PETERSON SPACE FORCE BASE, Colo. — Colorado Springs is known by many for its natural beauty, colorful sunsets and rugged mountains, which inspired Catherine Lee Bates to write the patriotic poem “America the Beautiful” after admiring the view from atop the city’s most iconic summit, Pikes Peak. Maintaining this standard should be a priority of Airmen and Guardians assigned to the PetersonSchriever Garrison as it is their responsibility to ensure the bases remain in excellent condition. “The outward appearance of any base is the first impression to visitors,” said Maj. Joanna Leger, 21st Civil Engineer Squadron operations flight commander. “It is a matter of pride and care for not only the appearance of the base but also the piece of earth we have been given to work and live on day to day. We only get one planet, it’s important we preserve it for generations to come in and outside our fence line.”

Peterson Space Force Base, Colorado is a headquarters base with one of the busiest distinguished visitor flight lines in the Department of Defense, meaning the base gets its fair share of outside attention. “Beautification is not just for DVs or customers, but for all of us,” Leger said. “Everyone’s mood improves as their surroundings improve. We need to make this base a place everyone wants to come work, live and play at day after day. Keeping a positive attitude is a lot easier if you are not staring out your window looking at an overflowing dumpster or have trash blowing under your car.” Chief Master Sgt. Sevin Bulkavaar, Peterson-Schriever Garrison command chief, says, the Garrison is a family business, and as with any family, they have a home. “I think it’s important we take care of our base,” said Senior Airman Bryson Lyles, 21st Medical Group dental lab technician. “This base is home for many Airmen and their families, both literally and figuratively. You wouldn’t let your house get messy, so why should we let our base?”

Airmen should be policing their work areas, facilities, parking lots, landscaped areas and near dumpsters to ensure areas are free of trash, debris and illegal dumping, according to a base memorandum titled “Installation Excellence Common Use Area and Installation Clean Up Guidance.” In Colorado, littering is punishable by a fine based on what was dumped. For Airmen and Guardians on the installation, violators will be punished to the fullest extent of the law at the Garrison commander’s discretion, Leger said. Dump sites around the installation will have cameras that are monitored by the 21st CES and signs notifying Airmen of expectations. “At the end of the day it’s everyone’s responsibilities to care for our base,” Leger said. “I hope every unit takes an active role in the installation excellence policy and follows through with monthly clean-up days. Many hands makes for light work and will improve the image and morale for the entire installation.”

PETERSON SPACE FORCE BASE, Colo. — “I’ve been able to do things people who grew up the way I did may never experience,” said U.S. Air Force Senior Airman DeMarcus Mitchell, 21st Operational Medical Readiness Squadron bioenvironmental engineering apprentice. Mitchell did not have the “typical” parenting structure growing up in his hometown of Knoxville, Tennessee. After a series of events which nearly led to him ending up in foster care, his grandmother took him in. “My grandmother always said it takes a village to raise a person,” said Mitchell. “She was already retired when she took me in, so I was raised by teachers, educators and coaches.” Mitchell explained it was almost like a blessing in disguise, when his grandmother took him under her wing. Mitchell’s grandmother instilled leadership in him, taught him how to be an individual while expressing the importance of being a team player. Prior to enlisting into the U.S. Air Force, Mitchell taught boxing at a local gym in Tennessee, where he met his wife, Ashley. “Everybody loved him,” Ashley said. “I always went to his classes just because he was so high energy and upbeat. You could tell he loved to be there.” Mitchell’s leadership qualities weren’t just seen by his community members and wife. Once enlisted, he applied his ability to lead others in all aspects of his new career. Mitchell led all of the physical training workouts for the members of the Delayed Entry Program, a program for individuals waiting to ship out to basic military training. While attending BMT, he became dorm chief, the top

leader of the trainees in the entire flight. At technical school he became an Airman leader, a physical training leader and joined the drill team. Now, stationed at Peterson Space Force Base, Colorado, he serves as the alternate unit fitness program manager for his squadron, after only two months as a PTL for his unit. “Helping people is something I’ve always wanted to do,” said Mitchell. “I feel like it’s my purpose on this planet to coach and educate people on fitness and nutrition.” Aside from the leadership roles Mitchell has already taken on, he

still offers a helping hand whenever the opportunity presents itself. “You can tell [leadership] is within him and he can’t suppress it even if he wanted to,” said U.S. Air Force Master Sgt. Brandon Johnson, 21st Operational Medical Readiness Squadron bioenvironmental engineering flight chief. Mitchell’s accomplishments extend beyond his job. He has worked to improve his home state by helping develop the first 13-week training program for cadets attending Walter State Community College in Morristown, Tennessee, to prepare them for the phys-

ical aspects of becoming a police officer. He hopes to use the feedback from this training program to better the U.S. Air Force PT training program as a whole. “I love the idea of being able to help other people become the best version of themselves,” said Mitchell. “No matter what your goal is, no matter what it involves, whether it’s making the next rank or gaining some strength numbers in the gym, losing weight or getting a degree or commissioning, it’s you versus you, every day.”

