RESIDENT NICOS Anastasiades yesterday accused UN Special Adviser Alexander Downer and his team of undermining the president’s credibility and the prospects of resuming peace talks in a letter sent to UN Secretary-General Ban Ki-moon. Anastasiades threatened to pull out of the UN-planned dinner between himself and Turkish Cypriot leader Dervis Eroglu on May 29, unless the UN chief could provide personal assurances that it would be a “social event” only. The two-page letter, revealed by state broadcaster CyBC last night, is dated May 17, 2013. In the letter, Anastasiades assures the UN chief of his commitment to the peace process. He refers to the message sent to Ban via Foreign Minister Ioannis Kasoulides recently in New York, regarding the need to postpone the resumption of peace talks until autumn so Anastasiades could focus on the pressing economic crisis. The president further reminds Ban in the letter that it was the Turkish Cypriot side that had abandoned the peace

talks in March 2012, using Cyprus’ EU presidency as an excuse, despite the readiness of then president Demetris Christofias to continue the talks. Getting to the crux of the matter, Anastasiades then refers to Downer’s invitation to himself and Eroglu to attend a dinner hosted by the UN, which he argues, was clearly presented as a social event. According to CyBC, the president writes to Ban: “I regret to express my disappointment with the handling of this issue by your special adviser who with actions and words creates expectations of a meeting of high political importance.” Additionally, in an effort to achieve this goal, Downer’s associates are “giving inaccurate information which serves to undermine my credibility and the prospects of resuming peace talks”. Anastasiades concludes the letter warning that he would seriously reconsider his presence at the dinner unless he receives explicit assurances from Ban, not his special adviser, about the social nature of the dinner. Invited to comment on reports of the letter, Stylianides said the government

Historic visit by Russian ships Defence minister to go aboard today By Peter Stevenson THREE warships from Russia’s Pacific Fleet entered Mediterranean waters for the first time in decades, docking in Limassol port yesterday. “The task force has successfully passed through the Suez Channel and entered the Mediterranean. It is the first time in decades that Pacific Fleet warships enter this region,” Captain First Rank Roman Martov told Russian news agency RIA Novosti. The fleet, including the destroyer Admiral Panteleyev, the amphibious warfare ships Peresvet and Admiral Nevelskoi, the tanker Pechenga and the tugboat Fotiy Krylov left the port of Vladivostok on March 19 to join Russia’s Mediterranean task force. Cypriot Defence Minister Fotis Fotiou is due to visit the

warships today after receiving an invitation from the Russian ambassador to Cyprus. Sigmalive reported yesterday that it is likely the ambassador would ask for permission from the Cyprus government to allow other ships from Russia’s Mediterranean task force to dock in Limassol. It was reported that the 300 sailors from the vessels currently docked there, would receive permits to visit the coastal town. The ships are expected to set sail from Limassol around noon on Monday after being refuelled. Last year, two warships from Russia’s Black Sea Fleet docked at Limassol as tensions rose in Syria. That was the first time in at least ten years that any Russian warship had docked in Cyprus. The arrival of the Pacific Fleet is a new first.

“The continued presence of Russian warships close to Syria demonstrates the Kremlin’s desire to keep up the Russian navy colours in the area to indicate that Russia stands by its attitude that the Syrian crisis should be resolved within the country by the country’s existing political forces,” Igor Korotchenko, editor in chief of the Russian monthly journal National Defence said in an interview. He added that he did not foresee the vessels taking part in any evacuation of the many Russian citizens in Syria. The Russian foreign ministry has been talking about the possibility of such an evacuation. At the end of January, a contingent of 77 people, mostly women and children, were evacuated from Syria via Beirut by two Russian emergency flights.

One of the ships just after docking “Should such a need arise,” Korotchenko said, Russian citizens would be evacuated by plane. Russian’s wider Mediterranean task force includes the large anti-submarine ship Severomorsk, the frigate Yaroslav Mudry, the salvage/ rescue tugs Altai and SB-921 and the tanker Lena from the Northern and Baltic Fleets, as well as the Ropucha-II Class landing ship Azov from the Black Sea Fleet. The task force may be enlarged to include nuclear submarines, Navy Commander Admiral Viktor Chirkov said last Sunday. The Russian defence ministry said in April that Moscow had begun setting up a naval task force in the Mediterranean. Russian Defence Minister Sergei Shoigu said in March a permanent naval task force in the Mediterranean was need-

ed to defend Russia’s interests in the region. A senior defence ministry official said the Mediterranean task force’s command and control agencies would be based either in Novorossiysk, Russia, or in Sevastopol, Ukraine. Admiral Vladimir Komoyedov, head of Russia’s parliamentary defence committee, previously told RIA Novosti that the Mediterranean task force should be comprised of ten warships and support vessels as part of several tactical groups tasked with attack, antisubmarine warfare and minesweeping. The Soviet Union maintained its fifth Mediterranean Squadron from 1967 until 1992. It was formed to counter the US Navy’s sixth Fleet during the Cold War, and consisted of 30-50 warships and auxiliary vessels.

UNSCRUPULOUS individuals have been going door-todoor in Paphos falsely asking for money to help five-yearold leukaemia sufferer George Philippides who is due to go to Germany to receive a bone marrow transplant. The fake collection has been going on for around 20 days with the culprits asking people to give no less than €20. The boy’s family, while they did issue a plea for bone marrow donors – two were found on Monday – never asked for cash. “As a family we have not asked anyone for help. The family and friends will financially support my grandson’s trip to Germany. It is up to the doctors now as to when the transplant will take place,” Philippides grandfather, Iacovos Philippides said yesterday. Young George and his parents will spend about 200 days in Germany for the boy to have the transplant and also recover. “This is a crime against humanity and a crime against the goodness of Cypriot society. We have received so much help from people while we were looking for a bone marrow donor that it is shameful to think that some people are taking advantage of that goodness for their own financial gain. It also puts shame on our family. A friend of mine told me about this false fundraising and I also told a friend of mine who is in the police force in Paphos,” Philippides said. Police are now investigating. Philippides said that he wants people to be warned so they do not give money to criminals during these hard times. “When a donor was found for George we received many messages of joy and we also felt very happy to know that our search for a donor also helped other children who are going through similar problems,” Philippides went on to say. Five viable bone marrow donors for Philippides who is suffering from leukaemia, were found earlier this week. The donors were found in Germany, Israel and the USA but only two were currently available.

Former central bank governor launches scathing attack on previous government By Stefanos Evripidou FORMER CENTRAL Bank Governor Athanasios Orphanides yesterday accused his successor and the previous government of launching an assault on the banking system to win votes in the presidential elections at the cost of the destruction of the economy. In a live link-up from America with a conference on the euro organised by the Tassos Papadopoulos Centre for Studies yesterday in Nicosia, Orphanides was scathing about the responsibility of the Demetris Christofias government and current central bank governor Panicos Demetriades for today’s economic mess. He argued that the economic consequences of the past five years were so severe that during that time, real GDP per person fell cumulatively by more than 10 per cent. Following the latest damage to the economy, the decline in GDP is projected to continue. “In five-short years, Cyprus had become a case study on how destructive economic populism can be,” said Orphanides. He quoted German economist Rudi Dornbusch who said: “Populism always ends in tears.” Despite being at the helm of the central bank from May 2007 to May 2012, Orphanides maintained the bulk of the blame for today’s crisis rests mostly with the Christofias government, though he also had a dig at his successor for allegedly undermining the independence of the central bank by following the AKEL party line. In his live address to the conference, the former governor noted that when Cyprus joined the eurozone in 2008, it had the respect of its peers. “Five years later, the economy is in shambles. For two whole years, Cyprus has a government with no access to markets. Euro deposits in Cyprus are unequal to euro deposits elsewhere. How could this happen?” he asked.

Orphanides, who now teaches at MIT in the US, noted that unlike other southern European countries that ran into trouble and applied for a bailout in recent years, when the Cypriot government ran into problems in May 2011 when it was shut out of international markets, it refused to follow the rules. Instead of seeking help immediately, it waited a full year to request a bailout, on the same day in fact that Spain asked for financial assistance. However, unlike other EU countries in trouble, the Cyprus government “refused to finalise an MoU”. In contrast, Spain completed its agreement on July 20, 2012, three weeks after it had asked for help. “When financial markets raised red flags, the government had a choice to fix the problem, regain credibility and restore sustainability or make the problem worse. “Faced with this choice, the government assaulted the banking sector that was already weakened by the global crisis. By the time the five-year term of this government had ended, it had also succeeded in destroying the economic model of the country,” he said. Orphanides presented in a slide show a letter dated May 18, 2010, from the central bank when he was at the helm, to the government warning of the looming economic and banking crisis. “Unfortunately for the Cypriot public, the government dismissed all these warnings. Not heeding the ECB warnings was particularly costly,” he said. The former governor argued that in 2011 while everyone else was taking note of the widening fiscal problems and credit downgrades in Cyprus along with the deteriorating situation in Greece, the government imposed a levy on banks to raise more revenue and continue spending. “By May, the situation had deteriorated but the Ministry of Finance denied it. There was a reason for the denials.

