Dharamshala — The United States Constitution Center announced on Wednesday morning that His Holiness the 14th Dalai Lama will be honored with the 2015 Liberty Medal, based on the leader’s unwavering commitment to human rights and promotion of compassion worldwide. “In his advocacy for Tibetans and for human rights worldwide, the Dalai Lama has always emphasized the ideals of freedom, dialogue, and tolerance. Dharamshala — United States Senator for California and longtime Tibet supporter, Dianne Feinstein has introduced a resolution in the Senate of the United States to honor the spiritual leader of Tibet His Holiness the Dalai Lama on his 80th birthday this July 6. “His Holiness is a singular figure among world leaders, moral authorities and religious mentors,” said Senator Feinstein. “His message of peace, compassion and nonviolence has resonated throughout the world, bridged divides and inspired millions to recognise the common humanity among us. To my dear friend, I wish you a very happy birthday and many more years in which your teachings can touch even more lives,” said Feinstein. The resolution was co-sponsored by Senators Mark Kirk (R-Ill.), Barbara Boxer (D-Calif.), Ben Cardin (D-Md.), Dick Durbin (D-Ill.) and Robert Menendez (D-N.J.). “The Dalai Lama is an international symbol for peace and human rights. His leadership for the Tibetan people’s quest for religious freedom and fundamental rights despite adversity is an inspiration to us all,” said Senator Kirk. Dharamshala — Speaking on the final day of a conference of the Tibetan religious heads in Dharamshala, India, His Holiness the Dalai Lama said that Tibetan Buddhism and culture cannot be annihilated easily by the Chinese government under its repressive policies in Tibet. “The Tibetan Buddhism is deeply embedded in Tibetan culture and cannot be annihilated easily under the repressive measures of the Chinese government,” said His Holiness the Dalai Lama who graced the conclusion of the 12th religious conference of the four schools of Tibetan Buddhism and Bon Tradition. The spiritual leader spoke about the last 50 years since the Tibetan people came into exile and the change that has taken place in the world since then. He noted the material development of the world but lamented the growing apathy towards mental wellbeing. The Tibetan leader also urged people to engage with the importance of “warmheartedness and affection” towards one another. He also spoke about the importance of “secular ethics” and the need for an “analytical study” of the Buddhist texts to get to the essence of Buddha’s teachings. “The Nalanda tradition of Buddhism has been preserved in Tibet since its advent into Tibet from India,” His Holiness said “Tibetan Buddhism is deeply embedded in Tibetan culture and cannot be annihilated easily under the repressive measures of the Chinese government.” Mr Pema Chhinjor, minister for Religion and Culture affairs, spoke about the current administration’s efforts in preserving and promoting Tibetan culture and religion. “Tibet is at a critical situation,” Mr Chhinjor said, while speaking about the issue of Tibet. Dharamshala-- In the aftermath of Sangye Tso’s self immolation last month, her husband in addition to three monks have been detained by Chinese authorities on unknown charges. Local authorities have intensified the crackdown on local Tibetans following the self-immolation of Sangye Tso, a Tibetan mother of two, who died from her wounds in Dokhok (Ch: aogao, Gansu Province), in Amdo, north-eastern Tibet. Emerging sources report that the local Chinese authorities arrested Sangye Tso’s husband, Tamding Wangyal, and Trinley Gyatso, a monk from Choepeshi Monastery on June 10th. Other sources report that two monks from the same village as Sangye Tso were also detained in the first week of June from Choephel Shing Tashi Choekorling Monastery. Samten Gyatso and Lobsang Tenzin were detained on June 4th and June 5th respectively. Although officers continue to provide no explanation for the arbitrary detention of the monks or their current wellbeing, local Tibetans suspect that they were most probably detained for sharing information regarding Sangye Tso’s self-immolation protest via voice messaging services such as WeChat. New information on Sangye Tso reveals that months before she had sent all her precious belongings including jewelry and other expensive clothing to her in-laws’ home, hoping that these items could be used to fund her children’s education. Following her death, local officials visited Sangye Tso’s inlaws’ home and forced them to show all of her possessions and photographed them. Other family members of Sangye Tso are being subjected to severe interrogations. Sources stated that restrictions on local Tibetans in the area have increased, with the authorities monitoring all communication channels including voice messaging services and emails. Dharamshala: — The 12th Conference of the four schools of Tibetan Buddhism and Bon tradition strongly condemned Dolgyal followers for their hate protests and baseless allegations against the spiritual leader of Tibet His Holiness the Dalai Lama. Dharamshala – In honor of His Holiness the 14th Dalai Lama’s 80th birthday celebrated on June 21-23, honorable Chief Minster of Himachal Pradesh, Shri Virbhadra Singh, officially renamed the road from Mcleod Ganj to Dharamshala, Potala Road. The road stretches all the way from Mcleod Ganj, the residence of His Holiness, to the TCV School in lower Dharamshala via Gangchen Kyishong, the seat of the Central Tibetan administration. The span of the road encompasses the entire political and cultural hub of the Tibetan community. Initially initiated by Sikyong Dr Lobsang Sangay, the new Potala Road holds powerful symbolism, as it reflects the desires and prayers of the Tibetan community for His Holiness’s return to the Potala Palace in Tibet. Extending his gratitude to the Chief Minister and the people of Himachal Pradesh, Sikyong Dr. Lobsang Sangay said, “I would like to express my heartfelt appreciation for this beautiful gesture on the part of the Chief Minister and the people of Himachal Pradesh.” P-2 ...

OPINION TPI NEWS The Race for Sikyong Tibetans are victim of Chinese Pseudo-rule of law June 30, 2015

Nearly four years back, Tibetan Prime Ministerial election drew unprecedented hype and attention around the world (where Tibetans Diasporas are concentrated). Even the southernmost part of Indian city called Chennai wasn’t spared from the storm of election. For the first time, Tibetan college students based in Chennai also partook in the 2011 Tibetan (Prime Ministerial and Parliamentary) Election. People’s minds became preoccupied with the winds of election. While working in Chennai I still remember about young Tibetan college students (who were in support of then candidate Dr Lobsang Sangay), were wearing white T-shirts stripped with ‘Katri Lobsang Sangay’ and interviewing student leaders there of their views on election. I was then among those who spoke in support of then candidate Ex-PM Tethong Tenzin Namgyal given his experience and intellectuality. However, I didn’t rule out Dr Lobsang Sangay from serving CTA. Around that time I was in favor of Dr Lobsangay becoming Kalon (Minister) for Information and International Relations to finally pave way for him to become Sikyong in 2016 with much more understanding and experience of administration. This utopia didn’t materialize as Dr Sangay won against his nearest rival Tethong Tenzin Namgyal. Back then it was the rising day of Obamic season for Dr Lobsang Sangay. His Holiness the 14th Dalai Lama was already in semi-retirement stage as far as his political role was concerned since the direct election of Kalon Tripa in 2001. The 2011 Tibetan Election was both curiosity and worrisome. On the one hand you had first-ever Harvard intellect fellow debuting in the Tibetan election with a youthful and charismatic face stealing the hearts of many youths and elderlies. On the other hand, Tethong T. Namgyal’s candidacy was being contested by many on various grounds of his past deeds and aristocratic lineage. The debate between the candidates went so deep and wide that it became one of the most talked about and an historic election in exile history. Why I called it was Obamic season was on account his academic and luck that followed him in the contest. Even before election wind was flowing, Dr Lobsang Sangay made an implicit speech in Chennai during 4th Tibetan College Students’ Conference held there “My final service of destination is Dharamsala and there is no doubt about that”. Though the campaigns for both the candidates emerged mainly from west (as both candidates were then residents of the United States), it was east (mainly Tibetans in India) who helped to boost the election to such unprecedented scale and made Dr Lobsang Sangay the ‘Prime Minister’ or what later known as ‘Sikyong’, the Political Leader. Who and what situations were responsible for making Sikyong the Prime Minister defeating Tethong Tenzin Namgyal. The vote banks mainly were youths of 21-39 age groups comprising of college students, monks and nuns. For the young college goer Tibetan students, Dr Lobsang Sangay is a beacon, an icon and inspiration for them. Dr Sangay’s youthful

