Members of the Dragon Theatre Vaudeville Circus performed for an appreciative crowd in the 7 Minute Spring Gazebo on Saturday, Aug. 27. The troupe is an Imagination Celebration program and creates roles for people of all ages and abilities. The free performance was called “Patching the Circus,” and was set in 1922 as the troupe tries to rebuild after the Great War. The performers — and the audience — used their imagination to see a dragon and other magical happenings through props, miming and music. After the performance, Poetry Heals hosted writing sessions, local artist K8e Orr facilitated hands-on art projects and Wong Wares showed people how to play with clay. The Manitou Springs Community Foundation and Creative Alliance Manitou Springs funded the event.

The Pikes Peak Area Council of Governments has developed a draft study to assess existing electric vehicle charging assets within its Metropolitan Planning Organization and Council of Governments boundaries and provide resources for local entities that may pursue EV charging projects in the future. This effort is intended to assist those member jurisdictions or local entities that voluntarily decide to seek EV grants. The draft document is available for public comment through Sept. 13, 2022, at www.ppacg. org/ppacg-transportation-electrification-study.

The city of Manitou Springs has partnered with Resource Central to offer free Slow the Flow sprinkler audits. During the 75-minute evaluations, trained professionals will inspect your system. They will identify problem areas as well as perform tests to help you create the most efficient schedule for your yard. The audits show that 99 percent of the sprinkler systems evaluated are inefficient. That not only leads to a higher water bill, but also wastes Manitou’s most precious resource: water. Be smart about bears — they’re hunting for food Bears are about to get very active in Colorado as they search for food before hibernating this winter. At this time, they’re likely to forage for human food, trash and fruit trees in urban areas. Their instinct to eat can overcome any fear of humans. They can sniff out potential food sources as much as five miles away. Barbeque grills, unsecured trash and pet food can lure them into cities. They have been able to open car doors when searching for food. The funds can pay for insulation, air sealing, heat pumps, water heaters, high-effi ciency toilets and irrigation equipment. This program will continue through the end of 2022, or until the budgeted amount runs out. Potential applicants must apply for a property improvement permit and have receipts of purchased equipment. No one has died of the coronavirus in El Paso County in the 14 days leading up to Tuesday, Aug. 30, according to the county’s health department. To the editor: A group of morning swimmers at the Manitou Pool & Fitness Cen ter would like to express their appreciation to the staff of that facility. We would like to recognize the wonderful job they did this summer, as well as the job they are continuing to do to keep the pool open. They work hard to keep stable pool water temperature and a clean and functioning facility. They are always helpful, positive and show a genuine enjoyment of their job and their interactions with the patrons. The staff has kept us updated on changes to schedules in advance, and have helped swimmers navigate the computer system when they are not able to. The job the staff does is all-encompassing and has many facets.Although a majority of summer lifeguards have gone back to school, a dedicated few remain who work hard to keep the pool open as much as possible. We know they are short-staffed and we are grateful they work so hard so we don’t lose swim time. We would like to thank them for their dedication under difficult circumstances.

The Manitou Springs resident will carry his late father’s photo with him as he climbs approximately 6.4 miles to Pacific Tarn near Breckenridge. Once he reaches the continent’s highest named lake, at 13,420 feet, Raqueno will set up his foldable Oru kayak, paddle around the lake and think about the man who passed away in May.“Having a picture of my father with me as I do it will mean he’ll live in history with me forever,” Raqueno said. The Air Force officer moved to Manitou in February but has lived in Colorado Springs off and on for a total of eight years. “I’ve always dreamed of living in Manitou since I first began doing the Incline in 2009,” he said. Raqueno has gathered a team to pursue his dream. “Crazy” Bob Stuka, who set a record for the fastest descent of the Manitou Incline, will be aiming for his own record, that of paddle-boarding in the highest North Courtesy of Ranier Raqueno

Heritage Center

Major underground utility work continues between Gateway Road and Fontanero Street. The contractor team has placed more than half of the storm sewer infrastructure and water pipeline planned within the current road closure area. Grading work continues for the widened roadway and slopes.

