Last year in Lisbon, I was again impressed by the remarkable achievements of our award laureates, the prestige of our ceremony, and by such a strong commitment to Europa Nostra coming from so many members, volunteers, benefactors and sponsors. All this reinforced my conviction that our organisation has a fundamental mission in Europe today. It also confirmed that we have a formidable potential for further growth. We can and should be the leading voice in the European chorus of many different actors committed to safeguarding our heritage: not only heritage professionals and volunteers but also politicians, businesses, communities and civil society.

We can also be proud of our fruitful partnership with the European Union. I very much hope that in the years to come we shall cooperate even closer to promote the cultural values of our Europe and simultaneously to save Europe’s endangered treasures. We also look forward to contributing to the “New Narrative for Europe” process recently launched by President Barroso in cooperation with Vice-President Reding and Commissioner Vassiliou. Europe cannot be reduced merely to the Euro, or to the internal market and trade. Europe may be first and foremost a peace project, as recalled by last year’s Nobel Peace Prize which was attributed to the European Union, but it is also a cultural project. It is our culture and our cultural heritage which bring Europe’s citizens together and serve as a fertile soil for new creativity, innovation and achievements. I am particularly proud to be the President of Europa Nostra in this important year – our 50th Anniversary Year. Jubilees are there for celebration of what has been achieved. And we shall do this in grand style in June under the Acropolis in Athens, and again in December in Brussels. It will also provide an excellent occasion to pay tribute to all those who over so many years have generously contributed to the constant growth of our organisation. But Jubilees are also there to give a new boost to our actions, for example through the recent launch of “The 7 Most Endangered Programme”. Losing precious elements of our heritage is like losing parts of our memory, like losing photos from our family album… I am therefore strongly convinced that Europa Nostra can become a true catalyst for Europe-wide mobilisation in favour of our endangered heritage. This will be our legacy for the future! We have many challenges ahead of us. We therefore need to invest even more efforts to enlarge our financial resources in order to match the increased level of our ambition. I count on the mobilisation of all our members to help us meet this important goal. In this context, I took the initiative to set up the “Europa Nostra President’s Circle”. This Circle seeks to encourage prominent and generous benefactors to 6

support our work. Last year, I was pleased to host two successful gatherings of this Circle, in Valencia in spring and in Vienna in autumn, followed by a recent meeting in April 2013 in London. We are very grateful to our Portuguese members, led by the Centro Nacional de Cultura and its President Guilherme d’Oliveira Martins, for the unforgettable programme of our annual Congress in Lisbon in June 2012. They have confirmed that Portugal is ready and willing to play in the future an even stronger role in our pan-European movement. I also wish to pay tribute to our Greek colleagues and friends, led by Elliniki Etairia and its President, Iannis Michail and also by our Vice-President Costa Carras, who have worked tirelessly for two years to prepare our 50th anniversary Congress in Athens. Europa Nostra’s decision to come to Greece - to celebrate its Golden Jubilee - is a very symbolic one. Europe is indebted to Greece when it concerns our shared cultural heritage. Europe is indeed inconceivable without Greece. We are also convinced that by regaining confidence in the power of its culture and its cultural heritage, Greece will be able to find a way out of its current crisis. Cultural Heritage is a true gold mine for Greece, just as it is for Portugal and for all other countries of Europe. But this gold mine needs to be exploited with utmost care and respect, if it is to last for many more decades and centuries. I wish to thank the leadership of our organisation - its Board and its Council - and our capable and hard working International Secretariat based in The Hague and Brussels for all they did and achieved in the year under review. I also thank all our members and supporters for their loyalty and dedication and hope to see again many of them in June 2013 in Athens for the Golden Jubilee of Europa Nostra. Je suis particulièrement fier d’être le Président d’Europa Nostra en cette année charnière qu’est notre 50e anniversaire. Les jubilés sont toujours l’occasion de célébrer ce qui a été accompli. Et nous le ferons avec solennité en juin aux pieds de l’Acropole à Athènes, puis en décembre à Bruxelles. Cet événement nous permettra également de rendre hommage à tous ceux qui, pendant tant d’années, ont généreusement contribué à la croissance constante de notre organisation. Les jubilés sont aussi l’occasion de donner un nouvel élan à nos actions, notamment à travers le récent lancement du programme des « 7 Sites les plus menacés ». Perdre de précieux éléments de notre patrimoine, c’est comme perdre des parties de notre mémoire, comme perdre des photos de notre album de famille... Je suis donc fermement convaincu qu’Europa Nostra peut devenir un véritable catalyseur pour la mobilisation, à l’échelle européenne, en faveur de notre patrimoine en danger. Ce sera notre legs pour les générations futures !

Je tiens enfin à remercier la direction de notre organisation - son Comité exécutif et son Conseil - ainsi que notre Secrétariat international compétent et motivé, qui est basé à La Haye et à Bruxelles, pour tout ce qu’ils ont entrepris et accompli durant l’année 2012. Je remercie également tous nos membres, sympathisants et partenaires pour leur loyauté et leur dévouement. J’espère revoir beaucoup d’entre eux en juin 2013 à Athènes pour le fêter le Cinquantenaire d’Europa Nostra.

Le patrimoine culturel est une véritable mine d’or pour la Grèce, tout comme il l’est pour le Portugal et pour tous les autres pays d’Europe. Toutefois, cette mine d’or doit être exploitée avec soin et respect, si nous souhaitons la préserver et en bénéficier durant de nombreuses décennies et de nombreux siècles à venir.

Je tiens également à rendre hommage à nos collègues et amis grecs, et notamment à Elliniki Etairia et son Président, Iannis Michail, ainsi qu’à notre Vice-président Costa Carras, qui ont travaillé sans relâche pendant deux ans sur la préparation de notre Congrès du 50e anniversaire à Athènes. La décision d’Europa Nostra de venir en Grèce - pour célébrer son Jubilé d’Or - est très symbolique. L’Europe est redevable à la Grèce en ce qui concerne notre patrimoine culturel commun. L’Europe est en effet inconcevable sans la Grèce. Nous sommes également convaincus qu’en reprenant confiance dans le pouvoir de sa culture et de son patrimoine culturel, la Grèce trouvera plus facilement la sortie de sa crise actuelle.

