MANNING THE MISSION Capt. Kirsten Pecua By Senior Airman Alexus Wilcox Peterson-Schriever Garrison Public Affairs

PETERSON SPACE FORCE BASE, Colo. — Imagine a moment, outside of the atmosphere, in the deep distant space, where two satellites collide, resulting in a debris cloud, endangering astronauts in the orbiting International Space Station. Such disasters are fortunately contained with the Human Spaceflight Safety mission in Space Delta 2 – Space Domain Awareness. U.S. Space Force Capt. Kirsten Pecua, DEL 2, plans and programs chief, is a key player in ensuring that the U.S. Space Force can access and maintain new assets and capabilities, with a variety of resources. “It could be somebody’s telescope in their backyard contributing data to commercial command and control centers,” said Pecua. “Today, we are coordinating with commercial companies to make sure we get as much information as we can, and share it appropriately so we can protect and defend.” DEL 2 is the foundation of space operations. They track and maintain where space objects go, track debris, allied satellites, and enemy satellites. They also understand how space weather affects us in the domain.

The Delta catalogs things that go into space without them no one can protect their assets. “The thing I enjoy the most is being able to see the new capabilities that we’re putting out there,” said Pecua. Given the various, worldwide weapons systems operated by DEL 2, it is important Pecua focuses on maintaining healthy relationships with their multinational partners. “Colonel Brock, our DEL 2 Commander, likes to say space domain awareness is a team sport, so we just want to make sure we get all the right players involved,” said Pecua. “SDA capabilities are all over the world from the phased array radars at Thule Air Base, Greenland and Fylingdales Royal Air Force Station, England to the deep space surveillance telescope at Maui, Hawaii.” DEL 2 may seem small on the surface but the mission is huge and they are working to implement more squadrons that are specific to different mission set needs. “Space Force is expanding and so is our space delta,” said Pecua. “What we’ve done so far is prepare to stand up two brand new squadrons, a few operating locations and a few detachments.” Pecua asserts that humility is the key to failing and moving forward swiftly.

“I think you need to be able to move with an idea and fail fast to implement the lessons learned in the next iteration,” said Pecua. “The Space Force goal is to do everything faster and smarter.” Focused and determined, Pecua is also responsible ensuring she communicates with Peterson-Schriever Garrison members to make sure critical support agreements such as a Memorandum of Understanding and Memorandum of Agreement are in place. These agreements ensure that our space systems have the right assistance such as infrastructure and maintenance. From knowing where satellites are and knowing where they going next to providing space weather support, DEL 2 is essential to the safety and security of people across the globe and in space. “Space Domain Awareness is a team sport, we need to ensure the United States, and its allies can operate freely in, to, and from space,” said Pecua. Facebook Post Space Force Capt. Kristen Pecua is highlighted as the “Manning the Mission” feature story for the month of March. She gives insight into the inner working of Space Delta 2 – Space Domain Awareness and clues us into what it takes to work as a team in DEL 2.

Kratom added to DoD list of prohibited substances By Airman 1st Class Brooke Wise Peterson-Schriever Garrison Public Affairs

PETERSON SPACE FORCE BASE, Colo. — A dietary supplement known as kratom has been added to the Operation Supplement Safety list of Department of Defense prohibited substances and should not be purchased or consumed by any member of the armed forces. Kratom is the common term for a plant that originated in Southeast Asian countries. It is not on the controlled substance list but is considered a drug of concern. Since Kratom is not a controlled substance, products containing

kratom are sold legally within the United States. In the U.S., kratom is marketed as a dietary supplement, normally in pills or powdered form used to make tea. Its uses range from anxiety relief, pain relief, and boosting energy, to helping with opioid withdrawal. “What makes kratom dangerous is a potent opioid-like chemical that is naturally present in the plant,” said Tech. Sgt. Clifford Hayes, 50th Security Forces Squadron intelligence and investigations noncommissioned officer in charge. “Some kratom based products have had higher levels of this chemical. It is because of this opioid-like chemical, users of kratom could become addicted and

may turn to other drugs as well.” Because of the addictive properties kratom may have, prohibiting its use keeps Airman and Guardians from ingesting a product that could lead to drug dependency. It will also prevent service members from venturing into other drugs that are on the controlled substance list. Kratom use will not produce a positive result on a routine DoD drug test. Regardless, military service members are prohibited from using any product containing kratom, given its safety concerns. Visit https://www.opss.org/article/kratom-and-drugtesting for more information.

