foreword david cameron I am delighted to welcome you to Cardiff for this year’s Spring Forum at the Welsh Conference. For years we have been talking at these conferences about what our party might do in government – now we are finally in government, putting Conservative principles into action. We’ve got George Osborne bringing responsibility to our public finances. William Hague bringing realism to our foreign policy. Theresa May restoring the right balance between British liberty and our national security. Eric Pickles leading the drive for localism. Michael Gove ending the long slide into educational decline. Andrew Lansley modernising the NHS to give us a world-class health service. Right across Whitehall we have hit the ground running – and we won’t be letting up the pace. Our ambitions for Britain are the same as they have always been. We are determined to build a stronger economy based on sound public finances, driven by a dynamic private sector, open to the dreams and aspirations of everyone in our country. And we are

committed to building a more responsible society too, with stronger families and communities. We’ve made a strong start: setting out a plan to balance the books over the course of this Parliament, cutting corporation tax, promoting trade, investing in skills and education, giving unprecedented power to individuals and communities. And in Wales, Conservatives have been fighting to protect the NHS budget, encouraging enterprise by campaigning for rate relief for small businesses, and supporting retired service personnel with a dedicated Veteran’s card.‬‪ None of this would have been possible without the people at this conference. Without your support we would not be in government giving our country the stable, responsible leadership it desperately needs. In particular, I want to say a big thank you to all Welsh Conservatives. Thanks to your hard work and dedication, we won eight seats at


the General Election and achieved our best set of results in two decades. So I am delighted that by holding our Spring Forum in Cardiff, we can say a big thank you to you all, and prepare for the important Welsh

Assembly elections in May. I hope you will have an enjoyable and stimulating Conference in Cardiff – I look forward to seeing you there.

We are now back in government, clearing up the mess left by Labour and working together in the national interest. And it’s been a fantastic year for Welsh Conservatives – winning eight seats in the General Election and achieving our best set of results in two decades. So this Spring Forum promises to be very special – even more so as we are joining forces with the annual Welsh Conference. This year, we’re focussed on local elections, the AV referendum, Welsh Assembly and Scottish Parliament elections which are all coming up. It’s also incredibly important that we work together to take the fight to Labour. After six months as Labour’s leader, it is now clear that Ed Miliband has no long-term plan for our country. He refuses to accept that Labour overspent before the boom turned to bust. His message is simple: vote for me, I’d do it all again. That is why we need to work together to hold Labour to account, and also to keep up our hard work of putting Britain back on its feet. So thank you for everything you are doing for the Party. So after everyone ranked the candidates in order of preference, I counted up the first preference votes and no-one got more than 50% – so I eliminated the candidate with the least number of votes, redistributing the second preferences of their voters to the remaining candidates. Again, no candidate got over 50% of the vote so I knocked out the candidate with the next fewest first preferences, redistributing their votes as before. I carried on doing this until one candidate got over 50%. So Emily is our new Form Captain.

Put on some gardening gloves, pick up a trowel, and come and plant some flowers at this year’s Spring Forum Social Action project. We are rejuvenating the garden at St Peter’s Community Hall, a thriving venue used by local groups ranging from Brownies to dance troupes to creative writing classes. We’re putting up a fence, building a flower bed and sprucing up the lawns to create a much more pleasant place to relax and play. The hall is in the Fairwater area of Cardiff, less than 10 minutes from the SWALEC Stadium, and we are running a free shuttle service from the Forum venue. There are changing facilities on site, so bring some clothes you don’t mind getting dirty.

GENERAL INFORMATION For all the latest information on the Spring Forum, visit www.conservatives.com/conference Accreditation Office The Accreditation Office will be situated in the Sophia Suite (first floor) at the Sport Wales National Centre, Sophia Gardens (off Cathedral Road), Cardiff CF11 9SW (see map on Inside Back Cover). This complex is situated next door to the SWALEC Stadium. The office will be open at the following times: Friday 4 March 09.00 - 20.00 Saturday 5 March 08.30 - 20.00 Sunday 6 March 08.30 - 14.30 An additional charge of £15.00 may be made for applications submitted or passes re-issued. Please note that Conference Security Passes can only be collected by the applicant on production of two forms of identification, one of which must be a photographic ID (passport or driving licence). Conference Security Passes are non-transferable and fees non-refundable. Admission Entry to the SWALEC Stadium complex will open at 08.00 on Saturday 5 March via the search channel site located at Gate 4 of the complex (see map on Inside Back Cover). No luggage may be brought into the secure zone under any circumstances. Broadband The SWALEC Stadium have offered conference representatives a complimentary WiFi service. Please go to the Really Welsh Pavilion Information Desk to obtain details.

