Covering 40 countries in Europe, the organisation is the voice of civil society committed to safeguarding and promoting Europe’s cultural and natural heritage. We contribute to the formulation and implementation of European strategies and policies related to heritage. We celebrate excellence through the European Union Prize for Cultural Heritage / Europa Nostra Awards. We campaign to save Europe’s endangered monuments, sites and landscapes.

L’Année 2016 restera dans nos mémoires comme l’Année durant laquelle, avec de nombreux partenaires de l’Alliance européenne pour le patrimoine 3.3, nous avons réussi à convaincre les leaders de l’Union européenne à organiser l’Année européenne du patrimoine culturel en 2018 ! Le Commissaire européen Navracsics a annoncé cette décision le 20 avril pendant le Forum européen de la Culture à Bruxelles. Trois semaines plus tard, j’étais fier de pouvoir féliciter le Président Juncker en personne pour cette décision historique. A cette occasion, j’ai été particulièrement heureux de pouvoir lui remettre une copie du rapport « Le patrimoine culturel compte pour l’Europe », qui prouve de façon irréfutable que le patrimoine culturel apporte des avantages multiples pour la société, l’économie et l’environnement en Europe, ainsi que pour le bien-être des communautés et des citoyens européens et l’affirmation de leurs multiples identités. Notre Congrès annuel, tenu en mai à Madrid, conjointement avec le 40ème anniversaire d’Hispania Nostra et sous le patronage de sa Présidente d’honneur, Sa Majesté la Reine Letizia d’Espagne, nous a fourni l’occasion parfaite de mobiliser nos membres et les lauréats de nos Prix pour contribuer à l’Année européenne du patrimoine culturel. Pour la Cérémonie européenne de remise des Prix j’ai été particulièrement ému de vous accueillir si nombreux au Teatro de la Zarzuela, théâtre historique au sein duquel j’ai eu la joie de chanter pendant tant d’années. Cette fois-ci, j’ai pu partager la scène de ce théâtre avec de véritables champions du patrimoine culturel issus de toute l’Europe... quel souvenir formidable ! Ce fut aussi l’occasion parfaite pour attribuer notre plus haute distinction à Álvaro Santa Cruz, un compatriote espagnol qui a grandement contribué au développement d’Europa Nostra au cours de ces 20 dernières années. Europa Nostra est, en effet, redevable envers Álvaro et tant d’autres bénévoles dévoués, sans lesquels nous n’aurions jamais été capables d’accomplir autant. Permettez-moi également d’exprimer ma gratitude envers notre équipe efficace à La Haye et à Bruxelles, menée par notre Secrétaire ´ qui fête en 2017 le Jubilé générale, Sneåka Quaedvlieg-Mihailovic, d’Argent de son engagement au service d’Europa Nostra. Message du Président, Maestro Plácido Domingo

En juin, j’ai eu le plaisir de rencontrer et de remercier de nouveau les membres de notre Cercle du Président à l’occasion de ma performance de La Traviata de Verdi à l’Opéra Bastille de Paris. Grâce à notre Président exécutif, Denis de Kergorlay, nous avons pu découvrir le Cercle Interallié – un cadre privilégié pour la diplomatie culturelle situé en plein coeur de Paris, qui célèbre cette année son 10ème anniversaire. Grâce à Europa Nostra, j’ai également découvert Bougival, une charmante petite ville près de Paris qui perpétue la mémoire de nombreux grands artistes européens du 19ème siècle, y compris le compositeur français Georges Bizet, la soprano d’origine espagnole Pauline Garcia-Viardot et l’écrivain russe Ivan Tourgueniev. J’ai quitté Bougival avec un rêve... qu’Europa Nostra puisse aider à faire renaître les demeures et sites qui préservent la mémoire et racontent l’histoire de ces Européens extraordinaires. En été, j’ai été ravi de revoir le Commissaire Navracsics, cette fois-ci dans son pays natal. Nous n’aurions pas pu trouver de meilleur endroit pour notre rencontre que l’Académie Liszt à Budapest où

Message by the President, Maestro Plácido Domingo Our Annual Congress was held in May in Madrid, in conjunction with the 40th anniversary of Hispania Nostra and under the patronage of its Honorary President, H.M. Queen Letizia of Spain. The Congress provided us with the perfect occasion to mobilise our members and award winners to contribute to the European Year of Cultural Heritage. I was particularly moved to welcome many of you to Teatro de la Zarzuela, a historic theater in which I myself have had the joy of performing for so many years. This time, at our Awards Ceremony, I shared the stage with true champions of heritage from across Europe... what a moving experience! This was also the perfect setting to honour Álvaro Santa Cruz, a fellow Spaniard who has made such a major contribution to the development of Europa Nostra over the last 20 years. Europa Nostra is indeed indebted to Álvaro and to so many other dedicated volunteers without whom we would never have been able to achieve so much. Let me also add my personal words of appreciation for our hard-working Staff in The Hague and Brussels, led by our Secretary General Sneçka QuaedvliegMihailovic´ who in 2017 celebrates the Silver Jubilee of her dedicated service to Europa Nostra. The Year 2016 will be remembered as the Year in which we, together with so many partners from the European Heritage Alliance 3.3, managed to convince the EU leaders to organise the European Year of Cultural Heritage in 2018! Commissioner Navracsics announced this decision on 20 April at the European Cultural Forum held in Brussels. Three weeks later, I was proud to congratulate President Juncker in person on this momentous decision. I was especially glad of the opportunity to present him with the report, ‘Cultural Heritage Counts for Europe’, which comprises compelling evidence of the multiple benefits of heritage for Europe’s society, economy and the environment as well as for the well-being and multi-layered identity of Europe’s communities and citizens.

