Europa Nostra is the pan-European federation of heritage NGOs which is also supported by a wide network of public bodies, private companies and individuals. Covering more than 40 countries in Europe, the organisation is the voice of civil society committed to safeguarding and promoting Europe’s cultural and natural heritage. We contribute to the formulation and implementation of European strategies and policies related to heritage. We celebrate excellence through the European Heritage Awards / Europa Nostra Awards. We campaign to save Europe’s most endangered monuments, sites and landscapes.

MESSAGE DU PRÉSI DENT Ce Rapport annuel revient sur l’année 2019, qui fut marquée par la consolidation de tout ce que nous avions accompli dans le cadre de l’Année européenne du patrimoine culturel 2018. Cette publication offre un compte rendu complet de nos nombreuses activités, réunions et campagnes remarquables et mémorables. J’ai eu l’honneur et le plaisir de présider cette organisation pendant deux mandats de cinq ans en tant que Président. Ce fut un grand défi que de succéder en 2010 à la présidence d’Europa Nostra à ma prédécesseure, Son Altesse Royale, l’Infante Doña Pilar de Borbón, qui était une dirigeante formidable et une véritable passionnée du patrimoine. Elle est malheureusement décédée le 8 janvier dernier et nous manquera à tous. Depuis ma première Cérémonie de remise de Prix à l’Aya Irini à Istanbul en 2010 - en passant par Amsterdam, Athènes, Bruxelles, Vienne, Oslo, Madrid, Turku et Berlin - jusqu’à la spectaculaire soirée du 29 octobre 2019 au Théâtre du Châtelet à Paris, ce fut un grand privilège et une expérience enrichissante de présider Europa Nostra. J’ai vu l’organisation grandir en stature et en influence. Je l’ai vue s’épanouir comme une grande famille du patrimoine à travers le continent. J’ai vu combien de nos membres - organisations et individus - travaillent dur chaque jour pour rendre notre vaste mouvement citoyen encore meilleur et plus efficace. Ensemble, nous pouvons vraiment déplacer des montagnes. Et nous l’avons fait ! De nos très respectés Prix européens du patrimoine / Prix Europa Nostra à notre travail à Bruxelles avec la Commission européenne et le Parlement européen, en passant par nos campagnes pour les “7 merveilles d’Europe en péril”, menées en partenariat avec l’Institut de la Banque européenne d’investissement, nous pouvons être fiers de ce que nous avons accompli jusqu’à présent. Mais il est également temps de dépasser ce que nous avons accompli. Il est temps que le patrimoine culturel trouve la place qui lui revient au centre des politiques européennes et dans l’esprit et le cœur de tous les Européens. Aujourd’hui, nous devons saisir l’occasion de placer le patrimoine culturel au centre même de la politique européenne ainsi que de mobiliser la société civile européenne afin de le protéger pour les générations présentes et futures.

Alors que j’écris ces lignes au printemps 2020, permettez-moi de réfléchir également à l’effet extraordinaire que la crise du COVID-19 a sur nous tous, en tant qu’êtres humains et citoyens du monde. Comme je le sais par expérience personnelle, cette pandémie mondiale a touché tous les aspects de notre vie. Ce fut une période d’anxiété et de tristesse, mais aussi de réflexion et de rassemblement. Comme vous le savez, la crise a également eu un impact important sur le monde de l’art et du patrimoine culturel. Nous entrons maintenant dans une longue et difficile phase de redressement. Mais ne désespérons pas. Utilisons nos nouvelles connaissances et notre nouvelle approche de la vie pour faire encore mieux ; prenons des décisions réfléchies sur ce que nous défendons et sur la voie que nous voulons suivre. Nous devons relever de nombreux défis simultanément, avec conviction et dévouement, tels que le changement climatique, la transformation verte et la durabilité, le passage au numérique et le besoin urgent d’une plus grande égalité des droits et des chances. Dans les années à venir, je suis sûr qu’Europa Nostra se montrera à la hauteur de la situation en étant une force positive de transformation en Europe et au-delà. Cela signifie également que le temps est venu pour de nouvelles idées et de nouvelles solutions, et oui, pour un nouveau Président pour aider Europa Nostra à atteindre de nouveaux sommets. Je tiens à vous remercier tous, nos membres, nos partenaires, nos sympathisants, notre Comité exécutif et notre Conseil, sous la direction inspirante de Denis de Kergorlay, puis d’Hermann Parzinger en tant que Président exécutif. Parliament and our 7 Most Endangered campaigns, run in partnership with the European Investment Bank Institute, we can be proud of what we have achieved up to now. But it is also time to take what we have accomplished to the next level. Today, we must grasp the momentum for placing cultural heritage at the very centre of European policies and for mobilising the power of Europe’s civil society to protect it for present and future generations.

