YPRUS was censured by top EU officials yesterday for its footdragging over a bailout from as early as November 2011 when the first warnings were issued, to the clinching of a deal some 16 months later, a timeframe, which had only made things worse, they said. European Commissioner for Economic and Monetary Affairs, and vice president of the European Commission, Olli Rehn were briefing members of the European Parliament (MEPs) at the committee on economic and monetary affairs. Rehn said the Commission warned Cyprus about its accumulating problems early on. Warnings and policy guidance to tackle the banking problems and consequent fiscal and macroeconomic imbalances were included in the reports and Country-Specific Recommendations under the first European Semester in June 2011, he said. In November 2011, the Commission has communicated to the Cypriot authorities that a financial assistance programme would be unavoidable, unless the persistent economic problems were immediately addressed. Eventually, Cyprus asked for financial assistance, but only in June 2012, said Rehn. “It is unfortunate that it took Cyprus more than half a year to accept the gravity of the situation and the unsustainability of its business model. And it is similarly unfortunate that it took Cyprus another nine months to reach

an agreement with the Eurogroup,” he said. Rehn said the Commission had worked hard for a more gradual adjustment of the Cypriot banking system and real economy, while aiming to ensure debt sustainability and adequate financing. “However, indecisiveness, delays and a very firm financial constraint severely limited the options available,” he added. “By March [2013], the economic situation had deteriorated so badly that the scenario of the more gradual economic adjustment was not on the cards any more. Especially, the state of the banks worsened rapidly.” He said the banking problems were aggravated by poor practices of risk management, and that lacking adequate oversight, the largest Cypriot banks built up excessive risk exposures. “In Cyprus, and I speak with some experience of years of crisis management, we saw the usual pattern of a country in front of an impossible situation and leading to a programme,” Rehn said. “First there is a sense of denial, which leads to delays. Then there is a draining of funding.” But while Cyprus managed to buy time by securing a loan from Russia in 2011, the authorities did not use it to implement structural reforms, Rehn added. “By the time the government finally asked for a bailout in June last year, the people of Cyprus were forced to face “a very painful process of negotiations with even more limited

Benefits of sun may outweigh risks, say scientists THE health benefits of exposing skin to sunlight may far outweigh the risk of developing skin cancer, according to scientists. Edinburgh University research suggests sunlight helps reduce blood pressure, cutting heart attack and stroke risks and even prolonging life, the BBC reported. UV rays were found to release a compound that lowers blood pressure. Researchers said more studies would be carried out to determine if it is time to reconsider advice on skin exposure. Heart disease and stroke linked to high blood pressure are estimated to lead to about 80 times more deaths than those

from skin cancer in the UK. Production of the pressure-reducing compound, nitric oxide, is separate from the body’s manufacturing of vitamin D, which rises after exposure to sunshine.

HUMAN HEALTH Researchers said that until now vitamin D production had been considered the sole benefit of the sun to human health. During the research, dermatologists studied the blood pressure of 24 volunteers under UV and heat lamps. In one session, the volunteers were exposed to both UV rays and the heat of

the lamps. In the other, the UV rays were blocked so that only the heat affected the skin. The results showed that blood pressure dropped significantly for an hour after exposure to UV rays, but not after the heat-only sessions. Scientists said that this suggested it was the sun’s UV rays that brought health benefits. The volunteers’ vitamin D levels remained unaffected in both sessions. Dr Richard Weller, a senior lecturer in dermatology at Edinburgh University, said: “We suspect that the benefits to heart health of sunlight will outweigh the risk of skin cancer.”

Code of conduct and ethics for public workers By Stefanos Evripidou THE CABINET yesterday approved a Code of Conduct and Ethics for public workers, authorising the finance minister to take the necessary steps to ensure its implementation. Introduction of the new code is aimed at improving the service provided to citizens and the image of the public sector by describing in a clear and simple manner the responsibilities, obligations and expected behaviour of public servants throughout the public service and across all ranks. Last week, President Nicos Anastasiades announced a series of measures aimed at restoring

the public’s trust in government following the banking fiasco. He set June 15 as the final deadline for completing all outstanding bills that parliament will need to approve. The measures include lifting MPs’ immunity for all offences, but preserving their freedom of speech during the exercise of their duty; legally regulating ministers’ and independent officials’ civil and criminal responsibilities for actions and omissions committed while on duty; obliging more state officials to file income statements at fixed intervals, making public tenders in the wider state sector; and, setting up a committee in each ministry to ensure compliance with suggestions made in the Auditor-general’s annual reports. The cabinet also decided yesterday on a legal

amendment of the 1985 law on cooperative institutions relating to the share capital of the cooperative movement. The amendment aims to increase the share capital of cooperative credit institutions, by extension converting the unlimited liability of their members to a limited liability of shares in order to strengthen their capital base. The conversion of liability is to begin 30 days after a notification has been published in the official gazette. The amendment will also allow cooperative institutions, beyond the cooperative central bank, the capacity to issue ‘B’ class shares for the purposes of strengthening the core equity tier 1 capital of each institution. Provision will also be made for cooperative societies, under certain conditions, to purchase class ‘A’ shares as well as class ‘B’ shares.

Calling all would-be farmers Free course for jobless people from agriculture ministry By Maria Gregoriou THE MINISTRY of agriculture is accepting applications from the unemployed to take part in free agricultural training sessions. The programme is part of the government’s attempt to support the unemployed who want to learn about agriculture and work the land. Sessions in animal husbandry, plant production, and how to keep bees for the production of honey are part of the programme. “The idea for free training sessions came about after the president’s announcement that we should find ways to re-boot the economy,” said agricultural officer Marios Adamidis. The ministry also took into consideration suggestions made by the Cyprus University of Technology (TEPAK), and the actions made by the Church and the University of Cyprus to help the unemployed find work. The intensive training programme will last for 40 hours and be spread out over ten working days. It will be held in the ministry’s training centres, and participants will receive a certificate of participation. They can then use this knowledge to farm land they may own or ask to use government land from the department of lands and surveys. “The programme is open to anyone who is unemployed and really has the enthusiasm to learn and work in agriculture. We will offer general the-

oretical and practical training on how to plant crops, how to breed and raise livestock, and how to keep honeybees. How to plant and grow traditional vegetables and fruit such as, cherries, grapes and potatoes will be part of the training as these are more specific to Cyprus,” Adamidis said. Adamidis also added that any newly-graduated agriculturists who were registered as unemployed could also apply to be part of the training programme. Agricultural officers, who are specialists in how to cultivate the land to produce crops, breed animals and keep bees will perform the training. They will also offer advice on best practices for participants who already have some knowledge of agriculture. “The idea is to provide general training so an extensive service can be offered to these individuals who will then go on to plant and grow products. If an agricultural officer knows a new farmer has already received this training they will know exactly how to advise them,” Adamidis added. “The ministry began accepting applications on April 30 and will look over all applications when the deadline is up. From April 30 until May 2, just before the Easter holiday period, we received 40 applications. I am not aware of what the average personal profiles of applicants are so far, but we do get many young people coming to us for advice or asking about the programme.” Certain criteria such as, how long someone has been unem-

CYPRUS TODAY Thief caught red-handed A 34-YEAR-OLD man from Mammari was arrested yesterday in Larnaca after being caught red-handed stealing electronic devices from an abandoned hotel on the Larnaca – Dhekelia road. According to police, a security guard realised that the hotel door was open and alerted police who went to the scene. The robber saw the officers coming and hid in a kitchen cabinet. Police found him and decoders and some other electrical devices wrapped in a sheet. The 34-year-old is expected to appear before the Larnaca district court for a remand hearing.

Blast at clothes shop AN EXPLOSION at around 4.40am yesterday was caused by a device placed at the entrance to a clothes shop on Archbishop Makarios Avenue in Limassol. The explosion ignited a fire which was extinguished by the fire department. The blaze caused damage to the interior of the shop and to some stock items. The cost of the damage has yet to be determined. Limassol CID is investigating.

Fire at cow farm A FIRE on a cow farm in Lymbia on Tuesday at around 8.50pm caused 150 bales of hay to burn. Members of the fire department extinguished the blaze. According to police the cause of the fire and the cost of the damage have yet to be determined. Tests will be conducted to establish the cause. The Pera-Chorio Nisou police department is continuing investigations.

Home CYPRUS TODAY Holiday homes burgled in Tsada TWO holiday homes belonging to an Irishman and British man were burgled in the Tsada community in Paphos on Tuesday night. The thieves made off with various valuables estimated to be worth €17,300. According to a police spokesman, the Irishman’s house was broken into when the balcony door was jarred open. The burglars took two mobile phones valued at 1,000. The holiday home belonging to the British man had a ruby and diamond ring stolen which was valued at €15,000. Two new computers and €1,000 in cash were also taken after robbers managed to get in through a window, which was closed but unlocked. Police said both homes were insured for theft. Paphos CID is continuing its investigations.

Thick fog delays six flights THICK fog in the Larnaca area yesterday morning caused delays of around two hours to several incoming flights, including one carrying President Nicos Anastasiades on his return from Israel. Hermes Airports spokesman Adamos Aspris revealed that six flights were affected in total by the fog. Four flights due to land in Larnaca were forced to re-route to Paphos. Two departing flights to Athens and Moscow were also delayed but after the fog cleared around 8.30am usual service was resumed according to Aspris. According to the spokesman, all passengers that were inconvenienced by their flights landing in Paphos were taken to their planned destination by bus. The fog appeared around 4.30am.

Cheap theatre tickets for jobless THE RIALTO theatre in Limassol is offering unemployed citizens tickets at cheaper prices. “Individuals who want to take advantage of this offer should come to the theatre with their identity card and a document from the social security office referring to their unemployment. A card that has to be re-issued every six months will then be given free of charge. The reduction amount depends on the performance and if it is organised by the Rialto or if another organisation is also involved. Reductions start at twenty per cent,” Niki Vasiliou, an administration officer said. Reduced prices are already available for school and college students, subsidised by the ministry of education and the Limassol Cooperative Savings Bank.

Charity concert being held in Larnaca A SOLIDARITY concert will be held on May 29 on the Phinikoudes seafront in Larnaca. The concert, with the slogan ‘Together for Larnaca and our fellow human beings’ is being organised by the Larnaca municipality and the municipalities of Aradippou, Athienou, Lefkara, Livadhia, Dromolaxia and Meneou. “The concert will be held on the coastal road Phinikoudes from early in the afternoon and will run until late. The public is asked to bring food and essentials instead of buying a ticket, which are to be left at specially designed areas,” a statement from Larnaca municipality said. Preferably, the contributions of food should be nonperishables. Well-known artists from Greece and Cyprus will take part in the concert.

