‘No thoughts on Cyprus haircut’ EU’s top economic official says heavy losses won’t be forced on investors By Elias Hazou

T

HE government yesterday welcomed a statement by the EU’s top economic official that the European Commission is not working on a debt restructuring for Cyprus that would force heavy losses on investors. “We salute today’s remarks by Olli Rehn, the European Union’s Economic and Monetary Affairs Commissioner, with which he yet again clarified that there are no thoughts on a haircut of the Cypriot debt,” Deputy Government Spokesman Christos Christofides told newsmen. “This is a fundamental position of the Cyprus government, and we hail the fact that it is being lent support in such a clear way by the European Commissioner.” Rehn said that under the terms of the emerging bailout, Cypriot government debt would not be restructured to impose losses on private creditors. That should reassure private bondholders that they are not being singled out for losses by European policymakers, bolstering their confidence in buying euro zone bonds. “The European Commission is not working on any PSI option for Cyprus,” Rehn told reporters, referring to the Private Sector Involvement (PSI) that forced losses on holders of Greek debt in 2012. “Greece is a specific candidate and unique case,” he added. Crippled by exposure to

Greece, Cyprus needs in the region of €17 billion from the euro zone to recapitalise its banks and to finance the government over the next three years. That is almost as much as the whole economy produces in a year, raising doubts whether the island would ever be able to pay back the money. Rehn’s remarks were slightly more reassuring than those made by Eurogroup President Jeroen Dijsselbloem. However, Rehn was less clear when asked if he would rule out the possibility of depositors in Cypriot banks losing money as part of a bailout. “The Commission’s intention is to ensure a fair burden sharing of the cost of restructuring or resolution of Cypriot banks,” Rehn told a news conference after a meeting of EU ministers. “We are working in order to find a solution that ensures both debt sustainability and financial sustainability in Cyprus,” he said. At a press conference late on Monday after chairing a meeting of euro-area finance ministers, Dijsselbloem would not rule out a PSI for Cyprus. Despite repeated questions as to whether he excluded such a haircut, Dijsselbloem would not commit to an answer, even when a journalist observed that this vagueness could trigger a run on Cypriot banks. The Dutch politician dodged the question, saying only that the Eurogroup meeting

Tokyo chef’s menu leaves diners soiled for choice FRENCH-style seafood was always the big seller at Toshio Tanabe’s Tokyo restaurant, but the chef for many years had a secret passion - soil. Now his long interest in soil cuisine has finally culminated in a feast he’s been offering to customers the last few weeks, starting with an amuse bouche of soil soup and ending with a soil sorbet. “Man didn’t create the sea, the air or the soil. They’re simply all part of nature, and in a sense they are alive in their own right,” said Tanabe. “What I’m trying to do is reflect that feeling in food.” A professional bantamweight boxer in his youth, Tanabe turned his hand to cooking in his twenties and left to

train in France. For the last 20 years he has run a French restaurant in downtown Tokyo, and over the last eight has been slowly introducing his customers to samples of soil-inspired cuisine.

TOUGH WORK At first, though, the search for a clean and chemical-free main ingredient was tough work. “I had to go all over the place to find soil, into the mountains and places like that. Places where there was no farming,” he said. “Then of course I had to dig it up from deep under the ground.” Now Tanabe sources his soil through a Tokyo-based supplier who delivers

about a kilo (2.2 lbs) of dirt a day, prechecked for harmful substances. Previously, limited supplies had meant he could only serve an occasional soil dish or two. After the dirt arrives, he lightly cooks it to release the flavour, then runs it through a sieve to remove any stray grains of sand. The six-course soil extravaganza starts with an amuse bouche of soil soup, served with the merest fleck of dirtengrained truffle, and ends with soil sorbet and a sweet dirt gratin. But Tanabe’s pride and joy is the “soil surprise”, a dirt-covered potato ball with a truffle centre. The feast is not especially cheap, running to 10,000 yen ($110) a diner.

The Turkish Cypriot regime in the north has turned down requests from Greek Cypriots enclaved in the north to take part in the voting in the presidential elections. The government spokesman said that the government had raised the matter with the UN but the Turkish Cypriot leadership responded in a negative manner.

The policy followed by Athens and Nicosia on Cyprus remains firm and unchanged and aims at ensuring a fair solution based on UN resolutions, President Kyprianou said yesterday. There would be a general reappraisal of the situation in the light of recent developments and future moves would be discussed, he said.

‘No thoughts on haircut’ Private audit could be ‘face saving move’ for euro zone nations continued from page one did “not go into the technicalities of a programme” for Cyprus, instead focusing on the island’s compliance with anti-money-laundering regulations. “We are trying to lower the amount which would be brought together by the member states,” Dijsselbloem told Dutch broadcaster RTL 7 yesterday. The proposal floated at the Eurogroup for a private auditor to probe the transparency of the Cypriot banking sector constitutes the other major headache for Nicosia. Cyprus strongly opposes the idea of a private sector firm scrutinising bank accounts here as it could open up a can of worms over banking confidentiality and scare away foreign investors. The government proposes instead that the audit be assigned to international organisations – such as the IMF or the Council of Europe’s Moneyval. Dijsselbloem’s remarks on Monday about a private review of Cypriot banks gave the impression that an executive decision had been made at the Eurogroup level. But yesterday the government suggested the advent of a private auditor was far from being a fait accompli. Christofides said Cyprus has agreed only to working alongside the troika - a team of EU, IMF and European Central Bank experts – in working out the terms of reference of the private auditor. “It’s an ongoing process, and we shall continue the dialogue,” Christofides said. And Finance Minister Vasos Shiarly said Cyprus’ concerns would be taken into account in deciding the scope and methods of the private firm. The government would pro-

Cyprus being persecuted says outgoing president CYPRUS is being “persecuted” and “cornered” by EU partners seeking to impose tough conditions for financial aid, President Demetris Christofias said yesterday during a visit to Greece. “Cyprus feels persecuted,” he told reporters in Athens. “We were forced to resort to a support mechanism, and instead of support, we have persecution. “Now they have remembered money laundering. They have got us in a corner,” he said, referring to doubts in some eurozone states, notably Germaceed on this track so long as the auditor’s terms of reference did not violate Cypriot law, the minister said. Despite arguing that a private review would be in breach of both local and international legislation, as well as of the European Charter of Human Rights, a number of his euro-area counterparts “insisted”, said Shiarly. The minister dismissed the notion that Monday’s Eurogroup meeting amounted to a “national defeat” for Cyprus, as portrayed back home. That his counterparts wanted the auditor’s terms of reference to be agreed inside a week so that a private

ny, about the island’s commitment to financial transparency. “We promised the people of Greece and Cyprus better days inside this (European) Union. And I wonder, where is the Union’s solidarity?” Christofias said. “Oppression exists, social injustice is widening, and the common people are paying the price.” The president said conditions of a preliminary agreement with international lenders were painful but not as harsh as those imposed on Greece.

firm could then be selected to compile a report in time for a bailout deal, mooted for March, was a positive thing, Shiarly said. It’s understood that the banking regulator as well as the Finance Ministry would be involved on the Cypriot side in defining the auditor’s terms of reference. But for the time being, no one seems to know for sure what the exact procedure will be. “Discussions will be held with the troika team assigned to Cyprus, and we’ll take it from there. Nothing has been written in stone,” said an official source, speaking on con-

He said the government was ready to sign and suggested that it was the lenders who were stalling “because they want to impose fresh tough conditions.” Cyprus, one of the smallest euro zone states, is in talks with international lenders including the EU on a prospective bailout as big as its entire economic output, having been crippled by its exposure to twice-rescued Greece. Christofias, the EU’s only communist head of state, is not seeking a second term in elections on Sunday.

dition of anonymity. What Nicosia has agreed to is only to begin consultations to figure out what the private auditing firm can and cannot do. “And we’ll take it from there,” the same sources said. They suggested that the idea of a private audit could be a face-saving exercise by the leaders of certain eurozone nations, posturing to their own electorates that they are driving a hard bargain before approving taxpayers’ money to bail out Cyprus. While the administration sought to put on a brave

face, the opposition more or less painted as disastrous a potential private review of Cyprus’ banking system. “This is the current government’s Waterloo,” said Yiannakis Omirou, leader of socialists EDEK. “The government has surrendered unconditionally to the most extreme and humiliating terms imposed by the troika, which were adopted by the Eurogroup. Cyprus is being led along a path of servitude and neo-colonialism,” he added. DISY’s reaction was slightly more composed, with a party spokesman calling the news from Brussels “unfortunate.”

Builders accept ministry deal, strike to end AN agreement was struck yesterday between builders and contractors effectively putting an end to the construction strike that lasted more than two weeks. Unions and employers accepted a proposal tabled by Labour Minister Sotiroulla Charalambous concerning the conditions of a collective agreement, which will be renewed until June 30, 2014. The duration of the agreement was the final sticking point, which had kept the two sides apart. Workers wanted the agreement to run until the end of 2014 while contractors insisted on it ending in December this year. The two sides signed the agreement last night but builders were not expected to return to work before their general assemblies ratified the deal. The meetings were scheduled for this morning. After signing the deal, the two sides expressed their satisfaction and thanked the minister for her efforts. Charalambous said it was an important step for the benefit of the construction industry as a whole. The strike began on January 24 when workers in the construction industry decided to down tools in protest against the new collective agreements proposed by the contractors. Builders also took issue with the large influx of foreign, unskilled, cheap labour into the market. The strike had been marked by a violent scuffle in Paphos when police confronted striking builders who tried to stop strike breakers who were brought in to take over work at a hotel construction site. Police arrested three people during the incident, which was condemned by President Demetris Christofias.

Presidential frontrunner Nicos Anastasiades speaking on Monday night

Theft remands THREE people have been remanded in custody after police appeared to have solved a spate of eight burglaries where a number of computers were stolen from kindergartens and primary schools in the Larnaca area. According to a spokesman, Larnaca police received information a Bulgarian man had a computer that was of a suspicious nature and possibly stolen. After being questioned by police, he led them to the Bangladeshi who sold him the computer. From there, police tracked down two Georgian nationals, aged 17 and 18 who admitted to the burglaries. Police are looking for another Greek Pontian. The two Georgians were remanded in custody for six days by Larnaca District Court yesterday while the Bangladeshi man was remanded in custody for one day.

Explosion DAMAGE was caused by an explosion outside the Community offices of Dasaki Achnas around 11pm on Monday, police said. After initial investigations, police established that a home-made explosive was used. A closed circuit security system was in operation in the area and members of the Sovereign Base Area Police will study the footage from late Monday.

New book FOREIGN minister Erato Kazakou–Marcoullis yesterday presented a book entitled Linked by History – United by Choice. Cyprus and its European Union Partners in the framework of the ‘Eurodaktylios’ programme of the ministry and the University of Cyprus. She said the book “is a comprehensive outline of the relations of Cyprus with all member states of the European Union”.

AKEL’s Malas pledges to work with Church Presidential frontrunner Nicos Anastasiades gets the backing of 222 community leaders and sheep farmers By Stefanos Evripidou THE AKEL-backed presidential candidate Stavros Malas yesterday pledged to work with the Church of Cyprus in forming policies to tackle the country’s division and economic woes. Following in the footsteps of his main opponent in the presidential race, DISY leader Nicos Anastasiades, Malas yesterday met with Archbishop Chrysostomos II for over an hour. Despite the rather acrimonious relationship between the Church and the AKEL government over the last five years, Malas pledged to formulate policy on the key issues of the Cyprus problem and economy in consultation with the Church. Malas also shared with the primate his intention to form a coalition government made up of people hailing from left

to right of the political spectrum should he win the election on Sunday with a second round the following week should no candidate get more than 50 per cent of the vote in the first. The AKEL candidate said he agreed with Chrysostomos on the need to create a solution framework agreed by the National Council which will be used as a road map to achieve a just solution of the Cyprus problem. For his part, the archbishop said he agreed with Malas’ views on creating a cross-party government. “We would be happy” if it happened, he said, adding, “We will certainly cooperate with anyone who is voted by the Cypriot people.” The church leader plans to meet with the third main contender for the top seat at the presidential palace, Giorgos Lillikas, today. Meanwhile, EDEK-backed Lillikas met former head of the energy service and current executive director of state hydrocarbons company (KRETYK) Solon Kassinis yesterday. Speaking after the meeting, Lillikas said if elected he will not sign a memorandum with the troika which gives the in-

ternational lenders a defining role in the management of expected hydrocarbon revenues. Nor will he accept any attempt to link an international bailout with the creation of a pipe to transport natural gas from Cyprus to Turkey, he added. Kassinis thanked Lillikas for the visit, saying that the two cooperated well during the latter’s time in cabinet during the Tassos Papadopoulos government. Kassinis described the recent agreement giving French company Total licences to explore blocks 10 and 11 of Cyprus’ exclusive economic zone as a “big success”, referring specifically to the French energy giant’s agreement to drill for oil. “I believe that within three years we can make use of revenue from fuel, and certainly find a way for politicians to release themselves from any loans made,” he said. Speaking after a meeting with Bishop Chrystoforos of Karpasia yesterday, Anastasiades called on Greek Cypriot refugees to stop selling off their properties in the occupied areas through the immoveable property commission (IPC) in the north. The DISY candidate, who

currently leads in the polls, said selling occupied properties through the IPC would lead to Greek Cypriots effectively creating “a Cyprus solution on our own”, by selling off any rights to the north of the island. Anastasiades asked refugees to give the new government time to tackle the problems that are leading them to apply to the IPC for compensation in exchange for giving up their property rights. Asked how he plans to support refugees, Anastasiades said he would order a serious study on the matter after the elections. “We will need to see where the state’s finances are at,” he added. Support for the DISY leader was voiced yesterday by right-leaning union SEK, which called on its members to vote for Anastasiades, saying he was a capable and experienced leader with strong European connections. The Cyprus Sheep Farmers’ Association also voiced its support for him while, according to a press release by the Anastasiades campaign team, 222 local community leaders across Cyprus have also pledged their support to the DISY leader.