PETERSON SPACE FORCE BASE, Colo. — STARBASE Peterson offers students the opportunity to supplement their science and math curriculum through 25 hours of science, technology, engineering, and math at Peterson Space Force Base. The academy was founded in 2014 and is one of 70 STARBASE sites and the only one in Colorado. “The developmentally based curriculum is standardized, cutting-edge, research-based instruction that meets math and science standards,” said Sarah Knox, STARBASE Peterson director. “The combined classes offer ‘hands-on’ experience with the program open to students in public, private, charter and homeschool settings.” Airmen and Guardians stationed at Peterson SFB or Schriever SFB are able to volunteer at STARBASE Peterson and interact with the students. “We have guest speakers talk with each class of students to provide direct contact and mentorship for students,” said Knox. “In addition, STARBASE Peterson is looking to grow into a STARBASE 2.0 program, which will depend heavily on dedicated Airmen and Guardians willing to contribute sfspaceorbital.com

20 plus hours as middle school students engage in an after-school, STEM-projectbased learning environment.” According to the DoD STARBASE Annual Report for 2020, military volunteers provide students with additional linkages between education and application. They may serve as guest lecturers to explain the use of STEM in different careers or act as base tour guides highlighting the use of STEM concepts in their missions and giving students access to military facilities and operations. The academy’s primary mission is fifth grade classes, public, private, charter and homeschools all participate in the program. The program is a year-round program where classes of 20 to 35 students attend a fiveday program for five hours a day totaling 25 hours. STARBASE Academies are not exclusive to one branch, academies can be found at National Guard, Marine, Air Force Reserve, Army, Air Force and Space Force bases across the nation. The goal of the program is to provide an outstanding, STEM educational experience for students and teachers in a hands-on, high-tech, discovery and inquiry based environment on a military installation. Academy cadets team up with Air Force’s Office of Scientific Research to improve hypersonic systems

U.S. AIR FORCE ACADEMY, Colo. — Researchers at the Air Force Academy and the service’s Office of Scientific Research say an experimental rocket launch will help the Air Force design air and space craft better able to withstand heat and turbulence at hypersonic speeds. Sarah Popkin, who oversees the project for the Office of Scientific Research, said the March 21 launch from NASA’s Wallops Flight Facility, Virginia is specifically designed to give researchers more information on boundary layer transition – “BOLT” – at hypersonic speeds. “Boundary layer transition and turbulence are complex phenomena that are difficult to study because we can’t replicate [these conditions] on the ground,” Popkin said.

Turbulence, Popkin said, results in heat. “Now you’re having to worry about protecting internal electronics and things like that,” she said. “Heat is the mother of all problem for hypersonics.” Cadets used thermal imaging for the project to measure turbulence in the presence of boundary layer trips, and the launch augments their research on boundary layer transition at the school’s wind tunnel, capable of experimental tests up to 4,600 mph, six times the speed of sound. NASA teamed with the Academy in 2021 for a series of these tests. “We’re looking forward to the launch and seeing this key hypersonic test contributing critical data to the design of next generation hypersonic systems,” Col. Douglas Wickert, head of the Academy’s aeronautics department.

Air Force delivers last isolated containment chamber

HOWELL, Mich. — Almost two years after the Air Force developed and fielded the first Negatively Pressurized Conex and NPC Lite, the service delivered the final NPCL to Air Mobility Command, during a ceremony on March 1. “This marks the combination of production and delivery of all 60 [NPC and NPCL] systems,” said Lt. Col. Paul Hendrickson, materiel leader within the Air Force Life Cycle Management Center’s Agile Combat Support Directorate and lead for NPC, NPCL. “Working with the aircraft program offices and Air Force Mobility Command, we are successfully transitioning the systems to operations and sustainment where they will continue to support the United States Transportation Command’s requirements as needed.” Developed in response to a Joint Urgent Operational Need requirement issued by the United States Transportation Command on March 28, 2020, the NPC and NPCL are designed to serve as transport modules and isolation containers for individuals infected with the COVID-19 virus and other highly infectious diseases. Both modules are negatively pressurized and effective at containing viruses to protect aircrew members and other parts the aircraft. The modules can support multiple configurations of litter and ambulatory patients, and includes an

