As we rebuild the newsroom, our staff will focus on the region’s arts, entertainment, food and music scenes, and will keep bringing you the standout investigative

news reporting you expect from the Indy. We’re returning our business coverage under the Colorado Springs Business Journal banner, and we’ll continue to cover Southeast and Manitou Springs.

We’ll continue our daily news and business newsletters and — with an appropriate budget — we’ll bring back the syndicated content you turn to us for: Fair & Unbalanced; horoscopes; News of the Weird; and our puzzle page.

THE MONEY

As of March 26, our fundraising campaign had attracted $46,411 in donations, memberships and subscriptions toward our $125,000 goal. Between March 16 and 26, we collected just under $89,000 in past-due funds, out of $283,000 in receivables.

As our interim co-publisher Ahriana Platten puts it, “This really is the people’s paper. It’s the people who are funding the work that gets done.”

Why is membership so important? Membership creates consistent cash flow — and cash flow is how we pay our staff, and create a sustainable team to bring you the news. We love one-time donations, but we need to pay our staff every two weeks.

Here’s the situation: With 8,000 members paying $20 a month for membership, we can pay a full staff consistently. That would be more than double our current staff — and that will mean we can do the best possible job of informing and empowering our city.

Our short-term goal, because we’ve dramatically cut our expenses to survive this crisis period, is 2,500 members. But we need 8,000 of you to become members so that we can rebuild the amazing team you’ve come to rely on for responsible, reliable, unbiased reporting — and keep the voice of independent journalism alive.

The crowd at the March 23 public meeting cheered when Executive Editor Bryan Grossman announced that, in mid-April, Sixty35 news magazine would become the Colorado Springs Indy once again. At the event in the Ivywild School Gymnasium, Board of Directors President Ahriana Platten and Fran Zankowski (red sweater), board treasurer and publisher of the Boulder Weekly, and community leaders also spoke about the importance of the publication and its future following mass layoffs earlier this month. See page 2 for more.

UCHEALTH HIRES CEO

UCHealth announced March 23 that Lonnie Cramer will succeed Joel Yuhas as president and CEO of UCHealth Memorial Hospital, Pikes Peak Regional Hospital, Grandview Hospital and many of UCHealth’s clinics in the region.

“Lonnie brings a wealth of health care experience to UCHealth’s hospitals in the Pikes Peak region,” Elizabeth B. Concordia, president and CEO of UCHealth, said in a release. “But beyond that, he brings a great desire to be involved in the community, a commitment to providing outstanding patient care and dedication to serving veterans, active-duty service members and their families.”

Cramer has more than 30 years of health care operations experience, most recently as president of UCHealth’s Broomfield Hospital, Longs Peak Hospital in Longmont, and multiple outpatient care locations. Prior to joining UCHealth in 2019, he served as the chief operating officer for Penrose St. Francis Health Services in Colorado Springs.

“I am truly excited to lead UCHealth’s hospitals in El Paso and Teller counties and to build on the many successes and advancements in patient care that

have occurred in the decade since Memorial Hospital joined UCHealth,” Cramer said in the release. “It’s also wonderful to be back in Colorado Springs and once again call it home. I look forward to renewing past relationships and building new ones in the communities UCHealth serves.”

Cramer also served as chief operating officer of MDiagnostics Inc. in Metairie, Louisiana, specializing in outpatient imaging with five centers in multiple states; he also served as director of diagnostic imaging services at Fort Walton Beach Medical Center in Fort Walton Beach, Florida. Cramer began his health care career in the U.S. Army, serving eight years as a radiology noncommissioned officer, and he remains committed to providing care for veterans and activeduty service members.

He holds a master’s degree in clinical practice management and a bachelor’s degree in health care administration. Lonnie and his wife, Janet, have been married for more than 30 years and have three children and two grandchildren.

Cramer served as interim CEO of Memorial Hospital for the past two months. Yuhas, Memorial’s CEO for six years, was hired by University of Pittsburgh Medical Center in Pennsylvania. — PZ

Jinger Haberer has been named to succeed Tom Gregory as superintendent of Academy School District 20. Gregory resigned effective later this year. Haberre serves as superintendent of the Ellensburg School District, in Ellensburg, Washington. She has 35 years of educational experience and served as the assistant superintendent of student achievement for Poudre School District in Ft. Collins. She’s also held administrative positions in the Aurora Public School District. Before that, she taught secondary science, language arts, and math in Colorado, Oklahoma, and Nevada.