This annual report looks back at many of the highlights of 2019. It was the year of consolidation of all we had accomplished in the European Year of Cultural Heritage 2018. This publication gives a complete account of our many remarkable and memorable activities, meetings, and campaigns. It has been my honour and pleasure to lead this organisation for two five-year terms as President. It was a great challenge to take over the Presidency of Europa Nostra in 2010 from my predecessor Her Royal Highness, the Infanta Doña Pilar de Borbón, who was a formidable leader and a real heritage enthusiast. She sadly passed away on 8 January of this year and will be missed by us all. From my first Awards Ceremony in the Aya Irini in Istanbul in 2010 - via Amsterdam, Athens, Brussels, Vienna, Oslo, Madrid, Turku and Berlin - to the spectacular evening on 29 October 2019 in the Théâtre du Châtelet in Paris, it has been a great privilege and an enriching experience to lead Europa Nostra. I have seen the organisation grow in stature and influence. I have seen it flourish as a large heritage family across the continent. I have seen how many of our members – organisations and individuals - work hard every day to make our vast citizens’ movement better and more effective. Together, we can truly move mountains. And we have done so! From our highly respected European Heritage Awards / Europa Nostra Awards to our work in Brussels with the European Commission and the European

As I write this in the spring of 2020, I hope you will allow me to reflect also on the extraordinary effect of the COVID-19 crisis on us all, as human beings and as global citizens. As I know from personal experience, this global pandemic affected all aspects of our lives. It was a time of anxiety and sadness but also of reflection and togetherness. As you know, the crisis also heavily impacted the world of art and cultural heritage. We are now entering a long and difficult phase of recovery. But let us not despair. Let us use our new insights and our new lease on life to do better; let us make thoughtful decisions about what we stand for and where we want to go from here. There are many challenges we have to meet head-on, with conviction and dedication, such as climate action, green transformation and sustainability, the digital shift, and the urgent need for more equal rights and opportunities. In the years to come, I am sure that Europa Nostra will rise to the occasion by being a positive force for change in Europe and beyond. It also means that the time is ripe for new ideas and new solutions, and yes, for a new President to help bring Europa Nostra to new heights. I want to thank you all, our members, our partners, our supporters, our Board and Council under the inspiring leadership of Denis de Kergorlay followed by Hermann Parzinger as Executive President. Special thanks to our fantastic team in The Hague and Brussels led by ˘ Quaedvlieg-Mihailovic. ´ Thank you for our Secretary General, Sneska your trust and friendship during the last ten years. It was an extraordinary adventure, and I am grateful to have been part of Europa Nostra’s important journey to promote and save Europe’s heritage. I N T R O D U C T I O N D U P R É S I D E N T E X É C UT I F E T D E L A S E C R É TA I R E G É N É R A L E Alors que la pandémie du COVID-19 s’est propagée à travers l’Europe et le monde avec un impact sans précédent sur notre société, notre économie et notre vie personnelle, nous contemplons l’année 2019 avec un sentiment d’accomplissement et une touche de nostalgie. L’année dernière, nous avons mis en œuvre avec succès notre plan d’action et nous nous sommes engagés dans de nouvelles initiatives et de nouveaux partenariats.Tout au long de l’année, nous avons fait campagne, ensemble avec l’Alliance européenne du patrimoine, pour que la culture et le patrimoine culturel restent une priorité sur l’agenda politique des nouveaux dirigeants de l’UE après les élections européennes de mai 2019. Nous avons renforcé notre équipe au bureau de Bruxelles, dans de nouveaux locaux plus spacieux situés au 45, rue de Trêves. Nous sommes particulièrement fiers du succès de notre campagne de sensibilisation menée avec d’autres réseaux du monde de la culture pour rajouter le terme de “culture”au titre du portefeuille de la nouvelle commissaire européenne Mariya Gabriel. En octobre 2019, nous avons eu le privilège d’organiser à Paris les Assises européennes du patrimoine culturel, une rencontre de haut niveau et très médiatisée, qui a rassemblé 1 200 délégués de 35 pays différents. Après les Assises de Berlin qui se sont tenues pendant l’Année européenne du patrimoine culturel en 2018, ce grand rendez-vous européen du patrimoine a été organisé sous le Haut Patronage du Président Emmanuel Macron, en partenariat avec la Fondation du Patrimoine et Stéphane Bern, avec le soutien du Ministère français de la Culture et du Ministère français de l’Europe et des Affaires étrangères, ainsi qu’en collaboration avec de nombreux autres membres et partenaires précieux de France et d’Europe. À l’historique Hôtel de Ville de Paris et au Théâtre du Châtelet récemment restauré, nous avons célébré l’excellence et les champions du patrimoine dans le cadre de notre programme réputé des Prix européens du patrimoine, géré en partenariat avec la Commission européenne. Les Assises de Paris se sont terminées par un colloque des plus réussi au Collège des Bernardins et par l’adoption de notre Manifeste de Paris appelant à la relance du projet européen par la culture et le patrimoine culturel. 8 | Annual Report | 2019 | Rapport annuel

