Konrad Powers August 1, 2011: In a storm-shortened President’s Rifle Trophy Match, 41-year-old Konrad Powers of Carol Stream, IL topped the field with an aggregate score of 295-8X. COMPETITOR PACKETS & CHANGES

Competitors who are aware of a change to their Entry Card must notify the Statistical Office immediately.

Do not wait until you get to Camp Perry.

After July 10, immediately call the Statistical Office, 419-301-4161 (collect calls cannot be accepted) Upon receiving their Competitor Packet, competitors MUST check their identification (classification) cards, squadding tickets, classification and category to insure correctness. Corrections MUST be immediately brought to the attention of the Statistical Office, Building 1000, challenge window. A competitor who elects to compete in a higher class must notify the Statistical Office prior to firing their first record shot. After firing of their first record shot, competitors may not make a change to their correctly entered class or category. Rule 16.1(c) is amended for Camp Perry only: Administrative Changes will not be made after the Final Challenge Period for a competitor’s first day aggregate. Corrections in team matches will not be made after the final team match Challenge Period is over. 7

Important Notice

The NRA National Rifle & Pistol Championships are open to all competitors. All individuals must personally complete their own entry cards (Rule 18.5). Errors due to illegibility or improper filling out of forms are solely the competitor’s responsibility. The Statistical Office is not required to accept corrections after entry closing time.

Range Capacity

1. Entries will be accepted only to range capacity. 2. The receipt, only, of an entry will be acknowledged by postcard or email. Make Checks or Government Purchase Orders Payable to: National Rifle Association

Entry Instructions

1. Online entries: www.nmentry.com 2. Mailed entries: Must be made on the appropriate entry card for any of the NRA National Championship activities. Full entry fees, except those for organizations that have prior arrangements with the Statistical Director, must accompany entry cards. All entries are received on a first-come, first-served basis. Fill out the entry card or cards as indicated. 3. DO print or type all information. 4. DO use your name and address exactly as shown on your NRA Classification Card. 5. DO indicate your NRA ID number (if applicable) in the space provided. 6. DO indicate each event you want to enter. 7. DO circle your Regular Awards Category as well as any Special Awards Categories for which you are eligible. 8. DO indicate your telephone numbers and area code so that we may call you if necessary. 9. DO indicate your rank (SGT, CPT, etc.) and not your Pay Grade (service personnel only). Police are also required to give rank and name of department. 10. DON’T use a temporary address on your entry card. ROTC entries showing a military address will not be accepted. 11. DON’T alter an entry card in any way. 12. DON’T send housing fees to Camp Perry. All housing fees will be collected at the Camp Perry Clubhouse, Building 600. 13. Eastern Daylight Savings Time. The Range Director will keep the Official Match Time. All competitors are responsible to be knowledgeable of all rules, regulations and contents of this program (NRA Rule 18.15). Everyone involved in these National Matches must understand that in accordance with NRA Rule 11.1, the NRA Match and Range Directors have complete authority to make any last minute changes they deem necessary in order to ensure that the competitions are run smoothly and safely. This may include changes in relay and squadding schedules and cancellations of firing altogether. Any such changes will be relayed to the competitors via announcements and/or Match Director Bulletins.

Awards Bulletin

Preliminary Awards Bulletins will be posted in Building 950. The Official Bulletin will be published on line.

Awards Office Location

The NRA Awards Office is located in Building 950.

Awards Office Procedures

Upon receipt of the Awards Bulletins, the Awards Office will post the number of the match(s) on the Bulletin Board in the Awards Office. Competitors and Team Captains should pick up their awards as they become available. Only Award Points, Visa Gift Cards and checks will be mailed to winners. Merchandise WILL NOT be mailed; they MUST be picked up from the Awards Office before departing Camp Perry.

Monetary Awards

The IRS requires the NRA Financial Division to issue a Form 1099 MISC to any competitor whose winnings total an aggregate of $600.00 received in any or all NRA matches for the calendar year 2012. To comply with this requirement, the Awards Office at the 2012 National Matches will require any competitor who receives a total of $200.00 or more in, Firearms, Cash or Award Points to complete and sign a W-9 Form, before they can receive the above mentioned Awards. If the competitor does NOT exceed the $600.00 aggregate for competition calendar year 2012, the finance office will destroy the completed W-9, and a Form 1099 will NOT be issued.

Competitor Packets

NOTE: All competitors must have gone thru the Welcome Center/Inprocessing before receiving their competitor packet. Proof of in-processing will be required before packet is issued. 1. A packet containing the necessary identification cards, squadding tickets, and score cards where applicable, rule book, and other information will be prepared for registered competitors. Those listed, as non-firing participants of the National Matches will be issued a packet upon request. 2. A 2012 year tab will be included in all NRA packets. Any competitor who is a first time competitor and wishes to have a National Matches brassard should request one when the competitor packet is picked up. Additional brassards may be purchased at $10.00 each. 3. Competitor packets will be available for pickup at the NRA Entry Office, Building 950, beginning at the time and date stated in number 4. below: (No packets will be distributed before the time and date specified). Each packet must be picked up by the person named on it; except for teams that have made prior arrangements with the Entry Office. Proof of in-processing for each team member must be provided before packets will be issued.

