Benefit dinner raises thousands for Caring Cooks Over 150 more primary school children will be learning about nutrition and how to prepare healthy meals from scratch thanks to a big Benefit dinner, which raised just over £11,000 for Caring Cooks of Jersey’s pioneering Lets Get Cooking programme. The charity hosted their second annual benefit dinner at the award winning Restaurant Sirocco. The special evening of gastronomy and philanthropy was once again sponsored by UBS AG Jersey and began with a Champagne and canapé reception served by Year 5 students from Mont Nicolle School, children who are currently part of the Let’s Get Cooking Programme. Diners then tucked into a six course tasting menu, that showcased local produce with wine pairings prepared by Sirocco’s Head Chef Steve Walker and his team. Full story on page 5

Diners then tucked into a six course tasting menu, that showcased local produce with wine pairings prepared by Sirocco’s Head Chef Steve Walker and his team. One lucky diner went home with

a very special prize after bidding for Steve Smith of Bohemia, Steve Walker of Restaurant Sirocco, Lee Smith of Ormer and Mark Jordan of Mark Jordan at the Beach to come into their homes and cook a sumptuous three course meal for eight people. This school year over 550 children are taking part in the Let’s Get Cooking Programme, learning essential kitchen skills, with lessons in and outside of the school environment on nutrition and where the food we eat comes from. The programme is designed to introduce children to food and help them develop a love for cooking which will hopefully have a positive impact on families’ eating habits and in turn contribute to a long term change in childhood obesity rates. Art auction raises over £10K Over 100 Islanders gathered in the St Helier Town Hall on Friday 13th October to bid on an eclectic art collection to raise money for awardwinning charity Les Amis. Jersey Old Bank Notes brought in the highest bid at the Art Auction raising £550 for the new nursing and complex needs unit. One of the most ambitious fundraising projects the charity has ever undertaken, Les Amis was delighted to raise over £10,000 towards their £500,000 target for furnishing the new unit. Les Amis Managing Director Shaun Findlay said: “I am delighted with the turn out for the Les Amis art auction. It is the first time we’ve held an event quite like this and it was excellent to receive so much support from our island community. Art is something we can all enjoy no matter who we are, where we come from or whether we have

a disability or not. Art does not discriminate and neither do we at Les Amis.” Businesses and individuals, as well as the artists themselves donated a wide variety of art and photographs, for the auction that was led by antiques dealer Peter Le Rossignol and hosted by Sophia Bird. The artwork included pieces by Edmund Blampied, Ian Rolls, Gerald Palmer, Eric Walker, Diana Bowen, Susan Lintell, Christine Capps and photographer Alexander Mourant. Lauren Carré PR, Marketing and Fundraising Manager for Les Amis, said: “Thank you to everyone who donated works of art for our auction or helped us organise this ambitious event. We are truly grateful for everyone’s support. Opening the Island’s first nursing and dementia unit for elderly Islanders with learning disabilities and complex needs is something that will benefit the

entire island.” Les Amis is aiming to raise £500,000 to fund the equipment for their new complex needs unit.

Farming conference to focus on smarter agriculture Sustainable agriculture, automation and water quality and are among the topics being presented at the 2017 Jersey Farming Conference. This year’s free conference will be held at La Mare Wine Estate on Friday 10 November. Other topics on the agenda include fertiliser placement and dairy farming’s carbon footprint. The seventh Jersey Faming Conference is being organised for the first time by Jersey Product Promotion Limited, which is responsible for on and off-island marketing initiatives, including the Genuine Jersey and Jersey Royal brands. This new role – to organise an annual con-ference covering technical, marketing and societal issues – is set out in the latest Rural Economy Strategy 2017-2021, which was published in February. Speakers include Dr Jude Capper,

a livestock sustainability consultant, who will be talking about the importance of factors affecting livestock industry sustainability and how to enhance the knowledge and understanding of food production stakeholders from the farmer through to the retailer, policy-maker and consumer. Dr Charles Fox, director of Ibex Automation, will also talk at the conference about the future of farming, including the use of highly mobile ‘agribots’ to perform functions such as weeding. And Paul Stanfield of Wessex Water will tell delegates how the utility is working with farmers to solve water quality issues at source. Peter Le Maistre, President of the Jersey Farmers’ Union, said: “Many people would have heard of SMART objectives - the need for business planning to be Specific, Measurable, Achievable, Realistic and Timely. Well, farming has

its own version because, to meet today’s environmental and economic challenges, it needs to be SMARTER: Sustainable, Motivated, Adaptable, Rigorous, Technical, Environmental and Rewarding. “The industry is dynamic and we’ve seen it take great strides in reducing pesticide and fertiliser use – but we’ll need to be even more responsive if we’re going to thrive in the uncertain world that Brexit has created. “This year’s conference will look at the achievements of the arable and dairy sectors as well as the challenges they face. It will also identify potential solutions to a dwindling armoury of pesticides and find ways to reduce the pressure caused by fertiliser use.” Anyone with an interest in the rural sector is welcome to attend the free event and can register at www. jerseyfarmingconference.com. Police Seek St Martin ‘Fly-Tipping’ Witnesses An open black drum, containing 200 litres of waste oil, has been dumped in La Crete car park. Jersey Police are appealing for information after “several incidents of fly-tipping” in a carpark between Anne Port and Archirondel. A large black drum containing 200 litres of waste oil was dumped at La Crete Quarry in St Martin between Monday 9 and Thursday 12 October. Around 30 smaller canisters were also left. Officers add that a number of windows in a porta-cabin have been smashed, causing a large amount of damage. Anyone who saw anything suspicious in the area is asked to contact Jersey Police on 612612 or Crimestoppers anonymously on 0800 555 111. The ageing population seems to get blamed for everything these days but there are some people, like us, who try very hard not to be a burden on society. I read recently that the States of Jersey spend 42 million per year assisting obese individuals but this is rarely mentioned and, I believe, a large amount is also spent on those with drug addictions. However, it is

always senior citizens who attract attention if there is ever a shortage of nurses or doctors or hospital beds, etc. It is unfair, in my view, to generalise against older people just because our numbers are increasing. I would argue that the overweight / obese numbers are also increasing leading on to many avoidable illness which are a drain on the public purse.

