Minutes of Hillam Parish Council held on Wednesday, 3 July 2013 at the Monk Fryston and Hillam Community Centre Present: Councillors: Collinson (Chairman), Sadler (Vice Chairman), Robertson, Lorriman, Pattison and the Clerk to the Council. Minutes

The minutes of the Parish Council held on Wednesday, 5 June 2013 having been circulated to all members of the Council were read, approved and signed by the Chairman, Councillor Collinson. (1A) Councillor Sadler expressed a declaration of interest with Hillam and Monk Fryston Cricket Club and the Prince’s Trust. Councillor Lorriman expressed a declaration of interest as a member of CEF and Martin House Hospice. No further declarations of interest were made. (2)

Matters Arising

2.1 Councillor Robertson referred to item 7.2 of the June Minutes stating the drains along Chapel Street have still not been cleared, despite assurances from NYCC, Highways that the work would be carried out. The Clerk was asked to write to Councillors Mackman and ask if they can assist in arranging for the drains to be cleared. The request to NYCC, Highways was for all drains in the village to be checked, not just on Chapel Street. The clearing of the drains may assist in minimising any flooding in the coming months. Action: Clerk. 2.2 Councillor Robertson reported that the street light electrical cover had not been repaired on the light opposite Ashfield Villas. The Clerk reported the electrical contractors had been asked to undertake the repair. In the absence of the repair being effected, the Clerk asked if a members could strap the cover to make safe the street lihght. Coun cillor Pattison offered his services to secure the cover. Action: Councillor Pattison. 2.3 Councillor Collinson reported a risen cover on the road opposite Hillam Hall Lane had been seen. Councillor Roberston will investigate the report. Action: Councillor Robertson.. (3)

Correspondence Received

Invoice received from the Burial Board for the six monthly share of the precept of £417.30. Payment Approved. Invoice received from CSR Electrical Ltd for the repair of street light. Invoice value £118.00 inclusive of VAT. Payment Approved. Invoice and annual audit report for the year ended 31 march 2013 received from the Internal Auditor, I Smithson. Invoice value £55.00. Payment Approved. The Internal Auditor had no points to raise regarding the audit of the financial statements. Letter of thanks received from the Luncheon Club for the donation of £100. Payment request received from Councillor Wright for the reimbursement of £33.60 for the purchase of plants etc for the village planting. Payment Approved. Cheque for £50 received from E Smales & Son for the rent of land off Betteras Hill Road. Clerk to bank the cheque. Complimentary copy of Winter Weather Agents Toolkit provided by Rural Action Yorkshire. Booklet to be handed to Councillor Sadler by the Clerk for information. Action: Clerk. E-mail received from Mr Ray Newton, Community Association thanking the parish council for their financial support of £760 and asking if the members will agree to the funds being made available towards the costs of further building works at the Community Centre. Members agreed to the proposals. Clerk asked to confirm their agreement with the request. Action: Clerk. Notification received from Thirsk Community Care Association providing clerk’s pay and tax details for May 2013. E-mail received from Councillor Wright covering the points raised from the liaison meeting held on 14/05/13, with the representative from Monk Fryston Parish Council. Councillor Wright provided a brief update following the meeting.

Details received from NYCC giving details of the Highways Capital Programme 2013/2014 to 2014/2015. Road re-surfacing/patching programme received from NYCC, Highways. Fairfield Lane shown as to be undertaken in July 2013. Reminder letter from HM Revenue & Customs regarding the submission of the Employer Annual Return for 2012/13.

Correspondence Out

E-mail to Councillor’s Mackman inviting the to District councillors to attend the June parish council meeting. E-mail to NYCC, Highways requesting the drains outside Hillam Hall on Chapel Street are cleared of debris that is causing a blockage. The request included checking on all of the drains in the village for debris. E-mail to SDC requesting the pathways on Chapel Street is swept to clear grit that was laying on the surface following the winter. E-mail to Mr & Mrs Hoare regarding dog fouling. Letter to the Planning Inspector enquiring as to the current position relating to the planning application submitted by Mr T Cannon. (6)

Planning Matters (6.1) One Planning Applications and three Notice of Decision were received during the month. Planning Application:(i)

Applicant – Mrs L Venables

Proposal – Permission to carry out crown re-balance remedial work on Sycamore and Beech tree within G1 of TPO 8/1079 at Field View, Hillam Common Lane, Hillam. No objection raised by Hillam Parish Council.

Notice of Decision:(i) Applicant – Mr M Lambeth Proposal – Erection of a detached carport and store at ‘Orchard View’, Main Street, Hillam. Permission GRANTED 3


(ii) Applicant – Mr & Mrs George Proposal – Single storey front and rear extensions including internal alterations at ‘The Granary’, Main Street, Hillam. Permission GRANTED (iii) Applicant – Mrs T Fensom Proposal – Erection of a four bed roomed detached house and garage at 1 Ashfield Villas, Hillam Lane, Hillam. Permission GRANTED

Environment

(7.1)

Windfarms

Regular updates are made available to residents who subscribe to the service provided by Howard Ferguson in respect of the various planning applications in hand at SDC. (7.2)

Other Environmental Issues

(i) Councillor Robertson reported the drains on Chapel Street are still blocked as reported last month. It was also reported that lighting cover for the streetlight opposite Ashfield Villas requires being re-fixed. Clerk to contact the electrical contractor to undertake the repair. The diversion sign as previously reported has not been removed. Councillor Collinson will contact action and request its removal. Action: Councillor Collinson. (ii) Councillor Wright confirmed the various tubs round the village have been planted. Councillor Collinson thanked Councillor Wright for her efforts. Councillor Wright advised the members that the three signs need to be planted. Councillor Lorriman volunteered to undertake this action. Action: Councillor Lorriman. (iii) Councillor Wright informed members that the street lighting survey had been completed for MFPC. Contact details will be obtained for Clerk to ask a similar survey be undertaken for Hillam. Action: Councillor Wright. (iv) Councillor Collinson confirmed the rubbish round the Brick pond has now been cleared. The area is now clean and tidy. (v) Councillor Collinson and Wright asked that the Ringtree seating be re-oiled with a further two coats of teak coloured teak oil. This will enhance the woods appearance. Clerk to contact the contractors who undertook the work last month to complete the works required. Action: Clerk. (8)

Burial Committee The Chairman, Councillor Collinson deferred her report until the July meeting. 4

Community Association Councillor Robertson provided a brief report of the Association.

CEF Meeting

Councillor Lorriman informed the meeting that the CEF meeting held on 04/06/13 had been e-mailed to all members.

Any Other Business

Councillor Collinson asked the Clerk to write to Councillors Mackman to thank them for attending the June parish council meeting and giving a very interesting and lively report on the issues, which the members raised. No other business was brought forward for discussion. The meeting closed at 9.50 pm. The next meeting of Hillam Parish Council to be held on Wednesday, 3 July 2013 at 7:30pm at the Monk Fryston & Hillam Community Centre.