appearance and being Harvard degree puts him among the first place as the choice for their Prime Minister. Furthermore, being young and accessible to youngsters, students eyes filled with Dr, Sangay’s academic credentials. For any young ardent and studious college student who don’t want to imitate and follow Dr Sangay. Students like accessible leaders and Dr Sangay did it both with his academic credentials and knack for connecting with the youth. As far as monks are concerned, though they could be conservative in general sense, situation tends to make them ponder otherwise. During the elections both the students’ and monks’ participation increased as compared to 2006’s electoral participation. Monks who were and are one of the most active participants both inside and outside Tibet for the Tibetan freedom struggle were also in search of inspiring leader. Prof. Samdhong Rinpoche couldn’t be elected again due to Tibetan Charter’s provisions and his election for the post for two years consecutively unless related articles in the Charter is amended. And no one will nor will Prof. Samdhong Rinpoche accept such offer of amending particular article in the Charter to fulfill the duties again as Prime Minister. Hence, the only choices left were Dr Sangay, Ex-Premier Tethong T. Namgyal and reluctant Ex-Minister Tashi Wangdi. Tashi Wangdi is unlikely to win due to his flip-flop and dilly-dally in announcing his candidacy despite partaking in several of the public debate. Hence the only choices were between the two; Dr Sangay who has huge academic and youthful credentials and the other, Tethong Tenzin Namgyal, a veteran Politian whose experience and charismat were forces to reckon with. However, in the final the monks and nuns decided though not in landslide Dr Lobsang Sangay as their choice on account of his promising and convincing public talk. Those of 40 plus also contributed huge vote to Dr Lobsang Sangay. The elderly Tibetan voters would of course be more than happy to vote for young and educated people. Most of the elderly people were ex-service men, businessmen who have served in various Tibetan institutions. They didn’t much have educational opportunities though they are far more spirited and nationalistic than us. They too must be looking for young and educated people and Dr Sangay presented himself on time as the most reliable and fitting candidate of the time. Going by the institutions or organizations, it was NDPT who campaigned for Dr Lobsang Sangay to a great deal. Many of the NGOs, monastic institutions and Tibetan colleges also endorsed him. There were few exceptions at individual level that voted or campaign to vote for Tethong Tenzin Namgyal. Let us finish with the background of last time’s election and glance into this year’s Tibetan Election. When we say elections for Sikyong are coming up, exile people tend to recall the faces of, Dr Lobsang Sangay, TPiE Speaker Penpa Tseing, Home Minister Gyari Dolma, Security Minister Drungchung Ngodup, Ex-PM Tethong N. Tenzin Ex-Minister Lobsang Nyandak and even as far as Prof Samdhong Rinpoche and Gyari Lodi Gyaltsen. The first preference among the Sikyong candidate must be Dr Lobsang Sangay who can stand for second term as per provisions in the Tibetan Charter. Given the historic atmosphere he is likely to stand for and even win the second term as Sikyong. In 2006 when

The religious leaders praised the Nobel Peace Prize laureate, saying, “We are deeply grateful and appreciate His Holiness the Dalai Lama’s concern for the Tibetan people and Buddhists worldwide, and for truthfully explaining the harmful effects of propitiating Dolgyal.” The statement concluded saying, “Therefore,

we, the participants of the 12th Religious Conference of the Four Schools of Tibetan Buddhism and Bon Tradition, under the leadership of our respective spiritual heads, wholeheartedly pledge to follow your advice and urge others to do the same.” Addressing the first day of the conference, Sikyong Dr Lobsang Sangay, the democratically elected political leader of the Tibetan people spoke about “the isolated incidents of extremism” within the Tibetan Buddhist community. Dr Sangay also urged the need to abstain from “religious extremism” such as the one propagated by Dolgyal followers, and condemned the views and practices of the “cult group,” who are increasingly being manipulated by the Chinese government to serve their own political motives. While discussing a wide range of other topics related religion, the leaders have discussed the need of finding ways to develop Tibetan academic studies, the preservation of Tibetan culture, and promotion of world peace. The three-day conference was attended by over 66 representatives from 58 monasteries and Buddhist institutes, including H.E Gaden Tripa Rizong Rinpoche, H.E Sakya Trizin, H.E Karmapa Rinpoche, H.E Menri Trizin, Shabdrung Rinpoche, H.E Drukchen Rinpoche’s Representative Khenpo Tenzin and H.E Taklung Tsetrul Rinpoche’s representative Kathok Gezey Rinpoche.

Dharamshala — From Mao to Xi, leaders of PRC are good in using catchphrase heralds to impose its hard lines ideologues on dissident Tibetans and others alike. PRC initially marched in Tibet under the guise of wishing to aid in development and improve the living standards in the secluded country. Soon Tibetans witnessed the true color of PRC, when Tibetans were given an ultimatum to sign the 17 points Agreement in 1951.Since then in order to “Senocize” of Tibet , PRC has imposed “Great Leap Forward” under socialist Democracy; capitalism in the color of Socialist Market Economy, consequently, it proved to be disastrously counterproductive, contributing to the first ever famine in Tibet’s history, destruction of the Tibetan identity, widespread self-immolations, and growing instability across the Tibetan Plateau. Now Xi, like his predecessor, rhetorically endorsed “Socialist Rule of Law” with Chinese characteristic without being scope for Rule of Law. The Rule of Law was coined by Sir Edward Coke and later developed by Prof. Dicey. Rule of Law means “…no one is above the law and every man including King, is subject to the ordinary law…” In India, the concept of Rule of Law can be traced back to the Upanishad (Ancient Philosophy before 6th century BC). It provides that Law is the King of Kings. As per the Chinese ‘Rule of Law’, party is the law and what they say is law! And it is deliberately misleading and overturning the very spirit of the Rule of Law. In fact, it is not the rule of law as we understand, rather law is being used for tools to suppress the society in order to impose and sustain their authoritarian regime. Party has pledged to the legal reform. “The judicial system is the last defense for social justice,” Xi was quoted as saying. “If it fails, the people will widely question (the ability to realize) social justice and stability will hardly be maintained.” But in practice, the question of judicial independence remains untouched. The judges are hired, paid, promoted and fired by local officials. Most of the judges are under qualified who are either formerly military or police. Previously known as Jogiwara Road, the new name is not the only recent change, as the road is currently under long needed construction. The road is now widened and completely renovated with 7-inch concrete to withstand the long monsoon of Dharamshala, notorious for its high-density rainfall. The renovation of the road is also expected to generate more tourists. “With the reconstruction of the road, His Holiness the Dalai Lama who journeys regularly through this road during his numerous out-station visits would surely have a smoother experience,” a local Tibetan resident exclaimed.

