Law On Electric Bikes There are two basic types of electric assisted pedal cycles (EAPCs), pedelecs and Ebikes (also referred to as ‘Twist & Go’).

Both have pedals and can be powered by peddling. The auxiliary motor on pedelecs will not engage at speeds above 4mph unless the bicycle is being pedalled, however with an EBike it is possible for a cyclist to rely entirely on the electric motor up to speeds of 15mph without pedalling, hence the ‘Twist & Go’ tag. Until now, only pedelecs were allowed to be used as bicycles in Jersey. Changes to the law mean both pedelecs and EBikes will be treated as bicycles in Jersey, like they are in the UK. This is subject to the condition that they must have pedals that can be used to propel the bike and the auxiliary electric motor should not be able to propel the bike when it is travelling more than

15mph nor have a continuous rated power of more than 0.25kw.

Electrically assisted pedal cycles can be ridden by anyone over 14 years of age without a licence and do not require insurance or vehicle registration. Electrically assisted pedal cycles that exceed legal restrictions, such as ‘Speed Class’ or ‘S-Class’ machines which can travel over 15mph using their auxiliary electric motor will need to be ‘type approved’ as a motor vehicle. These vehicles will be considered as low performance mopeds, conventional mopeds or motorcycles, requiring a driving licence, insurance and wearing of a helmet etc.

News In Brief Children To Learn French From Year Three

www.jerseypages.info

Jersey States Supports Same-Sex Marriage

All children in Jersey state primary schools will start learning French from the age of seven for the first time.

A move to introduce same-sex marriage in Jersey has been approved by the island's government.

French has been taught from a younger age in a select number of primary schools in the past, but only where they have French language speakers available.

The draft legislation, which will be voted on separately, is due to come back to the States by January 2017. The move will see two types of marriage - civil and religious the retention of civil partnerships and other changes to the marriage laws.

Mr Donovan said they were also investigating the opening of a French language secondary school in Jersey.

Data Centre in St Lawrence An application to build a data centre on the site of the Fencing Centre in St Lawrence was agreed by the Planning Applications Committee. The plans involve knocking down the existing buildings, and replacing them with two detached bulk data storage buildings, each measuring 28 metres by 27 metres and to a maximum height of eight metres.

Metropole Flats

The law will allow religious groups or individuals to opt out if same-sex marriage goes against their beliefs. Christian May, chairman of equal rights campaign group Liberate, said: "We're not trying to erode marriage in any way, we're trying to bolster it by offering it to all people who are in love."

The law changes will affect parental Senator Philip Ozouf, the island's only Chief Minister Ian Gorst, who put forward responsibility rules and introduce limited openly gay politician, said coming out had the propositions, said: "We cannot consider protections for cohabiting couples.

Oil Spill 'Threatens Wildlife'

Dandara’s plans to build 179 homes on the site of the Metropole Hotel in Roseville Street were deferred by the Planning Applications Committee. The committee wanted more information on the proposed parking allocation for visitors and the size of units. The proposal is to build 57 one bedroom, 118 two-bedroom and four three-bedroom homes, with basement parking for 203 cars.

Egypt Farm Plans Approved The committee agreed an application to rebuild the ruins of a farm at La Rue d'Egypte demolished by German forces during the war. The owners applied to build a three-bedroom home and outbuilding on a long-abandoned and ruined farm complex in what is described as a highly scenic part of rural Trinity.

“Keeping up with the Cash’dash’ians”

It’s been frenetic keeping up with the Cash’dash’ians as they scrambled through bushes, delved into pools and bashed piñatas in their hunt for envelopes of cash. For the second year running Qi Finance has engaged the island community in this island wide hunt whilst raising valuable funds for RNLI Jersey.

Stroll along the cobbled streets and enjoy major brand stores and unique, independent locally owned boutiques and a wide range of eateries.

Inspiring imagination and determination, hundreds of players were quick off the mark as they deciphered the daily clues and raced to various locations, from Castle Quay to St Catherine’s Woods. The torrential rain and muddy paths were no match for participants!

Whether it’s for a business breakfast, morning coffee, a light bite while shopping, spa treatments, cocktails or a vibrant night out ... Liberty Wharf is the new social hub of Jersey from dawn ‘til dusk.