SKIPTON ART SERIES HELPS DRAW CROWDS TO JERSEY MUSEUM The Link Gallery’s Summer Takeover proved to be a huge success for the Skipton Art Series, with a high number of visitors pouring into Jersey Museum. The exhibition space, which is sponsored by Skipton International, was loaned to the Jersey Arts Trust during the summer months to showcase local artwork and host community projects and workshops. During the Takeover, the Museum welcomed 11,000 visitors through its doors, 3,000 more than recorded during this period in 2016. During May, June and July, the Skipton Arts Series hosted performances, exhibitions and workshops at the Link Gallery to showcase local talent. These included an exhibition of work from Sam Carney’s ‘Sketchwalks’ workshop, a dramatic performance by Amber Hahn and an overview of the ‘Mural Project’ which took place at various locations around St Helier. A ‘Terrarium Making Workshop’ hosted by Will Bertram also proved popular, with tickets selling out quickly. Events held at the Link Gallery

contributed to a significant rise in paying visitors to the Jersey Museum for the year to date: 21,000 compared to last year’s 15,000. Chris Addy, Sites Curator for Jersey Heritage, said: “It has been a pleasure working with the Jersey Arts Trust over the summer

to deliver a full programme of fresh and inspiring exhibitions, workshops and performances which has considerably raised the profile of the Link Gallery. We would like to say a big thank you to the JAT and all participating artists and we look forward to working

The Link Gallery’s current exhibition is called ‘Into the Trees’ by Nicola Hughes. Her powerful images of winter trees which will be on display until 29th October.

Appeal for sewage treatment works planning application ​ he T Department for Infrastructure (DfI) is to formally appeal against the refusal of planning permission for the new sewage treatment works at Bellozanne made by the Planning Applications Committee on Thursday 21 September 2017. The reason for the refusal given by the Planning Committee is that the proposed development does not include sufficient measures to mitigate the odour concerns, raised by the local residents in the vicinity of the site, who have asked that several large primary settlement tanks be covered in the new works at an approximate additional cost of £4.1m. The planning application submitted

by DfI contained the results of a comprehensive Environmental Impact Assessment, which included significant information on odour assessments carried out at the Bellozanne site. These odour assessments indicated that there would be an 18% decrease in odours generated from the new site, as the proposals already included for the most odour generating processes being covered and odour controlled. This 18% reduction would be in addition to the reduction in other odours achieved at Bellozanne by the recent commissioning of new sludge treatment facilities in 2015, and the relocation of other waste processing operations such as the Energy from Waste plant, the Public Green Waste Reception, the Clinical

Waste incinerator and the Household Recycling Centre. The methodology used for the odour assessments was in accordance with current UK practice and was approved by the Environmental Health Department prior to the assessments being carried out, and the Environmental Health Department subsequently confirmed during the planning consultation period that they had no objections to the submitted proposals. Nevertheless, given the objections to the proposals from local residents, and their request to cover the primary settlement tanks, DfI confirmed to the Planning Committee that they were happy to incorporate the means to cover the tanks at a later date and reassess the situation once the plant

was built. If, indeed, these additional odour control measures proved necessary, they would spend the additional approximate sum of £4.1m to cover the tanks. However, given that these proposals have now been rejected, DfI considers that, as it has an obligation to properly safeguard the use of public finances and achieve value for money under the Public Finance Law, it has no alternative but to appeal the refusal of the application. Further odour modelling assessments have indicated that expenditure of the additional £4.1m will have limited benefit for local residents and therefore this significant additional expenditure cannot be justified at this time.

Deputy Eddie Noel, Minister for Infrastructure said “Obviously, we were disappointed with the rejection of our planning application for new sewage treatment works. This is a vital project for the Island. We were surprised with the reasoning behind the rejection. Firstly, odours would be significantly reduced with the new plant compared to those currently experienced. Secondly, why would it be logical to spend £4.1m of public money if, as the Environmental Impact Assessment indicates, it was unnecessary? We should only consider spending that sizeable amount of money, which could otherwise be spent on priority areas such as health and education, if indeed there is a problem. We will only know that once the STW is built and tested.”