OBITUARY: HAGOP KEHEYAN

A natural optimist who refused to be defeated HAGOP KEHEYAN, who passed away peacefully on Tuesday at the age of 90, was no stranger to adversity, but his perennial optimism and entrepreneurial spirit enabled him to build an extraordinary life and career out of almost nothing and become a pillar of the community. Keheyan was born on November 21, 1922, his parents Mihran and Victoria Keheyan having fled to Cyprus from Turkey after the First World War and the Armenian Holocaust. His family had been involved in cotton production and had big land holdings outside Adana, in southern Turkey. He lost his mother at an early age to cancer, something which shaped his subsequent commitment to set up the Cyprus AntiCancer Society and the Arodafnousa hospice. The young Hagop attended the Melikian primary school and then The English School Nicosia where he was class-mates with Rauf Denktash. As a 15-year-old schoolboy he was chosen to represent Cyprus at the coronation of King George VI in 1937. As a student he was one of the leaders of the boy scouts movement and also began life-long passion for tennis. By the time he left school his father had also passed away and Keheyan, unable to go to university abroad, found a job in the government as an assistant district inspector. The job allowed him to rent a small apartment and he was soon courting his landlord’s daughter, Stella, whom he married in April 1947 and spent the rest of his life with. It was not long before the young Keheyan discovered his entrepreneurial spirit leaving his government job and setting up his own business, securing various agency representations from the UK, including the Jaeger clothing brand. This was a stepping stone from which he moved into

Hagop Keheyan built an extraordinary life and career out of almost nothing insurance and banking, proving a pioneer. He represented Warden and then Royal Insurance and established the first leasing finance company in Cyprus in the late 1950s. This was to develop into Lombard NatWest Bank

and is today Alpha Bank. In Cyprus’ Armenian community, Keheyan was affectionately known as Mr Lombard. He was a gentleman banker of the old school, highly-respected for his honesty and commitment

to the expansion of the Cyprus economy. A pioneer also in property development, he was developing, together with the bank, one of the biggest resorts of the Mediterranean at the time in Kyrenia but the Turkish invasion brought the project to an abrupt end. A natural optimist who refused to be defeated, he started all over again purchasing a small lemon grove in Paphos which he turned into a large citrus plantation. He also became a partner in a property development group in Paphos. Keheyan’s business success was always combined with an acute sense of civic responsibility. Apart from founding the Cyprus Anti-Cancer Society in 1973, his main charitable vision, he also established the Londonbased Institute of Directors in Cyprus and played an active role in promoting business ethics. In 1990 he was appointed President of the Cyprus Heart Association. A freemason, he also played a leading role in many organisations, being a founding member of the Nicosia Race Club and the Automobile Association, Secretary of the Commonwealth Society and the Royal Overseas League, as well as President of the Nicosia Rotary Club. In 1972 he was appointed the island’s first Honorary Consul of Brazil and received the Order of Rio Branco from the Brazilian government for his services to the country. A charming, kind and generous man, Keheyan was always ready to help anyone, friend or stranger, who sought his support. He was a great reconciler who knew better than most how to bring people together and bring out the best in them. He is survived by wife Stella, son Garo and daughter Belinda. The funeral will take place on Saturday at 3pm at the Sourp Asdvadzadzin Armenian Apostolic Church in Nicosia.

European Central Bank Executive Board member Joerg Asmussen who also addressed the MEPs talked of an inflated but poorly supervised banking sector that attracted deposits by offering high deposit rates and fuelled a domestic boom that left banks – after the bubble burst – with non-performing loans. And when the banks incurred losses following a Greek debt restructuring, the government’s rising fiscal deficit and public debt left them unable to support the banks, Asmussen said. References during the briefing by either Asmussen or Rehn over the unprecedented and controversial Eurogroup decision on March 16 to tax insured depositors remained vague however. Rehn said that with the EU ready to offer up to €10 billion, Cyprus was expected to mobilise resources “through a range of fiscal measures and by sharing the burden with the creditors of its banking sector”. Skipping over parliament’s rejection of the decision to impose a levy on both insured and uninsured depositors to raise the funds to recapitalise the banks, Rehn said that by March it had become clear that “the second biggest bank, Laiki, had to be resolved immediately” to prevent the banking system’s collapse “and a disorderly default of the sovereign.” The “final decision” to wind-down Laiki and restructure the Bank of Cyprus “does not include this kind of levy and protects secured deposits as indeed it must protect,” Rehn said.

ELA FUNDING The most pointed question yesterday came by Greek MEP Thodoros Skylakakis who asked the ECB’s Asmussen why Laiki was allowed to accumulate emergency liquidity assistance to the tune of €9.6 billion, or more than half of Cyprus’ yearly economic output. The emergency assistance is given to banks that are solvent but need liquidity. Under what criteria was Laiki considered solvent? Skylakakis asked. Asmussen said the decision was fair given the bank’s Greek debt exposure, and that the emergency assistance was given on the belief that Laiki could “become solvent again while it (was) being recapitalised as part of an adjustment programme.” “But the negotiation on the memorandum of understanding (for the bailout) took extremely long,” he said. He also said short-term risks were high in Cyprus, as the deep recession was expected to take a toll on banks’ balance sheets. “The reliance of the largest bank on emergency liquidity assistance (ELA) continues to be exceptionally high,” he said, referring to the Bank of Cyprus.

Stavrakis was concerned over state spending Former finance minister faces inquiry again By George Psyllides FORMER finance minister Charilaos Stavrakis yesterday blamed the banks and their regulator for the collapse of the economy as he portrayed himself as the “bad” minister who was always trying to curb government spending. Testifying for the second time before a committee of inquiry looking into the economic debacle, Stavrakis frequently repeated that Cyprus went bankrupt because of the huge losses incurred by the banks. The former minister said every week he used to raise objections to expenditure increases and he had also communicated his concerns over the state of the economy to former president Demetris Christofias. Under Stavrakis’ and Christofias’ watch a 3.5 per cent surplus in 2007 became a 6.1 per cent deficit in 2009. In the first 10 months of 2008 – Christofias came to power end of February – public spending rose by 11.3 per cent while the state budget was overshot by 5.6 per cent. The former minister said Christofias’ policies and the budget prepared by the previous government were not in full harmony. The

administration managed to cut the deficit somewhat in 2010 – 5.3 per cent – but it was up again the next year – 6.3 per cent – mainly due to a munitions explosion that incapacitated the island’s main power station. Stavrakis was replaced in a cabinet reshuffle in August 2011. Asked whether he had any responsibility, Stavrakis said when one disagreed with cabinet decisions, either they resigned or they continued to work expecting to offer the best they could. Stavrakis said he should have left the Christofias government two to three months before August 2011. Of the banks, Stavrakis said there was no balance between salaries and bonuses, adding that a banker could make millions in bonuses if they took big risks. If they were unsuccessful, they could pin their failure on the economic crisis or other factors so that they would not take the blame. Stavrakis, who served as deputy CEO of the Bank of Cyprus before his appointment, said his revenues ranged between €150,000 and one million euros per year, depending on the bonus. When he left the bank, Stavrakis said he received €2.0 million from his provident fund and a €500,000 bonus.

Vassiliou slams the treatment of Cyprus by the EU They could do anything they wanted as it wasn’t systemic By Stefanos Evripidou CYPRUS WAS not treated fairly by its EU partners regarding the rescue package established for the country, but in no way should the island leave the eurozone, said former president George Vassiliou. In an interview with PricewaterhouseCoopers Ltd (PWC) for the new issue of Global Economy Watch, published by PWC, Vassiliou acknowledged there was a debt issue but that the way it was presented was “unfair to Cyprus”. “To start with, everybody knows that the banking crisis in Cyprus originated in Greece. If the Greek economy had not collapsed, nobody would have complained about Cyprus,” he said. When the decision was taken for private sector involvement (PSI) in Greece (a haircut of Greek debt held by private bondholders), the Greek government could have said that “Cyprus banks in Greece are as Greek as the Greek banks, so they have to be treated in the same way”, but they did not do that, noted Vassiliou. Of course, the Cypriot president at the time, Demetris Christofias, also failed to realise the repercussions of voting in favour of the PSI, along with other EU member states, he said. “But they should have realised that the repercussions of this PSI for Cyprus would have been huge...the losses from one moment to the other for the Cyprus banks were €5 billion which was practically all of their capital,” he added. This created the banking cri-

sis, but unlike in Greece, the international lenders chose to treat Cyprus differently, saying the solution to the problem should be financed from Cyprus. The former president also criticised the Eurogroup’s decision last March to offer Cyprus only €10 billion of the €17 billion bailout loan requested, citing debt sustainability issues, while ignoring the country’s “tremendous” gas and oil prospects. He also slammed Cyprus’ EU partners for their treatment of Cyprus after coming to the conclusion they can do anything they want to Cyprus because it does not pose a systemic risk to the eurozone.

BANKRUPT Now, after the medicine has been swallowed, key officials like the German finance minister have gone on the record to say Cyprus could not be left to go bankrupt because it would hurt the eurozone and EU. “So, Cyprus became systemic,” said Vassiliou. Regarding the unprecedented haircut on depositors imposed on Cyprus, “for the first time in the history of the EU”, Vassiliou said the argument that things would have been much worse had the banks been left to go bankrupt as has happened many times in the US since 1933 was “simplistic”. He highlighted the massive role played by the Federal Reserve to help and save US banks from closure over time. The initial decision to impose a haircut on guaranteed deposits, despite being rectified a week later, sent a message to the whole world: “Do

Even if a bank is healthy and well run in countries like Italy, Spain, Portugal, Greece or Cyprus, it has to suffer. “If a bank is not run well but lives in the North whether it’s Germany, Sweden, Finland, that’s OK because it’s northern. The message that has been sent around the world is therefore that no deposit in a bank is safe, if it is in the south...That’s why people now are afraid to make deposits.” Vassiliou pointed out that Britons, French and Germans, for example, have various ways of saving wealth. But in Cyprus, the only way to save was to buy shares or bonds in the banks, he said, referring to the wiping out of shareholders in the island’s two biggest banks. The former president said he made the point to a number of MPs around Europe, that the shareholders of Credit Agricole or Barclays or Deutsche Bank probably do not represent more than half a per cent

of the population of the country they are based in, if that. “In the case of Cyprus, the shareholders of the two banks, Bank of Cyprus and Laiki bank were nearly 70 per cent of the total population. So you were imposing something that was attacking not the so-called Russian oligarchs but practically every Cypriot household,” he said.

EURO EXIT Regarding talk of leaving the euro, Vassiliou was adamant, that despite the fact Cyprus was not treated fairly “and that’s my conviction”, the country must remain in the eurozone and prove it is a small but valuable member of the EU. Leaving the euro and devaluing the Cyprus pound would bring greater inflation, but not necessarily greater competition. You become more competitive by increasing your productivity and adopting advanced new technologies, not devaluing your currency, he argued. “If Cyprus

or Greece or Italy get out of the eurozone, they will be less competitive, and the eurozone will disappear. Maybe that is to the benefit of some people or some countries but it is certainly not to the benefit of the world.” Asked about ways Cyprus could claw its way out of the crisis, he said the government must ensure the tourist and business services sectors remain strong and continue to develop, even with certain changes. He slammed the decision to maintain capital controls on the banking system. On the future of Europe, Vassiliou noted the dream of the EU was born on the graves of nearly 100 million people lost in two World Wars. “Hence the dream of the European Union became a reality. And today, within the globalised world, you understand that if tomorrow there is no European Union, there would be no Europe.” The only way forward is a closer, more integrated EU with a single banking union, he said.

EUROZONE finance ministers will on Monday politically ratify the agreement reached at the technical level for the disbursement of Cyprus’ first tranche of €3 billion out of the €10 billion EU-IMF bailout loan. A senior Eurozone official said yesterday in Brussels that at the meeting on Monday there would be a first review of the course of the Cyprus aid programme, while a political decision on the disbursement of the first €3 billion would be taken. He also said that the priorities were clear and included the restructuring of banks and the gradual lifting of restrictions on capital movement. In response to a question, he said that there was no timetable for the full lifting of capital restrictions, “but the sooner the better”, he added.

