Europa Nostra represents some 250 non-governmental organisations, 150 associate organisations and 1500 individual members from more than 50 countries who are fully committed to safeguarding Europeâ&#x20AC;&#x2122;s cultural heritage and landscapes. Together, we provide a powerful network for dialogue and debate; we celebrate the best heritage achievements; we campaign against threats to precious but vulnerable heritage buildings, sites and landscapes, and we lobby for sustainable policies and high quality standards with regard to heritage. We are the Voice of Cultural Heritage in Europe.

The Voice of Europe’s Heritage shall be heard

Today’s cultural heritage is the outcome of two opposing forces: the forces of creation and the forces of destruction. Each period of human history brings its own share of creation and destruction… On the global scene, Europe distinguishes itself through great intensity: the prodigious intensity of cultural creations which spans across the continent, and across centuries and even millennia. Intensity, alas, also of destructions which are not only caused by natural cataclysms but also by violent human behaviour during wars and/or revolutions, but also in times of peace and prosperity, through greed, blindness, indifference and/or negligence: vandalism can indeed take on forms which are perfectly legal and institutional, as soon as the protective forces for our heritage start failing to properly fulfil their role. Our era is also victim of such contradictions: all over Europe, actors, lovers and “guardian angels” of our Heritage labour to revitalise and to make full use of it as a remarkable vector for development and integration: witness the Laureates of our European Heritage Awards scheme, this year again jointly rewarded by the European Union and Europa Nostra, for remarkable projects in the field of Cultural Heritage which perfectly illustrate such endeavours. We must however be aware of forces which are hostile to Heritage are very much alive and kicking. Covered too often by self-proclaimed virtues, they manage to break all resistance. As a consequence, significant elements of Europe’s cultural heritage are today far too often replaced by newly-constructed buildings which are purely functional, lacking soul or aesthetics, and which have first and foremost a utilitarian nature, and have been mainly motivated by… profitability! If such forces prevail, Europe will have lost its soul, its memory, its beauty, in short, all that which constitutes its true richness… This is why outraged citizens from across our continent rise up and obstinately oppose such destructive forces. These initiatives, rooted in civil society, abound all around us wherever there is heritage to be protected. People take action for the sake of our identity, our collective memory, our glorious and/or prestigious past, or for the sake of preserving a remarkable testimony of architecture and art... Citizens 4

assemble and act as members of all kinds of associations and, sooner or later, these associations turn to us and decide to join forces through… Europa Nostra! Europa Nostra, as so many other institutions created thanks to the good will of courageous and engaged men and women, has its strengths and its weaknesses. Speaking first of the latter, let me mention a chronic shortage of funds which hinders our organisation’s further and necessary growth. Let me also mention some divisions which, today, fortunately belong to the past. As far as its strengths are concerned, I wish to highlight Europa Nostra’s main asset: the capacity to bring together men and women from all over Europe who share a common passion, even if the path which has brought them here differs from one person to the other. These men and women, of all generations, have organised themselves and their network is becoming influential and resolute. The voice of Cultural Heritage in Europe was in the past barely audible, as were those of beautiful historic buildings which have been brought down by ruthless bulldozers, manipulated by the harsh law of business… Today, this melodious voice is becoming “une petite musique” which is charming and even enchanting. Once this music will be well orchestrated – and this is precisely the responsibility of Europa Nostra – its sound will be strong and powerful and it will be heard, understood and listened to. At that point, Europe’s Cultural Heritage – comprising all its tangible and intangible elements – will be taken duly into account and valued as a factor for the sustainable development of the economy, the integration of society and the blossoming of mankind. Then heritage will become truly respected and will start to fully fulfil its role in Europe in the 21st century.

Mais des forces hostiles au Patrimoine s’agitent encore fortement et, se parant bien souvent de vertus par trop autoproclamées pour être tout à fait honnêtes (le « chantage » à l’emploi par exemple), font sauter tous les verrous pour que là où il y avait un élément significatif du patrimoine culturel européen on retrouve désormais tel édifice de pure fonctionnalité, sans âme et sans esthétique, utilitariste avant tout, et surtout motivé par... la rentabilité ! Si ces forces l’emportent l’Europe aura perdu son âme, sa mémoire, sa beauté, bref ce qui en fait sa vraie richesse… C’est pourquoi s’opposent à ces forces, avec opiniâtreté, des citoyens et des citoyennes, aux quatre coins de notre continent, qui s’indignent et s’insurgent contre de telles entreprises de destruction. Ces initiatives foisonnent en tous lieux, partout où il y a du patrimoine à protéger : au nom de notre identité, de notre mémoire collective, d’un passé glorieux et/ou prestigieux, d’un témoignage remarquable d’architecture et

La voix du Patrimoine culturel de l’Europe était hier peu audible, à l’image de ces bâtiments historiques prodigieux mis par terre en catimini par des pelleteuses impitoyables, instrumentalisées par la rude loi des affaires… Cette voix mélodieuse devient aujourd’hui une petite musique qui séduit et même enchante et, dès lors qu’elle sera bien orchestrée - et là est la responsabilité d’Europa Nostra – sera forte, puissante, entendue, comprise et écoutée. Alors le Patrimoine culturel de l’Europe, dans sa globalité, tangible et intangible, sera enfin pris en compte pour la valeur qu’il représente vraiment, un facteur du développement économique, de l’intégration sociale et de l’épanouissement humain. Alors il sera vraiment respecté et pourra jouer pleinement son rôle dans l’Europe du XXIème siècle.

Europa Nostra, comme beaucoup d’institutions nées de la bonne volonté des femmes et des hommes de courage et d’engagement, a ses forces et ses fragilités : au chapitre de ses fragilités une faiblesse financière chronique, qui freine sa nécessaire croissance. Des divisions aussi, aujourd’hui heureusement surmontées. Au chapitre de ses forces je signalerai ses principaux atouts : rassembler sur l’ensemble du continent des hommes et des femmes, mus par une passion commune, même si les parcours pour y parvenir sont fort divers. Ces hommes et ces femmes, toutes générations confondues, aujourd’hui s’organisent et deviennent un réseau influent et déterminé.

d’histoire... Ces citoyens s’assemblent et s’activent au travers d’associations et, tôt ou tard, ces associations se regroupent pour former… Europa Nostra !

Notre époque est en proie à ces contradictions : dans l’ensemble de l’Europe les acteurs, les amoureux et les « anges gardiens » du Patrimoine s’affairent pour le revitaliser et en faire un formidable vecteur du développement et de l’intégration : les prix européens décernés de façon conjointe par l’Union européenne et Europa Nostra aux acteurs remarqués du Patrimoine en témoignent cette année encore.

Le Patrimoine existant est la résultante de forces contraires : les forces de la création et celles de la destruction. Toutes les époques de l’histoire humaine apportent leurs lots de création(s) et de destruction(s)... L’Europe, dans le monde, se distingue par l’intensité : intensité prodigieuse de la création culturelle aux quatre coins du continent européen au cours des siècles, et même des millénaires. Intensité hélas, également, des destructions qui ne sont pas seulement dues aux cataclysmes naturels, mais aux violences humaines, au cours des guerres et/ou des révolutions, mais également pendant les périodes de paix et de prospérité, pour cause de cupidité, d’aveuglement, d’indifférence et/ou de négligence : le vandalisme peut prendre des formes parfaitement légales et institutionnelles, dès lors que les forces de protection n’exercent plus correctement leur rôle.

The year 2009 was marked by Europa Nostra’s renewal made manifest through the changes at the helm of our federation. Following the governance reform approved by the General Assembly in Taormina last June, the Europa Nostra Council unanimously appointed our new leadership: Denis de Kergorlay as our Executive President, John Sell as Executive Vice-President, and Roelf Rogaar continuing as Treasurer. Nine additional Board members were appointed as well.