The Tibet Post International Prof. Samdhong Rinpoche ran for second nobody could stand as rival candidate given Rinpoche imminent win against any candidate. However, election wouldn’t be democratic nor would it be meaningful without a rival candidate. Thanks to late Premier Juchen Thupten Namgyal for ensuring the election turns democratic by standing as rival candidate despite losing in the previous election. (It was a bold and most democratic move by Juchen Thupten Namgyal). Grapevines are doing round in this year about the possible aspirants standing for Sikyong. Among the front running names are Sikyong Dr Lobsang Sangay and TPiE Speaker Penpa Tsering. However, a new candidate sprang up out of blue even before the Election Commissioners announced the dates for Primary and General Elections in the form of Mr. Tashi Wangdi, CEO of Tibetan Federation of Cooperates. Tashi Wangdi was said to be among the top supporters of Dr Sangay in the last 2011 election. This time one of the top supporters of Dr Sangay standing directly for Sikyong Election despite Dr Sangay having second term option is something we need to think of. National Democratic Party of Tibet is the only surviving and functioning political party that has been actively partaking in the elections by sending candidates for the Sikyong and Tibetan Parliament House. Apart from each provinces and other regional community producing their candidates, NDPT’s list is much awaited for being the most outspoken organization as political party. During its press conference at Norbu House, NDPT announced incumbent Sikyong Dr Lobsang Sangay and TPiE Speaker Penpa Tsering as2016 Sikyong Candidates. We are yet to wait for other Province Communities and other regional communities who are likely to produce their own candidates for Sikyong apart from Parliamentary candidates. One striking transformation in the exile electoral history is that as the leadership role moves to second rung younger generations, it is quietly clear that exile born leaders who have not even seen their motherland are likely to take over the political leadership of Tibetan struggle. This is an encouraging sign of continuation of Tibetan struggle and at the same time the fruit of His Holiness the 14th Dalai Lama’s decades long dream of reclaiming freedom through education and non-violence is bearing its fruit. However, one discourging sign of space for improvement in political electoral is near absence of any convincing lady candidate who can occupy the Sikyong Seat as Prime Minister (or Sikyong) in the last five decades. Also only few Tibetan women have served in the cabinet as Ministers like Jetsun Pema, Rinchen Khando (both are associated with His Holiness), Takla Yangkyi. In this 14th Kashag (Cabinet) headed by Sikyong Dr Lobsang Sangay, there are two women viz; Gyari Dolma, a longtime Tibetan Parliamentarian and even two time deputy Speaker, TPiE and Dikki Chhoyang, Canada resident exile born lady. In the 2011 election Gyari Dolma, the most prominent and visible faceof lady in Tibetan exile stood in the primaries but retreated in the main election. This time too she is unlikely to contest even though some people or organization might stand in support of her. Surprisingly, social media, which is most used medium of communication continue to produce several candidates for Sikyong in the likes of ‘2016 Sikyong Dikky Chhoyang’, ‘2016 Sikyong Dr Lobsang Sangay and even ‘2016 Sikyong for Penpa Tsering. Unlike last election, if public debates are to be held, Dr Lobsang Sangay will have to provide more answers to the people of what his accomplishments or achievements are rather than what he can promise to do. People are more informed if not educated about issues facing Tibetans in exile and therefore, any candidate can’t have easy win without facing public. The largest vote banks in terms of territory include settlements like Mungod, Bylakupee, Ladakh, Bir, Dharamsala, combination of North-East Tibetan settlements. In terms of institutions, monasteries and NGOs and provincial and regional associations and communities are going to form major vote banks by influence or clout. Unless some surprise candidates emerges, the two official candidates supported by NDPT and other provincial and regional communities are likely to win. The battle is between the Kalimpong born Havardian Dr Lobsang Sangay and Bylakuppee born MCCian Speaker Penpa Tsering both of whom are young and most appealing of this time. Dr Sangay looks quite confident however whoever comes as rival candidate must be a bold man to contest. Whom I vote for remains to be secret. Pam D. Long life prayer offered to His Holiness the Dalai Lama

Dharamshala — The air was thick with incense smoke that filtered through the hundreds of monks who had gathered to partake in the Life Long Ceremony on 21st June,the day that marked the 80th Birthday of His Holiness the Dalai Lama. The ceremony was attended by the leaders of the Tibetan spiritual traditions - Sakya Daktri Rinpoche, Menri Khen Rinpoche, Gyalwang Karmapa, Drikung Chetsang Rinpoche, Taglung Shabdrung Rinpoche,, Ganden Tri Rinpoche, Katok Getse Rinpoche and a representative of the Drukchen Rinpoche. The five hour event that took place in the main Tibetan temple in Dharamshala, was organized by the Central Tibetan Administration, Domay Community and the Gelugpa School. “The CTA, Domay Community and Gelug International Foundation initiated this offering. My living siblings, Gyalo Thondup, Jetsun Pema and Tenzin Choegyal have gathered here along with many of my nieces and nephews. Sakya Dagtri Rinpoche has presided over the ceremony in the presence of the leaders of Tibet’s spiritual traditions. You’ve all made fervent prayers and I’d like to thank you,” said His Holiness the Dalai Lama addressing the congregation. A line of people, consisting of monks and men and women garbed in chupa, carried offerings to His Holiness. The offerings included statues of Buddha Shakyimuni, religious relics like the khalsel and holy scriptures. His Holiness talked about the Longevity rituals and the Dalai Lamas before him who were a part of similar rituals,”The 5th Dalai Lama had two statues made of Chenresig, one of which remained in Lhasa, while the other was in Kyirong. They were regarded like brothers. He conducted meditation retreats in their presence and experienced a series of visions. The cycle of teachings deriving from them has been a practice of all the Dalai Lamas since and the text for this Longevity Ritual is taken from them.” A program commemorating the His Holiness’s birthday, followed the ceremony. The event was presided over by the Prime

Minister of Arunachal Pradesh, Nabam Tuki, Rajya Sabha Member Mrs. Viplove Thakur, Sikyong Dr. Lobsang Sangay, President of the Italian Transnational Radical Partythe Marco Panello and Chief Guest Dr Mahesh Sharma, Union Minister for Culture and Tourism, and MoS for Civil Aviation who commended His Holiness for his work and efforts to spread peace and harmony in a world rife with disparities and struggle. Sikyong Dr Lobsang Sangay thanking His Holiness for “his leadership and lifelong commitment and his contribution to human happiness and promotion of universal responsibilty said, “you have helped foster religious harmony worldwide and safeguard Tibet’s culture and environment. You are a true democrat deeply loved and respected by the people you have empowered us with democracy and hope, you are an environmentalist who speaks of climate change, you are an advocate of peace and justice. You call yourself a simple Buddhist monk but for people around the world you are a symbol of life and hope.” The program was interspersed with several cultural performances from the three provinces of Tibet. Men and women from the Tibetan Institute of Performing Arts, U-Tsang, Domay and Kham, donning colorful traditional clothes, sang and danced before the dignitaries to the sound of loud claps and cheers. In an interview with Tibet Post International Ms Sharling Tenzin Dadon remarked, “I think for Tibetans it is not just a moment of celebration but it is something that keeps redefining the hope in us. His Holiness with his good health is rekindling or reiterating the faith in ourselves , our faith in nonviolence, our faith in the 26 years of struggle, our faith in World Peace. All his life, The Dalai Lama hasn’t bowed under pressure or failure. He is an embodiment of all the virtues we believe in. There have been times when we questioned our struggle and identity but moments like these repaint the whole picture. Tibetans are able to give a message to the rest of the world through His Holiness about our persistence. He is our identity, he is our symbol, he is Tibet.”

