Happy Holidays!

Fatherly love was writer’s most enduring Christmas gift

As a boy, the holiday season was reserved for sipping hot chocolate, listening to my parents’ worn 1960s Christmas albums and feasting on mouthwatering, oven-roasted turkey.

Laughter from my siblings and me filled the air as we ice skated on the Black River yards from our Lacrosse, Wis., home, while Mom basted the Butterball bird to crispy, golden-brown perfection. However, it wasn’t until 1990 that Christmas took on a more profound meaning for Dad and me.

In August that year, the world learned that Iraqi troops had invaded the tiny nation of Kuwait. The invasion resulted in United Nations Security Council members enacting economic sanctions against Iraq and President George H.W. Bush deploying U.S. troops to Saudi Arabia.

In November, I was serving as assistant editor of Flightline, the Naval Air Station Corpus Christi, Texas-based newspaper, when I received orders to U.S. Central Command headquarters in Riyadh, Saudi Arabia, as part of Operation Desert Shield. My job was to write about the military’s involvement and assist national media with covering the war. I was scheduled to depart the United States on Thanksgiving Day.

I worried how my parents would take the news. I called home and Dad

answered the phone. I mentally searched for the words to say. However, there was no way to sugarcoat this unwelcome news.

“Dad, I have orders to Saudi Arabia. I leave on Thanksgiving Day,” I said softly.

I wanted to retrieve my words as I spoke them. A seemingly eternal silence followed my announcement.

“Please tell me you’re joking,” Dad replied, his voice cracking. “Don’t get hurt, OK?” Dad continued, his voice fading like a sustained note at the end of a song.

After a brief conversation, I said goodbye, hoping I could honor Dad’s request. For Dad, it seemed like a nightmare. His son was going to war and there was nothing he could do to stop it and I couldn’t stop his emotional anguish.

Christmas Day was unlike anything I had experienced. Instead of knee-deep snow, ankle-deep sand covered the ground as far as the eye could see. Instead of 3-hole ski masks, military personnel carried gas masks in case of a biological or chemical attack. Instead of hearing Christmas carols, everyone awaited the sound of Patriot missiles screaming through the night sky.

I attended Christmas Mass and prayed for everyone’s safe return home.

However, on Jan. 17, 1991, Operation Desert Shield became Operation Desert Storm. On that day, Dad fell into an emotional chasm from which his family feared he wouldn’t recover.

An ashen pallor replaced his peaches-and-cream complexion. He didn’t eat and within days had lost so much weight that water could fill the hollow of his collarbones.

I assured Dad I could don my chemical mask in six seconds and could shoot a rifle with deadly precision. However, my comments offered little comfort.

“The Middle East is a cruel, unforgiving environment,” Dad said.

The thought of my returning home in a body bag gnawed at Dad like an incurable disease. Surely, he would have died had a bullet or Scud missile found me.

Mom’s letters explained what was happening at home. Fearing Dad might have a heart attack, Mom pressed him

to see the doctor. Instead, he prayed for the war to end and for my safe return home. Even when the war ended on Feb. 28, Dad continued to pray.

“I won’t stop praying until Bill’s feet are back on American soil,” Dad told Mom as tears rolled down his cheeks.

Two weeks later, I was on a military flight home. Residents whistled and cheered as military personnel disembarked the plane at Colorado Springs’ Peterson Air Force Base. Country singer Lee Greenwood’s anthem of patriotism, “God Bless the USA,” poured from 6-foot stereo speakers as well-wishers clutched yellow-rose wreaths and red, white and blue balloons.

homemade cake, candy and cookie-filled shopping bags in our hands, and Vietnam veterans toasted our return. However, I thought only of Dad who, in my eyes, was the true hero for having endured so much emotional anguish.

My parents’ support was overwhelming. A poster of a bald eagle clenching a “Welcome Home” banner in its talons was taped to the garage door. A blanket-sized U.S. flag hung from the front door, and yellow ribbons tied around the row of pine trees lining the driveway snapped in the warm breeze. A U.S. flag-shaped carrot cake waited for me on the kitchen table and we celebrated a belated Christmas.

The tears in Dad’s eyes spoke volumes. When he found his voice, Dad summed up the nation’s heartfelt appreciation of its uniformed sons and daughters.

“I love you, Bill — Merry Christmas,” he said as he buried his face in my chest and sobbed. I too, cried, thankful for Dad’s love that had nearly cost him his life.