Award nomination for Grand Jersey’s concierge Grand Jersey’s Concierge is up for a national award. Hugo de Castro, who has worked at the AA Five Star Grand Jersey Hotel & Spa for more than 30 years, has been nominated for Concierge of the Year in the Boutique Hotelier Personal Service Star Awards. Now in its fourth year, the Awards celebrate the crème de la crème of the hospitality industry, recognising those who work tirelessly to give guests the best possible experience. Hundreds were nominated across the UK and Hugo, who is originally from Madeira, is one of five hotel Concierges who have made the final in this year’s awards. Hugo is the only concierge in Jersey to become a member of the elite Golden Keys concierge group after earning a coveted cross keys badge for his length

of service and commitment to providing guests with must-have insider knowledge and access to special events year after year. Last year he was shortlisted in the Pride of Jersey Awards for Ambassador of the Year. Chief Executive to leave early The States of Jersey Chief Executive, John Richardson, has announced that he is stepping down a few weeks earlier than previously planned, bringing forward the transfer of control of the public sector to his successor. Mr Richardson, who has led the States of Jersey administration since 2011, asked the Chief Minister to agree to an earlier departure date, to avoid any confusion over accountabilities and authority by overlapping with the incoming Chief Executive, Charlie Parker. Chief Minister, Senator Ian Gorst, said “John Richardson has served the island of Jersey with distinction over 35 years, and on behalf of the government and the people of Jersey, I want to thank him for his dedication to public service and wish him the very best in his well-deserved retirement.” Mr Richardson said “I am immensely proud of what we

have achieved over the past six years and I know the organisation is much stronger now and has adapted to the many challenges we have all faced together. The modernisation programme is well established and provides the base from which the new team will be able to develop the public sector further, to ensure it continues to provide high-quality and efficient public services.” Mr Parker, who has been holding informal meetings in Jersey since his appointment was announced in July, will begin to take up the reins on a phased basis from November. He will be supported by the Treasurer of the States, Richard Bell, who will have operational responsibility until Mr Parker is permanently in post in January. In the meantime, Mr Parker is assembling a specialist transition team, comprising some internal experts from within the States of Jersey and some external experts, who have extensive experience

of organisational and service transformation in the public and private sectors. Four external appointments have so far been made, in line with public appointments procedures and approved by the Jersey Appointments Commission. They are: •Anna Daroy – Chief Operating Officer •Stephen Hardwick – Director of Communications •Jacquie McGeachie – Organisational Transformation Consultant •Camilla Black – Strategic Finance Review Consultant. The appointments are initially for six months and will all report to Mr Parker as part of the senior leadership. Ms Daroy and Mr Hardwick took up their posts on 18 October, and Ms McGeachie and Ms Black will start shortly, once they are free from prior commitments.

Phone payment live in all States car parks Phone payment for parking has now been rolled out into all States car parks. Drivers will still be able to use paycards, season tickets and eco permits, as well as the current payment system operating in Sand Street car park. On 13 September 2017, DfI launched the PayByPhone service trial in Green Street car park and then extended it to Pier Road car park, followed by Patriotic Street and Les Jardins car parks. The service is now being extended to all the other car parks

operated by DfI. The new service gives people an alternative to having to buy paycards in advance. Under this additional option, motorists will be able to use PayByPhone to pay for their parking using a credit or debit card via their mobile phone. The new service also gives motorists the opportunity to top up their parking fee without having to return to their vehicle. Car park users who have not already registered and want to use this new system can register now with PayByPhone from their computer, tablet or smart phone. The easiest way is by downloading

the iOS or Android app or by logging onto paybyphone.co.uk from a mobile device or desktop, then selecting the 'Register' option. From there, you can enter your vehicle registration (including the ‘J’), your mobile phone number, email and credit card details. Once registered, it is very easy to use the new system by accessing your account and providing the location number found on signs in the car park. If you do not want to receive text reminders or text receipts, which are chargeable at 10p each, you must turn off that option. Otherwise, the charge is the same as paycards.

New Les Quennevais School granted planning permission The application to build a new secondary school in the west of the Island was recently approved by the Planning Committee. Construction of the new Les Quennevais School on fields next to La Route de Quennevais and Rue Carrée will start as soon as possible in 2018, with a target date for the first lessons at the

school being September 2020. The £45 million project will be the biggest single investment in education in Jersey's history and the first new secondary school in more than a decade. Education Minister, Deputy Rod Bryans, said “I am over the moon with the decision and thrilled for the staff, pupils and parishioners who will benefit from this fantastic new facility.

It has taken a great deal of hard work by many, many people to get to this point and I would like to express sincere thanks to everyone involved.” Infrastructure Minister, Deputy Eddie Noel, said “I’m delighted that the panel have passed this application and look forward now to be able to move ahead with the project and get the school open as soon as possible.”

How to turn an injury into compensation Words by English Solicitor Corinne Holmes, Viberts In my experience, many people put off making a personal injury claim because they are uncertain about the process and worried about the possible cost. If you are thinking of bringing a personal injury, clinical negligence or industrial disease claim, it is worth knowing the basics before proceeding: • why you might bring a claim; • what you are claiming for; • when you need to bring a claim; • how you can fund a claim. Why you might bring a claim You can only make a claim if your injury is due to someone else’s negligence. Just because you have had an accident and injured yourself, it does not automatically mean you will be entitled to compensation; even if your injuries are serious and you cannot work.