Taipei — The Awarding Ceremony of the First Free Tibet Literary Award was held in Taipei, the capital of Taiwan, on June 20, 2015. Since the launch of the award in December 10, 2014, the team successfully collected the writings and selected the winners of the prize. In order to highlight the meaning of the award, the location of the ceremony is chosen at the Deng Liberty Foundation, the memorial museum of the Taiwanese self-immolator Nylon Deng. The guests of the ceremony are Mr Dawa Tsering, the President of H. H. Dalai Lama Foundation in Taiwan, Mr Li Minyong, the writer and the board member of Deng Liberty Foundation, Prof Yang Tsui, the writer and the judge of the prose in the award. In a press release, the organizer of the award, Student for a Free Tibet-Taiwan said: This award aims to amplify the continuously selfimmolations happening in Tibet. All participants were invited to reflect on the cases of selfimmolations, and the theme was set as “The Day in My Life.” The award hopes to create the connection between the lives of the writers and the martyrs, rather than the alienation. There are enthusiastic submissions from hundreds of participants, and 22 proses and 42 poems were selected into the final. Since many of the pieces are qualified, the judges from the both genres donated to have one more chrestomathy in each. The participants are generally young; the oldest winner is 38 years old, and the youngest is only

19. 8 of the winners are students among the 13. It’s obvious that the support of Tibetan issues and universal human rights values are widely swept across the Taiwanese youth, and it has burst out the splendid glory of the literature. It’s also worth mentioning that, the winner whose has the pseudonym “Anonymous” has won both the 1st place of the prose and the 3rd of the poetry. In order to encourage more young writers into the diverse and profound writings, Snowland Publisher, which has been devoting in Tibetrelated publications, decided to gather and publish

UNHRC expressed concern over human rights situation in Tibet By Angana Chakrabarti: June 26, 2015

Geneva — The United States and EU members states, including Germany, Switzerland and Czech Republic expressed concern over the human rights situation in China during the 29th session of UN Human Rights Council’s on the 24th of June in Geneva under General Debate, Agenda Item 4 – Human rights situations that require the Council’s attention. The US Ambassador Mr Keith M. Harper said, “In China, we remain concerned about increased arrests, detentions and forced disappearances including in Tibetan and Uyghur areas. Draft law could have chilling effect on the civil society. We call for the release of Ilham Tohti, Pu Xhiqiang, Yang maodong, Gao Yu and Liu Xiaobo and urge the government to drop charges against five

women’s rights activist.” In a statement H.E Mr Raimonds Jansons Ambassador, Permanent Representative of Latvia on behalf of the European Union, said, “The EU remains deeply concerned by the arrest, detention and harassment of peaceful human rights defenders in China.” Urging the Chinese authorities to release the detained political prisoners and provide legal protection for all defenders of women’s human rights he added, “China should promote an enabling environment for civil society activity and take into account concerns voiced by the international community about the draft law on foreign NGOs management. Lastly, the EU urges China to address the root causes of unrest and foster dialogue with and between different ethnic groups, especially in Tibet and Xinjiang.” Mr. Frank Jarasch, Counsellor and Head of

Dharamshala — Sarah Sewell, the U.S. State Department’s Special Coordinator for Tibetan Issues, delivered an important statement at the UN Human Rights Council’s event, Lockdown in Tibet, on June 15th, 2015. She began by noting the pertinence of talking about Tibet at the Human Rights Council, highlighting the blatant lack of human rights currently enjoyed by Tibetans, stating, “we believe that the Tibetan people, like people all around the world, should be able to enjoy their fundamental freedoms enshrined in the Universal Declaration on Human Rights. The State Department’s country reports on human rights noted that China ‘engaged in the severe repression of Tibet’s religious,

cultural, and linguistic heritage by, among other means, strictly curtailing the civil rights of China’s ethnic Tibetan population, including the freedoms of speech, religion, association, assembly, and movement.’ “The United States has consistently urged the Chinese government to uphold its international commitments to protect human rights and fundamental freedoms, specifically by ending the harassment, detention, and other mistreatment of individuals who seek to peacefully practice their religion, express their views or seek legal redress. We call on Chinese authorities to release Tenzin Delek Rinpoche and other prisoners of conscience, and to allow Dhondup Wangchen to be reunited with his family.” Additionally, she addressed the issues of transparency in Tibet, and China’s unwillingness

Illustrating the gravity of the situation in Tibet, Sewell referenced the rising numbers of self immolations. “In the absence of peaceful avenues for the exercise of basic rights, people despair. The US, EU and former High Commissioner Pillay, all have urged China to address the restrictions on rights and freedoms that have driven some 140 Tibetans to set themselves on fire in protest. Finally, Sewell urged the Chinese government to seize the current opportunity to resume dialogue with His Holiness the 14th Dalai Lama, stating, “we believe the Dalai Lama is sincere and can be a constructive partner for peace and stability.” “I urge members of the Council to join the United States in encouraging the Chinese government to live up to its international obligations to respect Tibetans’ distinct culture, identity, and fundamental human rights, as well as respect international protocols on diplomatic relations and reciprocal access among states.” At a side-panel of the U.N. Human Rights Council in Geneva Sunday with the U.S. Special Coordinator on Tibet, and former political prisoner Golog Jigme, Matteo Mecacci, President of ICT, said “Chinese Party leaders describe Tibet as the ‘teeth of the storm’ in a ‘struggle of the ideological realm’. There are increasing dangers for Tibetans as a result of the deepening oppression, but at the same time young generation singers, artists and writers are leading a remarkable cultural resurgence, producing new songs, literature, poetry to define their identity and as a means of countering the Chinese state.”

Dharamshala — His Holiness the Dalai Lama talks about the plight of indigenous peoples in various countries, saying that the aboriginals must be educated so that they can adapt the ways of the modern world. The Chief Minister of Himachal Pradesh, Mr Virbhadra Singh, graced the second day of His Holiness the Dalai Lama’s 80th birthday celebration organised by the Domey Association. Extending his heartiest birthday wishes, the chief minister said, “I join with you all to wish a happy long life to His Holiness the Dalai Lama, who leads not only the Tibetan people but humanity at large. His Holiness the Dalai Lama has not only been the leader of Tibet but also a teacher of peace, tranquility, brotherhood and goodwill among all the nations, for which

he is recognised by the world community.” “We are very happy that His Holiness the Dalai Lama and his government in exile are situated at Dharamshala in my state of Himachal Pradesh. We adore him and he is a leading example of tranquility and struggle and also of high thinking even under adverse conditions”, he added. Mr Edward John, a prominent First Nations Canadian political leader, reminisced His Holiness’s recent visit to Australia where he met with a group of indigenous people and talked about their culture and language and the importance of keeping these in the family of humanity. He added, “I want to say thank you from the bottom of my heart, for our children, grandchildren and over 370 million indigenous people across the world, how important the message is from you”. In his address, His Holiness the Dalai