As the body responsible for the running of our organisation – in accordance with the broad policy lines defined by the Council and with the support of the International Secretariat - the Board met three times in the second semester of 2009 to define an ambitious action plan for the coming period and to start working on a renewed strategy and branding of Europa Nostra as “the Voice of Cultural Heritage in Europe”. As a priority, we will work to fully deploy the potential of Europa Nostra’s main resource, namely its own large network of members, both organisations and individuals. We will seek to further engage our members as active and regular contributors to Europa Nostra’s key activities. The momentum created in 2009 serves today as an excellent base to build upon in 2010 and beyond. Today, culture and cultural heritage have become a legitimate element of the European policy debate and agenda. “The European Union shall respect its rich cultural and linguistic diversity, and shall ensure that Europe’s cultural heritage is safeguarded and enhanced” stipulates article 3.3. of the European Union’s Lisbon Treaty which entered into force on 1 December 2009. We must now engage European public opinion and ensure that our proposals and concerns become understood and accepted by European decision makers in the many sectors where cultural heritage is affected. In this context, in Taormina the Council adopted a framework document “Cultural Heritage Matters for Europe” which defines the road-map for our lobbying activities with regard to the European Institutions. In 2009, we took active part in a series of European policy fora (e.g. the European Cultural Forum and the Civil Society Platform on Access to Culture) or public consultations (e.g. on the European Heritage Label 6

and on the role of Heritage & History in the context of the EU Enlargement) (see pages 10-13). In order to make Europa Nostra’s voice stronger and better heard in Brussels, the new Board took steps to fulfil our long-held desire to create a liaison office in Brussels, which happily came to fruition with its opening on 1 March 2010. Already a series of meetings have taken place in our Brussels office, including one with our Country Representations and another with European networks or organisations active in the wider field of cultural heritage. The European Heritage Awards Ceremony in the breathtaking setting of Taormina’s Teatro Antico in Sicily in June with laureates and guests from all over Europe, will long be remembered. In 2009, the European Year of Creativity and Innovation, those exemplary award-winning achievements gave us convincing proof of the remarkable creativity and innovation which abounds in the entire heritage sector. Our becoming the main partner for “The Best in Heritage” event, organised annually in September in the World Heritage City of Dubrovnik (Croatia) has added an opportunity for the Award winners to share their best practices with other award-winning achievements from the wider European museum and heritage field. While celebrating “the best of heritage achievements”, however, we must not lose sight of the daily threats Europe’s cultural heritage continues to face, as pointed out in our Executive President’s Message. Throughout 2009, we raised our voice, expressing support and solidarity with our members in all parts of Europe: from Greece to Norway, from Baku to Stockholm, from l’Aquila to Rosia Montana, from Prague to Allianoi in Turkey. These Heritage in Peril campaigns are still ongoing and pressure must therefore continue in 2010. As reinforcement, we invited our Scientific Council with its remarkable expertise, to become more closely involved in our activities with regard to endangered heritage and thus to lend additional credibility to our campaigns. We also gladly endorsed the “Dublin Declaration on Climate Change” prepared by our new partner and associate member, The International National Trusts Organisation (INTO), and submitted to world leaders at the COP15 UN Climate Change Conference last December. By joining

La culture et le patrimoine culturel ont aujourd’hui acquis leur place légitime au sein du débat et de l’agenda européens. “L’Union européenne respecte la richesse de sa diversité culturelle et linguistique, et veille à la sauvegarde et au développement du patrimoine culturel européen », telle est la préconisation du nouvel article 3.3 du Traité de Lisbonne, lequel est entré en vigueur le 1er décembre 2009. Nous devons maintenant toucher l’opinion publique à l’échelle européenne et veiller à ce que nos propositions et nos préoccupations soient bien comprises et acceptées par les décideurs politiques européens et cela dans les différents secteurs qui ont un impact sur le patrimoine . Dans ce contexte, à Taormine, le Conseil a adopté le document cadre “Le Patrimoine culturel compte pour l’Europe” lequel donne l’orientation

Nous avons également apporté notre soutien à la “Déclaration de Dublin sur le changement climatique” préparée par notre nouveau partenaire The International National Trusts Organisation (INTO). Cette contribution de la société civile fut transmise aux dirigeants politiques réunis à Copenhague en décembre dernier. En conjuguant nos efforts avec ceux d’un réseau mondial tel que INTO, nous voulons partager notre profonde conviction que le Patrimoine est devenu une préoccupation planétaire et qu’il fait face aux menaces qui sont elles-aussi planétaires. Ceci exige une mobilisation et une action coordonnées en faveur du patrimoine culturel et naturel sur tous les continents. 7

Alors que nous célébrons “la crème de la crème” des réalisations exemplaires relatives au patrimoine, nous ne devons toutefois pas perdre de vue les menaces qui pèsent quotidiennement sur le patrimoine culturel de l’Europe, comme le rappelle le message de notre Président exécutif. Au cours de 2009, nous avons dès lors exprimé notre soutien à l’action menée par nos organisations membres à travers l’Europe: de la Grèce en Norvège, de Baku à Stockholm, de l’Aquila à Rosia Montana, de Prague à Allianoi en Turquie. Ces campagnes en faveur du Patrimoine en péril sont de longue haleine et nous devons donc maintenir la pression tout autant en 2010. Pour renforcer l’impact et augmenter la crédibilité de cette action prioritaire, nous souhaitons y associer davantage notre Conseil scientifique avec son éminente expertise.

En sa qualité d’organe responsable de la gestion d’Europa Nostra – agissant en harmonie avec les grandes lignes formulées par le Conseil et avec le soutien du Secrétariat international – le Comité exécutif s’est réuni trois fois au cours du second semestre de 2009. Il a défini un plan d’action ambitieux et il s’est mis à élaborer une stratégie renouvelée et un véritable branding d’Europa Nostra comme « La Voix du Patrimoine culturel en Europe ». Parmi nos priorités, le nouveau Comité exécutif souhaite déployer pleinement le potentiel de la principale ressource dont Europa Nostra est dotée, à savoir son vaste réseau de membres, qu’il s’agisse d’organisations membres ou de membres individuels. Nous voulons les impliquer davantage et les encourager à contribuer plus activement aux activités d’Europa Nostra. Le regain de dynamisme ainsi créé nous sert aujourd’hui d’excellente base pour bâtir une plus forte organisation en 2010 et au-delà.

La cérémonie européenne de remise des Prix dans le cadre magique du Teatro Antico de Taormine réunissant les lauréats et les invités venant de toute l’Europe, restera pour longtemps gravée dans notre mémoire. En 2009, l’Année européenne de la créativité et de l’innovation, ces réalisations exemplaires ont rappelé que l’univers du patrimoine n’est vraiment pas en reste de créativité et d’innovation ! En septembre dernier, nous sommes aussi devenus le partenaire principal de la manifestation The Best in Heritage, organisée chaque septembre à Dubrovnik, Ville du patrimoine mondial. Ce rendez-vous annuel offre à nos lauréats une belle occasion pour partager leur savoir-faire avec d’autres acteurs du secteur des musées et du patrimoine en Europe et même au-delà.

L’année 2009 fut marquée par un renouveau au sein d’Europa Nostra sous l’impulsion du changement à la direction de notre fédération. A la suite de la réforme de la gouvernance qui a été approuvée par l’Assemblée générale en juin dernier à Taormine, le Conseil d’Europa Nostra a désigné à l’unanimité notre nouveau leadership: Denis de Kergorlay comme Président exécutif, John Sell comme Vice-président exécutif et Roelf Rogaar reconduit comme Trésorier, ainsi que neuf autres membres du Comité exécutif.

pour nos activités de lobbying auprès des Institutions européennes. En 2009, nous avons aussi participé activement à une série de forums (p.ex. le Forum culturel européen, la Plateforme de la société civile sur l’accès à la culture ) et de consultations publiques (p.ex. sur le Label du patrimoine européen ou sur la place du patrimoine et de l’histoire dans le contexte de l’élargissement de l’UE) qui ont été organisés par l’UE (voir pages 10-13). Pour renforcer la voix d’Europa Nostra et mieux la faire entendre à Bruxelles, le nouveau Comité exécutif a concrétisé un projet essentiel : l’ouverture de notre bureau de liaison à Bruxelles dès le 1er mars 2010. Une série de réunions y a déjà eu lieu, dont une réunion de consultation avec nos délégations nationales et une autre avec les réseaux et les organisations européennes impliqués dans le domaine du patrimoine culturel.