The Ministry of Finance was trying to avoid disclosing the deterioration of the country’s finances prior to the parliamentary elections in late May.” He added: “The government’s plan was successful. However, the country was to pay a huge cost. The government had lost control of its financing.” Orphanides argued that anyone with access to market data “could see the tsunami coming”. He further noted that the regulatory authority under his leadership had been providing information to stakeholders on the worsening situation. Instead of taking urgent action, the government and ruling party focused on “winning an extra seat in parliament”. And unlike, Greece, Ireland and Portugal who when in a similar situation had requested financial assistance from the EU and the IMF, and despite the catastrophic consequences of the Mari explosion, Cyprus waited another year to seek help. In a likely dig at his successor, Orphanides added: “Advisers, including academics based abroad, were drafted to criticise those calling for action and argue that what was needed was more spending. The country was falling apart.” Orphanides further argued that the island’s two biggest banks were capable of handling a haircut of Greek bonds of up to 21 percent but the Eurogroup’s decision to revise that amount upwards was “a huge blow to the banking system in Europe” and cost Cypriot banks the equivalent of 25 per cent of Cypriot GDP. “With the economy tanking and no access to markets the sovereign faced default,” but instead of requesting EU/IMF assistance, Christofias sought a bilateral loan from Russia worth about 15 per cent of Cypriot GDP. “Once again, the government chose to delay taking corrective measures and make the problem worse.” Orphanides accused the

A plan which might have worked, had it kept its sovereign ratings at investment-grade or at least, its credibility. One last chance to save the country presented itself in April 2012 when Orphanides arranged for then finance minister Vassos Shiarly to hold talks with the ECB in Frankfurt about adopting measures similar to what an MoU would have demanded and in this manner avoid a formal support mechanism. “Unfortunately, his plan was deemed too politically costly for the communist party and resoundingly rejected. The president’s public dismissal on June 1, 2012 pushed Cyprus over the cliff. Shortly after, government bonds no longer met the ECB eligibility criteria. “Cyprus became the first country in history whose central bank refused to accept its bonds for monetary policy

purposes for many months.” When the government finally asked for help on June 25, 2012, “it chose not to complete the MoU” while “simultaneously, it intensified its assault on the banking system as a platform for the (presidential) election”. Orphanides then charged AKEL with effectively securing control of the central bank by replacing him with Demetriades, so that “the government and central bank could engage in a coordinated campaign against the banks as part of the February 2013 presidential election campaign”. “The goal was to create a negative image that could be used to claim that the only reason the government had to seek EU/IMF assistance was problems with the banks,” he said. The campaign was so successful that it created the image the only way to recapitalise the banks without burdening the public debt was through a ‘bail-in’, he argued.

THE GOVERNMENT expects borrowing rates to fall in line with a reduction in deposit interest rates, the spokesman said yesterday. Christos Stylianides was speaking after a meeting between President Nicos Anastasiades, the finance minister and bank brass. The Central Bank governor was out of the country and did not attend. “For the first time in years we have had a fundamental reduction in deposit interest rates, which anyone who knows fundamental economics understands, comes with an analogous reduction in borrowing rates because of market rules,” Stylianides said. He added that yesterday’s discussion made clear that the reductions, both real and expected, would offer funding solutions to “productive sectors of the economy”. Stylianides said they could not intervene in the free market, conceding however that both government and the banking regulator believe that lower interest rates would benefit the market. Ruling DISY leader Averof Neophytou said that his party had submitted a bill to penalise banks imposing over than a 3.0 per cent interest rate on deposits. He said he hoped efforts by the government and the Central Bank bore fruit so it would not be necessary to pass the bill into law. If interest rates drop, then many more borrowers, households, and small to medium size businesses will be able to service their debt reducing negative impact to the whole of the economy and the banking sector, Neophytou said. Anastasiades also met yesterday with the planning bureau’s executive team to discuss its new role in light of Cyprus’ agreement to a memorandum of understanding (MoU) with its international lenders. The planning bureau is getting a fancy new name, and will now be referred to as the General Directorate of European Programmes, Coordination and Development. This is to reflect its upgraded duties, Stylianides said. The Directorate, formerly known as the Planning Bureau, will be in charge of monitoring the MoU’s implementation and coordinate development policies set by the government.

Shiarly: no excuse for spending money you don’t have

CYPRUS TODAY Capital controls relaxed further THE TWELFTH decree on capital controls was released yesterday with two new relaxations. These include the increase in amount of non-cash payment or money transfer from €10,000 to €15,000 per month per natural person in each credit institution regardless of the purpose. And an increase from €50,000 to €75,000 per month per legal person in each credit institution regardless of the purpose. It is prohibited to terminate fixed term deposits prior to their maturity unless the funds are used to repay a loan and/or overdraft and/or credit card within the same credit institution. The finance ministry also released the third decree on foreign bank exemptions which included the names of four new banks. These are BLOM Bank SAL, Lebanon and Gulf Bank SAL, OJSC Promsvyazbank, Russian Commercial Bank (Cyprus) Ltd. Originally Bank of Beirut SAL, Banque BEMO SAL, Banque SBA, Barclays Bank PLC, BBAC SAL, Credit Libanais SAL, Jordan Ahli Bank plc, Privatbank Commercial Bank had been exempt from capital controls.

EU Commission had been warning Cyprus since 2010 By Poly Pantelides THERE is no excuse for spending money you do not have and creating huge fiscal deficits, especially when excluded by international markets, former Finance Minister Vassos Shiarly said yesterday. Shiarly was summoned for the second time to the committee of inquiry that is probing the circumstances leading to the country’s banking crisis culminating in a haircut of the deposits and the winding down of island’s the second-biggest bank Laiki, and the restructuring of the biggest, Bank of Cyprus. Asked whether he agreed that Cyprus’ finances kept deteriorating in the run-up to a bailout agreement in March, Shiarly said there was “a systematic collapse of the economy, partly because of the international financial situation consequently making something of the sort expectable”. But he added there was “no excuse for creating huge fiscal deficits and spending money you do not have, especially when you realise that international markets have already excluded you”. Shiarly – the third and last

finance minister in the Demetris Christofias’ administration - took over from Kikis Kazamias in March 2012, almost a year after Cyprus was no longer able to borrow from international markets because its sovereign rating level reached “junk” level. Cyprus secured a €2.5 billion loan from Russia to get by, a move which Michalis Sarris, former finance minister who negotiated the March bailout, said was a mistake because it allowed the government to continue spending more than it was earning and avoid implementing structural changes. Asked yesterday if he agreed, Shiarly said the loan “was a small part of actions that were necessary to keep the state going”. But he said Cyprus’ problems could only have been solved by an EU bailout. Every month during his ministerial term that ended in February loomed under the threat the government would not meet its obligations, he said. It was only in February that he could confirm the state could survive until the end of May, Shiarly added. But the European Commission had been warning the government since 2010, he said. “We would have seen better results if we heeded

A more modern co-op sector THE NEW law aimed at enabling cooperative banks to raise capital paves the way for better running, more modern entities, the co-op banks’ supervisor said yesterday. Constantinos Liras, Commissioner for the Cooperative Societies’ Supervision and Development authority, said that by having the right to issue shares, co-ops would be able to better run their finances in the future. Parliament on Thursday approved government-drafted legislation making it mandatory for cooperative credit institutions to issue shares for the purposes of raising capital, converting them from unlimited liability to limited liability companies. Liras said that rather than having to undergo this step separately for all 92 co-ops, the move expedited the process, paving the way for “better-run, more modern” bodies. Future steps include rationalising expenses, and merging smaller co-ops into bigger bodies, Liras said.