RESTRICTIONS He also said that the easing of restrictions and administrative formalities had gradually begun, while the restrictions would be permanently lifted with the completion of the restructuring of the banks. The official further said that with a letter sent to the Cyprus government, Moscow had confirmed that the terms of the €2.5 billion loan had changed “in the direction we expected”. The interest rate for the €10 billion financial assistance loan to Cyprus is set at around 2.5 per cent and is repayable over a 12-year period after a grace period of a decade. The bailout deal needed to be ratified by six national parliaments and the Eurogroup. On Monday, the Eurogroup will also decide on the disbursement of the next two instalments to Greece totalling €7.4 billion.

Holiday bookings recover after bank shock New DEFA chief appointed by the cabinet HOLIDAY bookings from the UK to Cyprus appear to be recovering after a sharp drop during the economic turmoil the island went through in March, reports said yesterday. Quoting travel industry analyst GfK, The Telegraph, said bookings recorded a 43 per cent drop in March, mainly because of capital controls imposed by authorities to prevent bank runs following a Eurogroup decision to raid deposits as part of the island’s bailout. One operator, Sovereign Luxury Travel, reported a 100 per cent rise in bookings in recent weeks, compared with March,

the newspaper said. “We’ve seen a real turnaround for Cyprus and bookings have really picked up,” said Steph Pritchard, the company’s managing director, according to The Telegraph. “This can be attributed in part to some really alluring offers in the market.” The daily said a number of tour operators and agents were offering discounts of 30 per cent or more on packages to Cyprus, while Sovereign has cut the cost of one-week breaks for a family of four at the five-star Le Meridien Limassol Spa & Resort by more than £1,800 (down from £6,179).

THE CABINET yesterday appointed a chemical engineer to head the natural gas public company DEFA. Eleni Vasileiadou has previously worked as business development manager for major oil and gas company Shell International Gas Ltd (UK), among others. She is taking over as DEFA head following the cabinet’s political decision to sack the previous chairman, Costas Ioannou, over alleged actions committed in his previous role as head of the energy regulator. The cabinet yesterday also appointed businessman Michalis Andreou to the DEFA board. A political decision to sack Ioannou was taken

after the attorney-general submitted a report to the cabinet, with the government spokesman speaking of “serious misconduct.” Ioannou has said he plans to contest the decision. Police have confirmed that the investigation into Ioannou draws on an ongoing civil lawsuit filed with Limassol district court. The lawsuit concerns a licence awarded to a Russian company to operate a private power station. The licence was given in 2009 while Ioannou was chairman of the energy regulator, CERA. To obtain the licence, the company had engaged the services of Andreas Hayiannis as a mediator/facilitator. Hayiannis is a relative of Ioannou’s.

Home A ‘revolutionary’ way to measure the impact of peace-building By Stefanos Evripidou A CYPRUS-based non-governmental organisation is developing a “revolutionary” way to measure the impact of peace-building activities around the world. Commissioned by UNDP-ACT, the Centre for Sustainable Peace and Democratic Development (SeeD) has developed the Social Cohesion and Reconciliation (SCORE) Index to measure the impact of peace-building activities while looking at the underlying social factors that can influence the outcome of peace processes. According to a press release, although developed originally in Cyprus, the SCORE Index will only have a real added value if it can be

applied to other situations around the world where societies have emerged from conflict. The SCORE index can identify the most important social cohesion variables, which need to be addressed in order to strengthen the impact of reconciliation work. This tool will enable policy makers and practitioners in peace-building to better understand the social context to their work and, in particular, focus their interventions on particular groups of people, geographical areas, and social factors where their efforts can really make a difference. SCORE is being developed initially in Cyprus, but experts in the field have already identified the potential for the new methodology to be applied in multiple country contexts. In each case, a SCORE assessment will support the

peace-building efforts in the respective society and/or regions of specific countries. This capacity to use a standard SCORE methodology in multiple countries will provide a capacity to draw international comparisons between different conflict and post-conflict scenarios, through the lens of comparative learning and the management of complex peace and development situations. To explore the prospects for adapting the SCORE methodology beyond the shores of Cyprus, a joint SeeD and UNDP-ACT team recently visited Israel and the Palestinian territories in coordination with the local UNDP office and think tank Arab World for Research and Development (AWRAD). “It was clear from the first day, that the situation over there is far more complex than in

Cyprus, due to the ongoing violent conflict,” said Giorgos Filippou, SeeD senior researcher. “It is a fragmented entity geographically and ideologically, with different parts having different degrees of autonomy and control over their internal affairs. “The ethnic, religious and socio-political forces are significantly different, which is why the inclusion of all social groups remains essential for the local adaptation of the Index,” he added. According to the press release, the prospect of expanding SCORE to the region is promising given the significant interest from local academic institutions and authorities in Israel and the Palestinian territories, as well as Bosnia.

Say cheese: halloumi mooted as confidence building step Britain urges EU to take a decision on PDO that will help By Peter Stevenson BRITAIN believes the European Commission could use halloumi as a confidencebuilding measure to improve Greek Cypriot and Turkish Cypriot relations. According to the Independent the British Foreign Office (FCO) told the European Commission that its ultimate verdict on Cyprus’ protected designation of origin (PDO) application for halloumi must “ensure that its decision takes due account of inter-community relations”. The issue of halloumi and hellim which is the Turkish Cypriot name for the Cypriot cheese, is a bone of contention both for Greek Cypriot cattle farmers, and for the Turkish Cypriots themselves. The Pancyprian Organisation of Cattle-Farmers (POA) has re-launched its attempt to register halloumi as a PDO product but object to the inclusion of hellim in the application. The Turkish Cypriot side objects to having the Greek Cypriot side unilaterally making a PDO application on their behalf for hellim. called on officials to register the traditional products of Turkish Cypriots, which were “an inseparable part of their culture and life”. The Turkish Cypriot leader added that he was closely following the efforts for registering halloumi in the EU. Eroglu noted that Turkish Cypriot officials had brought up the issue of halloumi within the framework of confidence building measures with the Greek Cypriot side, but be-

Head of POA, Nicos Papakyriacou told the Cyprus Mail yesterday that he did not believe halloumi could be used to help build confidence between the two communities. “We have provided Turkish Cypriots with free healthcare and benefits, is that not enough, they want to use halloumi to help reconciliation,” he said. Papakyriacou said halloumi and hellim were not the same

product and that the previous government’s attempts to include hellim in the PDO application were a mistake. “If hellim and halloumi are seen as the same product then Turkish Cypriot producers can claim they have been making halloumi all these years which is absurd,” he added. Cyprus’ previous attempts to gain PDO status for halloumi had broken down after disagreements emerged over the type and proportion of milk used. Agriculture Minister, Nicos Kouyialis, told farm-

The Independent revealed that the Cyprus High Commission in London confirmed last week that the proposed PDO application had been raised with Turkish Cypriots during “bi-communal talks”, and later at a committee on economic and commercial matters. “The Turkish Cypriot members of the committee responded by demanding the withdrawal of the application, the cancellation of the procedure and the launching of a new joint application, not through the competent authority,” a High Commission spokesman said. “Regrettably the position of the Turkish Cypriot members remained unchanged, thus revealing an approach which was seeking to score political points rather than genuinely aiming best to serve the interests of Turkish Cypriot producers,” he concluded. To compound the issue, the Court of Justice of the European Union rejected an appeal last week lodged by the Cyprus Milk Industry Organisation - the holder of the community collective trade mark Halloumi - against the judgment of the General Court of the European Union in connection with hellim. In 2005, German company Garmo AG applied for the Community trade mark “Hellim” for dairy products. The Cypriot organisation filed a notice of opposition to that application which was rejected by the Board of Appeal of the Office for Harmonisation in the Internal Market (OHIM).

Seven killed, two missing after ship hits port tower SEVEN people were killed and two were missing after a container ship crashed into a control tower in the northern Italian port of Genoa, rescuers said yesterday. The tower, which was 50 metres (160 feet) high and looked much like those at airports, collapsed into the sea late on Tuesday after being struck by the vessel, the Jolly Nero. Among the dead were three of its officers, a coastguard statement said. Divers were searching for two missing people at the site and cranes were sifting through debris along the shore. The other victims have yet to be identified. Two were recovered yesterday from the wreckage of the tower’s lift, a fire department spokesman said. The accident happened as staff were changing shifts and there were 13 people in the tower when it was struck, the coastguard said. As well as the dead and missing, officials said four other people were injured and had been taken to hospital. Two were seriously hurt and a third had lost a foot, investigators said. “The main injuries are fractures, crushed body parts, significant traumas,” emergency services doctor And-

Genoa prosecutor Michele Di Lecce has opened an investigation and is focusing on a possible malfunction of the ship’s engine, judicial sources said. In testimony to parliament after visiting the port, Transport Minister Maurizio Lupi also said an engine problem could be behind the incident, which took place in “perfect” weather conditions. Other causes could have been a human error or problems with tow cables fixed to two tug boats that were accompanying the ship out of the harbour, Lupi said. The crash is the most serious maritime accident in Italy since the Costa Concordia liner struck a rock and capsized off the island of Giglio in January 2012, killing 32 people. “There’s no logical explanation because two tug boats were moving the ship and there was a port pilot on board and sea conditions were optimal,” the head of the Genoa Port Authority, Luigi Merlo, said. All that was left of the tower was a leaning metal stairway.

31 are arrested over $50m diamond heist POLICE have detained 31 people over the heist of $50 million in diamonds in February - one of the biggest jewellery robberies in history - after coordinated raids carried out in Belgium, France and Switzerland, Belgian prosecutors said yesterday. More than 300 police were involved in the Belgian operations, near Brussels, which led to 24 people being detained, a spokesman for the Brussels prosecutor said. One suspect was held in France and the rest in Switzerland. Robbers dressed as police and armed with machineguns stole 120 parcels of diamonds from the runway of Brussels airport without firing a shot. The suspect detained in France was believed to be a member of the gang of eight who carried out the heist. “It’s the only person that we can say at this stage they could have participated in the events on the tarmac,” said Jean-Marc Meilleur, the prosecutor’s spokesman. Police in Geneva said that they had questioned eight people after raids there and had subsequently released six of them, leaving two under investigation. Those figures differed slightly from the details provided by Belgian authorities. Among those seized in Geneva were a businessman and a lawyer, while around 100,000 Swiss Francs ($106,200) in cash and a number of diamonds were recovered, the police there said. In Belgium, the raids recovered cash and luxury cars, the prosecutor’s spokesman said.

DEPUTY Prime Minister Vladislav Surkov, once one of Russia’s most influential men, was relieved of his duties yesterday in a power struggle between the Kremlin and government, dealing a blow to Prime Minister Dmitry Medvedev. The Kremlin said in a statement that President Vladimir Putin had accepted Surkov’s resignation, one day after the former KGB spy reprimanded the government for failing to carry out many of his orders and decrees. “It’s of his own volition,” presidential spokesman Dmitry Peskov said. “It’s to do with the fact that decrees were not carried out.” But Russian media and political analysts have long suggested a rift has opened up between Putin and Medvedev, his long-time ally and a former president, as Russia slides towards recession. Sitting at the head of a

Once ranked as Russia’s third-most-powerful political figure, after Putin and Medvedev, Surkov was long seen as the grey cardinal who manipulated events behind the scenes for Putin and helped him concentrate power in his own hands. Half-Chechen, he also has a bohemian side. He has written songs for a Russian rock group, Agata Kristi, and is widely believed to be author of a novel called Almost Zero which was published under a pseudonym.