Pikes Peak Library District cardholders can now access no-cost passes to the U.S. Olympic & Paralympic Museum and the U.S. Olympic & Paralympic Training Center after they were added to the Culture Pass program. The Culture Pass program allows anyone age 12 and up with a valid library card to access 10 different museums and attractions in El Paso County and Denver.

Peace and justice activist Medea Benjamin will give six lectures in Colorado on the war in Ukraine, including an appearance from 2:30-5 p.m. April 5 at the Chinook Center. She’s authored 13 books and won many awards, including the Martin Luther King Award and National Peacemaker Award.

The Colorado Springs Police Department announced March 22 it wants to stamp out the use of illegal gambling machines in businesses that might not be aware the machines are not allowed.

According to a release, fittingly issues during Problem Gambling Awareness Month, the CSPD’s Metro Division will investigate the illegal gambling activities.

State law prohibits businesses from offering a simulated gambling device or for a business to maintain a gambling premise, the release said. Despite that, police have identified 32 locations in the city as possibly having such devices.

“It has been found that illegal gaming devices and illegal gambling business have been utilized to facilitate other criminal activity such as money laundering,” the release said. “Specifically, in Colorado Springs over the past couple of years, illegal gambling businesses have been the location of serious criminal activity. This includes narcotics distribution, shootings, vehicular eluding, and the arrest of armed wanted fugitives.”

Detectives visited the 32 sites, issuing notices of the possible illegal machines as an “educational” outreach. After an unspecified “educational period,” the department will further investigate those and other businesses, as warranted. — PZ

The Colorado Department of Human Services announced March 15 it’s offering $14,000 sign-on bonuses and other benefits for nurses to work in the state’s two psychiatric hospitals in Denver and Pueblo. The recruitment strategy is in response to the loss of some 100,000 nurses from 2020 to 2021 nationwide while demand for mental health nurses has increased. Under the state’s Nurse Licensure Compact, nurses can practice in other participating states without having to obtain additional licenses.

Richard Fierro, a decorated combat veteran who intervened in the Nov. 19, 2022, Club Q shooting that claimed five lives, was awarded the American Red Cross Lifesaving Military Hero of the Year Award on March 18 at a ceremony in Denver.

IT WAS LATE SEPTEMBER AND I WAS DRIVing in the dark to work from temporary quarters (we’d already sold our house) in Skiatook, Oklahoma, to my job as an assistant city editor at The Tulsa Tribune

Listening to the radio at 4:30 a.m. — I had to be at my desk by 5 — the Carly Simon tune, “These are the good old days” came on. Good old days, indeed. Those were the bad old days for me and residents of Tulsa, because with each setting sun the end of the Tribune grew nearer. An afternoon paper that put out two editions each day — before noon, no less — from Monday through Saturday, the Tribune published its final edition on Sept. 30, 1992.

At noon that day, we shut off our computers for the last time and adjourned to the press club where we mourned the passing of the scrappy daily that regularly drew the ire of elected officials and employed at least three journalists who later won Pulitzers.

I didn’t know then that 30 years later, I’d be writing about another newspaper that’s won its share of awards and is gasping for what could be its final breath.

Sixty35 news magazine, which until January was known as the Indy and Colorado Springs Business Journal and several other publications, converted to a nonprofit late last year. And while the first 10 issues of this year have delivered up to 80 pages per issue filled with robust coverage of the community, the paper you’re holding — a mere 32 pages — is a physical representation of the crisis we face.

Hundreds, perhaps thousands, of newspapers across the country have shuttered over the last three decades. Now, this newspaper could very well go the way of the Pulitzer Prize-winning Rocky Mountain News. Unless something miraculous happens and readers decide, “Not this time. Not here.”

ON MARCH 15, SIXTY35 ’S NONPROFIT BOARD made the agonizing but necessary decision to lay off half the staff. The reasons were many. The most shocking and urgent: The board discovered $300,000 in unaccountedfor debt. Sixty35 has also faced skyrocketing print costs, shrinking advertising dollars, and an increase in operational costs (learn more at sixty35media.org/news/sixty35-media-status-faq).

