The 50-minute session, also livestreamed via Zoom, heard Skyler Beck, director of Parks and Recreation, and Shannon Solomon, chairman of the Open Space Advisory Committee, discuss project costs and its timeline.

“OSAC unanimously supported the direction of this and indicated that they have been budgeting for this for many years, $100,000 each year that has carried over, as well as $150,000 for this year in matching grants in case more funds would be needed to purchase the property,” Beck said.

“We had our GIS (geographic information systems) coordinator take a look at how the breakdown is between the road versus the open space. It turns out 87 percent is open space and 13 percent is road, so that is how we split the cost.

“At 13 percent of $105,000, that comes to $91,350 and that was within the budget OSAC had set for the year,” Beck said.

MSHS wanted to celebrate the incredible work of Liz Tindall and Ingrid Perez for planning and facilitating a FANTASTIC Freshmen Orientation Day! This past summer, two of Mr. Bonner’s Manitou Springs High School art students attended a “pre-college” summer session at the Minneapolis College of Art and Design for an intensive, three-week session. Both students chose an area or medium they wanted to focus on during that time. Ethan chose animation and ended up creating a short, one-minute lm. Lindsey decided on studio painting. Both students agreed that it was a great experience and awesome to be around like-minded people; at the same time, it was very intense and challenging. Ethan and Lindsay were rst introduced to MCAD last fall, when a guest speaker from the college came to MSHS to tell students about all the programs check out our employment opportunities page to become a part of The Herd! We realize the hardship and impact we put on the city,” Ilgen said. Ilgen then invited Graham to start this year’s race.“I certainly would be willing to do that. It is a great tradition. We’re proud to be the city that hosts this,” the mayor said. City Council will not meet on Sept. 13.

Also, council discussed adding a new chapter to the Manitou Springs Municipal Code. This is to establish a tree committee, standards for tree care on city property and production of public and private heritage trees.

The city of Manitou Springs is nearing the final stages of its subdivi sion and zoning code update process and is looking for feedback on the draft proposed code. An open house will take place 6-8 p.m. Thursday, Sept. 15, in the Intemann Gallery at the Manitou Art Center, 513 Manitou Ave. The proposed draft code will be available to view, ask questions about and discuss so the Planning Department can use feedback to make revisions.

This program will continue through the end of 2022, or until the budgeted amount runs out. Potential applicants must apply for a property improvement permit and have receipts of purchased equipment. Be smart about bears — they’re hunting for food Bears are about to get very active in Colorado as they search for food before hibernating this winter. At this time, they’re likely to forage for human food, trash and fruit trees in urban areas. Their instinct to eat can overcome any fear of humans. They can sniff out potential food sources as much as five miles away. Barbeque grills, unsecured trash and pet food can lure them into cities. They have been able to open car doors when searching for food. Manitou Springs has a strict policy about wildlife-resistant trash receptacles.