On Aug. 25, 2002, I lost Dad to lung cancer and pneumonia. Even as I held him in my arms, I recalled the anguish he endured 11 years before.

“Thank you for your love and support. Thank you for being my Dad,” I whispered in his ear as he closed his eyes forever.

Although Dad is no longer with us, the memory of that Christmas remains. This year on Christmas Eve, I will light a candle and thank Dad for all he did for his family and, in particular, me.

No son could receive a greater Christmas gift.

Glitch in SeeClickFix software being worked on

City launches survey about public transportation and mobility

The city of Manitou Springs is conducting an important survey regarding public transportation and mobility in the community. Your responses will have a direct impact on decisions in our community.

There are three ways to participate in the survey:

2. Some residents will receive a text inviting them to take the survey. The text will have the city logo at the top; or

3. Some residents will receive an email from the city, with the survey link prominently displayed.

Energy-efficiency rebates available for Manitou Springs homes

In partnership with the Housing Advisory Board, the city’s Planning Department is providing $10,000 in funding toward the Energy Efficiency Rebate Program, which will give rebates to homeowners or residents via their water bills.

The funds can pay for insulation, air sealing, heat pumps, water heaters, high-efficiency toilets and irrigation equipment. This program will continue through the end of 2022, or until the budgeted amount runs out.

Potential applicants must apply for a property improvement permit and have receipts of purchased equipment. Residents can retroactively apply for a rebate, as long as they follow the above rules and the fixture was purchased and installed on or after Jan. 1, 2022.

City giving back if you’ll give to others

Through 6 p.m. Sunday, Jan. 1, the city of Manitou Springs will reimburse 50 percent of what someone pays for parking on any applicable day, if they donate a toy, sports ball or canned food. Here’s how it works:

• Pay for parking and save your receipt;

• Bring a toy, canned food or sports ball to the Mobility & Parking Department (606 Manitou Ave.); the office is open 8 a.m.-5 p.m. weekdays; and

• Parking staff will reimburse you for 50 percent of what you paid for parking on the applicable day.

This offer is available once per day.

All donated toys and sports balls will be given to the Manitou Springs Police Department to hand out to youth in need. All donated canned food will go to St. Andrew’s Episcopal Church food pantries.

Donation reimbursements will be available until 5 p.m. Friday, Jan. 13.

School District 14 is no place for bullying

To the editor:

Hello, I am a student at Manitou Springs School District 14 and I have been very disappointed at the school recently. Over the past couple months, I have noticed an increase in bullying. I myself have been bullied, and a friend of mine as well.

I come to this district because it is a fun and safe place to be, but recently I feel that is not happening.

I see students from kindergarten to 12th grade get this treatment, and it is not OK. Manitou students should not treat their peers — or anybody — like this. Manitou is a great town, and has a wonderful district, but I want it to feel great.

All in all, MSSD 14 should be a safe place for anybody, and it is not. I want to see the school board and principals work together to make this stop.

Art on the Avenue cash prizes announced

Artists from Manitou Springs and nearly 2,000 miles away in Florida have been chosen as winners of cash prizes totaling $4,000 for their new 2022 installations in Manitou’s Art on the Avenue program for the city’s sesquicentennial celebration.

Local artists K8E Orr and Joel Newmiller won the Community Choice award of $1,500 from Creative Alliance Manitou Springs (CRANE) for “The Dance of TAVA” mural installation on the west side of the Hiawatha Gardens building.

Flaminio Antonio, a renowned sculptor from Ocala, Fla., won the $2,500 CRANE Artistic Excellence Award for “Comforting Melody,” a guitar crafted from scrap metal. It’s in front of the Armadillo Ranch restaurant and music venue at 962 Manitou Ave.

“This year is special because we doubled the typical number of new annual visiting ‘Art on the Avenue’ public art installations from four to eight,” CRANE Executive Director Becca Sickbert said. “That involved an amazing amount of work by a lot of people, including staff from the city of Manitou Springs.”

The prizes and Art on the Avenue are funded in part by grants from the Manitou Arts, Culture, and Heritage (MACH) initiative and from Colorado Creative Industries. CRANE, which oversees the city’s public art as part of its mission, formed a year ago in a merger of the Manitou Springs

Creative District and the Manitou Springs Arts Council.

