The Report on the Security Sector in Latin America and the Caribbean examines the region's security institutions in a comparative framework. The report compiles data on a variety of issues, such as fiscal transparency and accountability, in order to construct cross-country comparisons on three central variables: autonomy, civilian democratic leadership, and professionalism. The study concludes with a series of policy recommendations to strengthen the security sector and consolidate the rule of law