Lama expressed deep concern over the plight of indigenous peoples in various countries. He said that the aboriginals must be educated so that they can adapt the ways of the modern world. Speaking on the preservation of one’s culture and tradition, His Holiness lay emphasis on the importance of a script to preserving one’s culture and tradition. “As a Tibetan I am thankful and proud of my ancestors for having a very rich Tibetan script and language,” he remarked. His Holiness recalled his conversation with a black native who seemed emotionally and mentally cowed. His Holiness expressed his sadness at the man’s belief that the brain of a black man is less abled than the brain of a white man. Referring to the inferiority complex that aboriginals seem to possess, His Holiness commented on the discrimination Tibetans face at the hands of the Chinese. “Had the Tibetans not curbed by limited opportunity, they would have been par with the Chinese people”, His Holiness said. “The 21st century is the century of equality where one doesn’t need to be submissive.” His Holiness further talked about the need to imbibe a sense of unity and interdependence. He said that “self-centeredness’’ is the root cause of all the troubles in the world. “Due to the self-centered attitude, the world never ceases to create problems. We live in a community where we cannot stay isolated, thus we have to be dependent on others. Our happiness depends on how healthy our humanity is.” Sharing his thoughts on universal happiness, he said that the real nature of human kind is that of love and compassion, since the Creator himself is an embodiment of these virtues. He further added that, love and compassion are innate in every human being because since it’s a derivative of the love begotten from our mothers.

Top religious leaders call for unity among religious traditions By Yeshe Choesang: June 18, 2015

Dharamshala — The three-day 12th biannual conference of religious leaders and representatives of the four schools of Tibetan Buddhism and Bon religion kicked off Thursday morning in the Himalayan town of Mcleod Ganj, Dharamshala, India. The first day began with a minute’s silence and prayer service in memory of all those Tibetans who have sacrificed their lives for Tibet. Around 150 participants, comprising of religious leaders, Buddhist scholars and representatives, are attending the conference, including H.E Gaden Tripa Rizong Rinpoche, H.E Sakya Trizin, H.E Karmapa Rinpoche, H.E Menri Trizin, Shabdrung Rinpoche, H.E Drukchen Rinpoche’s Representative Khenpo Tenzin and H.E Taklung Tsetrul Rinpoche’s representative Kathok Gezey Rinpoche. Among the dignitaries from the Central Tibetan Administration (CTA) who attended were Sikyong Dr Lobsang Sangay, the democratically elected political leader of the Tibetan people, Religion and Culture Kalon Pema Chhinjor, Finance Kalon Tsering Dhondup, Education Kalon Ngodup Tsering and Security Kalon Ngodup Drongchung. Addressing the opening session of the conference, Dr Lobsang Sangay spoke about the great tradition of Tibetan Buddhism and Bon religion in Tibet for the past hundreds of years. “The fact that the heads of the four major schools of Tibetan Buddhism and Bon religion can meet regularly for dialogue and development is a reflection of the Tibetan people’s inherent inclination towards peace and respect for diverse traditions,” Dr Sangay said while expressing his admiration for the peaceful co-existence of the four major schools of Tibetan Buddhism and Bon religion within the Tibetan community. He also recalled the meeting of diverse religious traditions led by His Holiness the Dalai Lama that was held in New Delhi last year. “Such a meeting would not have been possible without the respect and affection that other religious leaders have towards His Holiness and the values of love and kindness that he espouses,” Sikyong said. Dr Sangay also spoke about the growth of Tibetan Buddhism and Tibetan culture in the world, which he attributed as a direct result of the tireless efforts of Tibetan lamas and religious scholars. “His Holiness is ranked among the most admired leaders in the world. A

recent US survey revealed that among 16 world leaders, only Pope Francis and His Holiness the Dalai Lama garner good opinion from the majority of Americans,” Sikyong said while highlighting His Holiness the Dalai Lama’s great contribution towards the preservation of Tibetan Buddhist culture, and more importantly towards world peace and harmony. He expressed his his deep gratitude for a fruitful dialogue and said he would welcome all the recommendations and suggestions of the conference to foster greater interaction among the different schools and for the development of Tibetan community as a whole. Menri Trizin stressed the importance of preserving the four traditions of Tibetan Buddhism and Bon religion. “The most important thing at the moment is to preserve and promote all traditions in Tibet,” he said, adding “particularly Bon religion has a very long history and there have been significant developments because of the explicit support from His Holiness the Dalai Lama.” In his address the 17th Karmapa spoke about the need to establish a greater unity among the major religious traditions in Tibet. “The unity is not only about one’s public discourse but also should be practical at the individual level by maintaining a good relationship,” he said, “It is extremely important to focus the importance of developing and maintaining unity among the traditions, while learning from our past experiences and history.”

Sakya Trizin speaks about the importance of finding ways to develop academic studies in Buddhist institutions. “Only Tibet has the most complete presentation of the Buddhist teachings including the systems of both sutra and tantra,” he said, “What is important for our discussion is that inspiring as common ground, by encouraging a close relationship relationship with Buddhists around the world.” In his remarks, Mr Pema Chhinjor praised the religious leaders for saying “Buddhism is the only thing that Tibetans can proudly portray to the world and the sole reason why Tibetans are loved by the world.” “Monasteries and nunneries have magnificently contributed in restoring and preservation of the rich culture and tradition of Buddhism. Today, the monasteries have reached such a status, where they can flourish without much assistance from the CTA,” he said. Speaking on the religious conference, he said, “ The religious conference was first initiated by His Holiness the Dalai Lama in 1963 to facilitate inter-school dialogue. Often we tend to forget our refugee status in the seemingly beautiful world, and such conference is a reminder that we do not belong here. We belong to a country Tibet that is under constant threat of losing its culture and tradition,” Kalon said. Dharamshala — Thousands of people – including Tibetans, foreign and Indian supporters – on Sunday gathered in and around the main Tibetan temple to celebrate the birthday of the spiritual leader of Tibet His Holiness the Dalai Lama’s 80th birthday. Special prayer sessions were held for the perfect health and long life of His Holiness early Sunday morning. His Holiness sent a powerful message to Tibetans and supporters around the world and their freedom struggle as he said he would remain healthy at least for 20 years more. This historic event was organised by the Central Tibetan Administration to mark His Holiness the Dalai Lama’s 80th birth anniversary to honour his “remarkable achievements and contribution towards world peace in general and the Tibetan cause in particular.” Among the dignitaries attending June 21 celebrations were Dr Mahesh Sharma, Union Minister of State for Culture and Tourism; Hon Kiren Rijiju, Union Minister of State for Home Affairs; Mrs Viplove Thakur, MP from Himachal Pradesh; Shri Nabam Tuki, Chief Minister of Arunachal Pradesh; Mr Pema Khandu, Tourism Minister of Arunachal Pradesh, and others. All the heads of four schools of Tibetan Buddhism and the Bon Tradition also attended the celebration. A representative from Sikkim Chief Minister Pawan Chamling’s office read the minister’s greeting message. In his address, Minister Shri Mahesh Sharma said, “I came here with the best wishes and prayers of 125 Crore Indians. We pray before God today for your long life and to give you more strength, to give you health, to give you courage, to show the path of life and the path of wisdom to the world and to humanity.” He continued, “We will remember your contribution to peace and for using Satyagraha as a weapon in your struggle for freedom. You have taught your people and all of mankind that losers are those who refuse to rise up after falling down and not those who continue to rise up even after falling down. We salute you for this strength and wisdom.” Speaking on the relationship of Tibetans and Indians, Minister Kiren Rijiju stated, “The bond shared by Tibet and India is centuries old. The people living on the two opposite sides of Kailash Mansarover have traveled through time together. This time tested relationship is based on culture, mutual trust and affection. Hence, this historic relationship shared by these two peoples can never be set apart.” The minister then – in reference to His Holiness’ global role and appeal – spoke to the Dalai Lama: “You don’t represent one religion or one community; you represent the entirety of humanity. And it is our bonded duty to ensure that we practice your message of love and kindness in words and in spirit.” Calling His Holiness the Dalai Lama an apostle this problem. At the same time, he added that the focus of the monasteries should be on quality rather than the quantity of the monks as per the advice of His Holiness the Dalai Lama. “We have invited the major the religious leaders for working in accordance with the wishes of His Holiness the Dalai Lama and the preservation and promotion of Tibet’s rich and unique Buddhist and cultural heritage to the Buddhists institutions,” Secretary for Religion and Culture Department of the CTA, Dhondup Dorjee Gyalling said while speaking with media. The spiritual leader of Tibet His Holiness the Dalai Lama will address the religious leaders at the conclusion of the conference on 20 June. The last conference was held in 2011 and reviewed the implementation of teaching science in the Buddhist learning centres among other agendas. The leaders also discussed ways to develop academic studies in Buddhist learning centres, institutionalise a process of conferring of existing or new titles to nuns graduating from Buddhist learning centres, Bhikshuni ordination and review of the status of Religious Affairs Council of Tibetans in Exile. The conference was organised by the Department of Religion and Culture, CTA. Overlooking religious and cultural affairs in Tibetan exile community, the department says it supervises 262 monasteries and nunneries in India, Nepal, and Bhutan and looks after the welfare of approximately 39,479 monks or clergies living in these institutions.

