reef of rocks (said, at low water, to be larger in area than mainland Jersey) which sits approximately 12 nautical miles south of Jersey and is officially the most southerly part of the British Isles. The Sovereignty of the reef was the subject of a dispute with France which went to the International Court of Justice at the Hague in the early 1950s. It was settled that it was British territory and the established ownership of properties on the reef by Jersey residents who paid Parish rates seems to have been a deciding factor which lead the court to that outcome. Much of Fort Regent was built with stone which came from the

main island. The area is protected by the Ramsar Convention for its importance as a seabird habitat, and is also home to Grey Seals and Bottlenose dolphins. Commenting on this rare transaction, Advocate Lawrence said: “This was certainly a piece of work which neither Michael or I will forget. It’s not every day you take a boat to undertake a property site visit, but the process is ultimately the same as with any property – checking boundaries and the site generally. The actual transaction is interesting in itself too. Ordinarily, these beautiful huts are passed through families from one generation to the next, so the fact that one was subject to a transaction is rare.” Senior Conveyancer, Michael Falle, added: “We were pleased that Viberts was chosen to deal with this unusual conveyancing matter, which is testament to the firm’s strong local reputation and its clear focus on the importance of Jersey’s tradition and history.”

LAW appoints new Health and Safety Business Partner Recruitment

Law At Work has appointed Deano Davey as a Health and Safety Business Partner with a particular emphasis on supporting construction clients as their Health and Safety Project Co-ordinator (HSPC). Mr Davey joins LAW’s strong team of H&S professionals, helping clients assess risks and developing appropriate practices to address those risks and representing their interests as ‘virtual’ H&S Officers. In his main role as a Health and Safety Project Co-ordinator for major construction projects, Mr Davey will be the main point of contact for construction clients during the design and planning stages of their projects to ensure compliance with legislation and minimise associated delays. Previously, Mr Davey worked for Jersey Gas and Jersey Electricity in a number of roles, which included key elements of H&S. Prior to that, he was a Firefighter with the Airport Fire and Rescue Service. He is also a qualified gym and fitness instructor. Mr Davey said: “H&S has played an integral part of my career and it is an area which has always interested me. I look forward to developing my skills further and being a trusted support to our clients. It is also great to be part

Since the publication of our cyber strategy late last year, we have worked with the National Cyber Security Centre to ensure that, for the first time, we can call on them for support if there is a major cyber-attack. Equally, while we already have on-island capability to react and manage lower level attacks, we need to ensure that we can deal with a far wider range given the everincreasing threat such attacks pose." EY TO HELP TRANSFORM Pan-island study into a PUBLIC cyber security incident FINANCES response capability Finance

The States of Jersey has appointed global professional services firm, EY, as its partner to help modernise public finances, in a contract worth £2 million over two years. The finance transformation programme aims to modernise how the States runs its finance operation, increasing efficiency, improving governance and effective financial management and eliminating the wasteful duplication in the current out-dated system. The finance programme is an essential component of the ‘one government’ transformation, which the Chief Executive, Charlie Parker, has pledged will save tens of millions of pounds from the cost of the public service. The programme, which will run to the end of 2019, was identified as a priority following an in-house review of the function. It also responds to concerns raised about

financial management by both the Comptroller and Auditor General and the Public Accounts Committee of the States Assembly. The programme will combine advisors from EY with in-house finance specialists, to make the best use of both international best practice expertise and local knowledge. This approach offers both best value for money and provides for skills and knowledge transfer from EY specialists to States finance staff. Treasury and Resources Minister, Deputy Susie Pinel, said: “The rootand-branch reform of our outdated finance system is long overdue. All governments need effective financial planning and accountable financial management, to ensure that taxpayers’ money is being spent wisely, so this programme is a critical component of the modernisation of our public services, and its cost will be repaid many times over in future savings.”

