Waste charges will be phased in over 2 years The Minister for Infrastructure has listened to the feedback on the proposed user-pays nonhouseholder liquid waste charges and will be adjusting proposals to reduce the initial impact on businesses. The Department for Infrastructure (DfI) has received feedback during discussions and correspondence with businesses and industry representatives, in particular the hospitality industry, who have

been asking for consideration to be given to delaying or phasing in the proposed non-householder user-pays charges. However, to do so required agreement from the Treasury and Resources Minister to make the required one-off funding available to phase in the charges. The DfI Minister and the Council of Ministers were sympathetic to the request and have agreed to phase in the introduction of the charge. Therefore, initially only 50% of the

proposed charge would be levied in 2018 and it would not be until 2019 that the full charge would be introduced. Previous proposals had the full charge being introduced in 2018, so these new proposals should give businesses more time to prepare. The total annual cost of disposing of the Island’s liquid waste is around £17.5m. Of this, about 22% of liquid waste comes from nonhouseholders resulting in their share

of the costs being £3.85m. The proposed non-householder userpays charges would cover these costs, which are currently funded through income from taxes, and the majority of taxes are currently paid by individuals. The proposed charges will provide £3.85 million as part of the package of measures agreed by the States MTFP to provide important investment in priority areas and still deliver sustainable public finances and

broadly balanced budgets by 2019. Minister for Infrastructure, Deputy Eddie Noel, said “I am grateful to my Ministerial colleagues for allowing me to make the proposed introduction of user pays liquid waste charges a little easier for nonhouseholders by discounting 50% of the charge for 2018. We’ve listened to industry concerns and have been able to adapt our proposals, even though it means continuing a subsidy for another year.”

Islanders have been warned of jellyfish around north coast Jellyfish are present in the waters around the Island, especially along the north coast, and there is a risk of being stung. The following advice is recommended for those stung: • get out of the water immediately • slowly pour seawater over the sting • apply ice wrapped in a cloth • local anaesthetic gels and other forms of pain relief can be obtained from a pharmacy should the pain persist • avoid the use of urine or vinegar. This is no longer recommended by experts and may discharge the nematocysts (the cause of the sting) and potentially cause further stings • dial 999 if required Officers from the Department of the

Environment are working closely with colleagues at Jersey Coastguard to raise awareness of the risk of being stung by jellyfish, and of how to deal with stings. Director of Environmental Health, Stewart Petrie, said "It’s important that those who swim or spend time on the beach are aware that jellyfish remain present in the waters around Jersey, especially along the north coast, and that there is a risk of being stung. Whilst a jellyfish sting is highly unlikely to have serious consequences, stings can be painful, particularly for anyone who receives multiple stings." Being Here - a song for charity A local musician has gifted Jersey Alzheimer’s Association the full use of a song he’s written to help raise awareness of dementia. Les Falle, best known as the drummer from Jersey bands Bunker Hill and Peace for the Wicked, was inspired to write the song “Being Here” because he was seeing increasing numbers of people living with dementia, both young and old. He and his long term collaborator Bas Le Riche, the guitarist and lead singer of Bunker Hill, who is now based in Australia, composed the song for their latest album - which they’re currently in the process of recording - but have decided to allow Jersey Alzheimer’s Association (JAA) to use it in any way it sees fit, in order to help raise funds and increase awareness of the condition. A global health issue affecting

around 44 million people worldwide, there are thought to be around 1,400 local residents currently living with dementia. And because the possibility of developing a form of dementia increases with age, it is expected the number of people in Jersey with dementia will double in the next 20 years. “The two of us wrote the track “Forever a Blues Man” for an EP produced in memory of Bob Tilling, the sales of which have helped fund the Bob Tilling Series concerts, so we’re hoping we can replicate that success with “Being Here,” said Mr Falle. He and his fellow band members are also donating the proceeds from Bunker Hill’s new album to be split equally between JAA and the Motor Neurone Disease Association, another local charity which Les has also been involved in supporting,

most notably when assisting with the organisation of a benefit concert in 2016. Mark Blamey, the manager of JAA, said that since it was founded (in 2010) JAA had already made a significant impact locally by raising awareness of dementia, and by introducing a range of services designed to enable people with dementia, and their care providers, to engage in meaningful and purposeful activity and help maintain as good a quality of life as possible. “This would not have been possible without the fantastic support we’ve had from members of the public and our corporate sponsors over the last seven years, and so we’re extremely grateful to people like Les for thinking of us and for sending the message that the growing incidence of dementia is likely to be something that affects us all,” he added.