It is for the injured party to prove that their injuries or illnesses were caused by the negligence of another party, whether that is another driver, an employer or a medical professional. It is the job of the lawyer to gather the evidence necessary to prove that the other party has been negligent. What you are claiming for I am often asked by clients during initial meetings how much compensation they are likely to receive for their injury or illness. It is very difficult to give any indication of the value of most claims at the outset because we simply do not have all the information we need at this early stage. However, usually compensation will be made up of a sum for the pain and suffering caused to you by the injury or illness, together with any losses and expenses such as medical bills or loss of earnings. In order to value a claim properly your lawyer will need to obtain a medical report on your injuries from an expert. For example, a Consultant Neurologist in the case of a head

injury, or a Consultant Spinal Surgeon for a back injury. Sometimes, multiple reports are necessary if there are several different injuries. The relevant expert will be able to give a proper diagnosis of someone’s injuries, the likely impact on their employment and a prognosis for the future. All these factors will assist your lawyer in determining the value of a claim. Medical experts will also be able to pick up on any pre-existing problems someone might have and distinguish these from the symptoms caused exclusively by negligence. This is particularly relevant in claims against the medical profession. Most people who go to hospital are already unwell in some way, so the expert will need to identify what additional problems the negligence has caused and what the position would be but for the negligence. When you need to bring a claim The standard rule is that you can usually only make a claim within the 3 year period following an accident. This is known as the ‘prescription

period’ in Jersey. However, there are exceptions to this rule where the person making the claim: is a child at the time of the accident. They will have until their 21st birthday to make a claim (3 years after they turn 18); dies, then their estate has 3 years from the date of death to bring a claim; cannot know at the time that their injuries or illnesses are as a result of negligence. This might happen in cases of asbestos related disease or medical negligence claims. These exceptions are not exhaustive; there are other examples where claims can be brought outside the 3 year period. It is always prudent to seek advice from a lawyer as soon as you feel able to do so. Claims take time to investigate and the sooner you act, the better. How you can fund a claim Cost is often a major concern for those wishing to bring claims. Legal fees can be expensive but there are several funding options you can explore: Legal Aid - you will be assessed on your income, savings and assets in

order to determine whether you can afford a monthly contribution to your legal fees; Insurance - some people have legal expenses insurance as part of their car or home and contents policy. It is always worth checking to see if you will be covered as many people do not realise they have the benefit of this; Union Membership - many unions offer legal assistance to their members. If you are a member of any union, you should check with them to see if you are covered; Private Funding Arrangements - lots of law firms offer affordable funding arrangements for payment of their legal fees based on your individual circumstances. We caught up with Donovan to find out more… Hi Donovan, so tell us a bit about your new business ‘Yogolicious’. Yogolicious is Jersey’s only frozen yoghurt bar. The beauty of this is that you will always eat something that you fancy as you create the flavour of the finished product by choosing from over 50 toppings. However we have much more to offer … Do you have any experience in hospitality? We have over 20 years of experience combined. I worked in businesses of all sizes, from managing a multinational restaurant to being part of a team setting up and managing a local restaurant. Alex has also been part of the management team in one of the islands’ busiest restaurants (El Tico) for a number of years. Where did the idea come from? The idea came to us back in 2015 whilst being on holiday. We went into a shopping centre and stepped into a “frozen yoghurt bar”. It is something

we had never heard of but we loved the concept and the actual product. We spent months doing research into the “frozen yoghurt bar” idea and realised how big it is in the US and developing in the UK. From then on it took us over 2.5 years to find and secure a premise to open Yogolicious. Do you concentrate on just frozen yoghurt? Frozen yoghurt is a very healthy option to treat yourself with, having all the goodness of natural yoghurt, it is also fat free and gluten free, however, we do so much more than frozen yoghurt. Jersey Electricity’s new £17m substation begins to take shape NEWS

Jersey Electricity’s £17m new primary substation is taking shape at the disused quarry site at Westmount Gardens just one month after French specialists, Engie INEO, moved on to the site following completion of the complex civils works by local contractor Jayen Ltd. This is the fourth time Jersey Electricity has used Engie INEO in such a project, following Rue des Pres and Western primary substations and South Hill Switching Station, where the Normandie 3 subsea cable connects to Jersey’s network. St Helier West Project Manager, Mark Vivian, explained: ‘On the mainland, substations of this size would normally be built outdoors. These installations are not overly aesthetically pleasing plus, windborne salt contamination is a problem on islands. On a visit to Normandy in 2000, our engineers realised that the French design of St Remy des Landes substation would be the best solution for Jersey and it has been used at Rue des Pres and Western primaries and South Hill. The design uses simple air insulated components integrated into the structure of the building. Crucially, it also means we can carry out our own maintenance and repairs without the expense of off-Island assistance in the event of plant failure.’ JE has undertaken much work since acquiring the 10,000sq ft site from the Parish of St Helier in September 2014. Identifying the ground conditions of this old coastal quarry site involved careful clearance and investigation of the site to ensure the specification for the civil works was properly scoped so that the old quarry wall could be safely removed while retaining the ground stability

of the site. Jayen removed 27,000 tons of material, including 5,000 tons of rock, before piling to support the building slab and erecting a new retaining wall to protect the facility. A total of 5km of cabling has also been laid to connect the substation to JE’s network. Siting of the substation was critical. It had to be located between Esplanade Primary and Queen’s Road Primary and integrate into the existing 11kV and 90kV networks with minimal cable lengths but maximum cable separation to ensure resilience. Between 2009 and 2012, States Planning and Parish officials considered seven sites with Jersey Electricity before the Council of Ministers, the Constable and, Procureurs du Bien Public of St Helier backed the sale of the 10,000 sq ft old quarry site to Jersey Electricity for the sum of £250,000 in September 2014. The new substation is essential to secure existing supplies to around 13,000 customers in the area as well as future proof the network to meet the increasing demand for electricity. The network in central and western St Helier has been at near full capacity for some time. Several circuits between Queen’s Road and Esplanade Primary substations were installed over 50 years ago and have become stressed due to the present high electrical loadings. Once in service in 2018, the new substation will remove the pressure on existing infrastructure and service around 70-80% of St Helier’s demand. The new retaining wall will blend into the surrounding landscape and provide a public viewing platform overlooking St Aubin’s Bay north of the substation. The station is scheduled to be in service late next year and the landscaping completed in 2019.

