City Councilors approve proposed budget for 2023

On Tuesday, Dec. 6, Manitou Springs City Council unanimously approved the proposed Fiscal Year 2023 budget and amended the annual budget for 2022.

Councilors cast their votes after a second reading and public hearing.

“The way it stands now, the forecasted ending General Fund/unassigned fund balance for 2023 is $8,243,706,” said Finance Director Rebecca Davis.

She said the proposed budget has no sales tax to give to the Urban Renewal Authority with respect to the Holiday Inn Express, and currently has no sales tax going to the URA, only the property tax.

“For 2023, there is nothing. For 2022, there is close to $400,000 that was given to the URA in the first part of the year,” Davis said.

The meeting recalled the Oct. 11 special work session, when council voted 7-0 to approve submitting the proposed budget. State

Approximately 30-35 people got a behind-thescenes look at what’s been happening, and what’s next, for the Bulletin. They attended the Dec. 1 meeting about the Pikes Peak Bulletin in the Manitou Art Center’s conference room.

Amy Gillentine, the newspaper’s publisher, explained that her local career began with the Colorado Springs Business Journal in 2005. When John Weiss purchased it in 2012, she joined his company as a reporter, and after a two-year stint at

the Air Force Academy, came back as editor of the Business Journal.

She took over as publisher of the CSBJ and associated papers in 2017 and took the reins of the Colorado Springs Independent in 2019.

After July 2022, when Weiss decided to retire, he handed the company reins to Gillentine. That includes overseeing operations at the Indy, CSBJ, Southeast Express, the Colorado Springs Military Newspaper Group and the Bulletin.

“I was a reporter for most of my career, and

find myself now as publisher of the new nonprofit 6035 Media. And that (the nonprofit) is the result of about three months of extremely hard work,” she told the crowd.

The nonprofit launched Nov. 1 with a board of directors including Ralph Routon, longtime Manitou resident and the Bulletin’s executive editor emeritus, and Weiss as a nonvoting member.

law requires the budget officer to submit a proposed budget to the governing body, which must then publish notice of the budget by Oct. 15.

During that session, Davis said the fund balance for the general operating fund was projected at $6,689,712. That was for the recommended budget, assuming Colorado Springs approved retail marijuana in November, and that the Mobility and Parking Enterprise Fund remained separate.

Davis had said that the General Fund summary had been updated to reflect changes not in this budget, but would be included at the first reading on Nov. 15. These changes would reduce the ending fund balance by $212,000 to $6,477,712.

Davis said she calculated the Cog Railway payment for 2023 and that the estimate for that came to approximately $600,000.

At the Dec. 6 meeting, URA Chair Debbie Sagen said the URA presented its budget to the recent Boards and Commissions meeting, and that the URA wants to collaborate with council on executing projects presented in the budget.

“In the new year, as we adopt our own budget, we would like to work on projects we think are important and agree to carry them out together,” Sagen said.

Councilor Natalie Johnson voiced interest in collaborating on projects, and Councilor Judith Chandler congratulated Davis and her staff for their efforts.

“You put together two budgets. … I appreciate your hard work,” Chandler said.

Council also voted 7-0 to deny the application of a major conditional-use (mobile food vendor) permit at Emerald Fields recreational marijuana dispensary, 27 Manitou Ave., until a new land-use code is passed. Applicant Holly Carpenter requested to park one food truck at a time in the parking lot

11 a.m.-4 p.m. Mondays-Wednesdays.

According to Senior Planner Chelsea Stromberg, the site is zoned commercial with re-development overlay designed to provide greater flexibility and encourage a mix of land uses. She said one of the development and design objectives found in the City Code is encouraging pedestrian-friendly mixed uses.

“Food trucks almost exclusively serve pedestrians through walk-up service windows. Additional dining options can promote pedestrian activity from the area’s high concentration of lodging establishments without impacting parking on site,” Stromberg said.

Currently, the business offers 75 parking spaces, including an off-site auxiliary parking lot.

The conditional-use permit, which allowed Emerald Fields to operate at that location, required 40 parking spaces.