The annual Scarecrow Trail raises £2,000 Hundreds of Islanders who spent the last bank holiday weekend in May hunting for scarecrows, raised £2,000 for Family Nursing & Home Care (FNHC). Participants in the fourth annual FNHC Scarecrow Trail, which took place along the Railway Walk from Les Quennevais to Corbière, were asked to vote for their favourite scarecrow. This year’s winner was announced at a special presentation event. Voltron, Legendary Defender, a seven-foot tall robot made by the Humphrys family was the winner. The family received a cash prize of £100 as a reward for their efforts. The best scarecrows will be on display at the aMaizin! Adventure Park as part of the Maize Maze from July. ‘Every year we are amazed by the level of commitment and skill that goes into making the scarecrows and this year was no different,’ said Ivo Le Maistre Smith, Fundraising Manager at FNHC. ‘We had a range of scarecrows on display and each one was unique and had its own quirky take on the theme.

I would like to congratulate everyone who took part and made the event such a success, and particularly the Humphrys family for winning the prize for best scarecrow.’ The overall theme for this year’s Scarecrow Trail was ‘Heroes and Villains’. 26 teams made 28 scarecrows for the event, with cash prizes also going to second and third place. Second place and a cash prize of £50 went to Youth Arts Jersey for their rendition of Maui from Moana, and the Atkinson family came third with their Joker scarecrow, collecting £25. ‘The feedback we have received from everyone who took part in the trail has been fantastic. We would like to say a huge thank you to all those who attended and showed their support, to our sponsors Magellan Consultancy who made the event possible and also special thanks to Mrs Elizabeth Franks. With their help we have managed to raise over £2,000, which is a fantastic result,’ added Mr Le Maistre Smith.

FNHC opens new clinic Family Nursing & Home Care (FNHC) has opened a new clinic in St Peter, the Bechelet Clinic, thanks to a legacy left by the late, Florence Bechelet. The clinic, which was officially opened by Lady Dalton, will serve as a base for the West District Nursing Team and will increase their capacity to see more patients, and in particular those who don’t require home visits. Ivo Le Maistre Smith, fundraising manager at FNHC said: ‘Jersey District Nurses manage care within the community, rather than in the hospital or in doctors’ surgeries. They visit patients in their homes and provide advice and care. ‘District Nurses also have a

teaching and support role. They work with patients to enable them to care for themselves or teach family members how to give care to their relatives. District Nurses play a vital role in keeping hospital admissions and readmissions to a minimum and ensuring that patients can return to their own homes as soon as possible.’ The money that Florence Bechelet left to FNHC when she passed away, has covered the capital costs of setting up the internal structure of the Bechelet Clinic, and thanks to the Greville Bathe Fund, equipment has also been provided. Florence Bechelet, described as ‘an institution’, was the longestserving Battle of Flowers exhibitor,

who took great pride in getting young people involved in float building. The Battle stalwart was only 16 when she entered her first exhibit into the annual parade in 1934, and over the course of her Battle career went on to build a total of 70 floats. ‘We are always touched when people think of leaving donations to us in memory of someone who has died, and we’re incredibly grateful to those who have left a donation to us in their will. It’s thanks to those people that we can continue to offer the highest levels of care for islanders in Jersey. ‘We were delighted to have our patron, Lady Dalton, join us for this special occasion,’ said Mr Le Maistre Smith.