In June, I had the joy of meeting and thanking again members of our President’s Circle on the occasion of my performance of Verdi’s La Traviata at the Opera Bastille in Paris. Thanks to our Executive President, Denis de Kergorlay, we could discover Cercle Interallié – an exclusive ‘stage’ for cultural diplomacy located in the heart of Paris which this year celebrates its 100th anniversary. Also, thanks to Europa Nostra, I discovered Bougival, a small town near Paris which keeps alive the memory of so many 19th century European artists, including the French composer Georges Bizet, the Spanish-born soprano Pauline Viardot and the Russian writer Ivan Tourgeniev. I left Bougival with a dream... that Europa Nostra will help revive the houses and sites which preserve the memory and tell the story of these extraordinary Europeans. During the summer, I was particularly happy to meet again with Commissioner Navracsics in his own country. We could not have had a better place for our encounter: the Liszt Academy in Budapest 7

En tant qu’Ambassadeur de bonne volonté de l’UNESCO, je me réjouis de constater qu’en 2016, nous avons pu approfondir notre dialogue avec les Institutions des Nations Unies. Sur notre invitation, Irina Bokova, Directrice générale de l’UNESCO, s’est rendue à La Haye et a prononcé un discours majeur sur la protection du patrimoine en péril comme enjeu de justice et de sécurité. Notre voix a aussi été portée à Istanbul (Comité du patrimoine mondial, juillet), à Quito (Conférence Habitat III, octobre) et à Abu Dhabi (Conférence internationale sur la protection du patrimoine en péril, décembre). Enfin, j’ai accepté avec plaisir d’envoyer un message vidéo à l’occasion de la réunion organisée au siège des Nations Unies à New York par Karima Bennoune, Rapporteuse Spéciale des Nations Unies dans le domaine des droits culturels, afin de souligner que notre combat pour sauver le patrimoine culturel est aussi un enjeu lié aux droits de l’Homme.

As a UNESCO Goodwill Ambassador, I am particularly pleased that in 2016, we were able to further expand our dialogue with UN Institutions. Upon our invitation, Irina Bokova, Director General of UNESCO, visited The Hague and made a major speech on heritage protection as a justice and security issue. Our voice was heard also in Istanbul (World Heritage Committee, July), Quito (Habitat III Conference, October) and Abu Dhabi (Conference on Safeguarding Endangered Heritage, December). Last but not least, I gladly accepted the request to send a video message to the meeting hosted at the UN Headquarters in New York by Karima Bennoune, UN Special Rapporteur in the field of Cultural Rights, to stress that our fight for saving cultural heritage is indeed a human rights issue.

Assumer le rôle de Président d’Europa Nostra en cette période de grands défis, signifie pour moi un grand honneur, un immense plaisir et une énorme responsabilité. C’est avec toute mon âme que je veux aider Europa Nostra à mobiliser un bien plus grand soutien pour ses missions et actions vitales. Ainsi, je souhaite remercier chacun d’entre vous - adhérents, partenaires et amis pour votre dévouement et votre contribution. Je souhaite aussi vous encourager à nous aider à convaincre d’autres personnes et organisations - à travers l’Europe et au-delà - à rejoindre et soutenir Europa Nostra. Au moment où nous sommes en train de doubler nos efforts pour répondre à l’ambition de l’Année européenne du patrimoine culturel, pourquoi ne pas aspirer aussi à doubler nos ressources, à la fois matérielles et immatérielles ? Je compte sur vous tous pour nous aider à atteindre cet objectif vital. Puisque je reste profondément convaincu que nous avons aujourd’hui une occasion historique de mettre enfin la culture à sa juste place - à savoir, au coeur même du projet européen! 8

I am passionately committed to helping Europa Nostra mobilise the widest possible support for its vital mission and actions. I therefore wish to thank all of you - members, partners and friends - for your dedication and input. I also wish to encourage you to help us convince others - from across Europe and beyond - to join and support Europa Nostra. As we are busy doubling our efforts to promote an ambitious European Year of Cultural Heritage, why not aim to double also our resources, both material and immaterial? I count on all of you to help us achieve this objective! I am convinced that we now have a historic opportunity to finally put culture where it belongs – at the very heart of the European project!

Introduction by the Executive President and the Secretary General INTRODUCTION BY THE EXECUTIVE PRESIDENT AND THE SECRETARY GENERAL

As highlighted in the foreword of our President, Maestro Plácido Domingo, 2016 is the year in which Europa Nostra and its many partners managed to convince the EU to designate the year 2018 as the European Year of Cultural Heritage. The successful outcome of our advocacy work was made possible by a close cooperation with the European Heritage Alliance 3.3 (which Europa Nostra coordinates) and with the Reflection Group on “EU and Cultural Heritage”composed of representatives of EU Member States (in which Europa Nostra is an observer). We have also benefited from a fruitful dialogue with MEPs led by Silvia Costa, as well as with EC officials led by Commissioner Navracsics and Director General Martine Reicherts.

As Europa Nostra’s annual congress in Turku is about to commence, we look back with pride and joy on our achievements in the previous year.This Annual Report presents a comprehensive overview of the key activities and events which marked the year 2016. You will also find facts and figures regarding our governance, membership and resources.

impressive Exhibition of Spanish laureates, which was organised by Hispania Nostra on the occasion of their 40th anniversary and Europa Nostra’s Congress in Madrid, perfectly illustrated the wealth and diversity of heritage excellence that Europa Nostra seeks to promote across borders.

We are now working on the mobilisation of our members and partners to contribute actively to this Year. In addition,we are lobbying at the highest level of EU policy- and decision-making for stronger recognition of cultural heritage as a positive and cohesive force for Europe. Consequently, the Rome Declaration that was adopted on 25 March by EU Heads of State confirms the EU’s commitment to “a Union that protects our cultural heritage and promotes cultural diversity”.These developments give special political significance to our Network Project co-funded by the EU Creative Europe programme. Following our 3-year “Mainstreaming Heritage”project, we are now committed to its successor: “Sharing Heritage – Sharing Values”.