The Community Choice honor was selected by 207 local responses in a randomized online ballot. Voters picked their favorite from the eight new installations CRANE added in 2022.

won the Manitou Springs community’s choice for being the most uplifting artwork by honoring the history of indigenous nations in the region and the building itself.

As Orr and Newmiller described their work, the mural “depicts a place where two worlds meet, a tango with

the indigenous past, present, and future, and the dance hall that was once considered the heart and soul of Manitou Springs.

“The sign, ‘Where Dancing is Entrancing,’ and thematic layout were adapted from a 1921 postcard (artist unknown) belonging to the collection of local historian Deborah Harrison, capturing a snapshot of this historic building from that period. Manitou’s strong artistic and musical traditions continue to this day.”

Antonio’s stunning “Comforting Melody” immediately has become one of Art on the Avenue’s more visible pieces. The CRANE Public Art Committee chose it for the Artistic Excellence honor after an extensive evaluation process of all the 2022 installations. The award recognizes work ranking highest for visual impact, craftsmanship, emotional impact and thought-provoking qualities.

“The committee loved the presence, placement and overall construction of ‘Comforting Melody’,” Sickbert said. “The work is not only striking from blocks away, it captures people’s imagination and stops families in their tracks as they walk by and see it up close.”

Antonio, a native of Colombia, has numerous metal sculptures on display in cities across Florida.

“I’m privileged to have a sculpture on exhibition in Manitou Springs,” Antonio said recently in a Facebook post.

MACH grant applications for 2023 being accepted

The Manitou Arts, Culture, and Heritage Board is accepting grant applications for 2023.

Applicants should submit their funding requests by Jan. 6, after which the board will evaluate submissions, learn the exact amount of available funding from 2022 MACH tax revenues and make grant recommendations in late February for Manitou Springs City Council approval.

As set up in the MACH tax initiative approved in 2019, 66 percent of grant funds will go to designated Tier 1 entities: Carnegie Library, Hiawatha Gardens, Manitou Art Center, Manitou Springs Heritage Center and the Miramont Castle Museum.

The other 34 percent goes to Tier 2 competitive grants, available to residents, nonprofits, businesses and others to assist in programs and events that benefit Manitou.

Last year, MACH funds produced about $475,000 in grants — with $324,043 going to the Tier 1 recipients and about $150,000 for Tier 2 grants. Early estimates suggest the amount for 2023 grants will decrease slightly.

Grant applicants can access the online application form at bit.ly/MACHGrants or go to the MACH page on the city website, www.tinyurl. com/MACHBoard, and click on the “MACH Application Forms” link. Applications for more than $750 must also include a budget of projected

revenues and expenses.

Applicants for mini-grants ($750 or less) will complete a simpler form that does not require a detailed budget.

Any individuals or nonprofits who received MACH grants last year must turn in 2022 project completion reports before being considered for 2023 grants.

Through her art, the longtime Commonwheel Artists Co-op member has been able to give that gift to others.

“I love gardening, animals, horses, bunnies. I love old poster designs, illuminated manuscripts, anything medieval,” she said.

Sullivan puts that love into her calligraphy and linoleum-block prints that are available at Commonwheel.

In the 1970s, she majored in French and minored in art at the University of Nevada, Reno, and earned a second degree in art and a teaching credential in French and art at Utah State University.

While finishing her French degree in Nantes, France, Sullivan was able to attend the Ecole des Beaux Arts, the local art college, for one quarter.

In the 1990s, Sullivan started creating work for the Printery House, a Christian cards and gifts company.

“When I decided to quit my full-time teaching job, I looked around and noticed that the Printery House used a lot of calligraphy on their cards, so I sent some work to them and they liked it,” she said.

“It was a great match for me as I am a Catholic and they are a Benedictine monastery with a print shop. I never thought of myself as a fine artist, and I had graphic art experience, so greeting cards seemed perfect, and they were.”

She doesn’t work as much for the Printery House as she used to, but she created the company’s calendar for 2021.

When Sullivan receives an assignment such as a card for a client, she does a lot of research on what she’ll be drawing.

“I often have to draw or paint in a style that may not be exactly what I would do if it was just for me. I am inspired by other greeting card artists and illustrators, and spend a lot of time looking at other people’s work,” she explained.

When she prints using a linoleum block, she draws on it, then carves out the design and prints it. For greeting cards, she’s started using an iPad and a program

called Procreate. She finds it amazing to use an Apple Pencil to just draw on the iPad.