of peace and ocean of wisdom, Nobel laureate Mr. Nabam Tuki, Chief Minister of Arunachal Pradesh, said, “I am deeply honoured to be a part of the 80th birthday celebration of His Holiness the Dalai Lama along with the devotees from all over the world. I pray for the long life of His Holiness the Dalai Lama who is the most revered spiritual leader of our times.” The Chief Minister assured his government’s continued support to the Tibetan cause and affirmed that he will formulate the Tibetan Rehabilitation Policy 2014 (announced by the central government of India in Arunachal Pradesh). He observed, “I have visited all the Tibetan settlements in the state. I consider it my solemn duty to provide the necessary facilities and solve the problems faced by the Tibetan people residing in Arunachal Pradesh.” In his address, His Holiness the Dalai Lama expressed his heartfelt appreciation to the crowd for coming to celebrate his birthday. “You all have come here today to greet this old man. Most of you who have come here are also quite old and the fact that you still came here, taking time from your busy schedule, reflects your deep conviction. I am truly thankful to you all,” His Holiness said. His Holiness said that he is no “super human” and explained that whatever he has learned and achieved in this life is due to his enthusiasm to learn and practice what he preached. “You all praised me a lot today. But I am just a simple Buddhist monk. I try to do my best all the time. I am 80 years old now and I have lived my entire life practicing the knowledge that I have gained from the Nalanda tradition. And I will continue to practice it as long as I am physically able,” His Holiness said. Speaking on his lifelong commitments, His Holiness said that he is just one human being among the seven billion in the world. “Every one of us desires happiness and doesn’t want suffering. Yet, if we think about it carefully, most of the sufferings that we endure are of our own making. Therefore, if we practice the love and affection that we derived from our mothers to one another, most of the sufferings will surely diminish,” His Holiness added. The spiritual leader lauded India for its diversity, and noted India is a prime example of interdependency and mutual harmony. “All the major religious traditions exist in India and they have lived peacefully with one another for centuries. This multiculturalism of India is the true beauty of India,” His Holiness said. The Nobel Peace Prize laureate also said that he would remain healthy and continue to work for the promotion of compassion and religious harmony. “I will remain healthy at least for 20 years more and this is what doctors told me,” he said, adding, “I hope you will join me again to celebrate my 90th birthday.” The political leader of Tibet-in-exile, Sikyong Dr Lobsang Sangay, in his birthday greeting thanked His Holiness for his leadership and for his commitment to human happiness, as well as the promotion of universal responsibility to foster religious harmony and to safeguard Tibet’s culture and environment. Sikyong Sangay declared, “Nobel laureates call Your Holiness as the super laureate. But lesser known are your other contributions. Your Holiness, you are a true democrat. Deeply loved and respected by your people, you have empowered us with democracy and hope. You are an environmentalist who speaks on global warming, climate change and Tibet as the third pole which is a major source of rivers in Asia. You are an advocate of equality and justice who speaks strongly against the growing gap between rich and the poor.” His Holiness’ 80th birthday is being celebrated today on 21 June, as His Holiness was born on this day according to the Tibetan lunar calendar. There also are several reports that Tibetans within Tibet simultaneously celebrated the happy occasion.

“This is how Shugden Society started having direct connection with China” –Lama Tseta By Molly Lortie: June 30, 2015