The States of Guernsey and Government of Jersey have jointly commissioned a feasibility study to identify the best model for a cyber security incident response capability that will operate across both islands. Both Jersey and Guernsey published cyber security strategies that identified the need for an incident response capability. This resource would be able to support government, critical national infrastructure and potentially local businesses to respond to significant cyber security incidents, while also promoting cyber security awareness across the islands. The study is expected to deliver a final report by the end of the year that will provide a detailed business case for the recommended model. A separate project to set up the preferred solution will commence in 2019. Following a tender process, Atkins

States Chief’s Contract SOCIAL SECURITY ANNUAL REPORT to Stay Locked Away Business

States officials have decided to keep the government’s most senior employee's contract locked behind closed doors, following a request by Bailiwick Express to release it under the Freedom of Information Law. They concluded that the employment terms of Charlie Parker, whose £250,000 base salary is paid by taxpayers, were ‘personal information’ and should not be made available for public scrutiny. As the first FOI request of its kind, the decision sets a precedent for how future applications for employment details of high-earning senior civil servants will be handled. The landmark FOI application for new Chief Executive Charlie Parker’s contract and salary details was made on 30 April this year. But after a wait of nearly four months, which constituted a significant breach of FOI regulations, States staff officially declined to

produce the document. They said that the information was exempt under Article 25 of the Freedom of Information Law, as it was personal data. However, the law, which was introduced to enhance government transparency, does allow for exemptions to be lifted if supplying that information is deemed as being in “the public interest.” Express has now applied for a review of the decision. If the States refuse again, an appeal to the Office of the Information Commissioner will be considered. The news comes as Mr Parker, who is spearheading the largest ever shake-up to the public sector, faces increasing scrutiny over his contract terms. A Ministerial Decision signed off by then Assistant Minister for Population, Senator Paul Routier, took the extraordinary step of handing him full residency rights due to “the consistency of his trackrecord in delivering change within a number of substantial and relevant

organisations.” The move means that Mr Parker will face no barriers in buying a home and will be able to retire on the island. He may also be able to benefit from the tax benefits of moving his UK pension to Jersey. It has led islanders to question what other ‘perks’, if any, Mr Parker may have been afforded. While the FOI Unit did not provide the contract, officials did reveal that Mr Parker was on a permanent contract, which officially came into force on 8 January this year. They confirmed that his annual base salary was £250,000 – a jump up from his previous basic pay as Chief Executive of Westminster City Council, where he earned around £207,000 – and that he had been paid £141,129.01 gross to date. Previous Chief Executive John Richardson earned between £210,000 and £215,000 in his final year of work last year, and took home a pension of £3.2million.

The Minister for Social Security, Deputy Judy Martin, has published the 2017 Social Security Annual Report. The report provides a comprehensive overview of the activities, improvements and initiatives carried out by the Social Security department last year. It also explains the legislative changes under the responsibility of the department, and gives detailed statistical information about contributory benefits, such as pensions, and tax-funded benefits including Income Support. There is a wealth of information in the report. For example, the report shows the steady increase in the number of people claiming an old age pension as the impact of improved life expectancy is starting to make a real impact. In 2017 over 31,000 people received pensions compared to 29,000 in 2013 with the total cost of pensions rising 16% in the last five years. Over the same period the economy has improved; this is reflected across

a range of departmental statistics: Social Security contributions stood at an all-time high of £213 million with an average of 54,000 people paying into the Fund each month the number of people looking for work fell to an 8 year low at the end of 2017, with just 950 registered as actively seeking work with the improvement in job opportunities, the number of families claiming income support has also fallen since 2013 with 5,763 households claiming the benefit at the end of 2017 The new Long Term Care Benefit continues to expand, with 1,335 claimants at the end of 2017. A new benefit scheme, Pension Plus was launched at the start of 2017 with 5,777 claims made in the first year. This new scheme supports lower income pensioners with the cost of dental, optical and chiropodist costs. A separate new scheme to provide flu vaccines to pensioners and other target groups was also successfully introduced in Autumn 2017.