4. Packet Pick-up Dates

NRA 3-P Smallbore: 9 a.m., Wednesday, July 18 NRA Prone Smallbore: 9 a.m., Saturday, July 21 Adult Sponsors, Junior Entries: All Juniors (Sub-junior and Intermediate junior competitors) 17 years and under must be accompanied by an adult sponsor. An adult sponsor is defined as a person 21 years of age or older. The adult sponsor is responsible for the behavior and welfare of those individuals sponsored and must be housed with the sponsored juniors if Camp Perry lodging is used. No housing will be made available to individuals younger than 18 years of age.

Changes

If you have any changes to make in your entry, DO NOT WAIT until you arrive at Camp Perry. Phone the NRA Statistical Director at Camp Perry immediately after July 6. The Statistical Office number at Camp Perry is 419-301-4161. Collect calls can not be accepted.

Post Locator/Emergency Contacts

The Post Locator/Emergency Contacts will be located at the in-processing center in Building #3. The Post Locator/Emergency Contacts will provide 24-hour information service.

Cancellations and Refunds

Cancellation of NRA matches will require a written notice that is to be directed to the NRA Stat Office. Telephone cancellations can start the process, but MUST be followed by a confirming letter or email, verifying the cancellation. NOTE: Refunds will not be made until a written cancellation request is received. No refunds will be made for those individuals who do not show up at Camp Perry and make no attempt to contact the Statistical Office. 1. By Mail - Mail cancellation letters to: Statistical Director, P.O. Box 700, Port Clinton, OH 43452. 2. By E-mail - Send cancellation requests via email to: nrachamps@cros. net 3. Cancellation Fee - A cancellation fee of 10% (not to exceed $25) is assessed against any cancellation. 4. Cancellation Deadlines - If a cancellation is received at Camp Perry prior to the closing date of the entered phase, a total refund of fees minus the 10% cancellation fee will be made. If we do not receive a written request for a refund prior to November 9, 2012, no refund will be granted. Special NOTE: CMP and NRA matches are separate entries. Requests for cancellation of CMP matches must be directed to the CMP office. In the case of those individuals firing both matches, separate requests will have to be made to both the NRA and CMP. Match Cancellation by Match Director: If the Match Director cancels any individual match(s), entry fees will not be refunded. However, entry fees for canceled team matches will be refunded to Team Captains only, by mail, after the National Matches are completed. The team score card for the cancelled team match must be returned to the Stat Office before a refund can be made. In the event that a match is canceled, the Match Director may reschedule that match. It is the competitors responsibility to bring ample ammunition should this happen.

Authorized Assistance

Individuals who have a physical disability, which precludes them from conforming to the time schedule for changing targets, may have someone assist them in moving equipment to and from the firing line. In Team Matches, Captains and/or Coaches are permitted to assist in changing targets and moving equipment to and from the firing line. In NRA Championships, no one other than a competitor, someone assisting a physically disabled competitor, or a Team Captain or Coach, may go forward of the ready line during Team Matches.

Smoking

There will be no smoking allowed forward of the Ready Line.

Hearing Impaired Competitors

It is the responsibility of competitors who are hearing impaired to inform the Range Officer each time they go to the firing line.

Vehicle Parking and Enforcement Range Parking

Except for Emergency, NRA and CMP maintenance vehicles, parking or operation of all military and civilian vehicles (including golf carts) on the ranges will not be allowed except for vehicles displaying a current “Range Vehicle Pass” which may be obtained from the NRA Match Director. Range Vehicle Passes are not transferrable and must be returned to the NRA Match Director. Parking in Other Areas: Parking restrictions in the Competitor Housing area, Statistical Office area, Commercial Row, Competitor Dining Facility and other portions of the Camp Perry Reservation will be as directed by the Garrison Commander.

Law Enforcement

Enforcement and traffic direction will be performed by the Ohio State Highway Patrol, Ottawa County Sheriff ’s Office, and by the Military Police. NRA Headquarters - National Match Administration - Located in Building 5 (behind Building 1, Camp Perry Headquarters). Offices of: Match Director, Assistant Match Director, Range Director, Assistant Range Director, National Match Press Operations, NRA Administrative Officer and NRA Match Coordinator. Weather Conditions

Weather at Camp Perry is quite variable. Clothing for hot, cool, and wet conditions should be brought.

Pets

By direction of the Adjutant General of the State of Ohio, pets are permitted only in the RV Park.


Lost and Found

The lost and found is located at Building 5, NRA Headquarters. It is strongly suggested that all personal items be permanently marked so easy identification can be made if lost. At the end of the National Matches, the Civilian Marksmanship Program (CMP) will hold all lost and unclaimed items.

Curfew Policy

During the period of the National Matches a curfew is imposed during the hours of 11 p.m. to 5 a.m. for all minors 17 years of age or younger. Exceptions to the Curfew Policy are: (1) Use of latrine facilities in housing area. (2) Attendance at scheduled events sanctioned by designated sponsors, which extend into the curfew hours, provided that the NRA or CMP has granted prior approval. Parents, guardians, or sponsors of minors at Camp Perry will be requested to assist in the enforcement of and compliance with this curfew policy and procedures. Military Police will render a written report of violators to the Deputy Garrison Commander prior to 9 a.m. each day.