Cost cutting pays off in first quarter By Peter Stevenson PUBLIC FINANCES recorded a surplus of €44.2m during the first quarter of 2013 due to a reduction of government expenditure by 17.2 per cent. Despite a reduction of 7.6 per cent in income, cost-cutting measures by the government led to a surplus of €44.2m according to the Statistical Services which had reported a deficit of €148m during the first three months of 2012. The surplus was mainly due to a decrease of 6.9 per cent in civil servant salaries, a decrease of 23 per cent in social benefits and a 21.8 per cent decrease in government operating expenses. State revenue during the first three months of 2013 came to €1.6 billion which is 7.6 per cent less than the corresponding period in 2012, while state expenditure, which came to €1.56 billion, decreased by 17.2 per cent since the first quarter of last year. The main sources of state revenue during the period between January and March of 2013 were taxes on production and imports, which came to €451 million, 25.1 per cent less than during the same period in 2012. The government also received €244 million

from VAT which was 28.5 per cent less than in 2012 and €411 million from income tax which was also 22.8 per cent less than last year. Revenue from state services came to €270 million which is 147 per cent higher than during the corresponding period of 2012. The main areas of state expenditure during the first quarter of 2013 were employee salaries, including civil servant pensions, which came to €609 million, a 6.9 per cent decrease from 2012. Social benefits were down 23 per cent, reaching €449 million while operating costs came to €156 million which was 21.8 per cent less than the first three months of last year. During the fourth quarter of 2012 there was a deficit of €538.5 million, compared to a deficit of €592.4 million during the corresponding period of 2011. Total revenue increased by 7.7 per cent from the same period of 2011, while total expenditure had increased by 3.7 per cent. In 2012 public finances recorded a deficit of €1.1 billion, which corresponds to 6.3 per cent Gross Domestic Product (GDP). Overall, last year, expenditure rose by 0.1 per cent compared to 2011, while revenue also increased marginally by 0.2 per cent in comparison to the previous year.

No turning back on med school Controversial project going ahead because it’s ‘necessary’ By Peter Stevenson THE GOVERNMENT believes the time has come to open the University of Cyprus’ medical school, according to spokesman Christos Stylianides. Speaking at the Presidential Palace, Stylianides told reporters that the government’s plans remain the same as they were in President Nicos Anastasiades’ pre-election manifesto. “DISY does not oppose the opening of the medical school but had requested the opening be delayed and it is up to parliament to decide the matter,” he said. He added the government felt it necessary for the medical school to open, as planned, in September “despite the cost” as it was “a necessity for the island”. DISY MP Andreas Themistocleous has submitted a bill to parliament to postpone plans to set up the medical school and said this week that Cyprus faced a choice “of either getting real and actually looking at the country’s situation or else – and I’m willing to bet on this – destroying ourselves”. He said it would cost the state €100 million a year to run the medical school, and that each student would cost

€1 million for full training, and that the country could not afford it right now. The Cyprus Medical Association said on Wednesday that despite the crisis, matters of education and health needed to be treated differently and “with more sensitivity”. A medical school would contribute to upgrading the country’s medical practice improving health care provision, the association said. Cyprus already has a private medical school. At the same time it was announced on Thursday that four new rural ambulance stations that were due to go on line, would now be axed after spending €500,000 on training 49 paramedics. The new service would also only have cost a fraction of what the medical school will cost each year. The UCY medical school was the most popular choice for the 9,271 prospective schoolleavers who took their exams yesterday according to the head of the examinations office at the Education Ministry, Terpsa Constantinidou. Of those 9,271, a total of 586 chose the medical school while 6,244 took exams for universities and institutes of higher learning in Greece and Cyprus. (see editorial page 13)

‘Rent reductions are needed’ MPs say MPS HAVE stressed the need to freeze or reduce rents in both industrial and residential areas. During the House Commerce and Interior Committee meetings, deputies discussed AKEL’s proposal to reduce rents by 25 per cent due to the current financial crisis. Parliamentary parties aim to conclude their discussions by Thursday so the problem of business sustainability can be dealt with. The reduction of rent and burden sharing are necessities according to the House Interior Committee head, Yiannos Lamaris. “The change in legislation that we talked about today included both industrial and residential property,” he said, adding that the committee’s proposals would be handed over to the relevant parlia-

He went on to say that a reduction of 20 per cent was discussed instead of the original 25 per cent. “We must also take into consideration any reductions in rent that property owners made of their own volition, or if they avoided increasing rent despite contracts to the contrary,” Lamaris said. In cases where property owners refuse to comply with the new law, Lamaris revealed that tenants would be within their rights to pay the reduced rent if the law was passed. “Property owners will be obliged to reduce rent and if they refuse, tenants will be en-

Two other UK teenagers were acquitted of all charges. Collins, from the 2nd Battalion, Royal Regiment of Fusiliers, was stationed at the British base of Dhekelia. He was off duty with three other soldiers when they became involved in a brawl with three British holidaymakers in the early hours of the morning. He was stabbed the day before he was due to fly out to Afghanistan. The fatal confrontation happened near Ayia Napa’s central square – an area long out of bounds to all British forces personnel between 5pm and 10am because of previous incidents.

In the last decade there has been a 40 per cent reduction in call outs and incidents, and accidental deaths from fires in the home have reached an all time low - yet expenditure and fire-fighter numbers have remained broadly the same. The independent report by Sir Ken Knight, former chief Fire and Rescue adviser for England, found that services continue to spend according to the budget they

In conducting the review, Sir Ken also found that fire and rescue authorities had high levels of capital reserves. Between 2008 and 2012 total reserves held by stand-alone fire and rescue authorities increased from just over £200 million to more than £400 million - and the report said this highlights the potential for investing in spend-to-save type projects.

SCOTLAND Yard has identified a number of potential suspects who may have abducted Madeleine McCann, the force’s top detective revealed yesterday. Investigators carrying out a review of the case have drawn up a list of people who they say are “of interest” to the inquiry. JORGE Rafael Videla, an austere former army commander who led Argentina during the bloodiest period of a “dirty war” dictatorship and was unrepentant about kidnappings and murders ordered by the state, died yesterday, aged 87. Videla was the first president to head the military junta that “disappeared” thousands of suspected leftists from 1976 to 1983, and he spent his final years behind bars for human rights crimes, including the systematic theft of babies born to political prisoners in secret torture centres. He died of natural causes in his jail cell in a prison outside the capital, Buenos Aires, a government spokesman said. “Videla presided over a government that engaged in one of the most cruel repressions that we have seen in Latin America in modern times,” said Jose Miguel Vivanco, director of Latin America for USbased Human Rights Watch. “He was arrogant to the end and unwilling to acknowledge his responsibility for the massive atrocities committed in Argentina,” Vivanco added. “Many of the secrets of the re-

pression will die with him.” Rights groups say up to 30,000 people were “disappeared” - a euphemism for kidnapped and murdered - during the dictatorship, which began in March 1976 when Videla and two other military leaders staged a coup against President Maria Estela Martinez de Peron, the widow of former leader Juan Domingo Peron.

TARGETS Argentina’s left-wing guerrilla groups such as the Montoneros had been weakened by the time Videla came to power. He targeted union organisers, students, journalists and anyone else perceived to be associated with communism. Last year Videla told an Argentine journalist that the crackdown he oversaw was the price that Argentina had to pay in order to remain a republic. “War, by nature, is cruel,” Videla said. “An internal war, between brothers, is especially cruel.” Videla was born in the town of Mercedes to a middle-class family in 1925. He followed in the footsteps of his father, an army colonel, enlisting in the military academy where he

was well-respected. Following the coup of 1976, the mustachioed Videla headed a three-man military junta and he led the country until 1981. The junta pledged to end left-wing subversion, put the economy in order and respect human rights. Videla said several times that the aim of his government was to return Argentina to democracy. However, he conditioned that on the “Process of National Reorganisation,” in which the military planned to foster sweeping reforms to reduce the state’s role in the economy and rid Argentina of the influence of former strongman Peron. He quickly suspended the normal functions of Congress, local government and the Supreme Court, and oversaw the worst excesses against those suspected of left-wing activities. When Videla was succeeded by army chief Roberto Eduardo Viola in 1981, the political balance inside the armed forces began to crumble but Argentina was still deeply entrenched in military rule. It remained so until the catastrophe of the Falklands War against Britain in 1982 eroded the military’s power.