He had become distant from Putin since the protests began over the ex KGB spy’s plans to return to the presidency after four years as prime minister, a post Putin held while Medvedev kept the president’s seat warm for him. Surkov left the Kremlin when his mastery of the political scene was undermined at the start of the anti-Putin protests because the system he had helped create under Putin was now being questioned by the protesters. He suddenly looked out of date as the Kremlin struggled initially to come up with ways to deal with the protests and Putin’s early tactic of ignoring and, at times, mocking the protesters backfired on him by antogonising his opponents. Surkov also traded barbs this week with the head of Russia’s investigative committee, a Russian equivalent of the FBI, over a probe into corruption at Skolkovo, a state-owned innovation hub created by Medvedev.

France has identified first case of SARS-like virus, says Health Ministry FRANCE has identified its first case of a new strain of coronavirus emerging from the Middle East in a person recently returned from the United Arab Emirates, the health ministry said yesterday. The ministry said it had opened an investigation into what it said was the first and only confirmed case of the virus in

Child abuse probe at music school POLICE have spoken to more than 30 former female pupils of Chetham’s School of Music who have reported historic sexual abuse. The investigation is focusing on “a pool of about 10 offenders”, said Greater Manchester Police (GMP). The women came forward following the sex abuse trial of the prestigious Manchester school’s ex-music director Michael Brewer. Brewer was jailed for six years in March after he was found guilty of indecently assaulting ex-pupil Frances Andrade, 48, more than 30 years ago when she was 14 and 15. Andrade killed herself at her home in

Guildford, Surrey, a week after giving evidence against him. The trial heard allegations that sexual activity between teachers and pupils at Chetham’s was not uncommon. Police have made one arrest so far as part of their probe which was launched in February. Former Chetham’s violin teacher Wen Zhou Li, 57, now a professor at the Royal Northern College of Music (RNCM), was held in February on suspicion of rape and is on bail pending further inquiries. Detective Chief Inspector Jamie Daniels, from GMP’s Protective Services Division, said: “This is a significant inquiry in terms of potential number of offend-

ers and number of victims. “We are supporting each and every person who has come forward and made a complaint to us as best we can and I must credit them all for having the courage to face demons that have been haunting them for many, many years.” Police added they are also investigating a dozen more third party reports of abuse at Chetham’s that have been made to them. Yesterday, Channel 4 News reported that sexual abuse and inappropriate behaviour took place at five of the UK’s specialist music schools over a 40-year period. It named Chetham’s and also the Yehudi Menuhin School in Surrey.

Dental nurse denies boss poison bid A DENTAL nurse broke down in tears yesterday as she denied trying to poison her boss. Ravinder Kaur, 34, is charged with administering a poison or noxious substance with intent after she allegedly put mercury amalgam - a substance used in dental fillings - into a cup of coffee she made for practice manager Laura Knowles. She is said to have committed the offence at Shams Moopen Dental Practice in Shefford, Bedfordshire, out of “spite or revenge” after receiving warnings about her poor performance at work. Yesterday, she told a jury of eight men and four women at London’s Blackfriars Crown Court that she could not speculate who was responsible but she had not sabotaged Knowles’ coffee. Breaking down in tears, she recalled being summoned to the office on March 16 last year by her bosses hours after the incident. “I was just so shocked - this is affecting my whole life, my liberty is at stake,” she said. “They presented the allegation saying I had put mercury in Laura’s coffee this morning. “They said they wanted to take legal proceedings against me.” The defendant, of Ettrick Drive, Bedford, said she had been “stressed and under a lot of pressure” while being on paid suspension for the last year. “I’ve done nothing wrong at all,” she said.

MEASURES to control immigration were at the heart of the government’s legislative agenda for the coming year, laid out by the Queen at the State Opening of Parliament yesterday. In scenes of pomp and ceremony in the House of Lords, she also set out plans to cap bills for social care, introduce a flat-rate state pension, extend consumer rights and cut the regulation burden on small businesses. But a Queen’s Speech which was light on new policy - featuring 20 bills, including some in draft form or carried over from the previous session and others which are largely technical in scope - was notable as much for what it omitted as what it included. Despite the hopes of eurosceptic Conservative backbenchers, there was no legislation to pave the way for a referendum on Britain’s membership of the European Union. MPs are now likely to be queuing up to table their own Private Member’s Bills to give legal force to Prime Minister David Cameron’s promise of a public poll by 2017.

Home Secretary Theresa May’s cherished plan to allow police and security services to access records of individuals’ internet and email use has been ditched, after being branded a “snoopers’ charter” and coming up against the opposition of Deputy Prime Minister Nick Clegg. Measures in the Bill will regulate migrant access to the NHS and ensure temporary visitors make a contribution, prevent illegal immigrants from obtaining driving licences, introduce tougher fines for businesses using illegal labour, and require private landlords to check the immigration status of tenants. The Bill will make it easier to remove people from the UK, limiting rights to appeal against deportation and specifying that all foreign nationals convicted of serious crimes will be removed except in “extraordinary circumstances”. Legal force will be given to changes to rules announced by May to prevent the abuse of the right to family life by those seeking to avoid deportation.

WORLD TODAY Cleric arrested ISRAELI police arrested yesterday the top Palestinian Muslim religious leader in Jerusalem, but later released him without charge after questioning him about a fracas between Palestinians and Israelis at al-Aqsa mosque. Israel’s rare move against Sheikh Mohammad Hussein, the Grand Mufti of Jerusalem, came a day after it celebrated the anniversary of its 1967 capture of East Jerusalem. Husseini’s detention was widely condemned by Palestinian leaders as an infringement of religious freedom in the holy city. Hussein serves under the Palestinian Authority which exercises limited rule in the Israeli-occupied West Bank as well as neighbouring Jordan, long a custodian over Jerusalem’s Muslim holy places. Police spokesman Micky Rosenfeld said Hussein was arrested to answer questions about a “public disturbance” on Tuesday near al-Aqsa mosque, which overlooks Judaism’s Western Wall.

Internet outage SYRIA’S Internet and phone lines started working again yesterday evening, residents said, after a day-long blackout left much of the population cut off from the outside world. Communication networks have been crucial for opposition activists trying to get out videos and information about a two-year conflict that has killed more than 70,000 people. Activists called the outage an intentional move to aid countrywide military operations. Google’s Transparency Report pages showed traffic to Google services pages from the country, embroiled in civil war, suddenly stopping shortly before 1900 GMT on Tuesday. It returned at 1415 GMT yesterday.

Police have not said what role each man is suspected of playing, but Berry named Ariel Castro in an emergency call to 911 on Monday as the man from whom she was trying to escape. Before Monday evening, Berry had last been seen leaving her job at a fastfood restaurant the day before her 17th birthday in April 2003. Her disappearance as a teenager was widely publicised in the local media. Although the two countries began a peace process in 2004, they remain deeply suspicious of each other. Their antagonism has spilled over into Afghanistan where they compete for influence and where they have tended to support rival Afghan forces. Strategic ally the United States wants Pakistan and India to bury their differences so Pakistan can focus on helping to stabilise Afghanistan before most NATO combat troops leave by the end of 2014. Sharif, who was prime minister twice in the 1990s, said it was time to improve ties between New Delhi and Islamabad.

The majority of the rapes by the Congolese army (FARDC) occurred in Minova during a two-day period, and most cases documented by UN Joint Human Rights Office were committed in the same manner. “FARDC soldiers entered houses, usu-

ally in groups of three to six and, after threatening the inhabitants, looted whatever they could find,” the Joint Human Rights Office, which is part of the UN peacekeeping mission in Congo, wrote in its report on abuses in eastern Congo between November 15 and December 2. “One or two of the soldiers would leave with the looted goods and at least one would stand guard as the remaining FARDC soldiers raped women and girls in the house,” the report said.

“Most victims were raped by more than one soldier.” Twelve senior officers, including the commanders and deputy commanders of the 41st and 391st battalions, have been suspended over the Minova incidents and “were to be put at the disposal of military justice authorities”. The 391st battalion was trained by the United States in 2010 as “a model for future reforms within the Congolese armed forces”, according to the US Africa Command website.

Russia, US seek new peace talks for Syria Opposition sceptical of initiative that could leave Assad in place By Arshad Mohammed and Erika Solomon RUSSIA and the United States agreed to seek new peace talks with both sides to end Syria’s civil war, but opposition leaders were sceptical yesterday of an initiative they fear might let President Bashar al-Assad cling to power. Visiting Moscow after Israel bombed targets near Damascus and as President Barack Obama faces renewed calls to arm the rebels, US Secretary of State John Kerry said Russia had agreed to try to arrange a conference as early as this month. An East-West disagreement that has seen some of the frostiest exchanges between Washington and Moscow since the Cold War has deadlocked UN efforts to settle the Syrian conflict for two years, so any rapprochement could bring an international common front closer than it has been for many months. Israeli air strikes, reports of the use of chemical weapons and the increasing prominence of al Qaeda-linked militants among the rebels have all added to international urgency for an end to a war that has killed more than 70,000 people. But with Syria’s factional and sectarian hatreds more entrenched than ever, it is far from clear the warring parties are ready to negotiate with each other. Most opposition figures have ruled out talks unless Assad and his inner circle are excluded

Kurdish rebels begin exit from Turkey KURDISH militants began their withdrawal from Turkey yesterday, a pro-Kurdish party leader told Reuters, advancing a peace process designed to end an insurgency which has killed 40,000 people and ravaged the region. Turkish security forces manned checkpoints along the mountainous border with Iraq, keeping up their guard as the agreed pullout started by the first small groups of some 2,000 Kurdistan Workers Party (PKK) fighters. The withdrawal, ordered late last month by top PKK commander Murat Karayilan, is the biggest step yet in a peace deal negotiated by the group’s jailed leader Abdullah Ocalan with Turkish officials to end 30 years of conflict. The PKK has accused the army of endangering the pullout with reconnaissance drones and troop movements they said may trigger clashes. But there was no sign of military activity in the grey skies over southeast Turkey. “I can say the withdrawal began today based on the information we have,” Peace and Democracy Party (BDP) co-leader Gultan Kisanak said. “Local sources report that the armed PKK militants are on the move.”

Security sources did not confirm the withdrawal. Fighters are accustomed to moving furtively and are expected to move in groups of around half a dozen in a process likely to take several months. “We have observed movement among (PKK) group members, but have not been able to establish whether this is regrouping or preparation for a withdrawal,” one security source told Reuters. The withdrawal will be monitored on the Turkish side by the MIT intelligence agency and across the border by the Kurdish regional government of northern Iraq. The first fighters were expected to arrive in Iraq within a week. But a PKK commander for the Semdinli area told a local source guerrillas were unable to cross into Iraq because of increased security, including new checkpoints and soldiers deployed on mountainsides. On the narrow road to Semdinli, where the PKK launched their insurgency with an attack on August 15, 1984, soldiers and police appeared to be mostly waving regular traffic through.