The success and impact of all the above key activities relies to a large extent on an effective communication strategy. In 2009, we proudly launched our new website which has become our prime communication channel towards our members and also to a wider interested public. With the help of our new Staff member in charge of web communication, we also started to participate in Web 2.0 social networking (e.g. Twitter, Facebook), opening new horizons and allowing us to reach out to a much larger and a younger audience.

Much has already been achieved through the professionalism and dedication of our Staff and through the expertise, commitment and generosity of our many volunteers. But our renewed ambition and dynamism necessarily require larger financial resources. As explained in more detail in our Treasurer’s Report, in 2009 we consolidated our cooperation with The Association of Charity Lotteries in the European Union (ACLEU) and the Dutch-based private foundation SNS-Reaal. In January 2009, a highly successful fundraising dinner took place at the Spanish Residence in The Hague. The dinner was presided by HRH the Infanta Doña Pilar de Borbón, President of Europa Nostra, and was organised with the most valuable support of HE Mr Juan Prat y Coll, the Spanish Ambassador to the Netherlands, and his wife Léontine. Encouraged by this success, we will seek to organise similar events in 2010 and beyond. We also continued to approach new potential partners and sponsors who adhere to the goals of our organisation. Among them, let us mention in particular in the Dutch-based private foundation Prins Bernhard Cultuurfonds, and Les Hénokiens, the Association of Family and Bicentenary Companies which, we are pleased, decided to support our Awards Scheme in 2010. Today, due consultation with civil society organisations has become an indispensable element of good governance at all levels of policy and decision making. The principles and values of participatory democracy are embodied in the Lisbon Treaty and are highlighted in the Council of Europe’s Faro Framework Convention on the Value of Culture Heritage for Society which will hopefully come into force in 2010. It is now up to us to make full use of our extensive European network composed of engaged and competent people to live up to this historic challenge!

Le succès et l’impact de ces activités dépendent en grande partie d’une stratégie efficace de communication. En juin 2009, nous avons ainsi été fiers d’introduire notre nouveau site internet, lequel est devenu notre principal axe de communication avec nos membres ainsi qu’avec le grand public. Notre nouveau membre du Staff responsable pour la “communication en ligne”, nous ouvre de nouveaux horizons au travers du « networking social » créé par le Web 2.0 (p.ex. Twitter, Facebook), ce qui nous donne accès à un public plus large et plus jeune. Nous avons ainsi pu faire de nouveaux progrès grâce au professionnalisme et au dévouement de notre staff et grâce à l’expertise, l’engagement et la générosité de nos nombreux bénévoles. Mais notre ambition et notre dynamisme restent tributaires de notre capacité à augmenter nos ressources financières. Comme le montre le rapport de notre Trésorier, en 2009 nous avons pu consolider notre coopération avec l’Association des loteries caritatives dans l’Union européenne (ACLEU) et avec la fondation néerlandaise SNS-Reaal. En janvier 2009 nous avons aussi organisé un dîner de collecte de fonds à la Résidence de l’Ambassadeur d’Espagne à la Haye. Ce dîner qui a été présidée par S.A.R. l’Infante Doña Pilar de Borbón, Présidente d’Europa Nostra, a été organisé grâce au soutien précieux de S.E. M. Juan Prat y Coll, Ambassadeur d’Espagne aux Pays-Bas, et son épouse Léontine. Encouragés par cette réussite initiale, nous envisageons des initiatives similaires en 2010 et au-delà. Nous continuons aussi à approcher de nouveaux partenaires et sponsors éventuels qui souscrivent aux idéaux de notre organisation. Parmi eux, citons en particulier la fondation néerlandaise Prins Bernhard Cultuurfonds ainsi que « Les Hénokiens », l’Association des entreprises familiales et bicentenaires qui, nous en sommes ravis, a décidé de devenir le partenaire de notre programme de Prix en 2010. Aujourd’hui, la consultation avec la société civile est devenue un élément indispensable de bonne gouvernance à tout niveau décisionnel. Les principes et les valeurs de la démocratie participative ont été dûment incorporés dans le Traité de Lisbonne et ont été mis en exergue dans la Convention-cadre du Conseil de l’Europe (dite Convention de Faro) sur la valeur du Patrimoine pour la société qui, en principe, entrera en vigueur en 2010. A nous, avec notre vaste réseau européen de personnes engagées et compétentes, de nous montrer à la hauteur de ce défi historique !

VAT rates for renovation, repairs and maintenance of historic monuments Europa Nostra lobbied before the 10 March 2009 meeting of the Economic and Financial Affairs Council (ECOFIN) of the European Union, urging the EU Finance Ministers to reach an agreement on the European Commission proposal with regard to reduced VAT rates. Europa Nostra advocates the need to introduce on a permanent basis reduced VAT rates for labour intensive services related to the renovation and maintenance of places of worship, cultural heritage and historic monuments, convinced that it could make a significant contribution to the quality of our historic environment and the creation of new jobs. ECOFIN decided to extend the current directive which allows reduced VAT rates for the repair of private homes, until end 2010.

European Conference on Civil Society Organisations active in the Field of Heritage On 23-24 March 2009, “Heritage Care through Active Citizenship”, the European Conference on Civil Society Organisations active in the Field of Heritage took place in Mechelen (BE). This conference was organised by three Belgian heritage NGOs (Heemkunde Vlaanderen vzw, VCM-Contactforum voor Erfgoedverenigingen vzw and FARO, Vlaams steunpunt voor cultureel erfgoed vzw) in partnership with a number of international/European organisations, including Europa Nostra. The conference gathered participants from all over Europe representing the diversity of European civil society for heritage at local, regional, national and European levels, active in the broad field of heritage (both tangible and intangible) to exchange best practices of heritage care through active citizenship, and to demonstrate the important role played by heritage NGOs in building a “Europe for Citizens”.

Saving Europe’s Small Historic Towns and Villages and their Surrounding Landscapes On 4 June 2009, the participants of the Europa Nostra Forum on “Safeguarding Europe’s Historic Small Towns and Villages and their Surrounding Landscapes” organised with Italia Nostra at the occasion of the Annual Congress 2009 in Taormina (IT), adopted an important declaration “Saving Europe’s Memory and Identity”, addressing local and European concerns for the towns, villages and rural landscapes threatened by depopulation and neglect, ill considered development and damaging excesses of tourism. Special attention was called for L’Aquila and surrounding villages, badly damaged in the devastating earthquake of April 2009 (see page 16).

Conférence européenne sur les organisations de la société civile actives dans le domaine du patrimoine Les 23 et 24 mars 2009, la conférence européenne « Prendre soin du patrimoine par une citoyenneté active » sur les organisations de la société civile actives dans le domaine du patrimoine a eu lieu à Malines (Belgique). Cette conférence a été organisée par trois ONG belges oeuvrant pour le patrimoine (Heemkunde Vlaanderen vzw, VCM-Contact-forum voor Erfgoedverenigingen vzw and FARO, Vlaams steunpunt voor cultureel erfgoed vzw), en partenariat avec plusieurs organisations internationales/ européennes, dont Europa Nostra. La conférence a rassemblé des participants de toute l’Europe, donnant une belle image de la diversité de la société civile européenne mobilisée au service du patrimoine au sens large (à la fois tangible et intangible), aux niveaux local, régional, national et européen afin d’échanger des bonnes pratiques quant au soin à apporter au patrimoine par le biais d’une citoyenneté active et pour démontrer le rôle important que jouent les ONG du patrimoine dans la construction d’une « Europe pour les citoyens ».