The board also determined there is $283,000 owed to

the paper by advertisers. Between March 16 and 26, the paper collected almost $89,000 in past-due funds.

The board could have closed the paper altogether but chose to make one last stand.

Part of that decision is rooted in a dedication to continue the paper’s longstanding contribution to dialogue in the community.

“The genuine experience I’m having in talking to people in the community about this paper is they can’t imagine Colorado Springs without it,” Board President Ahriana Platten says.

“They can’t imagine what Colorado Springs would be like today if this independent journalism had not impacted the city the way it has over the last 30 years. The city is different because for the last three decades we’ve had this independent voice available — to bump up against other ideas, to give voice to people who need to be heard. All that has changed the city. Colorado Springs would be a different place without this paper. And we’re not willing to let that happen.”

That’s an oblique reference, in part, to the Indy ’s opposition in the 1990s to Colorado’s Amendment 2, a voterapproved initiative that would have permitted discrimination based on sexual orientation. The U.S. Supreme Court struck it down in 1996.

Platten says it’s not about exalting one newspaper over another, but that “It’s valuable to have two papers bumping up against each other, because they hold each other accountable. Competition is a good thing. It brings a better service to the community. We don’t want a one-paper town of any kind, but a city that’s well covered where all voices are heard.”

Addressing Sixty35’s dire financial condition, Platten says, “Like many businesses in the post-COVID economically changing world, we have experienced difficulty. We went nonprofit [in October] so we could do more, not less — so we could generate new revenue streams. In a newspaper industry that is struggling for ways to go forward, we took the bold step to go nonprofit.”

The extensive layoffs — 11 people from reporting, photojournalism, design and staff support — will help return the publication to solvency, Platten says, along with working remotely withint weeks, after the paper vacates the building at 235 S. Nevada Ave.

As of March 26, Platten says, the fundraising campaign had attracted $46,411 in donations, memberships and subscriptions toward the $125,000 goal.

COMMUNITIES THAT HAVE LOST INDEPENDENT JOURNALism have experienced negative outcomes, studies show.

The New York Times reported in June the findings of a study done by Northwestern University’s journalism school. It showed that hundreds of newspaper closures in the last few years “have perpetuated the problem of so-called news deserts — places with limited access to local news, the report said. Over one-fifth of Americans now live in such a place, or in a place that is at risk of becoming one.

“Overall, 2,500 newspapers in the United States — a quarter of them — have closed since 2005,” The Times article continued. “The country is set up to lose one-third of its newspapers by 2025. And in many places, the surviving local media outlets have made major cuts to staff and circulation.”

Cities that do lose their newspapers are worse off for it, Bloomberg reported in 2018, saying, “When local newspapers shut their doors, communities lose out. People and their stories can’t find coverage. Politicos take liberties when it’s nobody’s job to hold them accountable. What the public doesn’t know winds up hurting them. The city feels poorer, politically and culturally.”

Manitou Springs celebrates the Manni Awards

The community of Manitou Springs came together last week to celebrate the 11th Annual Manni Awards. Each year members and supporters of Manitou Springs gather to recognize individuals and organizations who have made a positive impact in the community. The awards bring together representatives from all of the key community organizations to help nominate and select winners in the 10 community vision area categories.

A survey that covered 1,596 English-language newspapers serving 1,266 counties in the U.S. found 296 newspaper “exits” from 1996 to 2015 — a local paper closing down or being absorbed by another outlet, or publishing fewer than four days a week, or merging to form a new newspaper.

The working paper based on the survey concluded that “local news deserts lose out financially,” Bloomberg reported. “Cities where newspapers closed up shop saw increases in government costs as a result of the lack of scrutiny over local deals....

“Disruptions in local news coverage are soon followed by higher longterm borrowing costs for cities. Costs for bonds can rise as much as 11 basis points after the closure of a local newspaper — a finding that can’t be attributed to other underlying economic conditions, the authors say. Those civic watchdogs make a difference to the bottom line.”