Rough re-introduction to gravity BACK on Earth, Canadian astronaut and cyberspace tweeter Chris Hadfield is getting a rough re-introduction to gravity after a fivemonth stint aboard the International Space Station, the former commander told reporters during a video webcast from Houston. Hadfield became a social media rock star with his zero-gravity version of David Bowie’s “Space Oddity” and a continuous stream of commentary on Twitter about his life in orbit. But living without gravity for five months has left him feeling dizzy, weak and prematurely aged. A veteran of three space flights, he is wearing a pressure suit under his clothes to help his circulation as his body re-adapts to getting blood back to his brain. “Without the constant pull-down of gravity, your body gets a whole new normal, and my body was quite happy living in space without gravity,” Hadfield, 53, said in a video conference call with Canadian reporters on Thursday, three days after returning to Earth. The video conference was posted on the Canadian Space Agency’s UStream channel. “Right after I landed I could feel the weight of my lips and tongue ... I hadn’t realized that I had learned to talk with a weightless tongue,” he said. He is suffering overall body soreness, par-

ticularly in his neck and back which are again having to support his head after months in weightlessness. “It feels like I played full-contact hockey, but it’s getting better by the hour,” Hadfield said. “The subtle things and the big things are taking some re-adaptation to get used to and they are coming back one by one.” Hadfield, who is the first from Canada to command a space station crew, NASA astronaut Thomas Marshburn and Russian cosmonaut Roman Romanenko landed in Kazakhstan on Monday. He and Marshburn were then flown to Houston to begin rehabilitation. As a departing finale Hadfield created a music video rendering of Bowie’s classic “Space Oddity,” which as of yesterday had 13 million hits on YouTube. Hadfield, who is the lead singer and bass guitarist in the all-astronaut rock band Max Q, said it is too early to think about what he will do next. “For now, I’m still trying to stand up straight. I have to sit down in the shower so I don’t faint and fall down, and I don’t have calluses on the bottom of my feet yet, so I’m walking around like I walked on hot coals,” he said. It usually takes about three weeks until a returning astronaut can return to driving, according to the Canadian Space Agency.

Gunmen abducted the seven police and soldiers on a road between the Sinai towns of el-Arish and Rafah on Thursday, demanding the release of imprisoned militants in exchange for the men. THE European Central Bank will keep its loose and growth-supportive monetary policy stance in place for “quite a long time”, ECB executive board members said yesterday. With the eurozone economy stuck in recession, the ECB cut its main refinancing rate to a record low of 0.5 per cent and extended its provision of unlimited funds to banks by a year at its May policy meeting, Inflation fell to a threeyear low of 1.2 per cent in April, allowing some room for manoeuvre. The ECB’s Joerg Asmussen told journalists in Berlin the bank’s monetary policy would remain expansive for as long as needed. His colleague Benoit Coeure hit a similar tone when speaking at a conference in Orleans in France, saying the ECB was committed to providing the eurozone with abundant liquidity for as long as necessary. “We are saying that because we are well aware that rigidities and difficulties of transmission in the eurozone mean that the monetary policy will have to stay accommodative for quite a long time,” Coeure said. The ECB’s record low interest rates do not reach eurozone countries evenly because funding costs for banks in the periphery are higher than in the eurozone’s core countries. That makes it more expensive for households and companies to borrow. ECB President Mario Draghi said last week the bank would monitor incoming data closely and would be ready to cut rates again, including the deposit rate currently at zero, which would mean it would charge banks to keep their money overnight.

U.S. CONSUMER sentiment rebounded in early May to the highest level in nearly six years, an encouraging sign after recent data that has suggested economic growth is cooling. A gauge of future economic activity released on Friday also suggested the expected slowdown would be temporary, with the index rising to a near five-year high in April. Economists expect growth will likely slow in the second quarter from the 2.5 per cent pace at the beginning of the year as tighter fiscal policy starts to bite. But recent stronger than expected improvement in several areas, including the labour market and retail sales, has suggested the recovery remains resilient. “We’re still definitely on the recovery path. GOOGLE Inc’s Executive Chairman Eric Schmidt is due to meet British Prime Minister David Cameron on Monday as a participant of an advisory group just days after UK lawmakers lambasted the Internet company’s tax affairs. The government needs to get its priorities straight IT IS DIFFICULT not to share the anger of deputies over the government’s decision not to open the four regional ambulance stations that are ready for operations, because of the freeze on new recruitments in the public sector. The 49 paramedics, who received a year’s training at a cost of €500,000 to the taxpayer, in order to man the four stations, will not be hired because of the recruitment freeze, which has been blamed on the troika. Blaming everything on the troika is convenient for the government, but the fact is that while the troika may set state spending targets, it does not decide what the spending priorities should be. This is decided by the ministry officials and minister. For instance, the troika did not stop the government funding the Medical School of the Cyprus University, a vanity project that would cost tens of millions of euros to operate. Why had the troika not applied the recruitment freeze to the Medical School, the payroll of which would be several million euros but prevented the opening of four ambulance centres the operation of which would cost about €500,000? It is obvious that this misguided decision was taken by the government presumably because the opening of the Medical School was an election promise of President Anastasiades. But we fear the government has got its priorities wrong. Ambulance stations manned by paramedics would save lives and as such should take precedence. A medical school is not a priority, by any stretch of the imagination we survived without one for decades at a time of economic depression and an acute shortage of state funds. Admittedly, it is not a case of one or the other because the amount is not comparable – the operation of the ambulance stations would cost a small fraction of what the Medical School would need – but the government needs to get its priorities right and it needs to take all steps to ensure a quick and effective response from the ambulance service to all parts of the island. There are countries in which the guaranteed, ambulance response time is 12 to 15 minutes, because saving lives is considered very important. Obviously the technocrats of the finance ministry and government politicians do not subscribe to this view, but because they are embarrassed to admit it they blame the troika for their shameful decision. As for the health minister, who should have been championing the right of all people to a prompt ambulance service, he was more concerned about giving assurances that the Medical School would go ahead. For the government, the saving of lives can wait until the economic recovery arrives.

Obama under fire over civil liberties H

E MAY have been the first African-American president of the Harvard Law Review and taught constitutional law at the University of Chicago. He may have written a book extolling constitutional values in a democracy. And he may have run for president on a civil liberties banner, pledging to reverse the legacy of George W. Bush. But as US president for the last 4-1/2 years, Barack Obama has faced accusation after accusation of impinging on civil liberties, disappointing his liberal Democratic base and providing fodder for rival Republicans as he deals with the realities of office. News in the past week of the federal seizure of phone records from the Associated Press news agency and the Internal Revenue Service’s targeting of conservative Tea Party groups, has intensified criticism already simmering over the Guantanamo Bay prison camp and aerial drone strikes abroad. Asked at a news conference on Tuesday why the administration had not done more for civil liberties, Attorney General Eric Holder said: “I’m proud of what we have done” and emphasised the administration’s shift from the Bush era harsh interrogation practices of terrorism suspects that had drawn international criticism. When he took office in 2009, Obama promised to close the Guantanamo camp for foreign terrorism suspects, but it remains open with 166 detainees, many on hunger strike in protest at indefinite detentions. Obama said last month he would revisit that pledge and blamed Congress for blocking his plan to close the camp, partly through restrictions on transfers of detainees. The administration has defended its aerial drone strikes abroad, which have included targeting a US-born terrorism suspect, as essential to the fight against al Qaeda and other militants in places such as Pakistan and Yemen. On Tuesday, Holder defended the seizure of journalists’ records, saying it was part of an investigation into a leak that he called “very, very serious.” A law enforcement official said the probe is related to information in a May 2012 AP story on a foiled Yemen-based al Qaeda plot. The phone records seizure was the latest in a series of crackdowns on leaks by the Obama administration. Obama has disappointed some because of his background, and because he followed the Bush presidency that had responded to the attacks of Sept. 11, 2001, with what liberal critics saw as a trampling of civil liberties. “There were reasons to think he would be different,” said New York University law professor Barry Friedman, who teaches constitutional law and has written about public attitudes on the law. “He seemed

Obama is also contending with a polarised political scene and clashes with Republicans. Harvard University law professor Laurence Tribe, a professor, mentor and longtime supporter of Obama, said his famous former student was facing the realities of being president. Tribe wrote in an email to Reuters that on campus, “Barack Obama could live in a world unclouded by bureaucratic and political obstacles. As President, however, Barack Obama needs to impose his basic beliefs and priorities on the vast bureaucracy. ... His failings, in my view, have much more to do with whatever he has permitted to take place under the supposed oversight of (individual Cabinet secretaries) than they have to do with his own constitutional understanding and commitments.” When Obama won his place as the first African American in the White House, many Americans applauded another advance in the country’s long civil rights movement. But while Obama has long presented himself as a progressive Democrat, he has not been known as a fiery civil libertarian. His wont has been to assert the need for dialogue and consensus-building. In his 2006 book, “The Audacity of Hope,” he wrote: “The scope of presidential power during wartime. The ethics surrounding end-of-life decisions. These