“It is staff’s analysis that the existing parking is sufficient for the existing business as well as the food truck business,” Stromberg said.

She said she received two statements opposing the application. However, the Planning Commission recommended approval with the condition that only one mobile vendor is permitted to operate at a time, hours are limited to 11 a.m.-4 p.m. Mondays-Wednesdays and that the major conditional-use permit is valid only while the business is operational at 27 Manitou Ave.

“With the new code, as it’s currently proposed, this request would fall under a temporary use permit,” said City Planner Hannah Van Nimwe gen-McGuire.

Carpenter said the variety of food trucks will help enhance business.

“The intent is to bring people into our business … we are seeing a significant drop in business and we are aiming our food trucks at the neighbor hood, people who are staying in the hotels around the area, but also to customers 21 and over,” Carpenter said.

Councilor John Shada questioned hygiene provisions.

“Is Emerald Fields going to provide restrooms for people to wash their hands? How is that going to work?” Shada asked.

Stromberg said food trucks typically don’t offer restroom facilities. However, the food trucks will provide sanitizers and hand-washing stations, Carpenter said.

Council invited Carpenter to re-submit her application with fees waived under the new land-use code. The first reading will be held later this month with the second reading, tentatively, on Jan. 3.

Lastly, Council voted 7-0 to appoint Alan Delwiche to the Pikes Peak Rural Transportation Authority/Citizen Advisory Committee, and to re-appoint him as a regular member of the City Planning Commission.

Council President Pro Tem Nancy Fortuin said she believes the new land-use code, expected to be completed soon, would allow for temporary approval of such requests.

“Currently, if we approve a major condition al-use permit, we can’t make it temporary, correct?” Fortuin asked.

Delwiche lost to John Graham in the 2021 mayoral election. Delwiche has 25 years of experience with the city’s planning commission, and has served with the Housing Advisory Board and the Urban Renewal Authority Board.

Council’s next meeting is scheduled for 6 p.m. Tuesday, Dec. 13.

Manitou Springs moves to Stage 1 fire restrictions

Because of low precipitation levels, high winds and dormant vegetation, Manitou Springs Fire Chief John K. Forsett ordered Manitou Springs to move to Stage 1 fire restrictions, effective Wednesday, Dec. 7.

“I am thankful and want to recognize the extensive cooperation with members of the Pikes Peak Region Wildfire Preparedness Group (PPRWPG). The thoughtful data analysis and local and regional opinion of resource availability shared by members of the PPRWPG is invaluable,” Forsett said.

Stage 1 restrictions are defined as: Open fires and open burning are prohibited, except for fires in permanently constructed fire rings in the city’s RV and camping parks; private residential charcoal grills and smokers, wood-burning fireplaces (chiminea) or fire pits, provided they have proper-fitting screen covers and they are separated by at least 15 feet from structures or other combustible material.

Outdoor smoking of any tobacco product or similar material in cigarettes, cigars or pipes is prohibited, except within 15 feet of a city-approved disposal receptacle at city-approved locations. Discarding lighted cigarettes, cigars or pipe tobacco products outdoors, other than in a city-approved receptacle, is also prohibited.

These restrictions do not apply to gas-fueled grills used out-of-doors or to fires within liquid-fueled or gas-fueled stoves. Compliant fireplaces and wood-burning stoves within private residences are not included.

Letter to the Editor

After two years off due to COVID-19, we weren’t sure how successful our 12th annual Warm Clothing Drive would be, but once again our wonderful community came through with tons of coats, boots, hats, gloves, sweaters, socks and other warm clothing to give away to anyone who needed them!

As in years past, we had some helpers. A big shout-out to Tim Haas of Garden of the Gods Trading Post for lending us the rack. This is a huge help, especially since they get delivered and then picked back up. Patsy’s Candies supplied the gigantic bag of popcorn, which was delicious, as always.

The Pikes Peak Bulletin ran the information about it for several weeks running up to the event and the Facebook group All About Manitou Springs did a great job of sharing the posts for donations and the giveaway — what great community resources these two entities are!

And last, but certainly not least, thank you, thank you, thank you to all

the people who donated gently used and brand-new items for our giveaway. We were able to help many families stay a little bit warmer this winter, thanks to all of you.

