TIME TO TAKE RESPONSIBILITY FOR OUR RIDERS The Truck & Fleet Middle East towers of power face a small park which often finds itself doubling up as a rest-stop for bike delivery riders wearing orange or green t-shirts. Most of them look exhausted by the time they sweat and loiter there. Motorcycle delivery services in the UAE may have revolutionised the logistics and delivery industry, catering to the fast-paced lifestyle of the Emirates, but we haven’t done a very good job in looking after them. It’s noticeable to me that they rarely talk to each other. Take the uniforms and the pads off (well those that wear them) and they would resemble the hollowed out homeless that strew across Europe’s open spaces. Those folks always look tired too but then they rarely have to find shade as the mercury heads north of 40oC. These nimble two-wheelers weave through the bustling city streets of Dubai, Abu Dhabi, and beyond, bypassing the snarls of traffic to deliver everything from important documents to hot meals at worryingly breakneck speeds. This mode of delivery requires a respect for the urgency of time-sensitive demands, reflecting the dynamic pulse of the UAE’s economy, and our appetite to have what we want, when we need it.

At the Fleet and Mobility Summit earlier this year, Yango Delivery had to face a series of questions about rider safety and training. The perception, even in a savvy fleet environment, was that they have become dangerous pests on the roads that put their lives on the bottom line to get to the next delivery. I don’t blame them for wanting to break where they can. It must be exhausting. The relentless pace can take a considerable toll on the riders. Long hours on the road, high temperatures, especially during the summer months, and the pressure to meet tight delivery schedules can lead to rider exhaustion, both physically and mentally. This not only jeopardizes their health and safety but can also affect road safety and service quality. It’s critical for employers to ensure sustainable work schedules, provide adequate rest periods, and enforce strict safety measures. They also need to encourage their riders to take advantage of rest-stops such as the 356 new air conditioned areas the UAE is putting out there. We must always ensure fair working conditions, because addressing rider exhaustion is not just a labour issue but also a social one, reflecting on the values of the community and its care for its workforce.

NETWORK Dubai Municipality answered 279 calls during rainfall emergencies 63 DIFFERENT TYPES OF TRANSPORT VEHICLES, INCLUDING OVER 60 PICKUPS, DEPLOYED IN REPSONSE TO HEAVY RAIN IN OCTOBER FLEET Dubai Municipality says it has reaffirmed its readiness to handle emergencies during rainfall after severe weather hit the UAE in late-October. Dubai Municipality reported its ability to swiftly respond to 279 calls through its dedicated emergency field teams. These teams were comprised of 484 specialised engineers and technicians, along with 1,150 assisting workers. The municipality said that its rapid response to calls, showcased its proactive approach through a comprehensive plan

that includes an integrated system of procedures and swift response mechanisms to tackle unexpected situations. The emergency teams remain on high alert and are fully prepared to respond quickly to reports of weather-related incidents and fluctuations across the emirate of Dubai. This commitment aligns with a proactive action plan and a 24-hour programme aimed at enhancing the integrated management of the sewage and rainfall system. Dubai’s sophisticated infrastructure has

positioned it as one of the world’s premier destinations to live and work. Dubai boasts an extensive surface water and rainfall drainage system, spanning over 4,000,000 longitudinal meters. This system includes more than 72,000 rainy water drains and 35,000 inspection rooms, all converging at 59 lifting and pumping stations that channel water to designated outlets. The municipal rainfall contingency teams are equipped with 15 line cleaning and unclogging machines, seven crane-equipped trucks, 49

water transportation tanks, 87 carried pumps, 74 portable pumps, 63 different types of transport vehicles, over 60 pickups, pumping and processing mechanisms for water accumulation, sand, and various waste types, as well as 31 vehicles. There are also 20 water pumps strategically positioned across Deira and Bur Dubai. Preparedness is a vital component of a comprehensive annual rainy season emergency plan which addresses emergency communications from residents in the emirate.

MAWANI AND SGP BUILDING DAMMAM HUB LOGISTICS The Saudi Ports Authority (Mawani) and Saudi Global Ports (SGP) have signed a historic agreement to construct a fully integrated logistics park spanning over 1 million square meters at King Abdulaziz Port in Dammam. This project is set to receive an investment of nearly one billion Saudi Riyals. Eng. The announcement was made at the “Stellantis Commercial Vehicles Ambition Day,” showcasing the company’s commitment to innovation and sustainability. Orders for these new vehicles are now open in key European markets, with Italy and France being the first to gain access to the lineup starting from November 2nd. Germany, Benelux, Spain, Portugal, Netherlands, Poland, UK, and Austria will follow suit, allowing customers across Europe to experience the latest advancements in commercial vehicles.