Army Air Force Exchange Service (AAFES)

Non-military personnel will be allowed to purchase only health and comfort items from the Post Exchange. (1) AAFES representatives will be located in Building 3 (Post Exchange). (2) All personnel purchasing alcoholic beverages and/or tobacco products in the PX and Snack Bar will be required to show proper identification in order to comply with state age laws.

Commercial Row Vendor Operation

Companies represented on Commercial Row are under contract with the Ohio National Guard.

Tailgating Operations Policy

The sale or solicitation to sell merchandise on state-owned property, such as the practice of tailgating, will not be permitted. Persons apprehended for tailgating will be removed from Camp Perry. Competitors are requested to refrain from patronizing unauthorized vendors on Camp Perry and to report all violators to the Garrison Commander.

Competitor Swap Meets

NOTE: Absolutely no firearms will be swapped, bought or sold during these events. Anyone caught transferring any product that by law requires an FFL license, including private transfers, will be removed from the base and banned from future competitions. (Absolutely NO buying, selling or trading firearms.)

Competitor Swap Meets will be held in the Beach Area adjacent to the cottages from 6:00 p.m. to 7:30 p.m. on the following dates;

Smallbore Phase - Wednesday, July 25, 2012 State Team Flag Storage

Individuals representing state teams and who bring their state flags may store their flags, between phases only, in the NRA Match Headquarters (Building 5). Help Your Sport - Wear Proper Attire: In keeping with the tradition established by NRA in shooting events, and recognizing the publicity attracted by the National Championships, it is important to promote an acceptable image for competitive shooting. Attire worn during all phases of the Championships should be in good taste and appropriate to such a prestigious sporting event. Articles of clothing with controversial or offensive slogans or illustrations are prohibited. The Match Director is empowered to take whatever action is necessary to maintain acceptable clothing standards.

Lodging General

Camp Perry Clubhouse lodging consists of cottages, motels, huts, and barracks. Clubhouse lodging is controlled by the Camp Perry Clubhouse, not by the NRA or the Civilian Marksmanship Program (CMP). Entry fees DO NOT include lodging costs. Lodging facilities are available for competitors, team officials, sponsors, and accompanying family members. Requests for lodging in specific locations, or with designated individuals, are not guaranteed.

If you have questions, please call the main number (614) 336-6214. For reservations, please call (888) 889-7010. Team and Special Needs Reservation Requests were processed in March 2012. Individual Competitor Reservation Procedures are as follows: (1) Reservations will only be accepted by telephone, beginning on April 24, 2012, and are assigned on a first come, first serve basis. (2) You may telephone the Clubhouse Rental Office at (888) 889-7010 or (614) 336-6214 between the hours of 9 a.m. and 9 p.m. EDST, Tuesday through Friday. When calling to book your lodging • Know your arrival and departure dates. • Know the names and addresses of your roommates, if any. • Credit Card (MC, VISA, or American Express), a non-refundable deposit will be required when making your reservation. The deposit fee will be processed and charged to your credit card at the time of your call. (Deposit payment is equal to the first night’s rent on each rental unit reserved, and is a non-refundable payment.) • You will be given a confirmation number at the time of your call. Please keep this number somewhere safe; you will need to have this number to make changes to your reservation and at check-in. • Check-in time for all reservations is from 2 p.m. until 10 p.m. on your arrival date. Reservations, which are not picked up by 10 p.m. on the arrival date, will be considered cancelled, unless arrangements have been made with the Clubhouse Rental Office prior to the 10 p.m. cut off. • Check-out must be accomplished no later than 10 a.m. on your departure day. Additional charges will be incurred for late checkouts. No refunds for early departures will be granted. Final changes to reservations (departure date, number of beds/rooms, etc.) must be made at check-in. • Requester must be 18 years of age or older to request reservations. Proof of age may be requested upon check-in.

Lodging Fees

For current fees contact the Camp Perry Lodging and Conference Center at 888-889-7010 by email at cplccinfo@gmail.com. No fees for housing are to be sent with the entry fees. Housing fees will be paid at the time of check-in.

Bedding

Bedding for use in cottages, and motels will be provided. Individuals staying in huts or barracks will be required to bring their own bed and bath linens.

What to Bring

Community bathrooms and showers are located in the competitor lodging area and in barracks. It is advisable that participants bring some personal items to Camp Perry, which should include shower shoes, robes, a small throw rug, small electric fan, extra coat hangers, alarm clock, soap, towels, and wash cloths.

Use of Electrical and Other Appliances

Cooking in huts, or barracks is absolutely forbidden. Due to upgrades in electrical service to huts, use of small air conditioners and other electrical appliances, fans, razors, clocks, reading lights, radios and televisions will be permitted.

Lodging Reassignment

NO reassignment of lodging is to be done without the prior knowledge of the Clubhouse or Rental Office.