Le même mois, nous avons rejoint le réseau mondial du patrimoine climatique lancé à Édimbourg ayant pour but de souligner que la culture - à la fois les arts et le patrimoine - sont fortement touchés par le changement climatique tout en étant aussi un atout essentiel pour l’action en faveur du climat. Nous avons également intensifié notre action pour sauver les sites du patrimoine en péril à travers l’Europe, grâce à la décision de l’Institut de la Banque européenne d’investissement d’augmenter son soutien annuel pour la période 2020-2023, ce qui nous permet de commencer à publier une liste annuelle des “7 merveilles d’Europe en péril” à partir de 2020. Notre patrimoine culturel commun reste en effet vulnérable, comme l’illustrent les projets de développement inadaptés (comme le projet de téléphérique sur la forteresse de Belgrade en Serbie) ou les diverses catastrophes naturelles ou d’origine humaine comme l’incendie qui a dévasté la cathédrale Notre-Dame le 15 avril, les inondations qui ont englouti Venise en novembre et les forts tremblements de terre en Albanie, et plus récemment à Zagreb, la capitale de la Croatie, qui ont sérieusement endommagés le patrimoine culturel. Aujourd’hui, alors que nous sommes confrontés à de nombreux défis, anciens et nouveaux, nous espérons sincèrement que notre grand mouvement européen en faveur du patrimoine culturel fera à nouveau preuve d’un fort sentiment d’unité et de résilience. Maintenant, plus que jamais, nous devons tous unir nos forces et amplifier nos voix pour faire en sorte que la préservation et l’investissement dans notre patrimoine culturel commun soient dûment inclus dans les plans de relance, à court et à long terme, de la société et de l’économie européennes. La pandémie de COVID-19 a en effet démontré très clairement à quel point la culture et le patrimoine culturel sont importants pour les personnes et leurs communautés, en tant que source vitale d’espoir, de bien-être et de solidarité. Le patrimoine culturel est également un puissant catalyseur pour l’avenir de l’Europe, comme l’indique notre Manifeste de l’Alliance européenne pour le patrimoine, présenté le 9 mai à l’occasion de la Journée de l’Europe 2020.

I N T R O D U C T I O N BY T H E E X E C UT I V E P R E S I D E N T A N D T H E S E C R E TA RY G E N E R A L As the COVID-19 pandemic has spread across Europe and the world with an unprecedented impact on our society, economy and on our personal lives, we look back at the year 2019 with a sense of accomplishment and a touch of nostalgia. Last year, we have successfully implemented our action plan and engaged in new initiatives and partnership. Throughout the year, we have campaigned, jointly with the European Heritage Alliance, to keep culture and cultural heritage high on the political agenda of new EU leaders after the European Elections in May 2019. We have reinforced our team at our Brussels Office, from the new and larger premises located at rue de Trêves 45. We are especially proud of our successful advocacy campaign - led together with other networks from the wider world of culture - to bring the word ‘culture’ back to the portfolio title of the new EU Commissioner, Mariya Gabriel.

In October 2019, we had the privilege of organising a high-level and high-profile “Assises européennes du patrimoine culturel” in Paris, bringing together 1,200 delegates from 35 different countries. After the Berlin Summit that was held during the European Year of Cultural Heritage in 2018, this large European heritage rendez-vous was organised under the High Patronage of President Emmanuel Macron,

in partnership with the Fondation du Patrimoine and Stéphane Bern, with the support of the French Ministry of Culture and the French Ministry of European and Foreign Affairs, as well as in collaboration with many other precious members and partners from France and Europe. At the historic Paris Town Hall and at the recently restored Châtelet Theatre, we celebrated Heritage Excellence and Heritage Champions as part of our reputable European Heritage Awards scheme, run in partnership with the European Commission. The Paris Summit ended with a most successful European Policy Debate held at the Collège des Bernardins and the adoption of our Paris Manifesto callling for the relaunch of the European project through culture and cultural heritage. On that same month, we joined the Global Climate Heritage Network launched in Edinburgh with the aim of emphasising that culture - both arts and cutural heritage - are heavily impacted by climate change while also being a key asset for climate action.We also stepped up our action to save the most threatened heritage sites across Europe, thanks to the decision by the European Investment Bank Institute to increase its annual support for the period 2020-2023, thus allowing us to start issuing an annual list of 7 Most Endangered sites as of 2020. Our shared cultural heritage indeed remains vulnerable, as illustrated by unsuitable development projects (like the cable car project at the Belgrade Fortress in Serbia) or by various natural or man-made disasters like the fire that devastated the Notre-Dame Cathedral on 15 April, the floods that engulfed Venice in November or the strong earthquakes in Albania, and also most recently in Zagreb, the capital city of Croatia, with related serious damage to cultural heritage. Today, as we are confronted with so many old and new challenges, we sincerely hope that our large European movement for cultural heritage will once more demonstrate a strong sense of togetherness and resilience. Now - more than ever - is the time for all of us to join forces and amplify our voices to make sure that the care for and investment in our shared cultural heritage is duly included within the short and long-term recovery plans for Europe’s society and economy. Enfin et surtout, en 2019, nous avons également renforcé la présence et la participation des jeunes dans le cadre de nos différentes activités. Depuis le lancement de notre adhésion gratuite pour les jeunes en janvier, plus de 130 jeunes membres de toute l’Europe ont rejoint notre mouvement. En juin, certains de ces nouveaux jeunes membres se sont réunis avec d’autres jeunes professionnels du patrimoine issus de toute l’Europe, ainsi qu’avec les membres du Comité exécutif et du Conseil d’Europa Nostra. Ils ont tous pris part à un programme novateur et enrichissant de “Capacity Building Days” à Athènes (dont une excursion mémorable à Marathon) organisé avec notre délégation nationale en Grèce, Elliniki Etairia, et notre organisation membre aux Pays-Bas, Erfgoed Brabant. Europa Nostra est une formidable famille européenne de professionnels et de bénévoles dévoués au patrimoine actifs dans tous les pays du Conseil de l’Europe. Comme chaque année, nous avons eu la joie d’accueillir de nouveaux membres, jeunes et moins jeunes. Mais malheureusement, nous avons également fait nos adieux à certains, y compris l’un des membres les plus louables de notre famille : notre Président honoraire, Sir Christopher Audland, décédé le 29 Decembre 2019 à l’âge de 93 ans. Son héritage important restera toujours présent. Depuis la création d’Europa Nostra en 1963, des organisations et des personnalités britanniques ont apporté une contribution majeure au développement d’Europa Nostra et nous savons qu’elles continueront de le faire. Pour terminer, nous souhaitons remercier très chaleureusement tous nos membres, partenaires et généreux donateurs. Un remerciement particulier va à notre excellente équipe à La Haye et à Bruxelles. important culture and cultural heritage are for people and their communities, as a vital source of hope, wellbeing and solidarity. Cultural heritage is also a powerful catalyst for the future of Europe, as communicated by our European Heritage Alliance Manifesto presented on 9 May, Europe Day 2020. Last but not least, in 2019, we have also boosted the presence and participation of the younger generation within our various activities. Since the launch of our free membership for young people in January, more than 130 young members from across Europe have joined our movement. In June, some of these new young members came together with other young heritage professionals from across Europe,as well as the Board and Council members of Europa Nostra.They all took part in an innovative and enriching programme of Capacity Building Days in Athens (including a memorable excursion to Marathon) organised with our Country Representation in Greece, Elliniki Etairia, and our member organisation in in The Netherlands, Erfgoed Brabant. Europa Nostra is a formidable European family of dedicated heritage professionals and volunteers active in all countries of the Council of Europe. As every year, we had the joy of welcoming new members, young and less young. But sadly,we also bid farewell to some,including one of the most deserving members of our family:our Honorary President, Sir Christopher Audland who passed away on 29 December 2019 at the age of 93. His important legacy lives on. Ever since the creation of Europa Nostra back in 1963, organisations and personalities in the United Kingdom have made a major contribution to the development of Europa Nostra and we know that they will continue to do so. To end, let us thank, very warmly, all members, partners and generous supporters. And a special thanks to our excellent team of staff in The Hague and in Brussels. In 2019, Europa Nostra continued to act as a relay between civil society and EU institutions, raising-awareness on the value of cultural heritage for Europe and actively contributing to the EU policy debate and policy-making process.

