D14 Superintendent Dr. Elizabeth Domangue hosted the “racing into a new year” event at the Manitou Springs High School track. “This is the first time in two years that we had not had to plan for significant pandemic protocols, which I think makes us all very, very happy,” Domangue said. She reminded the crowd that the D14 Board of Education has one vacancy, expected to be filled in September. Domangue discussed the leadership team’s summer activities, which led to a commitment to deeper understanding.

Story and photos by Rhonda Van Pelt Manitou Springs School District 14 staff gathered Monday, Aug. 15, to celebrate the beginning of the school year. They caught up with friends over breakfast, heard welcome speeches, laughed together and cheered.

By Rhonda Van Pelt City Council made quick work of its public business at the Tuesday, Aug. 16, meeting. That may have been at least partly due to the councilors’ knowledge that they would face five executive (closed) sessions later. Mayor John Graham acknowl edged that was a lot to ask of City Council, but pointed out that some agenda items are planned months in advance while others crop up suddenly and need swift action. The evening’s first major topic was discussing the beer and wine liquor license for Persephone Grae’s Café, in the Barker House at 819 Manitou Ave. Council acts as the local liquor licensing authority. City Clerk Judy Morgan explained the process for applica tion, which included a petition for support and need. Lyman Anderson, the café’s owner and chef, submitted 31 signatures from residents stating they support his plans. Students designed and built their own tiny houses in Construction Arts Camp, explored movement and art in an outdoor setting in the Integrated Arts Camps and somehow created a musical with little to no sleep in the 48-Hour Musical Camp!

“We just want to give you an update of where the draft preferred plan sits right now. Some of the key elements, a lot of the details have not been identified yet,” Grebenik said. Council members viewed a floor plan that would incorporate elements the community is requesting, such as public bathrooms and the city parking office. “This effort was about entrances, exits, layouts, bathrooms, plazas, mobility areas, things like that,” Grebenik said. He added that response has been overwhelming ly positive about plans for the building’s south end, which could offer approximately 20 seats overlook ing Fountain GrebenikCreek.saidthat he and the task force consulted Meghan Weiss, the city’s events coordinator, about how Manitou’s spaces are used. Weiss told them that many people request a “prep room,” where musicians could prepare for their performance, for instance. The current preliminary floor plan would include that. Council members approved Anderson’s application 6 to 0. Councilor Julie Wolfe, who was watching remotely and joined late, abstained. Next, city engineer Dole Grebenik and consultant Susan Watkins presented a Hiawatha Gardens Task Force update about its July 11 communityWatkinsforum.explained it was organized so the roughly 30 participants could break into small groups and hear various perspectives on plans to remodel and repurpose the historic building on Old Man’s Trail.

Senior Planner Chelsea Stromberg reviewed plans to pursue grants for a new city water tank, which would hold treated water while the original tank undergoes maintenance, remodel City Hall’s planning and parking offices, and stabilize one corner of the police station. “Both projects, the remodel and the water tank, are currently funded and identified in the Capital Improvement Plan. And applying for these grants will leverage those already allocated funds to bring in additional funding from the state,” Stromberg said. Council voted — no surprise — 6 to 0 to approve applications for grants. Council then moved into executive session. The topics were: purchase of a particular property for public purposes; developing strategies and protocols for negotiations; conferring with the city attorney regarding legal standards for an executive session involving a personnel matter; conferring with the attorney concerning potential litigation; and procedures for a personnel matter.

Graham asked for more definitive information about what various building elements will cost and the city’s potential return on investment. Forsett stepped to the podium to express his support for the recommended increases.“Itwas always my hope that we support these folks in a compensation package that does recognize that longevity,” he said. Police Chief Bill Otto echoed Forsett’s sentiments, adding that, “Our officers generally love working in Manitou and this helps keep them here.” Council approved the proposed compensation package by 6 to 0.