Online chat about tax A new chat about personal taxation is being launched using the Apptivism chatbot on Facebook Messenger. The chat aims to gather some Island opinion about perceptions of equality in the current tax system and find out the broad direction that people would like the system for taxing households, married or

otherwise, to take in the future. The findings from the chat will then help inform the approach taken by Treasury and Resources when they widen the consultation and engagement on the subject in 2018. The chat will cover how married couples are taxed. The Treasury and Resources Minister, Senator Alan Maclean, said “ In my previous Budgets I

have taken steps to improve the equality of the tax system, for example removing gender based tax allowances. I would like to continue that process and start to address the fact that households with the same income can be subject to different amounts of tax” “This chat is a useful way for us to begin the wider conversation with Islanders about how we approach

this complex task and is just one of the ways that we will be engaging over the coming months.” This is the fourth time that a States of Jersey department has worked with Apptivism to engage with people. Over 1,400 views have been given through the chats on environment and community. It takes three minutes to complete and can be accessed through

Facebook Messenger m.me/ apptivism.je. Co-founder of Apptivism, Alex Tupper, said: “more and more islanders are giving their view on the apptivism platform. We have had really positive feedback especially around ease of use and the ability for citizens to see the wider results as well as feedback from the States on our website.”

How to talk about care Words by Beth Gicquel, Director, Cambrette Care Coming to terms with the fact that someone in your life requires care is never going to be easy. The initial conversations about including a carer in your loved one’s life can be equally challenging. At Cambrette, we understand how difficult and emotional these first conversations can be. But we also know from experience that people can continue to lead happy and mainly independent lives while receiving a bit of extra help. If you’re thinking about talking to someone about them needing care for the first time, these points will help you to approach the situation the right way. Listen and be empathetic It is best to introduce the idea over a series of smaller conversations. Your loved one may feel they do not need care. Make sure to listen and show you understand their concerns. They need to feel that they will still be the gatekeeper in their own home and will still have control. They may also already have ideas of how and where they would like care in the future so it’s important to explore all of the options. Talk about tasks that have become difficult or risky Carers can assist with tasks that have become difficult or increasingly risky, which in turn reduces the risk of accidents. Typical issues can include things like taking food out of the oven, changing the duvet, or bending down to do washing – tasks where people may fall or slip. Often little chores that were easy even a year ago are now challenging. Having someone coming in to assist will make a huge difference to this issue. Care at home can help reduce accidents. Focus on independence and staying independent Your loved one may associate care with sacrificing their independence. This is often what makes it such a sensitive subject to discuss. But it shouldn’t be this way! Great care should always be centred around the individual and designed to maximise their independence.

Explain how the right kind of care will give them even more freedom. For example, taking small mundane tasks like grocery shopping and cleaning off their hands will free up time for hobbies and other more fulfilling activities. Make it about you too Only focusing on the reasons why your loved one needs care from a personal health perspective may come across as patronising and could put them on the defensive. Balance this by framing the conversation around how having a carer could also help you and the rest of the family. They might not have thought about how their growing needs impact those around them. If you often find yourself worrying about your loved one’s wellbeing, let them know how having a professional carer to assist them will make you feel better. If you are currently acting as the primary caregiver, explain how a carer will help to free up your time, allowing your visits to become more meaningful, rather than functional.

Start the conversation sooner, rather than later Consider your loved one’s personal health. If they are in a position where they might not be well enough to communicate their wants and needs in the near future, you will need to begin these chats as soon as possible. These conversations can be awkward, which is why many people decide to wait for the right opportunity. However, if there is a crisis, you may need to rush to arrange a suitable care package at the last minute. Starting early and being able to take your time to prepare the right care package will

be much more reassuring for both of you and gives your loved one more control. Get others involved If you know that your loved one needs care, it may be time to ask a trusted friend, doctor or care professional for help. It may be the case that a relative is too close to the situation but someone outside the family is likely to give advice that will be more easily accepted. Arrange a meeting somewhere comfortable and familiar, and try to keep it as casual as possible. At Cambrette, our Care Managers like to meet potential clients for a quick

Five ways to stay healthy this winter It may be getting colder outside, but winter needn't be the unhealthiest time of year for you and your family. Here are five ways to make sure that, even when your body is telling you to hibernate, you can keep healthy and fit, no matter what the weather's like. Banish winter tiredness Many people feel tired and sluggish during winter. This is due to the lack of sunlight, which disrupts our sleep and waking cycles. Try to get outdoors in natural daylight as much as possible. Get a good night's sleep – go to bed and wake up at the same time every day. Ddestress with exercise or meditation – stress has been shown to make you feel tired. Eat more fruit and veg When it's cold and dark outside,

it can be tempting to fill up on unhealthy comfort food. However, it's important to ensure you still have a healthy diet and include five portions of fruit and veg a day. If you find yourself craving a sugary treat, try a juicy clementine or satsuma instead. Winter vegetables such as carrots, parsnips, swede and turnips can be roasted, mashed or made into soup for a comforting winter meal for the whole family. Explore varieties of fruit and veg that you may not normally eat. Drink more milk You are more likely to get a cold in winter, so make sure your immune system is in tip-top condition. Milk and dairy products such as cheese, yoghurt and fromage frais are great sources of protein, vitamins A and B12 and calcium, which helps keep our bones strong. Choose semi-skimmed, 1% or skimmed milk – rather than full-fat