Most of the leftover clothing will go to Westside CARES (thank you, Sallie Knox Hall, for facilitating this), but we’re hanging on to the hats, scarves, gloves and socks so we can keep replenishing our Glove Box during the cold months.

The Glove Box is a plastic box outside our office, 727 Manitou Ave., that we keep supplied all winter for anyone who needs any of those items. Recently, we got a whole bunch of extra items for the Glove Box from Pam LeGrande, Annie Schmitt and Doug Edmundson — thank you so much, friends!

As we approach the coldest and darkest days of the year, we are warmed by the big hearts of our community. We are grateful to live and work among you!

The board will not have any influence on the newspapers’ editorial decisions. Instead, each newspaper’s editor answers to Gillentine and she answers to the board.

“We will continue to report the news indepen dent of any influence,” she said.

Weiss’ abrupt departure meant changes to the company’s operations on top of other challenges.

“The pandemic upset so many apple carts, and we’re no exception. There’s a supply chain issue with newsprint; it’s gone up something like 400 percent in the past two years alone,” Gillentine said.

After researching the newspapers’ audiences, Gillentine and Dr. Ahriana Platten found they reach 25 percent of the local population online and about 30 percent in print.

“When we looked at our options, it was, frankly, to close everything, take it nonprofit or try to find a buyer very quickly. And I believe that these papers are worthy of community support, and that the community will support them,” Gillentine said.

For several reasons, it just makes good business sense to fully combine resources and “put those voices into one publication,” Gillentine said. Sixty35 magazine will launch Thursday, Jan. 12.

“We will build those bridges from Southeast and from Manitou to other parts of the city and tell the stories, not just to Manitou residents, but to people who are in Monument and maybe have never been here, to people in southeast Colorado Springs who have never been to Manitou, and really start to create a community in El Paso County by connecting those audiences,” she said.

The new nonprofit’s mission is to “deliver the truth, to build community and to engage citizens.” As a nonprofit, the newspapers cannot endorse political candidates or ballot initiatives, but can publish impartial news stories to inform readers.

Free copies will be available on the streets, but if readers want to ensure they receive what’s being called an “über publication” every week, they’ll need to subscribe.

Current Bulletin subscribers will receive it at the same cost, but that will increase after the first year. Readers will be able to subscribe easily and securely on the new, overarching website, sixty35media.org, which will go live Jan. 1. Subscribers are also members of Sixty35.

Readers also can opt for a membership. That includes privileges such as participation in conversations about community issues, how they are covered and what readers need and want, emailed PDFs of each week’s issue and invitations to members-only events. The basic level will cost $10 per month.

Gillentine said that 10 percent of membership dollars will go to scholarships for new journalists from diverse backgrounds to help improve trust and encourage voices from underserved communities.

“We’re hoping that there will be ownership from the readers, from people like you who care enough to come here that you’ll want the paper to continue to succeed and to exist. And that will be the

motivation, also to pay at some level for a subscrip tion, and hopefully a membership,” Routon said.

The nonprofit has received grants matching grants of $5,000 from Colorado Media Project and $250,000 from Weiss. Sixty35 Media has until the end of 2023 to raise the matching funds the Colorado Media Project, but has a year to meet Weiss’ grant challenge.

In January, readers can go to sixty35media.org and find the news they’re interested in — updated daily.

Routon answered additional questions from the audience about Manitou content. The Bulletin will aim to publish timely stories, such as City Council and high school sports coverage, online, then publish what’s happening next in the print version.

“We understand that people are nervous and that there’s a strong love of the Bulletin here and of the Indy in Colorado Springs, and we are doing our best to preserve the best of what we do. And to deliver it in a very efficient way,” Gillentine said.

She also promised that the Bulletin editor will continue to be based in Manitou Springs. (Note: We are exploring options to share the Manitou Art Center office with one quiet person or move to a less-expensive one, preferably downtown. Send ideas to rvanpelt@sixty35media.org.)