SO LET’S TAKE A LOOK AT JUST A FEW OF THE STORIES I’VE written since being on staff at the Indy and Sixty35 that either broke the story before others or stood alone in its reporting on the topic. In other words, the community wouldn’t have known about these things otherwise:

• The city’s problematic response to the Waldo Canyon fire, which destroyed 347 homes and killed two people. This story got some attention when published in December 2012 and in the long term became a reference for neighbors on the Westside in recent debates over evacuation procedures. The stories captured the Society of Professional Journalists’ Sigma Delta Chi Award and Bronze Medallion for public service in newspaper reporting, non-daily publication, a national award.

• The on-duty death of El Paso County Deputy Micah Flick in 2018. The arrest of a known felon had a tragic outcome due, at least in part, to lack of training and planning by law enforcement. The incident not only resulted in serious injuries to other officers but paralyzed an innocent bystander from the chest down.

• In-depth reporting on the overhaul of the Banning Lewis annexation agreement in 2018 that relaxed requirements for developers, notably the region’s biggest, Norwood Development Group, and hasn’t led to significant additions of affordable housing to the community.

• An investigation into Ithaka Land’s sales of property that housed the poor to a developer, who was a firefighter at the time, for less than market rates while also financing no-interest loans for those purchases. This led

As the 200 guests enjoyed a wonderfully delicious, Manitou style community potluck, Michael Galvin serenaded the group on his guitar. The Awards portion of the evening was kicked off by long time host, community member, and former Mayor Ken Jaray. Ken was joined on stage by event producer and co-host Shanti Toll and for the first time, a student co-host Jack Embrey.

Before announcing the winners, all 29 finalists were introduced and warmly acknowledged. The first award, Community Champion, went to longtime residents and artists Jim and Arlene Wood. In her acceptance speech, Arlene inspired the crowd to look for opportunities to connect with others to do what’s needed in our town. She even suggested that when others might not be interested, to take it on yourself rather than ignoring the problem.

Marc Benning, owner of Lulu’s Downstairs received the Business and Economic Vitality award, which was received by local comedian Nina Davis in Marc’s absence. Annie Schmidt and Doug Edmunson gave heartwarming introductions to the winners of the Environmental Stewardship award, Barak Ben Amots and Ruthie Markwardt. Barak and Ruthie are the managers of the student and community oriented Flying Pig Farms.

Kolleen Johnson, Director of Student Success at D14 presented. The winner of the Education and Learning Award, Carrie Dunlap talked passionately about her love of her job and the community. She encouraged everyone to embrace their artistic talents. Anna Conrad, MS High School principal presented the Youth Visionary Leadership award to Elanor Fugate for her very impressive high school achievements.

In keeping with Manitou Springs rich artistic history, the Charles Rockey Artistic Endeavors Award was given this year to K8e Orr. Katie has provided the community with wonderful murals and helps coordinate the Moonlight Market. Two members of the city staff were recognized for their above and beyond commitment to connecting our community. Meghan Weiss, Recreation and Events Coordinator, received the Health and Well-being award. Alex Trefry, Public Information Officer, received the Public Services Award.

The Mover and Shaker award was presented to Jared Thompson and the Adult Visionary leadership award to Mike Casey. Both are dedicated community volunteers who inspire others to get involved and give back to the community.

The evening wrapped up with co-host Ken Jaray encouraging attendees to support a new Manitou Springs Community Foundation program called Collaborative Philanthropy. The program provides a simple way to learn about, and donate to, local projects and programs needing funding. The MSCF is working hard to dispel the myth that philanthropy is only for the rich. In fact, local collaborative philanthropy can be used by anyone who wants to make an impact in their community. The Manni Awards is a wonderful opportunity to thank and acknowledge community members who do just that.

to an Attorney General’s Office review and triggered another Indy report about firefighters’ moonlighting that led the Fire Department to redouble efforts to track those activities. (The Indy had to pay $800 for those Fire Department records, by the way.)

• CONO, formerly the Council of Organizations and Neighbors, has transitioned from a loose-knit neighborhood-based group to a city-funded enterprise that “trains” citizens to navigate the development approval process but doesn’t advocate for them.

• Stories in 2017 that documented that food was so bad at the El Paso County jail that it led inmates to stage a riot. (The local daily stole this story a month later, without credit, basing its report on a records request to the Sheriff’s Office that asked for “All emails sent to Pam Zubeck of the Colorado Springs Independent in response to her recent CORA request.”)