Le label du patrimoine européen et la société civile Europa Nostra a participé au processus de consultation en ligne sur le Label du Patrimoine européen, organisé par la Commission européenne au premier semestre 2009. Europa Nostra a également contribué très activement à la réunion de consultation publique avec les ONG parties prenantes qui a eu lieu le 10 juin 2009 à Bruxelles.

Sauver les petites villes et villages historiques d’Europe et leurs paysages environnants Le 4 juin 2009, les participants au Forum d’Europa Nostra sur « La sauvegarde des petites villes et des villages historiques de l’Europe et de leur paysages environnants », organisé avec Italia Nostra à l’occasion du Congrès annuel 2009 à Taormine (Italie), ont adopté une importante déclaration « Sauvons la mémoire et l’identité de l’Europe » traitant des préoccupations aux niveaux local et européen en ce qui concerne les villes, villages et paysages ruraux menacés par la dépopulation et l’abandon, les lotissements irréfléchis et les excès nuisibles du tourisme. Une attention toute particulière a été portée à l’Aquila et aux villages environnants, très endommagés par le tremblement de terre dévastateur d’avril 2009 (voir page 15).

Taux de TVA pour la restauration, les réparations et l’entretien des lieux de culte, du patrimoine culturel et des monuments historiques Europa Nostra a fait du lobbying en amont de la réunion du Conseil pour les Affaires Économiques et Financières (ECOFIN) de l’Union européenne du 10 mars 2009, exhortant les ministres des Finances de l’Union européenne à aboutir à un accord sur la proposition de la Commission européenne concernant la réduction des taux de TVA. Europa Nostra préconise l’introduction, sur une base permanente, de taux réduits de TVA pour les services à forte intensité de main-d’œuvre, étant convaincue que cela pourrait contribuer de façon importante à la qualité de notre environnement historique et à la création de nouveaux emplois. ECOFIN a décidé de prolonger la directive actuelle qui permet des taux réduits pour les réparations de maisons privées, jusqu’à fin 2010.

Position paper d’Europa Nostra sur le patrimoine culturel en Europe Le 3 juin 2009, le Conseil d’Europa Nostra a adopté un nouveau document de politique générale de grande portée : « Pourquoi le patrimoine culturel est-il important pour l’Europe ? ». Ce document, mis au point par le European Policy Working Group (EPWG), le groupe de travail d’Europa Nostra sur la politique européenne, exhorte l’Union européenne à prendre pleinement en considération la composante du patrimoine culturel lors de la mise en œuvre du Programme Culture courant jusqu’en 2013, et lors de la formulation des futurs programmes de politique générale et de financement dans le contexte des divers domaines d’actions de l’Union européenne.

European Heritage Label and Civil Society Europa Nostra participated in the online consultation process on the Label du Patrimoine européen (European Heritage Label) which was held in the first semester of 2009 by the European Commission. Europa Nostra contributed and was also very active in the public-consultation meeting with NGO stakeholders which took place on 10 June 2009 in Brussels.

International National Trusts Organisation (INTO) and the Dublin Declaration On 15 September 2009, during the International National Trusts Organisation Congress in Dublin, Europa Nostra and INTO signed a Memorandum of Understanding, marking a significant step forward in forging a stronger alliance between the two heritage organisations active in Europe and across the Globe with a similar vision for the improved conservation of our heritage. Europa Nostra fully endorsed the “Dublin Declaration on Climate Change” adopted by INTO at this Conference and later presented at the COP15 UN Climate Change Conference in Copenhagen (7-16 December 2009), calling on world leaders to put in place solid measures to protect our planet and the world’s cultural heritage from global warming and changing weather patterns (see page 14).

The Churches Conservation Trust and Historic Places of Worship at Risk On 17 September 2009, during the 40th anniversary celebrations of the Churches Conservation Trust in London, Europa Nostra joined in establishing the Historic Places of Worship at Risk project to help bring an understanding of the differing attitudes and policies across Europe of this especially rich and diverse category of heritage buildings, increasingly at risk due to diminishing congregations, demographic changes, and other threats.

European Culture Forum The European Culture Forum organised in Brussels by European Commission from 28-30 September 2009, included the Culture in Motion Conference on the first day, followed by 2 days of workshops and discussions. Europa Nostra moderated the Cultural Heritage Workshop, showcasing a number of heritage projects which benefited from EC funding through its Culture Programme and thus stressing the important contribution cultural heritage makes for the implementation of Europe’s Agenda for Culture. 12

Heritage and Enlargement On 21 October 2009, Europa Nostra was invited to take part in the first meeting of the Strategy Working Group on Cultural Heritage & History organised by the DG Enlargement of the European Commission in Brussels. This Working Group is part of the “Instrument for Pre-Accession Assistance (IPA) Multi-beneficiary Programming 2011-2013”, whose purpose is to give assistance to EU candidate countries, mostly in South-East Europe. Europa Nostra insisted on the importance of capacity building of civil society organisations actively involved in safeguarding heritage and stressed that cultural heritage can and should become a powerful tool for reconciliation and bridge building in the entire region. Cette déclaration appelle les dirigeants du globe à mettre en place de solides mesures pour protéger notre planète et le patrimoine culturel mondial du réchauffement du globe et des changements de situation météorologique (voir page 14).

Saving endangered historic monuments and sites is what lies at the heart of our mission and what engages public interest in our cause and motivates their involvement in our actions.

Azerbaijan: Baku Europa Nostraâ&#x20AC;&#x2122;s Council decided to closely monitor the rapidly deteriorating condition of the historic center of Baku, and to support local heritage groups in their struggle against the wilful destruction of an increasing number of heritage buildings and sites.

Europa Nostra has joined its partners in international campaigns to support important cultural heritage issues, such as: Fully endorsing the International National Trusts Organisation (INTO) Dublin Declaration on Climate Change (see page 12); Joining The Churches Conservation Trust in establishing the Historic Places of Worship at Risk project (see page 12).

Czech Republic: Prague Europa Nostra helped local activists make sure that their concerns about work underway to construct the Blanka Tunnel complex, a ring-road highway under the historic walls of Prague, were put on the agenda of the World Heritage Committee meeting (22-30 June 2009). This extra scrutiny helped uncover and stop plans to illegally tear down one of the Baroque fortification bastions, and to replace it with a replica after the tunnel work was completed.

Un florilège : Azerbaïdjan: Bakou Le Conseil d’Europa Nostra a décidé de suivre de très près la situation, qui se détériore rapidement, du centre historique de Bakou et de venir en aide aux groupes locaux du patrimoine dans leur lutte contre la destruction délibérée d’un nombre croissant de bâtiments et de sites du patrimoine. République tchèque : Prague Europa Nostra a aidé les activistes locaux à veiller à ce que leurs préoccupations concernant les travaux de construction en cours du complexe du tunnel Blanka, autoroute périphérique passant sous les murs historiques de Prague, soient mises à l’ordre du jour de la

Italie : L’Aquila et la région des Abruzzes L’adoption, lors du Forum Europa Nostra, de la déclaration « Sauvons la mémoire et l’identité de l’Europe », sur le thème de la « Préservation des petites villes et des villages historiques d’Europe, et de leurs paysages environnants » (voir page 11) a poussé à accorder une attention particulière à la préservation des centres historiques de l’Aquila et des villages environnants, gravement endommagés lors du tremblement de terre dévastateur d’avril 2009. Norvège : le Fjord Hardanger Europa Nostra Norvège a écrit au ministre norvégien du Pétrole et de l’Énergie (10 décembre 2009) pour exprimer sa préoccupation concernant les plans de construction de 400 km de lignes à haute tension de 420 kV dans les fjords situés à l’ouest de la Norvège. Un délai a été demandé afin de faire appel de la construction des lignes à haute tension à voltage élevé le long du Fjord Hardanger.