En 2019, Europa Nostra a continué d’agir en tant que relais entre la société civile et les institutions européennes, valorisant la valeur du patrimoine culturel pour l’Europe et contribuant activement au débat et au processus d’élaboration des politiques de l’UE.

In October, we released the Paris Manifesto: “Let us relaunch the European project through culture and cultural heritage!”, with the endorsement of hundreds of key heritage stakeholders who attended the European Policy Debate (photo 1 and 2) during the European Cultural Heritage Summit that took place on 27-30 October in Paris.

En octobre, nous avons publié le Manifeste de Paris : “Relançons le projet européen par la culture et le patrimoine culturel”, avec le soutien de centaines d’acteurs clés dans le domaine du patrimoine qui ont participé au colloque (photo 1 et 2) organisé lors des Assises européennes du patrimoine culturel de Paris (27-30 octobre).

Another important advocacy tool was Europa Nostra’s Statement on the future of EU-funded heritage research, published in May. The Statement outlines Europa Nostra’s position, priorities and expectations on EU-funded research related to cultural heritage in the context of the future EU Programme for Research and Innovation ‘Horizon Europe’ 2021-2027 (photo 3, VERONA project, 2019 Award winner in Research). Europa Nostra also continued advocating at the highest level of EU policy-making for a stronger recognition of cultural heritage as a positive catalyst for Europe. 12 | Annual Report | 2019 | Rapport annuel

In June in Brussels, EU Heads of State adopted the Strategic Agenda that defines the general political directions and priorities of the EU from 2019 to 2024. This document recognises, for the first time ever, the value of our shared cultural heritage for the future of Europe. Ahead of this important meeting held in Brussels, Europa Nostra deployed an intense advocacy campaign urging EU leaders to explicitly mention Europe’s shared cultural heritage as a top priority in this Strategy, and our mobilisation borne fruits.

Europa Nostra worked tirelessly to sustain the enduring legacy of the European Year of Cultural Heritage 2018 and to upscale its achievements, in particular at a time when Europe changed its leadership.

En juin à Bruxelles, les chefs d’État de l’UE ont adopté l’Agenda Stratégique qui définit les orientations et les priorités politiques générales de l’UE de 2019 à 2024. Ce document reconnaît, pour la toute première fois, la valeur de notre patrimoine culturel commun pour l’avenir de l’Europe. Ahead of the European elections 2019, we contributed to the European Summit of Regions and Cities “(Re)New EUrope” in March in Bucharest and to the high profile event “Civil Society for rEUnaissance” organised by the European Economic and Social Committee (EESC) in February in Brussels.

Europa Nostra also co-organised the debate “Act for Europe through Culture” in September in Brussels, in cooperation with the European Cultural Foundation, Culture Action Europe, the European Heritage Alliance 3.3 and BOZAR. The event aimed at providing a platform for discussion, among the newly-elected Members of the European Parliament and heritage organisations, on the place that culture and cultural heritage should have in the political agenda of the incoming European Commission and the new European Parliament (photo 6).