“Creation is the thing, I guess. There are always things to learn when you are creating something; a new technique, a different way of painting, some new skill. I love all this.”

Although Sullivan considers herself more of an illustrator than a fine artist and says she was never a great painter, her influences include John Singer Sargent and William Morris. She loves the work of Christopher Wormell, a contemporary printmaker and illustrator, and many of the current children’s book illustrators.

While she lived in France during college, she fell in love with puppetry. She even partnered with a friend to run a small puppet theater in the 1980s and ’90s.

It was hard to make a living doing that, so the theater didn’t last long. But Sullivan still enjoys creating small characters and offers her small felted birds and animals at Commonwheel.

“There is a bit of whimsy in everything I do,” she said.

Sullivan isn’t sure what people “get” out of her art, but she knows every creation carries some of what she feels about it.

“In my head, I am creating a little story. I want people to feel a little of the joy I had when I made the piece.”

She wants her work to touch people’s hearts and take them away from the “awful things” in the world; they can share her cards and tiny animals with others or keep them for themselves.

Mustangs hoping to boost their confidence with Atlas Prep win

The Manitou Springs girls basketball team closed out its pre-winter break play with a big win that served several purposes.

At no point was the result of the game against Atlas Prep in question. The Mustangs rolled to a 70-8 win after taking a 33-0 lead at the end of the first quarter.

It was the best offensive output the Mustangs (2-4 overall, 1-0 Tri-Peaks) have put together this season. The genuine hope is that the scoring outbreak is exactly what the team needed to get things flowing a little better on the floor.

“It’s good game practice to work on some new offenses and iron out some old offenses that we need to run better,” coach Juliana Argyle said. “Our shots were falling, so hopefully that confidence carries us through the break.”

Grace Allen led the scoring effort with a game-high 20 points, 14 of which came in the first quarter. McKesson Rhodes added 16 and Kaleena Jones scored 11. Eleven players put up

points for the Mustangs, giving the home crowd something to cheer about through the course of the night.

Argyle was able to rotate the entire bench into the game and give her younger players some valuable experience. Taking advantage of those opportunities gives Manitou an opportunity to build depth from its bench and further build a deeper team moving forward.

“It’s going to help,” Rhodes said. “It’s going to make us a stronger team and help us all work together better.”

That, combined with the confidence gained from seeing shots fall and the offense working effectively in a big win, could provide a boost for the Mustangs when they return from the winter break. They’ll practice on select days before and after Christmas, then return to action when they host La Junta on Wednesday, Jan. 4.

Wrestlers bounce back from early disappointment

Don’t make Wes Reeves angry. The Manitou Springs senior faced arguably his toughest challenge of the year on Dec. 16, when the Mustangs hosted Salida in a dual meet. Meeting the top-ranked 215-pound wrestler in Class 3A, Reeves suffered his first loss of the season. He was pinned by Drew Johnson, ending Reeves’ bid at a perfect year. Manitou lost the dual 42-24.

The senior took out his anger at the Forrest Davis Invite at Sheridan on Dec. 17. He won his first three matches in less than a minute before pinning his final two opponents late in the first period, cementing his status as one of the state’s more dangerous grapplers. But it didn’t relieve his frustration over the loss to Johnson.

“He’s good but I should’ve gotten him,” Reeves said. “I’ll be prepared next time.”

Overall, the Mustangs put together a solid effort, finishing seventh out of 23 teams in the tournament.

“I think we do better in tournament-style situations,” coach Paul Bonner said.

“I don’t know if (the Salida loss) was because of nerves from a home meet. I know finals week got the best of some kids. But they seem to be a lot more comfortable in tournament settings.”

Familiar faces got onto the podium as Reeves took first at 190, Bradyn Dowling took sixth in the 215 bracket, Brett Arnoldussen took fifth in 138 and Michaelray Abeyta finished third in the 113 bracket.

That could benefit the Mustangs, considering they have high expectations for the season and hitting a roadblock didn’t trip them up for long.

“Certainly for the younger boys and girls, we don’t talk a lot about expectations and I think the kids kind of put a lot on themselves,” Bonner said.

“Saturday was a little frustrating because it was bit of a different format (with pool matches) and when a kid lost a match, a kid who would’ve normally placed and gotten on the podium didn’t get to do that. That was a little humbling.”

The Mustangs are out of action until they head to the Denver South Invite on Saturday, Jan. 7.