Stephen Hawking boycotts prestigious Israeli conference THE British cosmologist Stephen Hawking has pulled out of a prestigious Israeli conference as part of an academic boycott to protest against Israel’s occupation of Palestinian lands, Cambridge University said yesterday. After conflicting explanations were given for Hawking’s decision, a spokesman for the British university confirmed the wheelchair-bound scientist was snubbing the annual event, organised by President Shimon Peres, as part of the boycott. “We have now received confirmation from Professor Hawking’s office that a letter was sent on Friday to the Israeli President’s office regarding his decision not to attend the Presidential Conference, based on advice from Palestinian academics that he should respect the boycott,” the spokesman said. “We had understood previously that his decision was based purely on health grounds having been advised by doctors not to fly.” Hawking, who has won international recognition for his work on black holes, had been flagged as a major speaker at the conference, alongside

THE European Commission agreed yesterday to impose punitive import duties on solar panels from China in a move to guard against what it sees as Chinese dumping of cheap goods in Europe. EU commissioners backed EU Trade Chief Karel De Gucht’s proposal to levy the provisional duties by June 6 and make Chinese solar exports less attractive in Europe, two officials said. Shares in German manufacturers SolarWorld, Phoenix Solar and Centrotherm rose as much as 7 per cent on the decision, while Frankfurtlisted shares in China’s Suntech were down more than 4 per cent. The investigation into accusations of dumping is the biggest the commission has launched, but Brussels is trying to tread a careful path, knowing it needs China, the EU’s second largest trading partner, to help the bloc pull out from recession. China’s ambassador to the World Trade Organisation, Yi Xiaozhun, called the decision a mistake although he declined to comment on any possible retaliation by Beijing. “It will send the wrong message to the world that protectionism is coming,” Yi told Reuters in Geneva.

Output jumped by 1.2 per cent on the month in March - beating even the highest forecast of 0.8 per cent in a Reuters poll -after an upwardly revised 0.6 per cent increase in February as factories churned out more goods and energy production rose. On Tuesday, figures showed industry orders rose again in March, suggesting Germany’s manufacturing sector,

which makes up around one fifth of the economy, is bouncing back. “It looks as if the outlook for German industry is clearing slowly but surely,” ING senior economist Carsten Brzeski said. “There’s a lot of contradictory signs... but industrial production looks OK - we will get out of the contraction of the fourth quarter and though we’re not accelerating as much as in 2010, we won’t have a recession.” Brzeski said downturns in recent sentiment indicators such as the Ifo business climate index were largely due to uncertainty caused by the eurozone crisis and

Cyprus’ messy bailout rather than the state of the German economy. In a further sign Germany is not immune to global economic weakness, the government lowered its tax estimates for 2013 to 2017 - though revenues should still rise thanks to a stable job market and higher wages. Finance Minister Wolfgang Schaeuble said Germany was still on track for taking on no new debt from 2015 and the opposition was wrong to propose higher taxes for the wealthy in its bid to unseat Chancellor Angela Merkel in September’s election.

BRITAIN’S top share index hit a five-and-a-half-year closing high yesterday, bolstered by solid corporate earnings news flow and robust Chinese trade data. The FTSE 100 ended up 26.18 points, or 0.4 per cent, at 6,583.48, its highest close since November 2007. Earnings were in focus, with engineering turnaround specialist Melrose Industries, software group Sage and clothing retailer Next among the big FTSE 100 risers on solid trading

and result updates. Standard Chartered, however, sank 4.4 per cent after the bank posted lower profits, although both Investec Securities and Nomura saw the share price weakness as a buying opportunity. The UK benchmark has risen 11.6 per cent in 2013, building on a near 6 per cent advance last year, as interest rate cuts and injections of liquidity by central banks around the world lift equity markets despite a stuttering global economy.

Traders saw scope for yet more nearterm gains on the FTSE 100 back towards its 2007 high of 6,754, with many plumping for equities over bonds due to better returns on offer. “With so much data (remaining in) that so-called Goldilocks bracket - not too bad, but not so great that central bankers can withdraw stimulus - there has to be every chance that the (peak) we saw six years ago will fall soon enough,” said Mike McCudden, head of derivatives at Interactive Investor.

Cyprus needs a concrete, comprehensive proposal for an LNG plant ON THE SURFACE President Anastasiades’ visit to Israel was a success. He had a productive though short meeting with Prime Minister Benjamin Netanyahu, he met President Peres, members of the Knesset and addressed a business forum in Israel. “We are inaugurating a new era in relations between our two countries,” he said pointing out that Cyprus was Israel’s “most reliable neighbour”. His Israeli hosts also restricted themselves to generalities, Peres stating that the two countries were linked in many ways and that “we regard Cyprus as a close friend both politically and geographically.” But other than the exchange of diplomatic niceties little of substance came from the president’s visit, other than the discussion of pending agreements on health, research and development, technology, culture and fighting terrorism. Nothing was mentioned by the Israeli side about the main concern of the Cyprus government – energy co-operation – despite Anastasiades raising the issue in his public addresses. It may have been too early to expect any response from Israel although the president stated that Cyprus had decided to go ahead with plans to build an onshore LNG plant which would export LNG to Europe and the Far East. He conceded that the two sides were still at the “stage of consultations”. It could not be otherwise, given that the Cyprus government does not seem to have carried out an in-depth viability study of this project that would cost in the region of €15 billion. All we know is that during one of his television addresses, Anastasiades declared that the government would go ahead with the construction of a LNG plant. Perhaps this was an attempt at boosting public morale, but a declaration of intent is not enough, when discussing a multi-billion euro project, especially before we have a reliable estimate of the quantities of natural gas in our exclusive economic zone. The government needs to have a concrete, comprehensive proposal for a LNG plant to attract any interest in the enterprise from Israel. But Israel could have other plans as Netanyahu’s recent apology to Turkey over the flotilla incident would suggest. This was a significant retreat by Israel which seems determined to mend relations with Turkey. Could this have anything to do with the fact that the most cost-effective way for Israel to sell its natural gas is through pipelines running through Turkey? Nobody knows the answer, but what we do know is that the Cyprus government needs to commission an in-depth study by experts, regarding the viability of a LNG plant if it wants its plans to be taken seriously by prospective partners.

What the banks can do to ensure survival Comment George Mountis

HE MAIN reason why Cyprus’ banks are unable to lend is that they are short of capital and find it difficult to raise funding (mainly from deposits). The European Central Bank (ECB) lending survey has found that demand for credit from both households and corporations is contracting, with banks concerned about the economy and loan repayment credibility of current and new customers as the main reasons. So, on the one hand, banks are saying that they cannot lend because they are undercapitalised and cannot fund their lending (i.e. from deposits), and on the other because business and economic risk is rising and thus they cannot find any trust/creditworthy borrowers which are not overleveraged and problematic. Cypriot banks’ response to the ECB’s funding measures so far has often been to increase loan spreads and margins (i.e. their profitability) without giving out new credit facilities where needed due to the reasons mentioned above. Deposits, which account for most of the local banks’ funding, are also a big problem. While deposits from households grew from 2005 to 2010, growth since has been moderate. The last few months the system has lost more than a fifth of its deposit base with known consequences to the system and the economy as a whole. A big dilemma is now on the table. The Laiki bank or Bank of Cyprus customers whose deposits over €100k have been almost completely wiped out, will they remain loyal and trustworthy customers to their respective banks? The ‘simplistic’ answer is no! One could argue that once credit control measures are lifted completely - that’s why we believe that they will be in place for some time as happened in Iceland - such customers will move their funds to other accounts either in a different banking institution or abroad). The hidden risk here is that if all local and international customers think and act as stated, then the new Bank of Cyprus (with a market share of more than 50%) will ‘collapse’ with catastrophic consequences to the banking sector and to the Cypriot economy as a whole. As banks in Cyprus fund themselves from deposits, a significant deposit outflow as seen the last few months without the unlimited liquidity support of the ECB will be disastrous. Despite all this, and once recapitalised, banks need to start targeted and careful lending as soon as possible, re-structuring problematic loans without re-pricing (i.e. increasing interest rates upon re-scheduling) and sharply

The risk remains, that once they can, customers will move their money out decreasing both deposit and lending interest rates. The moderate decrease of interest rates we saw being made the last few days is not sufficient to help over-leveraged businesses and households survive – though a move in the right direction. Local banks also need to be more ‘lenient’ with their problematic customer relationships finding out-of-court solutions or via arbitration. Arbitrators could help parties to understand and analyse the facts and issues as well as to identify cost-effective solutions. Pursuant to the Co-operative Societies Law (CSL), Co-ops tend to refer the repayment of loans in arrears to an arbitration process. Under the CSL, the Committee of Co-ops normally extend the loan repayment period for members with arrears if there are reasonable arguments for doing so. In many cases this has proved to be successful in finding solutions that suit both parties.

This is something that the Cyprus government will need to promote more actively for all commercial banks but this needs to start immediately without any delays (currently the financial arbitrator has not been effectively used and promoted). Importantly, foreclosures should constitute a measure of last resort for a lender despite the new directives being signed in the new bailout terms. Where it is clear that a given borrower is entering into difficulties, a dialogue should take place with the lender either bilaterally or through an arbitrator/solicitor. The purpose of the dialogue is to explore alternative repayment measures, i.e. a renegotiation of the loan terms and/or duration. If such a dialogue cannot take place, or if it fails, it may be useful to promote the provision of independent, confidential and, if possible, debt-free advice for borrowers. Borrowers in difficulty may turn to free or low-cost independent primary debt or legal advice before foreclosure procedures have started to find out about the available options likely to solve their problems and eventually reach an agreement with the creditor. In Sweden, the Social Service Act and Debt Relief Act require every municipality to support individuals in need and advise debtors in matters concerning their debts. In the UK, creditors that operate under the Homeowner Mortgage Support (HMS) scheme commit to refer borrowers to money advice agencies before deciding whether to enter the scheme. Moreover, the lending criteria and practices of banks need to be re-written in a transparent and ethical manner under the supervision of the Central Bank of Cyprus (CBC). Procedures need to

be streamlined and updated. Banks and CBC can play a crucial role by adapting their current lending practices to deal with problematic borrowers. The government could also implement a set of regulations where borrowers will be allowed a deferral of at least part of their monthly payments to a point in time when the impact of the financial crisis is over. Public guarantees may provide an additional incentive for creditors to consider the deferral of payments. In the UK, the HMS programme provides that borrowers with a temporary loss of income can defer interest payments for a period of up to two years, where this is appropriate to their individual circumstances and subject to suitable independent debt advice. The government provides a guarantee to creditors covering 80% of the interest payments deferred if the consumer ultimately defaults on the mortgage within four years. Additionally, in the UK, the Support for Mortgage Interest (SMI), an income-based government scheme, helps the out-of-work with their mortgage interest. SMI is timelimited to two years for the unemployed and a 39-week waiting period is applied. All the above recommendations could be taken into account by key stakeholders. An economy without a sound financial and banking sector cannot prosper. It is of paramount interest and concern to safeguard our banking sector and reshape its out of date procedures and policies. THE catchy tunes, outlandish costumes and shimmering boots that made ABBA a global phenomenon all feature in a new museum dedicated to the band, but rumours the exhibition may presage a reunion by Sweden’s most famous export were quickly quashed. The permanent exhibition within a hall of fame of Swedish pop music opens in Stockholm this week and organisers hope to attract hundreds of thousands of visitors annually on a pop nostalgia trip. Visitors will be able to sing along to ABBA hits alongside life size holograms of the group - and then download the images to their web account. “I would be interested, even if I hated ABBA, about how it actually happened and why,” former ABBA member Bjorn Ulvaeus said on Monday at the museum. Ulvaeus, now a 68-year-old grandfather, rejected suggestions the opening could coincide with the band reuniting. A British bookmaker was taking bets in April on an ABBA comeback after singer Agnetha Faltskog hinted at a possible reunion. “As you all know we have never reunited,” Ulvaeus said. “So I take this opportunity to say now we are not going to either.” ABBA, made up of Ulvaeus, Faltskog, Anni-Frid Lyngstad and Benny Andersson, shot to fame when they won the 1974 Eurovision Song Contest with the song “Waterloo”. To revive their heyday, the museum has a 1970s disco dance floor to practise your moves, audition recordings for a “fifth” member of the