Nous pouvons également être fiers de notre partenariat fructueux avec l’Union européenne. J’espère vivement que dans les années à venir, nous pourrons coopérer ensemble encore plus étroitement afin de promouvoir les valeurs culturels de notre Europe, tout en sauvant ses trésors menacés. Nous nous réjouissons également de contribuer au projet « New Narrative for Europe » (Nouveau discours pour l’Europe), récemment lancé par le Président Barroso en collaboration avec la Vice-présidente Reding et la Commissaire européenne Vassiliou. L’Europe ne peut se limiter simplement à l’Euro, ni au marché intérieur et au commerce. L’Europe est d’abord et avant tout un projet de paix, comme l’a confirmé l’attribution à l’Union européenne du Prix Nobel de la Paix en 2012, mais aussi un projet culturel. Ce sont notre culture et notre patrimoine culturel qui rassemblent les citoyens européens et sert de terreau fertile pour la créativité, l’innovation et les nouvelles réalisations.

Nous remercions vivement nos membres portugais, et notamment le Centro Nacional de Cultura et son Président, Guilherme d’Oliveira Martins, pour le programme exceptionnel de notre Congrès annuel à Lisbonne en juin 2012. Ils ont confirmé que le Portugal était prêt à jouer à l’avenir un rôle encore plus important dans notre mouvement paneuropéen.

De nombreux défis nous attendent. Nous devons donc investir davantage d’efforts pour accroître nos ressources financières afin qu’elles soient à la hauteur de nos ambitions. Je compte sur la mobilisation de tous nos membres pour nous aider à atteindre cet objectif primordial. Dans ce contexte, j’ai pris l’initiative de mettre en place le « Cercle du Président ». Ce Cercle vise à encourager de généreux mécènes à soutenir notre travail. L’année dernière, j’ai eu le plaisir d’organiser deux rencontres de ce Cercle, à Valence au printemps et à Vienne en automne, suivis d’une récente rencontre à Londres en avril 2013.

L’année dernière à Lisbonne, j’ai été de nouveau impressionné par les réalisations remarquables de nos lauréats, le prestige de notre cérémonie de remise des prix et le profond engagement en faveur d’Europa Nostra de la part de tant de membres, de bénévoles et de mécènes. Tout cela n’a fait que renforcer ma conviction que notre organisation accomplissait une mission fondamentale aujourd’hui en Europe. J’ai eu également la confirmation que nous disposions d’un potentiel de croissance considérable. Nous pouvons et nous devrions devenir la voix principale dans le chœur européen de nombreux acteurs engagés dans la sauvegarde de notre patrimoine : non seulement les professionnels du patrimoine et les bénévoles, mais aussi les femmes et les hommes politiques, les entreprises, les collectivités locales et l’ensemble de la société civile.

Introduction

For a Renaissance of Europe’s Cultural Heritage 2012 was a year of steady growth for Europa Nostra when we prepared new actions to mark our 50th anniversary in 2013. A stronger presence within European and International Institutions First of all, we have further consolidated our relationship with the European Institutions. Together with our colleagues from the “European Heritage Alliance 3.3.”, we produced a document that advocates the need for developing a true EU strategy for heritage. This paper gave an impetus for preparing a European cooperation project “Cultural Heritage Counts for Europe”. During the next three years, this project - which recently received an EC grant - will seek to mobilize our members and our resources with the aim to assemble data which confirm and illustrate the multiple values of cultural heritage for Europe’s economy and society. In 2012, the highest representatives of European Institutions demonstrated keen interest in Europa Nostra’s activities: Commissioner Vassiliou co-hosted, together with Plácido Domingo, the magnificent Award Ceremony in Lisbon, while President Barroso wished to support our action with a vibrant message broadcasted by video. At the Award Ceremony for the Solvay Library in Brussels, the President of the European Council, Herman van Rompuy, delivered an inspiring speech stressing the deep meaning cultural heritage has for the process of European integration. We have developed an open and constructive dialogue with Hans-Gert Pöttering, MEP, former President of the European Parliament, who is today Chairman of the Board of the House of European History. We also started a very fruitful cooperation with the European Investment Bank which led to the launch of our new programme “The 7 Most Endangered”. All this confirms that the EU Institutions have a high esteem for our work and that they attach great importance to the mission of our organisation. The invitation which we received to attend the Nobel Peace Prize Ceremony in Oslo, and also the wish of President Barroso to involve us in the preparation of the “New Narrative for Europe”, are additional proofs of Europa Nostra’s recognition by the EU. We have maintained our good relations with the Council of Europe, especially during the European Heritage Days Forum organised in Nicosia during the Cyprus Presidency of the EU. We also have excellent relations with UNESCO: we took part in the annual meeting of the World Heritage Committee in Saint-Petersburg, which was preceded by an NGO Forum. Let us also recall that Francesco Bandarin, Deputy Director General for Culture at UNESCO, contributed to our Forum in Lisbon and more recently to the public debate organised at the UNESCO Regional Office in Venice in March 2013, when we launched, together 8

with Italia Nostra, the idea of a “New Deal” for Europe based on a renaissance of our heritage. The recent appointment of Plácido Domingo as UNESCO Goodwill Ambassador, will certainly also contribute to the further strengthening of our relations with UNESCO. A greater visibility for our action The European Heritage Awards Ceremony held at the Jerónimos Monastery in Lisbon, and enriched by moving sounds of Fado, was a memorable evening, organised brilliantly by Centro Nacional de Cultura and its President, Guilherme d’Oliveira Martins. This solemn event was honoured by the active participation of the President of the Portuguese Republic, Aníbal Cavaco Silva, and by TRH the Prince and Princess of Asturias. For the first time in our history, the ceremony was recorded by a TV channel (RTP) and broadcasted in summer. The award-giving ceremony for the EU Prize for Cultural Heritage/Europa Nostra Awards has indeed become one of the main annual events on the European cultural calendar. The prestige of this event will be re-confirmed during an exceptional programme to be held on 16 June in the Odeion of Herodes Atticus at the foot of the Acropolis, in the presence of the President of the Hellenic Republic, Dr. Karolos Papoulias. In 2012, seven thousand people voted for their favourite awarded project, and as a result the Mayor of the Walled City of Pamplona was proud to receive in Lisbon our “Public Choice Award”, an initiative that was launched in 2011 in Amsterdam. Through this initiative, we seek to raise the awareness among a large public for the winners of our awards and to get their support for the cause of Europe’s cultural heritage. As we are celebrating the 50th anniversary of Europa Nostra, we are glad that the large network of our European movement continues to expand. This network is composed of a stable and loyal group of members, country representations, winners of our awards and also of an evergrowing number of external partners and contacts. Throughout the