Student Milly Atkinson waded, fully clothed, through Victoria Pool to grab the winning key, which scooped her a massive £1,000! ‘I can’t believe it’s happened; it’s such a shock. I’m going to save it up and spend it on travelling I think. I never thought I’d actually win it. I thought it could have been at Harve des Pas or the fountain but I came down here first. I’m now on my way to visit my Gran in the old people’s home all wet like this!’ - Milly Throughout the competition, local finance innovators Qi Finance have given away a grand total of £4,000 whilst also raising over £600 for RNLI Jersey. The final day of Cash Dash attracted an excited crowd of over 250 people to Liberation Square, all in search for the winning key to unlock not one, but

seven prize chests. Players flooded the square, searching every nook and cranny - even poor Stormy Stan, the RNLI Jersey mascot, was prodded and frisked. A generous £1,000 was dispersed among multiple champions; a spectacular £600 was discovered by lucky winner Nerina Poole.

Luckily for Stormy Stan every time a Cash Dash t-shirt was worn or a plastic fish or animal was found on a Cash Dash, the total was recorded and donated to RNLI Jersey. On the grand finale, Qi Finance doubled the fundraising total to present a cheque to the charity.

Having played a number of times this year, Qi Finance Cash Dash 2015 has contributed to Islanders’ all important expenses, from Nerina was thrilled to have finally won! birthday presents for loved ones, to holidays ‘Thank you very much! I’ve played six and stag do’s, to paying off University fees times this year whenever I could work and personal debts. A true reflection of Qi out where the clues were. The money will Finance’s approachable and rewarding ethos, go towards my holiday with friends next the event has prompted infectious smiles and week!’ - Nerina showcased an Island-wide community spirit along the way.

shop dine meet relax stylish, boutique, unique

Kimberley Joshua, Group Marketing Director, Qi Group, says: ‘It has been amazing to see so many islanders getting involved in Qi Finance Cash Dash this year. We’ve been racing to keep up with the participants who appeared within minutes of releasing the clue each day. Even our followers on social media were cheering along. We can’t thank people enough for their participation and enthusiasm - rain or shine. They brought the event to life and the best part of the competition was seeing how the cash made a difference to each individual winner and our chosen charity. We hope the event has highlighted our philosophy to provide a friendly and flexible approach to finance solutions.’

PEOPLE JAM IN TOWN...

I’m sure everybody loves a good ol’ browse through town, wandering around without a care in the world, but some people really take the #@”!. Some common problems you will face when shopping: -

People walking at snail’s pace The abrupt stand still whilst the next location is chosen Getting bumped by individuals too busy on their phones Groups standing around The diagonal yo-yoing to avoid all of the above

I think we should have an up and down lane, sub-categorised into slow and fast with the occasional break to switch sides. A great example is one shopping centre in the UK who have clearly marked SLOW and FAST lanes to suit the everyday shopper. (They only did this on a small part of the shopping centre, but a great start!)

ZEBRA CROSSING, YELLOW LINE OR JUST MAYHEM? At least when it was just a yellow line you knew where you stood - the driver has the right to either let you cross or not.

Another example is the MOBILE and NON-MOBILE lanes! This was just a project in Washington though, but an excellent idea!

A yellow line and a zebra crossing makes it a little confusing to know whether to

drive on to the crossing to peep out, whilst getting dirty looks from pedestrians, or to not go on the crossing and simply never know when you can drive. Just one of those things I suppose...

DO YOU WORK? There are road works outside my house, they have been there for about a week. Now these guys are obviously very good at their jobs... Standing around talking about the weather whilst they look at the hole in the floor must be hard. If they are not on their phones, drinking coffee, chatting or reading the paper then they are just staring into the sky. I was baffled to see one (worker) the other day washing his motorbike with the hose they had been using! It's a good life for these guys I tell you.

TREASURE OR TRASH IN THE CUTLERY DRAWER? By Stephen Cohu

Every week people turn up at my shop marks look like silver hallmarks the item is with a bag full of cutlery that they hope is NOT silver. silver. • The maker’s mark, in this case HH, probably for Henry Holland. This is sterling JERSEY SILVER silver. On any item of British hallmarked silver the only mark you need to find is the lion passant mark. The only variation occurs between 1697 and 1719 when the silver standard was raised from 925 parts to 950 parts or 95% silver. This is the Britannia standard the mark of the figure of Britannia replacing the lion passant. Finding a piece of silver from this date would be rare and you would be very lucky! Example Marks on an English Silver Spoon:

The marks from left to right are as follows: • The stamped head of Queen Victoria. • The date letter a lower case gothic k, for 1865. • The uncrowned leopard head for the London assay office. • The lion passant mark which will be found on all sterling silver items hallmarked in Britain. THE BENDABILITY TEST (not you, the spoon!) This is probably not to be recommended if you are an over enthusiastic individual! Silver at high purity, ie 925 or 92.5% pure, is relatively soft. If it bends relatively easily it is possibly silver, if it strongly resists Makers mark only on a Jersey silver spoon. bending it is probably silver plated or some other metal. These may potentially be worth much more than your average spoon or fork! FOREIGN SILVER Similar cutlery styles exist in many countries and some will be much more fully marked than others. You might find a mark such as 800 which will be 80% silver. French silver is marked with a tiny impressed mark called a poincon, usually the head of Minerva and is 95% pure. Swedish silver is 830 or 83%. Some silver items bear absolutely no marks at all. Without years of experience in handling items it will be virtually impossible for the casual observer to tell whether what they have is valuable. If it sounds confusing that’s because it is!

people think they are now experts and make an expensive mistake! If the marks look like silver hallmarks but there is no lion passant it is not silver, (assuming it is British)! Review: Tassili at Grand Jersey This month we stayed in the big smoke and were invited to ‘Tassili’ at The Grand. It is safe to say that anticipation was very high following our invite, which simply described our soon to be experience as a ‘Seven Course Surprise Menu with handpicked complimentary wines’ and OH! What an experience it was!

We were greeted at reception and showed to the dining suite for welcome drinks, I think it’s safe to say that Tassili is not at all what we expected, and in place of the large open and bustling space we had imagined, was a smaller, highly sophisticated room decorated in warm browns, golds and other neutral colours giving the overall feel of exquisiteness and ensuring a perfect environment for refined dining. Having booked our meal in for a relatively early weekday time it gave us the opportunity to experience the restaurant in all its wonder. Small details such as the small brass animals, a different one decorating each table, the wine table discreetly occupying the centre of the room showcasing the evening’s choices and probably the most surprising feature was the subtle TV screens that showed the kitchen at work. and allowed us to literally watch the wonderful creations being

dispatched and served.

Our evening of dining began with two delightfully served Amuse bouche, one designed to cleanse the palate ensuring the rich flavours following are not lost on the diner. Starters and mains followed and did not disappoint, pan fried Foie Gras, cooked to perfection complimented by white balsamic jelly giving the dish a noticeable kick combined with a delectable toasted brioche, a taste sensation that was served with a 2013 Maury, a delicious sweet (but not too sweet) full bodied red wine . Later in the evening we were presented with Turbot, a stunning yet firm and mild fish this dish was brought to life by perfectly creamy saffron risotto, cockles, sea vegetables and Tapioca Crisp all served with fresh, bright and refreshing Red Frappato, mixing the mild Tarbot with Raspberries and smoke creating a multitude of complimentary flavours. As we don’t wish to ruin the surprise for any readers who want to experience the menu first hand (and we highly recommend you do!) we won’t go overboard with foodie detail though it would have been

The Royal Yacht Keep Their Finger on the London Pulse The Royal Yacht continue to build on The Drift’s reputation as one of Jersey’s top night spots, by sending their Head of Bar and mixologist, Fabio Freitas, to work and research current trends and ideas at some of London’s leading establishments. The Royal Yacht plans to use this research to develop the original vibe they provide for their guests, by bringing ‘the London experience’ to Jersey. Fabio was sent on a research trip to two distinctive establishments to broaden his knowledge in cocktail making and a diverse insight into the inner workings of contemporary London bars.

During his trip, Fabio visited: • The Hoxton Pony An award-winning cocktail bar in the heart of the trendy area of Shoreditch, frequented by celebrities including reality-star Millie Macintosh and her rapper husband Professor Green, and fashion designer Henry Holland. The recipes featured on the cocktail menu were invented by globally recognized bartender and expert in mixology, Salvatore Calabrese. The Hoxton Pony also has a reputation for its musical offerings, having featured past performances from world-famous DJs, including Calvin Harris and Mark Ronson.

• Dabbous/Oskar’s Bar Oskar’s Bar is the basement bar of sophisticated Michelin star rated London restaurant, Dabbous. The cocktail menu of Oskar’s Bar is regularly updated with fresh cocktail concepts including signature ‘beer cocktails’, and is considered one of the best new experiences on the London bar scene. The Royal Yacht will continue to send Fabio out on research trips to improve their customer experience, with future plans to come to an agreement with a top London club to send famous UK bar staff and DJs to visit The Drift. Fabio Freitas, Head of Bar at The Royal Yacht, commented: “I’m extremely privileged to have had the opportunity to hone my cocktail making skills. I learned how to make fresh syrups and purees, and many different exotic cocktails that are unlike anything currently available in Jersey. The London scene is something we strive to bring to Jersey and something that continues to mean we stand out from anywhere else in Jersey. I can’t wait for people to experience the new cocktails and give our customers a taste of London.” New cocktails will be announced on The Drift’s Facebook page, keep an eye out and please do let us have your feedback!