A Grand SCBU tea party Dozens of little graduates were treated to a very grand tea party last month. The children and teenagers, who as babies were all cared for by Jersey’s Special Care Baby Unit, were invited to the AA Five Star Grand Jersey Hotel & Spa. Every year, around 130 babies need a helping hand from the team in the Island’s General Hospital and this was the first event held especially for them all to meet up. The party was organised by Friends of SCBU, a charity dedicated to raising funds for Jersey’s Special Care Baby Unit. They put on a whole host of entertainment including bouncy castles, face painting as well as providing a photo booth and inviting along Royston South to work his magic with balloons! Friends of SCBU Chairperson Joanne Currie, said, “This was a great opportunity for SCBU families and nurses to get together and enjoy an afternoon of lovely food and some

great entertainment.” Discussing her own experience with SCBU she went on to say, “Personally it was a really special afternoon for my family - my son Zak, who is turning 10 this year, is a SCBU graduate and it was lovely for him to meet some of the team who did such a fantastic job caring for him when he was born and who help so many other babies in the Island.” Grand Jersey hosted the special tea party as part of its ongoing support for Friends of SCBU. Grand Jersey’s General Manager Martin Kelly said, “We were delighted to host such a special event for our charity of choice. Friends of SCBU raise funds to buy specialist equipment and support specialist training for SCBU for the neo-natal care provided and for maternity to assist in providing safer pregnancies for Jersey families. In addition Friends of SCBU provide support to families in the community and those who need to travel to the UK for treatment.

The volunteers work so hard and we really wanted to give something back to them. The children had a great time and seemed to love the photo booth so I hope they’ve taken home some very happy memories of this special tea party!” Grand Jersey Hotel & Spa, with the help of its generous guests, has raised over £20,000 for the charity over the last three years.

The market fountain has been refurbished The Department for Infrastructure (DfI) has restored the fountain in the central market to its former glory, following an extensive refurbishment programme. The fountain has not been refurbished for some time and was in great need of repair. It was originally installed in 1888. DfI’s objective was to restore it as closely as possible to its Victorian origins. Time was spent researching and investigating the original colour scheme with the help of the States Historic Buildings Officer. The fountain, which forms the

centrepiece of the market, was grit blasted back to its bare cast. The missing leaf was replaced by casting a new leaf from the mould of an existing one. The cherubs had to be temporarily removed to be grit blasted and have new water fixings installed. The entire structure was then hand painted with numerous coats of paints and highlights and finally gold leaf was added. The project cost about £20,000 in all and also included the installation of a new filtration system (the previous one was no longer functioning) to conform to

modern standards, and some new pipework. Minister for Infrastructure, Deputy Eddie Noel, said “Islanders are very proud of the market and it is also popular with tourists. It was time for us to give the fountain an uplift, and I think it is great that trouble has been taken to try to return it to the splendour of the Victorian age. It is part of our heritage. “I would also like to thank all the people involved in this project and the market traders for their support and tolerance of having building works in their midst.”

The Atlantic Hotel named ‘Home from Home’ hotel The Atlantic Hotel has been named ‘Home from Home’ hotel of the year in the National Geographic Traveller’s inaugural Big Sleep Awards 2017. The Atlantic, which is one of just four hotels in the British Isles to feature in these prestigious awards, is described as having ‘breathtaking views and being the perfect choice for a relaxing break’. ‘It’s a massive honour for a Jersey hotel to be recognised by one of the country’s leading travel publications. It’s especially gratifying when our levels of personal service are highlighted, as this is something that we have always prided ourselves on at The Atlantic, but I did have to pinch myself when I read that the runner-up was Le Manoir aux Quat’Saisons,’ said owner and Managing Director, Patrick Burke. Winner are selected with the help

of readers and a panel of judges, including freelance travel writer Julia Buckley, Tom Chesshyre, travel writer for The Times, Pippa Jacks, group editor of Travel Trade Gazette, James and Tamara Lohan, founders of Mr & Mrs Smith, along with other high profile travel experts. The awards recognise hotels in 20 categories and focus on a range of aspects including service, food, design and value for money. Readers described The Atlantic Hotel as having a superb cliff-top location overlooking a five-mile sandy beach. The personal levels of service also caught the attention of visitors. ‘Waking up to the sound of waves and far-stretching views over the island was magical,’ said one. ‘The level of service was outstanding, from remembering how I took my coffee to offering the best