En 2012, sept mille personnes ont voté pour le « lauréat de leur cœur ». Ainsi, le Maire de la Ville fortifiée de Pampelune a été fier de recevoir à Lisbonne le Prix du public, une initiative que nous avons introduite l’année précédente lors de la cérémonie d’Amsterdam. Par le biais de cette initiative, nous cherchons à sensibiliser un plus large public aux lauréats de nos prix et à les mobiliser pour la cause du patrimoine culturel de l’Europe. Au moment où nous célébrons le Cinquantenaire d’Europa Nostra, force est de constater que le vaste réseau de notre mouvement européen ne fait que s’accroître. Il est composé d’une base stable et fidèle de nos membres, de nos délégations nationales et des lauréats de nos Prix, mais aussi d’un nombre croissant de partenaires et contacts externes. Tout au long de l’année nous cherchons à animer et à élargir ce réseau : par les différents moyens de communication, allant des publications traditionnelles dont le Magazine « Heritage in Motion » qui en 2012 a sorti un superbe numéro sur le Portugal, jusqu’aux divers réseaux sociaux où nous sommes de plus en plus présents. 9

En 2012, les plus hauts représentants des Institutions européennes ont tenu à s’associer aux activités d’Europa Nostra. Ainsi, la Commissaire Vassiliou a co-présidé avec Plácido Domingo la superbe cérémonie de remise des Prix à Lisbonne tandis que le Président Barroso a tenu à soutenir notre action par un vibrant message transmis en vidéo. Lors de la remise du Prix à la Bibliothèque Solvay à Bruxelles, le Président du Conseil européen, Herman van Rompuy, a prononcé un discours inspirant sur la signification du patrimoine pour la construction européenne. Nous avons noué un dialogue ouvert et constructif avec HansGert Pöttering, ancien Président du Parlement européen, qui est aussi le Président du Conseil d’administration de la future Maison de l’histoire européenne. Nous avons également entamé une coopération fructueuse avec la Banque européenne d’investissement qui a abouti au lancement de notre nouveau programme « Les 7 sites les plus menacés ». Tout cela confirme l’estime que les Institutions européennes ont pour le travail mené par Europa Nostra et l’importance qu’elles attachent à la mission de notre organisation. L’invitation qui nous a été adressée pour assister à la Cérémonie du Prix Nobel de la Paix à Oslo, tout comme le souhait de Président Barroso d’associer Europa Nostra au processus de préparation d’un « Nouveau discours pour l’Europe », en sont d’indiscutables témoignages.

Une visibilité accrue de notre action La cérémonie européenne de remise des Prix au Monastère des Hiéronymites à Lisbonne, enrichie par la musique émouvante de Fado, fut une soirée inoubliable, organisée avec brio par le Centro nacional de Cultura présidé par Guilherme d’Oliveira Martins. Cet événement a été rendu encore plus solennel par la participation active du Président de la République portugaise, Aníbal Cavaco Silva et par LAR le Prince et la Princesse d’Asturies. Pour la première fois dans l’histoire d’Europa Nostra, notre cérémonie a été enregistrée par la télévision (RTP) et retransmis pendant l’été. La cérémonie de remise des Prix de l’UE du patrimoine culturel/Prix Europa Nostra est ainsi définitivement devenue un des principaux rendez-vous sur l’agenda culturel européen. Cette renommée sera confirmée lors de la soirée exceptionnelle du 16 juin prochain qui aura lieu au théâtre de Herodes Atticus au pied de l’Acropole, en présence du Président de la République hellénique, le Dr. Karolos Papoulias.

Une présence accrue au sein des Institutions européennes et internationales Tout d’abord, nous avons fortement consolidé nos relations avec les Institutions européennes. Ensemble avec nos collègues de l’ « Alliance pour le patrimoine culturel 3.3. », nous avons produit un document qui plaide en faveur du développement par l’UE d’une véritable stratégie en faveur du patrimoine. Ce document a servi d’impulsion pour la préparation d’un projet européen intitulé « Le patrimoine culturel compte pour l’Europe ». Ce projet, qui vient de recevoir un soutien financier européen, mobilisera nos membres et nos ressources dans les trois prochaines années aux fins de rassembler des données qui confirment et illustrent les valeurs multiples du patrimoine culturel pour l’économie et la société en Europe.

Saint-Pétersbourg qui fut précédé par un Forum des ONGs du patrimoine. Soulignons aussi que Francesco Bandarin, Directeur général adjoint de la culture de l’UNESCO, a contribué aux travaux de notre Congrès de Lisbonne en juin dernier et plus récemment au débat organisé au Bureau de l’UNESCO à Venise en mars 2013 quand nous avons lancé, ensemble avec Italia Nostra, l’idée d’un « New Deal » pour l’Europe qui serait basé sur la renaissance de notre patrimoine. Enfin la récente nomination de Plácido Domingo comme ambassadeur de bonne volonté de l’UNESCO contribuera au renforcement continu de nos relations avec l’UNESCO.

year, we seek to serve and to enlarge our network through different communication tools, ranging from traditional publications such as our Magazine “Heritage in Motion” (which, in 2012, produced an impressive special on Portugal), to various social media where our presence continues to grow. A new initiative: “The 7 Most Endangered” Last June, the public Forum organised at the headquarters of the Gulbenkian Foundation in Lisbon, brought together a series of international, national and local actors committed to saving heritage in danger. Fully in line with its “raison d’être”, Europa Nostra subsequently decided to launch – for its 50th anniversary – a new programme entitled “The 7 Most Endangered”. This programme is inspired by a similar activity led by our American colleagues at the US National Trust for Historic Preservation. We are especially proud that we managed to secure the support for this programme by the European Investment Bank. The first list of “7 Most Endangered Sites in Europe” will be made public during our Congress in Athens in June 2013. We are glad to report that this programme has already attracted much interest among our members and the media across Europe.