However, celebrating success stories is not enough. Europa Nostra continues to raise its voice against the many threats that put our cultural and natural heritage in danger. In 2016, we announced a new List of 7 Most Endangered sites (see page 20). Exceptionally, we also decided to name one site as THE Most Endangered site in Europe – the Venice Lagoon. Our President gave his full support to this campaign through a forceful personal video appeal which got widespread attention on social media. Subsequently, our expert task forces visited most of the selected sites, prepared reports, and gave advice and support to national/local organisations fighting to save those sites. We remain grateful to the European Investment Bank Institute for its support of this programme which we will develop further in 2017 and beyond.

The European Heritage Awards Scheme - run in partnership with the European Union - remains a perfect platform to spread our message. Last year’s ceremony in Madrid and the local awards ceremonies that followed remain the highlights of our annual calendar. Our laureates are indeed the best Ambassadors of our key messages; their exemplary achievements serve as inspiration and encouragement for other organisations and individuals in Europe and beyond. The

In 2016, Europa Nostra continued to expand its action, its network and its impact.We are especially proud that this could be achieved while keeping our modest budget in balance, as explained in detail by our new Treasurer (see pages 42-45). All this was possible thanks to the huge dedication and generosity of our members, the impressive quantity and quality of work by our Staff, and, last but not least, the strong commitment of our President, Maestro Plácido Domingo. 9

A la veille de notre Congrès annuel à Turku, nous sommes fiers et heureux de partager avec vous, au travers de ce Rapport annuel, nos réalisations de l’année écoulée. Vous y trouverez également les principales données concernant notre gouvernance, nos ressources et le réseau de nos membres. Comme le souligne notre Président, Maestro Plácido Domingo, dans son message, 2016 fut l’année où Europa Nostra et ses nombreux partenaires ont réussi à convaincre l’Union européenne de désigner 2018 comme l’Année européenne du patrimoine culturel. Le succès de cette campagne de lobbying est le fruit d’une coopération étroite d’une part avec l’Alliance européenne du patrimoine 3.3, dont Europa Nostra assure la coordination, et d’autre part avec le Groupe de réflexion sur l’Union européenne et le patrimoine culturel, composé de représentants des Etats membres de l’Union, et dont Europa Nostra est membre observateur. Nous avons aussi pu nouer un dialogue fructueux avec plusieurs deputés européens et notamment avec Silvia Costa (S&D, Italie) et Mircea Diaconu (ALDE, Roumanie) ainsi qu’avec plusieurs représentants de la Commission européenne, dont particulièrement le Commissaire européen Tibor Navracsics et la Directrice-générale Martine Reicherts. A présent, nous cherchons à mobiliser tous nos membres et tous nos partenaires pour apporter une contribution esssentielle à l’organisation de cette Année européenne du patrimoine culturel. Nous nous efforçons aussi de convaincre les plus hauts responsables politiques européens de reconnaître à quel point notre patrimoine culturel constitue un atout positif et une force de cohésion pour l’Europe. Et c’est ainsi que la Déclaration de Rome, adoptée le 25 mars dernier par les 27 Chefs d’Etats, confirme l’engagement de l’Union pour « protéger notre patrimoine culturel et promouvoir notre diversité culturelle ». Ces récents développements confèrent une forte dimension politique à notre Network Project, lequel est co-financé par le programme Europe créative. Après 3 années d’activités realisées dans le cadre du projet « Mainstreaming Heritage », les futures priorités de notre action seront à présent placées sous le titre évocateur « Patrimoine en partage – Valeurs en partage ».

Notre Concours de Prix européens du patrimoine, organisé en partenariat avec l’Union européenne, demeure la plateforme idéale pour propager nos messages. Ce fut le cas notamment lors de la Cérémonie annuelle de remise de nos Prix à Madrid, ainsi que des cérémonies locales de remise de Prix organisées partout en Europe. Nos lauréats sont effectivement les meilleurs Ambassadeurs de notre mission et leurs réalisations exemplaires servent d’inspiration et d’encouragement pour tant de personnes et d’organisations au travers de l’Europe et même au delà. L’exposition impressionnante des lauréats espagnols de nos Prix, organisée par Hispania Nostra à l’occasion de son 40ème anniversaire et de notre Congrès annuel à Madrid, a parfaitement illustré la richesse et la diversité de ces savoir-faire exceptionnels que nous cherchons à faire connaître et propager au travers des frontières. Toutefois, il ne suffit pas de célébrer les succès. Europa Nostra a aussi pour mission d’élever sa voix contre les nombreuses menaces qui mettent notre patrimoine culturel et naturel en danger. En 2016, nous avons ainsi publié la nouvelle Liste des 7 Sites les plus menacés (voir page 20). Exceptionnellement, nous avons décidé de désigner un site comme le site le plus en danger en Europe – à savoir, La Lagune de Venise. Notre Président a apporté son soutien personnel à cette campagne par le biais d’un message vidéo qui fut diffusé largement sur les réseaux sociaux. Ensuite, nos experts ont visité les sites sélectionnés,ont préparé des rapports et ont offert leurs conseils et soutien aux organisations nationales ou locales qui se battent pour sauver ces sites.Nous remercions l’Institut de la Banque européenne d’investissements pour son soutien à ce programme que nous développerons encore ensemble en 2017 et au delà. En 2016, Europa Nostra a ainsi continué à amplifier son action, son réseau et son impact. Tout cela fut realisé en parfait équilibre de notre modeste budget, comme l’explique notre nouveau Trésorier Huub Doek (voir pages 42-45). Cela a été à nouveau rendu possible grâce au dévouement et à la générosité de nos membres et de nos bénévoles, grâce aussi à l’impressionnante quantité et qualité de travail mené par notre Secrétariat et, enfin, grâce à l’engagement exceptionnel de notre Président, Maestro Plácido Domingo.