places to visit in the island. It was a wonderful experience,’ said another. The hotel has also been named one of the 50 Greatest Hotels in Britain for Summer for the second year in a row. Writing in Telegraph Travel, hotel expert Fiona Duncan describes The Atlantic Hotel as being ‘stylish and elegant’ with ‘delicious food that celebrates local produce’. Mr Burke added: ‘We featured in the same list in The Telegraph last summer, so to be named for a second year running is fantastic. Jersey is a wonderful destination for visitors and has some of the best views, activities and food to be found anywhere in the British Isles. Jersey's first fashion magazine The publishers of Jersey Pages, Mark and Sophie Wilkinson, have recently launched Jersey’s first fashion magazine, Manner. Local fashion and beauty lovers will be delighted to hear that Manner will be available twice a year, in the summer and in the winter. The first issue of Manner features articles from local writers and bloggers such as Laura Morel from nineby5, Claire Boscq-Scott known as The Busy Queen Bee and Emma Critchley from Island Living 365. The fashion magazine also includes features on Kathryn Filleul, the woman who brought Stella and Dot to the Channel Islands, and John Liot, the incredibly talented portrait photographer. From athleisure to dressing for success and the confessions of a 'bad feminist' the inaugural issue of Manner should appeal to all fashion and beauty enthusiasts. Sophie Wilkinson commented: "The drive behind Manner is my love for fashion. I have always loved high-end fashion and took a leap with the magazine. I love the fact that two people can wear the same piece of clothing and have a completely different result. Manner is about style and how people present themselves. "I had a vision before we started; I knew what I’d like to see in a fashion magazine so it wasn’t too hard to visualize. It was a lot of work though, but I feel like we’ve achieved a high quality magazine that hopefully people will enjoy

reading.” Apart from being printed in the UK, the magazine was entirely produced locally. All the clothes, accessories and beauty products featured in the 108 pages of the first issue were picked from shops in Jersey, either from department stores or smaller boutiques. Sophie explained, “We have some great shops in Jersey, from the independent boutiques to larger high street brands. I know how easy it is to become stuck in a rut, shop in the same places and moan about what’s on offer. People are often put off by the smaller boutiques as they find it daunting going into the unknown - Manner is a great way to showcase what they have to offer, making it easier for customers to approach them.” While Manner showcases the best Jersey has to offer in terms of fashion, it also gave local talent the opportunity to shine. Natalia De Aveiro and Tawny Gower, two Art & Design students at Highlands College got to shoot the fashion spreads for the first issue, an experience they both describe as "amazing." Ms De Aveiro confided that her photos will be a great addition to her portfolio when she starts her Fashion Photography course at Southampton University while Ms Gower welcomed the chance to experience something different and work with different people to show local fashion. Mark Wilkinson commented: “Jersey has a range of talented

media types so it made sense to keep everything local. When we were presented with the opportunity to work with Highlands we knew it would be a great fit. Both Tawny and Natalya were very enthusiastic which I think shows in their work – we’re very happy with the results.” So far, Manner has received an incredibly positive reaction from readers and business owners alike. The Naturhouse way Follow up interview with Ana Ullger Director and senior nutritionist of Naturhouse Jersey Hi Ana, please tell us how your first 3 months have gone with the shop? I am happy to say, incredibly well. We vastly underestimated the response and support we would receive in such a short period of time.

I guess from that, you must be incredibly busy? We are, we have already signed up over 100 clients to the programme. Many have already hit their target weight and are now on a maintenance programme in order for them to maintain their current weight.

So, they continue with you after they have achieved their goals? Definitely, initially we see all clients weekly and once they have achieved their goal we put them on a maintenance programme and then see them every 2 weeks and eventually once a month. We monitor their measurements, weight, fat, water and muscle.

What do you attribute this success to? A combination really. First, there has been great support from the Portuguese community who have grown up with Naturhouse as a brand for the last 30 years. We currently have 50 shops in Portugal including Madeira. We also have 350 shops in Poland. Service is also a big factor too, we work with clients on an individual basis and regularly answer their questions outside of normal working hours. Finally, the products are great, they have been well proven over the last 30 years. We currently stock around 100 lines of supplements, including snacks, breakfast dishes, detox and slimming drinks. We are adding to this range and expect to be able to offer the entire range over the coming months.

Where has most of your new clients been obtained? Initially it was from walk-ins, also doctors advising their patients to lose weight. More recently they are coming to us through referrals of existing clients. Clearly this is the best type of endorsement any business can wish to achieve.