Ten days into Russia’s illegal invasion of neighboring Ukraine, the airspace above Ukraine remains contested, as Ukrainian pilots continue to defend their country, a senior Defense Department official said yesterday. “In the airspace, we continue to observe that the airspace over Ukraine is contested” the official said in statement released Sunday evening. “Ukrainian air and missile defenses remain effective and in use. The Ukrainian military continues to fly aircraft and to employ air defense assets.” The Ukrainian military has also released videos of Russian military aircraft that have been shot down, though the official said that the U.S. Defense Department is not in a position to either confirm the validity of those videos or refute them. “Both sides have taken losses to both aircraft and missile defense inventories,” the official said. “We are not going to speak to numbers. We assess that both sides still possess a majority of their air defense systems and capabilities.” While the official did say that since the invasion began Feb. 24, the Defense Department believes Russian forces have launched approximately 600 missiles of various types. At the same time, the department is unable to corroborate reports of the use of cluster munitions or thermobaric weapons by the Russians, the official said. On the ground, the official said, the U.S. Defense Department has observed limited changes in the past day. “Russian forces’ continued efforts to advance and isolate Kyiv, Kharkiv and Chernihiv across the north and east are being met with strong Ukrainian resistance,” the official said, adding that leading Russian elements remain outside these city centers and the Russian convoy continues to be stalled. In the far south of Ukraine, the official said, the DOD has observed fighting near Kherson, on the Dnieper River, and near Mykolaiv — a location for major shipbuilding operations — on the Pivdennyi Buh, or “Southern Bug,” river. In Mariupol on the Sea of Azov in southern Ukraine and just 30 miles from the Russian border, the official said DOD has observed continued fighting and efforts by the Russians to encircle the city. “There continue to be reports of widespread utility outages,” the official said, to include both water and electricity.

ORLANDO, Fla. (AFNS) — Senior Master Sgt. Brent Kenney, 52nd Fighter Wing, Spangdahlem Air Base, Germany, received the 2022 Spark Tank trophy at the Air Force Association’s Warfare Symposium, March 4, 2022. Kenney’s idea, “Project Arcwater,” is a simple, green, expedited way to save energy and provide drinking water by using solar fabric and environmental water harvesting in an agile combat employment. This will cut the operational energy and logistics associated with operations all around the Department of the Air Force. It was a close competition as the six semi-finalist teams pitched their ideas to Air and Space Force senior leaders and industry experts during the symposium. As judges deliberated between the pitches, audience members online and in person cast their votes and selected Arcwater as a fan favorite. Shortly after, Arcwater

was awarded as the 2022 Spark Tank winner. “It was an amazing experience,” Kenney explained. “Being part of this process was amazing, getting to know all these other innovators and seeing how they are just as passionate as you are.” The Spark Tank initiative allows Airmen from around the force to put forward some of their best innovative ideas and compete to make it reality. Kenney created Arcwater to provide a system that aims to significantly decrease the logistics of transporting water and energy needs at off-the-grid locations through solar panels, a water harvester, and AC/heating tool, creating gallons of potable water out of thin air. According to Kenney, now that Arcwater is the 2022 Spark Tank winner and has support from DAF, it can shift to reaching its full potential. “Without the support of those that I work with in my office, I would not be here,” Kenney said.

Garrison hires new staff to focus diversity, inclusion By Fiona Truant Staff Writer Peterson-Schriever Garrison Public Affairs

