Dharamshala: - The Tibetan parliament-in-exile based in Dharmashala hoped Prime Minister Narendra Modi would discuss the long pending Tibetan issue with Chinese President Xi Jinping at the ongoing BRICS summit, ANI reported. On the sidelines of the BRICS summit at Fortaleza in Brazil, Modi met Xi, as they discussed the unresolved border issue and highlighted the need to address the trade deficit. The sixth summit of the BRICS, which consists of Brazil, Russia, India, China and South Africa, will be held in Brazil till July 16. P-2.....

Dharamshala: - despite severe restrictions imposed by the Chinese government, Tibetans inside Tibet have covertly celebrated the 79th birthday of His Holiness the 14th Dalai Lama on 6 July, 2014. Radio Free Asia reported that Tibetans inside Tibet observed the birthday of His Holiness the Dalai Lama on the weekend by holding celebrations covertly in spite of new restrictions, including a cut-off in communications in some areas.” Tibetans in Tsolho Tibetan Autonomous Prefecture (incorporated into China’s Qinghai Province) climbed on sacred mountains, hoisted prayer flags, burned incenses and held horse races to celebrate the occasion. Leh, Ladakh: - ‘The six million people in Tibet have placed their hope and trust on me. Therefore, I have an ultimate responsibility for reaching their hopes,’ His Holiness the Dalai Lama said on his 79th birthday, adding: ‘those Tibetans physically not allowed to celebrate my birthday, in their minds, are celebrating.’ Speaking on Sunday, 6 July, 2014 in Leh, Ladakh, J&K, India, where he has conferred the Kalachakra empowerment and religious teachings, His Holiness the 14th Dalai Lama greeted and thanked well-wishers around the world on the occasion of his 79th birthday. His Holiness the Dalai Lama’s birthday coincided with Kalachakra events in Ladakh. His Holiness expressed his appreciation and thank to a crowd of over 180,000 devotees, including religious and official leaders who were there to greet him and offer prayers for his long life. The Tibetan spiritual leader began his speech by thanking those in attendance at the gathering. He said, ‘People of Ladakh, Tibetans and visitors from abroad are making prayers for my well-being… Also, the Mongolian people and people of Mongolian decent in Russia who have such a strong connection to Tibet; I have heard they have offered a special birthday celebration for me. Also, those in China who are not allowed to celebrate my birthday, but are doing so in their hearts, I also would like to thank them all. Also, the people of the Himalayan region who have a connection with me, as a guru disciple relationship…’ He continued on addressing his audience, adding, ‘you are joined altogether by many others who are not here, especially people in Tibet who have a special connection with me, many of whom are not allowed to express their faith and support, I also would like to thank them.’ His Holiness spoke of the “five traditional sciences of knowledge that all came from India,” that comprise the Buddhist tradition. He said that each of the traditional sciences is the contribution of great masters that came before. A great Tibetan master had said that, Tibet is a country surrounded by mountains; therefore it is called the snow-land. The color of the sky is bright, but before the light of dharma came to Tibet, it was a dark country. The Dalai Lama indicated that this is an extremely true statement. ‘Therefore,’ he said, ‘I am sure there are

many Indian brother and sisters all over India who are wishing me blessings on this day; I would like to thank them.’ Speaking about his three major commitments, His Holiness outlined the importance of promoting of human value, promoting religious harmony, and to working to preserve Tibet’s Buddhist culture—a culture of peace and non-violence. With regards to human value, he said, ‘We don’t need to talk about religion. All have been born by a mother and been fed by mother’s milk. We have been fed by the mother’s love. Therefore, love and care is something natural to human beings.’ He added, ‘We all want happiness and friends. Whenever I meet somebody, first of all, I see them as a fellow human being that desires happiness. We cannot eliminate all the suffering in the world, but as long as we have internal peace and stability, no matter how big our adverse situation is we can still remain calm

Dharamshala: - The 17th Karmapa, Ogyen Trinley Dorje, the Tibetan lama has told Mick Brown, a reporter from the Telegraph that he believed that Tibetan cause was environmental issue as well as political one. The Himalayas, sometimes called the world’s “third pole”, aree covered with thousands of glaciers. It is water from those glaciers helps feed some of the world’s most important rivers, such as the Ganges and the Indus. “When you are telling people about the Tibetan cause, people immediately think this is a political issue. Lots of people don’t want to touch a political issue and also lots of nations don’t want to touch a political issue,” he said. “But when you are talking about the environmental issue of Tibet, it is different. The Himalayan glaciers are a water source of Asia. It is an environmentally very important area.” “That is why to protecting the Tibetan environment as connected to Tibetan way of life, culture and religion.”

and internally peaceful.’ On the topic of his second commitment, he suggested that not harming others’ feeling is the real nonviolence. ‘I am a Buddhist monk and in this world, all the major religions emphasize basic human values. And, in that respect they are all the same. It is not nonviolence out of fear. The real nonviolence is out of respect. Dharamshala: - A Tibetan parliamentary delegation has met newly-elected members of Indian Parliament from different political parties in New Delhi and the latter expressed their continued support for the Tibetan people. The Tibetan parliament delegation comprise of Geshe Monlam Tharchin, Dolma Tsering, Acharya Yeshi Phuntsok, Choekyong Wangchuk and Lobsang Yeshi. The delegation is scheduled meet many members of India’s lower house of Parliament, Lok Sabha, to convey their greetings and make efforts to reinvigorate the All Party Indian Parliamentary Forum for Tibet. The delegation on 14 July met Dr. Prasanna Kumar Patasani, MP. He said he understand the sufferings of Tibetans under China’s repressive rule and expressed his continued support for P-5.....