Rhodes’ return from injury bolsters Mustangs’ depth

Before the Manitou Springs boys basketball team even started its season, it got hit with a significant injury. Andrew Rhodes, a returning starter from last year, rolled his ankle in a practice. Upon further evaluation, it was revealed that a piece of bone in his foot had actually broken off and is now pretty much just floating around.

Rhodes had been on crutches since suffering the injury and was cheering on the Mustangs from the bench. But last week, there was a welcome sight for the team and the fans. Rhodes returned to practice early last week and returned to game action, as well.

The Mustangs (4-2 overall, 1-0 Tri-Peaks) won both games they played last week, topping Bishop Machebeuf 62-52 on Dec. 15 before rolling to an 83-15 win over Atlas Prep in their Dec. 16 home opener. Rhodes came off the bench to score seven points for the Mustangs, not a dominant number by any stretch, but it felt good for him to get back into the rhythm of the game.

“Getting a guy like Andrew back really helps,” coach Brian Vecchio said. “His leadership has been what has developed the most. He’s been a great teammate as he has battled injuries and worked to come back.”

With the full allotment of guards available, the depth should provide the Mustangs additional success this season.

“It’s going to be effective,” Rhodes said. “In tight games, everyone is going to know what to do. We’re filling in (our spots) and we can score and we really need it.”

Against Machebeuf, the Mustangs found themselves in an early hole, trailing by as many as 17 at one point. They went into halftime down 28-17 before starting the climb back.

John Maynard scored Manitou’s first six points coming out of the locker room, then a basket from Lairden Rogge and a 3-pointer from Tyler Maloney pulled the Mustangs within two. Maloney later sank a pair of free throws to make it 39-38 in Manitou’s favor and the team never looked back.

The win against the Atlas Prep Gryphons, while dominant, came with little fanfare. The Mustangs jumped out to a fast lead in the first quarter and cruised the rest of the way. Maynard led the team with 20 points while Rogge had 17.

Every player who suited up for the game scored at least a point for the Mustangs.

“Sometimes it’s easy for some ‘me’ moments or ‘me’ plays to come out in those games,” Vecchio said. “Our guys did a really good job of moving the ball and generating good team shots down the floor.”

Manitou is done with competition through the winter break and will return to the hardwood to face La Junta at home on Wednesday, Jan. 4.

If there one thing that the Manitou Springs girls swim team is not afraid of, it’s measuring itself against some of the top teams in the state. Each year, heading into the holiday break, the Cheyenne Mountain Invite is the best place to make that measurement.

The results weren’t what the Mustangs were hoping to see, but the evaluation should encourage them to keep working hard so they can thrive in competition against a more level playing field.

Manitou took 16th place in the team standings out of 22 teams competing at the event. In terms of individual efforts, only Selah Combs and Summer Tenpas swam their way into finals. Combs got into the 100-yard freestyle finals and Tenpas got into the 100 butterfly finals.

Combs’ time of 59.69 seconds was good for 15th in her event; Tenpas finished the butterfly in 1 minute, 5.32 seconds to finish 16th.

The Mustangs also got into finals in all three relay races, with the best finish coming in the

400-freestyle relay where they finished 10th.

The finishes of those five events is what gave the Mustangs enough team points to finish ahead of six teams at the invitational.

As is the case every year, however, the Cheyenne Mountain Invite usually has teams from big schools and swimmers from big schools sitting atop the leaderboards. The Mustangs may not have come away from the event with a lot of hardware, but the experience of competing against high-level swimmers from big programs will likely benefit them later in the season.

Manitou Springs Police officers responded to a report about a suspicious vehicle in the 500 block of Manitou Avenue. The caller believed they were seeing a man in the vehicle smoking some kind of drug. When officers arrived, they observed him smoking an illegal controlled substance while the vehicle was still running. After an investigation, the suspect was cited on multiple charges and released.

Officers who noticed smoke in the 3400 block of West Colorado Avenue contacted a transient burning a fire dangerously close to structures and a heavily wooded area. The man was charged with arson, trespassing and littering.

Dec. 14

At 0541 hours, officers responded to a criminal trespass in progress report from the 300 block of Cañon Avenue. They located a man with a local misdemeanor warrant sleeping in the Post Office lobby; he had been cited previously for trespassing in the same place. The suspect was taken into custody and booked into the El Paso County Criminal Justice Center.

