n July 6, Yoshitaka Miyazaki, who runs the popular okonomiyaki shop Akomenohama in Meinohama, opened a Peking duck restaurant not far from Kushida Shrine. "Many people think you only eat the skin of Peking duck, but in parts of China, they also eat the meat. At my restaurant, we offer two styles of roast duck—the ‘skinonly’ Peking style and the ‘skin-and-meat’ Guangdong style," he explains. Roasted in a special pot for one day, the duck is eaten wrapped in a thin pancake, or bing. You can

'm not good at reading maps, so when I venture to a new city, I almost always get lost at least once. With my trusty old smartphone in one hand, I keep checking my current location and the distance to my destination, but I still end up getting lost. This is why I tend to use subways instead of buses when I travel. I think it's better to ride the bus because you can enjoy the scenery of the city, but it's easier to get off at the wrong stop on a bus. That's why riding the subway gives me peace of mind. Subways also have another advantage: As opposed to the front-facing seats on a bus, the seats face each other so you can enjoy people-watching. Japan places a lot of importance on manners, so you rarely see anyone too

out of the ordinary, but you can get a feel of how people live by the way they dress, for example. The other day, however, I did see something funny. When I went to visit my friend in Nagoya, I saw people eating hamburgers on the train—twice! It wasn't a packed morning train, but still, no one else seemed to pay the burger eaters any attention. It made me wonder: Are there different levels of tolerance for accepted behavior on public transport in different regions? I'm from Busan in Korea. Busan has had a subway for quite some time, but even now, older people speak on cell phones without considering those around them, and on older lines, you're likely to meet at least one vendor loudly hawking his wares, a beggar or a missionary.

Lately, however, everyone has smartphones, so I hear news reports of people taking pictures or videos of people who are clearly being a nuisance to others and posting them to social networking sites—like modern day witch-hunting. Setting aside whether this is right or wrong, it does seem like people are becoming more conscious of etiquette. In Fukuoka, local high school students participate in campaigns to raise awareness of subway etiquette. Student posters are hung on the walls and messages are broadcast throughout the stations to remind people of proper etiquette. Recently, I have heard stories of poor rider manners, but I don't think it is at a level that is a cause for concern. Japan places value on living in harmony with others, so by living here you can acquire kuki wo yomu noryoku—the special skill of "reading the situation". Japanese people who have learned this skill from a young age are more than mindful of others, so I think they could relax a bit. Trying not to bother other people is the right thing to do, but I think people could be little more tolerant. Dodesho? After all, rules are the natural result of people living together in one place.

日本では周りと争うことなく調和の取れた 生活が好まれるから、暮らしてみると「場の 雰囲気を把握すること」つまり「空気を読む 能力」というスペシャルな能力を身につける ことができる。幼い頃からその能力を学習 してきた日本人は、もうすでに充分皆が気 を使っているし、もっと肩の力を抜いていい とも思う。人に不快感を与えないように注意 することは正しいことだけれど、少し寛容に なってみるのもいいんじゃないかと思うけ ど、ドーデショ?ルールは結局、人が集まる ことで生まれるものだからね。

A

fter joining the UN in 1998, Srinivasa Popuri was appointed the Senior Human Settlements Officer of the UN-Habitat Regional Office for Asia last year. He’s worked in countless countries, speaks a host of regional languages, and has experienced enormous success, particularly using the “people’s process” as a tool for development. By establishing a mutual dialogue in a specific disaster-struck community to build cohesion, the “people’s process” works as a self-help mechanism for communities to decide their own priorities which the UN then helps to fulfil. In Myanmar, Srinivasa is proud of how this opened up communities to international agencies, creating trust in outsiders where there had previously been cynicism. The UN-Habitat Office, in ACROS building, has a staff of over 20 and enjoys a strong collaboration with Fukuoka Prefecture authorities, Kyushu academia, private sector and the broader international community in Fukuoka– regular lectures and talks are held in both English and Japanese. Srinivasa is convinced that the unparalleled efficiency of Japanese office environments is a central reason for the success of the office, plus financial support from the government and the use of Japanese environmental technology that can be adapted elsewhere. One of the “big three” Hakata festivals, no Autumn in Fukuoka is complete without a trip to Hojoya! Along with Shinto rituals, the 1km approach to Hakozaki Shrine is lined with around 500 busy stalls. This 1,000 year-old festival is a great way to herald in Autumn.

◊ Yatai Basic Ordinance Takes Effect 9/1

◊ New Asian Party Starts in September!

To ensure the continued presence of food stalls in Fukuoka, the City has passed a law stipulating the various obligations pertaining to yatai. Details are available on the City Hall homepage. Operators are permitted to run yatai on public property as long as they comply with rules on stall size and hours. The new law also sets out rules for new yatai applications, but the application period has not been determined.

To enhance the long-running Asian Month, the popular event has been renamed Asian Party and will run from Sept. to Oct. The existing Focus on Asia Fukuoka International Film Festival, Fukuoka Prize and Asian Pacific Festival will be improved, and a new creative, hands-on event will be held to cultivate local creators and promote the film industry. ◊ Emergency Warnings for Extreme Weather The Japan Meteorological Agency issues warnings to alert people to possible damage from heavy rain, storms, earthquakes and tsunami, but on Aug. 30 it began issuing new Emergency Warnings for weather phenomena expected to far exceed the standard warnings. When an Emergency Warning is issued for a region, it indicates extreme risk of a magnitude observed once every 20-30 years. ◊ Welfare and Management of Animals Act Revised City Marathon Fukuoka Discontinued To prepare for the new Fukuoka Marathon to be held next October, the City will discontinue City Marathon Fukuoka starting this year. We apologize to everyone who planned to attend the race and thank all of the runners, staff, volunteers and local residents along the course for their many years of cooperation. Amendments to the Welfare and Management of Animals Act were passed on Sept. 1. The revised law adds restrictions on the sale of kittens and puppies by pet shop owners and requires them to provide explanations of an animal's condition in person. It also boosts fines for the killing of protected animals (max. 2 years in prison or fine up to ¥2 million) and for abuse/abandonment (fine up to ¥1 million).