Car Parking Facilities There is a car parking facility next to the SWALEC Stadium complex at Sophia Gardens. This car park is a ‘pay & display’ facility. Charges are: £3.30 for up to 2 hours; £5.00 up to 4 hours; £5.40 up to 6 hours; £7.40 for 6 -12 hours and £10.00 for 24 hour parking. For further enquiries for the Sophia Gardens Car Park facility, telephone: 029 2087 3981. There are also a number of disabled parking bays at Sophia Gardens Car Park facility. Please ensure that your blue badge is displayed. Cars parked at any parking facility are at the owner’s risk. Cash Machines Please note that there are no cash machines at the SWALEC Stadium. There is a Post Office and petrol station on Cathedral Road (leading to the complex) both offering cash withdrawal ATM facilities. Other banking facilities can be found in the Cardiff City Centre area. Cloakroom Facilities There will be a cloakroom facility located next door to the Brains Bar in the Concourse of the Really Welsh Pavilion (see map on Inside Back Cover). Conference Security Passes Your photographic pass along with an additional form of photographic ID (passport or driving licence) will enable you to enter the SWALEC Stadium Complex. The pass is attached to the South Wales Police security leaflet, please ensure you read this note. Passes must be worn at all times whilst you are in the SWALEC Stadium complex, but must be removed as soon as you leave this site. Under no circumstances will anyone be allowed through the search channel area (Gate 4) unless wearing a Conference Security Pass and providing the additional form of photographic ID. Should you lose your pass during the Spring Forum or arrive in Cardiff without it, you should immediately go to the Late Accreditation Office situated in the Sophia Suite (first floor) at the Sport Wales National Centre. Charges will apply. Exhibition Hall We always appreciate the attendance of external organisations at our Spring Forum. To learn more about their products, services and campaigns please ensure you visit the exhibitor stands in the Brains S.A. Suite (ground level) of the Really Welsh Pavilion. First Aid First aid facilities are available on-site; should you feel unwell, please contact a member of staff or a steward who will notify the first aider. Flyers and Posters Please dispose of your unwanted literature in the SITA UK recycling bins. ‘Fly-posting’ will not be tolerated within the island site. Any unauthorised material will be removed. A dilapidation charge will be levied against any organisation or indvidual responsible for fly-posting. We thank you in advance for your co-operation with this matter. Information Desk This will be situated in the lobby area at the Reception Desk at the Really Welsh Pavilion. Left Luggage Please note that THERE WILL NOT BE A LEFT LUGGAGE FACILITY AT THE SWALEC STADIUM for this event. Lost Property Enquiries concerning lost property should be made to SWALEC Stadium staff at the Information Desk in the lobby of the Really Welsh Pavilion. Following the event please call 029 2041 9381. Mobile Telephones During conference sessions, the use of mobile phones is strictly forbidden. Please switch off your mobile phone whilst in the main conference auditorium. Recycling SITA UK recycling bins will be provided throughout the SWALEC Stadium complex. Please assist by disposing of paper, plastic and cans in the appropriately marked bins. Thank you in advance for your co-operation. Refreshments and Catering The SWALEC Stadium will provide catering facilities at various locations at the complex (please see map on Inside Back Cover for catering points). Representatives with Disabilities The SWALEC Stadium has good facilities for visitors with disabilities. Toilets (including adapted ones) are located throughout the complex. Representatives with disabilities must obtain keys from the Information Desk in order to use the disabled toilets. Keys may be retained for the duration of the event and must be returned on Sunday 6 March. The venue is suitable for wheelchair users attending on their own. Assistant dogs are most welcome. It would be helpful if requests for assistance could be made in advance to Fingerprint Events Ltd on 020 7099 9630, although stewards will be available throughout the complex to assist representatives with disabilities. Security In the interest of security for everyone attending the conference, your full co-operation is sought in the following: • Please wear your conference security pass at all times and ensure that it is clearly visible. • Please take care of your conference pass, especially when outside the secure area, when it should not be visible. • If you lose your pass or experience any problems, please report to the Accreditation Office located in the Sophia Suite (first floor) at the Sport Wales National Centre (tel: 020 7099 9639).


• Do not bring any luggage into the conference venue. It is advisable to keep essential bags, small parcels or briefcases to a minimum to reduce delays as you arrive at the venue. • If you bring any electrical item into the island site, you may be asked by security personnel to demonstrate it in operation. • Your full co-operation with police, G4S security staff and stewards will help to reduce any delays or problems which may arise as a result of necessary security measures. • If you have any urgent queries or concerns about any aspect of the security arrangements, please refer these to a senior steward or police officer, so that your concerns may be followed up immediately. • Please ensure that you have an additional form of photographic ID (passport or driving licence) as you will be requested to produce this at the search channel point at Gate 4 - along with your Conference Security Pass. Smoking Designated smoking areas are shown on the map on the inside back cover. Social Action Project Shuttle Service The Social Action team have arranged for shuttle vehicles to take representatives to and from the Social Action Project at St Peter’s Community Hall and Garden, which is less than 10 minutes drive from the SWALEC Stadium. The shuttle service will run on Saturday 5 and Sunday 6 March from the pickup/drop off point located outside the main entrance to the Really Welsh Pavilion (please see map on Inside Back Cover). The shuttle will depart every 30 minutes from 09.00 until 18.00. Representatives arriving in Cardiff on Friday 4 March may wish to join the Social Action Team at the project location. It is: • Just over 2 hours by rail from London Paddington. • Cardiff is 2.5 hours from London via the M4. • Cardiff Airport is situated in Rhoose, 12 miles west of Cardiff. • Accessible by regular coach connections such as National Express. Information for those wishing to travel by rail Cardiff has direct rail links to many cities in the UK including Birmingham, Manchester, Liverpool, Nottingham, Bristol Southampton, Exeter, Torbay and Portsmouth. The fastest trains from London leave from London Paddington station every 30 minutes and take around 2 hours on the regular First Great Western service. Rail timetables and fares can be obtained from www.nationalrail.co.uk or any train company website. For many journeys advance tickets can be purchased at very good value prices. Information for those wishing to travel by road Cardiff is on the national motorway system. The M4 runs through the north of the city, making London a comfortable drive away. From the Midlands, the North of England and Scotland it is a straightforward drive via the M6, M5 and M50/M4. From the South and South West of England the approach is by M5 and M4. Access from West Wales is by M4. National Express coach information can be obtained from www.nationalexpress.com or telephone 08717 81 81 78.