• Repeated stories over the last 14 years about the bias toward fundamental Christianity embedded at the Air Force Academy and the Military Religious Freedom Foundation’s fight against it. After years of such coverage, last fall the Academy incredibly scheduled a mandatory training on Judaism’s holiest day, Yom Kippur.

• Police use of force: Over the years, I’ve produced numerous stories about local police operations and mis-operations, including one in which a man’s house was bombed, another in which a teen was slammed face-first onto a floor and a months-long project that documented that officer-involved shootings have become more deadly over the years with more bullets being fired per shooting. Meantime,

another report revealed Springs police used city resources while moonlighting for the Teller County sheriff’s private business, including surveilling citizens. Neither they nor El Paso County deputies sought the required permission to do such work in advance, resulting in discipline and a refortification of internal policies.

I list these projects out of a desire to underscore the work our newspaper has produced on a limited budget, compared to other local news operations, that readers wouldn’t have otherwise been able to read.

Much of our reporting has given voice to marginalized communities, such as LGBTQ+ folks, people of color and others who feel their concerns are ignored.

The Indy and now Sixty35 serves that purpose and provides balance to more traditional local news outlets.

Whether it’s me or someone else representing the citizen-owners of their government, questions should be asked, must be asked and answered to maintain a free flow of ideas in a democracy that relies on citizen participation.

And let’s not forget the other impacts that were provided, though arts and entertainment coverage, food reviews, neighborhood reporting and thoughtprovoking editorials. Our “Your Turn” column has hosted commentary by people from all points of view along the spectrum.

Events sponsored by the Indy, the Colorado Springs Business Journal and other publications melded into Sixty35 have acted as a convener on important community issues and to honor worthy individuals, including Rising Stars, COS CEO Leadership Lessons,

Music at the Indy, election forums and coverage, and many more.

In short, we’ve been an integral part of the local news and cultural scene for decades and, we believe, that’s been for the good of everyone.

SO HERE WE ARE. AFTER NEARLY 30 YEARS of publication, our news magazine is in crisis.

After 45 years in journalism, I could easily just fade away. (Many city officials would love to see that happen.)

But the newspaper must survive to enrich the community, engage the public, monitor elected officials, seek justice for the weak and, hopefully, illuminate the pathway to solutions.

Thirty years ago in Tulsa, I bid farewell to The Tribune. At the press club that day, the paper’s cartoonist was selling his original artwork to staffers. I bought a cartoon depicting an ambulance patient on a stretcher looking stunned by his sky-high ambulance bill — a drawing inspired by my report that the ambulance authority director had spent $40,000 on furniture for his private office and $1,200 on an office lobby Christmas tree.

It was one of many accountability stories I researched and wrote. I hope there are many more in my future and that of our readers.

It was heartbreaking to see a copy of The Tribune ’s final edition lying in a coffin at the press club that day.

Please help us avoid another funeral.

Mayor, Council seats and TOPS tax extension at stake

COLORADO SPRINGS VOTERS WILL elect four City Council members, as well as decide whether to extend the Trails, Open Space and Parks tax for 20 years at the April 4 city election. They’ll also either elect a new mayor or decide who advances to the May runoff election between the two top vote-getters.

The election season has been marked by a significant flow of dark money, dueling negative ads and a plethora of candidates seeking to hold office in the nation’s 39th largest city.

The choices in this nonpartisan election vary from far right to progressive candidates who run the gamut in funding from hundreds of thousands of dollars to an empty till.

Voters will determine the city’s third strong mayor since switching from a Council-city manager to a strong mayor-Council form of government in 2010. Steve Bach was elected in 2011 and didn’t seek another term. John Suthers has served two terms, his limit under the law. Prior to the strong mayor form, the mayor was elected and presided on Council, but a city manager served as the city’s administrator.

Kevin Walker, who manages special districts, ran the “vote yes” campaign for the governance change in 2010. (The campaign was almost entirely funded by Norwood Development Group’s owner David Jenkins.)

“In 2010 my interest in a strong mayor form of government was driven by my belief that a mayor, elected by a majority of and directly accountable to those voters, would have a stronger voice in representing their will at City Hall,” he says via email.

“The voters agreed by a large margin,” he adds, “and I believe they have been vindicated by the current strength of our local economy, a strong downtown, our City’s place on numerous ‘Best Places to Live’ lists and the vibrancy of the elections held in the past 12 years.”