Shoulder closures, traffic shifts and flaggers are expected for some work activities. Drivers should be aware of construction vehicles enter ing and exiting the work area. After major reconstruction, 30th Street between Mesa and Gateway roads is open. The contractor team will continue working on finishing several items while maintaining traffic on the new pavement.

The Friends of Red Rock Canyon advocacy group is seeking volunteer experts to present RRC-related topics during Talk and Walk programs. No work is planned for the 30th Street Corridor project from Friday, Sept. 2, to Monday, Sept. 5.

For the safety of trail users and to assist with the traffic flow into and out of the park, trail access across Gateway Road has been removed. All trail users should use the new underpass.Through early summer 2023, 30th Street is closed in both directions between Gateway Road and Fontanero Street. Access to Garden of the Gods Park, including the Visitor & Nature Center, will be maintained from Garden of the Gods Road. Occasional lane or shoulder closures are possible within the work zone. As needed, flaggers will assist with traffic control.

The contractor will be working near the Gateway Road roundabout for several weeks. Starting after Sept. 5, crews will begin construct ing a decorative landscape wall with two Garden of the Gods signs in the roundabout’s center island. Decorative colored concrete will also be placed in the median islands approaching the roundabout.

The Manitou Springs Heritage Center needs volunteers to greet visitors at the front desk and assist working in the collections of historic photos and artifacts; training is provided. “Manitou Bottles and Bottling Plants”: Experience the development of the bottled mineral water industry in Manitou Springs. In the early 1900s, Manitou Springs was the capital of bottled mineral water. Learn about the mystery of the town’s “effervescent and healthful mineral spring waters” and see the world-famous Ute Chief Gusher Bottle and other colorful bottles that helped put Manitou Springs on the world map. Manitou Made from Many Hands: This is a community project made with many hands using recycled materials. Colorado State Treasurer Dave Young is focusing on schools that have lost track of property such as gift certificates, tax refunds, unpaid wages or uncashed checks. “Back-to-school time is a perfect opportuni ty to conduct an unclaimed money search for your favorite schools, from nursery schools to colleges, both public and private. A search on Tuesday, Aug. 30, revealed that several Manitou Springs organizations and entities have unclaimed property. Last fiscal year, the Great Colorado Payback returned almost $50 million to nearly 55,000 claimants through the Unclaimed Property Division. “We are very pleased and honored to have received this $5,000 grant and to be in such fine company with the other recipients,” Poetry Heals Executive Director Molly Wingate said. “Write It Out After School is Poetry Heals’ newest program to provide therapeutic poetry writing to schoolaged kids in the under-resourced neighborhoods in Colorado Springs.”

Poetry Heals’ first program partner is Voces Unidas for Justice, which serves primarily Latinx youth in southeast Colorado Springs. Poetry Heals will create unique materials and provide Spanish translation at workshops to help young people processing trauma. “We will augment and collaborate with ongoing programs at Voces Unidas for Justice and community centers. Poetry Heals wins grant for therapeutic writing program

The Pikes Peak Community Foundation’s Pikes Peak Fund for the Arts will give Arts Vision Grants totaling $50,000 to 11 diverse and inspiring grantees from the local arts community. The individual grant awards range from $1,250 to $10,000.

Over the summer, the program invited the community to apply for funding for creative projects that bring to life the declarations and opportuni ties in Arts Vision 2030, the 10-year cultural plan for the Pikes Peak region. The response was overwhelming, with 60 applications that were weighed by an expert panel of judges. The grants are managed by the Cultur al Office of the Pikes Peak Region.