Dharamshala: -A senior Tibetan monk who is an accomplished Buddhist scholar was arbitrarily arrested and disappeared in May 2014 while he was giving a lecture on the “status of Tibetan language and nationality” (Tib. mi rigs dang skad yig ki gnas bab skor) to villagers of Shagchu (Ch: Xiaqu) Town in the restive Driru (Ch: Biru) County in Nagchu (Ch: Naqu) Prefecture, Tibet Autonomous Region (TAR), in the traditional Tibetan province of Kham. According to a source, the Chinese police arrested the senior Buddhist scholar Tenzin Lhundrup on Wednesday, His Holiness the Dalai Lama’s ‘soul day’, from Gom Gonsar Monastery at Lenchu Township in Driru County. It is still unknown on which Wednesday in May he was arrested. The Tibetan Centre for Human Rights and Democracy (TCHRD) said that at the time of his arrest, the senior Buddhist scholar was giving a lecture on the status of Tibetan language and nationality to the residents

of Shagchu Township on the latter’s invitation. The source added that on every Wednesday, which is celebrated in many parts of Tibet as Lhakar or the Soul-Day of His Holiness the Dalai Lama, Tenzin Lhundrup used to give Buddhist teachings to the local Tibetans, help arbitrate disputes, and advocate vegetarianism. He is known also for zealously advocating the need to preserve Tibetan identity. All of these initiatives had earned him much respect and admiration from the local Tibetans. Tenzin Lhundrup had been under the radar of Chinese security forces ever since he spearheaded the local opposition to Chinese mining activities at the sacred Naglha Dzamba Mountain in the area last year. “He regularly gave speeches to the local Tibetans to protect the sacred mountain from Chinese miners, and once he publicly offered scarves to the members of a local committee set up to protect the mountain as mark of respect and appreciation for their resistance against mining,” said the source. Dharamshala: - Tibet, the starkly beautiful snowland, was once home to one of the last surviving repositories of unique sacred art and culture from the centuries. Culturally, historically and politically, it was never part of China. The Chinese invasion of 1949 resulted in over one million Tibetan deaths between 1950 and 1970. What the first visitors to the region after the initial invasion found was shocking — ancient monasteries and temples were on the verge of destruction; distinctly Tibetan Buddhist cultural traditions were actively disintegrating; and the Tibetan community was deeply impoverished. Year later, thousands of Tibetan men, women and children have found refuge in India, Nepal and Bhutan. When forced to leave their homes in Tibet, they lost everything and had to begin building their lives anew. His Holiness the 14th Dalai Lama was the first to probe India and the outside world for assistance in his efforts to save the ancient Kingdom. His Holiness understood the gravity of this mission— saving Tibet’s unique culture would save its people. ‘Without cultural identity, there is nothing.‘ Despite the adversities that Tibetans in exile face, this resilient community has been undergoing a great revolution under the special care and guidance of His Holiness the Dalai Lama. The Tibetan people have managed to accomplish a renewal and rejuvenation of the Tibetan culture, outside of their country, which is nothing less than remarkable. This process has been strengthened by the re-establishment in exile of key monastic institutions and the vast and growing network of cultural and spiritual resources that underpin the community and Tibetan Buddhism. To travel to Dharamsala, the heart of exiled Tibet is to journey into the past where one can witness ancient Tibetan ways of life. With the International community as witness, His Holiness the Dalai Lama has created a strong, worldwide cultural and spiritual constituency for Tibet and its cause. The great renewal outside of Tibet is undoubtedly a pillar of national pride for the Tibetan people, and represents their unshakeable determination to protect Tibetan cultural identity. This renewal is being accomplished within a democratic political environment that has triggered the talent and creativity of a new generation of political leaders to advance to the forefront. When looking in retrospect on the half century political struggle for freedom, the people of Tibet have never lost their strength, no matter the hardships they may face. They have kept their spirits high and alive, and have continued on with non-violence in their struggle. All has been done in memory of those who have given up their lives for their country and for each and every Tibetan that stands in solidarity with his community. Not only have Tibetan people expressed that they believe their nonviolent efforts are creating ripples, deep into Tibet’s and China’s own future, but so have many Chinese.

There should not be any problem for the government of India to express their long standing position on Tibet. More pronouncedly, China may know where India stands on Tibetan issue,” said Tsering. Meanwhile, Modi invited Xi Jinping to India and the Chinese President might visit in September. Xi also invited Modi for a bilateral meeting and the PM is likely to visit China in November. Tsering further added the pragmatic approach taken by spiritual leader Dalai Lama in resolving the issue of Tibet with China must be taken into consideration. “While discussing India-China relations we hope that the Tibet issue will also be taken into consideration, particularly the pragmatic approach taken by his Holiness the Dalai Lama in resolving the long standing issue of Tibet with China and this is also related with India. Therefore, better relationship between India and China should be a good catalyst in addressing the Tibetan issue which will again help in building better trust between India and China,” Tsering added.