Security of Property

Occupants bear total responsibility/liability in the event of loss of property through fire, theft, and damage or for any other reasons while at Camp Perry. Vandalism will not be tolerated and anyone caught in such an act will be turned over to the Ohio law enforcement authorities for appropriate action.

Huts

Camp Perry is an Ohio National Guard Camp. The competitor huts were originally built to accommodate WWII Prisoners of War, have concrete floors and are approximately 14x14 in size. The buildings are furnished with one center light, open clothing racks, army cots and mattresses, and can accommodate four persons. All hut customers will be required to sign a liability release form. Huts are livable, but austere.

Barracks Lodging

Each barracks room consists of 25 beds. Each bed is assigned a wall locker; guests must provide their own lock to secure belongings. Barracks are rented by the bed. Female quarters are limited due to community latrine facilities.

Food Service/Meals

Food service will be available for breakfast, lunch, and dinner at OHNG mess hall and private vendors.

Other Events NRA College Night

An informational briefing hosted by the NRA College & School Programs Department. The audience is comprised of junior high and high school students as well as college students, coaches, and family members. Questions regarding scores, grades, scholarships, and recruiting will be answered. NRA National Junior Smallbore Rifle Camp

An NRA National Junior Smallbore Rifle Camp will be conducted July 21-26, concurrent with Smallbore Rifle Matches. The camp is to enable youth, ages 12 or older with intermediate shooting skills, to enhance their shooting under the guidance of NRA Certified Coaches. Emphasis will be placed on reinforcing the fundamentals: mental, nutritional, and physical training; wind and weather; use of a diary; and more-plus plenty of shooting. Pre-registration of juniors is required. Certified Rifle Coaches (inexperienced and experienced) who wish to assist with this program must submit a resume. Participation is limited to 72 junior students. The camp registration fee is $200. NRA Junior Pistol Shooting Camp

NRA is conducting a Junior Pistol Shooting Camp during the National Matches. The camp will be held July 10-15. Juniors participating will be introduced to a positive approach to competitive pistol shooter development. The camp is designed to increase the shooter’s ability to progress from the beginning/intermediate level to more advanced shooting levels while developing competitive shooting skills. The program is designed to provide the path, which starts at the Qualification Program, to all levels of competition shooting if that is the route the shooter desires. In the camp, shooters will learn using hands-on skills, the history of marksmanship, the development of the sport, use of the rule book, equipment selection, fundamentals of pistol shooting, position development, mental training, and tournament operations. Climaxing the program, camp participants will take part in a final Junior Pistol Shooting Camp NRA Sanctioned Tournament, where they can demonstrate their newly learned skills. Participation is limited to 50 students. The camp registration fee is $200. NRA Shooting Coach Certification Schools

The NRA Shooting Coach Education Program will conduct two coach schools at Camp Perry. An NRA Pistol Shooting Coach School will be held July 11-13 and an NRA Smallbore Rifle Shooting Coach School will be conducted on July 18-20. The NRA Shooting Coach Schools provide hands-on training and active learning activities to enable you to learn and develop sport specific coaching skills. You will learn coaching methods, rules of the sport, selection and use of shooting equipment, correction of shooting errors, and how to organize shooting programs. NRA Shooting Coach Schools are open to coach candidates for a fee of $100.00 for the Pistol Coach School and $150 for the Advanced Rifle Coach School, which includes all materials and instruction. NRA Coach Schools at Camp Perry are limited to 25 coach candidates on a first-come, first-served basis. Courses are conducted in the evening from 5 p.m. until approximately 10 p.m.. NRA Range Safety Officer Course

Registration fee is $100, which includes all materials and your first year’s certification fees. Candidates must be 21 years or older. NRA Volunteers with two or more years of service may be eligible for waiver of fees. This course is limited to the first 20 candidates. Smallbore Marksmanship Clinic

The U.S. Army Marksmanship Unit, Fort Benning, GA, will conduct a Smallbore Rifle Marksmanship Clinic on Thursday, July 19 at 7 p.m., following the Collegiate Meeting, in the Post Theater. There is no attendance fee or advanced entry required.

Safety General

Safety in the use of firearms and in other activities is the concern of all who participate in the National Matches, whether competitors, dependants, team officials, volunteers, or Match Staff. In order to maintain the outstanding safety record at Camp Perry, safety rules must be observed. Violation of the following rules may result in disqualification and/or expulsion from Camp Perry with no refund of fees: 1. When operating a motor vehicle on Camp Perry, observe all posted speed limits, parking restrictions, and road signs. 2. Because of fire hazards in the competitor housing area, the following actions are prohibited: • Smoking in bed and cooking of any kind. 3. The following actions involving firearms safety are prohibited: • Loading and/or firing of any firearm before the command “Load” has been given. • Carrying or possession of an uncased firearm with the action closed, except when actually on the firing line at an assigned firing point, or in an authorized dry firing area. • Having a loaded firearm within the limits of Camp Perry except when on an assigned firing point after the command “Load” has

been given. (A loaded firearm is defined as having a round or rounds in a chamber, cylinder, or on a loading ramp; or having a magazine or clip containing one or more rounds partially or fully inserted in the firearm.) • Leaving a magazine or clip in a firearm or having the action closed after the firing line has been cleared. • Handling a firearm in any way on the firing line while anyone is forward of the firing line. • Any other unsafe act involving a firearm. 4. The use of eye and ear protection is required under the range rules of the Ohio National Guard. 5. Empty Chamber Indicators (ECI)-formally known as Open Bolt Indicators (OBI)-are required for the Pistol, Smallbore and High Power Rifle Phases.