Pikes Peak Bulletin 5September 8, 2022 For the love of cement and grants, our elected leaders and unelected board members are paving paradise right here in Manitou. For the pursuit of a grant, it feels they will do most anything, even paving a 10-foot-wide “creek path” with concrete to have that money. Because that is what the grant calls for. I would prefer a dirt and mulch or road base path and would rather not receive a grant that made me damage my own environment. I wonder how many other residents would agree with me? The use of concrete causes pollution in the air, in the soil and in the waters of Fountain Creek. Are we aware of this? Do we know what other plans are out there? How many of us wanted 10-foot sidewalks on the west end of our little town? My children grew up in that neighborhood. Now, it feels like a commercial strip for a shoppingHowmall.many of these plans are being made in favor of more cars? More parking? More visitors? How do more visitors, cars and parking impact a resident’s life here in Manitou? Does it make itWebetter?areexposed to so many people daily here, we hardly get a chance to have some peace and quiet. Instead, we “get” to enjoy more noise, more direct contact with strangers, breathe more pollution and realize less peace for ourselves and our families. In my heart, it feels so wrong to cover the living planet with concrete or asphalt. Especially to just park cars. Aren’t cars part of our problem here? Why would we cater to more cars?Cement, asphalt and cars all contribute to the downward spiral of the planet’s condition. Manitou is but a holographic echo of the global climate catastrophe that is unfolding daily. There should be limits to how much natural surfaces we allow to be eliminated with concrete or other materials. Let’s look under the concrete and asphalt the municipality loves to use. Removing these materials would immediately cool the surrounding area by removing the heat-gather ing activity of the concrete or asphalt.Once gone, the entire area would be cleaner. Soil isn’t really dirty, folks. Now rainwater will be able to infiltrate. This, in turn, eliminates standing water, ice sheets and accompanying issues such asFreed-upmosquitoes.areas would be able to grow plants and trees, starting to rebuild the God-given ecosystem of the soil. That would bring in opportunities for more beneficial nature and natural services. There would be less sunlight reflection, reverting to a more natural light state. Surround ing trees and flora would experience improved health and beauty. The soil would enjoy improved water retention and would help reduce stormwater flows. We all know that an improved environ ment for wildlife and birdlife is critical. They are struggling to maintain their wilder lives as we seemingly work hard to take their opportuni ties away.Concrete is not eco-friendly. The raw material extraction, the production process, humans’ on-going use and disposal of cement requires high amounts of energy and water. The industry causes environmental pollution and degradation of natural resources. According to the Clean Water Campaign, concrete and asphalt production, and installing it, can contaminate stormwater and could contaminate Fountain Creek, along with the Arkansas River and, ultimately, the ocean waters with high concentrations of suspended solids, toxic hydrocarbons and other chemicals, oils and greases, and heavy metals. It becomes a global issue. Haven’t we done this enough to know Traditionalbetter?methods and use of concrete are not sustainable. At some point, we must wake up and repurpose the materials of asphalt and cement to other uses besides covering soil. We will have to. Collectively, we could start today by asking our community volunteers, Parks Department heads, Public Works and elected officials to break their addiction to concrete. Ask them to not accept grants that lead us down the path of following proposed avenues, regardless of consequences. As one of my friends said regarding 10-foot sidewalks and even more proposed parking lot surfaces: “We are making a big mess out of our small town.” I must agree. The Manitou Springs Heritage Center needs volunteers to greet visitors at the front desk and assist working in the collections of historic photos and artifacts; training is provided. The museum has other volunteer opportunities that don’t require being on-site or scheduling regular hours, such as helping with the website, producing videos and creating audio tours. Director Gus Moen wanted to know, “What is something we should know about you?” Rogge recalled how curvature of the spine and having to wear a back brace as a child made him more sensitive of others. “I started my seventh grade year in a full back brace and experienced what it feels like to have all eyes on you. It shaped me to be sensitive to what other kids go through,” Rogge said.

Grace Allen (volleyball): Led the Mustangs with 29 kills in their first four matches of the season.

The Mustangs brought just three girls to the meet, which was not enough for them to score as a team. Freshman Ellen Lowe, a runner Sherwood has high hopes for, was the first Manitou girl to finish. Her 25:25.5 put her in 28th place in the 2A/3A race.

For Kelley, the result is a significant improvement from the same event last year. He ran the course in 18:15.8, nearly two minutes slower than his effort on Friday.

That’s an encouraging standard to set in the first meet of the year. He believes that, with continued work between now and the end of the season, he could contend for a top-five finish at state in October.

The Mustangs have a few weeks off before heading to Crested Butte for the Emma Coburn Elk Run on Sept. 24.

“Ellen did quite well, considering the conditions were as hot as they’ll be in Colorado in September,” Sherwood said. “She was tough, and she held her own out there.”

“I had a goal to get a little faster,” Kelley said. “I wasn’t thinking two minutes faster, especially in the first meet of the season. You never know how it’s going to go.”

Gaia Drotar finished 72nd and Anya Nelsestuen finished 104th. The girls team’s youth and inexperience certainly showed at the Stampede, but that means there’s plenty of room to make improvements. That’s what Sherwood is excited to see in the next two months.