Criminal court finds case against Mari accused THE LARNACA Criminal Court yesterday found there was a prima facie case against six defendants on trial in connection with a 2011 naval base munitions blast that killed 13 people and incapacitated the island’s main power station. “We find that a prima facie case is substantiated,” presiding judge Tefkros Economou said, announcing the court’s interim decision. Economou cautioned however that the decision did not mean prima facie guilt. The defendants are former foreign minister Marcos Kyprianou, former defence minister Costas Papacostas, former national guard deputy chief Savvas Argyrou, former fire service chief Andreas Nicolaou, deputy fire chief Charalambos Charalambous and former disaster response squad (EMAK) commander Andreas Loizides. They face charges of manslaughter and causing death by negligence.

CROSS-EXAMINED They would now have the right to testify under oath and be cross-examined by the prosecution, or to make a statement from the dock without questions from the prosecution. The defendants also have the right remain silent. In any case, they can bring defence witnesses to prove their case. Attorney Giorgos Georgiou, who defends Kyprianou and Argyrou, asked for a 15-day break to give his clients time to prepare their sworn testimony. The request, which was seconded by the other defence lawyers, was granted by the court. The court will convene next on March 4, 5 and 6. The six are held responsible for the death of 13 sailors and fire-fighters killed in a massive blast caused by deteriorating munitions stored in 98 containers kept at the Evangelos Florakis naval base and exposed to the elements for over two years. The blast incapacitated the adjacent Vassilikos power plant, prompting rolling power cuts for around a month.

Home More babies in Trial installation of photovoltaic system will see electricity bills halved Paphos

First for Larnaca house A LARNACA residence has become the first household in Cyprus with a smart meter linked to a photovoltaic (PV) system. According to the Cyprus Energy Agency, a non-profit public organisation, the Larnaca residence spends over €3,300 a year on electricity; but with the PV system its costs are expected to be cut by half. The device (a PCR421 Series Single Phase Smart Electricity Meter) was hooked to a 3kW-capacity PV system donated by Neon Energy Cyprus Ltd. Low-income households are eligible for the pilot programme, which aims to install another 25 smart meters. The smart meters are donated by the Electricity Authority. The pilot programme is being implemented by the Cyprus Energy Agency as part of the ELIH-MED (Energy Efficiency in Low Income Housing in the Mediterranean) project, co-funded by the European Regional Development Fund under the MED programme. Smart meters record consumption of electric energy in intervals of an hour or less and communicate that information at least daily back to

the utility for monitoring and billing purposes. Smart meters enable twoway communication between the meter and the central system. Net metering is an electricity policy for consumers who own (generally small) renewable energy facilities, such as wind, solar power or home fuel cells. ‘Net’, in this context, is used in the sense of meaning ‘what remains after deductions’ - in this case, the deduction of any energy outflows from metered energy inflows. Under net metering, a system owner receives retail credit for at least a portion of the electricity they generate. Currently, there is no law and no policies governing photovoltaic (PV) systems connected to the grid of the Electricity Authority, except under government-funded schemes. It is however possible to generate PV energy provided however that one is not connected to the grid. The power utility has been opposed to a full-blown implementation of net metering, citing concerns that the grid may not be able to handle the extra capacity generated by hundreds of small PV systems.

The only current policies for PVs are related to government funded schemes

BIRTHS at the Paphos General Hospital have soared, with 60 children being born there between January 1 and February 5, the department said yesterday. According to data from the gynaecologic clinic at the hospital during the same period last year there were 45 births. Head of the clinic Dr Andri Evripidou said during 2012, 11,424 outpatient visits were made to the department in addition to 1,240 inpatients. Also, she said the hospital saw 476 births and 521 regular and emergency surgeries. Evripidou said once a week doctors from the department visit Polis, where last year they saw 810 patients. Within the hospital a total of 1,150 ultrasounds were given to women in their first and second trimesters of pregnancy and while many of these took place in the afternoon and evening no overtime was paid, Evripidou said. She suggested that the clinic be expanded from 14 to 18 beds to help cope with the increased demand.

Home Government set to appeal to court to shut down factories THE GOVERNMENT is seeking a court order to suspend operations of a chemical factory in Pera ChorioNisou, Agriculture Minister Sophoclis Aletraris said yesterday. Speaking after a meeting with the Pera Chorio-Nisou community council leader, Aletraris said the two discussed local residents’ demands to shut down two chlorine and paint-producing factories located within the village’s residential area. Aletraris said a number of inspections carried out at the chlorine factory found evidence of improper waste management. For this reason, he has sought the launch of criminal proceedings to obtain a court order preventing the factory’s further op-

eration. The trial date has been sent for March 20. Aletraris added that the factory could no longer be allowed to continue operating in the area. Regarding complaints about environmental pollution from the operation of the paint factory and residents’ demand to have it moved to an industrial area, the minister said the Environment Department began a series of inspections last September on a proper waste management plan for the factory. The inspections are not yet complete he said, adding that the main aim was to ensure the law is enforced, and the environment protected, as well as the quality of life of residents.

New free helpline for cancer patients A NEW national help line offering psychological support to cancer patients has been established, the Association of Cancer Patients and Friends (ELAZO) said yesterday. The number to call is 1469, it is free of charge, and phone lines are open between 10am and 7pm, Monday to Friday, not including national holidays. “We are open to any suggestions to improve the services we provide or any new ideas,” head of ELAZO Christos Andreou said. “Our goal is to help all of those who are suffering but also to support the work of state officials from the Oncology department of Nicosia General Hospital,” Andreou added. A team of 13 specialists in mental health who have received special training will man the new line, answering calls, informing any caller how to deal with cancer or other ailments. Psychologist and psychotherapist support will also be offered. Call 22 603845 for information.

Cyprus a games hub? By Stefanos Evripidou

TEPAK/Chinese study says more work to do

A RECENT study by Chinese and Cypriot universities found the island’s potential for developing a successful computer gaming industry was hindered by a lack of

funding, awareness and infrastructure. According to the Cyprus Interaction Lab of the Cyprus University of Technology (TEPAK), Cyprus’ large number of qualified graduates and EU membership make it a good candidate for successfully establishing an electronic games industry. During the project, several workshops, focus groups and interviews were conducted with key stakeholders to gain a holistic

view of the challenges and opportunities available, while researchers also used. Researchers concluded there are currently limited attempts by individuals or companies to penetrate the electronic games industry. Three main areas were identified as key to achieving progress in the games industry in Cyprus: funding, awareness and infrastructure. Funded by the Cyprus Resea search Foundation, TEPAK wo worked in collaboration with the University of Cyprus (U (UCY) and Chinese Shenzh zhen Institutes of Advanced Te Technology (SIAT) to inves vestigate ways to facilitate res research into and developm ment of a gaming industry iin Cyprus. According to the study, there are no strong government-based funding opportunities for entrep preneurs to apply for apart fr from those involving “clear in innovation ideas”. However, the latter do not include ga games development companie as these are classified nies

under software development. And software development companies do not provide external funding for innovation in games development. The study highlighted that research institutions do have available funds which could be used in collaboration with existing companies, noting that the potential was there for businesses to support such ideas. The second area that needs to be addressed is raising awareness. Even if there is interest to develop a games industry in Cyprus, the benefits, feasibility and abilities of such a market are not apparent, said the study. “There is a need to raise awareness within the gaming and business community of the potential and actions that can be taken to develop this field,” it said. A third issue raised was the absence of infrastructure to support individuals or companies who wish to get involved in electronic game research and development. The lack of knowledge in technical ability was not the main issue, noted the study, which highlighted the need for greater support from the business community and the ability to bring collaborators from different backgrounds together. Researchers called for a centralised hub to be formed to support all entities related to the games industry, initially in Cyprus, but later to be expanded abroad. To gain momentum and involve as many interested parties as possible, TEPAK has initiated the creation of the Cyprus Computer Games Network, which can be found on facebook by searching for ‘cyprusgames’. Also, in a first of its kind, the two state universities, UCY and TEPAK, have collaborated to offer a Masters level course in the Design and Development of Computer Games. The Masters programme has also seen the creation of the Microsoft Computer Games and Entertainment Technologies Lab (http://www.getlab.org).

New life for the ‘hotel of kings’ Owners of Berengaria hotel say €30m plan only waiting for building permit from government By Peter Stevenson A €30 million redevelopment plan is in place to breathe life into the Berengeria Hotel in Prodromos, almost 30 years after it closed down. The plan is merely waiting on a building permit from the government, and includes a casino, modern restaurant and large swimming pool, all of which are part of new owner Michalis Ioannides’ grand vision. “My first wish is to reinvigorate the Marathassa area with its 14 communities which has suffered as a consequence of the Berengeria closing-down in 1984,” Ioannides told the Cyprus Mail. “Tourism in Cyprus began when the hotel was built back in 1931 when it drew society’s elite and honeymooners with its serene environment and cleanair,” he added. The plans to redevelop the Berengeria Hotel also include plans to turn Zena Gunther’s palatial home, also owned by Ioannides and also in Prodromos, into a beauty and rehab centre and spa. “Those looking to get away, to spend some time in the wilderness, far from the noise of life will find an ideal place to rest and recover,” Ioannides explained. “Plastic surgery services will also be available,” he said. All these works hold the potential to employ roughly 500 people from the area, according to Ioannides. “Along with the many people who will be employed for the refurbishment and redevelopment, once the buildings have been

fully restored and redeveloped and ready, some 200 positions will be available for those looking to be employed at the hotels,” he said. “It won’t only be my two establishments that will benefit, as they will not be able to accommodate all the visitors to the area,” he continued. “Other hotels will profit from the re-emergence of the Berengaria, with restaurants and supermarkets bound to receive more business,” he added. Ioannides said he is expecting to be given building permission by the end of the month, when works will begin and hopes work will be completed on the two projects by the end of the year.

The dilapidated entrance to the hotel

How the planned revamped hotel would look, which owners hope will bring life and jobs to the whole area The Berengeria will retain its original shape but the plans are to modernise all of its facilities and expand on the 88 rooms it had when it closed in 1984 to 172. The hotel will have its own spa, which will be situated under the new large swimming pool. Ioannides has a history with the hotel and was a former employee, forming a strong emotional bond with the building, leading him to buy it in 2007. It has attracted many renowned personalities, and is the reason the hotel is also known as “the hotel of kings”. This was because it was visited in 1931, the year of its establishment, by Pharouk King of Egypt and Ezer Vaisman, the president of Israel. The hotel’s name Berengeria was the name of the queen of Navarre, wife of Richard the Lionheart. The royal couple were married in Cyprus and they allegedly spent their honeymoon camping in Prodromos. The hotel also had the honour of opening the first nightclub on the island, called ‘The Knights Club’.

The top ten reasons why you should visit Larnaca outlined By Poly Pantelides LOOKING to steal the spotlight from other corners on the island, the Larnaca tourism board has prepared a brochure in Russian and English entitled ‘Top 10 reasons to visit Larnaca’. The flyer is due to be distributed in travel exhibitions as well as to travel agents and collaborators in Cyprus and overseas to explain “how Larnaca stands out against other tourist destinations”. The top ten reasons to visit Larnaca – according to the tourist board – are the following in ascending order: it is a great base for tourists; it is a year-round destination; has amazing wreck diving; has beautiful scattered villages nearby; is a diverse city; it is authentic; offers safe beaches; has a long history; it is conveniently small; and it is the gateway to Cyprus. Tourists are urged to think of Larnaca as the portal to Cyprus: “Since Larnaca has an international airport, a port and a marina, the traveller can move about easily, making it an ideal short journey destination.” Not good enough? Then consider its “conveniently compact” size which allows people to sightsee, relax by the beach, go on a nature walk, shop and dine without ever straying too far. How about Larnaca’s 10,000 years of history,

with museums, religious monuments, and archaeological sites to explore? All this with a huge stretch of sandy, clean and safe beaches, while striking “the ideal balance between tradition and development” as well as maintaining diversity, “where east and west, modernity and tradition” meet. There are traditional villages to visit, and one of the top ten shipwrecks in the world, the Zenobia, that lures divers in. Most hotels stay open during the winter, and events take place throughout the year, according to the tourism board. And for those who want to see more, Larnaca offers the fastest access to the rest of the island, the brochure says. Those who are intrigued should check out a new ad spot at http://www.youtube.com/ watch?v=Z4yTVh93ocI , ‘Charming Larnaka (sic) – Real People, Real Stories’. A charming Tonia Buxton, the Greek Cypriot television presenter, beams when she tells the camera, “Don’t tell anyone, but I think Larnaca is the best town in Cyprus”. Gorgeous images of pink flamingos, ancient churches and modern buildings feature while tourists explain why they love Larnaca. Find out more at www.larnakaregion.com to check out Larnaca’s attractions, find links on agrotourism, or even join a free guided tour every Wednesday morning

Leveson consensus sought LIBERAL Democrats have given a cautious welcome to plans for a Royal Charter that would oversee a new press watchdog after Tory proposals were published yesterday afternoon. The measures would create a body that would verify whether a new regulator set up by the industry met the requirements laid out by Lord Justice Leveson after his inquiry into media ethics last year. Culture Secretary Maria Miller said the the proposals would allow the Leveson principles to be “implemented swiftly” and in a practical fashion. She said: “The Royal Charter would allow the principles of Leveson to be implemented swiftly and in a practical fashion. It would see the toughest press regulation this country has ever seen, without compromising press freedom. “I have been clear that the ‘status quo’ is not an option and that we need tough in-

dependent self-regulation. Equally, I have said that I have grave concerns about a press bill and am not convinced that it is necessary on the grounds of principle, practicality or necessity. “The ongoing cross party talks will seek to secure consensus around the Royal Charter.” Liberal Democrat leader Nick Clegg took the unusual step of making a separate statement to the Commons

from Prime Minister David Cameron on the Leveson recommendations last year because the two parties were split over whether there should be statutory underpinning of a new system. But the Lib Dems yesterday did not rule out the Royal Charter proposals. A Liberal Democrat spokesman said: “We have always said our preferred option is to implement what Leveson suggested - a system of independent self-regulation backed by statute. “But we are also clear that, as both Leveson and the victims have called for, the best outcome would be to move forward with cross-party agreement. “We will continue to take part in cross-party talks. “But after the vote in the Lords, the onus is now clearly on those who oppose statute to demonstrate that a Royal Charter approach can be shown to meet the requirements set out by Leveson.”

Inflation stuck at highest level since May BRITAIN’S inflation rate unexpectedly held steady for the fourth consecutive month in January but there was little respite for consumers as it remained at its highest level since May, official data showed yesterday. Annual consumer price inflation stayed

at 2.7 per cent last month, the Office for National Statistics said, slightly below the 2.8 per cent median forecast in a Reuters poll of economists. It is the first time inflation has remained unchanged for four months since records began in 1996, the ONS said.