2019 was also marked by an intensified work on the timely topic of cultural heritage and climate change. In September, Europa Nostra contributed to a session on Cultural Heritage Partnerships to enable climate action in the frame of the United Nations Climate Summit in New York (photo 5). In October, Europa Nostra also contributed to the launch of the new Climate Heritage Network (photo 7).

L’année 2019 a également été marquée par une intensification de nos travaux sur un thème d’actualité : le patrimoine culturel et le changement climatique. In 2019, 149 applications from 34 European countries were submitted for the European Heritage Awards / Europa Nostra Awards. 25 winners from 16 countries (photo collage 1) were chosen by juries of experts from across Europe. Their outstanding achievements were awarded in four categories: Conservation, Research, Dedicated Service, and Education, Training and Awareness-Raising. In addition, one Europa Nostra Award was awarded to a remarkable achievement from Turkey, a European country not taking part in the EU Creative Europe programme.

En 2019, 149 candidatures de 34 pays européens ont été soumises pour les Prix européens du patrimoine / Prix Europa Nostra. 25 lauréats de 16 pays (photo collage 1) ont été sélectionnés par des jurys d’experts issus de toute l’Europe. The winners were celebrated at the Grande Soirée du Patrimoine Européen on 29 October at the Théâtre du Châtelet in Paris (photo 2). More than 1,000 people from all over Europe gathered to celebrate these inspiring heritage achievements. The European Commissioner for Education, Culture, Youth and Sport, Tibor Navracsics, and the President of Europa Nostra, Maestro Plácido Domingo, co-hosted the ceremony and paid tribute to the laureates.

Choice Award, which went to the Fortified Settlement of Mutso, Georgia. A Special Award was given to the Paris Fire Brigade in recognition of their fight to save Notre-Dame Cathedral on 15 April 2019 (photo 3). The international conference “David Gareji - Multidisciplinary Study and Development Strategy”, during which the Awards scheme and the 7 Most Endangered programme were put on centre stage, was held in Tbilisi, Georgia, from 18 to 20 April (photo 4). On 19 April, a local event took place to present Europa Nostra’s activities in Georgia and celebrate the Georgian laureates. From May to December, 16 of the winners organised local award ceremonies to celebrate their achievements with their local communities. These gatherings brought together approximately 3,000 people across Europe. A local ceremony for Greek Paths of Culture, which won an Award in the category Education, Training and Awareness-Raising, was celebrated in Marathon, Greece, on 18 June (photo 5).

The awards plaque was unveiled at the Cathedral of Saint Bavo - a Grand Prix winner in Conservation - in Haarlem, The Netherlands, on 11 October (photo 6). In addition, 500 years of dedicated service by the Private Water Owners of Argual and Tazacorte (photo 7) - a Grand Prix winner in 2018 - was celebrated in Spain on 2 February. From 25 to 27 September, the UNESCO World Heritage City of Dubrovnik hosted the Best in Heritage Conference for its 18th edition. 42 museum, heritage and conservation projects which were awarded in 2018, among them seven laureates of the European Heritage Awards / Europa Nostra Awards, were presented at the event.

the most important historical monuments of the Republic of Serbia and a highly significant testimony of European history. The project would have devastating consequences on the authenticity and integrity of this iconic site. The Report was prepared on the basis of a high-level inter-disciplinary mission to Belgrade undertaken by Europa Nostra experts in May. In February, the European Investment Bank (EIB), represented by its Vice-President Emma Navarro, signed the Berlin Call to Action: “Cultural Heritage for the Future of Europe” and handed it to our Executive President Hermann Parzinger at a ceremony in Brussels (photo 2). “Adding the Bank’s name to the long list of influential signatories is further evidence of our commitment to safeguarding Europe’s cultural heritage,” said Emma Navarro. In May, Europa Nostra addressed EU Ministers at a conference on endangered heritage held in Paris (photo 4). Our Secretary General invited the EU leaders to explore the possibility to establish a European network of heritage lottery inspired by the successful French initiative of the “Loto du patrimoine” and launched a challenge to European leaders to consider creating a European Solidarity Fund for European Heritage in Danger worth EUR 10 billion for a period of 7 years.

In July, on the occasion of the 43rd session of the UNESCO World Heritage Committee held in Baku, Azerbaijan, Europa Nostra deplored the decision to not include Venice and its Lagoon on the list of World Heritage in Danger, especially in light of the recent environmental risks and large cruise ships that continue to threaten Venice and the fragile ecosystem of its Lagoon. We in particular deplored the fact that the Committee decided to change its decision taken in 2016 to prohibit the passage of the largest ships and tankers to enter the Lagoon (photo 5).

In the framework of the 7 Most Endangered programme, the expert missions to the former Prinkipo Orphanage in Turkey (photo 6) and to the Grimsby Ice Factory in the United Kingdom were held in May and December, respectively, and their technical reports published shortly after. We also contributed to the conference dedicated to the David Gareji Monasteries and Hermitages in Georgia held in April in Tbilisi.

In 2019, Europa Nostra mobilised its large network of members and partners across Europe by organising milestone events, building strong partnerships and highlighting exemplary achievements in the wider heritage sector.

