Th is transfer from the Army to the Space Force marks the fi rst time all Department of Defense military satellite communication functions have been consolidated under a single militaryU.S.service.Army Lt. Gen. Daniel Karbler, commanding general of U.S. Army Space and Missile Defense Command, and U.S. Space Force Lt. Gen. Stephen Whiting, commander of Space Operations Command, presided over the“Thceremony.isisahistoric moment for the Department of Defense and military satellite communications as we bring all military SATCOM capabilities under one service for the fi rst time ever,” Karbler said. “My thanks to the U.S. Space Force, and in particular Lieutenant General Stephen Whiting and his team for their tremendous teamwork throughout this transition period. With the official mission transfer, the 53rd SOPS is the only DOD organization that conducts payload and transmission control for the Defense Satellite Communications System and Wideband Global SATCOM Satellite constellations. These constellations provide mission-critical communications connectivity for users ranging from the president of the U.S. to interagency and international partners conducting global operations.

The 53rd SOPS at Schriever SFB was activated June 29, 2022, and has detachments at Fort Detrick, Maryland; Fort Meade, Maryland; Landstuhl, Germany; Wahiawa, Hawaii; and Fort Buckner, Japan. These detachments were previously under the 53rd Signal Battalion.

The SATCOM Office manages wideband payloads on the Wideband Global SATCOM and Defense Satellite Communications System, narrowband payloads on Fleet SATCOM, Ultra High Frequency Follow-On, and the Mobile User Objective System Global Broadcast Service. It is responsible for four regional SATCOM support centers located at Peterson SFB; MacDill Air Force Base, Florida; Wheeler Army Airfield, Hawaii; and Patch Barracks, Germany. Activated in 1941, the 53rd Signal Battalion traces its heritage to World War II, and in the 1960s transitioned its mission to satellite operations. Its legacy and history will remain an integral part of the 53rd SOPS identity moving forward. Delta 8 provides SATCOM and the world-class position, navigation and timing signals, providing the focal point for U.S. protected and assured military SATCOM, as well the only global utility for PNT signals to military and civilian users. The Navy Satellite Operations Center along with three detachments transferred to the 10th SOPS, which also falls under Delta 8, on June 6, 2022. With Guardians, Airmen, Sailors and Soldiers coming together for essential SATCOM operations, Delta 8 is a fusion of military culture that benefits from its members’ the diverse backgrounds and vast experiences. The Army and Navy members will transition to Space Force Guardians over the next year. SpOC generates, presents and sustains combat-ready intelligence, cyber, space and combat support forces and serves as the USSF service component to U.S. Space Command.

The latest Ops day was split between July 26 and July 28, 2022, and focused on ensuring partner cells were postured for success in the triannual SACT that occurred throughout the fi rst week of August. The Pacific cell included Australia and New Zealand, the Meridian cell included the U.K. and France, and the Americas cell included Canada and Chile. In this iteration, participants included JCO operators, DRAGON Army developers and contributing operators, JCO operational sensor providers, and new companies interested in uniting with the AdditionalJCO. participants could include allied military personnel, U.S. National Guard personnel and academia.

EL SEGUNDO, Calif. — Space Systems Command (SSC) has achieved numerous milestones in the year since it was stood up as a U.S. Space Force (USSF) Field Command on Aug. 13, 2021. As the Command responsible for rapidly developing, acquiring, equipping, fielding and sustaining lethal and resilient space capabilities, SSC and its team of military, civilian and contractor personnel are laser-focused on staying ahead of the rapidly expanding adversarial threats in space. “I’ve been impressed with what SSC has been able to accomplish with regard to changing the face of government space acquisition,” said Frank Calvelli, Assistant Secretary of the Air Force for Space Acquisition and Integration. “By creating a unity of effort, building partnerships and delivering space capabilities on time and within budget, our warfighters have what they need to stay ahead of our adversaries and our nation’s assured access to space remains intact,” Calvelli said. “It is time to bring fresh energy to acquisitions and SSC is a critical part of that effort.” With an $11 billion budget, SSC now includes five program executive offices: Assured Access to Space; Communications & Positioning, Navigation and Timing (PNT); Space Sensing; Battle Management Command, Control & Communications (BMC3); and Space Domain Awareness and Combat Power. Th is reorganization has changed the focus at SSC from managing systems to managing capabilities from development through sustainment, as well as providing synergy with the warfighter.

