Winning essay gives voice to NCOs By Dave Smith 21st Space Wing Public Affairs staff writer

PETERSON AIR FORCE BASE, Colo. — She saw an opportunity and took it. Staff Sgt. Kesa Wood, 16th Space Control Squadron NCO in charge of current operations at Peterson Air Force Base, Colorado, won the inaugural Airman/NCO division of the 2016 Gen. Bernard A. Schriever Memorial Essay Contest. The purpose of the annual contest was to stimulate thought, discussion and debate on matters relating to how the Air Force and Air Force Space Command provide space and cyberspace capabilities for the joint force and nation. It is sponsored by the Lance P. Sijan Chapter of the Air Force Association. The theme for both the Airman/NCO and open divisions was: A contested space environment will require a warfighter mindset in our Airmen. What are the immediate and long term challenges and solutions to adapt to a warfighter mindset? Wood did not simply submit her entry to address the theme, but for another reason as well. “I thought it would be an interesting challenge to see if we could have an NCO voice for a big Air Force question,” said Wood. It is difficult for space operators to adopt a warfighter mindset when they are so far removed from the actual battle and tangible results of their efforts, she said. Regular discussion about what is taking place in battle — through sources like intelligence briefings — can help increase awareness of the role space operators play in the See Winning page 4

Paralegal Perspective of the Special Victims’ Counsel Program PETERSON AIR FORCE BASE, Colo. — Victims of crimes that are sexual in nature have a voice in the military justice system. In January 2013, the Air Force implemented the Special Victims’ Counsel Program that provides victims of sexual assault with an attorney who can protect their rights and interests. Although the program will turn 4 years old on Jan. 28, many people are still not aware of the benefits of the program. As a Special Victims’ Paralegal, it is my responsibility to assist in answering questions about the process and victim eligibility. Generally, Active Duty, Reserve, and Guard members qualify for an SVC provided the individual files a restricted or unrestricted report and the sexual assault was not preservice. Dependents (both spouses and children), Department of Defense civilians, and retirees (and retiree dependents) are usually eligible provided the individual files a report, and the alleged perpetrator is currently and at the time of the offense subject to the Uniform Code of Military Justice. If an individual does not immediately qualify for an SVC, they may always request an exception. As a SVP, I review the referral forms, help assign an SVC for those who qualify, and prepare an Extraordinary Circumstances Request for those that do not immediately qualify. The Extraordinary Circumstances Request is routed through our chain of command for approval or denial. Denial author-

Staff Sgt. Jennifer Richardson 21st Space Wing Legal Office ity rests exclusively with the two-star commander of the Air Force Legal Operations Agency. However, even if a request is denied, our program can still provide victims with a list of available resources through the military and the civilian sector. All bases have an SVC that covers the respective installation. The SVC may not be physically located at the base, but services are available nonetheless. The program is divided into circuits. Colorado falls under the central circuit, which consists of 14 attorneys and six paralegals. Our program does not limit travel for attorneys and paralegals. This means that even if an SVC is not located with the victim, the SVC will travel for all significant military justice events, such as an Article 32 hearing, discharge board, or trial. I have been a SVP for a year, and have assisted attorneys with courts and interviews at numerous bases. My goal as an SVP is to be another point person to assist clients when needed. The SVC Program has successfully assisted in giving victims a voice,

Class aims to develop healthy lifestyle By Dave Smith 21st Space Wing Public Affairs staff writer

PETERSON AIR FORCE BASE, Colo. — For anyone looking to get into better shape and is more than 18 years old, the Health and Wellness Center at Peterson Air Force Base, Colorado, is starting its Group Lifestyle Balance classes Jan. 3 at 5 p.m., and Jan. 5 at 11 a.m. to help develop healthy habits to start the new year. The classes run for the course of one year, beginning with weekly sessions for the first 12 weeks, transitions to twice monthly for the next two months, and then phases into monthly support sessions for the remainder of the year. Dana Johnson, health promotion educator at the HAWC, said the series targets people who are overweight, but includes people who are pre-diabetic, have high blood pressure and large waist measurements as well. “Our goal is weight loss and diabetes prevention,” said Johnson. “We are trying to get people out of faddish diets and also to teach them how to be healthier and happy about it.” There are multiple components to each class. They start with weigh-ins, then have an educational piece related to nutrition, and a question and answer time. Each class includes physical activity as well, Johnson said. For example, she has a circuit class where members complete various exercises. Most classes are held at the HAWC, but occasionally students leave and go to places outside of the classroom to gain firsthand experience related to the food they eat. “I try to get my students out more,” Johnson said. “We go to the commissary, food court, McDonalds here on base or do some of our workouts outside.” Students keep food logs so instructors can look them over and give tips about alternative healthier ways to eat. Not all healthy food is gross, bland or rabbit food, Johnson said. As a matter of fact, something she regularly hears from students is how they are surprised they can eat food they actually like. The classes are designed to make lifestyle changes fun. Along the way, class members do food tasting in the HAWC kitchen, sample healthy food purchased in the commissary or participate in meal makeovers. “We make things a little different,” Johnson said, “We