PETERSON SPACE FORCE BASE, Colo. — PetersonSchriever Garrison leadership selected two individuals to serve as the Diversity and Inclusion Coordinators on Peterson Space Force Base, Colorado, and Schriever SFB, Colorado. “My goal is to advance the diverse workforce on PetersonSchriever Garrison, which involves inclusion, equity and — and this is important for me — to be visible to people so they don’t have to be experts,” said Hugo Escobar, PetersonSchriever Garrison diversity and inclusion coordinator. Escobar will work primarily on Peterson; his counterpart on Schriever is Tephanie Hopper. Peterson residents may already know Escobar. Since 2006, he has worked in the Airman and Family Readiness Center, offering financial planning and separation aid, and he previously served in the U.S. Air Force Reserve as the 302nd Airlift Wing director of equal opportunity. Escobar noted that he also has a professional background in human resources. “We endeavor to be the model of equitable and inclusive culture by eliminating bias and discrimination in our practices and policies,” said Hopper. Hopper comes from Fort Bliss, Texas. She is a U.S. Army veteran and has worked for the DoD since separating in 1999. She worked as a youth program manager at the Fort Bliss Education Center, then as an Army volunteer corps manager under Army Community Service, which she called similar to AFRC. She also worked as an Equal Employment Opportunity counselor there, as well as serving as a dispute resolution mediator for both Fort Bliss and the County of El Paso, Texas. In May of 2021, she earned her Master’s degree in human resources. “I will play a role in attracting, growing and retaining the world’s finest talents by increasing the overall diversity of the garrison,” said Hopper. Hopper explained that diversity encompasses more than just different ethnicities or religions among service members — it includes things like gender, sexual orientation or mental health status. Making the garrison into that model of equitable and inclusive culture demands deep, nuanced

understanding of a culture’s needs in terms of both bigger and more local trends and conversations. There is a lot to know, but it’s Escobar’s and Hopper’s job to be the go-to knowledge bank for garrison leadership. “They don’t have to be the experts,” said Escobar. “That’s where we’re available to do training, to do awareness work, to have conversations or to describe experiences. A lot of the way I’ll accomplish my mission is through training to have conversations, and not just easy conversations. I’ll bring awareness to hard conversations, which are equally important as celebration conversations.” To identify those hard conversations, Hopper and Escobar will first build an understanding of who their office will serve and what their most pressing needs are. They’ll start by using extant data on the demographics of garrison staff and service members, but they’ll expand that with a variety of surveys and listening sessions. By doing so, they hope to identify gaps in good-faith efforts to build an inclusive garrison at every level, making it easier for Airmen and Guardians to be not just represented but included in their teams and communities, able to voice opinions and concerns alongside their peers. “Diversity is great, but if we don’t have inclusivity, what’s the point?” said Hopper. “If troops don’t feel like they belong, they’re not going to stay in the military. That’s why leadership by inclusivity is so important to me. I have been there. I have felt like I don’t belong.” Escobar and Hopper will be practicing inclusion in their own work, seeking volunteers for a variety of future committees and working groups. Most immediately they are building a diversity and inclusion council which will meet monthly starting in late March. “The council will provide representation from different backgrounds and will meet monthly to offer advice on diversity and inclusion issues, strategic planning initiatives, performance measures, including analysis, assessments and outreach,” said Hopper. In the longer term, the council will form working groups, like a planned barrier analysis working group, which will identify and propose interventions to eliminate barriers to equal opportunity. Escobar and Hopper plan to form Schriever- and Peterson-specific working groups as well.

U.S. Space Force photo by Fiona Truant

Tephanie Hopper, recently hired as Peterson-Schriever Garrison diversity and inclusion coordinator, will collaborate with volunteer Airmen, Guardians and civilians to expand inclusion and equity across Schriever Space Force Base, Colorado, where she will primarily work. She is a U.S. Army veteran and has worked in youth program coordination, volunteer management, dispute resolution and human resources at her previous duty station on Fort Bliss, Texas.

“For this program to succeed, we’re going to need to have a lot of involvement from service members to civilians who are interested,” said Escobar. For more information on diversity, inclusion or the diversity and inclusion council, or to volunteer, contact the coordinators by e-mail at hugo.escobar@spaceforce.mil or tephanie.hopper@spaceforce.mil.

Mil-to-mil couples gain time to make separation decision By Secretary of the Air Force Public Affairs Department of the Air Force News

WASHINGTON (AFNS) — Starting March 1, either parent of a Department of the Air Force military-to-military couple may now have up to 12 months to request separation from the service after the birth or adoption of a child. A military-to-military couple is defined as a DAF active duty member married to another DAF active duty member. Caregiver separation and childbirth separation give both parents more time to learn how to balance family and career, allowing them to continue to contribute to the DAF mission, before making a decision to separate. “As part of our ongoing diversity and inclusion efforts, this is a positive step we can take to allow new parents more time to decide how to balance their careers with a new child,” said Lt. Gen. Brian Kelly, Deputy Chief of Staff for manpower, personnel, and services. “It’s vital that we continue to find creative ways to develop and retain talented and skilled Airmen and Guardians.” Additionally, new parents are encouraged to use the MyVector online mentoring system to find mentors who can provide support and guidance as they navigate service and family. “This new family friendly policy recognizes the work-life balance our Guardians seek and provides greater opportunity for choice,” said Patricia Mulcahy, deputy chief of space operations for human capital. This initiative is in addition to pregnancy separation, which currently allows for voluntary separation for pregnancy before the birth of a child, and childbirth sfspaceorbital.com