TIM Lambesis, lead singer for the heavy metal band As I Lay Dying, was arrested in California yesterday on charges that he sought the help of an undercover detective to have his estranged wife killed, police said. Lambesis was taken into custody in Oceanside, near San Diego, said San Diego County Sheriff ’s Department spokeswoman Jan Caldwell. Police had previously learned Lambesis was looking for someone to carry out the killing, Caldwell said. “The information came to us late last week. We acted quickly on it. I believe that we averted a great tragedy,” she said. Caldwell said the ongoing investigation prevented her from disclosing any details about why Lambesis might have wanted to have his wife killed or how police first learned about what they described as his murder plan. Lambesis’ wife, Meggan, filed papers in San Diego Superior Court in September 2012 seeking a dissolution of marriage, according to an online court database.

He has been the main ABBA member behind the museum. ABBA became one of

Sweden’s biggest exports with hit songs like “Dancing Queen” and “Gimme! Gimme! Gimme! (A Man After Midnight)”. The group sold around 370 million records in total and are part of a rich Swedish pop tradition which includes Roxette, Ace of Base, Europe and Kent. But the museum took a long time coming. Separate plans for an earlier ABBA museum were shelved in 2008. Stockholm has been struck by a bout of ABBA fever in the buildup to the opening.

Visitors to the international airport are greeted by lifesize pictures of the group as well as dancing Spitting Image puppets. Baggage belts have “Gimme Gimme Gimme” emblazoned on the sides. “I walked with Frida yesterday around the museum and she had a tear in her eye,” said museum director Ingmarie Halling, ABBA’s former costumer and hair designer from 1977 to 1980. “Here you follow the footpath of ABBA. But you have to walk gently when you tell someone else’s story.”

US rapper Ja Rule was released from prison this week after serving about two years on gun and tax evasion charges, a spokesman for the US Federal Bureau of Prisons said. Ja Rule, whose real name is Jeffrey Atkins, was released from federal prison in Ray Brook, New York, and will be under house arrest until July 28, a spokesman for the Always on Time rapper said. Ja Rule, 37, pleaded guilty in 2011 to failing to file tax returns over a five year period and attempted criminal possession of a weapon in 2010. He was sentenced to 28 months in prison after failing to pay $1.1 million in taxes between 2004 and 2008, prosecutors said. The rapper was also sentenced to two years in prison for possessing a semi-automatic handgun, which police found hidden in his car following a 2007 concert in New York.

UNCLEAR A representative for the As I Lay Dying’s record label, Metal Blade, could not immediately be reached for comment and it was unclear if Lambesis had an attorney. No one answered the door at the singer’s home in Del Mar, 20 miles north of San Diego, and neighbours declined to talk about him. Lambesis is a founding member of the band, which was formed in San Diego. The band in recent days had been touring in Asia. On Monday, Lambesis said on his Twitter page: “Goodbye China. I’ll be home in about 15 hours.” Lambesis is expected to appear in court for an arraignment this week. A spokesman for the San Diego District Attorney’s Office could not be reached for comment. The band’s 2007 album An Ocean Between Us debuted at number 8 on the Billboard 200 list, and ranks as one of their top-selling releases. Last year, As I Lay Dying put out its sixth album Awakened. As I Lay Dying has at times been described in the media as a Christian group, but Lambesis said this year in an interview with heavy metal website Noisecreep that group members wanted “to be judged on the music” rather than their “personal beliefs.”

THE world’s leading property institutions have met to create a universal method of measuring property assets, in a bid to tackle the problem of low investor confidence in property, its negative impact on financial markets, and ultimately global economic instability. It was nearly a theme park, a football stadium and a Vegas-style hotel, but none of those outlandish proposals for Battersea Power Station ever got off the ground. Now, thanks to a £400m cash injection, work will finally begin on transforming London’s favourite landmark into a residential pleasure hub. Richard Godwin takes one last look inside the long-suffering icon before the cranes take over

VER since it ceased to produce electricity in 1983, London’s Battersea Power Station has been an icon in search of a purpose. It is a good thing that the original architect, Sir Giles Gilbert Scott, gave it such a dignified design as his cathedral of industry has had to contend with many ignoble propositions over the years. In 1984, it was going to be a ‘museum of industrial heritage’, complete with a full-sized replica of the Crystal Palace and zeppelins moored outside. In 1986, the owner of Alton Towers announced he would turn it into a giant theme park - a brochure showed a technicolour pleasure dome, featuring a ‘Journey into Tomorrow’, a British Empire ride and an Olde Worlde Shopping Mall. Subsequent architects dreamed of a psychedelic Las Vegas-style hotel, a permanent home for the Cirque du Soleil, various sub-species of shopping mall and, recently, a new stadium for Chelsea. Since none ever came to pass, last year mayor Boris Johnson’s favourite architect Sir

Terry Farrell (of MI5 fame) submitted a sort of “we give up!” plan on behalf of the architectural community. He proposed turning the site into an urban park. Such is the long history of failure and bankruptcy that it seems a miracle that three decades after its twin turbines ceased to turn, Battersea Power Station is coming to life again, thanks to the Malaysian consortium who bought the site last year. The iconic chimneys will be the centrepiece of an £8 billion “multi-use regeneration project” spread over 39 acres, providing 25,000 jobs. The developers promise to create a “new town centre”, a “genuine community” and “cultural hub”. What the plans lack in fluorescent roller coasters – “new town centre” means a mix of residential, retail and business spaces - they gain in realism. “It’s happening, that’s the key thing,” says Robert Tincknell, CEO of the new Battersea Power Station Development Company. “We’re building the park now,

we’ll be starting work on the power station itself in the autumn. To be going from buying the site last September to designing it, and launching it, is pretty huge progress.” Already, the building site outside is filled with men moving mounds of earth and a glass showroom has been built for prospective residents, who will move in by 2016/17. The development comes from a 2010 master-plan by the NY-London architect Rafael Viñoly, whose Walkie Talkie tower is currently going up. In the revised plan, he decided nothing should overshadow the power station itself. The details of phase one will be orchestrated by the Manchester firm Ian Simpson Architects. Simpson’s design includes a new, swooping block of luxury flats (with internal balconies, indoor trees and a residents’ club kitted out by David Linley), plus 100,000sq ft of shops, cafés, restaurants, a gym and a theatre, as well as the public park. After a fanfare of publicity earlier this year, £600 million worth

of flats - from a £343,000 studio to a £6 million penthouse - were sold off-plan within three days, with contracts exchanged on all 800 properties within three weeks. Estate agents are already speaking of the ‘Battersea bounce’ to describe the effect on property prices in the surrounding area. Still, since those who bought them won’t be able to move in for at least three years, it does make you wonder what sort of a ‘community’ these keen investors will engender. The consortium from Kuala Lumpur bought the site for £400 million from the administrators, after the previous owners - Real Estate Opportunities (REO), controlled by the Irish company Treasury Holdings - went into debt. The consensus is the Malaysians got a good deal. The Irish developers had paid £400 million for the site in 2006 but the Malaysians had the benefit of Viñoly’s masterplan, which was approved by all the relevant bodies in 2010. It is thought to be the largest ever planning consent

granted in Central London. The consortium consists of SP Setia (Malaysia’s largest property group), Sime Darby (a palm oil plantation owner) and the Employees’ Provident Fund (the state pension fund). “Essentially, it’s a Malaysian government project in the centre of London,” says Tincknell, who was previously the managing director of Treasury Holdings. When I raise an eyebrow, he reassures me. His new bosses have been active in the London property market for years. Moreover the Malaysian pension fund is one of the most esteemed in the world and is looking for a secure long-term investment rather than a quick profit. I ask Ian Simpson (whose penthouse in Manchester contains a 48th-floor internal olive grove) whether Londoners should be concerned that another part of the capital has been sold to foreign investors. “I can share those concerns, but it’s all to do with timing,” says Simpson. “The first phase has allowed billions to be invested in the site. It proves there’s demand

out there. It’s been 30 years and it’s needed something to trigger it. If it means a few hundred apartments have been sold off-plan to do that, then it’s a worthwhile investment.” Who bought the flats? “We have endeavoured, where possible, to get owner-occupiers,” says Tincknell. “That’s what we need if we’re going to create a community.” He later confirms that 35-40 per cent

for 30 years are not to be dismissed, says Simpson. “London is one of the world’s greatest safe havens. All that foreign money doesn’t have to go into a safe deposit box - the fact that it is affecting the infrastructure has much wider benefits for Londoners rather than just the individuals who are investing.” Anyway, even if most won’t be able to live there, they will be able to take their leisure there. Later phases of the development include a treelined boulevard, a linear park, a hotel and a twin-level shopping street. Tincknell would like the area to become a fashion hub, attracting studios and agencies into the spaces under the railway arches, and offering unique shops. “We’d love to get, say, the coolest fashion label in Venezuela to open its first shop in Europe here – I mean, why not?” he says. And at the centre of it all is the power station, which covers six acres. While previous designs have sought to carve up the behemoth, demolishing the roof and walls, the

current plan makes a virtue of it. Actually, there was little choice, since the station has been Grade-II listed since 1980, upgraded to Grade-II* in 2007, with protected views from the river. “For years, the architectural world said it was the power station that was dragging the whole thing down,” says Tincknell as we drive towards the site. “That is complete rubbish. The power station is the key to making this project work. We wouldn’t have sold 800 apartments in three weeks if we didn’t have that internationally recognisable brand.” The power station has gained a unique place in British iconography - from the famous Pink Floyd Animals cover (shot in 1976), to the dystopian film Children of Men (2006) and even the replica used in last year’s Olympic opening ceremony. Up close, it is still more compelling. The brickwork subtly modulates as it rises 18 storeys. It took more than 20 years to complete construction in the first place and there is a fascinating contrast between the elegant Italian marble tiling in Turbine Hall A (completed in 1935) and the utilitarian ‘Keep Calm and Carry On’ quality to Turbine Hall B (completed in 1953). As we ascend the southwest chimney in a hoist, I note the modulation in the floors, as well as the nesting birds who have bespattered what remains of the roof. “We don’t want to polish it up too much,” says Tincknell. “We want to make it safe and create some smart new spaces. But you want to be able to demonstrate the journey. There’s some great graffiti here - it would be cool to be able to leave that.” The initial stabilisation work will make it safe for the public, but it will not get its full makeover until phase two fits it out with offices, retail spaces, conference facilities, banqueting suites and - possibly - a gig venue. Conservationists have long feared that the four iconic chimneys, in danger of falling to pieces, will be sacrificed, but I am reassured that they will be rebuilt according to the original plans. They may even pipe out water vapour, a by-product from the

eco-fuel generator planned for the basement. Behind the sales patter, I sense a sincere desire to create a textured piece of the city, without the soulless concrete precincts that have characterised similar developments in the past. As Tincknell drives me to Sloane Square Tube, we pass Flanagan’s old Irish pub and Battersea Dogs Home. I wonder what all that shiny glass and steel will do for them. “We definitely want to be an integrated part of the community. We don’t want to be an enclave for rich people,” he says. “It’s good news for the people of East Battersea.” He hopes local businesses will tender for contracts, and there are vague plans for a vegetable box scheme involving the adjacent New Covent Garden market. “We’re the Glastonbury of London,” he says. “You walk round Glastonbury now and it’s full of local enterprise. It’s really regenerated the local economy.” It’s quite a thought. And if it means Battersea Power Station, that improbable survivor, can power Londoners’ imaginations for generations to come, then it may just be worth getting excited about.