I tell them if they are looking for a quick fix, they are in the wrong class.” The group aspect of the class is important. She said class members often get together to exercise outside of class and

sometimes does things like participate in 5K runs. The group support is helpful in maintaining healthy habits. “We work on the emotional and social aspects as well,” Johnson said. “We work on how to cope on a bad day, how to deal with stress and things that trigger your want to eat.” Those interested in attaining a balance between healthy food choices and physical activity can enroll by contacting the HAWC at 719-556-4292, option 3 or 4, or by email at hawc.peterson@us.af.mil.

Helping intelligence providers understand the space operator job can go a long way in seeing the warfighter mentality become more prevalent among those who join the fight from great distances. Intelligence briefings would have more impact and meaning to space operators if those groups understand precisely what the operators need, she said. “Space operators would like to know more about the impact they have on the end result,” said Wood. people she works with, it is easy to get into a rut. Doing the same things day in, day out can lead to complacency, she said. In her essay, Wood noted that space situational awareness is a relatively new mission area and space operators have struggled to replace a passive mindset with the more active one of the warfighter. “Being more present, knowing what one is attacking or defending, and caring about the outcome are all qualities that a space operator of the future needs,” Wood said. Morale is important in the transition to a warfighting mindset. In her essay, Wood wrote that strong, positive leadership contributes to a solid workforce as the space mission unfolds into the future. Winning her division in the Gen. Bernard A. Schriever Memorial Essay Contest was certainly a boost to her morale. Wood said she was elated and humbled when she received

word her paper was selected as the winner. “I was excited,” she said. “My paper reached out and made someone think.” Essays were judged based on three criteria: quality of written expression, quality of argument, and degree of currency and relevancy. Winning entries in the Airman/NCO division received $500 for first place and a plaque. Air Force Space Command reserves the right to publish the winning essay online. Dave Shiller with the Sinjin chapter of the AFA said he thinks solid research and her personal perspective are what tipped Wood’s entry into the winner’s circle. “We wanted to hear from junior Airmen and first termers,” he said. “Some of whom may not feel comfortable entering the open division given their less experience in many cases.” In Wood’s case, they got that and more all because she saw an opportunity and took it.

Storytellers: Invisible wounds By Senior Airman Amber Grimm 21st Space Wing Public Affairs

PETERSON AIR FORCE BASE, Colo. — Wounds. Some are marks written across skin, but others are invisible-scars on the mind and the soul from life’s experiences. No matter where they lie, the wound can cause pain until it’s resolved. Facing up to and overcoming personal wounds was the point Tech. Sgt. Alexander Schaub, 721st Communications Squadron NCO in charge of cyber transport operations at Cheyenne Mountain Air Force Station, emphasized as he shared his personal story of tragedy and trial during the Storytellers event, Nov. 3, at The Club on Peterson Air Force Base, Colo. Schaub was wounded early in life. His father was in the military and was gone a lot, but the times he was home he was angry. His mother was addicted to prescription pills and often mentally checked out resulting in him fending for himself and taking care of his younger sister. His mother died of an overdose when he was 13 years old. When his father remarried, things got worse. “My father remarried a woman very much like him,” said Schaub. “My sister and I endured her mental, verbal and emotional abuse.” The years of being treated poorly, the abuse took a toll on him. He developed a mask to get through daily routines at school. “During high school it was so hard at home that I learned to put a mask on when I was at school,” said Schaub. “At school I was a happy-go-lucky kid and always joking. I got to be the (person) I wanted to be.” It was his mother’s final actions that got him out of the abusive home. Shortly before

PETERSON AIR FORCE BASE, Colo. — Tech. Sgt. Alexander Schaub, 721st Communications Squadron NCO in charge of cyber transport operations, shares his personal story during the Storytellers event at The Club, Nov. 3, 2016, on Peterson Air Force Base, Colo. Schaub spoke about the mental, verbal and emotional abuse he experienced growing up, how it affected him in the long run and how seeing a mental health professional turned his life around. her death, she had enrolled Schaub in the Boy Scouts of America. Even though she never saw him in his uniform, he earned Eagle Scout for her. “She started this and that was the driving force for me to want to finish it, to go all the way through Eagle Scout,” said Schaub. At 18 years old, when his father was chang-

ing duty stations, Schaub asked to remain behind to complete his last year of high school. His Scout Master and his wife offered him a place to stay. The family informally adopted Schaub. They had two sons of their own but a distinction was never made, if asked they said they had three sons.