The Manitou Springs Chamber of Commerce invites all community members, artists and graphic designers to submit their best T-shirt design for a chance to be the featured artist on the official 28th anniversary Emma Crawford T-shirt. The community will vote on entries.The winner will receive $50 in Manitou Money for participating local businesses and a 2022 coffin race T-shirt with your design. The Pikes Peak Area Council of Govern ments has developed a draft study to assess existing electric vehicle charging assets within its Metropolitan Planning Organization and Council of Governments boundaries and provide resources for local entities that may pursue EV charging projects in the future. In partnership with the Housing Advisory Board, the city’s Planning Department is providing $10,000 in funding toward the Energy Efficiency Rebate Program, which will give rebates to homeowners or residents via their water bills. The funds can pay for insulation, air sealing, heat pumps, water heaters, high-efficiency toilets and irrigation equipment. This program will continue through the end of 2022, or until the budgeted amount runs out. Potential applicants must apply for a property improvement permit and have receipts of purchased equipment. Residents can retroactively apply for a rebate, as long as they follow the above rules and the fixture was purchased and installed on or after Jan. 1, 2022.

Pikes Peak Bulletin 5August 18, 2022 By Jack Embery It’s a long way from Norway to Manitou Springs, but Cathrine “Cat” Olimb is glad to be here, working as director of technology for Manitou Springs School District 14. Olimb, who was raised outside of Oslo, said, “It was an awesome place to grow up.” In Norway, she enjoyed skiing, sailing, water skiing and all other outdoor activities imaginable. She graduated from Wang Business School in Oslo with a business/marketing degree, in addition to a graphic design degree.After her daughter, Emilie, and son, Anders, were born, they moved to Tel Aviv, Israel. While there, a career in education fell into her lap when the director of the American Embassy School left in the middle of the school year. Olimb was offered the position, which she accepted. While living in Israel, she was temporarily evacuated back to Norway because of the Gulf War, and her kids were able to attend Norwegian schools for sixAftermonths.moving from Tel Aviv to The Hague, Netherlands, she transitioned to a position as technolo gy coordinator at the American School of The Hague. While living in the Netherlands, she said, “I really missed skiing, but it’s really easy to just get in the car and drive to nearby resorts.” Olimb took advantage of all the excellent European skiing. Even in Tel Aviv, she could use the indoor skiing areas — which are not the same as an actual mountain, but would suffice for the time Whilebeing.living in Israel and the Netherlands, she often visited extended family and friends in Colorado Springs and knew that Colorado would be the next place she wanted to live. So, in 2005, her family moved to Colorado. “I really, really loved Colorado. I love skiing. I love biking. And one of my favorite things to do is camp,” Olimb said; therefore, Colorado was a perfect fit. A librarian at one of the Dutch schools she worked at had moved on to MSSD14, and she notified Olimb about the position in Manitou. She had planned to settle in and not take a job immediately after moving to Colorado, but decided to apply for the Manitou job her friend told her about. She came directly from the airport to the interview and was offered the position on the ride home. Olimb loves working for Manitou schools and has helped streamline district operations. She was the main point of contact for implementing Apple’s iPad tablets into education. At the time, only two schools were doing this: Manitou and a school in Scotland.