“Amy is from a small town in Mississippi, I’m from a small town in Arkansas,” Routon said. “The last thing that we would ever want to be part of is something that would take a newspaper away from a small community.”

He explained that Weiss had hoped for a town hall-type meeting and “$100,000 would fall into our lap and that would be enough seed money to keep us going.”

But, as he echoed Gillentine, this plan will guarantee that Manitou residents, business owners and visitors still have a publication they can rely on, one where they can express opinions and learn more about local issues.

Gillentine explained that full information about advertising and subscribing will be released during a multimedia marketing campaign.

“The very cool thing about it is, it’s customiz able. So if you want Manitou news, maybe arts and culture, and maybe politics, that’s what you will be delivered when you go to the website. So it’s tailored to what people want to see,” Gillentine explained.

The greatest advantage of the new publication for Manitou businesses and other entities that advertise: Readers from throughout the region will learn more about what’s available here, upcoming events, etc. Current advertisers will see the same rates for the first year and can decide where their ads appear in the publication.

Also, Sixty35 Media will participate in “story share” through the Colorado Media Project, sharing local content with newspapers across the state.

Gillentine explained that newspapers need to have 50 percent advertising content to support 50 percent editorial content so they can meet budget goals and the company expenses. For instance, that would be a half-page ad or two quarter-page ads below or next to sports coverage, opinion or feature story.

The more advertising received from Manitou, Old Colorado City and Lower Ute Pass, the more information from and about those areas can be published.

Gillentine promised that everything that appears in the current Bulletin print edition will continue in the new print publication or online. Some of the content will appear in a section of the publication called “The Village,” while others will appear with listings and editorials from Colorado Springs.

The Bulletin will continue to publish every week as usual, but the Independent will pause publication starting Dec. 21. They, along with the other publications, will be wrapped into the Jan. 12 issue of Sixty 35 magazine.

The traditional year-end retrospective will appear in the Bulletin’s Dec. 29 and Jan. 5 issues.

The office will be closed between Christmas and New Year’s Day, but the Police Beat and any breaking news will be posted on Facebook and the website, pikespeakbulletin.com, so that those readers will receive important information through the break.

“It’s a challenging time in media, everybody knows that. But local media is important. Independent local media is even more important,” Gillentine said.

“We’ve spent the past three months developing this and getting ready for it to launch. I am excited about the future and terrified, but … these plans are really coming together in a way that I think will be a game changer.”

These papers are worthy of community support.

Everything at Toasted is prepared with loving care

After owning and managing restaurants for 22 years, Jamie and Alisa Young opened Toasted, their café in the heart of Manitou Springs, in May 2022.

Before coming to Colorado, the couple had lived in Albuquerque and their businesses in the area — the Stella Blue music venue, Sandia Crust gourmet pizza, Rockin’ Taco gourmet street tacos and North Modern Bistro fine dining — won multiple awards.

The Toasted staff is small, just the Youngs and part-time employee Jordan Johnson. But this has not stopped the two trained chefs from focusing on locally sourced ingredients and making their food from scratch as much as possible.

For example, Jamie utilizes his mother’s recipe for their banana bread, they roast their own roast beef and their handmade lemonade starts with 7 Minute Spring water, as well as all natural fruit purées. In an eight-week period they had sold about 1,100 bottles of their lemonade.

Alisa pointed out that they focus strongly on attention to detail, but in her words, “every thing we cook and bake is made with love. The first bite is just as good as the last.”

That can be a tall order to live up to day in and day out, but considering how popular the small establishment has been, it’s obvious this team of three consistently pull it off.

When I visited, I ordered the eggs Benedict, which came with a side of fresh fruit and country-style potatoes. The portion you receive is absolutely worth the money and you might end up leaving with a box for later.

Although one egg was poached a bit longer than the other and the yolk wasn’t as runny, the two eggs were still very soft and delicate. You get a slight

bite from the vinegar from the poaching water, but the overall flavor is what you would expect from a well-cooked egg.

The hollandaise sauce was bright and flavorful with a strong lemony punch, which Alisa said is how she prefers it. You can tell it’s a house-made sauce because it completely lacks the grittiness you might get from a packet. It was incredibly smooth and complimented the eggs well.