Four program executive officers oversee these mission areas and the full lifecycles of all SSC programs -- with the goal to have fully resilient space capabilities by 2026. SSC is making strides in its priority to integrate U.S. space capabilities so that they may work independently as well as part of a system of systems. SSC’s Space Systems Integration Office (SSIO) works to ensure that the collection of space systems - each capable of independent operation - are interoperable and achieve desired capabilities by integrating systems from the U.S. Department of Defense, allied partners and commercial providers. Creating more resilient systems ensures that capabilities are able stand entirely alone in space or on the ground. System of systems integration is critical for everything the nation develops and acquires moving forward.Forthis reason, SSC is advancing Enterprise Ground Services (EGS). EGS provides a suite of tactical satellite command and control services to the space enterprise using open standards and a common platform that efficiently integrates capabilities across missions and enables a resilient enterprise ground architecture with cyber resiliency “baked in” from the beginning. Space Systems Integration is one of four new SSC offices, along with Commercial Services, International Affairs and Warfighting Integration that have been established this year. Additionally, Space Launch Delta 30, at Vandenberg Space Force Base, and Space Launch Delta 45, at Patrick Space Force Base, are now incorporated into SSC, to increase efficiency and unity of effort aroundSSC’slaunch.firstyear has included 65 successful launches supported by both the Eastern and Western Ranges, including five National Security Space Launches. Space Systems Command celebrates first anniversary as USSF field command

After his time was up as the electronic warfare noncommissioned officer in charge for the Korean Peninsula at 8th Army creating and developing EW systems, he received a call from his branch manager offering him his fi rst official space assignment, but he was hesitant to fully commit. “I turned it down initially,” said Compton. “It was something completely unknown to me and while it sounded like a great opportunity, I had no idea what I was getting myself into.”

It was shortly thereafter that Compton arrived at the Joint Task Force-Space Defense’s operations center, the National Space Defense Center. When Compton arrived to the unit in 2018, the NSDC had just transitioned to 24/7 operations, marking a significant step for the expanding, interagency team focused on protecting and defending the nation’s critical space assets. Compton was fi rst assigned to the communications element of the NSDC, tasked with standing up its fi rst targets division. Th roughout his time at the JTF-SD, he worked on systems design and process applications for the NSDC, became the unit’s First Sergeant and ultimately became the senior enlisted leader for the Army element and intelligence directorate. Compton played an integral part in standing up the JTF-SD as it exists today. “There is so much to that organization and the level of responsibility that [the JTF-SD] has to national defense and the security of our nation, it’s almost overwhelming,” said Compton. “Even at a lower level, you still have a great amount of responsibility because there is no room for error. It is really a testament to how well we do our jobs.”

Compton leaves his own advice for those considering transferring into the U.S. Space Force: “For anyone who is also considering transferring, bring your A-game and be prepared to work hard,” said Compton. “We have a lot to accomplish and we need diligent, intelligent, and creative individuals to quickly advance the force to higher levels.”

As a U.S. Army Master Sergeant within the JTF-SD, Compton made the decision to pursue the U.S. Space Force’s Interservice Transfer Program and was one of nine E-8’s selected from a pool of over 4,000 applicants. “I was contemplating retiring from the Army altogether, but the opportunity presented itself to join a new service,” said Compton. “I wanted to be a part of something and help build it from the ground up. I wanted to help Guardians shape their futures.”

In his new capacity as a Guardian, Compton was selected to be the senior enlisted leader for the 10th Space Warning Squadron at Cavalier Space Force Station, North Dakota. “[The U.S. Space Force] continues to challenge me every day by placing me into roles that I normally wouldn’t have done in the Army,” said Compton. “I think transferring is the best thing I could have done for myself personally and professionally, and it’s exciting.”

Compton, the son of a U.S. Marine Corps Vietnam veteran, had spent his life working in agriculture and knew that enlisting in the military was his one-way ticket out of a small town. So, at 18 years old, Compton enlisted into the U.S. Army with plans to get an education and travel the world. As a combat arms and artilleryman, he completed multiple deployments to Iraq and Afghanistan in support of Operations IRAQI FREEDOM and ENDURING FREEDOM. Not long after, he began a three-year special duty assignment as an Army recruiter. “Growing up in a small town, I was a quiet and reserved individual,” said Compton. “Recruiting for the Army taught me interpersonal communication, which broke me out of my shell and tremendously benefited me throughout the rest of my career.”

Jacob Simmons, senior enlisted leader of Space Operations Command, presided over the transfer ceremony. “The inclusion of other services propels the Space Force on a path to fi nd its own unique approach to most effectively operate in the space environment,” said James. “MSG Compton, now SMSgt Compton, embodies the warfighting skills of a combat-tested Soldier, partnered with the technical skills required to protect and defend the space domain.” Compton states that one of the highlights of his career was working at the JTF-SD and helping to stand up the unit. “My greatest takeaway from working within JTFSD is every day was an adventure. The level of work that is conducted within the JTF-SD is critical to our National Security and its defense. I was a part of that and the team that made that happen day in, day out, every hour of every day.”