How much weight are clients losing? Each client is very different to the next. As mentioned some have met their long term targets already. Others around 1kg per week, some significantly more. Several clients

have lost over 14 kg (2 stone) already. Cumulatively, over the last couple of months we have lost our clients 320 kg (700 lb).

Please just remind me again, how does the programme work? The Programme / ‘Naturhouse Method’ combines the sale of food supplements with free personalised advice and monitoring from a qualified nutritionist. All food supplements are made from natural ingredients, which allow for specific actions during the slimming process.

Tell me a little about the history of Naturhouse? Naturhouse is a European based company specialising in weight loss programmes. So far Naturhouse has successfully assisted over 5.5 Million people across 32 countries to lose weight via 2,280 stores. Its aim is to assist clients with their eating habits in order to help them reach their target weight (“healthy

A Jersey cosmetic brand has launched a handmade range with Longueville Manor This summer Longueville Manor’s Cottage Garden spa will launch a Signature Massage Collection using unique and natural oils custommade by Jersey cosmetic brand Manomara. Longueville Manor’s Cottage Garden spa lies in a beautifully secluded walled Victorian garden in the Manor’s grounds. The hotel has worked closely with Manomara over the past year to design and develop custom-made oils that embody the nature and purity of the spa’s location. Manomara, which means ‘handmade by the sea’, was developed by Islander Anna Messervy-Evans. Anna’s interest in the industry started 20 years ago with an undergraduate placement in Holland working for a perfumery. She has since worked at the head office of Lancôme and Chanel in London. Latest trends and seasonal produce Words by Trizia Clarke, Trizia’s Italian Kitchen Even as a keen cook, I must admit, I breathe a sigh of relief this month. Less time is required in the kitchen and more time is available for a cheeky little Aperol Spritz cocktail in the garden, instead. With fruit and vegetables at their peak it really isn’t necessary to do too much with them. They are best enjoyed as simply as possible. Antipasto platters served in the garden with big bowls of salad are happily received and require little effort from me apart from a little arranging and dressing. Having said that there are rules for serving cold food and the most important one is DON’T SERVE IT COLD FROM THE FRIDGE. Of course most food is best kept in the fridge, but allow it to come to

room temperature before you serve it and you will be rewarded with so much more flavour. Just like cheese is best taken out of the fridge at least 30 minutes before serving, the same goes for cured and cooked meats, fruit, crudités and so much more. Tomatoes should, of course, go nowhere near the fridge in the first place. If you are trying to tempt your family to eat more fruit, it is certainly more appealing in a bowl in the kitchen where everyone can see it and much tastier too. A bowl of cherry tomatoes on the kitchen counter will disappear in minutes, as will a bowl of strawberries. Leave them in the fridge and no one will touch them. Of course, there are health and safety rules about food temperatures but I’m not talking about leaving your food out for hours in the hot sun. Incidentally, ‘Al fresco’ is a term I’ve never heard in Italy. I’m told it’s a slang term used to describe someone in Jail! We would refer to eating outside as ‘fuori’ or ‘all’aperto’ (in the open). Whatever you call it, I hope you get to do lots of it this July. One of the ways I ensure there is always something delicious to serve is a little weekend prep. The warmer weather means my little herb garden flourishes. Up until recently it has had only the hardy herbs like sage, rosemary and thyme to offer. I love adding basil, flat leaf parsley, mint and coriander to have on hand whenever I need it. Not only do they add the most amazing hit of fresh flavour to my cooking, but they also have remarkable health benefits with concentrated levels of essential vitamins A, C and K. A staple in our house is Pesto. We use it to marinate vegetables, meat and fish, and add to sandwiches, salad dressings and of course to pep up pastas and soups. A little pot of homemade Pesto will last in the fridge for a least a week and is so much nicer than the shop-bought variety. Most people know the Genovese Pesto that is made with basil, pine nuts, olive oil, garlic and parmesan but Pesto varies all over Italy depending on what is grown in the region. I love using different herbs and nuts according to what I have and what is the best value. For example, using almonds instead of pine nuts - as they do in Sicily, where almonds are plentiful - will save you £2-3 per