attached anteroom where medical professionals can safety change into or out of their medical equipment in order to safely administer patient care, or exit the module into the aircraft without risking contamination. The NPC is designed to fit inside of the C-17, and the NPCL was designed specifically for C-130s but can also be used on the C-17. An essential part of the effort to field the modules, was ensuring they were safe to fly on-board the aircraft. “In order to ensure that these units were safe to fly for the patients, crew, and aircraft, we worked closely with the C-17 and C-130 system program offices to demonstrate their safety,” said 2nd Lt. Gunner Kral, an Engineer with the Air Force CBRN Branch, who worked tirelessly to get the final Military Flight Certification of the systems. “This was done by performing various system tests, providing system drawings and load analyses, identifying system risks, and working with the offices to ensure complete understanding of the systems.” Over the last 18 months, the modules have participated in more than 85 aeromedical evacuations, transporting over 350 patients in need of care across all five geographic commands and six continents. With the final system delivery, the Air Force will shift to long-term sustainment of the modules to include finalization of the technical orders, maintenance plans, training materials, logistics plans and Operational Safety, Suitability & Effectiveness support to the warfighter. Air Mobility

Command is hoping the systems will remain in service for the next ten years. Additionally many international partners and allies have expressed interest in the system, and the Qatari Air Force took delivery of their own NPCL in the Fall of 2021. ““The NPC and NPCL will be in our repertoire of CBRN equipment for use in the future if and when the next pandemic occurs,” said Rebekah Less, a sustainment engineer specializing in chemical, biological, radiological and nuclear - also known as CBRN - protective equipment. “Working on this project has been super exciting and a really cool opportunity for me.” “The NPC/NPCL program has been a successful joint venture between multiple Major Commands and our industry partners to answer the call of the most significant epidemiological threat our generation has experienced,” said Steven Singleton, the NPC, NPCL Program Manager with the Air Force CBRN Branch. “The forward thinking development of this program answered not only the COVID threat, but all known high consequence infectious disease threats which could emerge requiring this type of transportation equipment. The real-world lifesaving impacts that this program enacts have been an integral driving factor to the nearly unparalleled rapid success of this JUON. This program has been the most unique, challenging, and rewarding experience I have had as a defense acquisition program manager.”

Sandell sworn in as DAF Scientific Advisory Board chair Staff Report Secretary of the Air Force Public Affairs

WASHINGTON (AFNS) — Dr. Nils Sandell was sworn in as the 24th Chair of the Department of the Air Force’s Scientific Advisory Board (SAB), March 11. Dr. Sandell’s appointment was the culmination of a 13-month effort to restart SAB operations after a Department of Defense review directed by Secretary of Defense Lloyd J. Austin last year. Austin directed a zero-based review of all DOD advisory committees. The review focused the Department’s

advisory committee efforts to align with the most pressing strategic priorities and the National Defense Strategy. The review, which included the immediate suspension of all advisory committee operations until the review was complete, included the Air Force’s SAB. As part of the review, Secretary of the Air Force Frank Kendall recommended the board’s name change from the United States Air Force Scientific Advisory Board to the Department of the Air Force Scientific Advisory Board, a change that recognizes the board’s

support to both of the Department’s services – the Air Force and the Space Force. The SAB was first established in 1944 by Gen. “Hap” Arnold to assist the Air Force in gaining a “clear vision into the future” of technology-enabled capabilities. The board has provided a steady flow of independent scientific and technical advice to the Department’s leadership for over 75 years. Beshar swears in as Department of the Air Force general counsel Staff Report Secretary of the Air Force Public Affairs