2016 saw cultural heritage gaining new momentum in Europe, especially thanks to the European Commission’s proposal to declare 2018 as the European Year of Cultural Heritage. This was a major achievement for the united lobbying front of Europa Nostra, the European Heritage Alliance 3.3 and other partners such as the German Cultural Heritage Committee DNK (photo 3). Europa Nostra participated, as an observer, in a meeting of the Reflection Group “EU and Cultural Heritage”, composed of representatives from national heritage authorities from EU Member States, on 09/05 in The Hague, and hosted a networking event at its headquarters for all participants (photo 2). Throughout 2016 the report ‘Cultural Heritage Counts for Europe’ (CHCFE) continued to be one of the key lobby instruments, providing solid arguments for why heritage is a driver of sustainable development and how it positively impacts society, culture, the economy and the environment. En 2016, le patrimoine culturel a encore pris de l’ampleur en Europe, particulièrement grâce à la proposition de la Commission européenne de déclarer 2018 comme l’Année européenne du patrimoine culturel. Ce fut une étape majeure pour le front de lobbying uni d’Europa Nostra, l’Alliance européenne du patrimoine 3.3 et d’autres partenaires tels que le Comité allemand du patrimoine culturel DNK (photo 3). Europa Nostra a participé, en qualité d’observateur, à la réunion du Groupe de réflexion « UE et patrimoine culturel », composé des représentants des autorités nationales des Etats membres de l’UE en matière de patrimoine, le 9 mai à La Haye et a organisé un événement de réseautage pour tous les participants dans son bureau (photo 2). Tout au long de l’année 2016, le rapport « Le patrimoine culturel compte pour l’Europe » (CHCFE) a continué d’être l’un des principaux instruments de persuasion d’Europa Nostra, en fournissant de solides arguments prouvant le rôle du patrimoine comme moteur du développement durable et son impact positif pour la société, la culture, l’économie et l’environnement. Le Président d’Europa Nostra, Plácido Domingo, a présenté le rapport au Président de la Commission européenne, Jean-Claude Juncker, le 18 mai à Bruxelles (photo 1). 12

Juncker, on 18/05 in Brussels (photo 1).The Italian edition of the CHCFE Executive Summary was launched at a high-profile event with the participation of Silvia Costa, Chair of the Committee on Culture and Education of the European Parliament, Dario Franceschini, Italian Minister of Cultural Heritage, and top-level representatives from Europa Nostra, on 14/11 in Rome (photo 4). Europa Nostra made a strong case for unlocking the economic and social value of culture and heritage in times of European crises at various meetings held by the European Commission, the European Parliament and the European Committee of the Regions, including stakeholder consultations on the proposal “Towards an EU Strategy for international cultural relations”. This proposal is an important policy development at EU level which places culture at the heart of EU external relations and gives a key role to heritage, dedicating one of its three pillars to reinforcing cooperation on cultural heritage. Europa Nostra welcomed this cultural diplomacy strategy on the occasion of the UNESCO conference #Unite4Heritage on 09-10/06 in Brussels.

L’édition italienne du Résumé exécutif de CHCFE a été lancée lors d’un événement de haut niveau le 14 novembre à Rome avec la participation de Silvia Costa, Présidente de la Commission culture et éducation du Parlement européen, Dario Franceschini, Ministre italien du patrimoine culturel, et des hauts représentants d’Europa Nostra (photo 4). Europa Nostra a régulièrement et fortement plaidé en faveur de la libération de la valeur économique et sociale de la culture et du patrimoine en période de crises européennes lors de diverses réunions tenues par la Commission européenne, le Parlement européen et le Comité européen des Régions, y compris des consultations publiques sur la proposition « Vers une stratégie de l’UE pour les relations culturelles internationales ». Cette proposition est un développement politique important au niveau de l’UE qui place la culture au cœur des relations extérieures de l’UE et donne un rôle clé au patrimoine, en consacrant l’un de ses trois piliers au renforcement de la coopération sur le patrimoine culturel. Europa Nostra a salué cette stratégie de diplomatie culturelle à l’occasion de la conférence de l’UNESCO # Unite4Heritage les 9 et 10 juin à Bruxelles. 13

UNESCO’s Director General Irina Bokova stated that “the protection of heritage has become a humanitarian imperative and security issue” during the Europe Lecture, co-organised by Europa Nostra in The Hague on 13/06. Judge Silvia Fernández de Gurmendi, President of the International Criminal Court, also contributed to the debate (photo 5). Following the Europe Lecture, Bokova was welcomed at Europa Nostra’s headquarters (photo 6). Responding to growing expectations at an international level, Europa Nostra was among the speakers of the historic Conference for the Protection of Cultural Heritage in Conflict Areas organised under UNESCO patronage on 2-3/12 in Abu Dhabi, which brought together more than 40 heads of states or ministers as well as representatives from international civil society organisations, including the World Monuments Fund and the Global Heritage Fund (photo 7).

In 2016, expert juries examined 187 applications from 36 countries for the EU Prize for Cultural Heritage / Europa Nostra Awards. 28 winners from 16 countries across Europe were recognised for their exemplary achievements in conservation, research, dedicated service, and education, training and awareness-raising. In addition, a Europa Nostra Award was presented to a remarkable conservation project from Belarus, a European country not taking part in the EU Creative Europe programme. “Magical”, “inspiring” and “memorable” were the most common expressions used by the winners to describe the European Heritage Awards Ceremony (photo 1) held on 24/05 at the historic Zarzuela Theatre in Madrid. Around 1.000 people from all over Europe celebrated this year’s most outstanding heritage accomplishments and welcomed the message about the power of heritage to revive the European project conveyed by European Commissioner Tibor Navracsics and Europa Nostra’s President Plácido Domingo.