In the case of the IRS and Tea Party groups, Iowa Republican Senator Charles Grassley wrote to Steven Miller, acting IRS commissioner, on Tuesday asking for all records relating to the decision to reveal its mistakes at a meeting of an American Bar Association committee instead of to Congress. Some analysts say that because of his background Obama has been held to higher expectations. “He was elected by a constituency that would expect him to be more sensitive to civil liberties,” said author Larry Sabato, director of the University of Virginia Centre for Politics. Others say he is simply being judged by the standard all presidents should meet. “I am certainly distressed by the latest revelations,” Steven Shapiro, legal director of the American Civil Liberties Union, said on Tuesday. “I also think, honestly, that the fact that he was a constitutional

law professor is much less significant than that he is now president. Every president has a duty to understand, appreciate and protect our civil liberties.” Asked about Obama’s record on civil liberties compared to other presidents, Shapiro said the ACLU did not do comparative rankings of administrations and that, in any event, it would be too early to assess Obama. Critics and other observers agreed. “We’re living it right now,” said Ilya Shapiro, a senior fellow of constitutional studies at the libertarian Cato Institute. Even as he asserts the administration may have “overreached” its constitutional authority, he said it was hard to predict how Obama’s tenure will rank with past administrations. “You never really know what’s going on behind the scenes until they leave office,” Sabato said, adding that Presidents John F. Kennedy and Lyndon B. Johnson abused the IRS, for example, by ordering audits of political enemies. Glover, 23, defeated country singer Kree Harrison in the popular vote with her powerful voice in what judges deemed a close contest to take the title on season 12 of the Fox network show. “You are officially our American idol,” host Ryan Seacrest said as the crowd of more than 7,000 at the Nokia Theatre in Los Angeles cheered. With tears streaming down her face after hearing her name, Glover seemed lost for words. “Oh, my God,” she said. “Three years.” The third time was lucky for Glover, who appeared in two earlier seasons of the show, and finally won the crown by making songs like Somewhere from the musical West Side Story, and the jazz tune You’ve Changed all her own. “Three years, persistence, determination and a lot of talent. You deserve it,” said Seacrest. Google ahead of Apple with new music streaming service The new 5G service could allow users to watch 3D movies or stream HD programmes in real time

Samsung hails 5G technology testing SAMSUNG has developed “ultra-high speed” fifthgeneration technology that could allow users to download an entire film in a second, the electronics giant has said. The South Korean firm has successfully tested new equipment which it hopes will transmit data several hundred times faster than existing 4G networks. It claims subscribers could use the technology to download high-quality digital films “practically without limitation” and watch 3D movies or stream high-definition programmes in real time. Samsung believes its new transceiver is the world’s first device capable of providing “ubiquitous” 5G broadband - and hopes to bring the service to customers by 2020. It announced the development after conducting a test where data was transmitted at speeds of more than one gigabit per second over a distance of up to two kilometres. Customers using 4G services access average speeds of between eight and 12 megabits per second (Mbps). “The new technology sits at the core of 5G mobile communications system and will provide data transmission up to several hundred times faster than current 4G networks,” Samsung said in a blog post. The company believes the equipment could provide a solution to recent surges in wireless internet usage. It added: “Samsung’s new technology will allow users to transmit massive data files including high-quality digital movies practically without limitation. “As a result, subscribers will be able to enjoy a wide range of services such as 3D movies and games, real-time streaming of ultra high-definition (UHD) content, and remote medical services.” In the blog post, Samsung claims its technology uses high-frequency wavebands which were previously deemed unsuitable for mobile networks.

With its new service, announced at its annual developers’ conference in San Francisco, Google has adopted the streaming music business model ahead of rival Apple Inc, which pioneered online music purchases with iTunes. Google’s “All Access” service lets users customise song selections from 22 genres, ranging from Jazz to Indie music, stream individual playlists, or listen to a curated, radio-like stream that can be tweaked. It launched for US users first, ahead of being rolled out to several other countries. Google on Wednesday also unveiled a string of improvements to other services, including new mapping features and a voice-activated search, at the conference. The focus was on giving more options to users of mobile devices using its Android software, the operating system that now runs three out of every four smartphones sold. The global entertainment industry has repeatedly tried to block its activities. Swedish prosecutors have asked the court to de-register the domain names “piratebay.se” and “thepiratebay.se”. Sweden’s Internet Infrastructure Foundation registers and administers the country’s “.se” internet addresses. “There is a significant criminal copyright infringement which causes a great deal of damage to many,” prosecutor Fredrik Ingblad said on Wednesday. HERE was a lot of cheap talk about Prince Harry and his daft Las Vegas incident when this year’s official trip to America was announced. Would he let his guard down again? Would he go out partying and embarrass the Queen? The truth is, that was never going to happen. On royal duty Harry is as sharp and dedicated as he is when he dons his uniform and steps into the line of fire. It is so easy to judge him on the past, too easy. Silly remarks, the wrong choice of uniform at a fancy dress party - and, yes, his decision to invite a number of girls he hardly knew to his Las Vegas

hotel suite and to play strip billiards - have led to excruciating apologies. But to assess him on past misdemeanours is to totally misjudge the man. I have followed his progress since he was a boy. I was at his first “press conference” - when he and Prince William were just lads on the ski slopes of Klosters in Switzerland. Yes, he is a fiery character, he speaks his mind and is not afraid to front you - as I found to my cost once - if he feels he has been unfairly treated by the media. In that respect he is just like this mother. On his American mission he has shown why he has the

potential to be a great asset to Britain’s new royal family, and his country. As the Queen prepares to quit longhaul flights Harry will undoubtedly have a key role going forward. Of course, Prince Charles and the Duchess of Cornwall will take on a “shadow” king and queen role – particularly abroad. The spotlight will also shine on William and Kate. But Harry, now 28, has something special. He has the wow factor that his mother had in abundance. He has warmth and likeability too. What I have witnessed at close quarters on this major tour is Harry’s determination - like his moth-

er - to make a difference. He clearly wants to use his status to bring what some might regard as uncomfortable causes to public attention. At the military advanced training centre at Walter Reed National Military Medical Centre, in Maryland, I watched as Harry met wounded soldiers - some of them double amputees – undergoing physical therapy. It was a gruesome yet inspiring place; where once super-fit young troops had been left with devastating injuries. The prince, who has been on two tours of duty, clearly had a real empathy with them. When he sat on the bed and

chatted to Staff Sergeant Tim Payne, 30, from Montana, who had lost both his legs while serving in Afghanistan, they were on the same level. As comrades in arms they had both faced the Taliban. Clearly, Harry wants to give back to those who have made such terrible sacrifice. Sgt Payne said afterwards: “I was injured 3 July, Kandahar. We talked about how I got injured and that I like swimming and how the recovery is going. I told him I swim 4,000 metres a day and that some day I will swim the English Channel. Harry said, ‘That’s a crazy idea.’ “He’s a really nice guy, and

the fact that he takes the time to come here, and the fact that he has served, makes it special.” As he worked the room, wearing his Army Air Corps fatigues and desert boots, he was not there as a prince, but as Captain Harry Wales, a man who like his injured American comrades had done his stint in the line of fire. At Arlington National Cemetery in Virginia he was dressed in the No 1 ceremonial uniform of his regiment,

After placing the wreath, the Prince stood to attention and saluted the grave, before walking alone through the rows of headstones surrounding it, pausing several times to read individual inscriptions. At the Warrior Games for wounded servicemen and women, at the US Air Force Academy in Colorado Springs, he was a star attraction. It was one of the main reasons for him coming. The Americans can’t get enough of him. He also this week visited

- he is a do-it-yourself royal. Around him is a tight and effective team led for now by his private secretary, former SAS officer Jamie LowtherPinkerton. In addition to his security - led for the last time, before retirement, by Inspector Iain MacRae of the Met’s royalty protection department - he has two press secretaries with him, former ITN editor Ed Perkins and his assistant Nick Loughran, formerly with City of London police. Never far away is the watchful diplomat David Manning, former British ambassador to the US. Edward Lane Fox - a former captain in the Household Cavalry who met the prince when they were on military duty - joins

The palace does not want to overstate the fact that Harry is appearing with high-profile politicians now the team next month as private secretary, as LowtherPinkerton will go part-time in the autumn. His chippy mistrust of the media is still an issue, but who can blame him? The circumstances of his mother’s tragic death and the involvement of the foreign paparazzi alone go some way to excuse it. But like Prince William he has to move on; to use the media to help promote the causes he is so passionate about. This watershed tour shows Harry is ready to take what Diana achieved to new levels. Like her, he is not a ribbon cutter - he is a doer. Another example is his decision to join the UK Walking with the Wounded trek to the South Pole. On this US tour, Harry said his mother would be “proud” of his work supporting the Halo Trust’s campaign to rid the world of landmines - a cause she fought for passionately. Having covered the Diana years as a royal reporter, and having known her personally, I am sure she would have been proud of the man he has become too.