It was the first time in a long time that he was treated as part of a family, as a son, and that changed his life, Schaub said. The experience made him realize that everything he had been through left a mark but he wasn’t ready to deal with it. Schaub joined the military soon after graduating from high school and continued to wear his mask. “Time went by and I found out that [the mask] wasn’t the best way to handle it because those wounds were still there,” said Schaub. “I might have emotionally disconnected myself from what happened, but it didn’t take away the fact that it still happened to me.” It wasn’t until he had been in the military for 10 years that he saw how not dealing with the past was affecting both his life and those around him. “I sought help because it wasn’t just me,” said Schaub. “I was impacting others, and hurting others was the last thing I wanted to do. I thought ‘Ok I really need to talk to someone right now.’” While stationed in Korea he had the opportunity to speak and opened up to a mental health professional about his past. “I had to process through, or at least start processing through it, with professional help,” said Schaub. “Not drunk with friends at a bar, but with someone who had special training, and it was great. Now I’m at a point where I could not be happier.” His advice to others is to accept that everyone has wounds. It doesn’t matter how they compare to others’ experiences. If a wound is left uncared for, it can affect those around you. “Don’t ignore your wounds,” said Schaub. “Make the choice to heal. Don’t make the choice to hurt. It’s harder to dig yourself out than to actually face them. Go seek help.”

Respect and professionalism is key Commentary by Debbie Reddecliff 21st Space Wing Equal Opportunity

PETERSON AIR FORCE BASE, Colo. — As 2017 begins, the 21st Space Wing Equal Opportunity Office hopes individuals remain professional and respectful throughout the new year. When everyone treats each other in this manner, complaints are far and few. The Air Force is a diverse group of people and we must have an understanding that our strengths derive from our differences as well as our shared values, goals and ethics. EO would like to remind everyone new to the installation what their purview is, and what the EO office and leadership can do to help resolve any issues. To help give you a better understanding of what we can do for you we came up with READINESS: Respect — We encourage respect and advocate for the infinite dignity and worth of all individuals Excellence — To excel in education, training and research Awareness — To bring awareness of the issues, successes and strategies in human relations Diversity — Foster an understanding that our strengths derive from our differences as well as our shared values, goals and ethics Innovation — Develop new processes, technology and designs to enhance our mission Nation — All we do is in support of our nation which we have sworn to defend and endeavor to improve Exchange — Create a spirit of academic freedom and professional responsibility Selfless Service — Prioritize equality and fairness within the installation Support — Unwavering support for our customers and our organization We do this through our briefings at Right Start, the First Term

Airmen Course, Key Personnel Briefs and First Duty Station training. It is important to foster an environment in which Air Force members can rise to the highest level of responsibility possible based solely on individual merit, fitness, and capability. To aid in cross-cultural awareness, there are 11 Federally Mandated Observances in 2017. With the help of leadership and the EO office serving as subject matter experts, we are hoping for some amazing events starting with Martin Luther King’s birthday on Jan. 16, 2017. Here is the list of Federally Mandated Observances and the dates they are observed in 2017:

Drinking and driving: a high price to pay By Ashley Palacios JBSA-Randolph Public Affairs

JOINT BASE SAN ANTONIO-RANDOLPH, Texas — The holidays are a time when friends and family gather together and express gratitude for all they have. It’s a time of food, fun and togetherness. In an instant, however, one bad decision can take all of that away. According to the National Highway Traffic Safety Administration, 10,265 people across the United States died in 2015 due to alcohol-related accidents. In 2014, Senior Airman Heath Conde, 902nd Security Forces Squadron police services NCO in charge, received news that two of his friends made a single decision that would change their lives and the lives of their community forever. Dave and John, 21 and 22 years-old, respectively, went out, had a few drinks and then decided to drive themselves back home. They both fell asleep and their car hit a tree. John, who was in the passenger’s seat, died on impact while Dave, who was driving, spent several days in the hospital recovering from the accident. After seeing what happened when his friends chose to drink and drive, Conde does what he can to ensure no one he knows does the same. “My friend Dave has been filled with regret ever since that day,” Conde said. “He suffered from depression for a long time afterwards. He doesn’t smile as much anymore and he seems more timid, almost afraid, most of the time. He’s finally getting better but he’s still not the same person he once was.” Conde said John’s family is still mourning their loss. Likewise, the accident deeply affected Conde and his entire community. The accident reinforced his stance against drinking and driving, especially as a member of security forces. It brought the message closer to home and made him realize the very real consequences of drinking and driving. “We all learned a powerful lesson that day, but it came at a very high price,” Conde said. Now when he’s around people who are drinking, Conde takes away their keys or makes sure they get a safe ride home. With so many readily available methods to get a safe ride