The E-Ducato introduces an inhouse electric version featuring a robust 110-kWh battery, providing an outstanding zero-emission range of up to 420 kilometers in the WLTP cycle. A remarkable feature is the E-Ducato’s rapid charging capability, with the ability to recharge from 0 to 80% in under an hour using a fast charger up to 150 kW. Speaking at a Dubai event organised by Shell to look at the evolution of fuel and lubricant technology commitment it becomes evident, that Scania believes that both near-term and long-term targets must align with science-based objectives. Scania is not just participating in the industry’s evolution but actively pushing its boundaries. Setting ambitious goals, like the 50% reduction in CO2 emissions from operations and the 20% reduction from vehicles on the road by 2025, is indeed a testament to your dedication. Aftab Ahmed, Chief Advisor to the Automotive Cluster at the National Industrial Center, talks about his role as one of the architects behind KSA’s automotive ambitions

audi Arabia, traditionally known as a stalwart of the petroleum industry, is now making a monumental shift towards becoming an industrial-based economy, with a particular focus on manufacturing electric vehicles (EVs). This shift is a key part of the nation’s Vision 2030, introduced by His Royal Highness Salman, which aims to diversify the economy, improve social norms, and facilitate ease of doing business. Aftab Ahmed, Chief Advisor to the Automotive Cluster at the National Industrial Center, has been at the forefront of this

transformation. Under the auspices of the National Industrial Development Center (NIDC), he has been working closely with the Ministry of Industry to attract global investors and support the development of various sectors, including automotive, which is deemed the “mother of industries.” “It overlaps with all industries,” says Ahmed, overlapping the automotive industry with a number of other vital economic engines. “You talk about the metal, plastic, rubber, you talk about glass, you talk about semiconductors, anything…. And the automotive industry is there. That’s why countries have focused on building up

automotive sectors to create an ecosystem.” With a population of 36 million, over half of which are under 30 years old, Saudi Arabia has a vibrant and dynamic demographic that is ready to support and drive the growth of the new industries that will help the Kingdom realise its dream of becoming an advanced and multifaceted economy. The country’s GDP per capita stands at $31,000, and it is one of the key players in the G20, reflecting its economic significance on the global stage, reflects Ahmed. “Our population is quite young, with over 50% under 30 years old. and a strong GDP per capita, positions us well for industrial growth,” he says. In 2021, the GDP was reported at $830 billion, and it has seen a staggering increase to $1.1 trillion in 2022, signaling the country’s rapid economic development. The target for Foreign Direct Investment (FDI) is about 4% of GDP, with an ambitious plan for localisation and privatisation exceeding 40%. For an executive that has spent large chunks of his career in the vehicle-churning hub that is Detroit, he now has an opportunity to “As the Chief Advisor for the Automotive Cluster at the National Industrial Center, I’ve been closely involved with the Ministry of Industry and NIDC. Our mission is aligned with Saudi Arabia’s Vision 2030, which aims to diversify the economy beyond oil,” states Ahmed. “Vision 2030, initiated by His Royal Highness Salman, aims to create a vibrant society with diversified economy and less reliance on oil. For the automotive sector, the focus is on building a complete manufacturing ecosystem, transitioning from mere assembly operations to full-scale production, including stamping, body shop, and paint shop operations.” The NIDC is serving as the hub of expertise, guiding the kingdom’s industry strategy. Their mission is to help localise industries that have been predominantly international. This involves data sharing, market intelligence, and linking with various ministries and entities such as the Public Investment Fund , Ministry of Investment, and Ministry of Energy, among others. It’s also able to coordinate with the private sector from inside and outside Saudi Arabia to pull in talent and expertise. “Our strategy is to position Saudi Arabia as a regional manufacturing hub, focusing on industries like automotive, maritime, aerospace, chemicals, and more. We’re not just attracting investment but also fostering an ecosystem that includes local and global suppliers,” says Ahmed. “Attracting FDI is crucial. Our target is 4% of GDP, with significant privatisation efforts. We’re creating an attractive environment for investors, offering data insights, market intelligence, and streamlined business support.” Saudi Arabia’s industrial strategy has placed a significant emphasis on the automotive sector, which spans numerous related industries, including metal, plastics, rubber, glass, and semiconductors. automotive brands, but the aim is to transition to full-scale manufacturing. There are robust plans for manufacturing EVs, with major memorandums of understanding (MOUs) already in place and announcements expected imminently. The goal is not just to create assembly clusters but to develop comprehensive manufacturing facilities that include stamping, body shop, paint shop, and general assembly lines. The country is also looking into advanced technologies like hydrogen fuel cells for commercial vehicles and other applications. This forward-thinking approach aims to create an ecosystem

Saudi Arabia’s commitment to electric vehicle manufacturing is demonstrated by the launch of Lucid Motors’ new SKD facility in KAEC, with plans for a full-scale manufacturing plant by 2026, aiming to produce 55,000 vehicles locally. STRATEGIC LOCATION AND PRODUCTION Lucid Group has commenced assembly of Lucid Airs at its new Advanced Manufacturing Plant, AMP-2, its first international manufacturing facility, strategically located in King Abdullah Economic City (KAEC), Jeddah, Saudi Arabia.