Tomorrow Other Events Show your love for PASYKAF The Annual Charity Festival of Love & Hope gets under way tomorrow at the residence of George and Anna Louka in Xylophagou. What started five years ago as a small endeavour to raise money for The Cyprus Association of Cancer Patients and Friends (PASYKAF), has now become an anticipated annual event providing friendly, family entertainment. Last year over 1,000 people visited, raising over €13,000, with people travelling far and wide to take part in a day of fun and celebration. Pony rides, face painting, a bouncy castle, manicures, games and kids’ haircuts are a few of the activities which will take place at the Charity Festival of Love and Hope where all proceeds will be donated to PASYKAF and Marios Nicholas (Charity Shop). Coming Up Other Events Ditching the textbooks You’ve heard of quantum physics, astrophysics and nuclear physics, but what about newspaper physics? Intrigued and want to find out more? Then head to The Cyprus University of Technology on Tuesday to hear physicist John Hauptman, give a lecture entitled Teaching Science to non-Scientists. Hauptman, an experimental highenergy physicist at Iowa State University, has brought newspapers into his classroom throughout his career. Over the past few years, however, Hauptman has taken that approach one step further with a ‘newspaper physics’ course that has developed into a learning community with the Department of English. The idea might sound strange to begin with, but really is quite ingenious and simple too. How many of you remember part of your education being a continual ritual of progression through a bulky textbook? Most introductory physics courses are deadly boring and burdened by unreadable anthology-like textbooks. But with newspaper physics, rather than using textbooks to teach students about physics, they use articles that appear in available daily newspapers. Hauptman will demonstrate how to ditch the textbook and instead teach from articles found in the daily newspaper. The approach makes lessons more compelling.

For example in an article that discusses a possible nuclear rocket to Mars, the class can talk about the effects that radiation will have on space travellers. Radiation will have a dramatic effect on the muscle and bone mass of the astronauts coming back from such a journey. This method can also provide an understanding of contradicting points of view and conflicts of facts, something not always found in textbooks. When Albert Einstein wrote his thesis, most physicists did not believe in atoms; in the 1960s most physicists did not believe in quarks; and there still are competing ideas for why ice is slippery and what is the best way to get to Mars. These conflicts will never be found in a textbook and students need to know that this is how science works. Hauptman obtained his Ph.D. in experimental high energy physics with George Trilling at UC Berkeley in 1974, studying the interactions of hyperons in the 82-inch hydrogen bubble chamber. He has also conducted experiments at the Fermi National Accelerator Laboratory (Fermilab) in Illinois, which has housed the world’s second-largest particle accelerator for the past 10 years. Akropolis Park in for a prickly show Plenty of “oohs” and “aahs” will be heard at the Exhibition Hall of the Acropolis Park Caves, in Nicosia over this weekend. The Cyprus Cactus and Succulent Society will hold its annual show tomorrow, filling the space with a grand display of their rarest, most coveted and favourite plants. Hairy, bulbous, smooth, round, long or thin cacti and succulents come in all shapes and sizes. The purpose of this exhibition is to help the general public to discover, admire and care for these striking, spiky specimens. Believe it or not, there is a large number of collectors and growers of cacti in Cyprus. In 2007 a small group of enthusiasts founded the club. Its main aim is to make contact with the hundreds of other enthusiasts around Cyprus, a country where a near-perfect climate exists for many of these plants. The Society encourages and educates hobbyists in the cultivation and dissemination of cacti and other succulents. It also creates awareness and aims to encourages research in the many endemic species and contribute to their preservation in the wild. Cactus enthusiasm is also evident by the high number of visitors the exhibition has had each year. An estimated 5,000 people have attended previous exhibitions and with the sun shining, another positive turnout is expected this year too. If you are a serious collector a newcomer to cactus and succulent plants or somewhere in between, this show is a must-see event. Nurseries from all over Cyprus will be represented again this year and rare plants will be imported from abroad, specifically for the Exhibition. Furthermore, there will be plant cuttings and a great variety of relevant books, ensuring gardening success whatever your

level of experience. Other than their exotic aesthetic appeal, cacti are very adaptable to infertile soils and can play an important ecological role in combating desertification as well as producing fruits and vegetables for human consumption, forage or fodder for livestock, and biomass for energy purposes. For the first time this year the gardens of our members will be opened to the general public. Visitors will have the opportunity to enjoy photographs from 12 gardens located in Cyprus, loaded with succulents and more. Each garden has a unique character, as does its owner. All the gardens have been photographed this spring. Other than enjoying a beautiful spring photo exhibition the visitors will get ideas that could implement in their gardens. As in previous years, concurrently with the exhibition, the CCSS Annual Plant Competition will take place. All plants taking part in the Competition will be showcased at the Exhibition Hall for the public to see. The Judge for this year will be Rene Zahra, the Secretary of the Cactus and Succulent Society of Malta. Also keep an eye out for The Smart Garden leaflet which will be distributed to the public free of charge. Tin Cup (LTV, 21.00) Kevin Costner and golf: two things which some people view as a bit of a joke - but those people are missing out, because Tin Cup is fabulous. Kev is a golfer, but not just any golfer: he’s Roy ‘Tin Cup’ McAvoy, whose natural talent for the game is equalled only by his stubborn individualism. That’s why he’s reduced to giving golf lessons while his smooth corporate rival (Don Johnson) is winning major tournaments - but things change when his latest student (Rene Russo) falls for Roy, and encourages him to get his act together. Costner is superb here, a model of effortless authority; he makes the film his own, but writer-director Ron Shelton adds zesty, memorable dialogue and

never takes his eye off the main theme, which isn’t actually golf but a Portrait of an Artist - playing not for money, or even fame, but just for himself. Line to Quote: “Sex and golf are the two things you can enjoy even if you’re no good at them”. Made in 1996.

Rites of Passage (Novacinema1, 22.00) Whatever happened to Christian Slater? What about Wes Bentley, who was famous for five minutes as the boy in American Beauty? These are good questions, but not necessarily questions you want to spend your Saturday night exploring - yet Saturday now seems to be the dumping ground for trashy items like this

straight-to-DVD thriller, presumably because most viewers are out on the town anyway (yeah, but what about the few who are stuck at home and looking for a good film to watch?). A bunch of college students go on a weekend field trip to an isolated ranch, the ostensible point being to recreate a Native American rites-of-passage ceremony - but in fact it soon degenerates into drinking and partying, then degenerates even more when a drug dealer (Mr. Slater) turns up seeking revenge. A mix of terror and dark, profane comedy, good enough if you like drug-addled humour and pretty young things without (m)any clothes on, maybe not so good if you want to do something constructive with your Saturday. The Boston Marathon attracts runners from the United States and all over the world who sometimes train for years to qualify, with most competitors required to post fast times in other 26.2 mile races to earn a spot in the 27,000runner field. “The opportunity to cross the finish line amid thousands of spectators is a significant part of the entire Boston Marathon experience,” organisers said. About 5,600 entrants will be eligible for return invites in 2014, the 118th running of the race. This year’s race was halted on April 15 when two pressure cooker bombs left at the finish line exploded in a crowd of thousands of spectators and athletes, killing three people and injuring 264 others. Runners were rushed off the course as emergency responders searched to see if any additional explosive device had been planted, but none were found.

Jockey completes six-month cocaine ban THREE-TIME champion jockey Frankie Dettori says he “feels like Lance Armstrong” as he prepares for a return to action after a sixmonth drugs ban. Dettori was suspended worldwide after testing positive in France for cocaine. The 39-year-old told Channel Four News he had been drug tested 15 times in the last two months, adding: “They come and knock on my door any time of the day.” Drugs cheat Armstrong was banned from cycling and stripped of his seven Tour de France titles in August 2012. Dettori, who was cautioned by police for possessing cocaine in 1993, said he took the drug almost 20 years later as a one-off in “a moment of weakness”. He plans to return at Leicester racecourse on Monday evening, provided French racing’s governing body France Galop give him the go-ahead, as expected. Dettori will come back as a freelance after his 18-year association with the Godolphin team - one of the world’s leading racing operations and owned by ruler of Dubai Sheikh Mohammed - ended in October 2012, two months before his ban. The jockey, who rode a record-breaking seven win-

ners from seven rides at Ascot in 1996 and is famous for his flying dismounts, said he turned to cocaine as his career faltered. He had been Godolphin’s number one jockey for 17 years until they recruited younger riders Mickael Barzalona and Silvestre de Sousa last year. Dettori said the successful relationship had started to change after 2010 when Sheikh Mohammed recruited a second trainer, Mahmood Al Zarooni, to work at another Newmarket stable in addition to Saeed bin Suroor. “Up until about two years ago I was having the best time of my life... and then for some reason things changed. We had a new trainer, new way of doing things and I didn’t know whether I was in or out,” he said. Last month, Al Zarooni admitted doping 15 horses earlier in 2013 and was banned from racing for eight years. He is appealing against the severity of the ban. When the younger jockeys were brought in, and Dettori was left down the pecking order ahead of the 2012 Epsom Derby, the rider’s mood deteriorated. “My first 17 years of my riding career at Godolphin, I was always the number one