Dry Firing

These rules apply to all dry firing during the National Matches: 1. Dry firing is permitted during the time that a competitor is actually on the firing line and is preparing to fire in accordance with Rule 10.3.1. 2. Dry firing areas will be set up on Petrarca Range during the High Power Rifle Phase. 3. No dry firing is permitted in any area of Camp Perry other than stated above. 4. No ammunition is to be in the possession of competitors when they are dry firing except as in paragraph (1) above. 5. When dry firing, all competitors must open rifle actions and observe all other range safety precautions when other persons approach their line of sight. 6. Any dry firing must be done from the same firing line. Dry firing during High Power must be done from the covered firing points at 300 yards, or from the 200 yard line, not both at the same time.

Clothing

Since safety is always of prime concern in the conduct of shooting events, it is strongly recommended that articles of clothing be worn that will ensure the comfort and safety of all competitors and range personnel.

Alcoholic Beverages or Narcotic Substances

Consumption of any alcoholic beverage or narcotic substance which can alter the normal mental or physical function of the body, either on the range or in the spectator or public areas north of Lawrence Road while the ranges are in use, is prohibited. The use of any narcotic substances ANYWHERE on Camp Perry is prohibited. Disorderly conduct or intoxication is not permitted on the range or on any contiguous range property. A person who violates this regulation will be subject to immediate disqualification and expulsion from the National Matches with no return of entry fees.

2012 NRA National Smallbore 3-P Championships Open To

The National Conventional 3-Position Smallbore Rifle Championship is open to all shooters. Membership in the NRA is not required, but highly recommended. Competitors who are not NRA members are not eligible for National Record recognition.

Junior Competitor Eligibility

Juniors may compete as juniors in either Individual or Team competition at the NRA National Position Matches, provided they meet the following criteria: 1. Comply with Rule 2.3 Junior, 2.3.1 Intermediate Junior, or 2.3.2 Sub- Junior. 2. Individuals who have National Guard, Reserve or Active Duty status and receive support (as defined in Rule 2.2) may not compete as juniors.

Team Eligibility and Requirements

1. In NRA Matches no more than one (1) Service competitor (Rules 2.5, 2.6 and 2.7) may be a member of a team representing an NRA Affiliated Local Club, Open Club, or State Association Team. All firing members of junior teams must be juniors. 2. Teams may enter under Rules 2.10, 2.11, 2.12, 2.13, and 2.18. Junior State Association Teams may enter provided that all firing members are eligible under Rules 2.12, 2.3, 2.3.1, or 2.3.2. A person not a State Association member may serve as a non-firing coach. 3. Smallbore Team Entries: Team Captains must purchase team cards and completely fill out the one marked “Official Copy”. There are two Position Team Matches, one Whistler Boy team match, and two Prone Team Matches. Smallbore teams will be pre-squadded. “Official” Team Score Cards must be returned to the Entry Office before team entry closing time. Team Captains are responsible for submitting complete and accurate team entries. Where there is only one junior team in a class/category, they will be combined in accordance with the National Matches Program until a minimum of two teams is reached in an award category. If there are no other junior teams entered, they will be combined with adult teams in the appropriate class/category. Combining schemes are listed in the program.

Competitor Classifications

1. Temporary Classifications: Rule 19.14, may not be used. 2. Assigned Classifications: Rule 19.6, may be used. 3. All competitors who do not hold an NRA Official Classification, either in the type of competition being fired, or an Assigned Classification according to Rules 19.6, 19.16, 19.17, 19.21, will be placed in the Master class. 4. Competitors may be required to present an Official NRA Classification Card at the Entry Office before picking up their competitor packet.

Competitor Regular Awards Categories

1. All junior or collegiate competitors in the Service must compete in the Service category and pay the standard service entry fees. Collegiate competitors competing in the Service category will still be eligible for Special Awards in the aggregates and National Championships. Junior competitors competing in the Service category will not be eligible for junior awards. 2. Special Awards to junior or collegiate competitors are as stated in this program. 3. Competitors may not change from one Regular Award category to another during any one phase of the National Championships. Special NOTE: A competitor may enter only one Regular Award category. NOTE: All juniors are eligible to win High Civilian.