Perhaps the best sight in all of golf is a well-struck ball flying through the air in the direction of a flagstick. It doesn’t matter if it’s off the tee or from the fairway, the high straight ball is something that every golfer hopes to achieve. But oddly enough, it’s not the most effective shot when it comes to lowering a score. Those shots come from either around or on the green, and they’re crucial — especially in high school golf.After playing in three tournaments, Manitou Springs boys golf coach Ken Vecchio likes what he’s seeing from an inexperienced group. But he knows there’s plenty of work to be done for their numbers to come down. And that work has to come around the green, not on the way to the green.“They’re getting an idea of what they have to do with a full swing,” Vecchio said. “What they’re really figuring out is how important chipping and putting are. We spent the first 40 minutes of practice (on Monday) just working on chipping and putting and the technique. Hopefully that will help us out a bit.” It was no surprise that junior Jack Clifford fared well at the Aug. 24 Tri-Peaks League tournament at Hollydot. Clifford shot a 17-over-par 88 to finish ninth on the leader board. Sophomore Landon Foster and senior Kai Thomas shot matching 108 scores, while senior Landon May rounded out the effort with a 132.Clifford put together another good round the next day at the Marauder Invitational at Cherokee Ridge, shooting 87 to finish sixth. The Mustangs are off this week and head to the Woodland Park Invitational at Shining Mountain on Tuesday, Sept. 6.

The Manitou Springs girls volleyball team is showing true signs of progress as it gets deeper into the regular season. It’s not a matter of opinion, it can be determined by looking at the results of the season’s first three matches.After getting swept by Fowler, the Mustangs (1-2 overall) dropped a five-set heartbreaker to Pueblo Central in their Aug. 25 match. In perhaps desperate need of a win, the Mustangs battled after a first tough set to rally and beat Pueblo East 14-25, 26-24, 25-21, 20-25, 15-9 on Tuesday, Aug. 30, to get their first win of the season.“Wehave been falling apart in the beginning of the season with people missing (practice) with injuries and stuff,” coach Crissy Leonhardt said. “Even tonight we still weren’t 100 percent and we still played phenomenally.” Three Manitou seniors recorded double-digit kills: Ayla Flett led the way with 12, Grace Allen had 11 and Teryn Thime had 10. Thime also led the Mustangs with three blocks, Allen had a team-high 30 digs and senior Lily Glass was crucial to the offensive effort as she racked up 21 assists.The win over East was a true sign that this group of seniors is starting to get a genuine feel for how they’ll play together on the court.“We’re just getting more comfortable playing with each other in practice and it’s really helping,” Glass said. “All of us haven’t played together before so it’s good that we’re bonding and growing as a team.”

They head to Lutheran on Thursday, Sept. 1, to take on the Lions, No. 9 in the Class 4A CHSAANow.com rankings. They then come home on Tuesday, Sept. 6, to host 5A Doherty. Getting the win over Pueblo East was a welcome feeling for the girls and a sign that they’re developing as a team and trending in the right direction. “We’ve been stressing offense,” Leonhardt said. “We’re also making sure that we’re making smart decisions, but aggressive decisions, and they’re so coachable.”

Getting off to a good start to the season is crucial for any team, but for a young Manitou Springs boys soccer team it was true necessity. This particular group of Mustangs doesn’t have a lot of experience competing with each other on the field, so easing into the season with a 10-0 win over Dolores Huerta Prep was a welcome sight for coach Ben Mack and a huge confidence booster for his players. “It boosted our confidence a lot,” junior Evan Yount said. “Then we were able to come out and did exactly what we needed to get (the job) done.”

“I really value long road trips early in the season,” Mack said. “I think that it helps with team building. It was a fun trip and, when you walk away with a win against a quality team, it’s awesome.”

The Mustangs face St. Mary’s on Thursday, Sept. 1, before heading to Alamosa on Tuesday, Sept. 6. It boosted our confidencealot.

“We have a lot of new faces,” Mack said. “We’re still trying to work out formations, system of play, who can do what well and all thoseEventhings.”better, they got to see all that while mixing in a long road trip early in the season. Considering the way they battled to the 2-0 win over Gunnison on Aug. 27, he was pleased with what he saw from that experience.