At first glance, this boys team is the real deal. “It was a true simulation of what they’ll see from a competition perspective at the state meet,” Sherwood said. “They have a ton of confidence now and, dare I say, a little swagger.”

The Manitou Springs football team felt that lesson sting it a bit in the season opener against Rye. Like last year, the Mustangs had an early lead. And like last year, that lead vanished and their season opened with a 28-20 loss to the Thunderbolts.“Thething I take away from Friday is that our effort, energy and desire were all there,” coach Stu Jeck said. “It’s the self-inflicted wounds that got us on Friday night. This week we have to emphasize taking care of the football and not beating ourselves.” In the game’s early stages, the Mustangs (0-1 overall) had everything going for them. Nate Gentzel connected with Evan Scherr for the first touchdown of the game and then Tyler Maloney made it 14-0, thanks to a five-yard touchdown run. The defense chipped in as Hallen Haile picked off Rye quarterback Nolan Schauer and returned the ball for the score. As quick as a bolt of lightning, it was a 20-0 game. That’s when the scoring stopped for Manitou — and Rye found some offensive rhythm to start battling its way back into the game. “When we have a lead like that, especially with our team being younger, we let off the pedal a little bit,” Maloney said. “The effort is there; we just felt like we could take a step back. We need to figure out that we need to keep our foot on the throttle.” That will be the focus this week as the Mustangs turn their attention to Valley. The Vikings opened their season with a 43-7 loss to Berthoud. This could be a good week for the Mustangs to rebound from a second heartbreaking season opener in a row. But to do that, they’ll have to keep their focus in practice and work on fixing the mistakes that slowed them down last week. “We have the team that’s willing to put the work in so that we’re not our own worst enemy,” Jeck said. “That’s how we turn things around fromManitouhere.”

After the Jefferson Academy tournament, the Mustangs head to St. Mary’s on Tuesday, Sept. 13, and return home to face Banning Lewis on Thursday, Sept 15.

The big lesson the Mustangs learned was that it’s a good thing Lutheran has moved up a class. The Lions were dominant in a 25-13, 25-12, 25-14 win over Manitou on Sept. 1. The Mustangs (1-4 overall) couldn’t get into a rhythm that would generate any consistent offense.Ayla Flett led the Mustangs with six kills, while Grace Allen added four.

After putting up 10 goals in its opening win against Dolores Huerta and traveling to Gunnison to get a close 2-0 win over the Cowboys, the Mustangs went out and put their most impressive feather in their cap on Sept. 1. They traveled across town to take on rival St. Mary’s and, after a hard-fought contest, came away with a 2-0 win.

After a week off, the Manitou Springs boys golf team was back in action at the Woodland Park Invite at Shining Mountain Golf Course on Sept. 6. Once again, Jack Clifford put together the best round of the bunch as he shot a 20-over-par 91 to finished in a tie for 18th place.

Heading into the Jefferson Academy tournament on Sept. 9 and 10, beating a 5A team gives the Mustangs some momentum. Doherty came into Manitou with a distinct height advantage so, for the Mustangs to be the ones celebrating after the game, a lot of confidence will accompany them on the trip north.

“Refs aren’t going to win or lose games and I keep saying that,” Mack said. “If we believe we’re the better team and go out there and play our game and the more we get tied into the mental aspect, the more it levels the playing field. We don’t want to lose our composure.”

“That rivalry has so much history there,” coach Ben Mack said. “It always feels good to stick it to St. Mary’s. It was a physical game and they were ready for it.”

The Mustangs face a tough test as they host Vanguard on Thursday, Sept. 8.

Kai Thomas finished 61st with a 109, Landon May was 68th with 120 and Landon Foster rounded out the effort with a 124 to finish in 75th place.

The Mustangs returned home on Tuesday, Sept. 6, against a 5A opponent in Doherty. The Mustangs (2-3 overall) got their second win of the year, beating the Spartans 21-25, 25-19, 25-18, 25-16.

The Sept. 6 trip to Alamosa was just as fruitful as the Mustangs came away with a 5-0 win. With four wins in the bag and a 19-0 total score, it’s safe to say that Mack thinks his team is far ahead of what he expected.“Welook good,” he said. “We look better than I thought we would at this point. They’re buying into what we’re saying as coaches, the system we’re playing and our leadership this year.”