En 2016, nos jurys d’experts ont examiné 187 dossiers de 36 pays différents pour le Prix du patrimoine culturel de l’UE / Concours Europa Nostra. 28 gagnants issus de 16 pays en Europe ont été sélectionnés pour leurs réalisations modèles en matière de conservation, recherche, contribution exemplaire et éducation, formation et sensibilisation. En outre, un Prix Europa Nostra a été présenté à un remarquable projet de conservation en Biélorussie, un pays européen ne participant pas au programme Europe Créative de l’UE. «Magique», «inspirante» et «mémorable» ont été les expressions les plus utilisées par les gagnants pour décrire la Cérémonie de remise des Prix européens du patrimoine (photo 1) qui s’est tenue le 24 mai au Théâtre historique de la Zarzuela à Madrid en Espagne. The 7 Grand Prix, entitled to receive € 10,000 each, and the Public Choice Award, chosen in an online poll, were alternately presented by Maestro Domingo and Commissioner Navracsics. The rehabilitation of The King’s Little Pathway in Spain (photo 2) was the big winner of 2016: the jury granted it a Grand Prix while the general public selected it as their favourite heritage project in Europe. A series of Local Award Ceremonies took place across Europe from June to November, assembling in total some 4.000 people and a ttracting wide media coverage at national level. Among the highlights were the top-level events organised to mark the success of the Grand Prix winners. On 15/10, the commemorative plaque was unveiled at the Traditional Watermill in Agios Germanos, Greece (photo 3). On 07/08, Tibor Navracsics and Plácido Domingo praised the exemplary rehabilitation of the Liszt Academy of Music – also awarded the European Heritage Label – at a special event in Budapest, Hungary (photo 4).

La réhabilitation du Petit Sentier du Roi en Espagne (photo 2) a été le grand gagnant 2016: le jury lui a accordé un Grand Prix et le public l’a choisi comme son projet patrimonial favori en Europe. Une série de Cérémonies locales des Prix a pris place à travers toute l’Europe de juin à novembre, réunissant au total quelque 4.000 personnes et attirant une large couverture médiatique au niveau national. Des événements prestigieux organisés pour marquer le succès des lauréats des Grand Prix figurent parmi les temps forts de ces cérémonies. Le 15 octobre, la plaque commémorative a été dévoilée au Moulin traditionnel d’Agios Germanos en Grèce (photo 3). Le 7 août, Tibor Navracsics et Plácido Domingo ont applaudi la réhabilitation exemplaire de l’Académie de musique de Liszt – également récipiendaire du Label du patrimoine européen – lors d’un événement spécial à Budapest en Hongrie (photo 4). 17

On 21/10, Sarajevo held great celebrations in honour of the Employees and Activists of the National Museum of Bosnia and Herzegovina (photo 5), with an exceptional concert of traditional musical heritage from the Balkans by the renowned musician Jordi Savall (picture 6) and his ensemble Hespèrion XXI . On 31/08, for the first time a Grand Prix was presented in Serbia to the Conservation Study of the Village Gostuåa (photo 7). During The Best in Heritage conference held on 22-25/09 in Dubrovnik, Croatia, 7 winners of the EU Prize for Cultural Heritage / Europa Nostra Awards 2015 shared their exemplary heritage initiatives.

In 2016, Europa Nostra and the European Investment Bank Institute published the third list of 7 Most Endangered heritage sites in Europe. We jointly mobilise support to save these heritage treasures that are in danger, some due to lack of resources or expertise, others due to natural disasters or unsuitable human action. The archaeological site of Ererouyk and the village of Ani Pemza in Armenia, the Patarei Sea Fortress in Tallinn in Estonia, Helsinki-Malmi Airport in Finland, the Colbert Swing Bridge in Dieppe in France, the Kampos of Chios in Greece, the Convent of St. Anthony of Padua in Extremadura in Spain, and the Ancient city of Hasankeyf and its surroundings in Turkey were named as the 7 Most Endangered 2016 during a public event held on 16/03 at Ateneo Veneto in Venice.

En 2016, Europa Nostra et l’Institut de la Banque européenne d’investissement ont publié la troisième liste des « 7 sites les plus menacés » en Europe. Nous mobilisons ensemble le soutien nécessaire pour sauver ces trésors du patrimoine en danger, certains en raison du manque de ressources ou d’expertise, d’autres en raison de catastrophes naturelles ou d’actions humaines inadéquates. In addition, the Venice Lagoon in Italy was declared the most threatened heritage site in Europe, given the paramount importance of this heritage landmark to Europe and the world, as well as the magnitude and complexity of the challenges posed. Europa Nostra endorsed UNESCO’s strong appeal to the Italian Government to present urgent measures for the safeguard of Venice and its lagoon, during the World Heritage Committee’s 40th session, held on 14/07 in Istanbul (photo 2). From March to September, heritage and financial experts from Europa Nostra and the European Investment Bank Institute went on missions to the archaeological site of Ererouyk and the village of Anipemza (photo 1), the Colbert Swing Bridge (photo 3), the Patarei Sea Fortress (photo 4), Helsinki-Malmi Airport (photo 5) and the Kampos of Chios (photo 6). The key findings and recommendations of the expert missions were published in reports at the end of 2016/beginning of 2017.