4. Except as noted in specific match conditions, competitors will be divided into classes and those classes further divided into categories as follows: • Civilian - Competitors as defined by Rule 2.2 and 2.4 (Police) are considered to be civilians for Smallbore Rifle competition. • Service - Rules 2.5, 2.6 and 2.7 • Junior - Rule 2.3 • Intermediate Junior - Rule 2.3.1 • Sub-Junior - Rule 2.3.2

Special Awards Categories

1. Special Awards - Will be made as specified in Match conditions. In order for a competitor to be included in any Special Awards category for which he/she may be eligible, the appropriate Special Awards category MUST be indicated on the Entry card. Competitors may be eligible for more than one special category. Mark all Special Awards categories for which you are eligible. 2. Collegiate competitors who met all requirements of Rule 2.8 during the 2011-2012 academic years or received Bachelor’s degrees in the spring of 2011 are considered collegiate competitors for this year’s Championships. 3. National Championship Records (not NRA National Records) - Competitors breaking existing National Championship Records will receive a National Championship Record Certificate. 4. Woman, Senior (65 years or older), Intermediate Senior (55 thru 64 years), and Collegiate. 5. Any Sights Only Civilian Aggregate - Competitors entering the Any Sights Only Aggregate are not part of the NRA National Smallbore Rifle Three-Position Championship aggregate and are not eligible for National Championship Aggregate awards (Match 200). The Any Sights Only Aggregate is open to those competitors wishing to fire using Rule 3.7(c) throughout the competition. However, both the National Championship and the Any Sight Only Aggregate competitors will compete equally for awards during the Any Sight Only Aggregate (Match 202). The Any Sights Only Aggregate winner will be recognized at the award ceremony. Note: A Senior (65 or older) may compete throughout the NRA National Smallbore Rifle Three-Position Championship aggregate (Match 200) using any sights, Rule 3.7(c), and is eligible for National Championship Aggregate awards (Match 200). A SENIOR WILL NOT BE ELIGIBLE FOR THE NATIONAL CHAMPIONSHIP AWARDS (MATCH 200) IF ENTRY IS MADE FOR THE ANY SIGHTS ONLY AGGREGATE. Note: Competitors who elect to shoot in the Any Sights Only Aggregate will not be considered for a Distinguished Rifleman Step.

Smallbore Rifle Competitor’s Meeting with the Smallbore Rifle Committee The Competitor’s meeting will take place from 5 p.m. to 6 p.m. on Thursday, July 19, location to be determined. Another meeting is scheduled prior to the Prone competition, Monday, July 23.

Smallbore 3-P Entry Closing Dates

Entries must be mailed in time to arrive at Camp Perry before the closing date. NOTE: The postmark will not be used to determine whether or not an entry makes the closing deadline. NOTE: Closing dates for online entries are different than the closing dates for mail in entries. NOTE: The NRA Entry Office, Building 950, will be closed from 12 noon to 1 p.m. every day except individual entry day.

Competitor Packets & Changes

Competitors who are aware of a change to their Entry Card must notify the Statistical Office immediately. Do not wait until you get to Camp Perry. After July 10, immediately call the Statistical Office at 419-3014161 (collect calls cannot be accepted.) Upon receiving their Competitor Packet, competitors MUST check their identification (classification) cards, squadding tickets, classification and category to ensure correctness. Corrections MUST be immediately brought to the attention of the Statistical Office, Building 950, challenge window. A competitor who elects to compete in a higher class must notify the Statistical Office prior to firing their first record shot. After firing of their record shot, competitors may not make a change to their correctly entered class or category. Rule 16.1(c) is amended for Camp Perry only: Administrative Changes will not be made after the Final Challenge Period for a competitor’s first day aggregate. Corrections in team matches will not be made after the final team match challenge period is over.

Team Requirements Team Entry Procedure

1. All Team entries must be made at Camp Perry and may not be made by advance entry. 2. Individuals not firing on teams or acting as a non-firing captain or coach, and who are not entered in individual NRA Matches, must register in advance for the phase concerned using a regular entry card. Competitor numbers will be issued and special competitor packets made upon request for individuals in this status. 3. Team Captains must provide a complete address on the back of each Official Team Entry Card. This address will be used for the return of entry fees due to cancelled matches or for forwarding awards in those cases where a team is unable to attend the Awards Ceremony or pickup up their awards from the Awards Office.

Entry Fees 1. Individual Entry Fees for the NRA Matches are package fees. No housing fees of any kind are included. 2. All Entry Fees Must Accompany Entry Cards, except for those organizations that have made prior arrangements with the Statistical Director. Registration Fees are NOT charged for the following: - Children under 12 years of age. - Volunteers who have been assigned by the Volunteer Coordinator. 3. Entry Fees may be paid by check, money order, NRA Award Points, American Express, Discover, VISA or MasterCard. DO NOT send cash. Organizations, which by prior arrangement have had accounts set up for them, must clear their account with the Statistical Office before leaving Camp Perry. 4. Team Fees are based on four competitors per team. 5. Non-Firing Registration: Any individual, except those individuals who are entered in any of the NRA competitive events, or Volunteers, who are present at Camp Perry, must register at the Entry Office if they will be on the Camp Perry property at any time (Coach, Captain, Administrative, Support).

Team Entry Procedure

Team Captains must provide a complete address on the back of each Official Team Entry Card. This address will be used for the return of entry fees due to cancelled matches or for forwarding awards in those cases where a team is unable to attend the Awards Ceremony or pick up their awards from the Awards Office.