The English muffin was well-toasted and held up to the sauce and eggs. They didn’t become soggy and ruin the texture of the entire dish. The ham was seared nicely and the flavor pairs well with the overall dish without the natural sugars overpowering any other component.

The fruit obviously didn’t arrive at Toasted pre-cut; they put a lot of effort into cutting the fruit fresh and quality checking it every day to ensure no one sees something off-putting on their plate.

The potatoes could have used a touch more salt (but that’s easily solved) and maybe a bit more time in the pan to ensure all sides were crisp, but this is something that comes down to preference.

Overall, I would give this restaurant a 4.7 out of 5 stars. The Youngs really know what they’re doing and their food shows how much they care. Not just about the end result, but every step from start to finish to give you the best experience possible.

They might not be working with the most expansive menu, as some of their competitors might be, but the smaller menu means a better chance of quality control.

So, if you are looking for a spot to get some breakfast in Manitou, but want the best bang for your buck, then Toasted just might be it.

A presentation of the Manitou Springs School District 14 Long-Range Facilities Master Plan dominated the Dec. 1 Board of Education work session.

Colorado Springs-based RTA Architects provided a master plan update highlighting district building strengths and weaknesses from safety and security opportunities to foundation replacements and mechanical upgrades.

In fall 2020, D14 partnered with an architect team to develop a LRFMP. The document describes MSSD’s vision for classroom and buildings, defines needs and guides planning and improvements. The BOE joined three other teams — executive, visioning and master planning — to analyze existing facility conditions, demographics and enrollment forecasts, educational adequacy and district bonding capacity.

In October 2020, the BOE participated in a special work session to provide preliminary information feedback. Based on committee and community input, plans for MSSD evolved, and updated site concepts were presented to the BOE and community in January 2021.

The next month, the BOE approved a resolution declaring support for the Building Excellent Schools Today grant submissions to the Colorado Department of Education Public School Capital Construction Assistance Board.

In November 2021, Manitou residents voted against ballot issue 4C, declining to approve a $43 million bond for improvements to the district’s aging infrastructure. Part of the money requested in the bond was required as matching funds to secure a $9 million BEST grant.

D14 is trying again to earn one of the prestigious grants.

“We’ve collected data and are working on the BEST grant projects for roof replacements and mechanical upgrades at both elementary schools. After the holidays, we will explore options about the middle school,” said RTA Architects Principal Doug Abernethy.

He said a spot analysis on the existing buildings shows a strong connection between the community and schools, and a dedicated, professional staff. Location is another strength; the surrounding hillsides are unique to the district. Parent

involvement also is a plus as they and student guardians have invested in the schools.

“Also, you’re whole child-focused — you’re looking not only at educational needs, but also safety, belonging and self-esteem,” Abernethy said.

Weaknesses include aging buildings and technology. Deferred maintenance is another weakness as older buildings are difficult to maintain and monitor, and the topography and age of existing buildings challenges accessibility.

Funding is a weakness because of the number of students who “choice” in from outside the district, which challenges bond capacity and current debt. However, safety and security, increased/improved academic spaces, and improving outdoor spaces for year-round opportunities for community and school use are some of the opportunities offered.

“One thing we talked about as a group was rumors and misinformation, and how we’re going to communicate effectively with you as a board, the school and external ly to the community. We make sure words are transparent, that we’re providing necessary information to support the community so they understand what we’re doing as a group,” said RTA Architects Principal Ken Gregg.

A middle school floor plan was displayed and highlighted existing building conditions.

“We’ve taken the floor plans you had and modeled these buildings. We try to understand what uses are going on in the buildings so we can understand building capacities,” Abernethy said.

Building conditions for the 2020 master plan showed building movement, site erosion cleanup, drainage pathways, and repair and stabilization. Re-roofing the buildings, replacing windows and doors, interior finishes and casework, and providing fire sprinkler and voice alarm systems also figured in the plan.

RTA Architects will explore multiple solutions and provide feedback to the board. RTA Architects hope to complete the master plan by spring 2023.