Staffers at Manitou Springs High School received an email from an unknown source suggesting their immediate resignations. Law enforcement officers are investigating.

A juvenile was involved in a marijuana possession case in the 100 block of Pawnee Avenue.

Officers were dispatched to a business in the 900 block of Manitou Avenue, where a man began fighting while being escorted out. The officers learned the suspect had also broken a window during the disturbance. The other people involved in the fight declined to press charges, so the suspect was cited for destruction of property only.

Dec. 17

Officers stopped a speeding vehicle in the 300 block of Manitou Avenue. The driver was found to be under the influence of alcohol.

MSPD responded to an alleged violation of a restraining order in the 200 block of Pilot Knob Avenue. Upon arrival, officers interviewed witnesses, but were unable to develop definitive evidence of a crime.

Dec. 13

Medications were reported as stolen during a charity event at a business in the 100 block of Manitou Avenue.

A vehicle was reported as stolen from the 100 block of Spencer Avenue at an unknown time and day. After an investigation, its details were entered into the national and Colorado crime information databases.

At 1601 hours, MSPD stopped a vehicle in the 3400 block of West Colorado Avenue after observing a traffic infraction in the 00 block of Manitou Avenue. The driver had multiple felony warrants and was taken to the CJC.

COURT UPDATE

Matthew Barton’s second trial has been postponed until May 2023. The former Manitou Springs High School teacher and soccer coach is accused of sexually assaulting a 16-year-old student starting in 2009.

Jurors could not reach a unanimous verdict in the first trial.

MSPD responded to a report of a drunken person walking in the street downtown. The man then got in his vehicle and left the area. Officers located and stopped his vehicle near Manitou Avenue and westbound U.S. Highway 24. He was arrested for driving under the influence, then was taken to a local hospital because an officer was concerned he could not care for himself.

Dec. 18

At 1316 hours, officers responded to a call about drug activity in the 100 block of Manitou Avenue. Large amounts of controlled substances were recovered and suspect information was gathered.

According to the Colorado Judicial Branch’s online docket, Barton’s jury trial is scheduled to start Monday, May 8.

Barton left MSHS in 2011. If he is found guilty, he would face a mandatory eight- to 24-year prison sentence, up to a potential life sentence.

HB&A also indicated several, mostly procedural changes, that can contribute to a more efficient and less contentious process that can be implemented in-house at no cost. LEAP sees record number of applications this season

With the holidays here and the cost of basic necessities continuing to rise, the Low-income Energy Assistance Program (LEAP) is helping eligible Colorado households save money by paying a portion of home heating bills and offering tips to save on heating costs.

LEAP helps keep Coloradans warm during the winter months by making a one-time payment directly to the utility company on behalf of each eligible household. Since Nov. 1, almost 60,000 Coloradans have applied for LEAP, a 7 percent increase over 2021. This season, the average benefit is $440.

According to the National Energy Assistance Directors Association, the cost of heating bills is up 18 percent this season — in addition to the 17 percent increase last winter.

“The choice between heating or eating is real for many in our communities, as the cost of everything from food and energy to basic hygiene products and rent continues to increase,” said Theresa Kullen, LEAP manager. “We encourage anyone who thinks they may be eligible for LEAP to apply.”

Other steps can be taken to help lower

heating bills. Coloradans can ensure their home’s furnace is ready for winter by having a professional inspection and changing the furnace filter every three months during winter. Sealing gaps around doors and windows can also help keep in the heat on cold days.

After a home energy audit, LEAP recipients may be eligible for emergency furnace repair and replacement, and weatherization services.

To qualify for LEAP, Coloradans may have an income up to 60 percent of the state median income level, which equates to a household income of less than $66,468 a year for a family of four.

Currently, LEAP recipients may also qualify for the Low-Income Household Water Assistance Program, a temporary program that’s part of the American Rescue Plan Act.

LIHWAP provides funds to make a one-time payment to the water vendor directly on behalf of eligible households who are facing eviction due to unpaid water bills or whose account is either in arrears or shut off. That applies as long as funding is available and the water vendor is a LIHWAP participant.

To access the LEAP application, visit cdhs.colorado. gov/LEAP. Online applications are processed through the Colorado PEAK system.

Additionally, LEAP recipients must pay home heating costs directly to a utility company or landlord as part of their rent and have at least one U.S. citizen or permanent legal resident of the U.S. living in the household.