Peterson Space Force Base

separation, which currently allows for voluntary separation for up to 12 months after the birth of a child. Other initiatives include new parental leave guidance authorized in the FY22 National Defense Authorization Act, which eliminates primary and secondary caregiver designations and provides for up to 12 weeks of leave for new parents. The Office of the Secretary of Defense and the services will implement that new policy within the coming year. In an effort to balance mission while taking care of our Airmen and Guardians, only one spouse will have the opportunity to separate under either the pregnancy, childbirth, or caregiver provisions. The other spouse may not separate under any of these provisions, but may qualify to voluntarily separate under hardship or any other reasons for voluntary separation under AFI 36-3208, Administrative Separation of Airmen and AFI 36-3207, Separating Commissioned Officers. Members may apply for caregiver separation under the “miscellaneous reason” provision already included in both officer and enlisted separation instructions, which apply to both Airmen and Guardians. The requests are evaluated based on individual merit and may be disapproved if it is determined that the separation is not in the best interest of the DAF. Members may apply as early as the day following childbirth or adoption, applications must be submitted no later than 12 months following birth or adoption, and the requested date of separation must not be more than 12 months from the application date. Waivers of active duty service commitments will be evaluated on a case-by-case basis. For more information about personnel programs, go to mypers.af.mil.

HOME CHECK LIST IF YOU ARE THINKING ABOUT SELLING

Even though it’s still a seller’s market, if you want to get the very top dollar for your home, think about the following:

N E OP E S U HO

ENTRY OR MUD ROOM: Install hooks for coats and a boot jack for shoes, a door mat inside the entrance will help keep the floor clean when showings start. Have your Realtor supply booties for them to wear and a sign asking them to either remove their shoes or put on the booties. BOOKSHELVES AND DECORATIVE SHELVING: Only put items that belong there. Stack books or magazines in groups and add a potted plant, vase or decorative dish for a little color and aesthetic appeal. Always keep spaces open so the buyers can subconsciously imagine their personal possessions in your space. WINDOW COVERINGS: Make sure to open blinds, shades or curtains so the home is filled with inviting light. It also provides a little free sunshine to help keep your home at a comfortable temperature.

PERSONAL PICTURES: Don’t have a whole wall of family pictures because it will distract the buyers and they will be looking at your family instead of the house. I do disagree with most professional stagers who will tell you to take down all family photos. Buyers want to see who lives there (it makes the process more personal). Just like having too many picture, not having any can distract from the home. If the buyers are hunting to see who lives there, they will be distracted and could miss some really nice features of the home. BATHS: Check to make sure there is no mold or mildew. If there is, scrap it away, clean it, and/or re-caulk. Make sure bathroom mirrors are clean and not spotted and that the toilet seat lid is down (people’s eyes will automatically go to the hole), which is not the most appealing place in the home. KITCHEN: Remove things from your countertops that are not absolutely necessary so that the kitchen seems more spacious, and again, the buyers can subconsciously place there own things in the spaces in between your things. Make sure dishes are washed and put away and counters are clean and neat. If you put things on top of your refrigerator, it will give the impression that there isn’t enough storage space in the kitchen. WALLS AND DOORS: Make sure there are no dirty smudges or finger prints anywhere, even on window sills and around light switches. CARPETS AND FLOORING: Make sure the flooring is clean and in good shape and there is nothing that the buyers could trip on (you don’t want them suing you for damages and getting your house for free). CURB APPEAL: Make sure grass is trimmed as well as bushes and that the walk way is clear and easy to walk on. Re-paint any chipped or peeling paint. Stand across the street and pretend it isn’t your house and see how it would look to a stranger. This is the first thing the potential buyers see and it sets the mood for their visit.

Stop Looking, Start Living

This is just a partial list of DOS and DONTS. But a neat clean house always brings the highest

dollar in the shortest period of time.