During her compensation update report, Chief Financial Officer Suzi Thompson said most staffers will get a $1,000 bonus in their next paycheck. Currently, the General Fund salary and benefit

accounts are $307,582 below budget for this time of the year.

Thompson’s year-end projection is a salary and benefit savings of about $800,000.

The BOE approved a 7 percent pay increase during the budget adoption in June, decided to evaluate in the fall and, if possible, increase compensation before Winter Break.

According to Thompson, an overall increase would be an ongoing increase to the bottom line and the salary savings right now is one-time available money.

“So my proposal is a one-time payment to all staff of $1,000 on December paychecks pro-rated based on the start date,” Thompson said.

Although most staffers will receive the full bonus, the district still wants to recognize those currently working for the district.

All staff members who were working by the first day of school, Aug. 19, will receive the full $1,000, and anyone employed by Sept. 1 will receive $750. Anyone employed by Oct. 1 will get $500, and anyone employed by Nov. 1 will receive $250.

Vacant positions and lower-than-expected substitute costs contributed to the savings, and retirement and turnover savings was larger than budgeted.

“So, we’re seeing a significant savings, a little over $300,000,” Thompson said.

“Typically, these type of payments are not PERA (Public Employees’ Retirement Association) includable, so we would only have to pay Medicare (1.45 percent) on this, costing the district a maximum of $245,575,” Thompson said.

PERA is a substitute for Social Security for many public employees. Benefits are pre-funded, which means that, while members are working, they are required to contribute a fixed percentage of their salary to the retirement trust funds. PERA provides retirement and other benefits to employees of more than 500 government agencies and public entities in Colorado.

The board’s next regular meeting will start at 5:30 p.m. Monday, Dec. 12, in the Manitou Springs High School Media Center.

Swimmers learning lessons from loss to Pueblo County

Taking on a tough opponent early in the season can serve many purposes, and that’s exactly what the Manitou Springs swim team was counting on in early dual against Pueb lo County.

The Hornets have been one of the top Class 3A programs in the state for several years, so the Mustangs seized the opportunity to compete against them.

Manitou swimmers were coming off a big dual win over Englewood to start the season, so they went in with a bit of confidence. County rolled to a 110-70 win but there were plenty of positives the Mustangs could take away from the battle.

“We saw a lot of great improve ment from the start of the season to that meet,” coach Whitney Nuci said. “Their overall confidence really skyrocketed. We knew Pueblo (County) was going to be a hard competitor for us, but I think it pushed them in all the right areas.”

Manitou won two of the three relay races, taking the 200-yard freestyle and the 400 freestyle. The individual wins came from Summer

“It’s pretty exciting and fun and no matter how well each individual does, it always brings the team up,” Tenpas said. “It’s just fun.”

And in a way, it’s going to help set a tone for the season. Seeing those results ahead of the Berthoud Break the Ice meet this weekend will be a factor in how the team develops.

“Our big thing we talked about for

both meets last week is taking accountability and owning what they did in the pool,” Nuci said. “We take that into practice and see this is where we want to be so we actually need to do the (practice) set as it’s written, instead of not doing it because we’re tired.”

After the Berthoud meet, the Mustangs head to La Junta for a dual and then will compete at the Cheyenne Mountain Invite before the winter break.

Wrestlers find success in first tournament of season

The wrestling season got off to a solid start for the Manitou Springs Mustangs. They saw their first competition of the season when they navigated south for the Pueblo Central Invite on Dec. 2 and three wrestlers came home with hardware.

Wesley Reeves marked his return to the team with a championship in the 190-pound bracket. Reeves qualified for state two years for the Mustangs, but didn’t wrestle with the team in 2021-22. But now that he’s back, he looks like he hasn’t lost a step.

Bradyn Dowling suffered a loss in the 215-pound quarterfinals, but battled back through the consolation bracket to finish third. Brett Arnoldussen stumbled a bit earlier than Dowling as he lost his first-round match, but then won four matches in a row to also finish third.

“The biggest energy boost really didn’t come from us placing,” Dowling said. “It’s us coming into our first matches and seeing things like Michaelray (Abeyta) getting the first pin of his high school career.