His Holiness the Dalai Lama recently said that Tibetans have adopted a nonviolent approach, a compassionate approach, like the ‘Middle Way Approach’. His Holiness said ‘if the issue of Tibet is to be solved through their non-violent struggle for justice, it will set an example for many other problems facing the world today.’ ‘If the nonviolent struggle for Tibet defeated one day, then people will say the nonviolent approach will not work, just like the Tibetan struggle. Therefore, Tibet’s non-violent struggle for justice is not only important for Tibetan people, but equally important to set an example for freedom struggles on this earth. However, through research, study, and interviews over the past 60-years, scholars around the world have sought to investigate why there is such opposition to development in Tibet and why many Tibetans refuse to stay in their own country. They have concluded that cultural genocide, defined as a system whose purpose is to destroy, in whole or in part, a people’s culture through various different procedures, is taking place. It is a widespread belief within the Tibetan community that Chinese development in Tibet has a definite strategy and scheme aimed at disassociating the Tibetan population from its identity, value spectrum, history and other cultural affiliations like language and literature. The imposition of modernity by the Chinese regime represents the various ways in which cultural genocide has occurred in Tibet. Speculation around Chinese motivation concludes that the regime seeks to completely assimilate Han Chinese into Tibetan culture by encouraging mass immigration and displacing local populations. Part of this assimilation may be in order to exploit Tibet’s natural resources through industrial mining and large-scale timber operations. In addition to other political movements against the Tibetan people, cultural injustices have been committed as well. For instance, values intrinsic to Tibetan society, such as the Buddhist ideas of developing the heart and purifying the mind, have been taken out of education curriculum in Tibet. Instances of cultural genocide can also be seen in the decline of Tibetan language speakers, with Chinese as the predominant language of instruction in schools, business, and, increasingly, general communication. Approximately 90% of Tibet’s monasteries have been destroyed, and Tibetans are being forced to publicly denounce high religious leaders and attend study sessions about Chinese communism. Tibetans have even been forced to act against the Buddhist teaching of not harming any living thing through the fulfillment of quotas of killing certain numbers of flies and dogs. The Tibetan people must continue their wholehearted appeal to the international community regarding the ongoing situiation and Chinese development in Tibet. While sustainable development can ultimately benefit Tibet, Tibetans themselves must be involved in the planning of projects, and must be allowed to keep their own cultural identity and customs alive. China must allow Tibetans in Tibet to have a voice in determining their future.

Dharamshala, 6 July, 2014: - Reiterating the Tibetan administration’s pledge to fulfill the vision of His Holiness the Dalai Lama and the aspirations of the Tibetans inside Tibet, Sikyong Dr Lobsang Sangay said he hopes China will soon realize the middle way as a mutual solution to the Tibet problem. Describing His Holiness the 14th Great Dalai Lama’s birthday as joyous and special occasion, Dr Sangay said the Tibetan administration “wishes to reiterate the Kashag’s belief that this

will only be resolved through dialogue with the Chinese government. It is our hope that the new Chinese leadership will soon realize the fact that the Middle Way Approach is a mutually beneficial solution to the Tibet problem.” ‘To this day, the Middle Way Approach continues to receive support from governments around the world and from the international community, including a growing number of Chinese citizens,’ ,” Sikyong said, adding that ‘The CTA has launched a massive international

campaign to continue raising this awareness and support for the Middle Way Approach.’ In this campaign, Sikyong said “a rich array of information and materials on the Middle Way Approach will be distributed in many languages through websites and social media. Closer to home, the Kalons and Secretaries of the CTA will visit Tibetan settlements and generate mass awareness about the Middle Way Approach, in the earnest hope that all Tibetans will actively participate in this crucial effort.” Despite the suffocating environment of fear and repression inside Tibet for the past 60 years, he said “the Tibetan people have resolutely kept their hope and pride alive. They have placed their aspirations in His Holiness the Dalai Lama and anxiously await his return. This profound desire for His Holiness the Dalai Lama’s return and for freedom in Tibet are the common rallying cries of the 130 people who have committed self-immolation as an act of protest against China’s oppressive rule.” “Despite our repeated appeal against drastic actions, the heart-wrenching series of selfimmolations witnessed across Tibet has amplified the true aspirations of the Tibetan people not only to the Chinese government, but also to the world at large,” he added. Sikyong said that “With unity, innovation and self-reliance as our guiding principles, we pledge to fulfill the vision of His Holiness the Dalai Lama and the aspirations of the Tibetans inside Tibet and all the Tibetans who left us, i.e. to restore freedom for Tibet.”