Accused admits officers’ murder One-eyed defendant in dramatic plea change

Wednesday February 13

ONE-eyed Dale Cregan has dramatically changed his plea and admitted murdering two unarmed police officers in a gun and grenade attack. Cregan, 29, pleaded guilty to murdering PC Fiona Bone, 32, and PC Nicola Hughes, 23, during his trial at Preston Crown Court. He continues to deny murdering father and son David and Mark Short. Last week the families of the two murdered policewomen sobbed in court as they listened to details of the “bloody conclusion” to Cregan’s alleged string of attacks. The court heard that he had told police, “I’ll be waiting”, as he lured the unarmed and unsuspecting officers with a bogus 999 call. When the officers arrived Cregan attacked, firing 32 times in a matter of seconds, emptying his handgun’s magazine, before leaving his “calling card”

by throwing a military fragmentation grenade as his victims lay bleeding on the floor, the court was told. The jury heard how PC Bone fell in a hail of 24 bullets when she drew her Taser and tried to respond. Cregan also blasted PC Hughes in the head three times as she lay paralysed on the floor.

‘CALM AND CASUAL’ After the attack “calm and casual” Cregan, who had groomed himself with new clothes and a haircut on his last night of freedom, handed himself in saying: “I’m wanted by the police and I’ve just done two coppers,” the jury heard. Last week Nicholas Clarke QC detailed the final moments of the officers’ lives. As he did their loved ones, sitting in the public gallery, could not contain their emotions. The dramatic change of plea came on the fourth

day of the trial. Following the lunch adjournment the jury was brought back into court and trial judge Mr Justice Holroyde told the court there was about to be a “step in proceedings”. Simon Csoka QC, defending Cregan, got to his feet to address the judge, saying: “The defendant would like to be arraigned again on counts 10 and 11.” Cregan then stood and replied “guilty” when asked to enter his new plea to the charges, read by the clerk of the court. Mr Justice Holroyde said there were remaining charges against Cregan but this new development would change the timetabling for the trial. Shortly afterwards the jurors were sent home to return this morning to continue the trial. None of the families of the two officers attended court yesterday to hear Cregan admit the murders.

Dad started deadly fire to frame ex, court told A FATHER accused of killing his six children in a house fire started the blaze as part of a “plan” to frame his ex-girlfriend after becoming locked in a custody battle with her, a court has heard. Mick Philpott, along with his wife Mairead, allegedly started the fire at their semi-detached home after making reports to the police that his former partner, Lisa Willis, had been threatening him and his family. There were emotional scenes during their manslaughter trial at Nottingham Crown Court yesterday as the 999 call made by the couple as the fire took hold was played to the jury. Philpott stood and tried to leave the dock saying “I can’t listen to it” before being made to sit down by security officers. He

spent the remaining minutes sobbing, with his head bowed and hands over his ears as the call played out. Philpott, 56, his 31-year-old wife and Willis, 28, all lived in the same house, with 11 children six were those of Mick and Mairead Philpott, while four were his children with Willis. Another child was Willis’s with another man. Mick and Mairead Philpott’s children - Jade, 10, and her brothers John, nine, Jack, eight, Jesse, six, Jayden, five, and Duwayne, 13 all perished after the fire at their home in Victory Road, Allenton, Derby, in the early hours of May 11 last year. The couple, along with a third defendant, 46-year-old Paul Mosley, have all denied six separate counts of manslaughter in relation to the deaths.

Europe EUROPE TODAY France ready for Turkey talks FRANCE said yesterday it was ready to unblock EU membership talks with Turkey on the subject of help for EU regions, marking an improvement in relations between the two countries since the arrival of President Francois Hollande last year. Turkey began talks on joining the European Union in 2005, but has only completed one of the 35 policy areas, or “chapters”, every candidate must conclude to be allowed entry. France has vetoed talks with Turkey on five of those chapters. While Hollande has stopped short of endorsing Turkey’s EU candidacy, he has said it should be judged on political and economic criteria - in contrast to his predecessor Nicolas Sarkozy’s position that Turkey did not form part of Europe.

Militants killed RUSSIA said security forces had killed six militants yesterday in a raid on a forest hideout and a firefight at a house in the North Caucasus, a mainly Muslim region where the Kremlin is fighting an Islamist insurgency. More than a decade after Moscow reasserted federal control over Chechnya following two separatist wars, it is still struggling to contain violence by insurgents seeking to carve out an Islamic state in Russia’s south. Russia’s Anti-terrorism Committee (NAK) said five militants were killed in a forest on the border of the Derbent and Tabasaran districts of Dagestan. It said one of the insurgent leaders committed a series of murders last year, including the shooting of two village officials and the director of a local middle school.

Ex spy chief sentenced ITALY’S former military intelligence chief was sentenced to 10 years in jail yesterday for his role in the kidnapping of an Egyptian Muslim cleric in an operation organised by the United States. An American former CIA station chief was this month sentenced in absentia to seven years in jail after imam Abu Omar was snatched from a Milan street in 2003 and flown to Egypt for interrogation during the United States’ “war on terror”. The Milan appeals court sentenced Nicolo Pollari, former head of the Sismi military intelligence agency, to 10 years in prison and his former deputy Marco Mancini to nine years.

Vatican plans a big send-off for retiring pontiff Benedict to have no role in running Church By Philip Pullella CARDINALS around the world began informal contacts to discuss who should next lead the Church through a period of major crisis and the Vatican said it planned a big send-off for Pope Benedict before he becomes the first pontiff in centuries to resign. At a news conference yesterday on how the pope plans to spend the next two weeks before he steps out of the limelight, the Vatican also disclosed that the 85-year-old Benedict has been wearing a pacemaker since before he was elected pope in 2005. It said no specific illness led him to resign, merely old age and diminishing mental and physical strength. It also said he would not play any role in the running of the Church after his February 28 resignation. “The pope has said in his declaration that he will use his time for prayer and reflection and will not have any responsibility for guidance of the Church or any administrative or government responsibility,”

said Vatican spokesman Father Federico Lombardi. “This is absolutely clear and this is the sense of the resignation,” Lombardi said, adding that he “will not intervene in any way” in trying to influence the choice of his successor. The shock announcement sent the Vatican scrambling to change venues of some papal activities so that more people can see him before the resignation. Today, the pope was to have led a traditional Ash Wednesday service at a small church in Rome, but the event has been moved to St Peter’s Basilica for what will likely be his last Mass in public. His last general audience, scheduled for the day before his resignation, has been moved from the Vatican’s audience hall, which has a capacity of some 10,000 people, to St Peter’s Square, which can hold hundreds of thousands. After he leaves office on February 28, he will go first to the papal summer residence south of Rome and then to a cloistered convent inside the Vatican walls, exchanging the splendour of his 16th-century

Pope resignation could hurt Berlusconi in polls POPE Benedict’s resignation could limit the chances of former Italian prime minister Silvio Berlusconi closing the gap on the centre-left frontrunner before this month’s election, some pollsters and analysts say. Berlusconi, who seemed certain to lose a few months ago, has staged an aggressive campaign based on tax-cut promises that has eroded the lead of Pier Luigi Bersani’s Democratic Party (PD) and raised the prospect of an inconclusive outcome. However, some pollsters say the pope’s resignation could clip Berlusconi’s wings by eclipsing the election campaign on television and newspapers at a time when he has just 12 days left to win over voters. “This will put the campaign on ice for a while and that is bad news for Berlusconi who still needs to make up ground,” said Renato Mannheimer, head of the ISPO polling agency. Final polls published on Friday before a two-week blackout ahead of the February 24-25 vote gave Bersani an average lead of 5.7 points, down from above 10 per cent before the start of the campaign. Under Italy’s complicated voting system, that gap would give Bersani a comfortable majority in the Chamber of Deputies, but may not guar-

Former Italy PM Silvio Berlusconi has been eclipsed by the pope’s resignation antee him a majority in the Senate, where seats are allocated on a regional basis. Berlusconi’s media blitz has involved a spate of “shock announcements” including the promised reimbursement of a hated housing levy, the abolition of payroll taxes on new hires, and an amnesty for tax evaders. With the election campaign relegated from page one to around page 15 of the main newspapers on Tuesday, the impact of such announcements can be expected to be diluted for several more days at least. The pope’s decision also dominated Berlusconi’s own media empire yesterday. He controls three of Italy’s seven national free-to-air television channels and the largest magazine publisher.

Apostolic Palace for a sober modern residence. In mid-March, some 115 cardinals will enter the Sistine Chapel to elect the next leader of the world’s 1.2 billion Roman Catholics. Cardinals lose their right to enter a conclave when they turn 80, so the exact number will depend on the day of the start of the conclave. While the Vatican began preparations for Benedict’s last days as pope, Church sources said informal consultations on the phone, at lunches and via emails have begun among cardinals about what type of leader the next pope should be. After a string of scandals, Church experts say the cardinals will be looking for someone who is not only a holy man but also a good administrator. “A lot of cardinals will tell you off the record if you ask them

Vatican spokesman Father Lombardi revealed yesterday that the 85-year-old Benedict has been wearing a pacemaker since before he was elected pope in 2005 for their private assessment of this pope that personally he was a great man, holy, genuine, honest and humble and that his teachings will stand the test of time,” said John Allen, author of several books on the Vatican.

“But they will also say that there was a regime around Benedict XVI that did not know how to make the trains run on time and they were often left to pick up the pieces of bombs that exploded here,” he said.

New Tunisia govt. seen this week

Israel rattled by prisoner suicide

THE leader of Tunisia’s main Islamist Ennahda party, Rached Ghannouchi, said yesterday he expected Prime Minister Hamadi Jebali to form a coalition government this week that would include politicians as well as technocrats. Tunisia was thrown into political turmoil last week by the assassination of secular opposition politician Chokri Belaid. After the killing, Jebali proposed forming a cabinet of apolitical technocrats to take Tunisia to elections, but did not consult his own Ennahda party or its secular coalition partners. Ghannouchi said Ennahda had rejected Jebali’s idea and would make a counter-proposal. “A project for a political government will be presented today to the prime minister to form a team of politicians and technocrats,” he told Reuters in an interview. “I expect that agreement will be reached and that Jebali will remain the prime minister of a coalition government,” he said, adding that only a party-based cabinet could win support in the National Constituent Assembly and in the street. Violent protests, in which one policeman was killed, swept Tunisia after Belaid’s assassination, with crowds attacking Ennahda offices in Tunis and elsewhere. Tens of thousands of people turned out for the slain leader’s funeral on Friday. Ghannouchi said Ennahda might even withdraw from the government if Jebali insisted on forming a technocrat cabinet, although it was not clear how this could work in practice.

AN Australian man committed suicide in a high-security Israeli jail in 2010 after being held for months in great secrecy, Australia’s ABC channel said yesterday, throwing new light on a case that has rattled Israel. The unsourced ABC story named the man, known previously only as “prisoner x”, as Ben Zygier. It added that it “understood” the 34-yearold from Melbourne had been previously recruited by the Israeli spy agency Mossad. Within hours of the report surfacing, Prime Minister Benjamin Netanyahu’s office summoned Israeli editors to ask them not to publish a story “that is very embarrassing to a certain government agency”, Israel’s Haaretz newspaper said. “The emergency meeting was called following a broadcast outside Israel regarding the incident in question,” Haaretz said. Shortly afterwards, all reference to the Australian report vanished from Israeli news sites - including Haaretz itself. Such a gag order is highly unusual in Israel, where state military censors normally allow local media to quote foreign sources on controversial incidents - such as an alleged attack on Syria last month by the Israeli airforce. Members of the Israeli parliament in Jerusalem asked Justice Minister Yaakov Neeman to confirm if the report was true and demanded to know if other prisoners were being held in secret. “This matter is not within the jurisdiction of the justice ministry,” Neeman said. “There is no doubt that if this information is accurate this is something that ought to be checked,” he added. The state censors gave news outlets in Israel the green light to report the parliamentary debate but nothing else. ABC said Zygier, who came from a prominent Jewish family in Australia, had moved to Israel 10 years before his death and had taken on the name Ben Alon. He married an Israeli woman and the pair had two children. The Australian television channel gave no reason for his imprisonment, speculating only it would have had to concern espionage and sensitive state secrets.

New setback for Assad forces as air base falls By Khaled Yacoub Oweis SYRIAN opposition fighters captured a military airport near the northern city of Aleppo yesterday in another military setback for President Bashar al-Assad’s forces which have come under intensifying attack across the country. The airport is the latest military facility to fall under rebel control in a strategic region situated between Syria’s industrial and commercial centre and the country’s oiland wheat-producing heartland to the east. Fighting in the nearly twoyear-old conflict has intensi-

Damascus open to ‘national dialogue’ meet with Alkhatib fied in the three weeks since the political leadership of the opposition offered to negotiate a departure for Assad. In the first direct government response, Syria’s minister for “national reconciliation”, Ali Haidar, said he was willing to travel abroad to meet Moaz Alkhatib, the Cairo-based president of the Syrian National Coalition opposition group. Authorities had previously said they would talk

to the “patriotic opposition” - figures who have not allied themselves with the armed rebellion. But most centrist opposition figures have left the country since Abdel-Aziz al-Khayyer, a proponent of dialogue and non-violence, was arrested last year. “I am willing to meet Mr Khatib in any foreign city where I can go in order to discuss preparations for a national dialogue,” Haidar told the Guardian newspaper.

But Haidar said the authorities rejected any dialogue that aims “to hand power from one side to another” and insisted that formal negotiation must take place on Syrian soil. The main push for talks on a transition is coming from UN envoy Lakhdar Brahimi, a veteran diplomat who helped mediate an end to civil war in neighbouring Lebanon and warned that Syria could become a failed state. The Syrian uprising, in which 60,000 people have been killed, has been the bloodiest of the Arab revolts that already toppled four autocrats in Libya, Egypt, Tunis and Yemen.