The European Cultural Heritage Summit 2019, organised in partnership with the Fondation du Patrimoine, took place on 27-30 October under the High Patronage of Emmanuel Macron, President of the French Republic. Heritage stakeholders from across Europe and beyond networked and debated about the latest heritage-related challenges and developments. Among the Summit’s highlights were the Welcome Reception at the Cercle de l’Union Interalliée; the visit of the exhibition dedicated to Marie Antoinette at the Conciergerie (photo 1); and cultural visits to the Palace and City of Versailles (photo 2), the Chocolate Factory Menier in Noisiel and the Villa Viardot in Bougival.

Les Assises européennes du patrimoine culturel 2019, organisées en partenariat avec la Fondation du Patrimoine, se sont déroulées du 27 au 30 octobre sous le haut patronage d’Emmanuel Macron, Président de la République française. Des acteurs du patrimoine de toute l’Europe et au-delà se sont retrouvés et ont débattu des derniers défis et développements liés au patrimoine. Bougival will host the European Music Centre, a project which was launched on 16 May at a ceremony at the Elysée Palace (photo 3) ˘ hosted by President Emmanuel Macron. Sneska QuaedvliegMihailovic,´ Secretary General, and Laurent Lévi-Strauss, Board member, attended the event and presented a copy of our Heritage in Action magazine “Europe Special” to President Macron. On 17-20 June, 60 Young Heritage Professionals from 23 countries gathered in Athens, Greece, for the Capacity Building Days (photo 4), co-organised with our country representation Elliniki Etairia and our member organisation Erfgoed Brabant (The Netherlands). Together with our Council and Board members, participants engaged in an interactive programme of multidisciplinary and intergenerational exchanges, including a historical ”Walk for the Heritage of Europe” in Marathon. 9 May marked Europe Day and the culmination of the second edition of the #Ode2Joy Challenge (photo 5). In 2019, around 60 creative video reinterpretations from over 20 countries of Beethoven’s “Ode to Joy” celebrating our shared heritage and values were promoted on social media.

On 29 March at the Spritmuseum in Stockholm (Sweden), we launched a travelling exhibition on endangered food heritage (photo 6) in the frame of the Creative Europe funded project “Food is Culture” led by Slow Food.

On 12 April in Sighisoara (Romania), Europa Nostra’s Secretary ¸ General and the Global Heritage Fund’s Executive Director Nada Hosking announced a transformational partnership to support the communities protecting endangered cultural heritage, initially in Europe, and eventually around the world.

On 24 October in Granada (Spain), together with the European Cultural Tourism Network (ECTN), we announced the winners of the ‘Destination of Sustainable Cultural Tourism’ Awards 2019.

Last but not least, on 25 November, together with our country representation in Portugal, Centro Nacional de Cultura, we presented the Helena Vaz da Silva European Award for Raising Public Awareness on Cultural Heritage 2019 to Fabiola Gianotti, European top particle physicist from Italy and the first woman appointed Director-General of CERN (photo 7), among many other joint ventures.