But Mary Lou Makepeace, who served as mayor prior to the 2010 change and lost to Suthers in the 2015 election, takes a dimmer view.

“I’ve never seen an election like this in Colorado Springs,” she says. “I’ve never seen the nastiness that’s circulating. If there’s been nastiness [in the past], it hasn’t been as public as this one is.”

uses a less than flattering photo of her. “She doesn’t look like that,” Makepeace says. She backs businessman Yemi Mobolade, who hasn’t been part of the negative campaigning so far.

Noting the number and less than stellar lineup of candidates for mayor and Council, Makepeace would like to see the city “strengthen our procedures.”

“It’s so loose,” she says. “One hundred signatures to get on the ballot in a city of 500,000 people? That’s ridiculous. There should be a higher bar. The same goes for Council.”

If money is the measure, leading candidates include City Councilor, former Secretary of State and former El Paso County official Wayne Williams, who’s raised $541,000 as of the most recent campaign finance filing due March 15; former El Paso County Commissioner and Westside innkeeper Sallie Clark, $435,000; businessman and pastor Yemi Mobolade, $371,000; businessman Andrew Dalby, $401,000, who gave his campaign $375,000; and El Paso County Commissioner Longinos Gonzalez Jr., $198,000, who gave his campaign about $160,000.

ited Clark in television ads and other mediums. Mobolade has tallied the highest number of donations, exceeding 1,000. The other leading candidates aren’t even close to that number.

A poll conducted last week via text message by an unknown group appeared to be testing the waters on the May 16 runoff by quizzing voters on which messages would resonate most with them. The three candidates named in the poll were Mobolade, Clark and Williams.

It could be a harbinger of the tone of the mayoral runoff, if one is necessary to decide a winner, who has to capture more than 50 percent of the vote.

One message tested in that poll labeled Mobolade “a radical leftist” who would “turn Colorado Springs into Denver, with its terrible homelessness, drug problems, and general decay.” (Mobolade is unaffiliated.)

Asked about that, Mobolade’s campaign declined

to comment.

Rounding out the field are former Marine John Tiegen, who set up an armed outpost on top of a Colorado Springs parking garage during Black Lives Matter protests on June 2, 2020; former City Councilor and El Paso County Commissioner Darryl Glenn; Council President Tom Strand; engineer Christopher Mitchell; vending business and tire shop owner Jim Miller; professional stand-up comedian and Shinesty clothing model Kallan Reece Rodebaugh; and board member for El Cinco De Mayo and member of the Native American Leadership Forum Lawrence Martinez. (Martinez has raised no money.)

Key issues: The big money in this race largely stems from Council’s recent adoption of a water rule that requires the city to have 128 percent of the water supply needed to serve the city and a parcel proposed for annexation. The rule limits annexations and thereby, some argue, hinders the city’s ability to adequately address the housing shortage.

Williams is backed by those who support the newly enacted rule, including Mayor John Suthers and Norwood Development Group, which owns most of the 20,000-acre Banning Lewis Ranch on the city’s east side. Some argue the rule hands Norwood a monopoly on developable land within the city, but those backing the rule note the city gets 70 percent of its water from the beleaguered Colorado River and extending water service should be done with caution.

Those opposed to the rule, including The O’Neil Group, Ron Johnson and La Plata Communities, own land they want annexed. They support Clark, who wants to reopen debate and study the rule further.

The big fundraisers among at-large Council candidates are Suthers’ picks, who are backed by the development industry and have brought in between $40,000 and $50,000 each.

Carlson and Rainey have raised respectable amounts of campaign money without those deep-pocket sources — roughly $16,000 and $10,000, respectively.

Key issues have centered on affordable housing, homeless issues, city growth and public safety.

IN THE RACE FOR THE UNEXPIRED TERM IN DIStrict 3 Council, Michelle Talarico, a long-time caterer, also is backed by Suthers and has raked in developer money, raising about $37,000. (The seat is open due to Stephannie Fortune’s decision not to run after being appointed in late 2021 to replace Richard Skorman, who resigned to focus on his businesses.)