“That’s big energy for all of us. It was a great start to the

day and we all wanted to grow on that.”

Overall, it was a solid effort for the team in the season’s first invitational, especially when there’s so much uncertainty surrounding early duals and tournaments.

“We didn’t really go into the tournament with too many expectations,” coach Paul Bonner said. “But we were pleased. We had nine wresters compete and we took fifth place as a team” out of 14 teams.

Hopefully, that has a springboard effect throughout the season. Early success can always motivate wrestlers who maybe lost their early matches to push themselves more in practice so their accomplishments can be closer in line to their teammates.

“It gives us a good baseline and lets everyone know what we’re capable of,” Bonner said. “We have a mix of experience and youth and I think it sets the bar for everyone.”

The team competed in its first dual at Peyton on Wednesday, Dec. 7, but results were not available at press time. The Mustangs head to Salida for another tournament on Saturday.

Mustangs find early energy in season-opening wins

The Manitou Springs boys basketball team has shown flashes of its potential in two wins already this season. The Mustangs opened with a 63-49 win over Peyton on Nov. 30, then followed it up with a 42-21 win over Elizabeth two days later.

In each game, the Mustangs (2-0 overall) couldn’t quite put together a complete effort; they were outscored in the third quarter against the Panthers and the second quarter against the Cardinals.

But the rest of the games, they looked like a team that returned multiple starters and has enough depth to make a run at a league championship. There isn’t too much concern over stumbling for a quarter, at least not yet.

“I think they’re doing a good job on both ends of the floor,” coach Brian Vecchio said. “I see a lot of good leadership and I see a lot of good things at practice out of our juniors and seniors.”

There was a little contrast in the way the Mustangs won their games.

Against Peyton, guard play was essential as Lairden Rogge knocked down multiple 3-pointers and Sam Fournier gave them a boost off the bench.

Against Elizabeth, they let the big guy work. John Maynard finished the night with a team-high 21 points, which was half the Mustangs’ point total as a team and matched what the Cardinals scored the entire game.

It was highlighted by a massive dunk in the third quarter that ignited the energy and helped the Mustangs outscore Elizabeth 26-6 in the second half.

“Whether it’s a dunk or we make three threes in a row or get an and-one (basket and a foul), it helps us get that energy back after settling down at halftime,” Maynard said.

Those games where Maynard takes over will be crucial in the Mustangs finding success this season. He has shown to be dominant in the post at times and his ability to knock down a 3-pointer makes him a dangerous big man, especially on the offensive side.

“Anytime you have a big guy like John, he’s going to attract a lot of attention,” Vecchio said. “If he can do the work inside, it will open up the perimeter for other guys and they’ll feed off his energy.”

The Mustangs head to the University Tournament this weekend and will play their home opener next week against La Junta.

Manitou girls hoops building chemistry on the court

Despite a lot of familiar faces around the Manitou Springs girls basketball team, it’s going to take some time for the Mustangs to find their chemistry. A big part of that is Juliana Argyle calling the shots as coach and the other part is the return of Grace Allen, who missed all of last year with a knee injury.

Her return was welcome as she scored 18 points in the season-opening 50-34 loss to Peyton on Nov. 30. The Mustangs (0-2 overall) accomplished some good things during that game, including holding Abbie Nickell to just three points after averaging 13 during the 2022-23 season.

But finding scoring help for Allen has been somewhat challenging in the first two games, although Argyle isn’t concerned yet.

“We just need to keep dialing in our offenses and work on gaining that confidence on the floor,” Argyle said. “We need to trust our teammates a little bit more and play

together more as a team, a confident team.”

The third quarter against the Panthers proved to be the problem as the Mustangs were outscored 16-2. Tori Greene was the second-leading scorer with eight points in that game.

She and McKesson Rhodes each scored four points in the 41-30 loss to Elizabeth on Friday, Dec. 2. Allen again led the scoring effort with 15 points, while snagging 12 rebounds and getting eight steals.

There is little doubt that the wins will come, but early in the year this is still a team that is getting used to each other.