Matching our resources with the high level of our ambitions We wish to thank warmly our outgoing Treasurer, Roelf Rogaar, who took care of our finances since 2007, and who in June 2013 will hand over his task to his Dutch compatriot, Truze Lodder. During these six years, Europa Nostra made significant progress in professionalizing its fund-raising activities. We forged new partnerships with various public and private bodies; we created the President’s Circle especially for our most generous private donors and we demonstrated that we were capable of mobilizing significant financial support for our annual Congresses, even in countries facing difficulties such as Portugal or Greece. We remain confident that those investments will continue to bear fruit in 2013 and beyond, as demonstrated by new multiannual partnerships that we have started recently with the Gulbenkian Foundation based in Lisbon, the European Investment Bank based in Luxembourg and the Banque Pictet & Cie based in Geneva. Our achievements in 2012 would not have been possible without the volunteer engagement of our members, the competence and commitment of our Secretariat based in The Hague and Brussels, and the support of our financial partners. We wish to express our sincere gratitude to all of them. And finally, we wish to say a big thank you to our President, Maestro Plácido Domingo, for his deep commitment to our cause and for his energy and inspiration that are boundless.

Une initiative nouvelle : « Les 7 sites les plus menacés » En juin dernier, le Forum public organisé au siège de la Fondation Gulbenkian à Lisbonne a rassemblé une panoplie d’acteurs internationaux, nationaux et locaux engagés pour la sauvegarde du patrimoine en péril. Fidèle à une de ses principales raisons d’être, Europa Nostra a ensuite décidé de lancer - pour son 50e anniversaire - un nouveau programme intitulé « Les 7 sites les plus menacés ». Ce programme est largement inspiré par l’action exemplaire menée par nos confrères américains, le US National Trust for Historic Preservation. Nous sommes surtout fiers d’avoir réussi à assurer pour ce programme le soutien de la Banque européenne d’investissements. Ainsi, la première liste des « 7 sites les plus menacés » sera rendue publique lors de notre Congrès à Athènes en juin prochain. Ce programme a d’ores et déjà suscité un grand intérêt au près de nos membres et des médias. Mettre des moyens à la hauteur de nos ambitions Nous tenons à remercier notre Trésorier sortant, Roelf Rogaar, qui a veillé sur les finances d’Europa Nostra depuis 2007, et qui passera la relève à sa compatriote néerlandaise Truze Lodder en juin 2013. Au cours de ces six dernières années, Europa Nostra a fait un grand pas en avant sur le plan de la professionnalisation de nos activités de fundraising. Nous avons ainsi pu nouer des partenariats nouveaux avec des organismes tant publics que privés, nous avons créé le Cercle du Président pour attirer le soutien de généreux mécènes privés et nous avons pu prouver que nous sommes capables de mobiliser d’importants soutiens financiers pour nos Congrès annuels, même dans les pays en difficulté tels que le Portugal ou la Grèce. Nous restons confiants que ces investissements vont apporter des fruits en 2013 et au-delà, comme cela est déjà visible par des partenariats multiannuels que nous venons de nouer avec la Fondation Gulbenkian basée à Lisbonne, la Banque européenne d’investissement basée à Luxembourg et la Banque Pictet & Cie basée a Genève. Les succès de l’année 2012 n’auraient pas été possibles sans l’engagement bénévole de nos membres, les compétences et le dévouement de notre Secrétariat basée à La Haye et à Bruxelles, et le soutien de nos partenaires financiers. SPOTLIGHT ON THE PROJECT “CULTURAL HERITAGE COUNTS FOR EUROPE” In 2012, the “European Heritage Alliance 3.3” produced and transmitted to Androulla Vassiliou, European Commissioner for Education, Culture, Multilingualism and Youth, its first joint document advocating the need to develop an EU Cultural Heritage Strategy. To achieve this, it is necessary to identify available evidence on the multiple benefits of cultural heritage at European level, as a contribution to the EU’s growth strategy “Europe 2020” and also as a contribution to the quality of life for Europe’s citizens.

The aim of this project is to gather, analyse and widely disseminate the existing data on the beneficial impact of cultural heritage on society and economy in Europe. The project also aims to present policy recommendations for tapping fully into the huge economic and social potential of heritage. In February 2013, this project was selected to receive an EC grant. The implementation of the project will start in July 2013 for a period of two years.

Inspired by the above document, Europa Nostra took the initiative to respond to a call for proposals of the EC Programme Culture by developing an European cooperation project proposal entitled “Cultural Heritage Counts for Europe: Towards a European Index for Valuing Cultural Heritage” in partnership with five other partners, namely ENCATC-European Network of Cultural Administration Training Centers based in Brussels, Heritage Europe-European Association of Historic Towns and Regions based in Norwich, the

COUP DE PROJECTEUR SUR LE PROJET « LE PATRIMOINE CULTUREL COMPTE POUR L’EUROPE » En 2012, l’ « Alliance pour le patrimoine européen 3.3 » a élaboré et transmis à Androulla Vassiliou, Commissaire européenne responsable de l’éducation, la culture, le multilinguisme et la jeunesse, son premier document commun plaidant en faveur d’une véritable stratégie européenne pour le patrimoine culturel. Pour ce faire, elle y soulignait la nécessité de rassembler des données cohérentes illustrant les multiples avantages du patrimoine culturel sur le plan européen : sa contribution à « Europe 2020 », la stratégie de croissance de l’Union européenne, tout comme sa contribution à la qualité de vie des citoyens européens. Inspirée par ce document adopté par l’Alliance, Europa Nostra a pris l’initiative de répondre à l’appel à projets du Programme Culture et a développé un projet de coopération européen intitulé « Le patrimoine culturel compte pour l’Europe : vers un index européen de mise en valeur du patrimoine culturel » en partenariat avec cinq autres organisations européennes : ENCATC-le réseau européen des centres de formation d’éducation culturelle basé à Bruxelles, Heritage Europe-l’association

européenne des villes et régions historiques située à Norwich, le Centre culturel international de Cracovie, le Centre international de conservation Raymond Lemaire de Louvain et The Heritage Alliance basée à Londres. While welcoming the “Creative Europe” proposal, Europa Nostra called for a more explicit reference in the programme to cultural heritage. Europa Nostra also urged to include due reference to research related to cultural and natural heritage in “Horizon 2020”. Europa Nostra continued to support the “we are more” campaign led by Culture Action Europe and the European Cultural Foundation. We thus urged the EU Heads of State and Governments to ensure due support for culture and heritage in the next EU budget. Though final decisions on the above-mentioned future EU programmes have not yet been taken, cultural heritage concerns seem to be on the right track to be duly incorporated in these programmes.