The Smokebrush Foundation for the Arts is hosting a Royal Bohemian Tea on Sunday, Aug. 21, at the historic Rockledge Lodge at SunMountain. Currently, Olimb and the tech team are working on updating school district servers, continuing to protect students, staff and the district’s security by increasing their cybersecurity presence and aiding students and staff in their everyday technology needs. “We work really closely with Homeland Security and (other government agencies) to have a really good program for our school district,” said Olimb.Inher spare time, she loves to ski, mountain bike, camp and explore new locations. Her family has the goal to ski at a new resort every year. Growing up in Norway, Olimb’s mother always said, “There’s no bad weather, just bad clothes,” and she implements that mindset into her ColoradoOlimblife.plans on spending at least 10 years in her current position until she retires. The Colorado Mountain Club is seeking volunteers to help carry lumber, shingles and other supplies from the Pikes Peak summit down approximately 3 miles to the A-frame on Saturday, Aug. 20, and Sunday, Aug. 21. The group will be re-shingling the roof, replacing front supports and painting the exterior and interior the weekend of Aug. 27-28. When complete, all old material and trash will be packed back to the summit for disposal. Plans are to camp there each weekend. Volunteers can work just one day or camp overnight, and should bring tents, bags and personal gear. This will not be an easy hike, carrying material from 14,115 feet to 11,664 feet and returning. Be sure you are physically fit enough to hike up/down the trail at altitude carrying your gear and supplies as needed. Creative Alliance (CRANE) Manitou Springs published a public art survey for residents and business owners to provide input on public art in late May 2022. Advertised in person at City Hall, in the Pikes Peak Bulletin and on social media sites, the purpose was to gauge levels of support and attitudes toward the current collection and seek input on newTheacquisitions.surveywas open for eight weeks and received 223 responses, and 50 percent of the respondents were Manitou Springs residents. The four finalists’ works included “Manitou Juniper” by Tom Benedict, “Guitar/Coyote” by Joe Norman, “Interwoven” by Bobby Zokaites and “Wild Contemplation” by AmieResoundingly,Jacobsen. the community’s selections echoed that of the jurors as Amie Jacobsen’s oversized cast-glass columbine bench and Tom Bene dict’s steel and juniper proposals garnered the most enthusiastic responses.CRANE also sought input on Javier Rocabado’s Becker’s Lane Bridge proposals. Sherwood is really excited about the girls team. Like the boys a few years ago, the girls have had limited success, but the middle school’s feeder program has been on the rise and that effect will start to be felt with the high school team this year. “The girls won the state championship meet at the middle school,” Sherwood said. “We have two of those girls that were in the top seven. We expect Ellen Lowe to get close, if not make it, to the state meet as an individual.” She’ll get her first high school taste of the state course when the Mustangs compete at the Cheyenne Mountain Stampede on Sept. 2.

The senior class has spent the majority of its time on the varsity roster and the experience is something that coach Crissy Leonhardt knows will be vital to the team’s success this fall. “They’ll have some mental toughness,” she said. “That’s my expectation is that there is going to be a lot of mental toughness this year.” Manitou lost four seniors from last year’s team, along with Avah Armour, who transferred to Rampart. Those losses do not make the Mustangs an unexperienced team, considering that most of this year’s starters have at least two years of varsity play under their belts. That will come in handy with the team looking to compete in the Tri-Peaks. “Leadership is a big part of it with the seniors this year,” Ayla Flett said. “We have so much experience and there are a few girls on this team who don’t have a lot of experience. We need to take them under our wing and be supportive.”

“We have to push ourselves in practice,” Allen said. “We have goals this season and we need to focus in practice and in games and improve every day.”

Seeing some non-league teams, such as Lutheran and Doherty, will be helpful in making the team battle-ready for league play. Simply playing tougher teams isn’t enough, however. The Mustangs know that the work they put in outside of the matches will be what propels them back into regionals — and give them a chance to make the state tournament for the first time since 2015.

Allen’s return a welcome sight for Manitou volleyball

The Manitou Springs cross-coun try team is about to find out if the consistency that the program has been searching for in recent years will be present in 2022. The Mustangs are coming off a year in which a full team made it to the state meet. In previous years, the hope had been that Henry Ilyasova would qualify as an individual and, hopefully, one or two more runners could get there to keep him company. The 2021 season felt like a turning point.The Mustangs had a talented group of runners and a fair number of them will be back this fall. Ilyasova’s loss will be heavily felt, but he helped set the standard for what the program seeks to accomplish each season, and junior Cody Kelley is eager to carry that torch. “One-hundred percent I feel like it’s on my shoulders,” Kelley said. “(Ilyasova) passed the reins down to me and we have some serious kids that are starting their high school careers.”

