Pool feasibility study presented at City Council work session By Marcus Hill Manitou Springs City Council fielded a discussion regarding findings from a pool feasibility study of the Manitou Pool & Fitness Center during its work session Tuesday, June 14. The project began March 23, when a steering committee chose Ohlson Lavoie Corp. to carry it out. The pool and fitness center, which began operating in 1970, was the subject of a Parks and Facilities study in 2021. “That was a pretty high-level analysis of the

facility with some recommendations for improvements,” said Skyler Beck, Manitou Parks and Rec director. “But we felt the need to do a little more in-depth analysis of the facility. Also, connect to the recreational needs of this community.” The OLC contract cost around $38,500, with funds coming from the 2022 capital improvement program. The project will take place in three phases over an unspecified period. Phase 1, the current one, includes market

analysis, an audit of the current facility and gathering input from the public and stakeholders. “We have engaged in other sub-consultants to look specifically at the pools and what the pool systems are in need of as far as reconfigurations and repairs, and the building and the physical plant in its totality,” said David Sprague, senior principal and lead design at OLC. “(We’ll also review) the surrounding

The city of Manitou Springs has partnered with Resource Central to offer free Slow the Flow sprinkler audits. During the 75-minute evaluations, trained professionals will go on-site to do a complete visual inspection of your system. They will identify problem areas as well as perform tests on your system to help you create the most efficient schedule for your yard. The audits show that 99 percent of the sprinkler systems evaluated are inefficient. These inefficiencies not only lead to a higher water bill for yourself, but also waste Manitou Springs’ most previous resource: water. Community invited to town hall about wildfire

The Manitou Springs Fire Department will host a town hall meeting, “Living with Wildfire,” starting at 6 p.m. Wednesday, June 22, at the Manitou Springs Middle School media center, 415 El Monte Place. Residents are encouraged to talk about wildfire in our community and to learn how they can prepare for the possibility. It will include a discussion about a wildfire action plan and knowing when and how to evacuate. Experts from the Colorado Springs Fire

Council will return June 28 with a meeting at Manitou Springs High School, 401 El Monte Place, due to primary elections taking place in City Hall.

Care and Share planning more grocery distributions

Care and Share of Southern Colorado will continue distributing free groceries in Manitou Springs. The giveaways take place in the parking lot of the Manitou Pool & Fitness Center, 202 Manitou Ave. Shoppers are welcome to take as much or as little of the food as they want. Distributions will take place noon-1 p.m. Tuesdays. The next date is June 21.

What’s new at the Pool & Fitness Center Earlier this year, the city launched a Pool Feasibility Study process to evaluate the Pool & Fitness Center’s long-term plan in the community. Part of this process is to evaluate the facility’s equipment and the upgrades needed to meet recreation center standards. The study also includes a market analysis and will incorporate public input through stakeholder meetings, general public meetings and an online survey that recently closed. Once completed, the consultants will make recommendations on the ideal facility for Manitou

UPDATE As of Tuesday, June 14, El Paso County has experienced 184,372 cases of COVID-19 since March 1, 2020. In that time, 1,712 residents have died from the virus. The county’s public health department website states that, since June 1, two people have died and we’ve seen 3,256 cases and 38 hospitalizations. According to the website, 1,153,496 vaccinations have been administered to county residents. That equates to 72.1 percent of eligible residents receiving at least one dose and 65 percent being fully vaccinated. Information: elpasocountyhealth.org.

Saying that ‘everyone is equal’ dishonors Black experience Editor’s note: The Bulletin knows the authors of this guest editorial but, since they represent a large group of people, we are omitting their names. On Tuesday, June 7, during our Manitou Springs City Council meeting, Mayor John Graham stated that Juneteenth and Pride Month celebrations equated to “reverse discrimination.” He stated, “I would be happy to do a proclamation about (how) everyone is equal regardless of ethnicity, religion, sexual preference, and so forth.” When we see things as equal, we are promoting the erasure of the Black experience, history and the horrific enslavement that has led to where Black people exist today. The Children of Gaia recognize the error in this communication. It does not account for the historic and current injustices people of color and the LGBTQI+ face in this nation. This statement denies the impact of systemic racism, the battles that BIPOC and LGBTQI+ people continue to face, and does not represent the community he has been elected to represent. Institutional racism, also known as systemic racism, is a form of racism that is embedded in the laws and regulations of a society or an organization. African Americans, Latinos and Native Americans are disproportionately affected by systemic racism. Systemic racism creates disparities in myriad “success indicators,” including wealth, the criminal justice system, employment, housing, health care, politics, education and political representation. Systemic racism prevented Black families from amassing and maintaining wealth in the same way that white families could, resulting in the growth of the racial wealth gap and housing insecurity which persists today. Structural racism prevents or makes it more challenging for people of color to participate in society and in the economy. These socio-economic disparities make it two to three times as likely for Black Americans to die during childbirth and twice as likely to die from COVID-19 compared to white Americans. On average, a non-white school district receives $2,226 less per student, and the persisting achievement gap means black students are less likely to attend college, reducing their lifetime earnings by 65 percent. Indigenous Americans are more like to be murdered than to attend college. Black Americans are more likely to be turned down for mortgages