Piazzola The Cyprus Symphony Orchestra continues its series of chamber music concerts with a programme devoted to music by the Argentinean composer Astor Piazzola, performed by string quartet and accordion. Piazzolla is best known for being the father and inventor of Tango Nuevo - a revolutionary new genre in which jazz rhythms and classical music were fused with tango. Tango Nuevo was, at first, strongly rejected in his home country Argentina, but eventually was appreciated and celebrated for the genius it was throughout the world At the centre of Piazzolla’s revolution was the melancholic darkness of his bandoneon. A humble relative of the better-known accordion, the diatonic bandoneon was considered to be a mere shadow until the master’s sheer will expanded it into a lead instrument capable of saxophone-like solos and piano-esque harmonics. Gracing the stage

It’s that time of year again, when the Armenian dance ensemble Sipan of the Armenian Educational and Cultural Society Hamazkayin, Oshagan hosts its annual performance of traditional and modern Armenian dances. This year, the event will take place at Strovolos Municipal Theatre in Nicosia on Saturday. Members of Sipan, along with Nanor Junior Dance Ensemble, will entertain and inspire their audience through an artistic blend of Armenian dance, music and theatrical landscapes. Over 25 Armenian Cypriot male and female dancers will bring to life the strength, passion and determination that so keenly characterise the Armenian people and culture, through a series of 20 traditional and modern Armenian dances. As in previous years, the choreographer of Sipan and Nanor dance ensembles is Bedros Gharibian, the soloist of the National Dance Ensemble of Armenia. With fiery movement, pounding rhythms and oral recitations of ancient stories, the ensembles have become known for their powerful, yet poignant presentations. Each dance has its own vibrant outfit, designed by Janna Tahmizian, who has offered her services for the last decade. As with any performing arts group, presentation is intrinsic to Sipan’s and Nanor’s purpose. n The group preserves and promotes Armenian culture by presenting it to local communities through the medium of dance; the more the

group dances, the more it achieves its mission. Today, both troupes stand strong and are poised more than ever to carve their place in the world of Armenian dance. Nanor Junior Dance Ensemble was established in 2008 by the Representative of the Armenian Community Vartkes Mahdessian. It wisely invested capital towards the future of the Armenian-Cypriot community in Cyprus and consists of more than 50 young Armenian children, aged six to 12 years old. Through dance, a tight bond is created amongst the Armenian Cypriot youth, elevating multicultural awareness, whilst also instilling a sense of discipline, grace and pride. The dances connect individuals with their Armenian roots, the harshness of the Armenian land, the optimism of Armenian history and the vigour of its music. NIGHTLIFE Savino Live runs with Bad Company this weekend If you haven’t already heard, there’s a legend in our midst. Rock music fans in Cyprus are in for a treat this weekend when prolific guitarist and songwriter Dave ‘Bucket’ Colwell will play a gig in Larnaca. The former Bad Company guitarist will perform at Savino Live on Saturday, along with Roadway, on their maiden tour together. Colwell is one of those musicians who has glided along, just under the ‘celebrity status’ radar.

A performer with considerable achievements, he has played alongside some of the biggest names in rock, but unless you’re a huge fan of one of the bands he has been associated with as a player or writer (the list reads like a who’s who of Rock, Bad Company, Iron Maiden, Faces/The Who, among many), you may be forgiven for overlooking him and missing out on one of rock’s true hidden gems. He served with Bad Company for

over 11 years, recording and touring with all three vocalists who worked with the band. In 2010, he released his first solo album under the name Bucket and Co which featured guest performances from members of Iron Maiden, Thunder and The Quireboys. This week, he’s in Cyprus for an explosive night that will see the band perform a set featuring the greatest hits from Bad Company, Free and several other tracks taken

Cairo Time (LTV, 21.00) ‘Stop! Cairo time!’ as MC Hammer almost said (and fortunately didn’t). Patricia Clarkson is a tourist in Cairo, though not really a tourist since she’s come to meet her husband; Pat’s a fashion editor, the husband is a UN official in Gaza - and he’s supposed to join her but gets unavoidably detained, so he sends his Egyptian friend Tareq (Alexander Siddig) to show her around and generally keep her entertained. Can you guess what happens next? “An adventure of the heart,” gushed the tag-line - and I haven’t seen the film but it sounds like a well-worn genre, the middle-aged woman finding rejuvenating romance in an exotic location (see e.g. Katharine Hepburn in Summertime),

spiced with a touch of danger since Cairo is notoriously chaotic, especially perhaps for an American woman travelling alone. “Ms. Clarkson’s performance is the film’s reason for being,” raved Joe Morgenstern in the Wall Street Journal. “She makes yearning palpable. She turns mysterious silences into a language of love”. You know a film must be special when even the Wall Street Journal starts waxing poetic. Made in 2009.

Men vs. Women (Novacinema1, 22.00) This collection of four comic stories is actually in Italian (the original title is Maschi Contro Femmine) - but I don’t need Italian to appreciate the following: a (male)

volleyball coach tries to join in the huddling and bumslapping when his (female) team win a game; a husband is discovered in the arms of a younger woman by his wife, who throws him to the floor judo-style; another man gets his face slapped by a woman; yet another gets a face full of pee when he tries to change a baby. Nova seem to have bought a bunch of Italian comedies (it was Welcome to the South last week) which makes sense, since their national sense of humour (crude, earthy, farcical) isn’t far from our own, but there’s a reason why most of these films don’t get released outside Italy. “Film del cazzo pieno di stereotipi merdosi,” says an Italian on YouTube, which Googletranslates as ... well, try it and see. ENGLAND captain Chris Robshaw was yesterday left out of the tour party for Argentina along with Toby Flood, Brad Barritt and Chris Ashton. Robshaw has played more rugby than any other English player this season - 2,200 minutes for club and country - and his absence from the two-Test tour will allow him to rest. By not going to Argentina, the Harlequins flanker’s case for being called up as an injury replacement for the Lions trip to Australia may be undermined as other potential candidates will be in Test action, including Saracens flanker Kelly Brown who is leading Scotland in South Africa. However, Stuart Lancaster insists Robshaw and the other rested England players would not be penalised by the Lions if injury replacements are needed this summer. The England head

Al Zarooni to appeal ban FORMER Godolphin trainer Mahmood Al Zarooni is to appeal against the length of his eight-year ban for doping racehorses. The Dubai-born trainer, recruited by Sheikh Mohammed’s racing operation in March 2010, has admitted giving banned anabolic steroids to 15 horses. Al Zarooni, 37, was banned following a disciplinary hearing convened three days after news of the scandal broke. A date has not been set for an appeal to the British Horseracing Authority. News of Al Zarooni’s appeal comes two weeks after details first emerged of the scandal, which has rocked horse racing. On April 22, Godolphin issued a statement in which it said 11 horses, including unbeaten 1000 Guineas contender Certify, had tested positive and Al Zarooni admitted a ‘catastrophic mistake’.

McLaren sound cautious note By Ian Parkes MCLAREN’S hopes of a revival at this weekend’s Spanish Grand Prix are being tempered by a cautious note coming out of the team. It had been hoped the recent break ahead of the start of the European section of the Formula One campaign would herald a u-turn in form. McLaren’s decision to completely remodel their car for this season, rather than build on their race-winning performances at the end of last year, has so far badly backfired. To date, Jenson Button and team-mate Sergio Perez have amassed just 13 and 10 points respectively from the opening four grands prix to leave McLaren languishing in sixth in the constructors’

championship. But in terms of Sunday’s race at Barcelona’s Circuit de Catalunya being a breakthrough, despite an expected welter of updates on the car, it appears unlikely to be the case. Button said: “There’s been a lot of talk about the importance of the upgrades, but as with every upgrade they’re simply part of the series of continuous improvement that are made across the season. “As always there’ll be elements of it that work, elements that work in a different way to what we’d anticipated, and elements that don’t work, or perhaps require further work. “That’s life in modern Formula One, so I’m pragmatic about what we’ll discover, although I’m hopeful it’ll move us a step closer towards the destination.”

As for team principal Martin Whitmarsh, his natural exuberance was lacking as he simply said: “We’ll be hoping for a productive weekend that will allow us to gather useful data for the races ahead.” Explaining the issues that have plagued the cars and his engineers’ attempts to solve them, Whitmarsh added: “Not enough downforce, too much drag, normal things. “The car would be a lot better with 25 to 35 more points of downforce, and the drivers would be a lot happier with the car. “That’s what we need, and when we talk about 25 to 35 more points of downforce, it’s more complex than that. “It’s an oversimplication because there is not just downforce, but ride height, pitch, roll, exhaust blowing a matrix you have to cover.

“I’m sure if we raise the performance bar there are other limitations we can focus on, but at the moment we need more downforce, especially at low speed. “The drivers are really struggling for traction in the low-speed corners.” Naturally, given McLaren’s resources, no stone is being left unturned in the team’s bid to resolve their woes and get back on track before they lose touch completely in both championships. Managing director Jonathan Neale, however, is also being circumspect as he remarked: “We’ve been working very hard on the car and our rate of understanding and effort has been very high. “Of course, the first European race will be an area where everybody else is bringing upgrades as well, and our progress will be

measured against our competitors. “So I think what we’ll do is we’ll be cautious and say that a measure of our progress will be revealed on Saturday afternoon and Sunday. “But I’m pleased with the way the team is working. I think we’ve done a lot of very diligent work. “We’ve had a straight line (aero) test as well to be able to validate some of the information we have, but we’ll be cautious at this stage until we see where we’re at. “Some things will work, some things won’t, and we’ve a lot more work to do on Fridays as well. “So I don’t see us being able to just run the car without a huge degree of upgrades at most Fridays between now and the summer. We’ll continue to work very hard at this.”