– and low-fat plain yoghurts. Try new activities for the whole family Don't use the cold winter months as an excuse to stay in and lounge around. Instead, get out with the whole family to try out a new activity –maybe ice skating, or taking a bracing winter walk on the beach or through the country parishes. Regular exercise helps control your weight, boost your immune system, and is a good way to break the tension that can build if the family is constantly cooped up inside the house. Have a hearty breakfast Winter is the perfect season for porridge. Eating a warm bowlful on a cold morning isn't just a delicious way to start your day, it also helps boost your intake of starchy foods and fibre. These foods give you energy

and help you feel fuller for longer, stopping the temptation to snack mid-morning. Oats also contain lots of vital vitamins and minerals. Make your porridge with semi-

skimmed, 1% or skimmed milk, or water, and don't add sugar or salt. Add a sliced banana, berries or other fruit for extra flavour and to help you hit your 5 A Day target.

Alarmingly a recent study found that the amount of time spent sitting was directly correlated with risk of early death, even if you exercise regularly. Latest trends and seasonal produce Words by Trizia Clarke, Trizia’s Italian Kitchen I feel like winter is in fact two very distinct food seasons. The indulgent run up to Christmas, when we all relish in the sheer joy of feasting and then the new year cleansing ritual that usually follows. The general attitude of most people at this time of year is really how I feel about cooking and eating all year round. Food is a way of bringing people together, whether that’s a week day evening meal with the family or a celebration feast. It may be too early for some people, but I’m not ashamed to say I have been quietly getting excited about Christmas for some time now. Sunday November 26th is officially ‘Stir up Sunday’. The day to gather the family together to make the Christmas Pudding. When I was growing up we would have a very traditional Italian dinner on Christmas day. We would start with antipasti made up of cured meats and ‘Giardiniera’ (homemade crisp and tangy pickled vegetables). Then we would have the much anticipated ‘Lasagne al forno’. Lasagna pasta sheets layered with Mamma’s slow cooked Ragu sauce, mozzarella, tiny homemade meatballs and chopped boiled egg. The meat course would follow – sometimes Capone, sometimes pork. Finally, even though our tummies were bursting, Mamma would always finish the meal by bringing out the only clue that we were actually eating this meal in England – The Christmas Pudding. I still always make my pudding with my Mum, even if it isn’t on Stir up Sunday. There are a few things I love to prep ahead in November and not just for the organisational benefits, mainly because it’s become traditional. Like this Sweet Chilli Jam. It can feel like seasonal fruit and vegetables are limited to apples and roots at this time of year, but that is definitely not the case. Check out the Geniune Jersey Seasonality Chart available on their website and you will see that we have a wonderful choice of delicious produce available right now. Deliciously sweet red peppers and chillies are grown indoors by Paul and JP Blake until December and make the most wonderful ‘Sweet Chilli Jam’ that my family wouldn’t be without at Christmas. I love making a couple of batches

of this so that we have enough for us and a few jars to give friends. It’s more of a sweet pepper and chilli relish but we have always called it Sweet Chilli Jam in our house. It’s sweet, sour, hot, aromatic flavour goes well with fish, roast meats, cured meats, cheese, grilled vegetables and so much more. This recipe makes about 4 x 250ml jars depending on the size of the peppers you can find. Remember to wash your jars thoroughly and pop them in to a 140c oven for about 30 mins to sterilise. Fill the jars whilst they are warm and pop the lids on straight away. That way the jam will keep, unopened, for well over 6 months. Although it never gets a chance in our house! Sweet Chilli Jam 8 red peppers, deseeded and roughly chopped 5-10 red chillies (depending on how hot you like it) 8 peeled cloves of garlic 250ml red wine vinegar 750g sugar a thumbsize piece of fresh ginger, peeled 400g tin of good plum tomatoes 1 tsp sea salt Throw the peppers, chilli, ginger, garlic and tomatoes in to a blender or food processor and blend until smooth. Pour into a large saucepan and add the vinegar, sugar and salt. Bring to the boil and simmer for about 45 minutes. Stir it well and simmer for a further 15 mins, stirring frequently to make sure it doesn’t catch on the bottom. Pour into warm, sterilized jars right to the top and seal. Leave to cool before labeling them. Once opened, keep the jar in the fridge. One of my favourite ingredients available (literally on my doorstep) right now are chestnuts, The lanes around Trinity are littered with these little beauties at the moment. Not to be confused with the much more ‘dragon’ like skin of the Horse Chestnut or Conker. Chestnuts are definitely not just for Christmas. They are packed with Manganese, Vitamin C and Copper. They are low fat and gluten free and have the most wonderful sweet and creamy taste. After gathering them and shelling them, I check for any damage or worm holes, give them a good rinse,