and are dramatically less likely to own homes, which is partly why Black American families have 90 percent less wealth than white families. Black families are more likely to live near concentrated poverty because of long-term segregation and racist housing and mortgage policies. A Black family earning $157K per year is less likely to qualify for a loan than a white family earning $40K.

Let us advance a more equitable community for all Americans. To combat institutional racism, we must acknowledge that racism actually exists, get involved with organizations that are fighting it and elect leaders and policy makers who won’t reinforce or support structurally racist policies. Racism is not a partisan issue, and we should not treat it as such. It is a question of morality. Let us advance a more equitable community for all Americans by recognizing the devastating impact that slavery and the racist policies that spawned from it continue to have on equality in America. Let us recognize and celebrate Juneteenth as a profound shift toward a more equitable country for all people. WHEREAS, On June 19, 1865 — nearly nine decades after our Nation’s founding, and more than two years after President Abraham Lincoln signed the Emancipation Proclamation — enslaved Americans in Galveston, Texas, finally received word that they were free from bondage. As those who were formerly enslaved were recognized for the first time as citizens, Black Americans came to commemorate Juneteenth with celebrations across the country, building new lives and a new tradition that we honor today. In its celebration of freedom, Juneteenth is a day that should be recognized by all of us. Juneteenth is a day of profound weight and power.

WHEREAS, Juneteenth is a day in which we remember the moral stain and terrible toll of slavery on our country and our long legacy of systemic racism, inequality and inhumanity. WHEREAS, Great nations and communities don’t ignore the most painful chapters of their past. Great nations confront them. WHEREAS, On Juneteenth, we recommit ourselves to the work of equity, equality and justice. And, we celebrate the centuries of struggle, courage and hope that have brought us to this time of progress and possibility. That work has been led throughout our history by abolitionists and educators, civil rights advocates and lawyers, courageous activists and trade unionists, public officials and everyday Americans. WHEREAS, There is still more work to do. We must recognize that Black Americans, among other people of color, have shouldered a disproportionate burden of loss — while also carrying us through disproportionately as essential workers and health care providers on the front lines of the COVID-19 crisis. Together, we will lay the roots of real and lasting justice so that we can become the extraordinary country that was promised to all Americans. NOW, THEREFORE, The Children of Gaia do hereby proclaim June 19, 2022, as Juneteenth Day of Observance. We call upon the people of this community to acknowledge and celebrate the end of the Civil War and the emancipation of Black Americans, and commit together to eradicate systemic racism that still undermines our founding ideals and collective prosperity. We are the Children of Gaia. We are a collective of artists, community members, builders, parents, children, grandparents and neighbors, rising up against the racial, social and environmental injustice of the world. Our collective hosts yearly Black Lives Matter events, have fun and have raised more than $15,000 for reparations that specifically fund Black artists living and working in Manitou Springs. These monies begin to address the historic social-economic inequalities the Black community faces. The Children of Gaia fight white supremacy and the inequities of art spaces by purposely making events more accessible and lucrative to Black artists who have been historically underfunded.

