T
he City of Page is one of the youngest communities in the United States. It is located in northeastern Arizona, approximately five hours north of Phoenix and five hours east of Las Vegas. The town
began in 1957 as a housing camp for workers building the Glen Canyon Dam. In 1958, some 24 square miles of Navajo land were exchanged for a larger tract in Utah, and “Government Camp” (later called Page in honor of Bureau of

Reclamation Commissioner John C. Page) was born. At first, the frontier community consisted of temporary homes and house trailers, with a few streets carved out of the sandy, rocky slopes. Gradually, permanent homes were constructed and churches sprang up along Lake Powell Boulevard. Twelve religious denominations were
granted building sites; today, that portion of Lake Powell Boulevard is affectionately called “Church Row” by local residents. During the seven years required to construct the dam, Page was a federal municipality. It became an incorporated town on March 1, 1975 and is now home to more than 9,000 people.

The enormous task of building the Glen Canyon Dam began in 1956 and was completed in 1963 as part of the U.S. Congress’s authorization to the Bureau of Reclamation to build a dam on the Colorado River. This massive project was undertaken during a time of great controversy over the future of America’s western water resources and wilderness areas. The site near Manson Mesa and present-day Page was chosen to build Glen Canyon Dam for several reasons: the area forming the basin could contain an immense amount of water; the canyon walls and bedrock foundation were strong enough to support the high dam; and a large source of good sand and rock was available at nearby Wahweap Creek. The 700-foot wall of concrete was erected with almost ten million tons of concrete and seven years of extraordinary effort. It took 17 years for Lake Powell to
reach “full pool.” Today, Glen Canyon Dam and Lake Powell fulfill the goals of water storage and hydroelectric power generation for the southwestern states. They also comprise a major recreational area that is visited by more than 3 million people annually. Lake Powell is named for John Wesley Powell, a colorful, one-armed explorer and Civil War veteran who led nine companions on the first scientific expedition of the Colorado River in 1869. Powell and his men embarked on a remarkable journey that covered almost 1,000 miles through the uncharted canyons and wild rapids of the Colorado River. This expedition, followed by a second one in 1871 which produced the first maps of the region, changed the future of the American West forever. The City of Page is adjacent to the Navajo Nation, the United States’ largest Native American tribe. The Navajo

people represent the largest segment of the population in the Glen Canyon area. Their reservation adjacent to Page contains more than 16 million acres (27,000 square miles) and extends into both Utah and New Mexico. Today the Navajo Nation is home to about 200,000 tribal members. While incorporating many aspects of modern technology, some Navajos retain their traditional lifestyles as farmers and sheep herders. For many centuries the canyonlands and sandstone cliffs surrounding present-day Page were home to ancient Pueblo people, whose culture encompassed an enormous geographic region known as the Colorado Plateau. Old Oraibi, located on the Hopi Indian Reservation southeast of Page, is the oldest continuously inhabited community in the United States. The Hopis consider themselves the direct descendants of these ancient pueblo people.

tudent success is the heart and purpose of Coconino Community College as shown by the fact that CCC is ranked among the top 50 community colleges in the U.S., according to education website, thebestschools.org, which cites factors such as learning outcomes and student support. CNN Money has ranked CCC as No. 25 in its listing of the best community college values. The College has served residents across 18,000 square miles of Coconino County since 1991 and helped create the region’s skilled workforce, which is improving overall health, safety and the economy in the region. The award-winning CCC2NAU program has become a state and national model for transitioning community college students to a four-year university. The program has served more than 1,700 students, compared to a starting cohort of 15 in 2008. The CCC2NAU program provides an innovative way to smooth a student’s path toward a bachelor’s degree with tailored advisement, institutional collaboration, including access to amenities at NAU like the Cline Library, recreation centers and housing. The college provides affordable tuition and a wide variety of certificates and degrees including career/technical programs with more than 60 certificate programs and two-year associate

degrees in various fields including nursing, fire science, law enforcement and business. CCC reaches out to the more rural portions of the County including Williams, the Grand Canyon, Page/Lake Powell, Fredonia, Tuba City and other remote areas on the Navajo, Hopi and Supai Tribal Lands with instructional sites that offer classes through online, in person and Interactive Television classes to meet the needs of students in these rural and remote areas. Nearly 25 percent of CCC’s student population comprises Native American learners and Community College Week says CCC is among the top colleges in the nation among Native American students earning associate degrees. When CCC first opened its doors, nearly 1,000 students enrolled at the Flagstaff campus in the first semester. Since then, the college has experienced an astounding growth rate and today serves more than 7,500 students per year with two campuses in Flagstaff. he goal of the Page Police Department is to provide the highest standard of service to the community. The Page Police Department is a progressive and professional agency. Our agency is comprised of 21 sworn law enforcement officers and 12 civilian employees who strive to fight crime in a proficient, proactive manner. Our officers are highly trained and are held to the highest degree of integrity and honesty. Their compassion shines brightly in their daily patrol work and community involvement.
Along with our incredible staff, we collaborate with surrounding law enforcement agencies as partners to ensure the maximum level of service to the community. We have developed educational crime prevention programs with members of the community, for the members of our community. The PPD Citizens Police Academy, a program designed to teach the functions of police operations, is one example of our department’s community dedication. Graduates of that academy have the opportunity to become members of the PPD Volunteers in Police Service (VIPS) in which
citizens provide direct assistance to the department with duties such as, traffic control during parades or special events. Volunteers are always welcome. Through innovative policing partnerships with our community, we are committed to keeping the City of Page a safe and wonderful place to

PAGE POLICE CHIEF FRANK BALKCOM, SR. Chief Balkcom, retired from the Glendale Police Department after 33 years of service. Chief Balkcom served in many assignments within the Police Department including: SWAT, Narcotics, General Investigations, Police Academy Basic Training Sergeant, Arizona Counter Terrorism Center and Special Events.
Balkcom recently served as the Super Bowl 49, Regional Work Group Chairperson for the Investigations / Evidence Team. Chief Balkcom is a graduate of the Southern Police Institute, at the University of Louisville. Adjunct Faculty, Glendale Community College, Criminal Justice Studies and has B.S. in Public Safety Administration from Grand Canyon University
and a Masters Degree in Educational Leadership from NAU. Chief Balkcom served four years active duty in the United States Marine Corps and 26 years in the Marine Corps Reserves and retired in 2004 as a Master Sergeant. This is the big daddy of the area. This is one of the reasons you came here in the first place. Although Horseshoe Bend is on National Park Service land, it’s free and accessible to everyone. Horseshoe Bend gets its name from the serpentine, 180 degree curve in the Colorado River. Although it looks more like a mule shoe, the winding section of river has carved out
one of the most photographed natural wonders ever. The trail head for Horseshoe Bend is about three miles southwest of Page and is well marked with signs and tour buses. Park at the well-maintained parking lot just off US 89 and make sure you’re wearing socks because they are about to be knocked off.