Iran acknowledges it is converting uranium, easing bomb fears

N. Korean nuke test draws widespread ire Pyongyang says test was act of self-defence against US By David Chance and Jack Kim

An activist takes part in a protest against North Korea’s third nuclear test, in Seoul yesterday (AFP)

NORTH Korea conducted its third nuclear test yesterday in defiance of U.N. resolutions, drawing condemnation from around the world, including from its only major ally, China, which summoned the North Korean ambassador to protest. Pyongyang said the test was an act of self-defence against “US hostility” and threatened stronger steps if necessary. The UN Security Council held an emergency meeting at which its members, including China, “strongly condemned” the test and vowed to start work on appropriate measures in response, the president of the council said. North Korean leader Kim Jong-un, the third of his line to rule the country, has presided over two long-range rocket launches and a nuclear test during his first

Pentagon mulling drone cuts THE Pentagon is considering for the first time scaling back the massive build-up of drones it has overseen in the past few years, both to save money and adapt to changing security threats and an increased focus on Asia as the Afghanistan war winds down. Air force leaders say the military may already have enough unmanned aircraft systems to wage the wars of the future and the Pentagon’s shift to Asia will require a new mix of drones and other aircraft because countries in that region are better able to detect unmanned versions and shoot them down. If the Pentagon does slow the huge building and deployment programme, ordered several years ago by then-defence secretary Robert Gates, it will not affect the CIA drone strikes in Pakistan, Yemen and elsewhere against terror suspects. Those strikes were brought centre stage last week during the confirmation hearing for White House counter-terror chief John Brennan, President Barack Obama’s pick to lead the CIA. General Mike Hostage, commander of Air Combat Command, said senior leaders were analysing the military’s drone needs and discussions were beginning. But he said the current number patrolling the skies overseas may already be more than the service could afford to maintain. Overall, Pentagon spending on unmanned aircraft has jumped from 284 million dollars in 2000 to nearly four billion in the past fiscal year, while the number of drones owned by the

Pentagon has rocketed from less than 200 in 2002 to at least 7,500 now. The bulk of those drones are small, shoulder-launched Ravens owned by the US Army. The discussions may trigger heated debate because drones have become so important to the military. They can provide 24-hour patrols over hotspots, gather intelligence by pulling in millions of terabytes of data and hours of video feeds and can also launch precisely-targeted air strikes without putting a pilot at risk. The analysis began before Brennan’s confirmation hearings, where he was questioned sharply about the CIA’s use of drones to kill terror suspects, including American citizens overseas. The CIA has its own fleet of drones that it uses on such missions and any decision to stop building drones would be unlikely to have any effect on that programme. The air force discussions are focused more on whether the military’s drone fleet is the right size and composition for future conflicts. There has been a seemingly insatiable appetite within the military for the unmanned hunter/killers, particularly among top combat commanders around the world who have been clamouring for the drones, but have seen most resources go to the wars in Iraq and Afghanistan. Gen Hostage, interviewed in his office at Langley Air Force Base in Hampton, Virginia, said the military’s new focus on the Asia-Pacific region would require a different mix of drones and other aircraft.

Cuba tones down Castro take on Chavez MORE than a week after former leader Fidel Castro was quoted in Cuban media as saying Venezuela’s cancerstricken President Hugo Chavez was “much better,” the Communist Party newspaper published a different, toned down version of his comments yesterday. The transcript in Granma, said to have been “reviewed and updated” by Castro, left out the more positive assessments of Chavez’ condition, but did say he was recovering.

Castro, who spoke with reporters when he went to vote in Cuba’s National Assembly election, was quoted in February 4 news accounts as telling reporters he got daily reports on Chavez and that he was doing “much better, improving” two months after undergoing a six-hour operation in Havana. In the official version, published yesterday, a reporter asked Castro if he had heard anything about the condition of Chavez.

“Yes, every day. He is recovering, according to the last medical report I received today, February 3, at midday,” Castro replied. “Improving?” the reporter asks. “Yes, although they have been difficult and hard days. Our doctors devote themselves to this task, this is what I am able to tell you since the information is a right that belongs to the (Venezuelan) government and his family members,” Castro said.

year in power, pursuing policies that have propelled his impoverished and malnourished country closer to becoming a nuclear weapons power. North Korea said the test had “greater explosive force” than those it conducted in 2006 and 2009. Its KCNA news agency said it had used a “miniaturised” and lighter nuclear device, indicating it had again used plutonium, which is suitable for use as a missile warhead.

BELLICOSE TONE China, which has shown signs of increasing exasperation with the recent bellicose tone of its reclusive neighbour, summoned the North Korean ambassador in Beijing and protested sternly, the Foreign Ministry said. Foreign Minister Yang Jiechi said China was “strongly dissatisfied and resolutely opposed” to the test and urged North Korea to “stop any rhetoric

or acts that could worsen situations and return to the right course of dialogue and consultation as soon as possible”.

CHINA AFFRONT Analysts said the test was a major embarrassment to China, which is a permanent member of the Security Council and North Korea’s sole major economic and diplomatic ally, because it cast doubt on the extent of Beijing’s influence over its ally. US President Barack Obama called the test a “highly provocative act” that hurt regional stability and pressed for new sanctions. “The danger posed by North Korea’s threatening activities warrants further swift and credible action by the international community. The United States will also continue to take steps necessary to defend ourselves and our allies,” Obama said. US Ambassador to the

United Nations Susan Rice said Washington and its allies intended to “augment the sanctions regime” already in place due to Pyongyang’s previous atomic tests. North Korea is already one of the most heavily sanctioned states in the world and has few external economic links that can be targeted. Japanese Prime Minister Shinzo Abe said the test was a “grave threat” that could not be tolerated. UN Secretary-general Ban Kimoon said the test was a “clear and grave violation” of UN Security Council resolutions. Russian Foreign Minister Sergei Lavrov urged North Korea to abandon its nuclear arms programme and return to talks. NATO condemned the test as an “irresponsible act” that posed a grave threat to world peace. South Korea, still technically at war with North Korea after a 1950-53 civil war ended in a mere truce, also denounced the test.

Economy New FSA fine for UBS over mis-selling

Barclays commits to a new direction, axes 3,700 jobs

UBS has been fined £9.45 million ($14.80 million) by Britain’s financial regulator for exposing customers to unacceptable risk when it sold an AIG investment fund in the latest blow to the Swiss bank’s battered reputation. The Financial Services Authority (FSA) said yesterday the bank, which was fined $1.5 billion in December for its part in a global interest rate rigging scandal a year after stunning markets with a $2.3billion rogue-trading loss, also failed to deal properly with customer complaints about the AIG fund sale. The FSA said UBS sold the AIG Enhanced Variable Rate Fund - which sought to improve returns by investing in assets backed by securities and floating rate notes - to almost 2,000 high net worth customers between December 1, 2003 and September 15, 2008. Initial investments were about £3.5 billion. But as share prices plunged during the credit crisis of 2007 and 2008, customers rushed to withdraw cash and the fund was suspended, leaving 565 UBS clients unable to access about 816 million pounds invested. The FSA said UBS had missold the fund to at least 19 customers and had mishandled at least 11 complaints. It estimates that the bill for compensating customers will come to around £10 million. “UBS’s conduct fell far short of what its customers deserved and what the FSA requires,” said Tracey McDermott, head of the FSA’s enforcement and financial crime division. “It failed to ensure it understood the product it was selling, failed to recommend it to the right customers and failed to take effective action in the financial crisis when the problems with the fund came to the fore.”

BARCLAYS new chief executive pledged a fresh course for the British lender yesterday, axing at least 3,700 jobs and pruning its investment bank as he seeks to rebuild its reputation and boost profitability after a series of scandals. In an attempt to distance the bank from the aggressive, high-risk culture championed by his predecessor, Antony Jenkins said Barclays would put ethics above earnings at the bank, which has become a focus for public anger at the excesses of the financial sector. “Barclays is changing. There will be no going back to the old way of doing things. We get it, we are changing the way we do business, we are changing the type of business we do,” Jenkins told a news conference. “We must act at all times with good values.” Jenkins unveiled his grand plan, dubbed “Project Transform”, at London’s Royal Horticultural Halls, an Edwardian exhibition space well away from the bank’s skyscraper headquarters in Canary Wharf and just a short walk from parliament, where lawmakers have heavily criticised the bank for its misdeeds. Keen to convince a sceptical public that Barclays can change, Jenkins has cut the average bonus for its invest-

Jenkins said he had full confidence in his executive team but declined to answer questions about the future of Rich Ricci, head of Barclay’s investment bank, where many of the scandals emanated.

“I can’t predict the future,” he said. Investors applauded the bank’s plans to raise its dividend and slice 1.7 billion pounds in annual costs, including cutting 1,800 jobs in corporate and investment banking and 1,900 in its European retail and business banking. “A commitment to cost reductions and evidence of cost control in the investment bank bonus pool have

spurred today’s renewed optimism,” Simon Maughan, strategist at Olive Tree Securities, said. Barclays shares were up 4.42 per cent by 1140 GMT, the best performer in a European banking index up 1.12 per cent. Jenkins, 51, has said he expects “Project Transform”, his plan to revamp the bank, to take five to 10 years and has told staff they should leave if they do not want to sign up

to the new standards. He has cut the average bonus for investment bankers to 54,100 pounds for last year, down 17 per cent on the year. It will pay 1.85 billion pounds in bonuses, down 14 per cent. Jenkins plans to focus investment in Britain, the United States and Africa, and reduce the bank’s presence in continental Europe and Asia. Nearly one in three Barclays’ branches in continental Europe, or over 340 offices, according to Reuters calculations, will be closed. He will scale back the investment bank’s equities and advisory businesses in continental Europe and Asia and refocus its retail businesses in Italy, Spain, Portugal and France on mass affluent customers. Jenkins aims to cut the bank’s cost base to 16.8 billion pounds in 2015, excluding one-off costs to achieve that of 2.7 billion over the next three years, and lift its dividend to achieve a 30 per cent payout ratio. The bank will pay a dividend of 6.5 pence per share for 2012 from 6p in 2011, which analysts said was encouraging given that UK regulators are telling banks to conserve capital. “We take this as a positive for the UK banks - the fact that a bank was allowed to increase its dividend in a backdrop where the Bank of England has been talking about capital holes in the UK banks,” said Chira Barua, senior analyst at Sanford Bernstein. Barclays is still recovering from the political furore that followed its $450 million fine for manipulating benchmark interest rates in June. The ensuing storm triggered the departure of its then chief executive, former Wall Street trader Bob Diamond, and chairman Marcus Agius.

FISCAL and monetary policies must not be directed at devaluing currencies, the Group of Seven nations said yesterday in a statement Japan said gave it a green light to continue efforts to reflate its economy. The intervention follows a round of rhetoric about a currency war, prompted largely by Japan’s new government pressing for an aggressive expansion of monetary policy, which has seen the yen weaken sharply as a result. The G7 powers - the United States, Britain, France, Germany, Japan, Canada and Italy - reiterated their commitment to market-determined exchange rates and said they would consult closely to avoid disorderly and

volatile market moves which could hurt economic and financial stability. “We reaffirm that our fiscal and monetary policies have been and will remain oriented towards meeting our respective domestic objectives using domestic instruments, and that we will not target exchange rates,” said the statement, released by Britain which chairs the G8 (G7 plus Russia) forum this year. Despite the wording, which went a little beyond the G7’s last say on currencies in 2011, there is little suggestion that Tokyo will come under serious pressure when G20 finance ministers and central bankers meet in Moscow later this week, not least because the United States is indulging in similar policies.

Japanese Finance Minister Taro Aso welcomed the statement, saying it recognised Tokyo’s policy steps were not aimed at affecting foreign exchange markets. “It was meaningful for us as (the G7) properly recognises that steps we are taking to beat deflation are not aimed at influencing currency markets,” Aso told reporters. US Treasury official Lael Brainard said on Monday that while competitive devaluations should be avoided, Washington supported Tokyo’s efforts to reinvigorate growth and end deflation. The dollar edged up to 94.21 yen, from around 94.16 yen before the statement was issued.

Opinion

Government is capable of any communications trick imaginable IN THE END, the Cyprus government could not have its way at Monday’s Eurogroup meeting and had to accept that the audit of compliance with anti-money laundering regulations would be carried out by a private firm. This was at least the impression given by President of the Eurogroup Jeroen Dijsselbloem after the meeting, when he said “we agreed that an independent assessment conducted by a private sector firm is required and we requested the troika and Cyprus to agree on the terms of reference for such an assessment within a week”. During the meeting the government opposed the idea, claiming it was unacceptable for a private firm to carry out an investigation of a state and insisting the task should be performed by an international organisation such as Moneyval, a Council of Europe committee, or the Financial Action Task Force. In the end the Eurogroup’s only concession was that Nicosia would have a say in the choice of auditing firm that would have to be picked within a week in order to complete the investigation by the second half of March when the memorandum is due to be signed. Yesterday, however, the deputy government spokesman Christos Christofides said Cyprus had disagreed with the hiring of a private firm and the dialogue on the issue would continue. “The Cyprus Republic will continue to support its positions of principle on the matter with assertiveness and decisiveness, as it has done so far,” said Christofides. So how could Dijsselbloen claim there was agreement when the government was determined to oppose the hiring of a private firm? Was this another case of the government thinking that its finance minister Vasos Shiarly did not represent the government? The Cyprus government’s main objection to hiring a private firm was that this would raise questions about banking confidentiality and could scare away foreign bank customers. This would have been a legitimate point had the government not already agreed to a policy of disclosure in the memorandum of understanding. This is what the memorandum says on page seven, under the title ‘Increasing financial transparency’: “Furthermore, to address concerns that Cypriot corporations and trusts might be misused, the authorities have committed to an action plan to revise and effectively implement the legal framework, in order to ensure that adequate, accurate and timely information on the beneficial ownership of Cypriot legal persons and arrangements can be provided to foreign counterparts in response to requests related to money laundering and tax matters [by end December 2012].” Could the government have decided to put on a show of resistance to the Eurogroup’s decision in order to cover up its agreement, in the memorandum, to “monthly reporting by financial institutions on the breakdown by country of origin of the main depositors and the main beneficiaries of loans (and of their beneficial owners)”? No communications trick is beyond this government.