Maison de l’histoire européenne En 2012, Europa Nostra a exprimé son soutien à l’idée et l’objectif de la future Maison de l’histoire européenne qui vise à promouvoir la connaissance et la compréhension de l’histoire et la culture communes de l’Europe. Cependant, Europa Nostra a également partagé les préoccupations d’Europa Nostra Belgique et des organisations patrimoniales basées à Bruxelles, au sujet des adaptations architecturales du bâtiment Eastman - situé dans la zone protégée du Parc Léopold et conçu par le célèbre architecte suisse Michel Polak - qui a été choisi pour héberger la Maison de l’histoire européenne. Europa Nostra a fini par reconnaıtre ˆ qu’à ce stade de la mise en œuvre du projet de la Maison de l’histoire européenne, certaines décisions déjà prises ne pouvaient plus être modifiées. Nous avons alors initié, avec la coopération de Hans-Gert Pöttering, député européen et Président du Conseil d’administration de la Maison de l’histoire européenne, un dialogue constructif entre le Parlement européen et tous les partenaires concernés. The House of European History In 2012, Europa Nostra expressed its support for the idea and the aim of the future House of European History which will promote the knowledge and understanding of Europe’s shared history and culture. However, Europa Nostra also endorsed the concerns expressed by Europa Nostra Belgium and the Brussels based heritage organisations with regard to the architectural adaptations to the Eastman building - situated in the protected zone of the Park Léopold and designed by the renowned Swiss architect Michel Polak - which has been chosen as the location of the House of European History. Having realised that decisions already taken could not be changed anymore, at this stage of the implementation of the House of European History project, Europa Nostra -with the full cooperation of HansGert Pottering, MEP, Chairman of the Board of the House of European History -, initiated a constructive dialogue between the European Parliament and all partners concerned. In April 2013, this resulted in an innovative and formal agreement between the European Parliament, the Brussels City and Region authorities and the national and local heritage organisations concerned, to launch a regular and open dialogue on pending and future initiatives in the Park Léopold and its surroundings, with regard to various aspects related to mobility of people, traffic regulation, water management and heritage preservation.

On 1 June 2012 in the World Heritage Site of Jerónimos Monastery in Lisbon, the European Union and Europa Nostra celebrated the 28 Award winning achievements of the EU Prize for Cultural Heritage /Europa Nostra Awards 2012, chosen from among 226 submitted entries received from 31 European countries. During the ceremony, the 6 Grand Prix Laureates were announced, each receiving the highest accolade and a monetary reward of Z 10,000. The winner of the Public Choice Award 2012 was the Conservation and Promotion Plan for the Fortifications of Pamplona in Spain (see photo on pages 4/5).

Spotlight on Greece: Four Award Winners Four winners came from Greece, something which has never before occurred in the history of the Awards. Three projects were awarded in category 1 (conservation), namely the Grand Prix winning project “The Averoff Building”, “The Windmills of the Monastery of St John the Theologian” and ”The Ancient Citadel at Aghios Andreas”. In category 3 (dedicated service), the Piraeus Bank Group Cultural Foundation received an award. ■ The Averoff Building at the National Technical University in Athens is an outstanding example of restoration and renovation. It is one of the most important and elegant buildings of the Athenian Neo-classical period and a beautiful example of how cultural heritage represents not merely a remnant from the past but a promise for the future. Among several different windmill projects from across Europe, the Europa Nostra Awards Jury agreed that the three windmills of the Monastery of St John the Theologian on the island of Patmos were unique in the detail and completeness of their restoration. Built between 1588 and 1863, they were abandoned and neglected from the 1950s when flour production ceased. Today, fully restored and spinning against the sky, the windmills offer delight to islanders and visitors alike. The Ancient Citadel at Aghios Andreas on the island of Sifnos is yet another example of how a formerly neglected archeological site can be transformed into a fully accessible and educative place designed in harmony with the citadel’s history and the island’s natural environment. The Piraeus Bank Group Cultural Foundation has received an award for its dedicated service in giving derelict heritage buildings a second life by transforming them into regional museums of the industrial heritage. The foundation was praised for its contribution to the history of the local population, sustainability and regional development.

During the closing session, representatives from the European Parliament, the Parliamentary Assembly of the Council of Europe, Europa Nostra, the Centro Nacional de Cultura and the Gulbenkian Foundation discussed the kind of action which we need to undertake at European level. As a follow-up to the forum, in January 2013 Europa Nostra launched the “7 Most Endangered Programme” in partnership with the European Investment Bank, inaugurating its 50th anniversary year.

Spotlight on Europa Nostra Forum “Saving Europe’s Endangered Heritage” The Forum “Saving Europe’s Endangered Heritage” was organised by Europa Nostra, in collaboration with the Centro Nacional de Cultura (Portugal) and the Calouste Gulbenkian Foundation, in the framework of the annual European Heritage Congress in Lisbon, on 1st June 2012. It brought together some 200 persons, representatives of numerous institutions and organisations from 30 European countries. Mr Artur Santos Silva, Chairman of the Calouste Gulbenkian Foundation, inaugurated the Forum by drawing attention to the importance of increasing responsibility of the private sector for mobilising the necessary resources for heritage. International and national experiences and models of advocacy action with regard to heritage were presented by experienced panellists from various organisations and countries, including UNESCO, the World Monuments Fund, INTO, ICCROM, Italy, Sweden, France, Bosnia & Herzegovina, Kosovo/UNMIK, Albania, Greece and Belgium. A separate panel focused on the special challenges for

¸ Montana ˇ ROMANIA : Rosia At the Lisbon Forum, Europa Nostra members expressed, once again, their deep concern regarding the Rosia Montana open ore mining project and the major threats it represents to the unique cultural heritage, as well as to the natural landscape and the environment of the entire area of Rosia Montana. Following the congress, Europa Nostra sent a letter to the new Prime Minister of Romania, Mr Victor Ponta, conveying to him our members’ concerns. Europa Nostra strongly encourages the new Romanian Government to undertake a thorough re-examination of the RMGC project and its impact on the cultural and natural environment and heritage of Rosia Montana.