Grèce : le plan d’utilisation des terres touristiques du ministère de l’Environnement Le plan d’utilisation des terres touristiques du gouvernement grec a été rejeté par un vote (4 février 2009) lors de la réunion consultative du « Planning du Conseil national d’utilisation des terres », ravivant ainsi l’espoir que le plan, qui aurait donné le feu vert à une surexploitation sans précédent des îles et des terres côtières grecques, soit annulé de façon permanente. Greece: the Ministry of the Environment’s tourism land use plan The Greek Government’s tourism land use plan was defeated in a vote (4 February 2009) in the advisory “National Council of Land Use Planning”, reviving the hope that the plan, which would allow for an unprecedented overdevelopment of Greek islands and coastal lands, will be permanently withdrawn. This marks a considerable success for Elliniki Etairia’s Sustainable Aegean Programme (SAP), put in action after the tourism land use plan was first tabled at the end of May 2007. Italy: L’Aquila and surrounding Abruzzo Region The declaration “Saving Europe’s Memory and Identity” adopted at the Europa Nostra Forum on “Safeguarding Europe’s Historic Small Towns and Villages and their Surrounding Landscapes” (see page 10, called for special attention to be given to the conservation of the historic centres of L’Aquila and surrounding villages which were badly damaged in the devastating earthquake of April 2009. Norway: Hardanger Fjord Europa Nostra Norway wrote to the Norwegian Ministry of Oil and Energy (10 December 2009) expressing concern about plans to construct 400km of 420 kV power lines in the fjords of Western Norway. They requested specifically for a delay in handling the appeal for construction of the high voltage power line along the Hardanger Fjord. Romania: Rosia Montana, Transylvania Despite the positive 2007 Court ruling in favour of protecting the unique archaeological remains of the Roman and pre-Roman mine galleries and the entire Carnic massif of Rosia Montana, this important cultural landscape site is still under grave threat of being destroyed and turned into an open-pit gold mine, bringing with it grave environmental risks from cyanide emissions and run-off. The

local heritage community with the support of EN are taking action to protect Rosia Montana and to forcibly argue that developing the area for cultural tourism would bring better sustainable long term economic and social benefits. Sweden: Stockholm Europa Nostra supported EN Sweden’s campaign to halt plans to extend Stockholm's City Library – an iconic masterpiece by architect Gunnar Asplund. Europa Nostra decided to endorse the campaign at a European level to help safeguard this important European architectural monument. The City of Stockholm has since decided to stop the disputed plan and pursue alternate solutions for expanding their library. Turkey: Allianoi Europa Nostra continued its long-standing campaign, in support to many local, national and international NGO groups, to prevent the flooding of this ancient Roman thermal site. The Turkish State Council annulled the decision made by the High Committee for the Protection of Cultural and Natural Heritage (27 November 2006) that would have allowed the Directorate of State Hydraulic Works to submerge or move historic remains, including Allianoi and Hasankeyf. Other cases Many other cases of endangered buildings and sites were brought to Europa Nostra’s attention by its members and contacts from all over Europe, reflecting the large variety of threats facing Europe’s cultural heritage: from threatened Art Nouveau buildings in Armenia, Georgia and the Caucuses, to the cultural landscape along the river Duero and the medieval city of Soria in Numantia in Spain; from the elegant Hotel Lambert on l’Isle Saint-Louis in Paris, to derelict modernist architecture in Moscow; from rural wooden churches in Romania, to those torn down in Germany and Central Europe to extract the brown coal they are built upon. from left to right ■

Suède : Stockholm Europa Nostra a soutenu la campagne d’Europa Nostra Suède afin de mettre un terme aux plans visant à agrandir la bibliothèque municipale de Stockholm – chef d’œuvre emblématique signé par l’architecte Gunnar Asplund. Europa Nostra a décidé d’appuyer la campagne au niveau européen pour contribuer à sauvegarder cet important monument architectural européen. La ville de Stockholm a, depuis lors, décidé de suspendre définitivement le plan mis en cause et de rechercher des solutions alternatives pour agrandir sa bibliothèque.

Turquie : Allianoi Europa Nostra a poursuivi sa campagne de longue haleine pour soutenir de nombreuses ONG locales, nationales et internationales, afin d’empêcher l’inondation de ces anciens thermes romains. Le Conseil de l’État turc a annulé la décision prise par le Haut Comité à la Protection du Patrimoine Culturel et Naturel (27 novembre 2006) qui aurait permis à la Direction générale des travaux hydrauliques de l’État d’inonder ou de déplacer des vestiges historiques, y compris Allianoi et Hasankeyf.

Roumanie : Rosia Montana, Transylvanie En dépit de la décision de justice positive de 2007 en faveur de la protection des vestiges archéologiques uniques des galeries de mines romaines et préromaines ainsi que de l’ensemble du massif carnique de Rosia Montana, une grave menace pèse encore sur cet important site du paysage culturel. En effet, il court le danger d’être détruit et transformé en mine d’or à ciel ouvert, ce qui provoquerait de graves risques pour l’environnement en raison des émissions de cyanure et des infiltrations. La communauté du patrimoine local, soutenue par Europa Nostra, a pris des mesures visant à protéger Rosia Montana et plaide énergiquement en faveur d’une reconversion de la région dans le tourisme culturel, laquelle entraînerait, à long terme, de meilleurs avantages économiques et sociaux.

Europa Nostra Annual Congress 2-7 June 2009, Taormina, Italy Europa Nostra held its 2009 Annual Congress in the Sicilian District of Taormina Etna. Europa Nostra highly appreciates the support and the welcoming hospitality displayed by its hosts and co-organisers, Italia Nostra and Distretto Taormina Etna, ensuring the great success of the Congress. In particular, we are grateful for the invaluable support of our Vice-President Federico Guasti, and our Council Member Rosanna Bettinelli, then Vice-President of Italia Nostra. The heritage community in Sicily welcomed more than 300 heritage professionals and supports to this well-known scenic town for our Congress, who thereby expressed their solidarity in Sicily’s struggle to safeguard its vulnerable historic towns and cultural landscapes.

Europa Nostra adopted the revised Europa Nostra Statute and Operating Rules during the General Assembly and new Executive Officers and Board, as well as a renewed Europa Nostra Council were appointed. Denis de Kergorlay (France) was elected new Executive President, replacing retiring Dr Andrea H. Schuler (Switzerland) who was appointed Honorary President of Europa Nostra. The new position of Executive Vice-President was filled by John Sell. On this occasion, we also bid farewell to our President, HRH the Infanta Doña de Pilar de Borbón, who stepped down because of personal reasons.

Endangered heritage was the main concern of the new Council in its first meeting after the adoption of the revised Statute. A new Heritage in Peril Steering Committee was appointed which will act as a support to the International Secretariat.