The video released recorded Lama Tseta Rinpoche, former Chairman of the Shugden Society, uncovering the alleged connection between Shugden practitioners and the Chinese government. His testimony can be found below: I would like to say Tashi Delek to all the fellow Tibetans inside and outside Tibet. My name is Tsering Tashi, some people call me Lama Tseta. My hometown is Lithang. I thought it is not right if I don’t share what I know to my fellow Tibetans because when I see some evil people using the Dolgyal issue to collude with Communist China, destroy the Tibetan community, vilify His Holiness the Dalai Lama beyond limits, I can’t bear it. By voluntarily relating what I know to the public it might have great benefit. There are many dedicated and courageous people amongst us Tibetans who explain and clarify the Dolgyal issue to the public. I thought that even I can voluntarily share my knowledge on this issue which will benefit the public. This is because, by through the Dolgyal issue, certain people have joined hands with Communist China. I have friends, I have personal contacts. I feel that if I explain the issue, it will be of immense benefit. I know a lot of secrets about them. If I could explain this, it will benefit. After arriving in India I went to Sera Monastery. In Sera Mey, theres Pomra Khangsten. There were many Shudgen practitioners in Pomra Khangste. After some years, in 1997, I was appointed as one of the four officials. It was in the year 1999, I was appointed as the Chairman of the Regional Shugden Society by Shugden. Through this, I came into having stronger contact with Shugden. Neither do I have faith in Shugden or believe in it. I clearly know that Shudgen is fake. I cannot go into a trance. This is because in the year 1997, I was appointed as one of four officials in Pomra Khangsten, in the year 1999, I was appointed as Chairman, thus I started my connection with them. My relationship with Shugden practitioners was first initiated after I was appointed by Shudgen himself. The main reason why I have to explain about the way of working, is they maintain connection with communist China. His Holiness the Dalai Lama is the jewel of the world, central nerve of the Tibetan people, savior on the issue of existence or death of Tibet. The Chinese communists clearly know this. Therefore, China always tells the Shugden practitioners that the Dalai Lamas from the 1st to the 13th are not your enemies. The 14th Dalai Lama is your enemy, also the enemy of China, thus we must work together in confronting him. To whom they give these advices are the few evil people who regularly demonstrate around the world. I cannot bear it if I don’t explain knowing about their many activities in different parts of the world. Also, as a Tibetan, this will also have a bearing on my Karmic consequences. From a young age from 16 until 80 His Holiness the Dalai Lama has worked tirelessly for the welfare of the Tibetan people. These people do not appreciate the benevolence of His Holiness the Dalai Lama and instead do such things. Especially when a Tibetan demonstrates against HHDL, I cannot bear it at all. Earlier the Communist Chinese have used many young Chinese students to demonstrate. However, when these young people became more knowledgeable, and had an opportunity to meet HHDL and ask questions, who always thinks of everyone being in the universe, who promotes religious harmony and works for world peace, the number of Chinese participating in the demonstrations decreased. Thus, China saw the best opportunity of using Dolgyal practitioners in our Tibetan community, financed them, and gave them unlimited tasks. Since I am one of the people who know these works being carried out in the Tibetan community I thought it wouldn’t be right not to share this information. This is the main reason I am sharing the information. When they first contacted China, they did so with two departments. One was the United Front Workers Department, another one is the Lhasa City Public Security Bureau. When establishing connection with the LCPSB, it was Kunchok Gyaltsen, late Gen Jangser Chatrenpa and I who went to Nepal to meet their officials. From their side there were two of them, namely, Li San and Phunam. When we met them, we had around 20,000 Shugden propitiators. We said will submit ourselves to China, we will do whatever CPC tells us, we won’t follow HHDL, we will not struggle for Tibetan independence, we will accept the Panchen Lama recognized by China. These conditions were given to them through LCPSB. After about a month, we got reply saying that you have already contacted China’s United Front Work Dept through Gangchen Lama. You can send us confidential info of Central Tibetan Administration. You can directly contract with the United Front Work Dept. From then onwards Delhi Shudgen society and China’s United Front Work Dept established direct connection. The one who is advising and assigning the tasks on their side is the person named Zhu Pu Zhang, his Chinese name is Zhu Weiquen. The Tibetan official’s name is Sithar. The person who contacts with them from the Chinese embassy in

Delhi is Wangdu, from Gyalthang. Sithar is from Derge. He is the Vice minister of United. Earlier when they contacted him he was called the Director of bureau no 2. Since then if Shugden Society needs money they can get it directly through Gangchen Lama. They can get directly by going there, they can collect from Chinese embassy in Delhi. This is how they started their relationship, this is how Shugden society’s central committee started having direct connection with China. As far as I know, Nagpo Gyaltso, Athar Tsering, people like them had contact with China from way back. Before coming to the US, Athar Tsering was one of the key people of Kunchok Gyaltsen. He has contact with the Chinese personally and officially. Officially means, having contact through the United Front Work Dept, personally he has connections with Chinese intelligence. Even Nagpo Gyatso is like that. He went back to Tibet from India, when he came back to India, Indian intelligence came to know about his work and didn’t allow him in India. Thus he went to Chinese embassy in Nepal and informed everything. He was then assisted by Nepali government and was sent back to Lhasa. From Lhasa with help from the United Front Work Dept. he came to the US. He is someone who had contact with China from before. After coming to the US, he began vilifying HHDL, creating dissension amongst Tibetans, working for disunity in the community, to create conflicts amongst the religious group by vilifying religious leaders and spreading disinformation by deliberately labeling certain people as Shudgen worshippers, who actually are not. Thus, this kind of creating discord in Tibetan society are duties given by China. Since their main work is to create dissension within Tibetan society, it is very dangerous and every Tibetan must be cautious of such acts. Secondly, concerning the personal safety of HHDL, earlier they plotted to kill four people. In the list were Samdhong Rinpoche, Khamtrul Rinpoche, Kungo Tara, Head of the Institute of Buddhist Dialectical Studies Lobsang Gyatso. From the list, they got an opportunity to kill the master of IBD. Later, Geshe Kelsang Gyatso as the lead, Ngalama, Tritul, Gangchen, Kunchok Gyatsen, Chatreng Yeshi, and Chime inserted HHDL’s name and made it five. They have got the chance to kill master of IBD, didn’t get an opportunity to kill the other four. However if they get the opportunity, they will certainly kill HHDL. This is because, Athar Tsering keeps saying this to many people. He says one day he will kill the Dalai Lama. He once told to a businessman that he will be paid a huge amount by the Chinese govt. if he’s able to kill HHDL. Like this, their work got worse and worse, while their relationship with China became stronger. Acting on behalf of the Chinese Communists, they create differences between the Tibetan people, they threaten HHDL. It is 100% certain, I am saying this with clear proof and photographs. A person claiming to be a lama named Dechen Trulku, who these days vilifies HHDL without any restraint, initially did not have any special contact with China. Later he got married to a sister of Nagpo Gyatso. After, he was introduced to the United Front Work Dept. and Lhasa City Security Bureau. Thus he got all these tasks from China with the help of Nagpo Gyatso. I can say that categorically, since I have travelled with Nagpo Gyatso. I am well aware of all his contacts with China. The person whom Athar

Tsering contacts in Chinese embassy is a man named Mr. Wang, who is fluent in Tibetan. He’s the one who gives money toAthar Tsering. He is well supported by the Chinese embassy. He has both Nepali and Chinese passports. Nepali passport is procured through their own means, while Chinese passport is easily given by China. Phabongkha Rinpoche travels numerous times to China, he is assisted by China many times. Phabongkha cannot be blamed because Kunchok Gyaltsen and Chatreng Yeshi have threatened him, saying that if you do not stay nicely propitiating Dolgyal, we will not let you off easily. The warning is clearly recorded in a tape recorder. Phabonkgha is a coward and is scared. All their work for the Communist China they do not have even a small dedication for Tibet or Tibetan people and their work is merely to destroy. There’s not even a single person who thinks of promoting the activities of Phabonkgha and Trichang Rinpoche. They merely say Shugden is a deity, but in truth they do not do any work in propitiating Shugden. To malign someone who is dedicated to the Central Tibetan Administration, vilify HHDL without any restraint, create dissension within Tibetan society are their main tasks. To date their activities have been such. Therefore, it’s wrong from my side if I don’t explain since I am the one who knows they have contact with China. I thought the time has come for me to reveal what I know and so I had to do so. There’s a Phelgyeling abbot named Gen Thardoe, he has close contact with China. He had been to China many times, even we have gone together. He’s taken all the money China has given him. He established contact with China and we both went together to China many times. We met Chinese leaders, we met Zhu Pu Zhang and Sithar. The most important work is in Nepal. Chinese intelligence has established two restaurants. There are a few Tibetans who work for the Lhasa City Public Bureau Security. Some are in a hotel named Royal Singi Amenities. The cook in that restaurant works for the Chinese intelligence and so does the cashier. Other than a few service men who are Nepali, rest of them are those working for Chinese intelligence. The restaurant is the place where they meet. Athar Tsering and Chinese intelligence officials have met there many times. The restaurant is located on the seventh floor. There’s a small dining room inside the restaurant if they meet inside that small room, no one will know. There’s one restaurant near the palace of the Nepali king. And there are a few such places that were started by Chinese intelligence. Another issue is that after killing the master of the IBD, they couldn’t send the money on time. So Lobsang Phyntsok came specifically to Nepal from Tibet to collect the money. When problems arose after he reached Nepal, Phabonghka Rinpoche, Gen Thardoe, Choezay Tingay, the chairman of the Shugden society in Nepal, spoke to Lobsang Phuntsok saying that it wouldn’t be good if he creates an issue since this is too dangerous and at the end managed to send him back to China. Man arrested for celebrating birthday of Tibet’s Spiritual Leader By Yeshe Choesang: June 08, 2015