batch of Pesto. Walnuts, pistachios and hazelnuts work well too and do go ahead and try different herbs, lemon zest and capers. You can even leave out the nuts completely for a fresher, less dense Pesto. The same goes for the Parmesan if you’re on a vegan diet or if you don’t like it. Traditionally Pesto is made using a Pestle and Mortar, hence the name Pesto, but these days it’s so much quicker and easier to throw all ingredients in a blender or a Nutribullet. Oh and don’t forget to stir some Pesto through your freshly boiled Jersey Royals. Do it while they are still hot and they will soak up all the lovely flavours. You can then eat them hot or cold. Jamie Oliver’s cajun blackened fish steaks “This bold and seriously spicy rub fragrantly flavours the fish in my version of this classic Southern dish. Get grilling! ” Ingredients • 4 x 200 g white fish fillets, sustainably sourced, such as sea bass, snapper, bream or pollock (approx. 2cm thick) , skin on, scaled and pinboned • 1 lemon For the rub: • 10 sprigs of fresh thyme • 4 sprigs of fresh oregano • 2 cloves of garlic, peeled • 2 teaspoons of smoked paprika • 1 teaspoon cayenne pepper • 1 teaspoon sea salt • 1 leaspoon of black pepper • 2 tablespoons olive oil • 1 lemon Method 1.This is my version of a classic Southern dish, but just a word of warning: it is seriously spicy! The way I heard it, this brilliant rub was invented by an African-American chef working at Commander’s Palace, a posh New Orleans restaurant. The famous head chef

there, Paul Prudhomme, took this recipe, added his own little tweaks and introduced blackened fish to the rest of the world. Basically it’s a bold rub that fragrantly flavours fish and meat and goes dark when it cooks, thanks to the paprika and garlic. 2.Traditionally this dish has been made with the locally caught redfish, but it’s also great with any whole or filleted white fish. It goes with so many things, including chicken, pork, lamb and steak. When I was in Louisiana I cooked it on a barbecue, but I’ve shown you below how to do it indoors in a pan. Don’t be scared by how black the spices go: they’ll look burnt but the taste will be amazing. 3.To make the rub, bash up your fresh herbs and garlic in a pestle and mortar until you've got a nice coarse paste. Mix in the spices, salt, pepper and olive oil, then squeeze in the juice of half the

lemon, making sure not to let any pips get in there, and stir well. 4.Lightly score the skin of your fish in lines about 2cm apart. Using your fingers, smear the rub all over both sides of the fish and into the cuts you've made. Put a non-stick pan or griddle pan over a medium-high heat and let it get nice and hot. Place your fish in the pan, skin side down, and let it cook for 3 to 4 minutes. It will get quite smoky, so you might want to open a window! Turn the heat down to low, then, very carefully, flip your fish over and cook for another 3 to 4 minutes on the second side. 5.Cut your remaining lemon half and your second lemon into wedges for squeezing over. Serve them with your fish, a nice salad and boiled or steamed new potatoes dressed in good olive oil or butter. Don’t forget a nice cold glass of wine! Recipe from www.jamieoliver.com

This woman’s rainbow house has become an Instagram sensation Amina Mucciolo is living the colourful life we all dream of. Or so her beautifully curated Instagram account would suggest, anyway. 34-year-old Mucciolo lives in downtown Los Angeles and has transformed her flat into a rainbow home. With lilac walls, huge windows and colourful sofas, it’s a light, bright and inspiring place. The style completely taps into the current unicorn trend too. One of the walls is painted

in rainbow splatters, another is covered in flowers and everything is in complementary pastel shades. There are even origami birds hanging from the ceiling. Mucciolo has launched her own design company, Studio Mucci, which is “based on the idea that we can bring a dream-like whimsey into the every-day. Joy, excitement and inspiration is what we strive to communicate through our items.” And that’s exactly what she does through her Instagram feed, which has over 190,000 followers.