One of the highlights of the Annual Congress was the European Heritage Awards Ceremony, held in Taormina’s Teatro Antico on 5 June 2009 with a smoking Mount Etna providing a dramatic backdrop, and the city’s Plectrum Orchestra providing atmospheric musical interludes (see page 22). During the General Assembly, Europa Nostra’s departing President launched our new Website, designed to become a key source of information and interchange for Europe’s cultural heritage sector (see page 26). After the Congress, participants enjoyed two day excursions to Siracusa and Ortigia, and to the dramatic Mount Etna. Visits to local villages, with their heart-warming welcomes, cultural performances and delicious meals, also added to the general hospitality. Europa Nostra Forum on Small Historic Towns and Villages 4 June 2009, Taormina, Italy The Europa Nostra Forum “Saving Europe’s Small Historic Towns and Villages and their Surrounding Landscapes” addressed local concerns of depopulations and neglect, ill considered development and damaging excesses of tourism. Italian experts and international guest speakers provided a Europe-wide picture of the protection needed for the more rural aspects of our cultural heritage (see page 10). Annual Colloquium of the Scientific Council 9–14 October 2009, Rhodes, Greece The theme of Europa Nostra’s Scientific Council 45th Annual Colloquium was “Management of the Monumental Environment and its Landmarks”. Executive President, Denis de Kergorlay, joined them in the fortified medieval city of Rhodes to discuss Europa Nostra’s future action for safeguarding the heritage of Europe’s historic military architecture and engineering. They also discussed the best ways for making better use of the expertise of the Scientific Council in the implementation of various EN activities.

Le patrimoine en danger a constitué la préoccupation principale du Conseil lors de sa première réunion après l’adoption des statuts révisés. Un nouveau Comité directeur pour le Patrimoine en Péril a été nommé pour seconder le Secrétariat international.

A l’issue du Congrès, les participants ont pris part à deux excursions à Syracuse et Ortigia, ainsi que sur le spectaculaire Mont Etna. Des visites de villages à l’accueil incroyablement chaleureux, des spectacles culturels et des succulents repas se sont encore rajoutés à l’hospitalité générale.

Congrès annuel Europa Nostra 2-7 juin 2009, Taormine, Italie Europa Nostra a organisé son Congrès annuel 2009 dans le district sicilien de Taormina-Etna. Europa Nostra remercie ses hôtes et coorganisateurs, Italia Nostra et le Distretto Taormina-Etna, pour l’accueil chaleureux dont ils ont fait preuve et pour avoir veillé au succès indéniable du Congrès. Europa Nostra souhaite particulièrement exprimer sa reconnaissance à son Vice-président Federico Guasti et à la membre du Conseil Rosanna Bettinelli, alors Vice-présidente d’Italia Nostra, pour leur soutien inestimable. Interacting with Members and Partners throughout Europe In 2009, Europa Nostra: 21 January 2009, The Hague (NL): hosted a Piano Concert by Enrique Peréz de Guzmán, in the historic Kloosterkerk on the Lange Voorhout, offering a chance for almost 400 of the cultural heritage community in The Hague and The Netherlands, representatives of the diplomatic community, as well as interested members of the public committed to the heritage cause, to network. Before the concert, Europa Nostra’s President HRH the Infanta Doña Pilar de Borbón gave a short speech in which she urged all present to become the Ambassadors of our mission and to further disseminate our message of the importance of safeguarding Europe’s cultural heritage, for present and future generations; 26-27 March 2009, Brussels (BE): held the first meeting of its Industrial and Engineering Heritage Working Group (IEHTF) to contribute to the better coordination of the many efforts undertaken at international and national level to do with the safeguarding of this important type of heritage;

27 June 2009, Yvedons-les-Bains (CH): made a presentation on the occasion of the General Assembly of Patrimoine Suisse/Schweitzer Heitmatschutz, the leading Swiss heritage NGO, on Europa Nostra’s mission and activities to around 100 heritage activists from all over Switzerland, and discussed ways in which Swiss heritage organisations can become more actively involved in the wider European heritage movement; 31 August – 1 September 2009, Freiberg, Saxony (DE): Industrial and Engineering Heritage Taskforce (IEHTF) met with The International Committee for the Conservation of the Industrial Heritage (TICCIH); 24-26 September 2009, Dubrovnik (HR): during the Best in Heritage event, met with representatives of “SEE Heritage”, the network of heritage organisations from South East Europe; 7-8 October 2009, Athens (GR): opened the travelling exhibition of Greek laureates of Europa Nostra Awards from the scheme’s initiation in 1978, until 2009. Forum Europa Nostra sur les Petites Villes et Villages Historiques 4 juin 2009, Taormine, Italie Le Forum Europa Nostra sur la « Préservation des petites villes et villages historiques d’Europe ainsi que des paysages environnants » a abordé les préoccupations locales de dépopulation et de désertion, des lotissements irréfléchis et des excès nuisibles du tourisme. Des experts italiens et des intervenants internationaux ont fourni une illustration à l’échelle européenne de la nécessité de protéger les aspects les plus ruraux de notre patrimoine culturel (voir page 11).

The 2009 European Heritage Awards Ceremony took place on 5 June 2009 in the breathtaking setting of Taormina’s Teatro Antico (IT). Short video clips introduced the 28 Laureates of the 2009 European Union Prize for Cultural Heritage / Europa Nostra Awards, explaining the unique and important contribution of each winning heritage achievement. The Awards certificates were presented by Europa Nostra’s then President, HRH the Infanta Doña Pilar de Borbón, Mr Bernd Biervert, then Member of the Cabinet of Ján Figel’, at the time Member of the European Commission responsible for Education, Training, Culture and Youth, and by the relevant Heritage Awards Jury Chairman. The top 7 Grand Prix winners were only disclosed during the Ceremony itself, adding suspense to the event. Ján Figel’, unable to attend the ceremony in person, stressed in his video message the importance of conserving and revitalising Europe’s cultural heritage assets. The awards were selected from a total of 138 eligible applicants from 23 eligible countries.

Grand Prix Winners Category 1 – Conservation: The Kesälahti Church Bell Tower for the strict methodology and skilful craftsmanship undertaken to save this unique piece of European wooden heritage (FI); Mátra Museum in Gyöngyös for the harmonious coexistence of a careful historical restoration with the incorporation of contemporary architecture (HU); Chiesa di Santi Faustino e Giovita in Fasano di Gardone Riviera, for the profound and detailed restoration and the structural reinforcement of the church after devastating earthquake damage (IT);

High Level Bridge in NewcastleGateshead, for the level of engineering professionalism, including original research into the fatigue performance of cast-iron, and attention to detail in restoring this icon of industrial heritage (UK).

Category 2 – Research The Noah’s Ark Project for its groundbreaking and high quality research, clearly demonstrating the risk that climate change poses to Europe’s cultural heritage, and for developing adaptation strategies for historic buildings, sites, monuments and materials (IT).

Category 3 – Dedicated Service Dr Glenn Murray for his great efforts to save the famous Segovia Mint, founding its Friends Association and devoting himself for more than 20 years to the on-going conversion of this historic site into an important museum (ES).

Category 4 – Education, Training and Awareness-Raising Sustainable Aegean Programme for its pedagogic approach as it mobilised the local population to protect its own heritage through ongoing initiatives that integrate aspects of environmental protection with controlled building development, and create an alternative dynamic for the regional economy (GR). Local Award Ceremonies Local Award Ceremonies were organised by each laureate to honour the many people involved in planning, funding and carrying out the winning heritage projects and initiatives, and to gain the attention of local media. Attended where possible by a representative of Europa Nostra and of the respective European Commission’s National Bureaus or Delegations, these local ceremonies were excellent occasions for further spreading the Power of Example of our Awards Scheme.

The Best in Heritage: Sharing best practices and ideas Europa Nostra’s deepened partnership with The Best in Heritage allowed the opportunity for six Laureates from 2008 to present their projects to the 135 heritage and museum professionals from 27 countries who gathered in Dubrovnik, Croatia (24-26 September 2009). These Laureates became members of the “Best in Heritage/Europa Nostra Excellence Club”.

Raising Public Awareness Within a rapidly changing Europe, we need to put the cause of cultural heritage high on everyone’s agenda. In launching our new website in 2009, we took digital leaps in reaching out to our membership, other heritage stakeholders, the wider public and to policy and decision-makers at European, national, regional and local levels.