Hayden: Aussies can upset England

FORMER Australia batsman Matthew Hayden says the current team can beat England in this year’s Ashes despite going into the series as underdogs. Australia, beaten in the 2009 and 2011 Ashes series, suffered a 4-0 whitewash by India in March. But Hayden told BBC Sport: “Australia are capable of anything when it comes to the Ashes. “They have to be workmanlike, build pressure and be in a position to take England on.” Hayden, who played 103 Tests for Australia between 1994 and 2009, said much would depend on the fitness of England batsman Kevin Pietersen, who is battling to recover from a knee injury in time for the first Test at Trent Bridge on 10 July. “For me he is the key player and would be a huge loss,” said Hayden. “He has had longevity in the sport. He has played against Australia many times, has taken us on and has won.” Australia’s mauling in India has left the team at arguably its lowest ebb since the mid-1980s, when they lost eight and won only two of 13 consecutive Test series before pulling off a

shock 4-0 victory in the 1989 Ashes in England. Their 16-man squad features only five players who have played an Ashes Test in England and lacks proven pedigree following the recent retirements of Ricky Ponting and Mike Hussey and the ongoing struggle to replace stellar talents such as Hayden, Shane Warne, Glenn McGrath and Adam Gilchrist. Following the India series, England all-rounder Ian Botham described captain Michael Clarke’s unit as ”the worst Australian team I can remember”. Hayden, however, thinks Australia’s players are well suited to English conditions and will raise their games for the Ashes showdown with their oldest foes. “England won’t make the mistake of taking us for granted because we are a very talented nation of cricketers - we have a very good fast bowling unit and we are competitive,” said Hayden, who won three of the four Ashes series he contested between 2001 and 2007. “On form, England have a great chance of winning the Ashes but we are a very dangerous side and this is a big tournament for us,” he said.

BRITAIN’S former world number two Colin Montgomerie repeatedly resisted the lure of the PGA Tour during his prime but now says he intends to compete full-time in the United States on the Champions Tour for players aged over 50. The Scotsman, who won a record eight order of merit titles on the European Tour between 1993 and 2005, will be eligible for the senior circuit after his 50th birthday on June 23. “I look forward now in many ways to starting a new life, a new chapter of my life to come over here now,” Montgomerie told reporters this week before he was inducted into the World Golf Hall of Fame in St. Augustine, Florida. Montgomerie said he was often tempted at the idea of playing full-time in the United States and was even asked on numerous occasions by former PGA Tour commissioner Deane Beman and current head Tim Finchem to come over. “Family commitments kept me in Europe. I was very happy and comfortable at home, and my wife and children were in school. I felt there was no need at that stage to come over here,” said Montgomerie. “I was number one in Europe. I was very happy in Europe and I was comfortable in that position, and therefore I stayed there. If it’s not bust, you don’t fix it, and that was why I really didn’t come over here.” Montgomerie became one of the first British golfers to attend a US college, earning a degree in business management at Houston Baptist University in May 1987 before he decided to embark on a career as a playing professional. However, he opted to leave the US to play full-time on his home European Tour where he piled up 31 titles and clinched the order of merit crown for a record seven consecutive years from 1993-99. “Seven in a row, that was something that I look back on and realise how special it was,” said Montgomerie, who also compiled a stellar record in the biennial Ryder Cup team competition where he never lost in eight singles matches. “So I’m probably most proud of that. But I look back at my career and raising the Ryder Cup as captain in 2010, to regain the Ryder Cup from the victory that the States had in 2008, was a very proud moment. “It’s funny because I never hit a golf shot that week. In terms of proud moments without hitting a ball, then it has to be raising the Ryder Cup.”

Ferguson will step down from his role as Manchester United manager at the end of this season, the Barclays Premier League champions announced. Charlton was one of the United directors who appointed Ferguson in 1987. The Red Devils boss has since gone on to win 13 Barclays Premier League titles - a feat that Charlton was quick to praise yesterday. “He is such a fantastic manager. Everything he has done has been fantastic,” said Charlton at the launch for the Royal Mail’s Football Heroes Special Stamps. “He is a sensational person in every form and I am really delighted for him. “I am a director but I hardly do anything because we are winning all the time and it is all down to Sir Alex Ferguson. “He would get up in the middle of the night and travel 300 miles if he thought there was a school boy that he could sign. “He loves the game and we at the club have had nothing to do really.” The former United striker thinks there were several reasons behind the 71-yearold’s decision to call time on his career. “He has made his decision on various grounds like (because of) his family and because of the hip operation he will have this summer.” Fellow United old boy Bryan Robson was another surprised by the decision of the man he will always call ‘the boss’. “It definitely came as a surprise because I go in to watch training every now and again,” the former midfielder said. “The boss hadn’t mentioned anything, not that he would because he does not give too much away. Still, it is a bit of a surprise. “It would have to happen at some stage and I think the boss must have just felt he has got a lot of grandkids and maybe he wanted to spend a bit more with them.” Former Manchester United players took to Twitter to pay their respects to Ferguson. Cristiano Ronaldo tweeted a picture of himself and Ferguson, adding: “Thanks for everything, Boss”. Dutch striker Ruud van Nistelrooy also tweeted a picture saying: “2001-2006, 219 games, 150 goals under the most successful manager in football history. With yesterday’s Queen’s Speech including tough measures on immigration, some Labour figures suggested the timing of the 71-year-old’s bombshell announcement was no coincidence. Labour leader Ed Miliband tweeted that Ferguson was a “Proud man. Great manager. Staunch Labour Party supporter”, adding that he “will never be forgotten”. THE announcement of Sir Alex Ferguson’s retirement as Manchester United manager has caused raised eyebrows not just in Britain but around Europe, with Spanish daily El Pais saluting the ‘End of a legendary career’. The 71-year-old revealed yesterday morning he will step down at the end of the season after a trophy-laden 26-year reign, with the European press quick to respond. Spanish website Marca went with simply ‘Ferguson retires’ on its story, before looking ahead to who might replace the Scot at the Red Devils’ helm. “On the table there are various names,” its story reads. “The favourite one seems to be the current coach of Everton, David Moyes, but he is not the only candidate. Jose Mourinho is also in the picture.” The headline on the website of French sports daily L’Equipe reads ‘Au revoir, Sir Alex’, before reporting: “The legendary Manchester United manager has decided to leave his role. At the age of 71, after more than 26 years on the bench of the Red Devils, the Scot will step down at the height of his glory.” Ferguson’s departure also made the top stories on the websites of Italian newspapers Gazzetta dello Sport and Corriere dello Sport, the latter declaring: “It’s official: Ferguson retires at the end of the season.” In Portugal, Lisbon newspaper Record declared yesterday as ‘The day Ferguson got tired of winning’ before reflecting on how the Scot transformed United into England’s most successful club having taken over trailing Liverpool 16-7 in league titles. The news also shocked United’s legions of global fans. Nigeria, they say, has almost as many Manchester United fans as there are Canadians on the planet - 33 million. Such a figure is hard to verify, but a big contingent of the Red Devils’ huge global following undoubtedly lives in the West African nation. So many Nigerians, like fellow Manchester United supporters from Europe to Asia, were stunned by yesterday’s announcement “Club football will never be the same again. There are star coaches, there are superstar coaches, there are megastar coaches, and then there is Alex Ferguson,” said Sadiq Abdullateef, 38, a lifelong fan in Nigeria’s capital, Abuja. Under Ferguson, the club has become a ‘global brand’, and in a survey published last year it claimed to have 659 million followers worldwide. By Simon Stone MANCHESTER United chief executive David Gill has outlined the qualities needed to succeed Sir Alex Ferguson as manager amid growing expectation that David Moyes will be confirmed as the new man in charge by the end of this week. After confirming Ferguson’s exit yesterday morning, it is thought United wish to announce the 71year-old Scot’s replacement by the end of the week. Although Real Madrid coach Jose Mourinho has been tipped to take over in some quarters, it is thought Everton boss Moyes is in line to land what Gill describes as a ‘dream job’. “The qualities are the ones that have been inherent at Manchester United for many years,” Gill told MUTV. “Our two most successful eras were with managers who got involved with all aspects of the club, from the youth team to the first team, to get that degree of loyalty and understanding of the football club. “Clearly he has to have the requisite football experi-

But Gill is confident the Scot will not be a negative presence. “Sir Alex will be a great asset to the club,” Gill said. “He will know when he should and should not be involving himself. “Everyone can rest assured the new manager can get the space and opportunity to do his job without interference. “Alex will not make that mistake. Of that we can be certain.”

As Gill is also departing in the summer, it represents a significant test for new chief executive Ed Woodward. “Ed Woodward has the opportunity to develop a relationship with the new manager,” Gill said. “I am sure he is capable of doing that for the betterment of Manchester United. “Alex and I will still be there but on the football club board. “It is a new era but I am confident the structure we have in place gives a great foundation for that relationship to happen.”

A CHOKED up Sir Alex Ferguson announced he was retiring in front of his Manchester United players during emotional scenes in the first-team changing room at the club’s Carrington training centre yesterday morning. The 71-year-old arrived at the club as normal at 6.50am, before hastily arranging three separate meetings with his first-team squad, his technical and coaching staff, and finally the rest of the staff at Carrington. Shortly after the players arrived, he gathered the team together in the changing rooms and, in a short but heartfelt speech, announced he was to step down at the end of the season after landing his 13th Premier League trophy. He told the players that he was sorry he had to break the news to them now and that he had been hoping to delay the announcement and do it under his own steam. He then took his technical and coaching staff into a briefing room and spoke to them, before finally addressing all the rest of the staff in the canteen. An emotional Ferguson told of how proud he was of the whole staff’s dedication and the work they had put in during his 26-and-

a-half years at the club. He also praised his wife Cathy for her dedication. Some members of staff, particularly those who have been at United for 30 years, were in tears while Ferguson spoke and the manager himself was choked up. “As for my players and staff, past and present, I would like to thank them all for a staggering level of professional conduct and dedication that has helped to deliver so many memorable triumphs. Without their contribution the history of this great club would not be as rich,” he said in a club statement. “Over the past decade, the Glazer family have provided me with the platform to manage Manchester United to the best of my ability and I have been extremely fortunate to have worked with a talented and trustworthy chief executive in David Gill. I am truly grateful to all of them. “To the fans, thank you. The support you have provided over the years has been truly humbling. It has been an honour and an enormous privilege to have had the opportunity to lead your club and I have treasured my time as manager of Manchester United.”

LEX Ferguson, Britain’s longest-serving and most decorated football manager, will retire at the end of the season after more than 26 years and nearly 1,500 matches at the helm of Manchester United, he announced yesterday. The 71-year-old Scot ended intense speculation that he was about to call time on his career by confirming he would step aside after champions United’s last game of the season at West Bromwich Albion on May 19. His decision ends a glittering era at Old Trafford in which the club won 13 English league titles, two European Cups, five FA Cups and four League Cups as well as the FIFA Club World Cup. Stories surfaced last night that Everton’s long-serving boss David Moyes, a Scot like Ferguson, will be appointed possibly today. Real Madrid manager Jose Mourinho was rumoured to be the only other candidate under consideration. Ferguson arrived in Manchester in 1986 after Ron Atkinson was sacked and, after a difficult start, began building an empire that shows no sign of crumbling with the club recapturing the English title from Manchester City this season. “The decision to retire is one that I have thought a great deal about and one that I have not taken lightly. It is the right time,” Ferguson, who has been in charge of 1,498 matches for the club, winning nearly 900 of them, said on United’s website (www.manutd.com). But Sigurdsson’s strike 10 minutes from the end lifted fifth-placed Spurs to within a point of Arsenal in fourth. Chelsea remain third and are two points clear of the Gunners.