WASHINGTON (AFNS) — Peter J. Beshar was sworn in as the General Counsel of the Department of the Air Force during a Pentagon ceremony March 18, following his confirmation to the role by the U.S. Senate, March 10. Prior to his confirmation, Beshar served as the executive vice president and general counsel of the global professional services firm Marsh McLennan. Among his career highlights, Beshar was appointed by President Barack Obama as a trustee of the Wilson Center for International Scholars in 2015, served as the special assistant to former Secretary of State Cyrus Vance in the peace negotiations in the former Yugoslavia, and spearheaded initiatives to assist veterans with employment opportunities and access to housing, disability and other benefits. In his newest capacity, Beshar is the Department of the Air Force’s chief ethics official and legal officer, providing oversight, guidance and direction to more than 2,600 Air Force military and civilian lawyers worldwide. Beshar joins the Department as it implements requirements in the 2022 National Defense Authorization Act and recommendations from a Department of Defense independent review commission aimed at bolstering the specialized resources available to investigate and prosecute certain offenses such as murder, sexual assault, and domestic violence. “The Department is extremely fortunate to have Peter joining our team,” said Secretary of the Air Force Frank Kendall. “The breadth and depth of his career, coupled with his leadership experience, will be instrumental to navigating the day-to-day legal matters impacting the Department and also to enacting the changes underway in line with the 2022 NDAA and IRC goals. Defense Official says Ukrainians continue strong resistance against Russian invaders By David Vergun Department of Defense News

WASHINGTON — Ukrainian forces — including civilians — are continuing to frustrate Russian invasion forces on the ground and in the air, a senior Defense Department official said today. It’s a very dynamic battlefront across eastern Ukraine, the official said. “It’s very clear that the Ukrainians are showing no signs of stopping their resistance and no signs of slowing down their attacks on the Russians.” Thus far, the Russians have only taken a handful of population centers, Kherson being the large one. Even with Kherson in Russian hands, Ukrainian forces counterattacked in an effort to take it back, the official said. “Credit goes to the Ukrainians and the impressive way that they are defending their cities and their fellow citizens,” the official said. “They’re using the security assistance that gets to them. There’s not a long shelf life for this stuff. I mean, it gets into their hands, and they use it. They are being very energetic and very aggressive in the defense, and I think the lion’s share of the credit must go to them and to their leadership,” the official said. Ukrainian President Volodymyr Zelenskyy has been quite inspirational and has really motivated his forces, the official said. “Average citizens are picking up arms and fighting.” The Russians are taking casualties every day. They are losing aircraft, armor, vehicles, artillery, helicopters and jets, the official said. “We continue to see a risk aversion by a lot of Russian pilots inside Ukrainian airspace,” the official added. The Ukrainians have been very creative in their air defense, the official said.  “They’re being very nimble, very agile in how and when and where they apply air defense. … They’re being very resourceful in how they’re trying to prevent the Russians from dominating the skies over Ukraine. We would still assess the air of Ukraine airspace is contested,” the official said. The Russians have launched more than 1,100 missiles against targets in Ukraine since the start of the invasion, the official said. Russian forces continue hitting cities with long-range missiles and artillery bombardments, as well as trying to encircle them, the official said. Some Russians forces are reportedly experiencing morale issues. “[Russian soldiers] just weren’t fully prepared for operations of this intensity [and] for this long on so many sfspaceorbital.com

different multiple lines of attack,” the official said. “They did not expect this level of resistance.” “Some of [the Russian soldiers] were not told what they were actually going to be doing inside Ukraine. We know they relied on conscripts, and they still do; and it’s still largely a conscript army. These are very young men who don’t have a long experience with soldiering,” the official said. A weakness of the Russian military is the lack of initiative that noncommissioned officers are allowed to take on the battlefield, the official noted. The opposite is the case for NCOs in the U.S. military and in the militaries of a number of allied nations. Russians continue struggling with command and control, logistics and sustainment issues, the official said. DOD officials think the Russians are facing inventory issues with precision-guided munitions. That is one reason there’s an increased use of “dumb bombs,” meaning they are not precision-guided, the official said. “We’ve also seen them suffer failures of some of their

precision-guided munitions where they’re just not operating. Either they’re failing to launch, or they’re failing to hit the target, or they’re failing to explode on contact,” the official said. There has been some recent Russian naval activity in the northern Black Sea, with more than a dozen warships of various types, the official said. “We think that at least some of the shelling that’s happening around Odesa is a result of those ships.” It is not clear that this is an imminent pre-staging sign of an amphibious assault on Odesa, the official added.   Russian officials claim to have launched hypersonic Kinzhal missiles against a military ammunitions warehouse in western Ukraine’s Ivano-Frankivsk region on March 18, destroying a structure purported to house munitions. DOD officials are not able to confirm or refute those claims. From a military perspective, it makes no sense to fire a hypersonic missile if precision-guided munitions are available, the official said.