then score a criss cross on the flat side of the nut with a sharp knife. I like to roast them in the oven at 200c for about 15-30 minutes depending on the size of the nuts. Once cooked, wrap them in a tea towel and leave them for about 10 minutes. This will make them easier to peel. They are delicious as a snack on their own or with blue cheese and cranberries. They are wonderful crumbled into soups and risottos. Or try this wonderful fusilli pasta dish with chestnuts, mushrooms and pancetta. You can leave out the pancetta for a hearty vegetarian meal. Fusilli Pasta with mushrooms, Chestnuts and Pancetta Serves 4 About 150g cooked sweet chestnuts 80g cubed pancetta 2 garlic cloves, crushed A little Extra virgin Olive oil 250g chestnut mushrooms, sliced 350g fusilli pasta 35g grated Parmesan cheese Juice of half a lemon Some chopped fresh thyme or ½ tsp of dried thyme Salt and Pepper Cook the pasta in plenty of boiling

salted water for a minute less than it says on the packet. Meanwhile, put the pancetta in to a dry pan and cook until crispy. Remove to a plate. Add the mushrooms and garlic, and cook them in the pancetta juices. Add a splash of Olive oil if you need it. Season with salt and pepper and if you are using dried thyme add it now. When the pasta is cooked, scoop it into the frying pan with a slotted spoon. The pan should be on a low heat now. Some of the pasta water will go into the pan and that is good. It will help to make the sauce creamy without cream.. Add back the pancetta and crumble in the chestnuts and Parmesan cheese. Add a squeeze of lemon and chopped fresh thyme if you are using it. Stir it all together. Taste it and add more seasoning if needed. Plate up and add more Parmesan to serve.

The ultimate Manhattan guide We spent a week in New York City, visiting the sights, vetting the top restaurants and enjoying a cocktail or two.

B

y far the most exciting city in the world, New York will appeal to almost everybody. With more restaurants, bars, museums, shops and iconic sights than any other city, you could visit every year and still find something new to do every time. You can visit at any time of the year and experience a different city; winter is magical, with thick snow followed by cloudless skies whilst the summer is guaranteed sunshine. Spring and autumn are the best though, with clear blue skies and a crispness to the air. We’ve put together an easy and practical guide for you to maximise your time in the Big Apple.

BEFORE YOU TRAVEL

You'll need to apply for an Electronic System for Travel Authorisation (ESTA) at least 3 days before you leave for the United States, although we recommend applying as soon as you’ve booked your holiday to avoid any issues. At $14 (approx. £10) per application the costs can add up quickly for a large family, however, ESTA’s are valid for 2 years or until your passport expires.

GETTING AROUND

The hop-on hop-off bus tours are a great way to get a taste of the Big Apple and cover most sites in the least amount of time. For an

If there’s one city where you won’t be stuck looking for things to do, it’s New York. After all, there are countless museums, landmarks, shopping districts and foodie havens all waiting to be discovered. Tourists tend to head to New York and try to cover as many attractions as possible rushing between Times Square, The Statue of Liberty, Brooklyn Bridge, Rockefeller Center, Grand Central etc. However, if you truly want to see New York you need to slow the pace right down. Below is a list of our top 10 things to do in New York. 1. Central Park Comprising of 843 acres, Central Park has to be one of the greatest parks in the world. Take your time to explore the many attractions, including the reservoir, baseball

pitches, numerous gardens and the famous Wollman ice skating rink. We love the lake in front of the Loeb Boathouse, rent a boat for just $15 dollars and row your way around Central Park. 2. Empire State Building Towering high above the New York skyline, the 102-story skyscraper continues to be a firm favourite amongst tourists. Whilst the observatories may offer spectacular views of the city, it can take up to one hour of queuing to make your way up, so we’d only recommend doing so if it’s high on your list of things to do. Tip: It’s best between Thursday and Saturday evenings from 9pm till 12am where a saxophonist sets the mood. 3. 9/11 Memorial Grounds A tribute of remembrance to the

4. High Line and Chelsea Market Take a stroll along the 1.45 mile elevated park and enjoy views of the lower west side. Get off at 16th and head to Chelsea Market, a hotspot for foodies. The block long food hall has more than 35 vendors selling everything from cheese, wine, coffee and nuts to soups, sandwiches and hot meals. 5. The New York Public Library The Beaux Arts building, marked by two marble lions, is one of the most beautiful buildings in New York whilst also being the fourth largest library in the world. There are free tours available which tell you about the architecture, the donors, the history, the artwork and the collections. There are also exhibitions and events held at the library throughout the year so it’s worth checking if there’s anything on before you go. 6. Bryant Park Throughout the year Bryant Park plays host to various events, workshops, classes and games but in the winter months it’s transformed into “The Winter Village” where you can wander around the holiday shops, boutiques and artisanal food stalls. The Winter Village is also the only free admission ice skating rink in New York, although rental charges do apply. For a truly magical experience, head down at night time and skate under the stars. 7. The Metropolitan Museum of Art You will find some of the world’s top museums in New York, including the Museum of Modern Art, the Guggenheim, the Whitney and the Brooklyn Museum, but our favourite is The Metropolitan Museum of Art. The Met is home to some of the most astounding paintings from the likes of Vincent van Gogh, Claude Monet and Gustave Courbet. If you buy tickets at the museum you pay what