Dharamshala — A Tibetan man has been arrested in Manggo village, Rebkong County, in northeastern Tibet after posting material relating to His Holiness the Dalai Lama’s birthday on a popular messaging application called WeChat. Weeks before His Holiness the Dalai Lama’s 80th birthday on June 21 (which is his birthday according to the Lunar Calendar), Chinese authorities began exerting pressure against public celebrations related to the event, sources said. Tibetans in Rebkong were instructed not to assemble in large groups, organize celebratory picnics, or use social media during the 80th birthday event. They were also instructed not to share photos or videos with others. “Many vehicles equipped with devices to monitor online activities have been seen patrolling the area to monitor Tibetan movement,” one source noted. However, many parts of Tibet held several events – including prayer services for the long life of the Dalai Lama – over the weekend. A common theme among these gatherings was the display of the spiritual leader’s photo. The authorities have detained several people for sharing Dalai Lama-related photos online. Tsering Dhondup, 25, was detained for posting images of the Tibetan flag and His Holiness the Dalai Lama on WeChat. Since his arrest, Mr Dhondup’s conditions and whereabouts remain unknown. The secret detention of Tibetans for exercising basic human rights is all-toocommon within Tibet, and has drawn criticism from

non-governmental organizations and governments alike. In these situations family members often only learn the specifics of the case and see their imprisoned relative at trial, if one even occurs. The detention of Mr Dhondup follows established patterns of human rights violations in Tibet. The PRC closely monitors WeChat, which is a common application on smartphones throughout China and Tibet. Tibetans can be arrested and given severe prison sentences for sharing material on WeChat. In the weeks leading up to the spiritual leader’s birthday, PRC officials tightened preexisting restrictions in Tibet. Sources stated, “Tibetans in Manggo village had planned a variety of activities for June 20th and 21st” to mark the 80th anniversary of the Dalai Lama’s birth year. “But the Chinese authorities prevented them,” the same sources added. Some sources observed that the crackdowns against Tibetans for celebrating their spiritual leader’s birthday follow a pattern similar to the restrictions preceding Tiananmen Square anniversaries. Officials’ obstruction of public gatherings and the deployment of vehicles suited with digital surveillance equipment in Tibetan areas accompanied Dhondup’s arrest for posting photos on WeChat. Chinese authorities also banned the public from attending events at monasteries, and warned Tibetans they could have their phones confiscated and searched. Like Mr Dhondup, many Tibetans may have been detained or are in danger of being detained, in what is an increasingly standard practice the Chinese authorities use to punish Tibetans.

They try to present their religious lineage beyond limits as if they are superior to Buddha. Thus to protect such self-created positions, them manipulate random followers of Shugden. It would be very sad if we do not know the truth because they keep meeting senior CPC leaders and have established a large Shugden Association in China. A former monk of Sera Pomra Khangsten, named Tenzin Palchok has established close relationship with China. These days he travels to and fro. Likewise, Thupten Phurbu has allied with China and has established a large Shugden association in China. China’s central government bears their expenses, and China has appointed Thupten Phurbu to keep in contact with high lamas abroad. He meets Geshe Kelsang, Gonsar in Switzerland and Gangchen, reincarnation of Trichang Rinpoche etc, and he does various work for China. They join with China hands like dogs with wolves and create an enormous enemy of Tibetan people, and leave a large black mark. It is very dangerous if we don’t know this. If we really think well, we are on the verge of life or death. Even the Tibetan people are at a critical stage of suffering, HHDL single handedly worked to save Tibet—and China is well aware of this. And since HHDL’s activities in this world are strengthening day by day, they are trying to manipulate countries and through these countries to undermine our strength. Due to HHDL’s blessings, rather than being able to undermine his efforts, they are strengthening. Assuming that the Shugden issue is the best opportunity, whatever resources needed are being spent by the United Front Work and Chinese intelligence to educate and cultivate them, and assigning them various tasks throughout, which creates discord within the Tibetan community. My biggest wish is that we Tibetans become aware of such issues. It is the Chinese government that is behind the establishments of the so called Tibetan Public Talk and which bears the expenses. It is clear that the Chinese government bears all of the Tibetan

Public talk and the demonstrations wherever HHDL visits. This is because they laid the plan in 2005. They apprised the Central government, Zhu Weiqun and Sithar. In 2005 that they would vilify HHDL and demonstrate against him in 2008 and would heed whatever China tells them to do. They mentioned this in 2005 and plans were completed for demonstrations in 2008. Their response was that if you could drag the DL to court and demonstrate we will spend any amount of expenses that is required. This is what I have actually heard and seen. I clearly know what Zhu Qwiqun himself said when ge came to Nepal. Nagpo Gyatso, Dechen Tulku and Athar Tsering are merely joining hands with Chinese Communists. They do not believe in Shugden nor have faith in Trichang Rinpoche or Phabongkha Rinpoche. Within the Shudgen community, lamas like Trichang Rinpoche and Phabongkha Rinpoche are being used for financial gain. They do not have faith in Geluk, and nor is it for the Shudgen issue. It’s just for the sake of getting money and monetary gain. When Athar Tsering was in the monastery, not knowing how to go about things, the ones who taught him, educated him, were his tutors who are the ones heeding the counsel of HHDL. Likewise, so called Dechen Trulku’s tutor is someone who heeds the counsel of HHDL. He would regularly advise all his disciples that they must heed the advice of HHDL, and those who don’t heed would not be allowed to stay in Gosog Ladrang. Gosog Rinpoche Sungrab Gyatso expels those disciples who do not heed HHDL’s advice, thus the so called Dechen Trulku had already been expelled from Ladrang a long time back. The reason they didn’t listen to their teacher and did all those things was for money and politics. They do not have actual faith and belief and acceptance of religion. CPC’s spirit has entered them. Even Nagpo Gyatso is like this. He took his monk’s ordination from HHDL, yet he raises slogans asking HHDL not to lie. When they were in the monastery, if we look at who their tutors were, from whom did they receive their novice monk’s ordination, from whom they received their ordained monk’s ordination, which lamas did they seek as their teachers, it will be clear that it is on account of money and politics. We can know they they are being used by the Chinese Communists. When the letter stating that there are more than 20,000 Shugden practitioners, and that they would be allowed to go to China reached, the United Front Work Dept said it is more useful to the central government if you the more than 20,000 people stay back in India and undertake activities there. It’s of no use coming back to support Shugden propitiators in China. We can relax the policy in the monasteries. However you must continue demonstrating against HHDL since our enemy is the same. China’s enemy is HHDL, your enemy is also HHDL, we must eliminate him. They work on the basis of saying such things. ... to be continude on next issue.