Philips turns off TV in turnaround Analysis Sara Webb

T

HE Philips name has been synonymous with trusty TV sets and reliable video players’ but in the overhaul of this lumbering Dutch behemoth over the past two years, both have been ditched. Nothing, it seems, is sacred in Chief Executive Frans van Houten’s makeover of Philips to focus on the healthcare, lifestyle and energy needs of ageing and increasingly prosperous consumers - whether high-margin electric toothbrushes and shavers, street lighting or hospital equipment. To make Philips more lean and nimble has taken a rigorous monitoring of its entire portfolio of products and markets combined with a ruthless willingness to jettison weaklings and poor performers such as the home entertainment businesses, and to concentrate instead on higher-margin market leaders. Van Houten picked new managers at each of the company’s three core businesses - consumer lifestyle, healthcare and lighting - and is shaking up a stodgy culture in a firm that once led in R&D but sometimes fell short in the marketplace. The company which first experimented with televisions and radios later lost out in the videotape wars of the 1970s and 1980s and did not react quickly enough when consumers shifted online for their music and other entertainment. Van Houten has also cut jobs and overheads, including office space and IT systems, scaled back inventory to free up cash flow, and launched a two billion euro share buyback. The strategy has started to pay off. The divestments and four consecutive quarters of better-than-expected results have pushed the stock to its highest level since March 2011, just before Van Houten officially took over as CEO, as Philips appears to be on track to achieve its 2013 targets. “Exiting lifestyle entertainment for me is the real mark, these guys invented a lot of these consumer electronics we know, that is part of the Philips legacy,” said Scott Cobb, principal at Southeastern Asset Management which is Philips’ biggest shareholder with about 6.5 per cent of the stock. “For them to say ‘this is a business that is marginally profitable, struggling with declining revenue and does not have scale to compete’ sends a massively strong signal that this company and its management are not the old Philips.” Cobb said the two billion euro share buyback was also a strong buy signal because it showed the management was confident of delivering cost savings and pushing through change. There is plenty of room for further improvement. By some measures, such as

The Philips name has been synonymous with TV sets, but these have now been ditched in favour of healthcare and lifestyle products such as electric toothbrushes (below) and shavers the ratio of enterprise value (EV) to earnings before interest, tax, depreciation and amortisation (EBITDA), Philips looks undervalued against German conglomerate Siemens and General Electric, its rivals in the field of lighting systems and hospital equipment. Philips is also cheaper than two small European firms which compete purely in the home appliances sector. SEB of France, which owns the Moulinex brand, and De’Longhi of Italy, are valued at multiples of 7.2 and 7.9 respectively. Based on other ratios such as price/book value, and EV/revenue, Philips ranks at the lower end of the group’s range. And with roughly one third of Philips’ units still underperforming and in need of turnaround, according to Van Houten, there should be further upside for investors. “There is much more potential to unlock. We need to stay at this for five years,” Van Houten said, just two years into the turnaround, adding that too many companies “stop too early” when it comes to shaking up their business. Van Houten became chief executive in April 2011, but during his months as CEO-in-waiting, he took a whirlwind tour of what was soon to become his global empire. Stunned by the sheer number of different products available in a myriad of different markets, he realised the group had proliferated and had little inkling of which of these combinations made or lost money. He worked closely with his chief financial officer, Ron Wirahadiraksa, and with chief strategist Jim Andrew, a former Boston Consulting Group partner who had worked in India and Singapore, to come up with his plan. Using what he describes as

a “dashboard” - a computer model that monitors hundreds of combinations of products and the markets where they are sold - he can keep track of profits, sales, market share and supply chain efficiency for anything from medical equipment in Malaysia to salad dicers in Russia. Each business and market combination appears in red, green or amber, according to performance, and is further scrutinised for ways to squeeze more value out of it. Recognising that Philips could no longer compete with low-cost Asian manufacturers such as Samsung Electronics and LG Electronics when it came to televisions and audiovisual equipment, Van Houten cut them loose. The model isn’t foolproof. High-growth countries are set high targets, but for example if growth hits 28 per cent, just short of a 30 per cent target, the targets may have to be eased slightly, Van Houten says. The consumer division’s underlying margin for earnings before interest, taxes and am-

ortisation has already improved to 11.7 per cent in the fourth quarter from 8.3 per cent a year ago. With the sale of the lowmargin audiovisual business, it should increase further, helped by its leading position in electric shavers and toothbrushes. Overall, the consumer lifestyle division now accounts for a far lower percentage of group sales - 26 per cent in the fourth quarter, down from 36 per cent two years ago - while healthcare has climbed to about 41 per cent of group sales, up from about 36 per cent in the same period. With home entertainment out of the way, the consumer division will focus on appliances such as coffee-makers, electric shavers, and ‘airfryers’ which cook low-fat food. Philips signed up Taiwanese actor and model Godfrey Gao to endorse its electric shavers in China, helping it to sell more than 10 million last year as it pushed into second- and thirdtier Chinese cities. In Russia, the company has adapted its salad-choppers to produce cubes because that is how Russians like their vegetables - and the dicers have proved a hit, Van Houten said. Historically, Philips had tied its fortunes to the developed markets of North America and Europe. It was slow to exploit the rapid rise of emerging markets where billions of consumers craved a better lifestyle and higher standards of healthcare, and increasingly had the money to pay for it. That’s changing, if slowly. The share of sales derived from growth economies such as Brazil, Russia, India and China, as well as Africa and the Middle East, inched up to 35 per cent in the fourth quarter, from 33 per cent of the total two years ago, and is set to rise further, Van Houten said.

Stars show off skin, but still stick to Grammy dress code Organisers relieved no ‘wardrobe malfunctions’ took place THERE were no ‘wardrobe malfunctions’ but stars at the 55th Grammy Awards were not covering up either, despite being asked to dress “appropriately.” Presenter Jennifer Lopez, wearing a black off-theshoulder Anthony Vaccarello gown slit up her thigh on one side, joked about her attire. “As you can see, I read the memo,” said the diva who caused a stir a few years ago when she appeared at the Grammys in a Versace gown with a neckline that dropped below her navel. “You inspired the memo!” said her co-presenter Pitbull, getting a big laugh from the audience. Broadcaster CBS last week issued a memo asking that Grammy performers and presenters keep their breasts, buttocks and genitals covered up. “I thought about the dress code. And thought about it again. And that’s about it. I respect it. See, I wore clothes,” Destiny’s Child singer Kelly Rowland told reporters backstage of her black Georges Chakra gown that featured several strategically placed cut-outs. Singer Kimbra, who recorded ‘Somebody That I Used to Know’ with Gotye, and won Record of the Year, wore a sheer, sparkly dress with a skin-coloured layer beneath, giving the illusion she was covered by strategically placed baubles. “I’m fine with the dress code,” she said on the red carpet. Katy Perry bared her cleavage in a green gown, but Beyonce covered up in a black pantsuit for the red carpet and Rihanna chose

Grammys draw 28 million TV viewers By Jille Serjeant SOME 28.1 million Americans watched the Grammy Awards show on television, a predictable 30 per cent drop from last year’s emotion-filled ceremony following the death of singer Whitney Houston, according to ratings data yesterday. Despite the lower numbers, Sunday’s three-and-a-half hour show broadcast live on CBS was the secondlargest TV audience for the music industry’s big night since 1993, and many critics gave the show a thumbs up. “For the first time in too long, the Grammys telecast was a good time in and of itself — a refreshingly coherent celebration of our increasingly incoherent popscape,” wrote Chris Richards of the Washington Post. “There were A-game performances, trophyhoarders who deserved to win them and very few reasons to wince, grouse or wish you were watching Downton Abbey,” Richards added.

Presenter Jennifer Lopez (left), wearing a black off-the-shoulder Anthony Vaccarello gown slit to the thigh on one side, joked about her attire, while singer Katy Perry bared her cleavage in a green gown an elegant red gown. Redfoo, the flamboyant 37-year-old LMFAO singer, had some fun and showed off his legs on the red carpet, sporting knee length pants to go with his suit. “I couldn’t wear no Speedo ... so I got my suit on,” he

told Reuters on the red carpet. Singer Adele’s look was a little too conservative for some people’s tastes. Her red and pink, flower-covered frock featured a high neck. As usual, there were some

kooky outfits on display. Al Walser, who was nominated for Best Dance Recording for his single, ‘I Can’t Live Without You,’ donned an astronaut’s space suit. Born in Switzerland to a mother from Lichtenstein and an African father,

Walser explained that being from Lichtenstein was like being from another planet because it is so small. Blues singer Dr. John wore a Mardi Gras-inspired feathered headdress for his performance with the Preservation Hall Jazz Band.

Bradley Cooper named Rowland loved ‘sisters’ reunion Elle Style best actor HOLLYWOOD star Bradley Cooper landed the best actor prize at the Elle Style Awards - after missing out on a Bafta on Sunday evening. The Silver Linings Playbook mainman collected the title at the Savoy Hotel in London as the magazine staged its annual prize bash. Other well-known names honoured at the ceremony included Stella McCartney who took the best international designer prize. Emeli Sande, whose album Our Version Of Events was last year’s UK biggest seller on the back of her Olympic ceremony performances, was named best music act, but was unable to attend the event. Kick-Ass and Hugo actress Chloe Moretz, who celebrated her 16th birthday on Sunday, was named the next future icon, while hit US series Game Of Thrones was named best TV show. Bradley - whose movie roles have included The Hangover and Wedding Crashers - missed out on the best actor prize at the Bafta film awards to Daniel Day-Lewis for his lead role in Lincoln. The event - officially called the Elle Style Awards 2013 in association with Next - was hosted by Radio 1 breakfast show host Nick Grimshaw. Grimshaw defended the drop in ratings since he took over the breakfast show from Chris Moyles. He said: “I thought they were good, my bosses were really happy. “We lost like 40,000 and like 250,000 new young people tuned in and my remit was to get kids listening, and that’s what’s happened.”

Destiny’s Child perform at the Super Bowl

KELLY Rowland loved being reunited with her ‘sisters’ during Destiny’s Child’s halftime Super Bowl performance. The singer joined bandmates Beyonce and Michelle Williams on the stage at the NFL showpiece and she was thrilled to be back with the girls as it was such a “incredible” moment. She said: “Oh my gosh - it was so incredible. The most beautiful part was when I looked on stage and I saw my sisters again - my heart just dropped. I loved every moment.” Before Kelly and Michelle took to the stage, Beyonce sang some of her solo hits and Kelly says they were so proud to see her put on such a great show. She told Access Hollywood: “Let me tell you, she killed, killed ‘Halo’! I’m just so proud of her and proud of Michelle and proud of us as a whole, as individuals. I’m so excited.” She also revealed how the girls were initially unaware the Super Bowl was affected by a 13-minute power cut and had to be informed.

In the absence of new music from big names such as Lady Gaga or Beyonce, Sunday’s Grammy show highlighted rising stars and younger artists and spread the top prizes over a wide variety of acts. British folk band Mumford & Sons won Album of the Year for Babel, indie-pop trio FUN. won Song of the Year for ‘We Are Young’ and Australian singer Gotye won Record of the Year for ‘Somebody That I Used to Know’. Many of the winners and performers found themselves high on the iTunes sales chart on Monday, with Justin Timberlake leading the charge with pre-orders for his upcoming album The 20/20 Experience, his first since 2006. FUN.’s album Some Nights and Babel were also among the Top 5 on the iTunes albums chart on Monday. Mikael Wood of The Los Angeles Times said smaller, intimate moments, like Rihanna’s stripped down balled Stay, stood out among the bigger production numbers on Sunday night’s show. “In a blur of high-tech spectacle, these performances felt like reaffirmations of core musical values — honest, unaffected, simple,” wrote Wood The 2012 Grammy telecast attracted 39.9 million viewers and was the secondlargest Grammy TV audience ever, thanks largely to British singer Adele’s six wins and performance comeback after throat surgery and the drowning death of Houston in a bathtub in a Beverly Hills hotel the night before the show.

Education

Healthy eating lessons are on the menu

Celebrity chef Jamie Oliver has been very active in trying to encourage students to develop healthy eating habits

PRIMARY school children in Britain are to be taught about the importance of healthy eating while older pupils will be shown how to cook under new UK Government proposals to cut down on obesity in youngsters. The move follows recommendations from restaurateurs Henry Dimbleby and John Vincent’s School Food Plan which encourages healthy eating. Previously, only primary schools had to give basic lessons about food preparation and hygiene while in secondary schools it was only a design and technology option with no requirement to teach pupils about nutrition. From next year all pupils in primary schools will learn the principles of healthy eating, where food comes

from and basic cooking techniques, while in secondary schools at Key Stage 3 it will be compulsory for students to learn about nutrition, having a balanced diet and be taught cooking techniques as well as how to cook various dishes. Dimbleby, who co-founded restaurant chain Leon with Vincent, said: “I am delighted that the Department for Education has listened to us and the many others who were calling for cooking to get such a strong emphasis in the new National Curriculum. Obesity and diet-related illnesses are major issues facing this country - as big a challenge in their way as poor education. “We have simply carried the baton the last few metres taking on the

great work that has been done by the Children’s Food Trust, Food For Life, School Food Matters, Jamie Oliver and many, many others both supporting schools and working in them. “Our work on the curriculum is just a small part of our overall School Food Plan, which we hope will radically improve what is eaten in schools and how food is woven into school life.” Vincent said: “We have been adamant that knowing how to cook should be an entitlement for every child in school. And we’ve been equally determined that the curriculum ensures kids can cook a wholesome range of savoury main meals that they will enjoy, and which will improve their lives and those of their children in the future.”

‘Teach kids more engineering’ Inventor says UK curriculum ‘ignores the importance of practical excellence’ By Alison Kershaw CHILDREN should get practical lessons in cutting-edge technology and engineering rather than learn how to grill a tomato or fix a bike chain, according to Sir James Dyson. The inventor raised concerns that Britain’s new design and technology (D&T) curriculum “ignores the importance of practical excellence”. Instead it focuses on life skills like cookery, bike maintenance and gardening, which will not inspire young engineers and inventors, he argues. His comments come the week after ministers published a new curriculum for primary and secondary schools. Writing in the Times, Sir James warns that, by this year, Britain will have a deficit of 60,000 engi-

In Singapore, a move to identify bright youngsters and combine their academic excellence with practical skills is paying dividends, he says, and around 40 per cent of graduates are engineers. “D&T teaching in our classrooms will now bring together

cookery, construction and horticulture,” Sir James writes. “Life skills such as how to grill a tomato and what to do if your bike chain falls off take pride of place. “Gardening has become a key component in a subject that should contextualise science and

IN recognition of their outstanding academic performance in the Edexcel GCSE/IGCSE examinations, taken in June 2012, the American Academy (private) Limassol and the Private American School Paphos would like to congratulate their students, Mayar Rantissi and Cody Jordan Dahler, for receiving Edexcel High Achiever Awards in the following subjects: ** Highest Subject Mark in Europe GCSE Arabic (Mayar Rantisi) ** Highest Subject Mark in Cyprus IGCSE English Language (Cody Jordan Dahler) ** Highest Subject Mark in Cyprus IGCSE History (joint) The awards are a great achievement and honour as the students gained the highest mark in the specific subject out of all the candidates who took the examination at registered Edexcel Centres - both in Cyprus and in Europe (excluding the United Kingdom). The students were presented with their honours at the Edexcel High Achievers’ Award Ceremony, which was held on Tuesday, December 18, at the St. Raphael Hotel in Limassol.

maths in a practical format.” Sir James praises Education Secretary Michael Gove for making progress in education, suggesting that “academic excellence is back in fashion”, with schools focusing on knowledge and core skills rather than “jumping grade hurdles and ticking boxes”.