The entire season will have a fresh feel as Andy Sherwood takes over as head coach, while Anna Mack steps into an assistant role. Sherwood has been helping the Mustangs move toward more overall success in recent years and believes that last year is just a taste of what this team will be capable of for the next several“It’sseasons.beenateam effort to establish that consistency,” Sherwood said. “Henry got us to a point and something to shoot for, but I really like how this team is coming together.”

The Manitou Springs girls volleyball team gets a much-needed boost this season with the return of Grace Allen. The senior missed all of the 2021 fall after suffering a knee injury during the 2020-21 basketballSpendingseason.ayear on the bench wasn’t an ideal way for Allen to participate with the team, but heading into her senior year it helped further her understanding of the game and should impact her on-court play this “Communicationseason.and trusting your teammates is super important,” Allen said. “On the bench, you can see when people look at each other and think the other one should’ve had the ball. (I learned a lot about) communication, trusting each other and trusting yourself.” The Mustangs put together a solid 2021 season, but it ended short of reaching the state tournament.

Connor Cassidy and Lairden Rogge each finished in the top 150, but they know that their times have to drop significantly for the Mustangs to climb in those team rankings. That’s the expectation that’s been set and the overall change in team culture has been a big help in raising those expectations from where they were a few years ago. “We just have a different attitude about the whole thing,” Kelley said. “There wasn’t a big running communi ty in the high school or middle school. Now that we see awesome success, the popularity is going up.”

The Manitou Springs boys golf team will have a fresh look in 2022. After reaching the Class 3A state tournament for the past three years, Davis Mack is gone and a new crop of players will have the task of representing Manitou in the season’s biggest tournaments. The good news is that not every face is unfamiliar. Junior Jack Clifford was on the team that went to regionals at Murphy Creek. He finished tied for 38th, which kept him outside of the state tournament field. But with a full summer of play under his belt, he feels that his game is in good enough shape that qualifying is a distinct possibility.

With a much younger crew, coach Ken Vecchio once again has the task of helping the players prepare to compete at the varsity level. At Manitou, golf tends to be a sport that student-athletes try for the first time, so those with less experience face a learning curve that comes with grasping the everyday rules. “It’s getting the reps in and learning the basics of the game and being able to take it out on the course,” Vecchio said. Aside from Clifford’s experience, Vecchio is excited to see what senior Kai Thomas brings to the team. He is the younger brother of former boys basketball standout Isaiah Thomas; both have taken up golf over the past couple of years. Although Vecchio admits that Thomas is a bit raw, he also touts the potential in his game. When he’s squaring up the clubface to the ball and hitting everything on line, Thomas could make a world of difference for the team. “Isaiah got him into (golf) over the summer and he’s really not bad,” Vecchio said. “He hits it pretty well on the range.” The challenge will be getting him to translate those range sessions to scoring well on the course, which any golfer will attest is a tougher battle than it should be. A contractor is working to upgrade the Serpentine Roundabout so that it will meet current design standards and can accommodate a 10-foot-wide multi-use trail, to be installed soon. On Monday, Aug. 15, flaggers began directing traffic through the roundabout and Serpentine corridor. Serpentine Drive closed to all traffic from U.S. Highway 24 to the round about on Tuesday, Aug. 16. Also, the roundabout has turned into a two-way road to allow access to Manitou Avenue for eastbound Highway 24 traffic. Flaggers will direct traffic 8 a.m.-5 p.m. on weekdays; during all other times, traffic control will be set up to allow two-way traffic. The Serpentine Drive closure is expected to last until Friday, Sept. 9. During this time, the only way to access eastbound Highway 24 from the west end of Manitou Springs is from the Washington Bypass or from the Highway 24 on-ramp in the 200 block of Manitou Avenue.

Former Manitou Springs High school teacher Timothy Hilt is scheduled to be sentenced on Thursday, Sept. 1, according to the Colorado Judicial Branch’s online docket. He has pleaded guilty to two counts of sexual assault on a child by a person in a position of trust.

Matthew Barton, another former MSHS teacher accused of sexual assault on a student, is scheduled to appear at a hearing on Friday, Sept. 16. A pre-trial readiness conference is scheduled for Tuesday, Oct. 4, and his jury trial is set to start Monday, Oct. 10.