Coup de projecteur sur le Forum sur la Sauvegarde du patrimoine européen en danger Le Forum sur la Sauvegarde du patrimoine européen en danger a été organisé par Europa Nostra, en collaboration avec le Centro Nacional de Cultura et la Fondation Calouste Gulbenkian, dans le cadre du Congrès annuel à Lisbonne, le 1er juin 2012. Il a réuni près de 200 personnes représentant de nombreuses institutions et organisations de 30 pays européens. M. Artur Santos Silva, Président de la Fondation Calouste Gulbenkian, a inauguré le Forum en attirant l’attention sur le rôle à jouer par le secteur privé pour la mobilisation future des ressources nécessaires en faveur du patrimoine en danger. Différentes expériences et modèles d’action, sur le plan international ou national, ont été exposés par des experts provenant de diverses organisations dont l’UNESCO, le World Monuments Fund, l’INTO, l’ICCROM, et de divers pays dont l’Italie, la Suède, la France, la BosnieHerzégovine, Kosovo / MINUK, l’Albanie, la Grèce et la Belgique.

Un panel composé d’experts portugais s’est également penché sur les défis spécifiques dans le pays hôte, le Portugal. CHYPRE : Famagouste et le Monastère d’Apostolos Andreas Le 17 octobre, Europa Nostra a visité la ville fortifiée de Famagouste et le monastère d’Apostolos Andreas situés dans la partie nord de l’île, ensemble avec des membres du Comité technique commun pour le patrimoine culturel, composé de Chypriotes grecs et turcs. Europa Nostra a été encouragée par l’esprit constructif de coopération entre membres Chypriotes grecs et turcs de ce comité, sur les questions prioritaires liées au patrimoine culturel en danger dans le nord de Chypre. Europa Nostra a ainsi offert une assistance au Comité technique commun dans la poursuite de leur importante mission. Europa Nostra a également exprimé l’espoir que les travaux de restauration sur le site de pèlerinage d’Apostolos Andreas – qui ont été agréés par toutes les parties concernées - commenceront sans plus tarder.

ITALY : earthquake in the region of Emilia-Romagna in Italy Plácido Domingo, President of Europa Nostra, wrote a letter to the highest Italian authorities to express the organisation’s sympathy for the loss of human lives and for the damage to cultural heritage caused by the earthquakes in the Emilia Romagna region in May and June 2012. He solicited their effort to undertake appropriate measures to repair the serious destructions, in close cooperation with local population and in consultation with national and international organisations defending cultural heritage. “It is important to keep in mind the significance, even economical, of the conservation of cultural heritage that belongs to everybody and makes us and Europe so unique”, wrote the President of Europa Nostra.

CYPRUS : the Monastery of Apostolos Andreas On 17 October, Europa Nostra visited together with members of the Joint Technical Committee for Cultural Heritage composed of Greek and Turkish Cypriot the city of Famagusta and the Monastery of Apostolos Andreas, located in the Northern part of Cyprus. Europa Nostra was encouraged by the constructive spirit of cooperation on priority issues related to endangered cultural heritage located in the Northern part of Cyprus between Greek Cypriot and Turkish Cypriot members of this Committee. Europa Nostra has therefore offered any assistance and advice to the Joint Technical Committee in the pursuit of their important mission. Europa Nostra also expressed its hope that the restoration works on the pilgrimage site of Apostolos Andreas – on which all parties concerned already agreed - should be started without further delay.

Spotlight on Lisbon: European Heritage Congress, 29 May - 2 June 2012 The 2012 Congress, which took place in Lisbon, was made possible thanks to the formidable engagement and commitment of our Country Representation in Portugal, Centro Nacional de Cultura. Invaluable financial support was received from a wide range of public and private bodies, thus enabling a varied and most interesting programme. The Congress and Awards Ceremony received very broad media coverage – in the press, on TV and by on-line media which exceeded all expectations and surpassed any previous Awards Ceremony.

The Congress was composed of a series of events: ■ Following the Council meeting held in the historic Fundação Ricardo Espírito Santo Silva of Lisbon, a welcome reception was hosted by the President of the Portuguese Republic, Aníbal Cavaco Silva, for all congress participants. The event took place at Palácio de Belém (the President’s official residence). During the reception, Denis de Kergolay, Executive President of Europa Nostra, handed over to the President the first copy of the “Portugal special” of Europa Nostra’s Heritage in Motion Magazine which was produced on the occasion of the congress . ■ The Heritage Excellence Fair (presentations by the Award laureates 2012) organised at the Museu do Oriente, served as a platform for fruitful exchanges and attracted a large interested public. The fair ended with a public lecture by the renowned Dutch architect Wessel de Jonge on conservation and adaptive re-use of Modern Movement architectural heritage. ■ The Forum on “Saving Europe’s Endangered Heritage” was organised in cooperation with the Centro Nacional de Cultura and the Calouste Gulbenkian Foundation. On this occasion, experienced panellists from various organisations and countries presented international and national experiences and models of advocacy action with regard to heritage (see also pages 19-22).

Coup de projecteur sur Lisbonne : Congrès du patrimoine européen, 29 mai - 2 juin 2012 La tenue de notre Congrès 2012 à Lisbonne a été rendu possible grâce à la mobilisation considérable et l’engagement de notre délégation nationale au Portugal, le Centro Nacional de Cultura. Un soutien financier précieux a été reçu de la part d’un large éventail d’organismes publics et privés, permettant ainsi à un programme varié des plus intéressants d’être élaboré. Le Congrès et la Cérémonie de remise des Prix ont bénéficié d’une large couverture médiatique dans la presse, à la télévision et dans les médias en ligne, ce qui a dépassé toutes les prévisions et surpassé les Cérémonies de remise des Prix des années précédentes.

Le Congrès a été composé d’une série d’événements : ■ Suite à la réunion du Conseil qui s’est tenue dans le siège historique de la Fundação Ricardo Espírito Santo Silva, une réception a été donnée par le Président de la République portugaise, Aníbal Cavaco Silva, pour tous les participants au Congrès. L’événement a eu lieu au Palácio de Belém (résidence officielle du Président). Some 1200 people, including Aníbal Cavaco Silva, President of Portugal, and TRH the Prince and Princess of Asturias, celebrated the winners of the 2012 EU Prize for Cultural Heritage / Europa Nostra Awards (see also pages 15-18) during the European Heritage Awards Ceremony, co-hosted by Europa Nostra’s President, Plácido Domingo, and the EU Commissioner, Androulla Vassiliou, at the Jerónimos Monastery in Lisbon. The ceremony also marked the 40th anniversary of the UNESCO World Heritage Convention. On this occasion, Katia Guerreiro, outstanding interpreter and ambassador of Portuguese traditional Fado music, rendered an evocative performance to celebrate the inclusion of Fado on the UNESCO List of Intangible Heritage of Humanity.

