In various situations like severe weather conditions and natural disasters that cause power outages, vaccine storage conditions may potentially be compromised. Power outages create a significant problem with vaccine storage, especially since storage temperatures are critical and can easily affect the effectiveness of the doses. On top of this, the costs of a power failure can go as high as thousands of dollars for any healthcare facility that stores larger quantities of vaccines. In response to such issues, every clinic should have a clearly written plan for storing vaccines and handling protection if and when a power outage or emergency occurs. Since vaccines should never be kept in a malfunctioning storage unit for longer periods of time, making preparations in advance to retrieve the vials as quickly as possible during a potentially compromising situation can save the healthcare facility expensive vaccine loss. At some point, equipment will fail because of a power outage, as well, so at a minimum, every facility should have backup TMDs (Temperature Monitoring Devices), spare batteries, flashlight, and vaccine transport containers and materials. It is also wise to 4

An on-site generator can also prevent the need to transport vaccine to an alternative storage facility when a power outage happens. However, ensure that sufficient fuel is on hand for the generator to continuously run for at least 72 hours. In case of generator failure, a backup battery power source can come in handy. Ensure that this backup battery power source is tested quarterly and serviced annually. These precautions are extremely necessary now that the COVID-19 vaccines are already on their way. Not only do facilities need electricity for lights and electronic health records but also for maintaining ventilator and refrigerators full of medications up and running. Many sick people in their homes also rely on power for medical things like oxygen tanks. Whenever outages occur, people also can’t heat or cool their homes to make it comfortable in the midst of extreme temperatures, something that can be dangerous to anyone’s health. Considering this, all hospitals are required to keep backup generators on site. However, outpatient and community clinics don’t strictly follow the same regulations, and at times, generators fail, as well. In Texas, rolling blackouts have already took out at least a set of freezers full of vials from Moderna, forcing them to quickly administer 5000 doses to a jail, university, and several hospitals before they go bad. These downed freezers were supposed to be powered by a backup generator that, unfortunately, didn’t end up working at all and left 8,430 doses at risk of spoiling. Fortunately, they received advises from Moderna that the remaining 3,000 vaccines can be refrigerated again for later use and would be administered to the individuals at the health department’s existing wait list. Last January, Rio de Janeiro also experienced a power outage in one of the federal hospitals in the city’s Bonsucesso neighborhood, leaving up to 720 doses of CoronaVac by China’s Sinovac Biotech at inappropriate temperatures. Although municipal health officials still analyzed the doses if any are still usable, it is most likely that not all of the vials were saved. This has become a fresh setback for Brazil’s immunization efforts. 37

Winter storms in the United States are also playing a role in paralyzing the entire country and leaving millions of people without power. This has sent many healthcare providers into a panic as they scramble to protect freezers full of temperature-sensitive COVID-19 vaccines, which need to be stored at extremely low temperatures to prevent them from spoiling. In 2019, Grete Porteous, who works as an anesthesiologist and emergency medicine specialist at Seattle-based Virginia Mason Medical Center said that people are so used to enjoying an uninterrupted supply of power that they are extremely surprised to know that healthcare facilities become fragile during power outages. A public health emergency like the COVID-19 pandemic only intensifies the risks of power outages. On top of this, hospitals, public health departments, and other local health care facilities are already on limited resources and manpower. Many doctors and healthcare providers are not used to treating patients with limited power and may have to navigate it on the fly when they are already running out of resources. Shelters for people, such as warming centers in Texas, could potentially risk spreading COVID-19 without power, even though these shelters are critical to keep people from freezing during the winter.

Apart from this, any storage facility for COVID-19 vaccines has to dedicate attention to the freezers keeping the dozens of vials safe in addition to managing power to keep their health records or oxygen supply intact and running. Since doses are still limited to date, any vial lost because of the sudden temperature change would mean that fewer people can be protected from COVID-19. The stakes of a power outage for health care are always high. But when the system is already unstable and run ragged by one emergency, a second stressor compounds the pressure to keep the lights on and the freezers running. In response to the issue, the Oregon Health Authority is starting to move vaccines to locations with power, although they are not disclosing which of their storage facilities are currently down. Kentucky are also making sure that sites with COVID-19 vaccine storage units have contingency plans in place as part of their storm preparations. Kentucky Governor Andy Beshear shared that every provider have a generator ready on site or a partner who can provide alternative power sources right away. ost of the misconceptions of the vaccine are around eligibility, effectiveness, and safety. As states continue their COVID-19 vaccine rollouts, misinformation regarding vaccinations continue to circulate. ValuePenguin decided to test Americans’ general knowledge about the COVID-19 vaccine to get a better understanding of what’s really confusing them. We quizzed more than 1,500 Americans on their know-how on the vaccine’s distribution, effectiveness, and cost. Nearly three-quarters of respondents flunked the test, with an average grade of 50%. 80