“I wanted this place to feel like a living art installation,” Mucciolo said, adding that she wanted the flat to feel like it was always spring, as it’s her favourite season. “There’s something about what happens in spring - the holidays, the colours, that fresh feeling of happiness. It’s so inspiring for me.” The flat is 650-square foot and Mucciolo refers to it as “Cloudland.” She lives there with her husband Salvatore and they transformed the flat themselves. “It’s really important to me that

where I live is a reflection of me and my personality, and also of my husband,” she told the Mail Online. “We like for our space to be fun and happy and inspiring.” One of her favourite parts of the flat is the rainbow-splattered wall, but she was nervous about doing it: “I knew I wanted for there to be a rainbow element in my home, at least one really strong rainbow statement,” she said, adding that it took two days to do. “I love it so much because I knew

it would be great but I was still so scared to do it... But I followed my instinct and I knew it was gonna be good.” Mucciolo’s own style is as colourful as her flat, with multicoloured hair and bright makeup. Although the flat may be considered traditionally girly, Salvatore is on board: “My husband is such a good sport,” Mucciolo said. “He loves it. It makes him happy too. He’s been doing this business with me, so it’s what our lives look like now.”

A father is raffling off his 7 bedroom Scottish mansion for just £5 a ticket After losing his job, father of two Shamus Fitzsimons was faced with the reality of not being able to keep up the mortgage payments for his sevenbedroom North Lanarkshire family home, Dullatur House — thought to be worth between £600,000 and £800,000. After trying without success to sell the 18th century home via the traditional route — an estate agent — Fitzsimons has taken things into his own hands and created the website Win Your Dream Home to dispose of the luxury family home using a raffle. Fitzsimons said he aims to sell 250,000 tickets to cover the costs involved with disposing of the house, such as land and buildings transaction tax, legal fees, among other things. Proposed land charge could raise 2.5m for community projects A consultation has been launched on the possible introduction of a Jersey Infrastructure Levy (JIL). The Minister for the Environment is proposing the introduction of a broad, low and fair charge called a Jersey Infrastructure Levy to ensure that when land is given permission for development, the owner or developer contributes a small amount of the profit to essential community infrastructure. When planning permission is given for development of land, the permission itself generates an increase in the value of the land. A levy would allocate a small percentage of the profit from land development to improve the quality of neighbourhoods affected by new development. Examples of what it could fund include: • new and improved streets, safe play spaces and recreational facilities, parks, tree planting and community gardens, such as the Millennium Town Park and the Weighbridge • improvements to public transport services and facilities, like more bus shelters and improved services • pedestrian improvement schemes and new footpaths, such as improvements to town streets in Conway Street and Broad Street • new cycle routes, such as the Eastern Cycle Network or the St Peter’s Valley Cycle Path • improvements to make areas more resilient to climate change, by introducing sustainable urban drainage schemes to help manage surface water, more tree planting

to provide shade and cooling, and better flood defences. A set percentage of the levy would be given to the parish in which the development is built to fund parish improvements. Profit on developments The Minister for the Environment commissioned a study on whether a JIL would work in Jersey. The viability report, which includes local professional and industry input, is published today, and shows that a levy is workable and would allow construction companies to continue to make a profit on developments. The proposed rate has been set at £85 per square metre on new developments which create over 75 square metres of new floor space (roughly the size of a two-bedroom apartment), and all new residential units with an increased floor area. It is proposed that affordable homes and development undertaken by charitable trusts would be exempt from the charge. Improve neighbourhoods These rates would be expected to generate between £1.5m and £2.5m a year and the fund would be managed by the Minister for the Environment to ensure that it was used for the delivery of essential community infrastructure to improve the quality of urban neighbourhoods and parish centres. Deputy Steve Luce said “Land in Jersey is at a premium and permission to develop immediately makes it more valuable. But development

brings with it more pressure on the surrounding community. We think it’s fair that the land owner or developer who makes a significant profit out of permission, should also make a small contribution to improve the quality of life for people in that community by improving or providing new facilities or services. “We know JIL is viable in Jersey, we know it won’t push up land prices or make homes more expensive, but we think it will ensure that through a straightforward, transparent and up-front process, there’s some investment in a community affected by development.” The Minister added “I’ve discussed it with the development industry, and now I want to know what the broader public think on the principle of a levy, before we put it to the States later this year.” Affordable homes exempt The report allays concerns that house prices would rise to pay for higher land costs. Affordable homes will be exempt from the levy. For other types of development, the authors say Jersey’s housing, commercial and office space markets are all competitive and any levy would be a small part of the overall cost of a new development. It is expected that developers will either negotiate to pay less for land they buy in time, or absorb some of the cost in order to keep prices competitive with existing developments. The consultation runs for ten weeks until Friday 1 September 2017.