Wiggins enjoyed a stellar 2012 when he became the first Briton to win the Tour de France and backed that up with a time trial gold medal at the London Olympics before turning his attention towards adding to those titles in Italy. He looked strong early in the 21-stage race but gradually slipped out of contention, blaming his poor performance on a chest infection that eventually led to his withdrawal. “Due to a worsening chest infection, the decision was taken for Wiggins not to start the race’s 13th stage on Friday from Busseto to Cherasco,” his Team Sky said in a statement, adding that Colombian Rigoberto Uran, third overall, was the new team leader. “We monitored Bradley overnight and this morning we’ve withdrawn him from the Giro after consulting the team doctor,” team principal Dave Brailsford added. “His chest infection has been getting worse and our primary concern is always the health of our riders. “Bradley will return to the UK today for treatment and to rest and we hope to have him back on the road as soon as possible. As a passionate racer he wanted to continue but he is simply

been suffering since the (stage eight) TT (individual time trial). “We’re working on it but we’re not sure what’s wrong. There’s a virus that’s been going around, so it could be that, or severe allergies.” Hesjedal became his country’s first Giro d’Italia winner when he edged out Spain’s Joaquim Rodriguez by 16 seconds after a ferocious two-week duel through the mountains, with the Cana-

dian gaining the upper hand on the final day’s time trial in Milan. Wiggins and Hesjedal’s withdrawals follows that of France national champion Nacer Bouhanni, who announced on Thursday evening that he was quitting the race. PIRELLI’S decision to change the Formula One tyres after just six races penalises those who have done a better job than others in getting the existing ones to work, Lotus principal Eric Boullier has said. “Just imagine for a moment that because a football team can’t run as fast as its opponent, the dimensions of the pitch are changed at half time,” the Frenchman said on the team website (www.lotusf1team.com). “That there are changes to come can be seen as somewhat frustrating and I hope they are not too extreme.” Pirelli announced after Sunday’s Spanish Grand Prix that they would change the tyres from next month’s Canadian Grand Prix, round seven of 19, to make them last longer without producing so many pitstops.

Ferrari’s Fernando Alonso made four pitstops on his way to victory in Barcelona, with Lotus’ Kimi Raikkonen second after three visits to the pitlane. Boullier said Pirelli were clearly in a difficult situation and under pressure. “As with every season, some teams do a better job than others with their designs and some drivers are more adaptable than others to the changes of both car and tyre,” he added. “It is frustrating when you’ve developed a car from a set of tyre specifications which are available to everyone - for tyres that are the same for everyone - to then be told that they are being changed

IRELAND’S grand slamwinning captain Brian O’Driscoll ended months of uncertainty over his future this week when he agreed to play on for one more year for province and country. O’Driscoll, who will travel on his fourth British and Irish Lions tour next month, turned 34 this year and had said he would wait until July to decide on whether to call time on a glittering 14-year international career. The centre’s decision will come as a big boost to Leinster and to new Irish coach Joe Schmidt, whom O’Driscoll holds in high regard, as he looks to pick the national side up from its worst Six Nations championship in 14 years. Benfica’s dream season collapsed like a house of cards after two stoppage-time defeats in one of their most painful weeks, first at Porto to throw away the league lead and then in Wednesday’s Europa League final against Chelsea. By contrast, Porto coach Vitor Pereira, whose side were four points behind Benfica just two rounds ago, have beaten the odds since to close in on the top objective of the season. “We have everything to secure the title,” he said. “But we still have a complicated

On Tuesday, Milan denied suggestions that Allegri was in talks with ambitious AS Roma. Blatter: ‘cold war’ has broken out with FA FIFA president Sepp Blatter believes a ‘cold war’ has broken out between the world governing body and the FA about Russia staging the 2018 World Cup. England only attracted two votes to host the tournament. Persistent allegations of corruption have since been made about the World Cup bidding processes. Blatter, 77, also stated it is ‘not rational’ to play the 2022 competition in the summer heat of Qatar, where temperatures can reach 50C. Blatter said: “Before the awarding of a World Cup or Olympic Games, there is a meeting with the politicians. We had it here in Zurich. “They influence the voters. England didn’t get the 2018 World Cup and, ever since, there has been a cold war with FIFA.” Russia beat England and joints bids from SpainPortugal and NetherlandsBelgium to win a ballot of FIFA’s 22 executive members for the right to host the 2018 World Cup. At the same ceremony in December 2010, Qatar was backed to host the 2022 tournament. A number of senior FIFA officials, including two executive committee members, have since been banned for breaching the organisation’s ethics code in the run up to the the voting. The world governing body has reacted to the scandal by appointing lawyer Michael J Garcia to head an ethics committee investigation. Speaking about the 2022 vote, Blatter said voters were influenced by the pressure to take the World Cup to the Middle East for the first time. He said: “There were interventions at different levels so that it would go to an Arab country. Geopolitics did its work.” In March, FIFA general secretary Jerome Valcke argued that the Qatar World Cup could be moved if medical reports highlighted related health risks. Blatter said plans to use air-conditioned stadiums in the Arab state would not be sufficient. “The World Cup is more than just stadiums, it is an array of social and cultural activities around the competition,” Blatter told French newspaper L’Equipe. “What do we do? It’s not rational and reasonable to play in June-July. “Our technical report, which was available to all the members of the executive committee before the 2010 vote, exposed these difficulties.” The idea to move the competition away from its traditional time has previously been backed by UEFA leader Michel Platini and world footballers’ union FIFPro.

The 38-year-old will follow his old mentor Sir Alex Ferguson into retirement after a stellar 21-year career that has seen him win league titles in four countries - at Manchester United, Real Madrid, Los Angeles Galaxy and this season at Paris St Germain. Beckham, England’s most capped outfield player, said it had always been his dream to call it a day while he was still at the top and hoped people would focus on his footballing achievements. He told Sky Sports News: “Over the years people have obviously looked at other things that have gone on in my career and sometimes that’s overshadowed what I’ve done on the pitch. “As much as I say that doesn’t hurt me, of course it does. “At the end of the day I’m a footballer who has played for some of the biggest clubs in the world, with some of the best players in the world, and under some of the biggest and best managers, and achieved

almost everything in football. “It hurts when people not question it, but think about other things. “I hope people will remember me as a hard-working footballer, someone who was passionate about the game and someone that gave everything that they have, because that’s how I feel.” Beckham will bring the curtain down on his remarkable playing career at the end of the season - PSG have two matches remaining.

ATHLETE’S DREAM Beckham added: “It’s every athlete’s dream, it’s every footballer’s dream to go out on top form or winning a trophy. He was the first English player to score in three consecutive World Cups. Beckham will spend the next few months considering numerous different offers before deciding on his next big move. He already has a number of contracts as an ambassador plus other lucrative endorsement deals, and he has demonstrated his value to a number of causes - not least in helping secure the 2012 Olympics for London. One definite long-term aim will be to own a franchise in Major League Soccer in the United States the current fee to buy in is 40 million dollars but Beckham has made it clear that he will pursue that avenue. There are certain to be offers from the Football Association for Beckham to become an ambassador for the English game - FA chairman David Bernstein spoke yesterday about the wish to form a “close association” with him, and England manager Roy Hodgson said he hoped he would stay “close to the game”.

OUTGOING Everton manager David Moyes has paid tribute to the players he has overseen during his time at the club. Moyes is leaving the Toffees this summer after over 11 years in charge to replace the retiring Sir Alex Ferguson at Manchester United, with the 50-year-old’s final game as boss of the Merseyside outfit being tomorrow’s Barclays Premier League trip to Chelsea. Speaking at Everton’s end of season awards ceremony on Thursday night, Moyes reflected on his tenure at Goodison Park and was keen to praise the efforts of those who have played under him. “The memories I’ve got from Everton are going to live with me for a long time,” he said. “The character the players here have had is great. All the players in my time here have been great. “I often think how lucky I am to not only have great players but great men. For that, I thank them all.