French MPs join Tibetans for His Holiness the Dalai Lama’ birthday By Yeshe Choesang: 08 July 2014

Paris, France : - Tibetans and supporters, including members of French Parliament on 3 July observed His Holiness the 14th Dalai Lama’s 79th birthday at the French Senate in Paris, the capital of France. The Paris based Bureau du Tibet organised jointly with the Tibet Group in the French Senate a reception to mark the 79th birthday of His Holiness the Dalai Lama. The event was attended by nearly 100 persons representing various Tibet support groups and supporters, including members of French Senate. Mr Ngodup Dorjee, the Representative of His Holiness the Dalai Lama while thanking the supporters for their continued support underscored the importance of inculcating in one’s lives the teachings of His Holiness the Dalai Lama, to become a warm-hearted human being as described by His Holiness the Dalai Lama himself the best birthday gift. Mr Jean-Francois Humbert, the President of the Senate Tibet Group in his opening address welcomed the invitees and underlined the importance of celebrating His Holiness the Dalai Lama’s birthday in the Senate significant in terms of the support that transcends political party affiliations for the just cause of Tibet. He reiterated Group’s continued support in spite of the changes that will take place in future. Mr Humbert said that he will take initiative to continue the Tibet Inter-group in the newly elected European parliament and will continue to work for the cause of Tibet. ‘The growing supporters number of French people will continue to stand for the rights and freedoms of the people of Tibet in the future, as we consider Tibet is as an important issue,’ said Mr Humbert. Senator Andre Gattolin, Mr. Jean-Francois Humbert and former Senator, Deputy in the French National Assembly Mr. Louis de Broissia and Benjamin Ismail, head of RSF’s Asia Pacific desk were other dignitaries who attended the reception. The Tibetan Community of France on 6 July 2014 organised a formal ceremony of His Holiness the Dalai Lama’s 79th birthday celebration. “Over thousand Tibetans and supporters have gathered at the Buddhist Pagoda of Bois de Vincenne to celebrate His Holiness’ birthday. Tibetans performed our traditional dances, songs, and operas,” Mr Tenzin Lhudup, general secretary of Tibet Community in France and education director of the Paris based Palyon School for Tibetans.

The French Parliamentary Group for Tibet has currently 35 members from the French Parliament which made up of two chambers, the National Assembly and the Senate. After several meetings with Tibetan political and community

leaders, and former political prisoners in Dharamshala, the support group become strong voice for Tibet in the Parliament and and call for stronger political support since its establishment in June 1990.

Dharamshala: - Sources coming out of Tibet say Ngakchung, a Tibetan Buddhist monk imprisoned for seven years for allegedly sharing information of the 2008 mass protests has been released after serving his ful term, but in serious health condition. The 45-year old Tibetan monk Ngagchung and two other monks from Larung Gar Buddhist Institute of Serthar were taken into custody on suspicion of leaking information to Tibetan ‘separatist forces’ outside during the height of the anti-occupation protests in 2008. Ngagchung’s two companions, Taphun and Gudrak, were released after interrogation, but Ngagchung has remained in captivity at various

locations outside Chengdu since his arrest. Every request made by the family to visit him were turned down,” an exiled Tibetan told the Tibet Post International on Tuesday, 15 July, 2014. Sources said that he was released on July 8, but his health conditions are very serious and other details remain unknown,” sources said. Ngagchung was sentenced by a Chinese Intermediate People’s court in Sichuan Province to seven years in prison and deprivation of political rights for one year. He has been incommunicado since his arrest in 2008. Many rights groups have expressed their strong concern about the legality and fairness of Ngagchung’s trial and incarceration. But, Chinese authorities have released no information about the exact date of the trial, the evidence against Ngagchung or the charges under which he was convicted. He is the nephew of the late Khenpo Jigme Phuntsok, a highly -respected Tibetan Buddhist teacher who founded the Larung Gar Buddhist Institute in Sertha County, Kardze, where Ngagchung studied Buddhist philosophy for more than 20 years before his arrest.

Dharamshala, 30 June, 2014:- The 17th Gyalwang Karmapa Ogyen Trinley Dorjee met with Sikyong Dr Lobsang Sangay and briefly visited offices of the Central Administration (CTA) first time at the Kashag office, Gangchen Kyishong in Dharamshala. According to Kagyu Office, at “an invitation of Sikyong Dr Lobsang Sangay, Gyalwang Karmapa Rinpoche made a short visit to the new Kashag building in the Himalayan town of India.”

The 17th Karmapa’s first stop was the Library of Tibetan Works and Archives, which he visits regularly in order to consult and research its vast collection of old Tibetan texts. From there, he made his way to the Central Tibetan Administration’s Kashag (Cabinet Office) building, where the Sikyong’s office is located. It said “this is the first time that the Gyalwang Karmapa has had the opportunity to visit the new building, which was inaugurated by His Holiness the Dalai Lama on 2nd June 2011. The Sikyong graciously welcomed His Holiness at the entrance and escorted him into his office, where they conversed for half an hour. The prime minister then accompanied His Holiness on a tour of the new building.” Lobsang Sangay studied law, and was a Senior Fellow at the East Asian Legal Studies Program at Harvard Law School until he was elected to lead the Tibetan administation on April 27, 2011. In his role as Sikyong, Lobsang Sangay has emphasized the importance of seeking a peaceful, non-violent resolution of the Tibet issue.