Make sure to have a plan in place when consuming alcohol. home, such as Uber, Lyft or Armed Forces Against Drunk Driving, Conde believes there’s really no excuse to drive home drunk. “I think the reasons most people drink and drive are because they don’t want to leave their car parked somewhere overnight, they want to look cool in front of their friends or because they feel fine until they’re behind the wheel,” Conde said. “All these things, however, can be addressed by having a plan beforehand.” Choosing to drink and drive can affect a service member’s life in so many ways. Rank can be taken away, career and finances could be ruined, relationships could be damaged, or worse, someone could be killed. “How would you live with yourself if you killed someone’s child?” Conde asked. While most drinking and driving warnings are geared toward younger Airmen, Conde has a reminder for service

members of all ages. “It’s easy to get complacent the older you get,” Conde said. “You think you won’t make the same bad decisions as someone who’s younger, but whether you’re 18 or 45, you’re still susceptible to making a bad decision. “No one is invincible,” Conde continued. “Drinking and driving is not something that happens to only certain people. It can happen to anyone at any time. You can be a good person but still make a bad decision.” Service members should always have a plan in place before going out. Military members who need a safe and confidential ride home can call Armed Forces Against Drunk Driving at 210-710-7171 between 10 p.m. and 2:15 a.m. on Fridays and Saturdays. (Editor’s Note: The names of the driver and passenger involved in the accident have been changed to protect their identity.)

Air Force Medical Service engages patients with online toolkit By J.D. Levite Air Force Surgeon General Public Affairs

FALLS CHURCH, Va. — The Air Force Medical Service has launched a new online Patient and Family Engagement Toolkit aimed at engaging patients and their families and providing a “one-stop shop” for all the different ways patients can better partner with their healthcare provider. This toolkit can help patients learn how to better prepare for medical visits, speak up when they have questions, and take charge of their health. “The patient should always be in the driver’s seat,” said Col. John Oh, chief of Preventive Medicine for the Air Force Medical Support Agency. “With the way technology is changing and the amount of information that’s out there, they really can be even more in control of their information. I think the biggest thing with the toolkit is we’re trying to change the culture.” The team behind the site has big plans to improve it as time goes on. Oh said they want to add videos, blogs, contests, and whatever else they can to keep people engaged with the toolkit and the resources available. “I know there are a lot of patients out there who have good stories to share that can help other patients and other families — things that they’ve done that went well or things that didn’t go very well. We’re hungry for the stories that are out there.” There’s a link on the site called “Share Your Story,” that encourages patients to contact Col. Tim Stevens, the project officer for Trusted Care Patient Centeredness. Stevens said, “Somebody may be afraid to speak up or doesn’t really know if there’s much value in that. If somebody else shared their story related to speaking up and there was a good health outcome, it might be something that motivates them to do the same if they needed that encouragement.” One goal of the site is to continue to make Military Health System data on quality, safety, access, and patient satisfaction more available for patients. Right now there is a lot of data available online, and they plan to find ways to enhance the ability to sort that data going forward. Oh also emphasized that it’s important to ask questions. He recently had a patient ask him about her lab results she

The question ended up being rather insignificant, and she felt embarrassed at the end of the visit. But when she mentioned her “silly question” to him, he said it wasn’t silly at all. “They’re your labs. You should ask questions. You should never feel embarrassed or ashamed or feel like you’re taking up someone’s time,” Oh said. “Obviously you can’t come with two dozen questions, but you should always bring up at least a few as well as anything you’re curious about.” He said it’s important that patients know this site isn’t just for them. It also applies to all of the AFMS because it’s a statement of what providers and other AFMS staff should value. “We want to encourage patients to get involved,” Oh said. “There’s even a section called ‘Help Improve the System.’ It could be something as simple as filling out the Joint

Outpatient Experience survey because we look at that data.” Military treatment facilities also regularly have volunteer opportunities for patients that include bringing them in as advisors or serving on committees. Oh said he wants to see more patients “raising their hands” for those experiences. “We can just go ahead and make improvements ourselves, but I think we’ll be more effective if we get patients and families to provide their input and make it better. We designed the toolkit to provide really simple, concrete actionable information. We think it’s the kind of information people can really use for their benefit or their families’ benefit.” The Patient and Family Engagement Toolkit is now available online and includes links to outside resources and advice on ways to get involved in your personal healthcare.