you want, however, if you want to buy them online to avoid admission queues you will pay the suggested $25 price. 8. See a show Musicals, comedies, plays, whatever you’re interested in, New York is offering it. Get tickets in advance for the most popular shows or get sameday tickets at the TKTS Discount Booth in Times Square. 9. Visit a Jazz Club New York City is a Jazz Mecca. We loved Birdland - originally opened in 1949, the club was hugely popular with celebrities such as Frank Sinatra, Marilyn Monroe and Judy Garland. Sadly the club shut its doors in 1965 due to a decline in sales, thanks to the newly popular Rock & Roll. Birdland’s was reborn on the corner of 105th street in 1989 where it thrived for 10 successful years before moving back to midtown where it has continued to play host to some of the most famous names on the jazz scene including Michael Brecker, Diana Krall and our favourite, Ron Carter and his big band. 10. Shopping Whether you’re into luxury labels, department stores or cool indie boutiques, New York has it covered. Bargain hunters should head to Century 21, a 7 storey discount department store selling everything from womenswear to home accessories. If you’re looking for something avant-garde make your way to Dover Street Market, but if it’s extravagant brands you’re after, then the famous Madison Avenue would fit the bill. However you’re planning on doing New York, our best advice would be to get a New York pass. With over 90 attractions to choose from, the New York Pass makes sightseeing easy. The pass allows you free entry to all top iconic places as well as many unique tours. The pass also covers the water taxi and the hop-on hop-off busses. Choose the length of time you need your card for, pay and visit as many attractions as you like - remember, the more places you visit, the more you save! ■

Mix in a little (or a lot) of the Canadian bonhomie and love of food and you have the ingredients for a great time. Held in the Distillery District, you can sample traditional fare from Poland, Slovakia and Germany, as well as Poutine - French fries, gravy and soft cheese curds – a real Canadian favourite. Naturally there will be an abundance of craft beers too! Manchester, UK Yes, that’s right, the Northern Powerhouse of Manchester also boasts some of the best Christmas Markets in the UK. Including European, German and family-friendly themed markets across the city, there is something for everyone. Albert Square’s lively atmosphere and festive cheer make it the perfect place to meet friends and family and enjoy the amazing array of

food and drinks on offer. Bratwurst, strudels, hog roasts, gluhwein and Christmas punch stalls – Albert Square has it covered. Cathedral Gardens becomes home to traditional fairground rides, including a Victorian carousel, helter-skelter, Ferris wheel, Victorian swing and the ice rink! Zagreb, Croatia Croatia has twice been voted best European Christmas Market, and it isn’t hard to see why. With a stunning array of lights around the main square of Ban Josip Jelačić and the nearby Zrinjeyac Park, ice rinks and a bountiful supply of hot chocolate and mulled wine to keep out the cold, Zagreb ticks a lot of boxes for those seeking the traditional delights of the Christmas period. Handmade gifts and toys can be had from the market traders and a Fun Funicular provides something for family entertainment. Accommodation is reasonably priced too. Berlin, Germany Any one of a number of German towns could have made the list but with an unrivalled number of options, Berlin takes the top spot. There are at least

eight markets dotted around the great city, now happily reunited after its Cold War past. For those that like to wrap up warm against the cold and sample traditional treats such as gluhwein and gingerbread, this is the place. Charlottenburg Palace is a striking backdrop for the main Christmas Market in Berlin and a breathtaking light arrangement bathes the palace, the market, the trees and decorative fence of the palace in a magical glow. Vienna, Austria From mid-November to Christmas Day itself, Vienna’s delightful squares transform into magical Christmas Markets. States to decide on land development levy The Minister for the Environment is to ask the States to agree to the principle of introducing a Jersey Infrastructure Levy (JIL). Deputy Steve Luce has lodged a report and proposition proposing the introduction of a broad, low and fair charge on most developments on new land. When planning permission is given to develop land, the land value rises considerably. A levy would allocate a small percentage of the profit from land development to improve the quality of island neighbourhoods affected by new development. Affordable homes exempt Under the proposals, nonresidential developments under 75 square metres of new floor space

(roughly the size of a two-bedroom apartment), affordable homes and charitable trust projects would be exempt. A set percentage of the levy would be given to the parish in which a development is built to fund parish improvements. A detailed study with local professional and industry input shows that a levy is workable and would allow construction companies to continue to make a profit on developments. It also allays concerns that house prices would rise to pay for higher land costs. Workable and fair Deputy Steve Luce said ‘As we all know, land in Jersey is at a premium and permission to develop immediately makes it more valuable. As more development takes place, particularly in town and in our

villages, there will be more need for investment in the streets, public spaces and facilities that help to support local communities and offset the impact of development. ‘I believe that a community infrastructure levy is an open, workable and fair way of securing a small contribution from the landowner who makes a significant profit out of permission for land development.’ If the States approve the principle of the levy, the detail would be developed and agreed at a later stage and come back to the States Assembly for approval. A levy wouldn’t be introduced until after April 2019 at the earliest, to allow developers who have acquired or in the process of acquiring land, to secure planning permission for development schemes.

November’s tip… How to clean discoloured grout Question: 'I have cream tiles on my kitchen floor with matching grout, which has discoloured over the years. Can I clean it?' Helen Harrison, home economist and former member of the Good Housekeeping Institute, says: 'Without knowing the exact composition of your tiles and what they may or may not be sealed with, it's difficult to give precise instructions, but here are some general guidelines. Firstly, test on a small, inconspicuous area to check the method won't cause damage or discolouration. Begin by giving the entire floor a good clean to remove surface dirt and dust. Vacuum or sweep, then use a warm, weak solution of water and washing-up liquid to mop the tiles. If a proprietary product was recommended when the tiles were first installed, use that to clean the floor, following the manufacturer's instructions. For light discolouration, dip a toothbrush into a solution of onepart water to one-part bleach and use it to scrub along the grout. Leave for a few minutes and then rinse with water.