Dharamshala: - Details are emerging of a violent assault against a group of Tibetans by Chinese security forces and police at a checkpoint in Dzoege, Ngaba, north-eastern Tibet on July 7, 2014. Around ten villagers were beaten severely by police, including special forces, after a lorry carrying materials for rebuilding a temple was stopped at a checkpoint. According to sources, several Tibetans were hospitalized, and one was sent to the provincial capital Chengdu for emergency treatment. He is believed to be in critical condition. A source in the area on July 8, 2014 said that the incident started when a Tibetan driver, who had been transporting building materials to a local monastery, was stopped at a checkpoint outside Benyul village in Dzoege (Chinese: Ruo’ergai) county in the Ngaba county (Chinese: Aba Tibetan Autonomous Prefecture, Sichuan) of Amdo, northeastern Tibet. When police asked him to show his permit allowing him to carry the materials, the two heads of Benyul village and other villagers—all of them Tibetans—went to his assistance and vouched for his authority to do the work. “Suddenly, more police arrived on the scene and attacked the Tibetans who were present,” sources said, adding, “Several were injured, and one was so badly hurt that he had to be taken to Chengdu, the capital Sichuan Province for serious medical attention.” Latest images received from Tibet depict special

Geneva, 9 July: -Seven Special Procedures experts of the UN Human Rights Council wrote to the Chinese authorities to highlight UN’s concern about the human rights situation of Tibetan singers and musicians. Since 2008, China has especially cracked down on Tibetan writers, intellectuals, and artists. In a communication sent to China on 3 February 2014, UN stated “Serious concerns are expressed that the alleged arbitrary arrest and detention or enforced disappearance of the aforementioned 10 Tibetan singers and musicians may be linked to their legitimate human rights activities.” The Communications report of Special Procedures spoke of the alleged arrest and detention of ten Tibetan

better to think of ourselves primarily as followers of the Buddha. “I have long urged monastics to study, and primarily to study the classic Buddhist texts. I have encouraged this in nunneries as well as monasteries. It is not enough to repeatedly perform rituals. It is important to study. I recently witnessed a seminar and debate on the Perfection of Wisdom teachings at Likir Monastery which I thought set a good example.” His Holiness referred to the distractions of the modern world and said there is a need to see that the Three Trainings are being properly observed. He noted that the Communist Party government controls the monasteries in Tibet and urged those who now live in free countries to take advantage of their freedom. He also urged that the Tibetan language be studied as the vast Nalanda tradition is most adequately expressed when related in Tibetan. He began to give the seven empowerments according to the pattern of childhood: the Water, Crown, Crown Ribbon, Vajra and Bell, Conduct, Name and Permission Empowerments and the Appendages, followed by the four Higher Empowerments. In conclusion His Holiness remarked: “We have completed the seven empowerments in the pattern of childhood, which relate to the generation stage, and the four higher empowerments that relate to the completion stage. In other words we have completed the eleven empowerments of Kalachakra and it’s just reached 3pm, which is not bad! I gave you the transmission of the Kalachakra Six-session Guru Yoga yesterday, “The main focus of tantric practice is the completion stage, but what we really have to concentrate on is the developing the awakening mind of bodhichitta and our understanding of emptiness. To realise the higher stages, we have to build on a firm basis.”

After 5 hours of preparatory rituals he began the final session of empowerment. This final session, during which he would grant the seven empowerments according to the pattern of childhood and the four higher empowerments, began with the offering of a ritual cake to forestall interferences. “All those of you who might obstruct the empowerment, I invite you to leave in a peaceful manner. “As it is said in the sutras, all of us want happiness and no one needs to argue about it or give reasons for it. We all naturally want happiness, even in our dreams. However, we need to distinguish between short-term and long-term happiness.” His Holiness remarked that “our goal is to overcome suffering and achieve lasting happiness in the long run. While Christians and others take refuge in their God, non-theists such as Buddhists trust in causality. They seek higher rebirth and ultimately enlightenment. Even in this life there is an effort to make life meaningful. Buddhists are taught how to reach the highest liberation of the state of omniscience. “Tibetan Buddhism is a combination of sutra and tantra, but we have to protect ourselves from becoming biased and partisan. In a quite different context I have warned monastics in Tawang and other parts of Arunachal Pradesh to avoid becoming biased or partisan in political affairs. I advised them, for example, not to campaign for any party during the elections. They should be neutral and unbiased. Then there are those monastics and their patrons who cling to the tradition they belong to. If we are to foster harmony among us, it would be

When the local Tibetans made inquiries as to the reasons for his arrest, the Chinese police had claimed that Lhundrup had been involved in many disturbances, including his participation in the protest against mining at Naglha Dzambha Mountain. The source told TCHRD that the security officers had surrounded the monastery and barged into the homes of monks looking for items deemed as ‘promoting separatism.’ There is no information on the status and whereabouts of Tenzin Lhundrub and the local authorities continue to maintain silence on the issue. Another source from within Tibet said the senior Buddhist scholar’s arrest has triggered a massive crackdown in the area with the Diru County government issuing an official notification in June 2014. The notification has put severe restrictions on local Tibetans in the area including restrictions on freedom of movement, speech, and religion - religious professionals had been warned against “spreading rumours” and participating in Monlam Chenmo Prayer Festivals and so on. Failure to abide by these orders would entail dismissal from the monastery through the withdrawal of permits to enter monastery and cancellation of welfare provisions and rights.