Property & Home Living

Six Months Later... So, I’m sitting here in Cornwall looking out of the sitting room window over the bay, watching the locals surfing before they head off to work, what a hard life. Still, I have to write this month’s article! I started at First Choice just over six months ago, with a brief of putting the business back on the Jersey map, as it had sort of lost its way for a while. This is a great business, in a great location, but more than anything else, it has great clients. Both from the perspective of landlords and tenants alike. For that I was very grateful, as this gave a solid foundation to work with. The shop needed some attention, and so it got, but the First Choice branding had been ignored for a while, and with the help of several people, most notably Sophie at Jersey Pages who put a huge amount of time and effort

into the project, the business had a new look across all of our platforms, and with that came the opportunity for me to write this column.

even lawyers and surveyors on occasion, and I have been hugely fortunate to have benefited from help from all of those quarters over the past months, for which again I am grateful. The sales side of the business has increased significantly to the point we need some stock to sell as most of it has already transacted, so please, if you’re looking to sell!

First Choice have been well established as offering rental accommodation, but less so for property sales, that was to be the biggest challenge of all, considering all the high quality estate agencies available in the Island. With all this now in place and my initial six month project time at For those who know me, I have an end, what now for First Choice my own style and way of doing you may ask? Well, one of the things, I try to be very candid with original owners Chris Ruellan has clients so none of us waste each decided the business looks in a bit other’s time, and for some people better shape, and so he will return this is refreshing, for others it is and take it forward, and I wish not quite so welcome! I also try him and his team all the very best to put my heart and soul into any with that in the future. project I am involved with to try and bring about the best result For me (and Harry)? We have a for all involved, but to do that few loose ends to tidy up here and successfully, I need the help and will be around for a while longer cooperation of everyone, Vendors, to make sure the handover to Landlords, buyers and tenants, Chris is as smooth as it can be. I

am fortunate in that the option is open for me to stay here for a while on a consultancy basis and add assistance to the new management team in any way I can until we all decide the time is right for whatever is next. First Choice has a great future ahead on solid foundations, and I for one am looking forward to doing all I can to help keep things that way. If you would like to be a part of that as a Vendor, buyer, Landlord or tenant, please do not hesitate in picking up the phone.

Directors - Executive Or Non-Exec, What’s The Difference? “This is not to suggest that one role is less important than the other or that ultimate responsibility is any different for each director but rather that their functions are simply different. They contribute in differing ways.” Well, in the eyes of the law and those of the regulator, the responsibilities of an executive director and those of a nonexecutive director are the same. In terms of culpability and being answerable to the company they serve, the courts, the regulators, their investors/shareholders or customers…there is no difference. They are all equally ‘on the hook’ so to speak and one group or the other is in no position to exculpate itself from those responsibilities just because, for example, he or she is a non-executive. So why the different titles? In short, an executive director is involved in the day to day running of the business itself and may also hold another role within the organisation like head of finance or CEO for example. A non-executive is just the opposite and is not involved in the everyday functioning life of the company’s business but attends board meetings and committee meetings to assist in any number of strategic concerns of the company, often bringing a specialism into the mix as well as (typically) some wisdom born of useful relevant experience. Each will have valuable input to offer…the executive with the hands on experience of the businesses day to day events, concerns and deliberations and the non-executive on the wider strategy, future planning, compliance, direction and external influences like changing rules, laws, guidance,

Jersey Business, The Parish of St Helier and myself are getting together to organise a buzzing week, where knowledge and expertise will be shared during a series of events designed to recognise and celebrate the importance of great customer service within every organisation. I hear you and agree, should we really be making a special effort for one week in the year? Of course, not, it is something which needs to be done every hour of the day, every day of the week, and every week of the year. However, it’s a good start for your business to show your appreciation and enjoy the benefit all year.