Selection of other network activities: ■ The 48th Colloquium of Europa Nostra Scientific Council, organised in collaboration with Kadir Has University in Istanbul, took place in Cappadocia (Turkey) from 23 – 28 September; ■ Europa Nostra was also proud to be the main partner of ”The Best in Heritage” event in Dubrovnik (Croatia) from 27 -29 September; ■ Mid-October, members of the Europa Nostra Board headed by the Executive President, Denis de Kergorlay, visited Cyprus for a series of meetings and heritage visits. On this occasion, Europa Nostra renewed contacts with its member organisations in Cyprus (in particular, the A.G. Leventis Foundation and the Architectural Heritage Society) and organised a full-day fieldtrip to the city of Famagusta as well as the Apostolos Andreas Monastery, both situated in the Northern part of the island (see also page 22); ■ Europa Nostra UK organised a special event including the Duncan-Sandys Lecture, given by Sir Donald Insall CBE, and entitled “Living Buildings”. The event took place in the Spencer House, a most magnificent 18th century private palace in the heart of historic London (UK) on 30 October; ■ The autumn meeting of the Council was organised by Europa Nostra Finland and took place in Helsinki (Finland) from 22-23 November, followed by the liaison meeting with Europa Nostra Country Representations on 24 November.

They seek to ensure the best possible two-way communication between members in their country and Europa Nostra’s main decision-making bodies and the International Secretariat in The Hague and in Brussels. Country representations provide valuable support to the various aspects of Europa Nostra’s work (Policy matters, Heritage in Danger, Heritage Awards) and they contribute to an increased visibility of Europa Nostra through effective membership drives, successful fundraising efforts, and by organising local Europa Nostra events (lectures, debates, local award ceremonies, visits).

Nous avons un réseau croissant de délégations nationales (existantes ou en cours de formation) qui ont la tâche de représenter et de promouvoir les intérêts d’Europa Nostra dans leur propre pays. Elles s’emploient à assurer une communication efficace entre les membres d’Europa Nostra qui sont basés dans leur pays et les principaux organes décisionnels d’Europa Nostra ainsi qu’avec notre Secrétariat international à La Haye et à Bruxelles. Although 2012 was a remarkable year in terms of new activities and initiatives, and also a year of growing impact and visibility, it proved rather challenging in financial terms. Whilst Income from Member-ship fees and donations increased, Income from Activities lagged behind. Total Expenditure on Activities remained unchanged compared with 2011; General Expenditure decreased somewhat. The year closed with a deficit of m 85,189 against a small deficit of m 951 in 2011. This amount is charged to the reserves, which thus decreased from m 394,343 to m 309,154 in 2012. Fundraising initiatives were numerous, but not made easier by the prevailing economic situation. Like in previous years, substantial and fairly successful efforts were made, with much time spent by Staff, Volunteers, Board and Council Members, not only to identify potential donors and sponsors, but in particular to secure more structural income through financial support given over a period of several years. The President’s Circle is expanding step by step and brought in donations totalling m 60,000 in 2012. Also a number of new Life Members and Benefactors was welcomed, but not as many as in 2011. Some initiatives of 2012 will bear fruit in 2013, including having gained the European Investment Bank Group and its Institute, the Calouste Gulbenkian Foundation and Banque Pictet & Cie based in Geneva as new supporters for 2013 and subsequent years. Income from membership fees increased from m 130,382 in 2011 to m 138,545. As usual, we could welcome a number of new members, although each year we also have to record some cancellations. Donations for general purposes from individuals and institutions rose from m 243,824 to m 265,223. Total General Income rose from m 443,819 to m 462,692 in 2012 (including financial income). However, Income from Activities was down from the previous year and could not entirely cover the expenditure level. The latter equalled – coincidentally – the amount spent in 2011 at m 631,546. Europa Nostra is in constant need of sponsors/partners and donors, who are prepared to support our prestigious and highly valued Awards Scheme (our Flagship Programme), which is an annual high level task, executed in partnership with the European Union. Each year we need to co-fund up to an amount of m 133,000 to match the EC Grant of m 200,000 for this truly European awareness-raising programme. However, in 2012 we could again not fully secure the necessary external financial support, and thus incurred a deficit of m 35,553, which is recorded in the negative reserves of the Awards Scheme in our Balance Sheet. 42

The 2012 Congress and Awards Ceremony in Lisbon proved a huge success. Our Portuguese representation, Centro Nacional de Cultura, impressively secured major local support, both financial and in kind. The total level of Expenditure for Activities remained unchanged, although the actual activities may differ from year to year, also depending on the character and the locations where they are organised. Meeting costs include on-charged staff salaries, travel cost, fundraising expenditure, meetings of Council, Board, etc. General Expenditure decreased from m 449,374 to m 435,026. This is due to lower staff cost (salaries). Expenses for equipment, housing and office, remained stable, while consultancy costs increased slightly. Roelf Rogaar, Treasurer

Looking forward, our expenditure for activities may rise, also since Europa Nostra is celebrating her 50th anniversary in 2013 with some important new projects and programmes. Although during the past two years vacancies were not filled, now an expansion of staff to take care of the increased workload seems called for. It is however encouraging to see that the new projects like “Cultural Heritage Counts for Europe” and the “7 Most Endangered” not only imply more work and cost, but also appear attractive to new financial partners and donors, whilst at the same time increasing our visibility substantially. To close our annually recurring funding gap remains the most important financial challenge. We need to achieve this goal in a more structural way, with the added objective of simultaneously replenishing our financial reserves. This is a prerequisite for Europa Nostra to become robust and to keep pace with the essential expansion of its range of activities. Again, we express our sincere gratitude to our efficient and hard working staff, volunteers, donors and financial partners, who all contributed so much to our mission: the safeguarding of Europe’s cultural and natural heritage.