The regulations further warned that local Tibetans would be prohibited from harvesting the prized caterpillar fungus (Tib: Yartsa Gunbu) and their welfare rights cancelled if they were caught singing songs in praise of Tibetan independence, expressing dissent to the Chinese government policies, “leaking state secrets to the outside world”, or listening to news broadcast from exile Tibetan media. At the moment the situation in Diru remains extremely tense. “The Chinese authorities have cut all communication lines and forced Tibetan students of Di Ru studying in other regions of Tibet to return to their home. The situation has become very tense and dangerous,” said the source. Tenzin Lhundrup is a resident of Geney Village in Shagchu Town and was ordained a monk at a young age at Gom Gonsar Monastery. He is an accomplished Buddhist scholar, and had extensively studied Tibetan Buddhist philosophy, literature and culture; for three years since 2002 he underwent meditation retreat at Drikung Thil Monastery, the main seat of the Drikung Kagyu tradition of Tibetan Buddhism which is located some 120-km to the north-east of Lhasa. After his return to Gom Gonsar - his home monastery, he served as the head of the prayer sessions and taught Buddhist philosophy to the monks.

Inside he greeted the Lamas and fellow dignitaries. After recitations of verses in praise of the Buddha, the Heart Sutra and verses from Nagarjuna’s ‘Fundamental Wisdom’, His Holiness began: “We are going to conduct the Kalachakra Empowerment on the basis of a sand mandala, and today we’ll go through the preliminary procedures. There are many religions in the world. All teach love, compassion and tolerance, counselling their followers not to give in to anger or to hold grudges. Because greed is a source of harm, they also teach contentment and self-discipline. It sometimes seems as though Christian practitioners are more active in actually helping others. Christian monks and nuns also tend to live a simple, modest life.” He reiterated that all religious traditions have teachings on love, compassion, tolerance and selfdiscipline in common, but differ when it comes to their philosophical positions. Buddhism is grounded in the Nalanda tradition, he told them, which is based on reason. Today, when levels of education are high, many find the Nalanda tradition with its stress and reason and knowledge attractive. “We are gathered for a Buddhist teaching,” he remarked, “in a land where Buddhism, coming from Tibet, has flourished for a long time. While many of you have come from across Ladakh and the Himalayan Region, about 5000 have come at great cost and hardship from abroad, Chinese and people from other Buddhist countries among them. I’d like to thank the organizers for the good work they have done to make this event possible. “Whatever religious tradition we follow, whatever different customs and languages we observe, we all want happiness. In Buddhism we talk about mind being of the nature of clear light. All sentient beings have such mind of clarity and awareness. The practice of Kalachakra teaches us how to actualize the clear light mind within us.” His Holiness said that what everyone gathered before him needed was a good heart, a warm heart, a less selfish attitude. He said that no one wants

suffering, so the best thing to do is to try to help people and at least not to harm them. “During the three days of preliminary teachings you heard many things, but most important was the advice to be a good person and to be kind to others.” “During the last three days of teaching there has been no need to consider me your Lama or Spiritual Master, but in the context of this teaching, the Kalachakra Empowerment, you need to have faith in me. I have visualized transforming myself into Kalachakra so we are about to engage in a master disciple relationship. He remarked that it is very important to be nonsectarian. Christianity, Hinduism, Judaism and Islam, for example, have long been of benefit to their adherents, so we should respect them. That they are beneficial is good. He stressed the need for people to follow their faith sincerely. Religious harmony and mutual respect is very important. Within the Tibetan Buddhist tradition it is especially important that whether we belong to Nyingma, Sakya, Kagyu, Gelug or Bön we should respect each other. “Ecumenism, non-sectarianism, is important and the great Tibetan masters practised it,” His Holiness said. “These days I meet Westerners who seem much attached to this or that tradition, claiming to belong exclusively to the Gelug or Kagyu traditions.

Lamas should not teach their disciples to adopt such postures, but should instead foster mutual respect among our traditions.” Concerning the Kalachakra tradition, His Holiness pointed out that it had been the 7th Dalai Lama, Kalsang Gyatso’s main practice and that he had been responsible for training the monks of Namgyal Monastery, composing many of the texts and instructions. His Holiness clarified the terms Secret Mantra Vajra Vehicle as meaning that the practice is conducted secretly rather than publicly; mantra refers to protecting the mind, in this case from ordinary appearances. As part of the preparatory procedures, His Holiness gave firstly the Lay-Persons vows, and then led the gathering in taking refuge and generating the aspiring awakening mind, wishing for beings to be free from suffering. Finally, he also gave the Bodhisattva vows. He mentioned that by taking refuge in Buddha, Dharma and Sangha we distinguish our practice from non-Buddhist traditions, while generating the awakening mind distinguishes our practice as being Mahayana. Having conducted the inner empowerment and advised the disciples to examine their dreams, His Holiness declared the preparatory procedures complete.