De plus, la Lagune de Venise en Italie a été déclarée comme LE site du patrimoine le plus menacé en Europe compte tenu de l’importance capitale de ce site patrimonial phare en Europe et dans le monde, ainsi que de l’ampleur et de la complexité des défis y afférents. Europa Nostra a appuyé l’appel pressant de l’UNESCO au Gouvernement italien afin de présenter des mesures urgentes pour la sauvegarde de Venise et de sa lagune lors de la 40ème session du Comité du patrimoine mondial qui s’est tenue à Istanbul le 14 juillet (photo 2). De mars à septembre, les experts patrimoniaux et financiers d’Europa Nostra et de l’Institut de la Banque européenne d’investissement ont mené des missions sur le site archéologique d’Ererouyk et le village d’Ani Pemza (photo 1), le pont Colbert (photo 3), la forteresse maritime de Patarei (photo 4), l’aéroport d’Helsinki-Malmi (photo 5) et le Kampos de Chios (photo 6). Meetings related to the Convent of St. Anthony of Padua and the Ancient city of Hasankeyf are planned for 2017. Along with representatives from the organisations that nominated the sites, the European experts met, and will meet, with national, regional and local stakeholders to mobilise them to join forces in saving these gems of Europe’s heritage. Another highlight of 2016 was the Romanian Government’s decision to nominate the ancient mining landscape of Rosia Montana for UNESCO World Heritage status (photo 7). Europa Nostra welcomed this landmark decision on 06/12, having campaigned for a long-term development plan for Rosia Montana for over a decade, which included the site being put included on its very first list of 7 Most Endangered heritage sites in Europe in 2013.

Des réunions de travail sur le Couvent de Saint-Antoine de Padoue et la ville antique d’Hasankeyf sont prévues pour 2017. En plus des représentants des organisations qui ont nommé les sites, les experts européens ont rencontré, et rencontreront, les acteurs nationaux, régionaux et locaux afin de les mobiliser et d’unir leurs forces pour sauver ces joyaux du patrimoine européen. La décision du Gouvernement roumain de proposer l’inscription de l’ancien paysage minier de Rosia Montana sur la liste du patrimoine mondial de l’UNESCO a été un autre évènement marquant de 2016 (photo 7). Europa Nostra a salué cette décision historique le 6 décembre, ayant fait campagne pour un plan de développement durable pour Rosia Montana depuis plus d’une décennie, et ayant inclus ce site sur sa toute première liste des “7 sites les plus menacés” d’Europe en 2013.

Throughout 2016, Europa Nostra intensified its networking and outreach activities in Europe and beyond, mobilising its members, partners and supporters and engaging with a wide range of stakeholders. Europa Nostra held its autumn Board and Council meetings on 09-11/11 in Leipzig, Germany, on the occasion of the Denkmal Fair, Europe’s leading trade fair for conservation and building renovation. In her address at the opening ceremony of the Denkmal Fair (photo 1), our Secretary General Sneåka Quaedvlieg-Mihailovic´ called on “ all participants to contribute to the European Year of Cultural Heritage 2018 in the spirit of innovation and cooperation”. The autumn session of the European Heritage Alliance 3.3, which is coordinated by Europa Nostra, also took place in Leipzig. Alliance members decided to send a joint letter urging all EU Member States to provide adequate funding for the Year. Furthermore, Alliance members engaged in a public debate about the Year, organised by Europa Nostra, which brought together high-level speakers from the European Commission and the German Cultural Heritage Committee DNK, among others. En 2016, Europa Nostra a intensifié ses activités de réseau et de rayonnement en Europe et au-delà, en mobilisant ses membres, partenaires et soutiens, et en ralliant un large éventail de nouveaux contacts. En automne, Europa Nostra a tenu ses réunions du Comité exécutif et du Conseil du 9 au 11 novembre à Leipzig en Allemagne à l’occasion de la Denkmal Fair, une des principales foires en Europe pour la conservation et la rénovation de bâtiments. Lors de son discours à la cérémonie d’ouverture de la Denkmal Fair (photo 1), notre Secrétaire générale, Sneåka Quaedvlieg-Mihailovic,´ a appelé « tous les participants à contribuer à l’Année européenne du patrimoine culturel en 2018 dans un esprit d’innovation et de coopération ». La réunion automnale de l’Alliance européenne pour le patrimoine 3.3, dont la coordination est assurée par Europa Nostra, s’est aussi tenue à Leipzig. Les membres de l’Alliance ont décidé d’envoyer une lettre commune exhortant tous les Etats membres de l’UE à fournir des fonds adéquats pour l’Année. De plus, les membres de l’Alliance ont participé à un débat public sur l’Année, organisé par Europa Nostra, qui a rassemblé des orateurs de haut niveau, entre autres de la Commission européenne et du Comité allemand du patrimoine culturel (DNK). 24

Our European Heritage Congress was held on 22-27/05 in Madrid, Spain. It coincided with the 40th anniversary of one of our oldest country representations, Hispania Nostra. Among the Congress’ highlights were the opening of the photo exhibition about the Spanish winners of the European Heritage Awards since 1978 by H.M. Queen Letizia, Honorary President of Hispania Nostra, together with its President Araceli Pereda Alonso (photo 2); the debate ‘Cultural Heritage Counts for Europe’ organised by Europa Nostra and its corporate partner Bertelsmann (photo 3); and the forum ‘Social Participation in Heritage Protection’ that brought together eminent Spanish, European and South-American heritage experts. Together with our country representation in Portugal, Centro Nacional de Cultura, we presented the Helena Vaz da Silva European Award 2016 to the French editorial cartoonist Plantu and to the Portuguese philosopher Eduardo Lourenço at a ceremony on 10/10 in Lisbon, in the presence of the United Nations Secretary-General António Guterres (photo 4). Notre Congrès européen du patrimoine s’est tenu du 22 au 27 mai à Madrid en Espagne. Il coïncidait avec le 40ème anniversaire de notre plus ancienne Délégation nationale, Hispania Nostra. Europa Nostra and the Calouste Gulbenkian Foundation held the first meeting of private foundations supporting cultural heritage in Europe on 24/06 in Lisbon, gathering participants from 8 European countries (photo 5). During the International Interfaith Conference on 19/03 in Prizren, Europa Nostra’s Secretary General and HRH The Prince of Wales promoted heritage protection in Kosovo. Sneçka Quaedvlieg-Mihailovic´ also met with Father Sava Janjic, Abbot of the Decani ˘ Monastery, who informed her of the threats to this exceptional site that is on UNESCO’s List of World Heritage in Danger (photo 6). On 12/09 in Leuven, Belgium, Europa Nostra participated in a conference to mark the 40th anniversary of the Raymond Lemaire International Centre for Conservation, a partner in the ‘Cultural Heritage Counts for Europe’ project (photo 7).