JTF-SD Soldier becomes Guardian

Once Compton hit his 10-year anniversary on active duty, he wanted to acquire a skillset that would be applicable both in and outside the military sphere. Compton’s personal background in cyber and coding drove him to explore the intricacies of electronic warfare, ultimately foreshadowing his future as a Guardian. For Compton’s first assignment as an electronic warfare specialist, he was stationed with the 2-7 Infantry Battalion. “I went from kinetic fi res on the combat arms and artillery side to nonlethal fi res on the electronic warfare side,” said Compton. “I experienced a real role reversal.”

Space Fence, located on Kwajalein Island in the Republic of the Marshall Islands, is the most sensitive search radar in the SSN, capable of detecting objects in orbit as small as a marble in low Earth orbit (LEO). It provides enhanced space surveillance capabilities to detect and track orbiting objects such as commercial and military satellites, depleted rocket boosters and space debris in low, medium and geosynchronous Earth orbit regimes.

SSC’s paradigms to that regard include “Allied by Design” and “Exploit What We Have, Buy What We Can, and Build Only What We Must.” SSC also echoes Secretary of the Air Force, Frank Kendall’s guiding principle of “One Team, One Fight” - which refers to an integrated defense in which the whole of government, commercial and international partners are united as essential team members of the American national security team. Delivery of the Enhanced Polar Systems - Recapitalization (SATCOM) payload in April of 2022, ahead of the 2023 launch in support of Space Norway is an example of how SSC is supporting critical military communications and demonstrating bedrock support to European allies. EPS-R is an Extremely High Frequency MILSATCOM system designed to extend legacy EPS services into the early- to mid 2030 to provide 24/7 protected satellite communications for forces operating in the Arctic region. SSC continued to strengthen its international partnerships, hosting visiting delegations from Luxembourg, Australia, Germany, Japan, Poland and the United Kingdom in its fi rst year. Further, all 10 partner nations signed the Wideband Global SATCOM Memorandum of Understanding, SSC began co-chairing (with Germany) the Combined Space Operations (CSpO) Capability Architecture Working Group (CAWG) and stood up a Foreign Military Sales (FMS) New Business Office.

To that end, SSC has hosted several Industry and Reverse Industry Day events this year, inviting companies with relevant mission area technologies to meet with SSC and other agency officials to explore partnership opportunities.

As SSC builds greater unity of effort with government agencies involved with space acquisition, it is also building the foundation for the discovery of commercial technologies and innovations, which can help drive faster and more effective acquisition processes for current and future programs and capabilities, SSC officials said.

SSC also successfully completed the trial period for the Unified Data Library (UDL), establishing a permanent capability to directly ingest space observation data from the Space Fence radar system. Th is milestone establishes the UDL’s fi rst direct sensor connection with the Space Surveillance Network (SSN), the Department of Defense (DoD) network of ground and space-based sensors that provide observation data on objects in the space environment.

Dillon Blackman, formally a 16th Electromagnetic Warfare Squadron technician assigned to Peterson Space Force Base, Colorado, transferred into the newly activated 53rd Space Operations Squadron on July 6, 2022. Blackman, assigned to Detachment Alpha at Fort Detrick, Maryland, is among the fi rst group of Guardians to join the new USSF squadron. “I got selected to be part of the fi rst class with Guardians at Fort Gordon, Georgia, for the Army [Satellite System/Network Coordinator] class,” Blackman said. “This class is where the Army folks earn their space wings. It’s similar to when we go through U.S. Air Force technical schools, and we earn our wings at graduation.” Blackman’s new unit has a long, proud history of service tracing back to World War II as the oldest operational battalion in the U.S. Army Satellite Operations Brigade. The previously U.S. Armyowned 53rd Signal Battalion belonged to the U.S. Army Space and Missile Defense Command. The 53 SOPS, headquartered at Schriever SFB, is now assigned to Space Delta 8 – Satellite Communications and Navigational Warfare and Courtesy Photo U.S. Space Force Sgt. Space has always been a part of Blackman’s life. Growing up in Ormond Beach, Florida, he and his family were around 70 miles north of Cape Canaveral Space Force Station, formerly known as Cape Canaveral Air Force Station. He recalls watching Space Transportation System Shuttle launches on TV, then rushing outdoors to glimpse it with his own“Oneyes.aclear day, you could see it just starting to peek up over the trees,” said Blackman. “Night was even more spectacular because you would see the brightness of the flames from the rocket engines going off ; it would light up the whole sky.”

At fi rst, Blackman wanted to be an astronaut, but like many, he lost interest after learning about the STS Shuttle Challenger disaster. He earned his high school diploma in 2014 and worked in the automotive sector, but that career path did not appeal to him. In 2017, he enlisted in the U.S. Air Force after having an impactful experience at MacDill Air Force Base, Florida, while visiting friends. “They were doing the touchand-goes with this aircraft — I believe it was a C-17 Globemaster III — where they would just barely touch the ground with the ramp down for a couple of seconds before taking off,” said Blackman. “I saw that, and then just being on the base, and seeing the life and culture, something was calling me toBlackmanserve.”