“It’s a kind of a new team this year, so we’re getting to know everyone and how they play,” Sami Benge-Kulzer said. “I think we’re starting to do that and understand that we have to keep fighting.”

The Mustangs next head to the University Tournament and will kick off play against Middle Park on Thursday, Dec. 8.

Dec. 1

MSPD responded to a traffic accident with vehicle damage on eastbound U.S. Highway 24. Initially, the driver complained of injuries but, after the scene had de-escalated, the complaints subsided. The driver was able to arrange a ride from the scene.

Officers and Manitou Springs Fire Department personnel responded to a single-vehicle traffic accident with injuries in the 300 block of Cañon Ave nue. They arrived quickly, and the injured passenger was treated and

transported to a local hospital. After an investigation, the driver was cited for private property damage and released. The vehicle was impounded due to its damage.

Dec. 3

MSPD responded to a “check the welfare” call in the 600 block of Crystal Park Road. A suspect attempted to strike officers and a fight ensued. The suspect was taken into custody and transported to the El Paso County Criminal Justice Center.

Dec. 4

Officers responded to a sexual assault reported in the 100 block of Manitou Avenue. Two people were interviewed and a case report was taken.

Dec. 5

At 2204 hours, MSPD attempted to stop a vehicle that had recently left a high-crime address in the 200 block of Beckers Lane. The driver did not stop and the pursuit was terminated. After an investigation, officers identified the driver and an arrest warrant on felony charges is being sought.

Council prioritizes planning, zoning goals By Jack Elder City Finance Director Mike Leslie reported to City Council at Tuesday’s work session that there was approximately $32,000 available for implementing changes in the zoning code and related public processes for 2005. The recommendations submitted by consultant HB&A were itemized and came with the cost of each item included. HB&A will be contracted to perform the work of revising the code and establishing revised processes so the recommendations also served as de facto bid on each item even though the firm’s involvement to date eliminates the requirement for new bidding process. The 12 items on the HB&A list total nearly $91,000. HB&A also indicated several, mostly procedural changes, that can contribute to a more efficient and less contentious process that can be implemented in-house at no cost. Operating within the $32,000 available this year, council identified the creation of approval criteria for each zoning category, including downtown, projected to cost $20,000; revising and updating the public process, projected to cost $9,100; reevaluating the setback requirements in the general residential zone, which consumes as much as one-third of planning staff’s time, projected to cost $5,000 and adopting and implementing the National Fire Prevention Association’s standard 299 at a projected cost of $3,600. The NFPA standard would provide clear-cut guidelines, especially for construction on upslopes, where none exist now and thereby eliminate considerable negotiation, reports, hearings and general misunderstanding and arguments. Representatives of HB&A, City Council and members of city staff will now meet to finalize costs. At press time, it was not anticipated that further formalize action would be necessary to start the zoning and planning revision process as outlined Tuesday. Council nears administrator choice Following Monday’s open house with finalists for the City Administrator position and closed executive session Tuesday to review the candidates and the interview process that took place Monday, City Council appears to be embarking on final discussions with one or more candidates. Details from council executive sessions are, by law, not made public The four finalists are Elizabeth Black, District Manager for the Copper Mountain Consolidated Metropolitan District in Colorado; David Blanchard, City Manager of Blackhawk, Colo., from 2000 to 2003; Catherine Green, Director of Planning for the City of Pueblo from 1992 to 2004; and, Rick Sonnenburg, Town Manager of Monument. Creative Alliance Manitou Springs has been boosting Manitou Springs’ public art collection throughout 2022, in honor of the city’s 2022 Sesquicentennial Celebration. CRANE doubled the usual number of curated works installed in a single year, and for the first time added a mural to make a total of eight new installations.

CRANE is conducting an online vote to honor the public’s favorite new installation with the People’s Choice Award. The winning selection’s artist will receive a Creative Alliance cash price of $1,500 funded as part of a grant for the project from the Manitou Arts, Culture, and Heritage (MACH) tax initiative.

CRANE’s Public Art Committee also will honor one of the new installations, making a $2,500 artistic excellence cash prize to an artist based on levels of visual impact, craftsmanship, emotional impact and thought-provoking.