People have different ways of thinking and they suit or meet their psychological needs.’ His Holiness said that people claim to be followers of their teachers, but that in fact they are the opposite. If one is a true practitioner, and a true follower of religious teaching, one must try his best to implement the religious teachings. People must have more interaction with each other, and discuss and ponder their differences. We must all come to basic respect and mutual understanding. ‘Therefore, my second commitment is to promote religious harmony. And, brotherhood and respect and understanding between different religious communities,’ he said. Speaking on the issue of Tibet as his 3rd commitment, His Holiness said: ‘The six million people in Tibet have placed their hope and trust on me. Therefore, I have ultimate responsibility for reaching their goals, and the responsibility for Tibetan Buddhism, which includes the Tantric tradition; an ancient tradition upheld at the great Indian monastic university of Nalanda, and one that we often describes as a complete form of Buddhism.’ ‘It is very important to preserve the Tibetan tradition. For the Tibetan people, we consider this tradition our heart and soul. This is the crème of Tibetan civilization. And, to further promote and propagate it in the world is the greatest purpose of Tibetans. Tibetans are proud of themselves with the rich cultural heritage of Tibet. Whether believer or non-believer, as a Tibetan, I am requesting them to preserve their culture,’ he added. While stressing on the middle way approach as only way forward to resolve the Tibet issue, His Holiness also reiterated commitment to dialogue to find a solution to the issue of Tibet within the framework of the Chinese constitution. He said that from the age of 16 to 79 he has taken the responsibility of Tibet and Tibetan culture. ‘I am not, not seeking independence for Tibet, but seeking a mutually-acceptable solution to the issue of Tibet. After careful consideration of all the issues, I am pursuing the middle way policy that will benefit both China and Tibet. Many Chinese intellectuals and Buddhists are supporting this view and showing solidarity with Tibet. Each year, the number is

significantly increasing.’ ‘Therefore the most important thing for the Tibetan people is to preserve our distinct politics and culture. We are pursuing a win-win proposition that will benefit both Chinese and Tibetan people,’ His Holiness said. The Nobel Peace Prize Laureate spoke about the importance of non-violence and human compassion. ‘My message to all of you is these three commitments that I am promoting. Here I am appealing to my friends all over the world to stand up for justice. Everyone equally has responsibility to this create a happier world. I hope the 21st century will be a peaceful and compassionate century.’ ‘Wherever you are staying, engage in real actions to promote religious harmony and mutual understanding. His Holiness has cautioned that use of weapons may appear decisive, but brings more fear which does not favor a solution to problems. He stated firmly that ‘using such developed weapons to solve problems brings short-term relief but the problem remains will remain the same.’ His Holiness acknowledged that the immense destruction due to the power of modern weapons will only create more problems and more environment destruction. He said ‘Non- violence is only solution to all kind of problems in the world. When we try to overcome the crisis, we have to adopt a nonviolence approach, using a human approach, which is the natural human reflex.’ ‘We should not resort to taking arms and violence. When we look back at history, there will never be an end to the problem of violence. We have adopted a nonviolent approach, a compassionate approach, like the ‘Middle Way Approach’. His Holiness said ‘if the issue of Tibet is to be solved through their non-violent struggle for justice, it will set an example for many other problems facing the world today.’ ‘If the nonviolent struggle for Tibet defeated one day, then people will say the nonviolent approach will not work, just like the Tibetan struggle. Therefore, Tibet’s non-violent struggle for justice is not only important for Tibetan people, but equally important to set an example for freedom struggles on this earth. So far we have gained enormous international support, good will for freedom and for the resolution of the Tibetan problem,’ His Holiness concluded.

The state security officers refused to give a reason for the home detention, but Tsering Woeser said she believes it is related to a dinner invitation she received from the U.S. Embassy, possibly with Kerry himself. The U.S. Embassy in Beijing did not immediately reply Wednesday when asked for a comment, the report said. Tsering Woeser said the U.S. Embassy had called her while she and Wang were traveling outside Beijing to extend an invitation to a Wednesday dinner, which she said she accepted over the phone. She said the embassy never said whom she would meet but she thought it could be Kerry, who wrote her a letter following last year’s award. “If I were to meet him, indeed, I would like to reply to his letter in person and offer my thanks,” Tsering Woeser wrote on her Facebook page. “But regrettably, I am now under house arrest.”

Dharamshala: - US Secretary of State Mr. John Kerry has raised the issue of Tibet and His Holiness the Dalai Lama during his meeting with Chinese State councillor and Foreign Policy Chief Yang Jiechi in Beijing, on 10 July. A senior State Department official answering queries during a special press briefing said: “The Secretary and Yang discussed the situation in Xinjiang and the treatment of the Uighur minorities, as well as the situation in Tibet, and China’s policy towards both Tibet and to the Dalai Lama.” “The Secretary made clear our positions. We

certainly recognize Tibet as a part of the PRC, and we reinforced – the Secretary reinforced our view that it is important for China to respect and protect the religious and cultural and the linguistic rights and characteristics of the ethnic minorities, particularly in Tibet and in Xinjiang,” he said. Secretary John Kerry and US Treasury Secretary Jack Lew are in Beijing for the annual US-China Strategic Economic Dialogue. Secretary Kerry earlier met President Xi Jinping and various other senior officials of the Chinese government, in an attempt to repair the strained US-China relationship, following