But he says that D&T has been overlooked, suggesting “the new D&T curriculum ignores the importance of practical academic excellence”. Sir James says that recommendations he made for the subject, with the Design and Technology Association, have been “completely ignored”. He warns: “The new curriculum will not inspire the invention and engineers Britain so desperately needs. “The academic rigour Mr Gove demanded in other core subjects is missing in D&T.” D&T is vital for youngsters who want a career in engineering, Sir James says, and children should learn to invent as well as fix things. “Children must be excited by developments in technology and it should be driven by the changes and needs of industry. “Projects should be rooted in real world problems, to make sure children are well placed for a career in design engineering.” It is not the first time that Sir James, who became Britain’s 22nd richest man by developing bagless vacuum cleaners, has called for a greater focus on science and technology. Last year he said Britain should talk more about technology so that “little Angelina wanting to go off to study French lesbian poetry will suddenly realise that things like keeping an aircraft industry, developing nuclear energy, high-speed trains, all these things are important”.

The students were presented with their honours at a ceremony held at Limassol’s St. Raphael Hotel

HIGHGATE Private School in Nicosia is once again behind a unique and groundbreaking initiative in Cyprus. The school is partnering up with Global Leadership Foundation, an Australianbased team of emotional health experts, with the purpose of setting up a centre which will grow great people of all ages. The predominant purpose of the centre will be to provide an opportunity for children, parents and teachers alike, to understand and explore the impact of “emotional health”, and appreciate the difference this can make to their relationships, learning and everyday lives. In a world where most of us face an uphill struggle on a daily basis, understanding and maintaining good emotional health is a must. Being emotionally healthy enables us to recognise our potential, know ourselves, engage and enable others to achieve success, as well providing a general positive outlook of life. Gayle Hardie and Malcom Lazenby (inset), founders of Global Leadership Foundation, along with Dr Maria Theochari of Highgate Private School, have been working closely

on this project and both parties are extremely encouraged by their vision, as well as the interest they have so far received. While visiting Cyprus to work with the teachers and parents of Highgate last week, Gayle Hardie commented on the fact that working in a school environment is a first for them, but also pointed out that whether it’s a boardroom or a classroom you are in, building levels of selfawareness and recognising our potential pose the same challenges and opportunities.

Processed food market increasingly complex as consumers worry about little-regulated industry report Tim Castle and Maria Golovnina

A

S Britons choke on discovering they may have eaten horse that was imported as beef, and ministers blame an “international criminal conspiracy”, this new scandal has exposed the sometimes murky labyrinth by which food reaches Europe’s dinner tables. Lurid headlines reveal a culinary gulf between distaste for the notion of horsemeat

in Britain and its status as a delicacy elsewhere in Europe. But as governments play down the health risks, a greater impact may stem from a shattering of public confidence in EU systems of labelling and quality control introduced after previous threats hit the human food chain. As details emerge of a complex network of slaughterhouses and middlemen

standing between the farm and the supermarkets across Europe, France and Britain have vowed to punish those found responsible for selling horsemeat purporting to be beef. With DNA tests needed to tell the two kinds of flesh apart, retailers and makers of processed meals complain of being duped by suppliers; one French firm has pointed a finger at Romania.

Food experts say globalisation has brought benefits to food supply, with exotic items now available from around the world all year round

But what’s in them: a burger factory in France “This is a conspiracy against the public,” said British farm minister Owen Paterson. “I’ve got an increasing feeling that it is actually a case of an international criminal conspiracy.” Prime Minister David Cameron has called it “very shocking”. Adding to concerns are indications that some horsemeat, perfectly edible in itself, may contain a drug known as bute - a common, anti-inflammatory painkiller for sporting horses but banned for animals intended for eventual human consumption. Britain’s Food Standards Agency said it was checking whether horse carcasses exported from Britain contained phenylbutazone. It said five such animals were sold abroad last year and it had told foreign agencies. French media said the horses went there. One firm hit by the British horsemeat scandal, frozen foods group Findus, said it was recalling its beef lasagne product after discovering they included horsemeat. Its French supplier, Comigel, said the questionable meat came from EU member Romania. An EU-wide alert has been sent out and governments debated how to bring the in-

creasingly complex industry under control. Mystery over the contents of a sausage is far from new, but mass production means any problem can escalate rapidly. “Food adulteration has been going on for as long as it has been prepared, for thousands of years,” said Chris Elliot, a professor working on food safety at Queen’s University Belfast. “We are at the stage now

where whenever this adulteration happens, it tends to happen on a very large scale, extremely well organised.” Doubts over quality controls in processed food could damage sales across Europe, but the greatest impact of this scandal may be in Britain, where assurances that horsemeat is safe have done little to lessen the disgust felt by many, or suspicions that it reflects another unpopular aspect of membership of the

However, Comigel, a frozen foods producer based in eastern France, told a newspaper it had bought the meat from another French company, supplied from a Romanian abattoir. In Romania, officials said

one of the two Romanian abattoirs suspected to have provided horsemeat had been cleared of all suspicion: “I believe that, even though the investigation isn’t finished, that everything left the country properly and officially,” Constantin Savu of Romania’s food safety authority was quoted as saying by state news agency Agerpres on Sunday. “I find it hard to believe that such errors could exist.” In France, six big retailers said they were recalling lasagne and other products suspected to be mislabelled. Britain’s Paterson summoned leading food retailers and representatives of food processors to an emergency meeting at his office at the

weekend to discuss the crisis. Anne McIntosh, who chairs the parliamentary food and environment committee, called for a temporary import ban on processed and frozen meats from the other 26 EU states. “My concern is that consumer confidence will have collapsed across the European Union,” McIntosh, from Cameron’s Conservative party, told the BBC. “We seem to be no clearer as to what the source of this contamination is, or whether the supply was ever destined for human consumption. Is this a fraud of such a massive scale that it should never have entered the human food chains?”

Dancing beyond the concert stage FROM parking lots to abandoned buildings and zoos to heritage sites, choreographers are ditching the stage and going public by choreographing movement in and around public spaces. When a dance piece is conceived in relation to a particular place the location becomes as much a part of the performance as the dancer’s body. Taking dance outside expands its imaginative repertoire, engages with new audiences, and reinvigorates a site, forever changing one’s perception of it. Site-specific dance performance, which rose out of the dance experiments of postmodern and avant-garde choreographers of the 1960s and 70s, continues to permeate the contemporary dance world. In December Dance Gate Lefkosia Cyprus invited Slovenian artist Jurij Konjar to Cyprus for a workshop and performance within the framework of the Modul-Dance programme. For the uninitiated, the European project Modul-Dance is a project developed to provide artists with support and to foster their professional independence from the creation of a show through to its production, presentation and dissemination. In a bid to continue to challenge our conventional notions of performance, this week Veramànd Studio hosts the next Modul-Dance artist pioneer choreographer Angie Hiesl. Heisl, and her artistic partner Roland Kaiser, are currently in Nicosia working on the subject of transgender and transexuality as part of their research as selected Modul Dance artists. By Preston Wilder though there’s nothing to celebrate, ladies’ man Matthew Lillard bringing some girls he met in a bar along with him. These people talk and talk (“they talk fast so you‘ve got to be sobber [sic] to catch everything,” warns a comment on YouTube), sharing ‘witty’ insights like “Most women think monogamy is a type of wood”. But do they know what love is? Made in 2007.

What Love Is (Novacinema1, 22.00) “I want to know what love is,” sang Foreigner back in the 80s - but it’s unlikely they were thinking of badmovie magnet Cuba Gooding Jr in this little-known comedy. “This Valentine’s Day, Tom Riley is about to tie the knot!” chirps the trailer, raising the suspicion that Nova planned to show it tomorrow but somehow got the dates wrong - but Tom (that’s Cuba) gets a nasty shock when his girlfriend decides to leave him on the very night when he plans to propose (walking out on your man on Valentine’s Day, that’s pretty harsh). It gets worse, because he’d invited friends to help him celebrate - and the friends turn up even

Dark City (LTV3, 22.00)

What Love Is

Sometimes all you need is a concept. In a dark futuristic city, the night never ends and people’s lives are not their own - because, on the stroke of midnight, a mysterious group called ‘The Strangers’ cause everyone in the city to black out, change the urban

landscape (in effect creating a whole new city), then allow the inhabitants to wake up with collective amnesia and no memory of their previous incarnation. This superb sci-fi concept, reminiscent of The Matrix which actually came out a year later (existential angst was madly trendy around the turn of the millennium) is blended with a neo-noir plot - Rufus Sewell as a fugitive wanted for murder, helped by scientist Kiefer Sutherland - that doesn’t always work, ending on a rather lame explanation, but the moody visuals just about keep it going. “A great visionary achievement,” wrote Roger Ebert, naming it the best film of the year; 15 years later, its lustre has faded and it looks like an MTV clip - but the concept still works. Made in 1998.

The Moon and Uranus combine to make you potentially super restless today. Yet if you can use this influence to break the shackles on something which has been holding you back, you can certainly turn this to your advantage. Just don’t be surprised if you find it harder to relax. Normal routines could seem far more mundane than usual, Aries.

How’s your work-life balance? Is it in good shape or seemingly out of kilter? If it is the latter, might there be grounds to delegate more? If you do have a tendency to think only you will do a job well, now is the time to reappraise. Others can bring a different perspective, and allow you more time to enjoy your muse. Why not try, and see where it leads.

You need to look after your nervous energy. On one level, the Moon and Uranus can see you want to do different and more entertaining things, but there are only so many hours in the day, and if you try to do too much, it could take more out of you than you are expecting. This is certainly an excellent time to modify your schedule and your lifestyle.

TAURUS April 21 - May 21

VIRGO August 23 - September 23

CAPRICORN December 22 - January 20

Mercury and Mars remain very closely together, and both angle across the heavens in a helpful trine with Saturn. This may lead to a one step forwards, two steps back type of situation if you try to force any scenario to go quicker than it is ready to allow. Instead, throttle back and carefully consider your options and the needs of those you interact with.

Saturn is set to begin a rewind later this month, but Saturn is still Saturn, and today it is asking you to be conscious of what you say, write down or commit to. There is part of you that wants to be freer, and this can certainly be good for you, but you can’t do this without fully thinking of the consequences. If need be, talk to a trusted friend or advisor.

You are someone with a tremendous appreciation of the need for application in situations. You know that little comes without a degree of slog and perspiration. However, don’t take your work ethic into your private life too much. Not everyone will be able to deal with a relentless desire to be the best, so guard against being overly competitive.

GEMINI May 22 - June 21

LIBRA September 24 - October 23

AQUARIUS January 21 - February 19

There may be a surprise in store on the friendship front today, but unfortunately it may not be a nice one when someone may show that they have a hidden agenda, even a sneaky side to their nature. This is a time to keep your rivals motives very clearly in mind. Be realistic about people’s frailties, or else you could end up bitterly disappointed.

Short term constraints are possible financially. Then again, if you need to try harder to balance your income and outgoings, influences now can certainly concentrate your mind. Anything of a shared nature may not go exactly to plan, and it may be someone you have relied upon, who suddenly seems to change their mind, or withdraws support.

Someone can be very demanding at this time, and whilst the Moon today in its brief link with your co-ruler can see you very mentally dextrous, however smart you are, you may feel the pressure of this person. Then again, work or worldly demands can be heavy. If there is someone within the family you find hard to get along with, this may resurface.

CANCER June 22 - July 22

SCORPIO October 24 - November 22

PISCES February 20 - March 20

An icy blast of reality could affect a previously promising looking situation. There may be some pitfalls which had not been immediately obvious about one hope, which come much more clearly into focus. Someone could be the bearer of bad news, or actually help you to see that you may need to revise your expectations. Once you do, you can move forwards.

You might want to think the best of people, and the chances are that with Mercury and Mars close to one another, there is an opportunity to engage more with others - or is there? Another part of you may feel less sure of the responses you will get, and that could make you think twice before making your moves. Try to remain absolutely positive.

You could be lucky to a have a bright money making idea today, but whatever it is you are thinking about or planning, doing your research really astutely is vital. Contracts, agreements and all forms of travel, also need to be marshalled carefully. What might seem like a good idea if thought about briefly, may not stand up under greater scrutiny.

Sport Federer calls for more drug testing By Theo Ruizenaar WORLD number two Roger Federer has called for the introduction of biological passports in tennis similar to those used in cycling to detect possible doping. “A blood passport will be necessary as some substances can’t be discovered right now but might in the future, and that risk of discovery can chase cheaters away,” the 31-year-old Swiss said on the opening day of the World Indoor Tournament in Rotterdam. “But there also should be more blood tests and out of competition controls in tennis,” he added. According to figures on the Inter-

national Tennis Federation website (www.itftennis.com), sport’s governing body carried out only 21 out-ofcompetition blood tests in the professional game in 2011. Cycling’s governing body the UCI carried out more than 3,314 out-ofcompetition blood tests in the same year. The UCI introduced biological passports in 2008 to track any blood changes in riders against an original profile which could mean they had taken illegal substances. “I didn’t get tested on blood after the Australian Open and I told the responsible people over there that it was a big surprise for me,” said Federer, who lost to Briton Andy Murray

in the semi-finals. “But there also will be more funding needed to make all the tests possible and the Grand Slam tournaments should help to finance that as it is in their best interest to keep the sport clean and credible.” Federer said he had the impression that his sport was clean. “The past years we had something like one case a year and often it had to do with unintentional mistakes made by players,” he said. “But even then they should not make those mistakes and know the rules and live by them.” Defending champion Federer begins his quest for a third Rotterdam title agains Slovenian Grega Zemlja today.