By Daniel Mohrmann Lutheran used to be the dominant team of Class 3A girls volleyball in Colorado. With the move to 4A in this cycle, the Manitou Springs volleyball team saw immense value in getting the Lions on the schedule.

“We were just saying that in the locker room,” senior Norah Jorstad said. “We just beat a 5A school. It’s a huge confidence booster.”

The first goal for the Mustangs (4-0 overall) came on a penalty kick in the first half from junior Graham Beckum.Lukas Merz added the second goal in the second half, but what really sunk the Pirates was the physical game they tried to play, which earned them a red card. That took a player off the field in the second half, and the Mustangs were able to maintain their composure and milk the advantage to come away with the win.

Manitou boys soccer team faring better than expected

Considering the lack of offense against the Lions, it was great to see several aspects of the Mustangs’ game come together to get a win. “It felt good, and we’ve been stressing it a lot,” coach Crissy Leonhardt said. “We went really hard in practice this week and it’s such a coachable team. If they believe they can do anything, they really can.”

The Mustangs will play in their second league tournament of the year when they head to the Salida Golf Club on Thursday, Sept. 8.

Timothy Hilt, another former MSHS teacher accused of sexually assaulting a student, was sentenced according to the plea agreement. He has to register as a sex offender in his current place of residence within five days, and has 42 days (as of Sept. 1) for restitution. He has to obey a protection order and will spend 90 days in jail. The victim had no objection.

By Jack Elder City Finance Director Mike Leslie reported to City Council at Tuesday’s work session that there was approximately $32,000 available for implementing changes in the zoning code and related public processes for 2005. The recommendations submitted by consultant HB&A were itemized and came with the cost of each item included. HB&A will be contracted to perform the work of revising the code and establishing revised processes so the recommendations also served as a de facto bid on each item even though the firm’s involvement to date eliminates the requirement for a new bidding process. The 12 items on the HB&A list total nearly $91,000. HB&A also indicated several, mostly procedural changes, that can contribute to more efficient and less contentious process that can be implemented in-house at no cost. Operating within the $32,000 available this year, council identified the creation of approval criteria for each zoning category, including downtown, projected to cost $20,000; revising and updating the public process, projected to cost $9,100; reevaluating the setback requirements in the general residential zone, which consumes as much as one-third of planning staff’s time, projected to cost $5,000 and adopting and implementing the National Fire Prevention Association’s standard 299 at projected cost of $3,600. The NFPA standard would provide clear-cut guidelines, especially for construction on upslopes, where none exist now and thereby eliminate considerable negotiation, reports, hearings and general misunderstanding and arguments.Representatives of HB&A, City Council and members of city staff will now meet to finalize costs. At press time, it was not anticipated that further formalize action would be necessary to start the zoning and planning revision process as outlined Tuesday. Council nears administrator choice Following Monday’s open house with finalists for the City Administrator position and closed executive session Tuesday to review the candidates and the interview process that took place Monday, City Council appears to be embarking on final discussions with one or more candidates. Details from council executive sessions are, by law, not made public The four finalists are Elizabeth Black, District Manager for the Copper Mountain Consolidated Metropolitan District in Colorado; David Blanchard, City Manager of Blackhawk, Colo., from 2000 to 2003; Catherine Green, Director of Planning for the City of Pueblo from 1992 to 2004; and, Rick Sonnenburg, Town Manager of Monument. Council prioritizes planning, zoning goals