La Fondation du patrimoine a été très heureuse d’être partenaire d’Europa Nostra pour l’organisation des Assises européennes du patrimoine qui ont eu lieu à Paris. Ces Assises avaient un caractère assez exceptionnel quelques mois après l’incendie de la cathédrale Notre-Dame dont les flammes n’ont pas seulement soulevé une émotion légitime partout en Europe, et même dans le monde, mais ont aussi permis une prise de conscience de la fragilité de notre patrimoine et de l’ardente nécessité de le protéger, de le restaurer et de le faire vivre durablement. The Fondation du Patrimoine was very pleased to be a partner of Europa Nostra for the organisation of the European Cultural Heritage Summit which took place in Paris. This conference was quite exceptional in that it took place just a few months after the fire at Notre-Dame Cathedral, the flames of which brought about legitimate emotion throughout Europe and the world, as well as raising awareness of the fragility of our heritage and the burning need to protect, restore and sustain it. Jury meetings are intense moments where formidable ideas are assessed by diverse expertise. Distinguished points of views are on the table to best encapsulate the moment of the time, to bring forward good practice in education and awareness raising on the European cultural heritage and to celebrate much deserved accomplishments of communities in their dedicated activities. It is a moment of absolute privilege to be part of the process that puts emphasis on the power of example where Europe shines through its cultural heritage. Each jury meeting is an affirmation of strengthening of ties within Europe in addressing global issues. Les réunions du jury sont des temps forts où des idées remarquables sont évaluées par divers experts. Des opinions divergentes sont exprimées afin de mieux cerner le moment présent, de mettre en avant les bonnes pratiques en matière d’éducation et de sensibilisation au patrimoine culturel européen et de récompenser les réalisations qui le méritent dans le cadre d’activités spécifiques. Receiving an award from such an important institution has allowed us to expand our network and to embark on new collaborations with partners from all over the world. The Award is a starting point,rather than a destination. Thanks to our increased visibility and to Europa Nostra’s support, we have been presented with several opportunities to create new projects and speed up our growth. It has been an experience founded on the sharing of ideals and on an extraordinarily transparent collaboration. Today, Le Dimore del Quartetto is a Member Organisation of Europa Nostra: we support and promote its activities while recognising its unique value in the development and visibility of new projects related to European cultural heritage, in all its forms. Les Prix européens du patrimoine / Prix Europa Nostra 2019 ont renforcé notre idée originale et apporté du prestige à notre travail. Recevoir un prix d’une institution aussi importante nous a permis d’étendre notre réseau et d’entamer de nouvelles collaborations avec des partenaires du monde entier. Capacity Building Days in June 2019 in Athens was a great opportunity to reconnect to the heritage field. After finishing my studies, it was challenging to find opportunities to network with other young professionals, as well as connect with experts in the field. Capacity Building Days was not only a way to meet other young professionals from across Europe, but to stay informed and engage in discourse on heritage with both peers and mentors. Following my participation, I have continued to stay in touch with others from the programme. I also really appreciate the forum Capacity Building Days has created for sharing information and opportunities to develop as a cultural heritage professional. Les “journées de renforcement des capacités”en juin 2019 à Athènes ont été une excellente occasion de renouer avec le domaine du patrimoine. Après avoir terminé mes études, il était difficile de trouver des occasions de réseauter avec d’autres jeunes professionnels, ainsi qu’avec des experts dans ce domaine. Les “Journées de renforcement des capacités” n’étaient pas seulement un moyen de rencontrer d’autres jeunes professionnels de toute l’Europe, mais aussi de se tenir informé et de s’engager dans un discours sur le patrimoine avec des pairs et des mentors. The nomination of the David Gareji Monasteries and Hermitage, a unique Georgian medieval heritage site, to the 7 Most Endangered list in 2018 was a unique opportunity to raise awareness of the challenges, needs, and solutions for their safeguard. With the help of Europa Nostra, and as the result of the expert mission to the site, in 2019 we managed the provision of an international conference dedicated to multidisciplinary studies and development strategies related to the David Gareji sites,which was used as a platform for open discussions between international scholars and representatives of cultural heritage institutions from Georgia, Azerbaijan, Israel, Italy, Greece, and the USA about the existing academic investigations, challenges and solutions. Nous tenons à remercier Europa Nostra pour le soutien important apporté à la Géorgie et à son patrimoine culturel. La nomination des monastères et de l’Ermitage David Gareji, un site unique du patrimoine médiéval géorgien, sur la liste des 7 merveilles d’Europe en péril de 2018 a été une occasion unique de sensibiliser aux défis, aux besoins et aux solutions pour leur sauvegarde. Avec l’aide d’Europa Nostra, et suite à la mission d’experts sur le site, nous avons organisé en 2019 une conférence internationale consacrée aux études multidisciplinaires et aux stratégies de développement liées aux sites de David Gareji, qui a servi de plateforme pour des discussions ouvertes entre des universitaires internationaux et des représentants d’institutions du patrimoine culturel de Géorgie, d’Azerbaïdjan, d’Israël, d’Italie, de Grèce et des États-Unis sur les recherches universitaires existantes, les défis et leurs solutions. The rehabilitation of Yr Ysgwrn, a small vernacular farmhouse constructed in the early 19th-century, located near the village of Trawsfynydd in Snowdonia National Park in northern Wales (United Kingdom), won a European Heritage Award / Europa Nostra Award in 2019. | La réhabilitation de Yr Ysgwrn, une petite ferme vernaculaire construite au début du XIXe siècle, située près du village de Trawsfynydd dans le parc national de Snowdonia au nord du Pays de Galles (Royaume-Uni), a remporté un Prix européen du patrimoine / Prix Europa Nostra en 2019.

Income Total income amounts to € 1.439.095 (2018 € 1.193.372). General income € 438.423 (2018 € 461.640) is € 23.217 lower than in 2018. Income from activities is € 1.000.672 (2018 € 731.732) is € 268.940 higher than in 2018. The European Commission grants (European Heritage Awards, Sharing Heritage, Sharing Values Network project and the cooperation projects ILUCIDARE and Food is Culture) are in line with the commitments (€ 178.119 higher than in 2018). Income from Fundraising Summit/ Ceremony and Participation Fees for the Paris Summit were € 69.473 higher than in 2018. Expenditure Total expenditure amounts to € 1.342.460 (2018 € 1.201.746) € 140.714 higher than 2018. General expenditure amounts to 16,5% of total expenditure (27,7% in 2018). This percentage reflects the higher allocation of general costs to our projects (co-) funded by the European Commission. Consequently, the Expenditure from Activities amounts to 83,5% of total expenditure (72,3% in 2018). The total expenses of the International Secretariat in The Hague and Brussels Office amounts to € 716.926 (2018 € 728.017), a decrease of 1,5 %. This proves again that the cost control within the organisation remained on a good level. Result The financial result for 2019 is positive € 97.066 (2018 negative € 9.472). After appropriation of € 3.880 to the Hans de Koster Fund the remaining result of € 68.186 is allocated to the General Reserve. On the occasion of Dineke de Koster’s 90th birthday on 17 July 2020, the Board decided to rename the fund, which was set up in memory of Dineke de Kosters’s late husband and former President of Europa Nostra, Hans de Koster, to “Dineke and Hans de Koster Fund” and transfer € 25.000 from the General Reserve to the Dineke and Hans de Koster Fund. On December 31, 2019 the total Reserves, including the two labeled funds, amount to € 486.757 (2018 € 389.691). This increase is in line with the intention of the Board to further strengthen the financial position of Europa Nostra.

