Minutes of Hillam Parish Council held on Wednesday, 6 March 2013 in the Monk Fryston & Hillam Community Centre. Present: Councillors: Collinson (Chairman), Tuddenham (Vice-Chairman), Robertson, Lorriman, Pattison, Wright and the Clerk to the Council. Apologies for Absence: - Councillor Sadler Guests: (1)

Minutes

The minutes of the Parish Council held on Wednesday, 6 February 2013 having been circulated to all members of the Council were read, approved and signed by the Chairman Councillor Collinson. (1A)

There are no declarations of interest expressed by the members present.

Matters Arising

2.1 Councillor Pattison provided to the Clerk, the completed Register of Members’ Interest Form duly completed. 2.2 Councillor Robertson advised the members that he had not received a response from Mark Johnson, who had been invited to attend a monthly parish council meeting. 2.2 Councillor Wright informed the members no response had been received from the Planning Inspectorate regarding the planning appeal lodged by Mr T Cannon. Councillor Collinson stated she had made contact with Councillor Mackman who stated the Planning Inspectors office is currently busy and a response will it is believed made available shortly. 2.3 Councillor Wright asked the Clerk if a response had been received from Mr Grogan, SDC, regarding the enquiry mad sometime ago about the creation of an Alcohol Free Zone. The Clerk stated no response had been received and his office had been contacted the previous week. The follow up did not produce a response. Councillor Wright stated MFPC are to arrange a meeting with SDC (Mr Grogan and the Legal representative) shortly and she wishes to attend the meeting with MFPC Councillors if the members’ of HPC agree to this proposal. All members agreed to the proposal. Councillor Wright asked that the Clerk provide copies of the two E-mails sent to Mr Grogan to enable the matter to be put before him once a meeting has been arranged. 2.4 Councillor Lorriman raised the question of who can purchase the retirement bungalows on Manor Court, owned/managed by Hanover Housing. Clerk asked to make available at the April meeting, the covenant provided by the housing association. In the interim, Councillor Robertson will contact the association and make the necessary enquiry. Re the sale of properties and the status to whom they can be sold to. Action: Councillor Robertson. 2.5 The Clerk informed the members that a verbal request had been made to SDC for the pavements and roadways to be cleaned in the village. Councillor Robertson stated the pavements have not been cleared. Clerk requested to send a formal written request for the pavements and roadways to be cleaned. Action: Clerk. 1

Funding Applications Received

The funding applications received to 25/02/2013 were considered by the members (Appendix A); and it was agreed to donate the sum of £2,280. The Clerk was asked to write to the Secretary of MF United IC Football Club and obtain additional information before confirming the donation to be made. Action: Clerk. (4)

Correspondence Received

Invoice received from CSR Electrical Limited for the repair of streetlights. Invoice value £186.46. Payment approved. Invoice from Aggregates Limited for the purchase of rock salt. Order placed by the Clerk and paid on behalf of the parish council. Cost £86.99. Payment approved. Salary and PAYE details received from Thirsk Community Care Association for the month of February 2013. E-mail received from Hillam and Monk Fryston Cricket Club requesting ball sponsorship. Proposed to donate £30 Councillor Robertson and seconded Councillor Tuddenham. Payment approved. Letter received from Selby Area Internal Drainage Board regarding the flooding of fields on Hillam Common Lane in June 2012 and serious flooding that occurred on Rose Lea Close, causing blockages of the foul drains. E-mail, SDC, finance requiring confirmation of the parish council’s precept for 2013/2014 of £11,295. Receipt received from Monk Fryston and Hillam Community Association for the sum of £72. E-mail received SDC, fiancé informing the parish council based on calculation Band D properties for the parish. E-mail from MF & Hillam Community Association advising of the continuing access restrictions to the grounds. Letter from HM Revenue & Customs advising of the PAYE changes applicable from 01/04/2013. 2


Letter of thanks received from the Hillam Ring Tree Lights Committee for the donation made of £385. (5)

Correspondence Out

E-mail to SDC, Finance confirming the amount of precept for the year 2013/2014 of £11,295. (6)

Planning Matters (6.1) One Planning Application and one Notice of Decision were received during the month. Planning Application:(i)

Applicant – Mr T Morley

Proposal – Application for ménage in connection with equestrian use at Hillam Grange, Austfield Lane, Hillam. No objection raised by Hillam Parish Council. Notice of Decision:(ii) Applicant – Mr M Lambeth

Proposal – Construction of detached carport and store at ‘Orchard View’, Main Street, Hillam. Permission REFUSED . Environment Windfarms

Regular updates are made available to residents who subscribe to the service provided by Howard Ferguson in respect of the various planning applications in hand at SDC. (7.2)

Other Environmental Issues

(i) Councillor Wright requested the two E-mail sent by the Clerk to Mr Grogan be provided to her for information when attending the meeting with MFPC. Action: Clerk. (ii) Councillor Robertson reported the drains are blocked outside Hillam Hall gates and Pinfold Lane with the Cross Keys public house. Clerk requested to contact Highways and request the drained be cleared. Action: Clerk. (iii) Councillor Wright is to contact the contractor engaged for grass cutting for the cutting season, 2013/2014. Action: Councillor Wright. (iv) Councillor Robertson reported the Ringtree seat has not been refurbished despite the contractor being contacted last year to request the work be carried out. The seat requires to be cleaned, re-oiled and the paving beneath the seat power washed and the over grown grass trimmed back. It was requested the Clerk write to the contractor from Brotherton. Councillor Collinson is to speak with Mr Craven to establish why the refurbishment has not been undertaken. Action: Councillor Collinson and Clerk. 3


(v) Councillor Lorriman was concerned with the damage done to the grassed verges following the cable-laying contract. Councillor Collinson stated the verges would be reinstated to their normal state in due course. (vi) Councillor Collinson reported the hedges; opposite the Brick Pond on Betteras Hill Road have been cut but the contractor left the cuttings on the pathway, making pedestrian access difficult. Councillor Collinson to contact the Footpath Officer, NYCC to ascertain the landowner. Action: Councillor Collinson. (vii) Councillor stated that contractors working on the level crossing on Betteras Hill Road had left rubbish. Clerk requested to write to Network Rail asking the rubbish be cleared. This problem is frequently reported. Action: Clerk. (8)

Reports

(8.1)

Burial Committee

The Chairman, Councillor Collinson reported a meeting of the Burial Board had been held two weeks ago. MFPC representative expressed some concerns, as there is no strategy for new members to follow. Councillor Collinson has provided some information obtained elsewhere. The representatives of the three parish councils making up the board are to produce a document to cover the Terms of Reference. Once agreement has been reached over the Terms applicable to the Burial Board, this will become the source document. (8.2)

Community Association Councillor Robertson stated no report was available. He was able to say that the Community Centre at an estimated cost of £85,000. No further information was provided as to the extent of the proposal.

Councillor Lorriman reported details of the last meeting have been e-mailed to members for information. (9)

Any Other Business There was no other business to conduct. The meeting closed at 9.45 pm.