Condolences on the loss of Jack Elder

To the editor: We just found out that your longtime staffer Jack Elder died in March, and we wish to relay our belated condolences. From what we have heard, to call Jack a “staffer” doesn’t begin to do justice to what he did for the Bulletin. We live in Philadelphia and got to know Jack about 15 years ago, when our friend Johanna Goodman met him and moved to Manitou Springs to be with him. Before Johanna died in 2017, we visited them regularly and got to know him well. A charming and generous man, Jack soon became our friend — one of our most knowledgeable friends. He seemed to be interested in everything, from geology and Southwest military history to high-school football and Formula 1 auto racing, and he had the enthusiasm and communication skills to make us interested in all of it, too. But Jack’s many friends, as well as your readers, no doubt already know that about him. Rest in peace, Jack. Claudia Crane and Paul Droesch

Free parking credits available for residents

To the editor: One of the best qualities of Manitou Springs is our amazing parks, open spaces and downtown area. We feel that residents deserve the right to visit these places without paying for parking. In addition, per the 2021 Community Survey, the predominant mobility-specific request was for free

residential parking for downtown and our local parks. Manitou Springs residents can now receive 50 free credits for paid parking in Manitou Springs. One credit equals one hour of parking. These credits are accepted at a flat rate and are not subject to our progressive rates! Thomas began his search for a job a few months into the school year. “I was on Indeed.com looking for any job I could get. I applied for as many jobs that I thought I would be good at and then I found this position. So far it has been a great fit,” he said. Although Thomas was looking for any job he could get, he hoped for one in the field he was interested in and that he hopes to pursue later in life. “I love working on cars and understanding how they work. Working at Discount Tire has taught me so much that will help me in the future,” he said. Thomas plans to carry on with this job into the school year. “I want to learn more about cars before I, hopefully, become a mechanic in the future,” he said.

ne incoming MSHS senior, Connor McKeown, is spending part of his summer working at the Totally Nuts Co. in Manitou Springs. McKeown has worked at this job for the past three summers and started working there again on June 3; he’ll be there until school starts in August. “My sister was working here a few years ago and they offered me a job since I was her brother,” he said. “I wanted the money to save up for a car, so I took the position and I’ve continued to have a job here ever since.” He’s very grateful to be working here for his summers since the job does come with some perks. “I love that I get to eat free food and work with kids I get along with,” McKeown said. “I would recommend anyone looking for a job getting one with people they get along with, because it makes working so much easier.”

When she was looking for a summer job, she knew she wanted it to be a position that had something to do with one of her hobbies. “I’ve grown up swimming and around water, so lifeguarding is the perfect job for me,” said McCumber. She spent the previous summer working to get her lifeguard, CPR and first aid certifications. “To be a lifeguard, you must have several certifications and be at least 16,” she said. “Since I had to wait until I turned 16, I spent last summer getting these certifications so I could be a lifeguard as soon as this summer started.” McCumber enjoys this job, because it will help with her future endeavors. “I would like to go into sports medicine,” said McCumber. “As a lifeguard I am learning CPR, first aid and how to care for people in general, so this job will definitely benefit me.”

ideon Aigner, a 2022 MSHS graduate, has a position working for the Rocky Mountain Vibes baseball team. Aigner plays a special role at his job. “I am working in the press box managing the sound levels, walk up songs, sound effects and generally everything to do with the sounds in a game,” he said. Although there were no major qualifications for this job, Aigner’s previous experience helped him a lot in getting it. “I got the job with a well-done resume,” he said. “Working as a volunteer announcer for the school helped me a lot.” Since Aigner is looking for a position in this field and knew this job could help him in the long run, he knew he had to act fast. “I started looking for work in early April,” he said. “You have to start looking early for seasonal work, because those positions fill up quickly.”

Business owner finds he doesn’t need a motor vehicle Greetings from Pedestrian and Cycle Manitou (PaC-MAN)! We recently stopped by to chat with Rey Figueroa of Good Karma Cafe. Rey has chosen to live carless in Manitou Springs and talked about that. Here are his thoughts about his carless experience and ideas about how to get more folks to try walking and rolling as transportation. How long have you been a resident and business owner in Manitou Springs choosing to live and operate a business without a vehicle? I have been a resident of Manitou Springs for eight and a half years and an owner of a business without car for three years. What are the pros/cons of living here and operating a business carless in Manitou? The pros include the freedom and sense of mental and physical health it offers. Now, I am a better planner of my time and more productive when I’m a passenger in an Uber or Lyft service. I get peace of mind of knowing that I am not a major contributor to the negative impact of contaminating the environment with fossil fuel gases/emissions. The cons would be the immediate gratification of getting in a vehicle that you control to move from point A to point B. After all, it is a conventional illusion. What infrastructure and/or esthetic improvement would have the most positive impact on your experience living and working carless in Manitou?