This year is going to be different, according to those on and around the team. Things are feeling a little more settled with the season set to kick off at Richardson Field at 7 p.m. Friday, Sept. 2. For starters, head coach Stu Jeck isn’t jumping into his first season on the sidelines. He has a year under his belt and, after getting an initial idea of what was working and what wasn’t, he has high hopes for his players heading into the year.

It’s hard for the Manitou Springs football team to not think about last year’s trip to Rye to start that season.

By no means is this team content with what has happened so far, but the players and coaches are encouraged by what they’ve seen early and are excited to keep improving throughout the season.

Perhaps the player that Mack is most pleased with is junior keeper Deric French. He has faced 14 shots so far this season and turned away every single one.

Early in the season, there is so much to be optimistic about for this team. Yount and senior Luke Donegan share the team lead with three goals each. Donegan scored all three of his against Dolores Huerta; he didn’t travel with the team to Gunnison. Junior Bowman Hall has two goals to his name, along with two assists.

What felt like a win for most of the game ended with a heartbreaking loss to the Thunderbolts, kicking off a 2-7 campaign for the Mustangs.

They’ll see Valley, Rocky Ford and Prospect Ridge before kicking off league play against Woodland Park with the Homecoming game on Sept. 30.

The Cowboys were a playoff team a year ago, which made the 2-0 win impressive considering the youth of the Mustangs (2-0 overall) and the uncertainty of how they would play on the field.

The victim’s wallet was stolen and a credit card was used at a Colorado Springs store soon after the theft. Council prioritizes planning, zoning goals By Jack Elder City Finance Director Mike Leslie reported to City Council at Tuesday’s work session that there was approximately $32,000 available for implementing changes in the zoning code and related public processes for 2005. The recommendations submitted by consultant HB&A were itemized and came with the cost of each item included. HB&A will be contracted to perform the work of revising the code and establishing revised processes so the recommendations also served as a de facto bid on each item even though the firm’s involvement to date eliminates the requirement for a new bidding process. The 12 items on the HB&A list total nearly $91,000. HB&A also indicated several, mostly procedural changes, that can contribute to more efficient and less contentious process that can be implemented in-house at no cost. Operating within the $32,000 available this year, council identified the creation of approval criteria for each zoning category, including downtown, projected to cost $20,000; revising and updating the public process, projected to cost $9,100; reevaluating the setback requirements in the general residential zone, which consumes as much as one-third of planning staff’s time, projected to cost $5,000 and adopting and implementing the National Fire Prevention Association’s standard 299 at projected cost of $3,600. The NFPA standard would provide clear-cut guidelines, especially for construction on upslopes, where none exist now and thereby eliminate considerable negotiation, reports, hearings and general misunderstanding and arguments.Representatives of HB&A, City Council and members of city staff will now meet to finalize costs. At press time, it was not anticipated that further formalize action would be necessary to start the zoning and planning revision process as outlined Tuesday. Council nears administrator choice Following Monday’s open house with finalists for the City Administrator position and closed executive session Tuesday to review the candidates and the interview process that took place Monday, City Council appears to be embarking on final discussions with one or more candidates. Details from council executive sessions are, by law, not made public The four finalists are Elizabeth Black, District Manager for the Copper Mountain Consolidated Metropolitan District in Colorado; David Blanchard, City Manager of Blackhawk, Colo., from 2000 to 2003; Catherine Green, Director of Planning for the City of Pueblo from 1992 to 2004; and, Rick Sonnenburg, Town Manager of Monument. Bentley Henderson, Assistant Town Manager of Carbondale, Colo., withdrew from the process Friday The candidates were interviewed Monday by panel of Colorado city managers and by City Council. The four then met with members of the public and with members of city staff.No public timetable has been set for the final hiring.

Former Manitou Springs High school teacher Timothy Hilt was scheduled to be sentenced on Thursday, Sept. 1, according to the Colorado Judicial Branch’s online docket. He has pleaded guilty to two counts of sexual assault on a child by a person in a position of trust.