Aug. 8 Manitou Springs Police officers noticed a vehicle driving east on Man itou Avenue; when they ran the license plate, it came back as “no record.” Dispatch also ran the plate and it came back as having expired registration. The officers stopped the vehicle in the 3200 block of West Colorado Avenue and learned the driver had a suspended license and a fictitious license plate. MSPD observed a person driving who they knew had a suspended license. After stopping the vehicle at 32nd Street and West Colorado Avenue, they also found he had no car insurance. The vehicle was impound ed and the driver cited and released. Aug. 9 At 1300 hours, officers responded to the intersection of Lovers Lane and El Paso Boulevard after a vehicle’s window was broken out. A vehicle was broken into in the 700 block of Manitou Avenue and a backpack was taken. Officers completed a list of the items stolen and documented the vehicle damage. Aug. 10 A domestic violence in progress was reported in the 00 block of El Paso Boulevard. MSPD contacted both people involved, and arrested one person for harassment related to domestic violence. Officers stopped a vehicle in the 00 block of Manitou Avenue after receiving a tip from an El Paso County deputy. The vehicle was towed. Aug. 11 A Kindle Fire was turned in to the MSPD after being found. Aug. 12 MSPD responded after a man reported he had struck a vehicle in the 700 block of Duclo Avenue. Officers documented the incident in case anyone else comes forward. The El Paso County Sheriff’s Office asked for assistance with a suspicious vehicle in the 2100 block of B Street. MSPD discovered that the vehicle had been stolen and returned it to its owner. The investigation continues. A juvenile was suspected of being a Peeping Tom in the 00 block of Manitou Avenue. At 2255 hours, MSPD responded to the 00 block of El Paso Boulevard, where a domestic violence in progress had been reported. A man there was found to have multiple warrants, and was taken into custody and booked into the El Paso County Criminal Justice Center. Officers patrolling downtown on foot were given a lost credit card. It was placed into evidence for safekeeping. Aug. 13 A juvenile was involved in a harassment incident in the 00 block of ManitouMSPDAvenue.received multiple calls to check the welfare of someone who was screaming, walking down the middle of the street and trying to hit vehicles. The person was placed on a medical hold and transported by ambulance to a medical facility. A theft was reported from a store in the 00 block of Manitou Avenue. Suspects were identified, but had left before officers arrived. Officers attempted to stop a vehicle at the intersection of Manitou Avenue and westbound U.S. Highway 24. The driver eluded police. Aug. 14 At 0010 hours, a person approached officers to report their rental car had been stolen from the 1200 block of Manitou Avenue. The vehicle has not been located and there is no suspect information. MSPD stopped a vehicle near the intersection of westbound Highway 24 and Manitou Avenue at 1715 hours. The driver was arrested on a local misdemeanor warrant and taken to CJC. Due to the multiple traffic offenses, the vehicle was impounded. Officers responded to the 800 block of Prospect Place after a domes tic violence incident was reported. They found the male suspect had violated a protection order, then left the scene. MSPD was unable to locate him, but continue to search.