Country Representations | Délégations nationales A growing number of Country Representations has been, or is in the process of being established to represent and promote the interests of Europa Nostra in individual countries. They seek to ensure the best possible two-way communication between members in their country and Europa Nostra’s main decision-making bodies and the International Secretariat in The Hague and in Brussels. R e p o r t b y t h e Tr e a s u r e r, H u u b D o e k Introduction This report is my first report since I was elected Treasurer of Europa Nostra at the General Assembly in Madrid. The financial statements 2016 have been audited by our new auditors AUREN. AUREN has examined these statements and issued an external auditor’s report. The financial year 2016 shows a modest positive result of € 12.610. Although this is a satisfactory result, Europa Nostra needs to look for additional sources of income to enable our organisation to meet the ambitions but also the high expectations with regard to the European Year of Cultural Heritage in 2018. Income Total income is € 1.176.280 (2015 € 1.213.314). The total of membership contributions equals the level of 2015, but net donations and support are € 20.000 less than in 2015. Income from activities are € 23.222 less than in 2015 (a substantial part of the expenses related to the congress in Spain was covered by funds raised directly by our Country Representation Hispania Nostra in Spain; the corresponding income therefore does not figure in the annual accounts of Europa Nostra).The European Commission grants (Heritage Awards Scheme and Network Project ‘Mainstreaming Heritage’) are in line with the commitments. In 2016, an additional € 50.000 was received from the European Commission and other public and private partners to cover the costs of two high-profile Local Heritage Awards Ceremonies in Sarajevo and Rome. Expenditures Total expenditure amounts to € 1.159.639, roughly the same as in 2015 (€ 1.156.175). The total expenditure on activities is € 50.993 lower than in 2015, mainly due to the different way of administering the expenses of the annual congress, as explained above. The expenditure on activities is in 2016 73% of total expenditure (78% in 2015).The general expenditure is 27% of total expenditure (22% in 2015). The total structural costs of the International Secretariat in The Hague and Brussels amount to € 674.587* (€ 629.909 in 2015), an increase of 7.1%* (6% in 2015), including additional personnel in Brussels. (*The increase of the office and administration expenses is mainly due to additional audit fees in relation to the year 2015; yet excluding these extra audit fees the costs increased by only 5,2%). The cost control within the organisation remained on a good level. Result The financial surplus for the year is € 12.610. After allocation of € 3.012 to two labelled funds, Hans de Koster Fund and Youth Fund, an amount of € 9.598 can be appropriated to the General Reserve. On 31 December 2016, the General Reserve amounts to € 189.348 (€ 179.750 in 2015). This is in line with the Board’s ambition to further strengthen the financial position of Europa Nostra. The total reserves, including the two labelled funds amount to € 391.628 (€ 379.018 in 2015).

Risk Analysis and Risk Mitigation Potential operational, financial and reputational risks identified are: illness or loss of key staff; not being capable to fulfill the obligations inherent to the grants; loss of income from individuals, foundations and organisations; incapability to raise sufficient new income; unintentionally damaging the reputation of Europa Nostra as a result of a mistake being made in the multitude of simultaneous tasks. However, the positive atmosphere, competence, dedication and energy within the Europa Nostra team, as well as the high appreciation Europa Nostra work receives internally and externally for the content, importance and impact of its achievements, reduce the probability of these risks materializing, but only to a certain extent. The Board and the International Secretariat are fully aware of those risks and address very seriously the various items mentioned above. In addition, new laws and regulations in respect of data and privacy protection will have our full attention. Looking Ahead It is important to mention that Europa Nostra received a written confirmation from the European Commission regarding an annual grant € 250.000 for four years (2017-2021) for the European Network Project ‘Sharing Heritage – Sharing Values’ which is a follow-up project of the current Network Project ‘Mainstreaming Heritage’. Europa Nostra’s project proposal received a high score of 89 points out of 100 which means that Europa Nostra can continue its network activities that are highly valued by our key partner the European Union. Next year is the European Year of Cultural Heritage and Europa Nostra, as one of the prime promoters of this European Year, will play an important role as a representative of civil society. In order to fulfill our own ambitions and high expectations from our partners, Europa Nostra needs to raise additional funds, mainly from private sources. The Year, however, will also provide the opportunity to convince more individuals, private foundations, as well as companies, to share our goals and become partners or supporters of Europa Nostra on a longer-term basis. Acknowledgments Europa Nostra can only do its work through the ongoing material and/or financial support of its members, volunteers, partners, advisors, donors and sponsors. Europa Nostra is very grateful for this vital support. Last but not least, a special word of appreciation for our dedicated staff in The Hague and Brussels.