“I take full responsibility for the players we have here and I’ve always wanted to give the players everything we can and tell them that we will be challenging at the top of the league. “I always tell them we will keep getting better, and I believe we have. “On the training ground every day, they are the ones who demand it of each other and after my time, they won’t allow it to change because there are too many players with the same approach. They know the standards we’ve set and what is required. “Behind the scenes, we have former players in Alan Stubbs, David Weir and Duncan Ferguson back on the staff.” On the current campaign - in which Everton are guaranteed a sixth-placed finish in the league - Moyes added: “I would like to thank all the players for the way they performed this season because they have been excellent all year.

“They’ve been in the top group in the table pushing all year, our home record has been excellent and the players have been brilliant for me - I couldn’t fault them at all. I would like to thank them for everything they have done.” Moyes also thanked Everton supporters for the way they acted during his final Toffees home match, last Sunday’s 2-0 win over West Ham. The Scot received a rapturous reception from the home crowd at the game, and he said: “On Sunday I have to say I thought Everton showed great class in the way you treated your manager. “But more importantly for me, in the second half you supported your club. “You knew you were losing your manager but you supported your club. I admired that more than I have admired anything and I hope you keep supporting your club. “I wish you all the very best for the future. Thank you.”

OMONIA host AEK this afternoon (5pm) at the GSP Stadium in Nicosia in a match that will decide which of the two teams will join APOEL and Anorthosis in Europe next season. “This is the final match of the season for both teams. It should be a tough one and I hope that with a good performance and a bit of luck we will be the ones with the ticket to Europe after the final whistle,” said Omonia coach Toni Saveski. “That would be the best ending of this difficult season. Do not forget that we were the favourites for the title at the beginning and then became the outsiders, but still managed to climb back through the playoffs and now we have a chance to get it all right,” he added. Omonia will secure the final Europa League qualifying spot with a win or draw against AEK, with the Larnaca outfit needing all three points in order to qualify themselves. AEK currently have 61 points and lie fourth in the championship playoff group, two points behind Savevski’s men. “We are not a team that likes to sit back and play for a draw. This is simply not our style and we are not interested in any other result but victory. It would be dangerous for us not to think like this and we will try to go all out and win,” Savevski said. “At one point we were 19 points behind the league leaders and clearly, negative thoughts come to one’s mind, but now the only thought is how to beat AEK and get ourselves a place in the Europa League next season,” he concluded. Elsewhere, also at 5pm, APOEL visit Anorthosis in what will be the newlycrowned champions’ last game under coach Ivan Jovanovic. Pedro Emanuel was announced as the Serbian’s successor on Wednesday and he was expected yesterday in Cyprus to sign a two-year deal. However, due to his lack of a UEFA Pro licence, the deal is now thought to be in jeopardy and the Nicosia giants may now turn to his Portuguese compatriot Paulo Sergio. Also this afternoon at 5pm, in Group 2, Apollon take on AEL in the Limassol derby, which will be repeated next Saturday in the national cup final, while Enosis Neon Paralimni face Doxa Katokopia. Tomorrow afternoon at 5pm, in the relegation group, Olympiakos will hope to avoid the drop when they host Alki and while only a victory would keep their survival hopes alive, their first division status will be lost if Nea Salamina get at least a draw against Ethnikos Achnas at the Dasaki Stadium.

Flyhalf Wilkinson outshone Owen Farrell by kicking all of his team’s points in their 24-12 semi-final win against Saracens at Twickenham and was tipped as a late addition to Warren Gatland’s British and Irish Lions squad. Wilkinson, however, turned the opportunity down, preferring to focus on Toulon’s final few games then use the off-season to rest his battered body. The decision was welcomed by his club team-mates, with France centre Mathieu Bastareaud telling the France 2 television channel the decision “sums him up”, while others were happy he was available for the clash in Dublin. “Jonny has finished my World Cup hopes many times and I want to hate the guy, but he is great for the team,” Australian team-mate Matt Giteau told the competition’s official website. “He shows a lot of leadership on the field.” The 33-year-old, who often spends up to two hours after training to practice his individual skills, has been plagued by injury throughout his career but is not giving Toulon coach Bernard Laporte any such concerns. Despite their strong season, Toulon’s outspoken president Mourad Boudjellal said he is preparing to lose the all-French affair. “We are up against a very impressive team,” Boudjellal told local media. “We should be stupid to think we are better than Clermont. So we are preparing to lose. We will be the runners up and it’s not that

bad.” Boudjellal’s downcast outlook was ignored by Toulouse coach Guy Noves, who led his team to victory in the three previous all-French finals in the Heineken Cup, because of the influence of the 2003 World Cup winning flyhalf and players like Giteau. “Toulon are less spectacular, but Wilkinson is very important for them and there are other players such as Giteau who can take control of a match,” he told Midi Olympique. Clermont and Toulon, who finished the regular season in first and second place respectively in the Top 14, met twice this term. They drew 26-26 in Toulon after Clermont’s 24-21 home win earlier in the season. Clermont assistant coach Franck Azema prefers to focus on today’s game, however, with both teams set to play in their first Heineken Cup final. “We must focus only on ourselves and take our fates in our won hands,” Azema told a news conference. “But Toulon have players who have experienced this kind of moments,” he added in an obvious reference to Wilkinson. Clermont coach Vern Cotter will once again rely on the power of Wesley Fofana and Sitiveni Sivivatu, who tore the Munster defence open in their 16-10 semi-final win. Frenchman Raphael Ibanez, who won the competition with London Wasps in 2007, said the final will be one to remember. “This final will be fantastic - especially since it will take place in Dublin, under the eyes of the players of Leinster who dominated this competition for several years,” the former France captain told the ERC website. “But it really is impossible to forecast who will be European champions on Saturday.”

OTTENHAM Hotspur hope to turn the tables on bitter rivals Arsenal on the final day of the Premier League season tomorrow by snatching a topfour finish at their expense. With Manchester United crowned champions, Manchester City guaranteed second spot and all three relegation victims already decided, the focus is on the Champions League places with Chelsea on 72 points, Arsenal on 70 and Spurs on 69. Third place earns automatic passage to the group stage of Europe’s elite club competition, while fourth place means a ticket to the third qualifying round. Fifth means heartbreak and the Europa League, an all too familiar outcome for Spurs. Last year Arsene Wenger’s Arsenal side snatched third on the last day of the season with Spurs ending up fourth, their misery compounded by the fact they missed out on the Champions League as Chelsea took the final English spot as European champions. If that was hard to stomach, it was more so - literally

- in 2006 when Spurs players were hit with food poisoning before their game with West Ham United where if they had won they would have secured fourth place. They lost and Arsenal overtook them to take the Champions League berth. This time, Andre Villas-Boas’ side are the chasers and will be hoping for a change in fortunes when they host Sunderland as they could end up in the frustrating position of notching their highest ever Premier League points total of 72 and still miss out. “All we can do is win our games and it’s important for us to keep believing,” defender Jan Vertonghen said on the club’s website. “We would have to do that anyway on Sunday, so let’s hope we can.” Arsenal, who travel to Newcastle United, are ready for the challenge and are encouraged by knowing a top-four finish is in their own hands after that looked unlikely at times this season. “There will be nerves again, but we have dealt with nerves for a long, long time now,” Wenger told Arsenal Player. “It is natural of course, because it shows that the

players care but this team is on an exceptional run and has an exceptional spirit. “We have 70 points, the target is 73, so let’s just go with the spirit and desire we have and I think we can do it.” Third-placed Chelsea, who won the Europa League by beating Benfica on Wednesday, host Everton and will want to avoid any slip-up as depending on how results go, there is the possibility of an end-of-season playoff between themselves and Arsenal to determine who finishes third. If Chelsea draw and Arsenal win at Newcastle by a single goal while scoring two more than Chelsea, the pair would finish level on points, goal difference and goals scored which would create the need for a first ever Premier League playoff. Away from the tension and the maths, one club who definitely will not be needing a calculator is Manchester United. Having wrapped up the title with four games to spare, they have been able to enjoy the closing stages of the season as they prepare to say goodbye to retiring manager Sir Alex Ferguson. The Scot’s final game in charge after more than 26

years at the club will be a trip to West Bromwich Albion, who had to block sales of tickets for the game on an exchange website because United fans were snapping up seats in the home sections. Manchester City, who did not wait until the end of the season to say farewell to sacked boss Roberto Mancini, host Norwich City with little to play for in contrast to the final day of last term when they won the title on goal difference. Reading, Queens Park Rangers and FA Cup winners Wigan Athletic have already been consigned to the second tier for next season but will make the most of their final top-flight games against West Ham United, Liverpool and Aston Villa respectively. In other action, Southampton host Stoke City and Fulham travel to Swansea City with all of Sunday’s games kicking off at 6pm.