Aug. 24 MSPD officers were dispatched to a business alarm in the 300 block of Manitou Avenue. When they arrived on scene, they noticed a door was bro ken open. The investigation is ongoing.Criminal mischief occurred at Manitou Springs High School on El Monte Place. The school resource officer is investigating. At 1259 hours, MSPD officers were in the 3400 block of West Colorado Avenue when they contacted a person wanted on a local misdemeanor warrant. The suspect was taken to CJC. Aug. 25 MSPD responded to a traffic accident with injuries at mile marker 290 on westbound Highway 24. The El Paso County Sheriff’s Office arrested a female passenger on unrelated charges, and the Colorado State Patrol is handling the crash investigation. Officers stopped a speeding vehicle in the 3300 block of West Colorado Avenue. The driver was found to be under the influence of alcohol and was arrested. MSPD attempted to stop a red Dodge Ram missing a license plate near Manitou Avenue and westbound Highway 24, but the driver wouldn’t yield to emergency lights and sirens. The vehicle was weaving erratically; the officer terminated the pursuit after about a half-mile out of concern for public safety. The vehicle was last seen near Highway 24 and Green Mountain Falls. Police officers and fire depart ment personnel responding to a check-the-welfare request found a deceased person inside a residence in the 800 block of Manitou Avenue.

Aug. 22 Manitou Springs Police officers were dispatched to a suspicious vehicle in a hotel parking lot in the 00 block of Manitou Avenue. When officers arrived, that vehicle was gone, but they located a similar vehicle with a man inside using drugs. After identifying him, the officers learned he had local misdemeanor warrants. He also was cited for possession of controlled substances and booked into the El Paso County Criminal Justice Center. Officers responded to the 00 block of El Paso Boulevard, where a dispute regarding noise levels led to someone hitting the side of another person’s trailer, causing minor damage. The suspect was cited for criminal mischief and released. While patrolling on foot in a wooded area in the 3400 block of West Colorado Avenue, MSPD located a man with local misdemean or warrants. He was taken into custody and booked into CJC. At 1400 hours, officers stopped a vehicle in the 100 block of Manitou Avenue. The driver was cited and the vehicle was impounded per an outside agency’sMSPDrequest.stopped a vehicle with fictitious license plates at 1521 hours near U.S. Highway 24 and 31st Street. The plates were seized as evidence and the driver was issued a summons and Areleased.hikerfound a bag of an unknown white substance just off a trail, and it was reported to a Manitou officer driving through a parking lot in the 300 block of Beckers Lane. Due to the probability of a delayed response from the Colorado Springs Police Department and the El Paso County Sheriff’s Office at the time, the officer collected the bag and tested it. It came back as positive for cocaine and the information was referred to Vice Narcotics and Intelligence. Officers responded to a business alarm in the 400 block of Manitou Avenue. Upon arrival, they observed signs of forced entry, but didn’t locate a suspect. Cash is no longer stored in the business after closing and nothing else was missing. The investigation continues.

Matthew Barton, another former MSHS teacher accused of sexual assault on a student, is scheduled to appear at a hearing on Friday, Sept. 16. A pre-trial readiness conference is scheduled for Tuesday, Oct. 4, and his jury trial is set to start Monday, Oct. 10.

The person had last been seen about five days before. The El Paso County Coroner’s Office responded, maintained care of the decedent and notified the next-of-kin. MSPD was dispatched to a cold criminal mischief report in the 800 block of Midland Avenue. Officers investigated. Manitou officers contacted a woman near West Colorado Avenue and Ridge Road and found she had an arrest warrant. She was taken into custody and booked into CJC. Aug. 26

At 1303 hours near the intersec tion of Ridge Road and Highway 24, MSPD contacted a suspect wanted on an out-of-county misdemeanor; that resulted in an arrest and transport to jail.