NRA Smallbore 3-P Individual Entry Fees

“WITH ME” Smallbore Entry Credits

1. An Entry Credit of $20.00 ($10.00 for juniors) will be given for each new or retired competitor that a shooter brings to compete in the NRA Smallbore Rifle matches. 2. “Retired” is someone who has not been to Perry for the past five (5) years. In addition, the “new” and returning “retired” shooters may deduct the credit from their entry fees. 3. All persons sponsoring others for credit must include both their entry card and that of the person being sponsored in the same envelope. A claim form is included in the Entry Packet and may be duplicated as necessary.

Tournament Conditions Rules

1. Current NRA Smallbore Rifle Rules, as modified within this program, shall govern allowing the most liberal conditions found in those Rules. 2. It is the competitor’s responsibility to be familiar with the Rules, all Match Director Bulletins, and the National Matches Program.

The Official Bulletin Board is located at NRA Building 950. Preliminary Bulletins on all matches and all official notices will be posted on the Official Bulletin Board. Competitors are reminded that it is their responsibility to check the Official Bulletin Board for official notices and scores (Rule 18.11).

Firearms Allowed

1. Competitors are responsible for providing their own firearms. 2. Any Rifle. Rule 3.2 applies.

Ammunition:

Ammunition as defined in NRA Rule 3.17 will be allowed in the NRA National Championships.

Shooting Mats, Pads, and Artificial Shelter

1. No umbrellas or other forms of artificial shelter are permitted forward of the Ready Line. 2. A temporary firing line cover may be erected for the NRA 3-Position and Prone Championships (weather permitting).

Targets

Authorized Individual Targets: A-23/5 Authorized Team Matches Targets: A-23/5.

Fired Targets

1. All fired targets will remain under control of NRA. 2. Competitors will not intentionally alter their targets in any way. 3. Competitors wishing to keep their fired targets may make a request to the Challenge Referee, Building 950, after the final challenge period.

Target Changing and Handling Hanging Targets

1. Competitors are responsible for hanging their own correct targets and backers for the range and position being fired with the sighting bulls on top, and must furnish adequate clips (minimum 12, no clothes pins) with which to secure the targets to the frames. 2. A five minute period will be allowed for hanging targets. Any competitor missing the target hanging period will be recorded a “DNF” for that stage. 3. All 50 yard targets will be placed in the normal position below the Masonite on the top of the target frame so that shots fired in the sighting bulls will not penetrate the mounting board. 4. Competitors are reminded that no one will be allowed to set up on the firing line after the 3 minute preparation period has ended. 5. Report damaged target frames to the Block Officer.

Fired Target Inspection

1. Competitors may visually inspect their own targets but may not handle their own fired targets. 2. Competitors or coaches will not use scoring devices of any kind on the fired target.

Target Handling

Competitors will remove the target to the immediate right of their assigned target and place the fired target in a target bin located next to the target trailer behind the firing line.

Target Identification

Provided self-adhesive labels may be used. NOTE: Rule 18.15(e). All targets and backers must be identified with only: competitor number, match number, firing point number, relay number and stage number. Pencils, ballpoint pens or permanent markers only should be used. Unidentifiable targets and backers may not be scored.

Scoring

1. Scoring Procedure: Scoring will be accomplished according to the NRA Smallbore Rifle Rules Book, Section 14.

2. Use of Scoring Devices: No competitor or Coach will use scoring devices of any kind on a target at any time. 3. Targets will be scored in the Statistical Office. 4. Target Viewing: Competitors will be able to view their scored targets in the NRA Target Viewing area., Building 950.

Ties

1. Shoot-off: A shoot-off will be conducted to determine the winner of a match where an unbreakable tie exists. 2. Unbreakable Ties for 2nd, 3rd, Category, and lower will be issued duplicate awards. 3. In the case of unbreakable ties for 2nd and 3rd place, competitors concerned will both be awarded the higher prize, and be listed in competitor number sequence in the Bulletin. 4. Ties for class/category awards in matches will be broken in accordance with NRA Rules through 1st, 2nd, and 3rd place in class category; the highest prize will be given to each competitor concerned. The scores below 3rd place will not be broken and ranked, except when necessary to separate the last award authorized.

Squadding

1. The Special Squadding Form, available on-line, through the NRA Competitive Shooting Division Rifle Department, will be used for those competitors who wish special squadding. 2. A fee of $20.00 is assessed for each Special Squadding Form (not per competitor) submitted. 3. Application for Special Squadding does not guarantee desired firing points. 4. Squadding requests not submitted on the Special Squadding Request Form will not be considered. 5. Disabled shooters will not be charged a Special Squadding fee. 6. Competitors will be assigned to the same target throughout each Championship. 7. There will be two relays squadded for the Smallbore Rifle Championships. 8. Every effort will be made to squad the Masters together on one relay. NOTE: Special Squadding forms must be mailed directly to the NRA Statistical Director, NRA matches, Box 700, Port Clinton, OH 43452 to arrive on or before July 14, 2012.

Electronic Devices

1. Audible timing devices are allowed. 2. Competitors are reminded that Rule 3.23 prohibits sound producing or communication devices forward of the Ready Line. This Rule applies to pagers, cell phones, audible timing device alarms (except hearing aids), or any other sound-producing device.