By Jack Elder City Finance Director Mike Leslie reported to City Council at Tuesday’s work session that there was approximately $32,000 available for implementing changes in the zoning code and related public processes for 2005. The recommendations submitted by consultant HB&A were itemized and came with the cost of each item included. HB&A will be contracted to perform the work of revising the code and establishing revised processes so the recommendations also served as a de facto bid on each item even though the firm’s involvement to date eliminates the requirement for a new bidding process. The 12 items on the HB&A list total nearly $91,000. HB&A also indicated several, mostly procedural changes, that can contribute to more efficient and less contentious process that can be implemented in-house at no cost. Operating within the $32,000 available this year, council identified the creation of approval criteria for each zoning category, including downtown, projected to cost $20,000; revising and updating the public process, projected to cost $9,100; reevaluating the setback requirements in the general residential zone, which consumes as much as one-third of planning staff’s time, projected to cost $5,000 and adopting and implementing the National Fire Prevention Association’s standard 299 at projected cost of $3,600. The NFPA standard would provide clear-cut guidelines, especially for construction on upslopes, where none exist now and thereby eliminate considerable negotiation, reports, hearings and general misunderstanding and arguments.Representatives of HB&A, City Council and members of city staff will now meet to finalize costs. At press time, it was not anticipated that further formalize action would be necessary to start the zoning and planning revision process as outlined Tuesday. But his accom plishments as an advocate for people with disabilities are much more important than that. “It wasn’t just my family that guided me through, it was the entire town of Manitou Springs,” he said.Mayor John Graham then thanked the district’s administra tors, faculty and staff for their work and welcomed them on behalf of the community. “Let’s continue our partnership. We’ve had a long history of community spirit. You saw how many of the folks here have been deeply involved as students or parents. Let’s build on that communi ty spirit,” Graham said. “It has been kind of rough past couple of years with COVID. This is a year without masks. This is a year of opportunity.”

“This school district is not brick-and-mortar structures. It’s not a curriculum. It’s not a set of programs and systems,” Miller said. “It’s you. You are the school district, and your predecessors impacted me in many ways that I can’t even begin to explain. I wouldn’t be where I am today.”

Gary Miller, D14 superintendent from 1973 to 1997 and a 1962 graduate, then stepped to the podium. He described his experiences growing up one block from Manitou Elementary, being one of the students shuffled from building to building because of overcrowding and the mentors who helped him be a better student and find his career. When he was promoted to Manitou Elementary principal, Miller said, the staffers were probably old enough to be his grandmas. “I was 27 years old, and they probably were 60 as an average, but they put their arms around me and helped me run the school, told me what I was doing right. And then when I was going wrong.” He envisioned the next young student who would follow his path with help from D14 teachers and end up as a retired superintendent, in 70 years, telling students and staff how important they are.

After Miller’s rousing speech, Quinn Scott, an incoming eighth-grader at the middle school, performed on the violin. He did a fine job for the cheering crowd.

“Our district’s core values of relationships, deep learning and opportunity are at the core of our actions and decision-making,” the superintendent said. She also said that every open District 14 job has been filled, other than a dance/yoga position at the high school and a few parapro fessionalDomanguepositions.called the district principals to the podium to announce their new staff members (see directory links below). They are: Maria Masone, Manitou Springs Elementary; Jackie Powell, Ute Pass Elementary; Dustin Cady, Manitou Springs Middle School; and Anna Conrad, interim principal at Manitou Springs High School. Other major changes: Janie Anderson, director of security, announced the district has hired a new security company, Baker & King Security Service of Colorado Springs; and Domangue announced Sarah McAfee as the new director of human resources. Domangue then introduced Natalie Johnson, school board president, who spoke briefly on the board’s behalf. “Thank you for choosing us and for being here today. This year, the city of Manitou Springs is celebrating its 150th anniversary. It is also the 100th anniversary of Manitou Springs Elementary School,” she said. “I am proud to be a part of this community and the school district.”Domangue brought up Ansel Raymond, who is starting sixth grade at Ute Pass Elementary and spoke about his experiences after joining MSES as a second-grader. “My teachers challenged me to go beyond what I thought I could do. I learned important life skills, like how to research and present my ideas,” Ansel “Everyonesaid.issupported and appreciated for who they are. I will never forget the wonderful teachers and staff at MSES.” Cory Urban, a 2009 MSHS graduate and sixth-grade math teacher, then spoke about why she wanted to return to the district. “I came back to teach mostly because I needed to feed my soul and I knew that Manitou and this community would be the place to do that,” she said. Sierra Dunlap, an incoming MSHS junior, said that she’s been part of the district since preschool and has always felt a strong sense of unity within the schools. “Being able to collaborate with other students and Manitou community members is something that I think is very unique to Manitou. And it’s helped me develop skills and communication and teamwork,” Sierra said. “These teachers, community members,