Europa Nostra’s new Website was launched on 3 June 2009 at our Annual Congress in Taormina (IT), reflecting our new image and ambitions as the Voice of Cultural Heritage in Europe. To take part in global and European online conversations on cultural heritage and to spread our message among younger generations, our website is connected to the new wave of Internet social media. YouTube and Twitter are generating us new followers and media interest. Our Google Google account allows us to pin-point the locations of our Award winners and our Heritage in Peril campaigns on maps embedded in our web-pages on these subjects. These opportunities were the subject of the “DISH2009 - Digital Strategies for Heritage” conference (10 December 2009) organised by the European Commission, where we took part in a panEuropean study on mapping and evaluating existing platforms (websites) within the cultural sector.

Our online Guide to Colourful Europe was launched jointly by Europa Nostra and our corporate supporter (in kind) AkzoNobel (25 September 2009) to draw attention to Europe’s colourful but fragile historic buildings, heritage sites and traditions. Viewers can participate in an interactive forum and become a “fan” on Facebook.

Europa Nostra further implemented its renewed image and overall branding by consistently applying our new style to our publications and stationary. Issuing the next European Cultural Heritage Review was postponed until mid-2010, when it will be launched with a new concept, look and target audience. We published our: European Union Prize for Cultural Heritage / Europa Nostra Awards 2009 Scientific Bulletin #63 entitled “Towers and Smaller Castles” Heritage Tours Brochure 2009 Annual Report 2008 ENewsletter – electronic newsletters Membership leaflet – French, German and Italian versions were printed in 2009, in addition to the original English one. 26

We continued to generate considerable media coverage for the yearly celebration of Europe’s top heritage achievements through our EU Prize for Cultural Heritage / Europa Nostra Awards. The Local Awards Ceremonies especially offered attractive news stories and photo opportunities. Our campaigns for the protection of Europe’s heritage in peril also attracted media attention (see selection on page 29 of logos of media which covered EN activities). At our prominent stand at the Salon International du Patrimoine culturel, we hosted presentations on endangered religious heritage in Romania, Italy, the UK and across Europe. We were honoured by a visit by the French Minister of Culture Frédéric Mitterrand, and State Secretary Hervé Novelli, and we contributed to events organised by the associations of European Heritage Journalists and of French Heritage Architects. As well, we organised a well attended discussion on the controversial plan to place a wind farm within view of the World Heritage Site of Mont Saint Michel. Paris, France, 4-8 November 2009 We were again present at the bi-annual EXPONATEC heritage fair, together with Europa Nostra Deutschland, our German Member Organisations, and The Best in Heritage (see also page 12). Cologne, Germany, 17-20 November 2009 We organised – especially for our individual members – attractive Heritage Tours to Andalucía, Brittany, Florence & Sienna and Tunesia. Some impact of the economic crisis was felt and our tour to Greenland had to be cancelled due to an insufficient number of participants. The ongoing success of our tours is a welcome fundraising tool for the Hans de Koster Fund, which helps our members and partners from Central and Eastern Europe, take part in Europa Nostra’s activities.

The Culture Ants Project developed by the Istanbul-based Cultural Awareness Foundation received in 2009 an EU Prize for Cultural Heritage / Europa Nostra Award in the Category for Education, Training and Awareness-Raising. This exemplary educational model can be utilised in multi-ethnic societies throughout Europe. | Le projet « Les fourmis culturelles » qui fut développé par la « Fondation pour la sensibilisation culturelle » basée à Istanbul, a figuré en 2009 parmi les lauréats du Prix du patrimoine culturel de l'Union européenne / Concours Europa Nostra dans la catégorie pour l'Éducation, formation et sensibilisation. Nous avons continué de générer une couverture médiatique considérable pour la célébration annuelle des meilleures réalisations du patrimoine européen par l’intermédiaire de notre Prix du patrimoine culturel de l’Union européenne / Concours Europa Nostra. Les cérémonies locales de remise des prix, en particulier, ont fourni des nouvelles, articles et photos intéressants. Nous avons organisé – surtout à l’adresse de nos membres individuels – des voyages culturels intéressants en Andalousie, en Bretagne, à Florence et à Sienne et en Tunisie. Suite à la crise économique, notre voyage au Groenland a dû être annulé en raison d’un nombre insuffisant de participants. Le succès continu de nos voyages culturels est un outil bienvenu de collecte de fonds pour le Fonds Hans de Koster qui aide nos membres et partenaires d’Europe centrale et de l’Est ainsi que de régions plus lointaines à participer aux activités d’Europa Nostra.

Europa Nostra wishes to pay tribute to 5 individuals who sadly passed away during 2009. For decades they played crucial roles in the development of our organisation and continued to function as wise-men/woman for years afterwards.

Prof. Norbert Burda (AT)† Life-Member of Europa Nostra, Senior Vice-President of EN Austria and Board member of the Internationales Stadteforum Graz (ISG). He was an active member of Council from 1999-2002 and an efficient organiser of the 1995 Annual Congress in Vienna.

Membre individual à vie d’Europa Nostra, Vice-président de EN Autriche et membre du Comité exécutif du Internationales Stadteforum Graz (ISG). Il a été un membre actif du Conseil d’Europa Nostra et un excellent organisateur du Congrès annuel 1995 à Vienne.

Wessel Baron von Landsberg-Welen (DE)† President of the International Castles Institute (IBI) during the period preceding its merger with Europa Nostra in 1991, and subsequently Honorary Life Member of the merged organisation. With his farsighted vision, and together with Sir Christopher Audland and the late Hans de Koster, he laid the basis for the success of the combined and strong organisation for European Heritage, Europa Nostra has become today.

Président de l'Institut international des châteaux historiques (IBI) pendant la période précédant sa fusion avec Europa Nostra en 1991, puis Membre honorifique à vie de l'organisme fusionné. Avec sa vision clairvoyante ensemble avec Sir Christopher Audland et feu Hans de Koster, il a contribué au développement d’une importante organisation européenne pour le patrimoine qu’Europa Nostra est devenue aujourd'hui.

Dr Maurice Lindsay CBE T.D. Litt. Hon. F.R.I.A.S. (UK)† Former Secretary General of Europa Nostra and subsequently Honorary Life Member. He played a particularly important role during the 1980s in ensuring that Europa Nostra continued to function after the death of its then President, Lord Duncan Sandys. Together with the late Hans de Koster, as the new President, he worked tirelessly to give new life to Europa Nostra and was one of the architects of the merger between Europa Nostra and the International Castles Institute in 1991.

Il a joué un rôle particulièrement important pendant les années 1980 quand il a assuré qu’Europa Nostra continue à fonctionner après le décès de son président de l’époque, Lord Duncan Sandys. Marchese Giuseppe Roi (IT)† He became Vice-President of Europa Nostra after the merger between Europa Nostra and the International Castles Institute. He was one of the leading figures of the Italian heritage movement and an important ambassador of Europa Nostra in Italy and in the Veneto region, in particular.

Il a été l'une des figures de proue du mouvement italien en faveur du du patrimoine et un important ambassadeur d'Europa Nostra en Italie et dans la région de Vénétie, en particulier.

Mme Marie-Louise Bouvy Coupery de Saint Georges (BE)† She was an active and dedicated member of the Europa Nostra Council throughout 1990s. After having successfully created and developed the Magazine of the “Association royale des demeures historiques de Belgique” in the period 1969-1988, Mrs Bouvy worked tirelessly, together with Olivier de Trazegnies, on the development of the Europa Nostra Review in the 1990s.

Elle a été un membre actif et dévoué du Conseil d'Europa Nostra pendant les années 1990. Après avoir créé et développé le magazine de l'Association royale des demeures historiques et jardins de Belgique, dans la période 1969-1988, Mme Bouvy a oevré sans relâche, en collaboration avec Marquis de Trazegnies, sur le développement du Revue Europa Nostra dans les années 1990.