The Manitou Springs Police Department received a report about a disturbance in the 900 block of Manitou Avenue on Aug. 27. The reporting party asked officers to document the incident. Officers stopped a vehicle near westbound U.S. Highway 24 and Manitou Avenue for violations. The vehicle was towed due to the driver’s circumstances and the vehicle’s status.MSPD responded to a cold report of a vehicle hitting a mailbox in the 100 block of Deer Path Avenue. The vehicle lost its license plate, which was taken as evidence. Aug. 30 While patrolling the 3000 block of West Colorado Avenue, officers located several people loitering at a business that had signs prohibiting such behavior. One person refused to identify himself and was detained before being cited and released. Manitou officers located a person partially blocking traffic in the 3100 block of West Colorado Avenue and attempted to wake the person, but were unsuccessful. Medical personnel were called and the person was transported to a hospital. MSPD responded to a domestic violence in progress in the 00 block of Sandra Lane. After interviewing both people, officers established cause to believe one person physically harassed the other. The suspect was taken into custody and booked into the El Paso County Criminal Justice Center. Aug. 31 Officers contacted a suspicious vehicle trespassing in the 2500 block of Manitou Avenue. One occupant was arrested on felony warrants from Texas.MSPD responded to the 300 block of El Paso Boulevard for a fraud report. The victim was contacted by someone she believed represented her bank. After speaking for some time, the suspect persuaded the victim to download two applica tions for her cell phone and trans ferred $60-$100 out of the victim’s bank account. Officers were contacted about a man seen walking onto various porches in the Via Linda Vista area, removing property and attempting to open doors. MSPD located him and he was charged with burglary and booked into CJC. MSPD observed someone driving carelessly and aggressively near westbound Highway 24 and 26th Street. Officers began to suspect the driver was under the influence of marijuana and took him into custody. A chemical sample was collected and he was cited for DUID and released. Sept. 1 Officers stopped a vehicle at Manitou Avenue and Beckers Lane. The driver was found to be under the influence of alcohol and was taken into custody. The suspect was booked into the CJC for that and a warrant. At 1121 hours, MSPD stopped a vehicle with no license plate near the Washington Bypass and Washington Avenue. Officers investigated and seized drug paraphernalia for destruction. The driver was cited for operating an unregistered vehicle. Manitou officers stopped a vehicle with defective lights at Manitou Avenue and Crystal Park Road. The driver was arrested on suspicion of DUI. MSPD stopped a vehicle near 26th and St. Anthony streets that matched the description of a stolen vehicle. It was checked and found to not be stolen and the driver was released. Sept. 2 Officers responded to a suspicious incident in the 3700 block of West High Street. A case report was taken to document it. MSPD responded to a 911 hang-up from a residence in the 00 block of El Paso Boulevard with a history of domestic violence. The officers discovered a suspect with an active protection order against them at that Alocation.theftwas reported in the 700 block of Manitou Avenue; an unknown suspect took a sterling silver ring without Unknownpaying.suspects broke the front passenger-side window of an unoccupied vehicle in the Hiawatha Gardens parking lot and removed multiple items. At 1740 hours, officers responded to a theft report in the 700 block of Manitou Avenue. The suspect had taken someone’s financial devices and attempted to conduct transactions at various locations. The suspect has not beenMSPDidentified.responded to a traffic accident with injury at the on-ramp to westbound Highway 24 from Manitou Avenue. The scene was cleared and a report was taken. Sept. 3 While investigating a barking dog complaint in the 1300 block of Manitou Avenue, officers discovered a man camping in the area. He was arrested on an out-of-county misdemeanor warrant. MSPD responded to a check-thewelfare request about a man down in the area of Cañon Avenue and Highway 24. He was obviously deceased and circumstances indicated he had likely jumped from the highway bridge. The El Paso County Coroner’s Office responded and took over the investigation. The victim’s family was notified. Sept. 4 At 0730 hours near westbound Highway 24 and 31st Street, officers contacted a person who was wanted on a local misdemeanor and took the suspect into custody. MSPD responded to a traffic accident with vehicle damage at the Manitou Avenue on-ramp to westbound Highway 24. A disturbance was reported in the 200 block of Manitou Avenue at 1712 hours. MSPD responded and served a summons to a man for criminal mischief and shoplifting. A domestic violence incident in progress was reported near Cañon Avenue and Lovers Lane. Officers spotted the suspect’s vehicle leaving the area and stopped it. Neither person would cooperate with the investigation, but the officers began to suspect the man was driving under the influence of alcohol. He was arrested, then cited and released.