Walking around is so much more pleasant without vehicles or the noise disturbances that vehicles emit. It would be ideal to limit access to motorized vehicles only to the perimeter of a town or city. What advice would you give someone who would like to try living in Manitou without a car but doesn’t know where to start or have much time? Follow me for a week! Learn to simplify your life and improve your quality of life. What do you think would increase the number of residents and business owners living and working in Manitou without a car? Don’t make excuses! Just do it! There has been major decentralization after the pandemic. Corporations realized the need and benefits of allowing employees to work remotely. Walking or biking is beneficial in the long term. The need to establish convenient stores closer or in town has increased. People will get out and interact, and this makes a stronger community in all its aspects. What other form(s) of transportation do you use and what has that experience been like? I mainly walk and also use an E-Bike and a long board, and as I stated before Uber or Lyft services on occasion. Walking, cycling and using a long board make me feel like a kid again at my middle age. I am very fortunate to do so and feel active, which has helped prolong healthy aging.

Bob Salem, a Colorado Springs resident, will attempt to push a peanut — with a contraption taped to his nose — up Barr Trail to the Pikes Peak summit. Manitou representing Colorado in small-town arts scenes poll For the second year running, Manitou Springs is the sole Colorado contender for the USA Today 10Best Small Town Arts Scenes in America. USA Today 10Best editors and travel experts nominated Manitou Springs and 19 other small towns across America based on an evaluation of their museums, art galleries, performing arts and busy event calendars. The final rankings will be determined by a popular nationwide vote, so the Manitou Springs Chamber of Commerce, Creative Alliance, and the city of Manitou Springs again ask for support from friends, neighbors, businesses and Colorado residents for daily votes to secure a Top-10 designation. “I’m not at all surprised to see Manitou Springs, Colorado, competitively compared to Marfa, Texas; Taos, New Mexico; or Carmel-by-the-Sea, California,” said Becca Sickbert, Creative Alliance Manitou executive director. “We owe our Colorado State-Certified Creative District status to the vivacious community built by our creatives. After an extensive national call for entries, Creative Alliance Manitou Springs has announced finalists for the Beckers Lane Bridge art installation and the Spirit of Manitou Springs sculpture projects. On Beckers Lane Bridge, the finalist is California-based artist Javier Rocabado, who specializes in urban beautification and public art projects. The four finalists in the Spirit of Manitou Springs Sculpture project — Aime Jacobsen, Bobby Zokaites, Tom Benedict and Joe Norman — will each create a maquette (or model) of their proposed work for the jurors to review, alongside a digital presentation to explore installation requirements and weather durability. The first phase of construction on the 30th Street corridor project, including a new roundabout at Gateway Road and 30th Street, is nearly complete. Transitioning to the second phase of construction requires a major traffic pattern change on 30th Street. Starting on or after Friday, June 17, 30th Street will be closed in both directions between Fontanero Street and Gateway Road through early summer 2023. The road will close immediately after 30th Street opens between Gateway and Mesa roads. Access to Garden of the Gods Park, including the Visitor & Nature Center, will be maintained from Garden of the Gods Road. This traffic switch was originally scheduled for June 15. However, frequent rain has pushed back asphalt paving. Electronic message boards along the corridor will provide the latest closure information.

A contractor is installing a private water and sewer line for a Mesa Avenue residence through Saturday, June 18. The contractor will trench through the roadway and cover the trench with a steel plate to allow access for emergency vehicles and residential traffic. Through traffic will be maintained throughout the construction, but please travel through the area with caution, especially if you are on foot or bicycle. Safety cones and signage will be in place, as well. A pedestrian-friendly roadway that is less prone to ice buildup is coming to El Monte Place. A contractor will install sidewalks that comply with the Americans with Disabilities Act along the north side of El Monte Place, from the entrance to Manitou Springs High School to Fountain Place. Also, a storm drainage pan will be installed across the roadway near the Fountain Place and El Monte intersection. Construction is scheduled to take place 7 a.m.-7 p.m. weekdays starting Tuesday, June 21, with an extra day