Following the adoption by the General Assembly on 3 June 2009 of the revised Statute of Europa Nostra, from now on the Council is composed of up to 60 members. A maximum of 48 members of the Council are nominated by Member Organisations while a maximum of 12 members of the Council are nominated by Individual Members. All members of the Council are appointed by the General Assembly. The Council no longer has either Ex-officio or Co-opted members. The Council formulates the general policy lines and advises and supervises the execution of policy and finances by the Board.

In accordance with the revised Statute, the Management Committee has been replaced by the Board which was appointed by the Council. The Board is composed of the Executive President, the Executive Vice-President, the Treasurer, and up to nine additional members. Within the over-arching policy set by the Council, the Board oversees the strategic direction and actions of Europa Nostra.

Elles cherchent à assurer la meilleure communication possible entre les membres nationaux et les principaux organes décisionnels d’Europa Nostra et son Secrétariat international à La Haye. Les délégations nationales apportent un soutien précieux sur tous les aspects des travaux d’Europa Nostra (affaires politiques, Patrimoine en péril, Prix du patrimoine) et contribuent à la visibilité accrue d’Europa Nostra par le recrutement de membres, par la recherche de fonds et l’organisation d’événements locaux d’Europa Nostra (conférences, débats, cérémonies locales de remise de prix, visites). Certaines délégations nationales ont également apporté une aide inestimable pour organiser un Congrès annuel d’Europa Nostra dans leur pays.

They seek to ensure the best possible two-way communication between members in their country and Europa Nostra’s main decision-making bodies and the International Secretariat in The Hague. Country representations provide valuable support to the various aspects of Europa Nostra’s work (Policy matters, Heritage in Peril, Heritage Awards) and they contribute to an increased visibility of Europa Nostra through effective membership drives, successful fundraising efforts, and by organising local Europa Nostra events (lectures, debates, local award ceremonies, visits). A number of Country Representations have provided invaluable support in helping organise Europa Nostra Annual Congresses taking place in their country.

We are very grateful to our Members, who made an important contribution to this positive result by being prepared to pay raised membership fees. Many made additional donations, others opted for Life Membership. Contributions from our Sponsors rose, as did those of our supporting Foundations and other non-member organisations.

We are most grateful to the Spanish Ambassador to the Netherlands, His Excellency Mr Juan Prat y Coll, and his wife Léontine, who hosted and sponsored a very successful fundraising dinner at their elegant, historic Residence on the Lange Voorhout in The Hague. In honour of our then President, HRH The Infanta Doña Pilar de Borbón, the event raised a substantial sum for our organisation, and was an ideal occasion to present Europa Nostra and its goals to a select group of people who enjoyed this exceptional evening.

The European Heritage Awards Ceremony in Taormina, Sicily, our most visible public event, was a great success and attracted a lot of publicity. Each year, more of our budget is spent on professionalising this ceremony, requiring additional funding. To benefit from the higher European Commission annual grant of € 200.000 to run the Awards scheme, we need more structural financial support for our 40% matching funding. We are very grateful to a great Maecenas who helped to close the funding gap in 2009. The annual figures do not reflect the indispensable support-in-kind of some of our Corporate Sponsors, nor the invaluable input (and output) of all our Volunteers throughout Europe. They do so without compensation, most often and where possible paying for their own expenses, while giving a lot of their time, knowledge and energy to support the goals of Europa Nostra. General Expenditure rose in 2009 as a result of widened activities of the organisation as a whole, and of the staff in particular: in 2009 Europa Nostra employed 7.8 FTEs versus 7.2 in 2008. Depreciation costs 44

went up substantially, reflecting investments made in 2008 to modernise the office and our IT infrastructure. Reflecting our expanding office space, a renewed 5 year lease brought an increase in office rent. Other Office Expenses were also up, reflecting higher activity levels and new projects. We paid higher consultancy fees for communication advice and support, and for laying the groundwork for our Heritage in Peril programme. The total funds of Europa Nostra rose from € 474.085 in 2008 to € 486.961 in 2009. The Hans de Koster Fund increased by € 2.054, the Awards Fund by € 4.219 and the Youth Fund by € 4.604. 2009 was a remarkable year for Europa Nostra in terms of change, renewal and transition, as we took on the mantel of ‘the Voice of Cultural Heritage in Europe’. This move in the right direction requires more financial resources and a broader and sustainable funding base. Successful fundraising efforts made in this and past years will be continued and increased in 2010 and beyond, to match our future needs and ambitions, and to answer the formidable challenges which lie ahead. The abbreviated financial statements on the following pages have been derived from the complete financial statements, as audited by KPMG. A signed Auditor’s Report is included in the complete financial statements, which are available upon request from the Europa Nostra International Secretariat.

La cérémonie de remise des prix du patrimoine européen à Taormine (Sicile), notre événement public le plus visible, a connu un grand succès et a fait l’objet de beaucoup de publicité. Chaque année, nous augmentons le budget de cette cérémonie et y investissons plus de moyens afin de la professionnaliser de plus en plus. Pour tirer profit de l’augmentation de l’allocation annuelle de € 200.000 de la Commission européenne pour gérer le programme des Prix, nous avons besoin de plus de soutien financier structurel pour équilibrer les 40 % restant à financer. Nous sommes extrêmement reconnaissants vis-à-vis d’une exceptionnelle mécène qui nous a aidés à combler le déficit en 2009. Les chiffres annuels ne reflètent pas les dons en nature, indispensables, de certains de nos sponsors ni la contribution inestimable de tous nos bénévoles à travers l’Europe. Tous le font sans rétribution financière, supportant le plus souvent possible, leurs propres dépenses, tout en donnant beaucoup de leur temps, de leurs connaissances et de leur énergie pour soutenir les objectifs d’Europa Nostra.

Les ressources globales d’Europa Nostra sont passées de € 474.085 en 2008 à € 486.961 en 2009. Nous remercions tout particulièrement l’Ambassadeur d’Espagne aux Pays-Bas, Son Excellence M. Nous remercions sincèrement nos membres qui ont grandement contribué à ce résultat positif en payant des contributions plus importantes. Beaucoup ont fait des donations supplémentaires et d’autres ont opté pour la formule de membre à vie. Les contributions en provenance de nos sponsors ont également augmenté ainsi que celles des fondations et des autres organisations qui nous soutiennent.

Les dépenses générales ont augmenté en 2009 suite à l’accroissement des activités de l’organisation en général et du personnel en particulier : en 2009, Europa Nostra a employé 7.8 personnes à plein temps contre 7.2 en 2008. Les frais d’amortissement ont sensiblement augmenté, reflétant les investissements faits en 2008 afin de moderniser les bureaux et notre réseau informatique. Suite à l’extension de notre bureau, le renouvellement de notre bail locatif pour 5 ans a entraîné une augmentation du loyer. D’autres dépenses concernant les bureaux ont également augmenté, traduisant des niveaux d’activité supérieurs et des nouveaux projets. Les frais de consultation en communication, conseil et assistance ont également augmenté, ainsi les frais relatifs aux travaux préparatoires de notre programme de Patrimoine en péril.

L’année fiscale 2009 s’est clôturée avec un excédent de € 12.876 (contre un excédent de 2.884 EUR en 2008). L’augmentation des dépenses a pu être équilibrée grâce à l’augmentation des revenus.

From May 2009 to June 2010 Dr Orhan Silier, member of Europa Nostra's new Board, and his highly committed team in Istanbul have invested remarkable efforts to prepare an ambitious and innovative programme for the Annual Congress 2010 in Istanbul, working hand in hand with the Board and the International Secretariat in The Hague. This Congress - with its numerous activities to reach out and engage the Turkish heritage community and the interested local public with actions and debates currently happening in other parts of Europe - will serve as Europa Nostra's contribution to the celebration of Istanbul as a European Capital of Culture 2010. A series of preparatory meetings and discussions have taken place in A C K N O W L E D G E M E N T S