Le revenu issu des contributions des membres a augmenté de 130.382 m en 2011 à 138.545 m. Comme d’habitude, nous avons pu accueillir un certain nombre de nouveaux membres, bien que chaque année nous devions également enregistrer quelques annulations. Le montant des dons à des fins générales de la part d’individus et d’organisations est passé de 243.824 m à 265.223 m. Le total des revenus généraux a augmenté de 443.819 m à 462.692 m en 2012 (y compris les recettes financières). Toutefois, le revenu lié aux activités a diminué par rapport à l’année précédente et n’a pas pu couvrir entièrement le niveau des dépenses. Le montant de nos dépenses a égalé - par hazard - le montant dépensé en 2011 de l’ordre de 631.546 m. Europa Nostra est continuellement à la recherche de sponsors, partenaires et donateurs, qui seraient prêts à soutenir notre programme phare - le Concours des Prix dont la renommé ne fait qu’accroitre - qui est exécuté en partenariat avec l’Union européenne. Chaque année, nous devons cofinancer ce programme jusqu’au montant de 133.000 m pour correspondre à la subvention communautaire de 200.000 m. Cependant, en 2012, nous n’avons à nouveau pas pu trouver l’ensemble du soutien financier

Remédier à notre déficit de financement annuel récurrent demeure l’enjeu financier le plus important. Nous devons atteindre cet objectif d’une manière plus structurelle, tout en réapprovisionnant simultanément nos réserves financières. Pour Europa Nostra, il s’agit là d’une condition sine qua non pour prendre de l’ampleur et pour progresser au rythme du développement de nos activités. Encore une fois, nous exprimons notre sincère gratitude à notre Secrétariat efficace et assidu, nos bénévoles, nos donateurs et nos partenaires financiers, qui ont tous pleinement contribué à la réalisation de notre mission : la sauvegarde du patrimoine culturel et naturel de l’Europe.

Pour l’avenir, nos dépenses liées aux activités pourraient augmenter, notamment du fait qu’Europa Nostra célèbre son 50e anniversaire en 2013 avec d’importants projets et programmes nouveaux. Bien que durant les deux dernières années des postes vacants n’aient pas été pourvus, le renforcement de notre Secrétariat semble s’imposer pour pouvoir gérer à l’avenir la charge de travail accrue. Il est toutefois encourageant de constater que les nouveaux projets tels que « Le Patrimoine culturel compte pour l’Europe » et les « 7 Sites les plus menacés » n’impliquent pas seulement plus de travail et de dépenses. Ils peuvent aussi attirer de nouveaux donateurs et partenaires financiers, tout en contribuant à l’augmentation de notre visibilité.

Le montant total des dépenses liées aux activités n’a pas fluctué, bien que les activités réalisées varient d’une année à l’autre, selon la nature et le lieu des activités entreprises. Les coûts des réunions comprennent les salaires, les frais de déplacement, les dépenses liées à la récolte de fonds, les réunions du Conseil et du Comité Exécutif, etc. Les dépenses générales ont diminué, passant de 449.374 m à 435.026 m. Cela est dû à la réduction du coût des salaires. Les dépenses pour l’équipement et la location de bureaux sont restés stables, tandis que le coût des services de conseil externe a légèrement augmenté.

Les démarches entreprises pour récolter des fonds ont été nombreuses, mais n’ont pas été aidées par la situation économique actuelle. Comme les années précédentes, des efforts fructueux ont été investis par les membres de notre Secrétariat, nos bénévoles, et par les membres de notre Comité exécutif et de notre Conseil pour identifier les donateurs et sponsors potentiels et aussi pour assurer des revenus plus structurels à travers le soutien financier accordé sur une période de plusieurs années. Le Cercle du Président, qui s’élargit progressivement, a apporté des dons représentant un total de 60.000 m en 2012. Plusieurs nouveaux membres à vie et bienfaiteurs ont également été recrutés, cependant ils n’ont pas été aussi nombreux qu’en 2011. Certaines initiatives de l’année 2012 porteront leurs fruits en 2013 ; ainsi la Banque européenne d’investissement et son Institut, la Fondation Calouste Gulbenkian et la Banque Pictet & Cie basée à Genève vont soutenir notre action en 2013 et les années suivantes.

Bien que 2012 ait été une année fructueuse en terme de nouvelles activités et initiatives, ainsi qu’une année marquée par l’accroissement de notre influence et de notre visibilité, elle s’est avérée plutôt difficile en termes financiers. Alors que le revenu provenant des cotisations et des dons a augmenté, le revenu provenant des activités a diminué. Le total des dépenses liées aux activités n’a pas changé en comparaison à 2011, les dépenses générales ayant même été quelque peu réduites. L’année s’est ainsi terminée avec un déficit de 85,189 m contre un léger déficit de 951 m en 2011. Ce montant a été couvert par nos réserves qui ont ainsi diminué, passant de 394.343 m à 309.154 m en 2012.

2013 Athens From June 2012 to June 2013, the International Secretariat worked hand in hand with Elliniki Etairia, our Member Organisation and Country Representation in Greece, on the preparation of Europa Nostra’s 50th Anniversary Congress 2013 in Athens.

De juin 2012 au juin 2013, le Secrétariat international d’Europa Nostra a travaillé en étroite collaboration avec Elliniki Etairia, notre principale organisation membre et délégation nationale en Grèce, à la préparation du Congrès 2013 du 50e anniversaire d’Europa Nostra à Athènes.

Thanks to our Vice-President Costa Carras, Co-founder and First President of Elliniki Etairia, and his highly dedicated team in Athens a most interesting Congress programme was prepared from 13 to 17 June. This programme will culminate in the European Heritage Awards Ceremony to be held on 16 June 2013 at the Odeion of Herodes Atticus, an imposing structure of the 2nd century AD, just under the Acropolis of Athens. The ceremony will take place in the presence of the President of the Hellenic Republic, Dr. Karolos Papoulias, the European Commissioner for Education, Culture, Multilingualism and Youth, Androulla Vassiliou, Europa Nostra’s President, Plácido Domingo and Europa Nostra’s former President, HRH the Prince Consort of Denmark.

Grâce à notre Vice-président Costa Carras, co-fondateur et premier Président d’Elliniki Etairia, ainsi qu’à son équipe très dévouée à Athènes, un programme du Congrès riche et inspirant a été élaboré pour la période du 13 au 17 juin. L’événement phare du programme sera la Cérémonie européenne de remise des Prix du patrimoine culturel qui se tiendra le 16 juin 2013 à l’Odéon d’Hérode Atticus, un théâtre imposant du 2e siècle, situé aux pieds de l’Acropole.