The 2005 Historical Speaker Series will present Dr. Lewis Archer as its opening speaker Jan. 16 at 3 p.m. in the Community Congregational Church, 103 Pawnee. The subject of his talk will be “The Broken Hear t of William Bell.” Dr. Archer has been an historical speaker in past years and attributes his interest in Manitou Springs’ history to his relocation here 13 years ago. He is a retired English professor from Whitwor th College in Spokane, Wash. His lecture is free and open to the public. City Finance Director Mike Leslie reported to City Council at Tuesday’s work session that there was approximately $32,000 available for implementing changes in the zoning code and related public processes for 2005. The recommendations submitted by consultant HB&A were itemized and came with the cost of each item included. HB&A will be contracted to perform the work of revising the code and establishing revised processes so the recommendations also served as a de facto bid on each item even though the firm’s involvement to date eliminates the requirement for a new bidding process. The 12 items on the HB&A list total nearly $91,000. HB&A also indicated several, mostly procedural changes, that can contribute to a more efficient and less contentious process that can be implemented in-house at no cost. Operating within the $32,000 available this year, council identified the creation of approval criteria for each zoning category, including downtown, projected to cost $20,000; revising and updating the public process, projected to cost $9,100; reevaluating the setback requirements in the general residential zone, which consumes as much as one-third of planning staff’s time, projected to cost $5,000 and adopting and implementing the National Fire Prevention Association’s standard 299 at a projected cost of $3,600. The NFPA standard would provide clear-cut guidelines, especially for construction on upslopes, where none exist now and thereby eliminate considerable negotiation,

reports, hearings and general misunderstanding and arguments. Representatives of HB&A, City Council and members of city staff will now meet to finalize costs. At press time, it was not anticipated that further formalize action would be necessary to start the zoning and planning revision process as outlined Tuesday.

Council nears administrator choice Following Monday’s open house with finalists for the City Administrator position and a closed executive session Tuesday to review the candidates and the interview process that took place Monday, City Council appears to be embarking on final discussions with one or more candidates. terminated the pursuit for safety reasons but, while investigating, were able to identify the driver. A warrant is being sought for the suspect’s arrest. A juvenile was involved in a theft in the 400 block of El Monte Place.

At 0030 hours, MSPD stopped a vehicle in the 3000 block of West Colorado Avenue. The driver was found to be under the influence and was arrested and cited for DUI. Officers contacted a transient man for illegally camping in the 100 block of Manitou Avenue. The suspect was wanted on a Teller County misdemeanor warrant, so he was arrested. MSPD was called to a business in the 00 block of Manitou Avenue regarding a customer attempting to pay with a counterfeit $20 bill. Officers confiscated the bill for destruction. A drunken person was reported in the 600 block of Manitou Avenue. When officers responded, they contacted a man; after an on-scene investigation, they arrested him for criminal mischief and domestic violence.

Officers responded to the 100 block of Manitou Avenue for a reported dog bite. They contacted the reporting party, who did not have a dog bite. Responders had contacted the person four times in the previous 24 hours for the same complaint. The person was cited for false reporting to authorities and released. MSPD officers were on foot patrol downtown when they found a man sleeping in his vehicle in a Cañon Avenue parking lot. He was discovered to be wanted on multiple local misdemeanor warrants and was transported to the El Paso County Criminal Justice Center. In the area of El Paso Boulevard and Washington Avenue, officers observed a man known to have a local misdemeanor warrant. They were able to locate him and he was booked into CJC on the warrant.

Manitou officers located a man sleeping on a bench in the sun near Oak Place and Manitou Avenue. Concerned for his well-being, they contacted him and learned he had an

out-of-county misdemeanor warrant. He was taken into custody. Found property has been secured for safekeeping. At 2145 hours, officers located a vehicle parked off the side of westbound U.S. Highway 24 that has been abandoned for more than a month. It was towed away, but MSPD has not been able to contact the owner.

June 11

At 1926 hours, MSPD responded to an attempt to locate a child missing from Colorado Springs. Officers were unable to locate the child. A hit-and-run with property damage was reported in the 800 block of Crystal Park Road at 0100 hours. The suspect’s vehicle was later found and the driver was cited and released. Officers responded to a traffic accident involving a car parked on Waltham Avenue. MSPD investigated a traffic accident in the 800 block of Manitou Avenue. Officers stopped a vehicle without taillights in the 100 block of Manitou Avenue. The driver was cited for multiple traffic offenses, including fictitious license plates.

COURT UPDATE Former Manitou Springs High school teacher Timothy Hilt is scheduled to be sentenced on Thursday, Sept. 1, according to the Colorado Judicial Branch’s online docket. He was accused of sexually assaulting a student. Matthew Barton, another former MSHS teacher accused of sexual assault on a student, is scheduled

for a motions hearing Tuesday, July 19. A pre-trial readiness conference is scheduled for Tuesday, Oct. 4, and his jury trial is set to start Monday, Oct. 10. Ashlynne Perez is due in court for a final hearing Friday, June 17. Her 4-year-old son accidentally shot himself in the head July 6, 2021, outside a Manitou business.