Key findings: Respondents scored an average of 50% on our vaccine quiz, earning six out of 12 points. Baby boomers scored the highest (58% average), while members of Generation Z scored the lowest (42% average). Women (58% average) scored slightly better than men (50% average). The biggest misconceptions about the vaccine surround eligibility. Seventy percent didn’t know those who are breastfeeding or pregnant are able to make their own decision about whether to get vaccinated when they’re eligible, and 66% didn’t know children younger than 16 aren’t able to get vaccinated.

Consumers are also confused about what it takes for full effectiveness. Nearly a quarter (23%) of respondents think the vaccine is nearly 95% effective after the first shot has been given, which isn’t true. And 53% of respondents didn’t know that one must receive two shots of the same vaccine for it to be fully effective. Many are concerned that the vaccine isn’t safe. Twelve percent believe that it’s extremely likely they will have an allergic reaction after getting vaccinated, while just 28% believe that they won’t have any allergic reaction. Education level and income are among the biggest drivers in whether respondents planned to get the vaccine. Those with college degrees and high earners were more likely to definitely plan on getting vaccinated than those without a college degree and with a lower income. 81

outh Korea’s biotechnology firm Seegene (KQ096530) said Monday it developed the world’s first COVID-19 diagnostic variant test, capable of screening COVID-19 and identifying multiple mutant variations in a single reaction. Seegene’s new variant test, the ‘Allplex™ SARS-CoV-2 Variants I Assay,’ can detect and differentiate virus variations, including those found to be more contagious and fatal. The new variant test not only detects COVID-19, but can also identify major genetic variations that seem to have originated from the UK, South Africa as well as other regions including Japan and Brazil.

here’s worries in Hong Kong after the government dealt its first ruling censoring the internet, after a court order was issued issuing an interim injunction against platforms including LIHKG (a forum similar to Reddit) and messaging app Telegram. It’s one of the ways that Beijing’s influence has begun to impact politics, freedom of the press and education — and a result of the protests that started this year. It was in June 2019 that millions took to the streets calling for greater democracy — including universal suffrage. Unlike mainland China, which already experiences restrictions on internet access, Hong Kong has maintained very little online censorship.

The start of censorship On 31 October, Hong Kong’s High Court granted an induction order, banning people from “disseminating, circulating, publishing or re-publishing” online “any material or information that promotes, encourages or incites the use or threat of violence”.

Pro-democracy lawmaker Charles Mok criticised the move, stating: “The temporary injunction sets an extremely dangerous precedent for introducing internet censorship of online speech… it is a serious breach of citizens’ freedom of expression and Hong Kong’s supposed free flow of information.” Should further laws be made, it will have a massive impact on the protests. Apps and various platforms online have been the most effective way for protestors to communicate; censorship policies would limit their ability to keep the movement alive. There’s also the effect censorship will have on the economy — especially when it comes to the innovation and technology industries. The oppressive measures could also damage Hong Kong’s international reputation; blocking freedom of speech would be seen as an attack against democracy and a human right. The Hong Kong Internet Service Providers Association have already opposed the blocking of internet services, warning that “given the complexity of the modern internet including technologies like VPN, cloud and cryptographies, it is impossible to effectively… block any services” adding that the only option would be to “put the whole internet of Hong Kong behind large scale surveillance firewall.”

More bans already in place Fears around potential internet censorship have only heightened since the the Emergency Regulations Ordinance was invoked to ban face masks — used by the protestors during mass peaceful demonstrations. In October 2019, a male university student and woman were charged with illegally wearing face masks — the first charge of its kind since the law was invoked. Demonstrators saw the charge as an indication of more censorship to come. 101

Pan-United Signs Agreement with South Korea’s Largest Concrete Company Eugene Corporation