allegations of cyberspying and maritime disputes. A well-known Tibetan writer Tsering Woeser has said that she and her husband have been placed under house arrest in Beijing, as China plays host to US State Secretary John Kerry for the latest round of US-China talks. Woeser said on Wedensday that security officers arrived at her Beijing home late on Tuesday, shortly after she and her husband Wang Lixiong returned from a trip. The Chinese state security officers refused to give a reason for the home detention, but she said she believes it is related to a dinner invitation she received from the US Embassy, possibly to meet Kerry. Secretary Kerry also expressed his concerns over the deteriorating human rights situation in Tibet during his talks with President Xi Jinping in Beijing on Friday, 14 Feb. 2014. His comment in Beijing came a day after one more Tibetan set self on fire in Ngaba County, where 35 of the self-immolations have taken place since 2009 to protest against China’s repressive policies. “I emphasized that respect for human rights and the exchange of information in a free manner contributes to the strength of a society in a country. Recent arrests of peaceful advocates for reform run counter, in our judgment, to all of our best interests and the ability to make long term progress. I emphasized that the United States remains concerned about these situations here in China, human rights situations – especially with respect to the Tibetan and Uighur areas,” Kerry said.

Madison, Wisconsin: - Describing ‘education, sacrifice and responsibility as keys to moving forward and strengthening’ their ‘movement,’ Mr Tenzing Jigme, President of Tibetan Youth Congress said “It is time to develop new ideas and strategies.” According to the group, the 14th Annual Working Committee meeting of North America Regional Tibetan Youth Congress (NARTYC) started on June 28 through June 29, 2014 in Madison, Wisconsin. Representatives from seven regions – San Francisco, Seattle, Minnesota, Toronto, Capital Area, Wisconsin and New York/New Jersey attended this two-day meeting joined by local area Tibetan community members. Tibetan MP Mr Karma Yeshi, former TYC centrex executive member and current member of the 15th House of Tibetan Parliament in Exile was the honored guest of the opening ceremony. Mr Karma Yeshi la shared his experience of the many years of his work with TYC. He said, “every individual has responsibility and we should keep the spirit of the Tibetan people in Tibet, in our hearts and continue our efforts until our struggle is resolved “. Tenzing Jigme, President of TYC, moderated the 2-day meeting. In his inaugural speech, he stressed on how TYC has been and continues to be a great platform for youth leadership. Jigme stated that – education, sacrifice and responsibility are keys to moving forward and strengthening our movement. “It is time to develop new ideas and strategies”, he added and encouraged participants of the meeting to bring forth tactics and proposals that will help our organization and struggle move forward as well as resolve our issue soon. Leh, Ladakh: - The Tibetan Women’s Association and its global network of regional chapters said they have successfully organized a series of actions during the 33rd Kalachakra initiation offered by His Holiness the Dalai Lama and held in Ladakh from July 03-14, 2014. “TWA organized ‘a series of public discussions oriented towards advancing public discourse on democracy, gender, women’s leadership, women and health and Tibet’s environment. The events catered to the general public and particularly Tibetan women who have converged in Ladakh for the Kalachakra program,’ the group said in a statement. On July 5, a public talk titled ‘Significance of Women’s Political Participation in Exile Tibetan Democracy was held in the region,’ the group has said. Speaker of Tibetan Parliament in Exile (TPIE), Mr. Penpa Tsering, Member of TPIE and women empowerment activist Ms. Dhardon Sharling and others engaged the mass audience on the vitals of democracy-women’s political participation. On July 7 and 8, TWA also said they have organized an exclusive training program for Tibetan women devotees. Doctor Lhadon, Tibetan Medical and Astro Institute and Dr. Tsering Lhadol popularly known as Ama Shema, a Ladakh based obstetrician trained the women participants on women’s reproductive health, parenting and pre-natal and post-natal child care. TWA said it also aimed to achieve advocacy at the international level and to this end, on July 13, TWA organized a panel discussion titled ‘Tibet the Earth’s Third Pole and its implication on Asia’s Future Sustainability.’ The panel of experts included; Dr. Chewang Norphel, environmental scientist and recipient of many national and international awards; Tenpa Gyaltsen

The 2- hour event discussed how in the age of climate change, Tibet’s environment is under threat thus posing greater threat to Asia and how this could be averted. Pertaining to TWA’s slogan; ‘Action in Exile’, 160 women members hailing from 30 regional chapters based in India and Nepal were officially recruited by the Kalachakra Organizing Committee to provide organizing, security, disciplinary and social services during the two-week Kalachakra event that saw a gathering of over 1,63,000 devotees from 73 countries. On July 15, TWA members and volunteers were blessed with a special audience with His Holiness the Dalai Lama. The group said that TWA is the second largest Tibetan Non Governmental Organization (NGO) based in exile India and the only Women’s NGO in Tibetan history. We are today a 16,000 member organization with 56 chapters in four continents; Asia, US. Europe and Australia. TWA’s slogan is ‘Advocacy for Home’ and ‘ Action in Exile.’