NBA-leading Spurs too powerful for the Bulls

Sprint King to play in Celebrity Game

THE San Antonio Spurs took to the court without three of their top scorers to face Chicago but still had too much firepower for the Bulls, pulling out a 103-89 victory to pick up their 13th win in 14 games. Tony Parker (knee), Tim Duncan (knee) and Manu Ginobili (hamstring) all sat out for San Antonio, who own the best record in the NBA at 41-12, but a career-best 26 points from Kawhi Leonard and 18 from Danny Green kept the Spurs machine rolling. “All of us are basketball players here, we’re competitive,” Leonard told reporters of the Spurs, who were also without Stephen Jackson for personal reasons. “That’s why we play the game. If we go in doubting ourselves, we’re already beat.” San Antonio clung to a 7675 lead in the fourth quarter before a 19-5 run closed the door on Chicago. “One would hope you could play with anybody in our system, but it was a tough challenge,” said San Antonio coach Gregg Popovich. “I couldn’t be more proud of them.” Nate Robinson scored 20 points to pace the home team, who faded down the stretch.

IN BRIEF

THE world’s best basketballers have little hope of catching him in a race up the court and now Jamaican Olympic sprint champion Usain Bolt is getting to ready to show them he can jump as well when he appears at the NBA’s All-Star weekend in Houston. Bolt was invited to play in the Celebrity Game, featuring a mixture of well-known people from all walks of life, including some former NBA players at the showcase weekend from February 15-17. “I’m very excited, you know,” Bolt said after opening his track and field season with a low-key race in his hometown of Kingston on Saturday. “It’s something big and something good for me, so I’m just going to go out there to try and enjoy myself, try to dunk a few times.

The Olympic 100m and 200m champ (left) opened his season by winning a 400m race in Jamaica over the weekend “I’m not a good shooter, but hey.” Bolt, who won three gold medals at each of the last two Olympics and holds the world record for 100 and 200 metres, has all the physical attributes of an athlete who could make

it in several sports and his appearance in Houston is sure to attract plenty of interest. Not only does he run a like a thoroughbred, he says his 6ft 5in (1.95 metre) frame allows him to leap high enough to reach the basketball hoop.

“I can’t say I’m any good right now because I stopped playing basketball and started to play football so I’m really rusty,” he said. “But one thing, I’m sure I can dunk.” Asked if he was worried

about getting injured during the game, he laughed off the notion, saying he was only playing for fun. “It’s just all guys who know nothing or just play ball with their friends, so it should be easy and just fun.”

Lotus confident 2012 test problem will not recur

Springbok flanker Smith retires Clean declaration a must after new injury setback for Australia’s Olympians

LOTUS are confident next week’s second pre-season test in Barcelona will see no repeat of the failure that halted the Formula One team’s efforts at the Spanish track a year ago. Then, as this year, Kimi Raikkonen and Romain Grosjean had looked quick in the first test in Jerez only for an unexpected problem with the chassis to surface when they got to the Circuit de Catalunya. The team had to pull out of that 2012 test and return to the factory after Grosjean had done seven laps. Lotus were quickest with Grosjean and Raikkonen on Wednesday and Friday respectively in Jerez last week.

SPRINGBOK flanker Juan Smith has retired days after injuring himself in a comeback game ahead of the new season, local media reported. The 31-year-old from the Cheetahs was hurt at the weekend on his return after a two-year break following an Achilles tendon injury, which necessitated four operations. A scan this week revealed further damage after which Smith decided to quit, the Bloemfontein newspaper Die Volksblad reported. Smith, who won 69 caps, was part of South Africa’s World Cup winning team in 2007. He also captained the Springboks against the Barbarians at Twickenham in 2010.

AUSTRALIA’S Olympic athletes will be required to sign statutory declarations saying they have no history of doping, the country’s Olympic committee said yesterday. Athletes competing at next year’s Winter Games in Sochi will be the first to sign the mandatory document in the wake of the recent doping revelations, the Australian Olympic Committee (AOC) said. “Any person who does not make the statutory declaration will be ineligible for membership of any Australian Olympic team or shadow team,” a statement read.

New Zealand level series with big win over England

Healy citing adds to Ireland woe By Duncan Bech IRELAND’S prospects in the RBS 6 Nations continued to deteriorate this week when Cian Healy was cited for stamping on England prop Dan Cole in the 12-6 defeat at the Aviva Stadium. Adding to the sense of alarm in the Irish camp is the news that fly-half Jonathan Sexton and lock Mike McCarthy are rated doubtful to face Scotland on February 24, while Brian O’Driscoll and Donnacha Ryan are to see specialists. Healy will appear before an independent Six Nations disciplinary committee in London today to answer for an offence that received widespread condemnation. With Cole lying prone after a maul had collapsed, Healy approached the Leicester tighthead and brought his foot down heavily on his right ankle. The stamp ignited a large brawl, although referee Jerome Garces had failed to spot what sparked it and Healy evaded punishment on the pitch.

Broad rues putting Kiwis in to bat first By Greg Stutchbury and David Clough ENGLAND slumped to a 55-run defeat in pursuit of a record Twenty20 run chase as New Zealand captain Brendon McCullum led the hosts to a series-levelling success at Seddon Park in Hamilton. McCullum (74) hit five sixes and six fours to help New Zealand set England 192 for six - 11 more runs than their best previous chase, against India in Mumbai less than two months ago. After Mitchell McClenaghan then took two wickets in two balls to leave England nine for two in the second over, only Jos Buttler (54) spared some of the tourists’ blushes by carrying them past both their record low score and worst defeat in this format. McCullum reached his 50 from 32 balls but took an even more severe toll of England in the final two overs of the innings as Stuart Broad conceded 22 in his and then Jade Dernbach 16 in the 20th. Buttler hit nine fours and a six in his 28-ball half-century, but it was a lone hand from England’s number six and could only salvage a total of 137 all out. McCullum had begun slowly but timed his acceleration expertly, until he was caught on the cover boundary off Dernbach (three for

38) from the penultimate ball of the innings. He completed the first half-century of this series with a six over square-leg off Broad, and duly added two more sixes in the next three balls to leave his opposite number with figures of 4-0-53-0. After the match England captain Stuart Broad admitted that choosing to bowl first was a mistake: “We probably should have batted first - I got that wrong. It was a disappointing performance throughout but Twenty20 can be like that. Things can go well one day and not so well the next. “Credit New Zealand, they played very well. At the halfway point we were still in with a chance but obviously losing early wickets you’re chasing the game from there.” On Buttler, whose 54 from 30 balls spared some of the tourists’ blushes by carrying them past both their record low score and worst defeat in this format, Broad continued on Sky Sports 1: “He has hit a lovely run of form, standing still and striking the ball really cleanly. “It’s a shame we couldn’t get a few more runs on the board (before Buttler came in). With these smaller grounds you can pretty much chase anything with enough wickets intact. “It will be an exciting third

game, both sides will be going hell for leather to win.” Black Caps captain McCullum, meanwhile said: “The other night was disappointing and England blew us off the park. “I thought we played extremely well tonight - it was a much improved performance. “It’s nice to make a contribution, whether captain or not. It was good to play a hand today but so did the other guys and we’re very happy with the performance.” On Friday’s series finale, he added: “There will be a great crowd and a great spectacle down at Wellington. We have to make sure we step up a gear.” New Zealand pace bowler Ian Butler, who took two wickets for nine runs, added: “The bowlers did a great job to set it up for me. It was a great time to come on to bowl. “We had to chase 20 too many the other day and today they were probably chasing a similar amount too many. They were forced to take risks and lost wickets. “We learned from the first game. 175 was a probably a par score but great batting from Brendon at the end got us a little more. “Personally I can’t wait to get to Wellington. We’ve got a young, fresh team and we’ll go there ready to win the series.”

Ligety’s risky strategy nets second gold medal By Manuele Lang

American Ted Ligerty is targeting a formidable hat-trick at the alpine skiing world championships

AMERICAN Ted Ligety’s risky strategy earned him the super-combined title and his second gold medal of the alpine Skiing World Championships. Seven years after winning the discipline’s Olympic crown in Sestriere, Ligety proved he was more versatile than ever, clinching victory in a combined time of two minutes 56.96 seconds. Ligety, who won the super-G last week, will also be the hot favourite in the defence of his giant slalom crown on Friday as he bids for a formidable hat-trick. His performance was all the more spectacular as he had never won either a super-G or a super-combined in the World Cup before the World Championships and the 28year-old from Salt Lake City could even be a threat in Sunday’s slalom.

On the steep and icy slalom course at the bottom of the Planai piste, home of a famous floodlit slalom on the World Cup circuit, Ligety adopted a dangerous strategy. “I took all the risks after my great downhill run. I knew I had a chance but I was looking to ski smart also, it was easy to ski out as the run was so tough,” he told reporters. “I have huge routine being on the tour for nine years, so I can handle pressure well and these worlds have been pretty exciting for me so far,” he added. He promised more excitement in the week ahead. “My slalom has not been so satisfying in recent seasons but this performance will encourage me to keep fighting hard to improve my level in that specialty too,” Ligety said. “Now I’m looking forward to another great race in the GS. There will only be one

possible tactic then – charge as hard as possible.” Ivica Kostelic was the favourite after winning Kitzbuehel’s classic combined for the fourth time shortly before the worlds, but the Croatian played it too safe in the slalom run. “I didn’t find a good rhythm and I had a bad feeling going through that run. It was bad skiing,” he said after finishing second, 1.15 seconds behind the American. “I did not deserve to be on the podium after such a bad slalom run following that great downhill leg,” he added. Romed Baumann cheered the Austrian camp by snatching the bronze, 0.02 seconds behind Kostelic, only the host country’s second medal after six events. “There was lots of pressure on me and I needed some time to really ski the aggressive skiing I was hoping for,” he said.

The recommended suspension for a low end stamping offence is two weeks, the mid range five weeks and top end nine weeks, up to a maximum of one year, although adjustments to take account of remorse shown, a guilty plea and previous disciplinary record can be made. It is hard to envisage Healy, a leading contender for selection by the Lions in Australia this summer, escaping censure on Wednesday given that television replays clearly show the incident. A two-week ban would rule him out of Ireland’s next Six Nations assignment against Scotland on February 24, while a more extensive suspension would also threaten his involvement against France and Italy. Stemming the flow of bad news is that full-back Rob Kearney and openside Sean O’Brien are expected to travel to Edinburgh after suffering a dead leg and tight hamstring respectively against England. Kearney has attempted to rally his deflated teammates by declaring that victory over Scotland will thrust them straight back into title contention. Ireland’s dream of repeating their 2009 Grand Slam ended at the Aviva Stadium on Sunday with a performance that once more highlighted the team’s maddening inconsistency. After the optimism generated by an emphatic opening-day win against Wales, England supplied a reality check.

Spurs are closing on top three, says Lloris

West Brom still focused on top flight survival Baggies stun Liverpool after Gerrard blunder By Carl Markham WEST Brom manager Steve Clarke insists their focus does not yet extend beyond securing top-flight survival despite victory over Liverpool at Anfield. Late goals from Gareth McAuley and Romelu Lukaku - after a string of saves from goalkeeper Ben Foster, including a Steven Gerrard penalty, had kept them in it - saw the Baggies leapfrog their opponents into eighth. But while Liverpool still hold out an increasingly fading hope of a top-four finish Clarke has only one objective on his mind - for now at least. “We have never spoken about European competition. I said from the start ‘40 points, first target’ and we are almost there,” said the Scot. “To be honest I thought we’d be beyond the 40point mark by now and we would’ve had a few games left to attack the rest of the season. “We need one more win to get 40 points and we have 12 games left. “Hopefully we will get it quickly and then we’ll see where we end up at the end of the season. “We can only look from game to game. No-one was talking about European

Steven Gerrard missed a second-half penalty ambition before this game, everyone was looking at the teams below us and thinking where we were getting our next win from.” Victory ended a run of one point from six matches and was their first in the league since Boxing Day, ensuring they did a top-flight double over the Reds for the first time since the 1966-67 season. “I thought we played well in the game and deserved to get the three points,” added Clarke. “For me, at this moment in time, Liverpool are playing as well as anyone in the league so to come here and get that result with the performance as well I don’t think you can say we were lucky because we weren’t.

“When you come to a place like Anfield they have got players who create chances so you know that at some stage your goalkeeper is going to have to make some saves. “Unfortunately because of the referee he had to make an extra save - I am assured the penalty was harsh but I haven’t seen it - but that was important for us as well. “When he made that save from a penalty that should never have been given it gave us that positive belief and momentum to go and win the game.” Liverpool boss Brendan Rodgers did not attend the post-match press conference, opting only to fulfil his obligations to broadcasters covering the game. “It was one of those games we couldn’t get the breakthrough,” he said. “The longer it goes on it gives the opposition more encouragement. “It’s a big disappointment because we had two home games this week (the other is his former club Swansea on Sunday) that we felt were opportunities for us. “But we’ll go again and get back in tomorrow. We’ve got a game away in the Europa League against Zenit St Petersburg which we’ll be ready for on Thursday and then come back, get ready and go again at the weekend.”

Lampard is up for the cups By Matt McGeehan

Frank Lampard hopes to finish what could be his final season with Chelsea by winning the Europa and FA cups

FRANK Lampard hopes to finish what could be his final season at Chelsea with some silverware. The Blues face an important week in their hunt for a trophy this term, with Thursday’s first leg of the Europa League last 32 at Sparta Prague followed by a FA Cup fourth-round replay with Brentford on Sunday. Realistically those are the only trophies last year’s European champions can win this term, as they trail Manchester United by 16 points in the Barclays Premier League. “At the minute the season hasn’t been successful,” Lampard told Chelsea TV. “We should be challenging for titles rather than third or fourth, but we’re not. And we’ve not won some cups, we’ve been knocked out. “We have to grab the fact that there’s a lot of games to play and we have to try to win something.” There have been contradictory reports over whether Blues owner Roman Abramovich is prepared to offer Lampard a new contract to extend his 12-year stay beyond the end of the season. Whether he stays or goes, Lampard has continued to perform, with a goal in each of

his last four games to move within four of the club’s goalscoring record. Lampard is happy to continue playing twice a week, because it means Chelsea are in contention for silverware, and he believes regular action has resulted in his rich vein of form. “It’s not rocket science: the more you play you get sharper and you get match fit,” Lampard added. “You have to have an eye on the squad - it is a long season - so I’m not expecting, or asking, to play every single game. “But it seems to me recently I’ve been able to play every three or four days, I’ve enjoyed it.” Blues interim boss Rafael Benitez believes his Chelsea squad - the majority of whom won the Champions League last May - will realise how important the Europa League is when they arrive in Prague today. Benitez admits Thursday night Europa League fixtures will take an adjustment for players used to plying their trade in Europe’s premier club competition. “We will need some time to talk,” said Benitez, who replaced Roberto Di Matteo in November after the holders were knocked out of the Champions League. “We will have to start thinking of it as a great competition, with good teams and we will try to do our best.”