Talarico has come under fire for copying responses to local groups’ candidate questionnaires from other sources without crediting those sources. She’s also been questioned about her ties to developers, The Broadmoor and

She faces Scott Hiller, a geosciences engineer and neighborhood advocate who’s among the youngest to run this cycle. He’s 40. Hiller’s top issues include public safety, water supply and returning the Parks, Recreation & Cultural Services Department to the full funding it had prior to the sharp cuts of 200809. He also advocates for attempting to reclaim Strawberry Fields open space from The Broadmoor, which acquired the Cheyenne Cañon property in a controversial 2016 land swap with the city.

AFTER THE CITY’S PROPOSAL TO DOUBLE THE TOPS TAX FROM 0.01 to 0.02 of a percent failed at the November 2021 election, the city is now asking voters to extend it to 2045 with tweaks to the language of how it would be spent. The measure says money would be applied to “open space acquisition and stewardship, and trails and parks acquisition and maintenance,” with a “minimum of 75 percent of funds be spent on acquiring open space.”

The measure has backing from trails and open space advocates, including Medicine Wheel Trail Advocates, Trails and Open Space Coalition and individual leaders, such as Kent and Ruth Obee.

Citizens For Colorado Springs Outdoors had raised $75,200 in campaign money as of the March 15 report; at least $33,000 came from development interests. Other donors are The Conservation Fund, Arlington, Virginia, $10,000; Colorado Springs Chamber & EDC, $10,000; and Trust for Public Lands, Denver, $21,300.

Not everyone is on board. The local activist group Integrity Matters and others note that a detailed review of the ballot language shows that as little as 49 percent of the funds could be spent on open space acquisition. Member Dana Duggan also fears the money will be applied to reclaim Pike Quarry, which she estimated could cost $100 million. Integrity Matters had raised $10,055 as of its March 15 report.

1. Our most pressing issue is out-of-control crime. I would support our public safety officers unlike our current city council which recently voted to deny a firefighter a legal defense after he was involved in a tragic incident. That sends a message, and is why we can’t recruit or retain enough police officers.

The next most important issue is unaffordability. Housing and Utilities are unaffordable because the career politicians make sure their donors get rich and they don’t care about you. I am self-funded and I can’t be bought, so I will get the city government out of your life and out of your pocketbook.

The only legitimate functions of municipal government are Public Safety, Public Works, and Public Parks. I will make sure you are safe, the roads are fixed, and the parks are family friendly. Then I’ll leave you alone, so you can afford to live as you please.

2. I believe everyone is made in the image of God and deserves equal treatment under the law. I do not and will not tailor my message or actions to pit one group against another. All citizens deserve better input and transparency from local government. City council and county commissioners meet infrequently, during the workday, and at the same time. Municipal elections are timed to minimize turnout. Neighborhoods are ignored when developer dollars are involved. I will change that. I am running to break the stranglehold one big developer has on this town, and give the power back to the people.

I will continue my work with state and local agencies to enhance wildfire preparedness and mitigation. Since joining the city council, we’ve added positions for 62 new police officers, 66 firefighters and funded 3 new fire stations, moved to a continuous police academy and established a public safety fee to make sure new development pays their fair share. As mayor, I will ensure our public safety needs are prioritized.

Infrastructure: I’ve championed the widening of I-25 and creating the Pikes Peak RTA, added thousands of acres of parks and open space, and worked to secure the water we need for the future of our city.

I’ve attended, participated in and organized numerous opportunities for citizen input. For example, our Citizen Advisory Panel of the PPRTA – and similar panels of the member governments – for more than a year provided strong input into the creation of the recent PPRTA renewal ballot issue – a matter that passed with 79.4% of the vote. Regarding public safety, I would work to increase community policing efforts and support programs that address the root causes of crime, such as mental health and addiction. I believe that by addressing these issues, we can make Colorado Springs a safer and more affordable place to live for all residents.

2. I would prioritize community engagement by hosting town hall meetings and other events to give citizens a chance to ask questions and share their concerns. I would also establish an open-door policy, making myself available to constituents and seeking input on issues. I would also work to increase access to information by advocating for more user-friendly city websites and ensure our meetings are available to view on all streaming devices. I believe that by actively engaging with the community and prioritizing transparency, we can help increase public trust in local government and improve decision-making for all residents of Colorado Springs.