The culture of your business has an impact on the customer service provided. It is about more than hiring the right people and providing your employees with the tools to deliver excellent service. It’s about setting the right example of customer service behaviour from the very top so that it is delivered by all employees to the customer. It starts with people who want to do the right thing, the service culture has to be a driving philosophy of your business and every decision, at every level, has to be taken with the customer in mind. Is Digital Doomed or Dandy? (A Brief Take on Recruitment, Skill Shortages and the Economy in a digital world)

I have often written pieces on what technology means for the recruiting process and how social media has expanded avenues for companies, recruiters and job seekers like never before. This time I’m taking it from a different perspective and asking just what does our new Digital Plan (in Jersey and further afield) mean for Recruitment, Talent Acquisition, Career Choices and our economy in general? Technological innovation is at an all-time high, e-gaming is everywhere, analytics is common place and cloud development has given anyone and everyone the ability to work, create, revolutionize from anywhere in the world, whilst other technology gives us the ability to use any of the devices currently on the market. However the drawback is technological revolution is somewhat of a paradox, as consequentially ideas and innovation come quicker than the development of skills needed to support this infrastructure.

Furthermore the report identified that the wrong skills are being taught. Of the 1,400 digital positions in circulation on Bubble, only 39% of them call for the skills taught under the new curriculum and it doesn’t stop there, in an even scarier move, the European Commission’s Grand Coalition for Digital Jobs, has reported there could be a shortage of up to 825,000 ICT professionals across Europe by 2020. And Jersey is no exception to those results, sure, we have made some strides in the right direction. The development of Digital Jersey as an accelerator to the digital community has certainly had an impact in the Island. Current feedback suggests that the support such an organisation provides to tech startups adds value at even the conceptual stage. Popular events see the digital community come together to innovate, the digital hub provides a community orientated learning base, whilst schools in the Island are more tech-friendly utilising educational games that allow my 9 year old to understand the very basics of coding and programming in an easy drag and drop language. The skills gap is recognised, if not yet fully addressed, in the ‘Learning beyond 18 Vision Paper’ identifying that Jersey, along with the rest of the world needs new skills. But is it enough?

According to an industry report by Bubble Jobs, the UK, in September 2014, became the first country to make computer programming a compulsory part of the curriculum in both primary and secondary schools, serving as a loud call out to tell Companies such as Google, Facebook and anyone who didn’t already know ‘We have Apple have glamorised the tech industry a skill gap’. leading undergrads to study Computer

Science in the hopes they will play a part in the digital revolution, but unless my math is wrong (and it’s not my strongest subject), we need to do more than rely on those currently in education to fill the anticipated deficit. Going back to ‘Learning Beyond’, it is identified that of the many undergrads that leave Jersey to study abroad (primarily in the UK) few return, those that stay are faced with limited educational choices in the 18+ arena and furthermore the training sought by those (open source) companies is not currently available (in higher education). A clear focus is, and justifiably needs to be on re-skilling and up-training our existing workforce through the provision of affordable, pro-active and relevant training, and it needs to be addressed now. Each day the skills gap grows as new jobs are created. Like any industry, to be truly great, it isn’t just about the innovation and the skills, infrastructure plays a huge part, perhaps in tech more than any other industry and this is an area where Jersey is still lacking in reliability, requiring more major changes. If this can be achieved, the skills gap pro-actively addressed and infrastructure improved (with a kudos to Digital Jersey for

continuing to push the Island forward), then the Island can look forward to a thriving economy, the creation of more jobs and a skilled workforce comprised of not just Google Gen (z) but Millennials, Gen X and Baby Boomers too, a desperate need if we are to be at the front of a new digital age. Under the JobsFest Employer Incentive, the wages and Social Security contributions, worth up to £2,000 are paid during the eight week period to businesses hiring eligible jobseekers. It enables anyone who has been unemployed throughout 2015 to be hired for this period at no financial cost to the business. Last year 80 new vacancies were filled using the JobsFest Employer Incentive, and over 60% of those were kept on by their employer after the incentive ended. JobsFest comes at a time of the year when there are traditionally fewer job vacancies at the end of the season. The timing of the initiative intends to bridge the gap between the end of summer seasonal jobs and the start of the busy Christmas period when many businesses would be expected to employ extra staff.

Help for registered jobseekers As well as the incentive for employers, all registered jobseekers will receive a diary of JobsFest events which are all designed to help registered jobseekers gain new skills and fresh inspiration. The detailed programme of events are being run from 5 October to 27 November and include: • industry specific talks ranging from web design to working in finance • workshops designed to help jobseekers improve their CVs and interview skills • confidence-building sessions and personal development • tips on effective job searching. At least one event will be held every day in October and November. Last year’s events saw over 1,000 bookings made during the eight weeks of JobsFest.