Revenus Les revenus totaux s’élèvent à 1.176.280 € (1.213.314 € en 2015). Le total des cotisations des membres équivaut au niveau de 2015, mais les dons et soutiens nets sont de 20.000 € inférieurs à ceux de 2015. Les revenus des activités sont de 23.222 € inférieurs à ceux de 2015 (une partie substantielle des dépenses liées au Congrès en Espagne était couverte par des fonds recueillis directement par notre Délégation nationale en Espagne, Hispania Nostra ; les revenus correspondants ne figurent dès lors pas dans les comptes annuels d’Europa Nostra). Les subventions de la Commission européenne (Programme des Prix et Projet de Réseau ‘Mainstreaming Heritage’) sont conformes aux engagements. En 2016, 50.000 € supplémentaires ont été reçus de la Commission européenne et d’autres partenaires publics et privés pour couvrir les coûts de deux Cérémonies locales de remise des Prix du Patrimoine de prestige à Sarajevo et Rome. Dépenses Les dépenses totales s’élèvent à 1.159.639 €, une somme à peu près identique à celle de 2015 (1.156.175 €). Les dépenses totales liées aux activités sont de 50.993 € inférieures à celles de 2015, principalement en raison d’une administration différente des dépenses liées au Congrès annuel, comme expliqué ci-dessus. Les dépenses des activités sont en 2016 égales à 73% des dépenses totales (78% en 2015). Les dépenses générales représentent 27% des dépenses totales (22% en 2015). Les coûts structurels totaux du Secrétariat international à La Haye et à Bruxelles s’élèvent à 674.587 €* (629.909 € en 2015), soit une augmentation de 7,1% * (6% en 2015), en ce compris du personnel supplémentaire à Bruxelles. (* L’augmentation des frais de bureau et d’administration s’explique principalement par des honoraires d’audit supplémentaires par rapport à l’année 2015; en excluant ces frais d’audit supplémentaires, les coûts n’ont augmenté que de 5,2%). Le contrôle des coûts au sein de l’organisation est resté à un bon niveau. Résultat L’excédent financier pour l’année est de 12.610 €. Après allocation de 3.012 € aux deux Fonds spéciaux Hans de Koster et Jeunesse, un montant de 9.598 € peut être affecté à la Réserve générale. Au 31 décembre 2016, la Réserve générale s’élève à 189.348 € (179.750 € en 2015). Cela correspond à

Introduction Ceci est mon premier rapport depuis mon élection en tant que Trésorier d’Europa Nostra à l’Assemblée générale de Madrid. Les résultats financiers 2016 ont été vérifiés et examinés par nos nouveaux auditeurs AUREN, qui ont publié un rapport d’audit externe. L’exercice 2016 montre un résultat positif modeste de 12.610 €. Bien qu’il s’agisse d’un résultat satisfaisant, Europa Nostra doit rechercher des sources de revenus supplémentaires pour permettre à notre organisation de répondre à ses ambitions mais aussi aux attentes élevées entourant l’Année européenne du patrimoine culturel en 2018.

l’ambition du Comité exécutif de renforcer davantage la position financière d’Europa Nostra. Les réserves totales, y compris les deux fonds spéciaux, s’élèvent à 391.628 € (379.018 € en 2015). Analyse et atténuation des risques Les potentiels risques opérationnels, financiers et de réputation identifiés sont les suivants: maladie ou perte du personnel clé ; non-respect des obligations inhérentes aux subventions ; perte de revenus provenant des particuliers, fondations et organisations ; incapacité à lever suffisamment de nouveaux revenus ; atteinte involontaire à la réputation d’Europa Nostra suite à une erreur commise en raison de la multitude de tâches simultanées à gérer. Cependant, l’atmosphère positive, la compétence, le dévouement et l’énergie au sein de l’équipe d’Europa Nostra, ainsi que la grande reconnaissance que le travail d’Europa Nostra reçoit en interne et en externe pour le contenu, l’importance et l’impact de ses réalisations, réduisent la probabilité que ces risques se matérialisent, mais seulement dans une certaine mesure. Le Comité exécutif et le Secrétariat international sont pleinement conscients de ces risques et sont très attentifs aux différents éléments mentionnés ci-dessus. En outre, les nouvelles lois et règlements en matière de protection des données et de la protection de la vie privée recevront toute notre attention. Perspectives d’avenir Il est important de mentionner qu’Europa Nostra a reçu une confirmation écrite de la Commission européenne concernant une subvention annuelle de 250.000 € pendant quatre ans (2017-2021) pour le Projet de Réseau européen « Sharing Heritage - Sharing Values » qui est la suite du Projet de Réseau actuel « Mainstreaming Heritage ». La proposition de projet d’Europa Nostra a reçu un score élevé de 89 points sur 100, ce qui signifie qu’Europa Nostra peut continuer ses activités de réseau qui sont très appréciées de notre partenaire clé - l’Union européenne. L’année prochaine est l’Année européenne du patrimoine culturel et Europa Nostra, l’un des principaux promoteurs de cette année européenne, jouera un rôle important en tant que représentant de la société civile. Afin de répondre à nos propres ambitions et aux attentes élevées de nos partenaires, Europa Nostra doit lever des fonds supplémentaires, principalement à partir de sources privées. L’Année, cependant, offrira également la possibilité de convaincre plus de personnes, de fondations privées, ainsi que d’entreprises, de partager nos objectifs et de devenir des partenaires ou des soutiens d’Europa Nostra à plus long terme. Remerciements Europa Nostra ne peut faire son travail que grâce au support matériel et/ou financier continu de ses membres, bénévoles, partenaires, conseillers, donateurs et sponsors. TU R K U 2 0 1 7 Europa Nostra organised a rich programme of meetings, events and cultural visits for our European Heritage Congress 2017 taking place from 11-15 May in Turku. This was made possible thanks to the dedication of our International Secretariat in The Hague and Brussels, as well as to the commitment of our country representation Europa Nostra Finland. Among the highlights of the Congress, which coincides with the celebration of Finland’s centenary of independence, are the European Heritage Awards Ceremony, co-hosted by Europa Nostra’s President Plácido Domingo and European Commissioner Tibor Navracsics, on 15/05 at St. Michael’s Church; the full-day Excellence Fair, with presentations by the winners of the EU Prize for Cultural Heritage / Europa Nostra Awards 2017, on 14/05 at the Sigyn Hall; the forum ‘Sharing Heritage: Citizens’ Participating in Decision Making’, on 13/05 at the University of Turku; and the debate ‘European Year of Cultural Heritage 2018: A Challenge for All’, focusing on the role of NGOs as well as European regions and cities in contributing to the Year, on 12/05. The Congress is supported by numerous public and private partners from Finland as well as by the Creative Europe programme of the European Union.