TOTTENHAM are the fourth-best team in the Barclays Premier League but are closing in on the two Manchester clubs and Chelsea, according to goalkeeper Hugo Lloris. Spurs currently sit behind Manchester United, Manchester City and reigning European champions Chelsea in fourth spot after accruing 48 points from their opening 26 league games. Lloris, 26, moved to White Hart Lane in the summer after a four-year spell with Spurs’ upcoming Europa League opponents Lyon. Now he is part of Andre Villas-Boas’ Champions League-chasing squad and Lloris told French radio station RTL he believes Spurs are getting closer to the teams above them in the table. “Today, there’s United, City and Chelsea who are a cut above, and who have more financial means. But Tottenham is just behind,” he said. “The club has been trying to establish itself in the top four for some years now.” The table certainly suggests Spurs are close to their London rivals Chelsea, with just one point separating the two clubs. Lloris has been pleased with the start to the season but is also wary of the threat from other teams currently outside of the top four. He said: “For the minute, the season has been promising, but the hardest part is yet to come because there are still a number of key matches to be played and we’ll have to be ready for that. “For the moment, we’re well-placed, though we’re not beyond a possible charge by Arsenal.” Lloris had to be patient after initially making the move to England due to Villas-Boas keeping faith with Brad Friedel. Now established as the first-choice goalkeeper at Spurs, Lloris reckons the experience of challenging Friedel for the position has made him stronger. “Things were very clear, that I was coming to Tottenham as the number one,” he said. “But the manager made a decision at the start, and then made a different one a few weeks later. The negotiations over the move were with the chairman, but it was also the choice of the coach. I also had talks with him during that time. “It’s not easy, because I came in after the start of the season, and he was already under pressure because the results were not good at that point in time. It’s the sort of situation which helps you grow, it’s a personal challenge.”

Ibrahimovic sent off as PSG triumph at Valencia

Happy Nigeria coach Keshi emulates El Gohary’s feat

Beckham watches from stands before joining squad today

By Mike Collett

PARIS St Germain conceded a late goal and had Zlatan Ibrahimovic sent off in added time in a 2-1 win at Valencia in their Champions League last-16 first leg at the Mestalla last night The Ligue 1 leaders looked to be strolling into the quarter-finals when they took the lead in the 10th minute through Ezequiel Lavezzi and his Argentina teammate Javier Pastore added a second goal two minutes before halftime. Valencia improved after coach Ernesto Valverde made a couple of changes at the break and it was no more than they deserved when centre back Adil Rami surged into the area and volleyed home in the 90th minute. Ibrahimovic was shown a straight red card for a wild lunge on defender Andres Guardado in the second minute of added time but even without the Sweden striker for the return leg in Paris on March 6, PSG will still be favourites to progress. PSG’s latest signing, former England captain David Beckham, watched from the stands and will return to the French capital with the squad today for his first training session. Valencia had more of the ball in the early stages without really threatening

Valencia 1 PSG 2 Salvatore Sirigu’s goal and were dealt a blow when Lavezzi exchanged passes with Pastore before racing past his marker into the area and blasting the ball into the net. Lucas, who struck a longrange effort against a post moments before Lavezzi’s goal, then set up the second goal. The Brazilian burst into the box from the right and pulled the ball back for fellow midfielder Pastore to send a first-time shot past goalkeeper Vicente Guaita. Valverde hauled off ineffective midfield pair Ever Banega and Jonas at halftime, throwing playmaker Sergio Canales and forward Nelson Valdez into the fray. The effect was immediate as the home side looked significantly more dangerous going forward but PSG were waiting to catch Valencia on the break and Lavezzi and Ibrahimovic went close to adding a third before the Swede was dismissed. “It is a poor result for us but we have some hope and we will try to turn things around in Paris,” Canales told Spanish television broadcaster TVE.

Sahin calls for big improvement from Dortmund By Karolos Grohmann

The German champions topped the ‘Group of Death’ earlier in the campaign but have stumbled domestically

STEPHEN Keshi was overjoyed after his Nigeria team beat Burkina Faso 1-0 in the African Nations Cup final on Sunday, helping him become the second man to lift the title as a player and coach. Egyptian Mahmoud El Gohary (1959 and 1998) is the only other individual to have achieved the feat. “When I came on board a year and a half ago my dream was to make Nigerians happy that they could have a very good team they could be proud of,” a beaming Keshi told reporters. “We are not there yet but we are in the process and I am happy about that. “I am so proud of what my players did in this tournament, they played well and they concentrated on the job. They have so much potential.” Sunday Mba scored the only goal in the 40th minute and Keshi joked that he could not describe what he was feeling in the last few minutes of the match.

PLAYMAKER Nuri Sahin has pleaded for a reaction from Borussia Dortmund in tonight’s Champions League tie at Shakhtar Donetsk after the Germans lurched to a 4-1 home defeat by Hamburg SV in the Bundesliga at the weekend. Dortmund won the Champions League in 1997 and topped their group with ease earlier in this season’s competition but they will need a much better display against dangerous Shakhtar than the one they served up on Saturday. “It was a very painful defeat because we should not be letting in four goals at home,” Sahin (left) told reporters. “We can make it all good again on Wednesday but we have to be very focused because Shakhtar are a team that will punish us if we make mistakes. “There has to be a marked improvement in our performance,” added Sahin

who returned to the club last month following unsuccessful spells at Real Madrid and Liverpool. The last 16 tie against Shakhtar is even more significant for Dortmund who won the Bundesliga in 2011 and 2012 and are highly unlikely to make it a hat-trick of titles now that they trail leaders Bayern Munich by 15 points. The Germans travel to Ukraine without Kevin Grosskreutz who is nursing a suspected lung infection. Fellow midfielder Ilkay Guendogan is also doubtful after missing Saturday’s game with a thigh injury but coach Juergen Klopp will have defenders Neven Subotic and Marcel Schmelzer available again after they missed the Hamburg debacle because of injury. “Saturday was just one of those bad days. Wednesday will be a different story, things will be better,” said Klopp. Shakhtar are going into the knockout stage without any match practice due to a

three-month winter break in their domestic league. The Ukrainian champions are used to that sort of schedule though and it did not affect them in 2011 when they beat AS Roma at the same stage en route to the quarter-finals. Shakhtar are sure to miss influential Brazilian midfielder Willian who was one of the best players in the group stages but elected to join big-spending Russian club Anzhi Makhachkala two weeks ago for a fee of 35 million euros. The Donetsk team will now pin a lot of their hopes on Willian’s fellow countryman Taison. The Brazilian, signed from Ukrainian rivals Metalist Kharkiv for 20 million euros, has tremendous skill and speed and should fit Shakhtar’s style of play perfectly. “We knew it would be difficult to hold on to Willian and it is hard to say if Taison will be as good as him,” said coach Mircea Lucescu. “He will need time.”

Nigeria had to weather a late Burkina Faso onslaught before winning the trophy for the third time. Uppermost in Keshi’s mind was the fact Burkina Faso equalised with the last kick of the game when the two sides drew 1-1 in their opening group game three weeks ago. “You don’t want to know what was going on in my head five minutes from the end,” said the Nigeria coach, laughing loudly. “So many things were going through my head but I was keeping the faith.” Keshi was under huge pressure to win the tournament, almost two decades after he captained the country to their last Nations Cup triumph in 1994. The Nigerian media had been scathing of his decision to leave established players like Peter Odemwingie and Obafemi Martins out of the squad in favour of younger, inexperienced players like match-winner Mba who plays in the domestic league. Nigeria’s victory means they will now face world and European champions Spain, Uruguay and Tahiti at the Confederations Cup in Brazil in June. “It is an honour for us as Nigerians to represent Africa,” said Keshi. “I haven’t even thought about it yet but it gives us the chance to continue to improve.”

Juventus win deflates a dominant Celtic At times penalty box looked like wrestling ring Celtic 0 Juventus 3 By Ronnie Esplin

Sharp shooters: Real Madrid’s Cristiano Ronaldo and Man United’s Robin van Persie are both capable of changing the course of the tie with a moment of brilliance

Emotions might get to Ronaldo, says Neville By Martyn Herman REAL Madrid forward Cristiano Ronaldo could find tonight’s Champions League clash against his old club Manchester United “too emotional”, former team-mate Gary Neville believes. The last-16 first-leg clash in the Bernabeu will pit the Portuguese goal-machine up against United for the first time since leaving for a world record fee of 80 million pounds in 2009. Ronaldo has fully justified that huge fee, scoring 182 goals in 179 appearances for the Spanish giants and a hat-trick against Sevilla at the weekend underlined the danger he poses to United’s hopes of progress. Yet Neville, who watched Ronaldo develop into one of the world’s leading players at Old Trafford after he joined from Sporting Lisbon, thinks the flamboyant 28-year-old could try too hard to impress. “I always think there’s a weakness in everybody,” former United defender Neville, now working as a Sky Sports analyst and as part of England’s coaching set-up, p yesy said in the Daily Telegraph terday. her this “You just wonder whether ght be match emotionally might g all difficult for him, seeing those lads he had such great times with still playing - Rio (Ferdinand), (Patrice) Evra, (Wayne) Rooney and Ryan (Giggs). “You’re always challenged in football and that will be a new experience for him. “Maybe the emotion of seeing Sir Alex Ferguson, the red

shirt, that stadium, we won’t know how he’ll deal with it, until we see him do it. It’s new for him.” Ronaldo’s final game for United was the Champions League final defeat by Barcelona in 2009 when he was not at his best - but he was generally prolific at Old Trafford with 118 goals in 292 games. He helped the club to a stash of silverware, including three Premier League titles and the 2008 Champions League when he scored in the final against Chelsea. “We are going to have to use all of our courage, ability and experience to make sure we not only stop Ronaldo, but the other players they have because Real are a great team,” Ferdinand said. “It’s going to be an emotional night for Ronaldo, and a great night for him. Hopefully it gets too emotional for him.” Real manager Jose Mourinho meanwhile has declared that the clash between the sides was “the match the world is waiting for”. “We have to feel very privileged to play this match,” Mourinho said. “People think we’re under pressure because one of the big teams will soon be out of the biggest competition. “But Real Madrid and Manchester United sta staff, as well as the players, feel privileged privileged. It’s the kind of match you want to play pla and we have to prepare as best we ca can. “It’s such a big match,” added the Portugu Portuguese. “Everybody wants to p play. Nobody will be tired. It’s a match the world is waiting for so I hope we can give the world of football what they’re waiting for.”

Sir Alex Ferguson’s side have a poor record in Spain, winning twice in 20 visits

C

ELTIC need a football miracle if they are to rescue their Champions League hopes after succumbing to a ruthless Juventus side in the first leg of their last-16 clash at Parkhead last night. Juve striker Alessandro Matri rocked the Hoops with a third-minute goal only for Neil Lennon’s side to battle back ferociously in a breathless encounter where, at times, the visiting penalty box resembled a wrestling ring. However, despite their best efforts, the Scottish champions were hit by a suckerpunch in the 76th minute when midfielder Claudio Marchisio grabbed a second on the counter before striker Mirko Vucinic grabbed a third in the 83rd minute. The Hoops had beaten Barcelona and Spartak Moscow in the group stages in finishing second to the Catalans to reach the knockout stages for the first time in five seasons. Lennon had predicted the “thunder” would be back in Glasgow for the visit of the Serie A champions and indeed the decibel levels were off the scale as both sides emerged from the tunnel. Some fans would have been surprised to see defender Efe Ambrose in the starting line-up. The Hoops defender played for Nigeria in their 1-0 African Nations Cup final win over Burkina Faso on Sunday evening and did not arrive back in Glasgow until yesterday morning. Emilio Izaguirre shrugged off a knee injury to take his place at left-back in a 4-51 formation, while winger James Forrest returned after recovering from a hamstring complaint, although Georgios Samaras failed to recover from the same injury. A strong Juventus side in a 3-5-2 formation included star midfielder Andrea Pirlo, the main support behind a front two of Matri and Vucinic. Midfielder Victor Wanyama

Winner: Mirko Vucinic scores Juve’s third goal set the tone for a frantic start with a speculative shot from distance, which Juve’s veteran keeper Gianluigi Buffon let slip out of his hands for a corner that came to nothing. However, the visitors stormed into the lead with their first real attack, when Federico Peluso’s pass caught out Ambrose. Matri poked it past keeper Fraser Forster and although Hoops defender Kelvin Wilson valiantly cleared the ball it had crossed the line, with Marchisio sweeping it high into the net to make sure. In the 37th minute, after Celtic striker Gary Hooper and Juventus defender Stephan Lichsteiner were both booked for wrestling as they awaited Commons’ corner, Wanyama headed the midfielder’s delivery over the bar. The Parkhead men resumed control when the second half started and Juve were struggling to get out of their own half but attacks were breaking down at the edge of the visitors’ penalty area. Full-back Adam Matthews was a straight replacement for Lustig on the hour mark. Three minutes later Ambrose had a great chance to level when Charlie Mulgrew, after

taking a short corner from Commons, planted a cross right on to his head but his weak header from eight yards went straight into the arms of the grateful Buffon. Celtic were in control but they escaped in the 65th minute following a Juve break when Wilson blocked Vucinic’s goal-bound shot after more good work by Peluso down the left. In the 73rd minute Tony Watt, who had scored in the 2-1 win over Barcelona, came on for Commons but three minutes later Celtic’s European hopes lay in tatters when Marchisio took a pass from Matri, cut inside and fired past Forster at his near post from 12 yards. Celtic’s resistance was broken and with seven minutes remaining Marchisio set up Vucinic to slot past Forster to almost certainly end the Hoops’ European involvement for the season.