Risk Analysis and Risk Mitigation Potential operational, financial and reputational risks are: discontinuity of the European Commission grants and other grants, illness or departure of key staff, not being able to fulfill the obligations inherent to the projects co-funded by the European Commission or other parties; reduced income from individuals and organisations; incapability to raise sufficient additional income, unintentional damage to the reputation of Europa Nostra as a result of an omission or mistake as an consequence of an evergrowing number of simultaneous tasks. However, the competence, dedication and energy within the Europa Nostra team composed of professionals and qualified volunteers, as well as the high appreciation which Europa Nostra’s work receives internally and externally for the content, quality and importance of its achievements, reduce to a certain extent the probability of these risks materialising. © Rens Plaschek

Introduction The financial statements 2019 were audited by our auditors AUREN, who examined these statements and issued an external auditor’s report. The 2019 financial year was closed with a positive result of € 97.066. The main reasons are that all expenses related to the European Cultural Heritage Summit in Paris were covered by the generous support of our French members and partners, the European Commission and registration fees, two staff members on parental leave were not replaced and that higher income from activities enabled us to allocate more staff and housing costs to projects (co-) funded by the European Commission.

Looking Ahead Another risk which must be taken into consideration is the COVID-19 pandemic which has been raging across the world since the beginning of 2020. The expected negative consequences on world’s society and economy will have impact on the work and financial resources of our members, partners and supporters. At this moment, however, it is difficult to estimate to what extent the pandemic will lead to a decrease in membership contributions and donations. Should lockdowns and restrictive measures taken by European governments continue throughout the year, these measures will have an impact on the activities such as the organisation of events and missions and consequently on the financial support for these specific activities from our EU grants. The Board continues to monitor the situation closely and expects financial consequences for the year 2020 to be limited. Acknowledgements The European Cultural Heritage Summit in Paris could not have been such a success without the support of the French national, regional and local governments, sponsors and our French members and partners. Dépenses Les dépenses totales s’élèvent à 1.342.460 € (1.201.746 € en 2018), soit 140.714 € de plus qu’en 2018. Les dépenses générales représentent 16,5 % des dépenses totales (27,7% en 2018). Ce pourcentage reflète une allocation plus élevée des dépenses générales à nos projets (co)-financés par la Commission européenne. Par conséquent, les dépenses consacrées aux activités représentent 83,5% des dépenses totales (72,3% en 2018). Les dépenses totales du Secrétariat international à La Haye et de notre bureau de liaison à Bruxelles s’élèvent à 716.926 € (728.017 € en 2018), soit une diminution de 1,5 %. Cela prouve une fois de plus que le contrôle des coûts au sein de l’organisation est maîtrisé. Résultat Le résultat financier pour 2019 est positif de 97.066 € (négatif de 9.472 € en 2018). Après affectation de 3.880 € au fonds spécial Hans de Koster, le solde positif de 68.186 € a été affecté à la Réserve générale. A l’occasion du 90è anniversaire de Dineke de Koster, le 17 juillet 2020, le Comité exécutif a décidé de rebaptiser le fonds, créé en mémoire du défunt mari de Dineke de Koster et ancien Président d’Europa Nostra, Hans de Koster, en “Fonds Dineke et Hans de Koster” et de transférer 25 000 € de la Réserve générale au Fonds Dineke et Hans de Koster. Au 31 décembre 2019, la Réserve générale, y compris les deux fonds étiquetés, s’élève à 486.757 € (389 691 € en 2018). Cette augmentation est conforme à l’intention du Comité exécutif de renforcer davantage la position financière d’Europa Nostra.

Analyse et atténuation des risques Les potentiels risques opérationnels, financiers et de réputation sont les suivants : discontinuité des subventions de la Commission européenne, maladie ou départ de salariés indispensables, incapacité de remplir les obligations inhérentes aux projets cofinancés par la Commission européenne ; diminution des revenus provenant des particuliers, fondations et organisations ; incapacité de générer des revenus supplémentaires suffisants ; atteinte involontaire à la réputation d’Europa Nostra en raison d’une omission ou erreur résultant du nombre toujours croissant de tâches à gérer simultanément. Cependant, la compétence, le dévouement et l’énergie au sein de l’équipe d’Europa Nostra, composée de professionnels et de bénévoles, ainsi que la haute appréciation du travail d’Europa Nostra reçu en interne et en externe pour le contenu, la qualité, l’importance et l’impact de ses réalisations, réduisent dans une certaine mesure la probabilité que ces risques se réalisent. Perspectives d’avenir Un autre risque à prendre en considération est la pandémie de COVID-19 qui sévit dans le monde depuis le début de l’année 2020. Les conséquences négatives attendues sur la société et l’économie mondiales auront un impact sur le travail et les ressources financières de nos membres, partenaires et sympathisants. À l’heure actuelle, il est toutefois difficile d’estimer dans quelle mesure la pandémie entraînera une diminution des cotisations et des dons de la part des membres. Si les mesures de confinement et de restriction prises par les gouvernements européens se poursuivent tout au long de l’année, celles-ci auront un impact sur les activités telles que l’organisation d’événements et de missions et, par conséquent, sur le soutien financier apporté à ces activités spécifiques par nos subventions européennes. Le Comité exécutif continue de suivre la situation de près et s’attend à ce que les conséquences financières pour l’année 2020 soient limitées.