World Luxury Car Award officially open its manufacturing facility. As Lucid’s second Advanced Manufacturing Plant (AMP-2) and first international plant, the facility will produce Lucid’s groundbreaking electric vehicles for Saudi Arabia and export to other markets. The AMP-2 facility received significant support from the Ministry of Investment of Saudi Arabia (MISA), the Saudi Industrial Development Fund (SIDF), and the Economic City at King Abdullah Economic City (KAEC) and will play a pivotal role in accelerating Saudi Arabia’s strategic goal to diversify its economy. Through the development of electric transportation, Lucid will support the Saudi Green Initiative’s imperative to ensure 30% of new car sales in the Kingdom are electric by 2030. “We are delighted to make history today in Saudi Arabia by opening the country’s first car manufacturing facility, which will produce our award-winning electric vehicles and support the country’s vision for a more sustainable and diversified economy,” said Peter Rawlinson, CEO and CTO, Lucid Group. “As Saudi charges toward its Vision 2030, our facility will pave the way for the country’s electric automotive industry and the expansion of the supply chain, and with the support of the Saudi Government, we are proud to drive local talent development in the technology industry. We look forward to delivering Saudi-assembled cars to customers in Saudi Arabia and beyond.” The AMP-2 facility has begun semi knocked-down (SKD) assembly and is expected to have an annual capacity of 5,000 cars. The initial operation re-assembles Lucid Air vehicle ‘kits’ that are premanufactured at the company’s U.S. AMP-1 Manufacturing Facility in Casa Grande, Arizona. Lucid aims to transition AMP-2 18 NOVEMBER 2023

to complete build unit (CBU) production after the middle of the decade, with an additional annual capacity of 150,000 cars. AMP-2 will be a driving force for innovation and job creation, championing home-grown Saudi talent and providing expert skill development training. Through an agreement with Human Resources Development Fund (HRDF), Lucid expects to employ hundreds of Saudi nationals in the first few years and eventually, grow the workforce into the thousands. In line with Vision 2030, Lucid and HRDF’s investment aims to attract, train, and retain talent to build a robust, skilled, and localized workforce. The plant’s strategic location near Jeddah will also act as a catalyst to further grow and

expand the newly established domestic supply chain, creating demand for local suppliers and fostering long-term growth. Jeddah’s position on the Kingdom’s Red Sea coast already offers robust supply chain access by land and sea and enables Lucid to export its finished luxury electric vehicles to other regions in the future. During the opening, Faisal Sultan, Vice President and Managing Director Middle East, Lucid Group said the opening of the AMP-2 facility in KAEC, in addition to the company’s existing AMP-1 facility in Arizona, “gives us the ability to efficiently fulfill the recently signed agreement with the government of Saudi Arabia to purchase up to 100,000 vehicles over a ten-year period, with an initial commitment to purchase 50,000 vehicles and an option to purchase up to an additional 50,000 vehicles over the same period.” Lucid’s manufacturing roll-out is complemented by partnerships with other OEMs (Original Equipment Manufacturers) such as Hyundai, which also the signed a joint venture agreement with PIF last month to establish a highly automated vehicle manufacturing plant. PIF will hold a 70% stake in the new joint venture with Hyundai holding the remaining 30%. Hyundai will also act as a strategic technology partner to support the development of the new manufacturing plant, by providing technical and commercial assistance. The total investment for the project is estimated to exceed $500 million.

LINING UP NEW PARTNERS Saudi Arabia’s PiF wealth fund and Hyundai agreed last month to jointly build a car manufacturing plant in the kingdom, with an estimated investment of more than $500 million, as part of the country’s push to develop its automotive industry.

CREATING AN AUTO-CLUSTER To achieve its goal of producing 500,000 vehicles annually, Saudi Arabia is wants to create a local cluster that can provide essential parts of the manufacturing process, such as seating, plastic modules, and potentially, in the future, lithium-ion batteries for EVs.

Saudi has realised that it can use investment into more advanced vehicles and mobility maunfacturing to enter an area of the automotive industry that has a relatively level playing field. The global success of Tesla and more recently China’s BYD may be difficult to replicate even with the Kingdom’s massive resources, but Ahmed and others feel that it is realistic aim to be the dominant regional EV producer. Deals such as these, as well as others on the way, share the goal to achieve substantial localisation to access regional markets effectively, thanks to the Greater Arab Free Trade Area (GAFTA). “We’re working to attract global suppliers to support and elevate local industries, with the aim of achieving at least 40% localisation to access regional markets effectively,” explains Ahmed. truckandfleetme.com

Red Sea Global (RSG) has completed the installation of the largest off-grid electric vehicle (EV) charging network in Saudi Arabia. The network includes more than 150 charging stations spread across phase one of The Red Sea destination area. The stations are said to be strategically placed to keep RSG’s initial fleet of 80 electric Lucid and Mercedes vehicles continually charged and on the road.