Starting Times

All matches will begin at 8:00 a.m. unless conditions dictate a delay.

Challenges and Protests Procedures

1. Competitors and team captains wishing to make a challenge or protests are referred to the NRA Rule Book, Section 16. Challenges and protests will only be accepted from competitors or team captains; other individuals are not eligible to make a challenge or protest. During the team matches, only the team captain may challenge a team’s score or protest a team match; team captains are not eligible to challenge or protests for an individual competitor during the individual championships. 2. It is the competitor’s responsibility to ensure that the scores posted on the Official Bulletin Board are correct. It is the responsibility of the Statistical Office to correct scoring errors prior to the end of the final challenge period; after the final challenge period for a match, the competitor accepts the responsibility for posted scores. 3. After checking the Official Bulletin or reviewing the scored targets, a

competitor who feels that a match fired by him or by another competitor has been improperly scored or evaluated, may challenge that score. The following procedures apply: a. The competitor must pay the Challenge Fee and obtain a Challenge Card from the Statistical Office (Challenge window), Building 950. b. Return the Challenge Card to the Challenge Referee, Building 950. The competitor may observe the Challenge Referee during his evaluation of the target. If the competitor’s challenge is sustained a receipt will be provided and the competitor may return to the Challenge Window and collect his Challenge Fee. 4. All Administrative Challenges will be processed in accordance with NRA Smallbore Rifle Rule 16.1(c) as amended.

Challenges

1. Each competitor should check the competitor scores as they are posted on the computer printout in Building 950. Unless otherwise noted, scores posted are preliminary and do not necessarily reflect the final standings and/or awards won. 2. If you feel your score, class, or category are not correct, it is your responsibility (team captain for team matches) to report this to the Stat Office prior to the close of the posted challenge period for that match. (See Rule 18.13). Go to the Challenge Window in Building 950, the Statistical Office. Complete a challenge card & pay the challenge fee. The Challenge will be processed in the target hanging area by a Challenge Referee and corrections made if warranted. 3. It is the competitor’s responsibility to make certain that the scores posted are correct. Failure to check scores within the time limit will result in the penalty of losing the privilege of any further challenge for that match. It is the Statistical Office’s responsibility to correct scores prior to the end of the final challenge period. After the final challenge period, the competitor accepts the responsibility for scores posted.

Challenge Period

1. Corrections to the Preliminary Bulletins are made in the Statistical Office or in the target scoring area within the challenge period as noted above (Rule 11.6.3). Challenge periods will be posted on the Official Bulletin Board and announced on the range. 2. All fired matches will have a two hour challenge period. Scores after 5 p.m. will have the challenge period extended to the next day no later than 9 a.m. as directed by the Statistical Officer or Match Director.

Protests

All protests must be in accordance with NRA Rules 16.2, 16.2.1, 16.3, and 16.4. A $20 protest fee is charged for each protest. Protests may be filed at the NRA Statistical Office, Building 950. All protests must be filed within the allotted challenge period. Failure to follow the proper protest procedure, Rule 16.3 and 16.4, will automatically void the protest. Protests sustained by the protest committee are fully refunded.

Early Loading

1. Rule 10.1.3: No loaded cartridge will be inserted into the rifle nor placed on the loading ramp except at the firing point and after the command “Load.” 2. Any competitor placing an unfired cartridge in the chamber or on the loading ramp before the command “Load” will be warned on the first violation, a deduction of 10 points from that stage, for the second violation, disqualified from that stage for the third violation, disqualified from the match for the fourth violation, and expelled from the National Matches on the fifth violation. 3. For Camp Perry only, the Range Officers and Referees will show a yellow card to a competitor when giving a warning of an infraction. If a competitor is to be penalized or disqualified, an orange card will be shown.

Service and Civilian Class and Category Awards

1. Service and Civilian Class and Category Awards: Class and category awards will be given in all NRA individual fired and aggregate matches. 2. Competitors entering the Service or Civilian categories will be divided into classes and those classes further divided into the Service and Civilian categories. 3. Awards will be provided on the basis of five or more competitors in a class/category in the following manner: Minimum of five competitors in a class/category, one award; 15 competitors, 2 awards; 25 competitors, 3 awards; and following this procedure until the total number of competitors within a class/category is established, on the basis of one award for each 10 competitors. 4. When there are fewer than five competitors within a class/category they will be combined within the class as shown below until a total of five or more is achieved. (A) Civilian to Junior to Service (B) Junior to Civilian to Service (C) Service to Civilian to Junior 5. In no case will any competitors of lower classification be combined with the Master Class.

Junior, Intermediate Junior and Sub-Junior Class and Category Awards

1. Class and category awards will be given in all fired and aggregate matches. 2. Competitors entering the Junior, Intermediate Junior or Sub-Junior categories will be divided into classes and those classes further divided into the Junior, Intermediate Junior and Sub-Junior categories.

Class/Category Awards Fired Matches

As specified in match conditions. 1. One award will be provided if there are 5 or more competitors in a class/category. An additional award will be provided as above. When there are fewer than five competitors within class/category, they will be combined with the other Junior categories as shown below, until a minimum of five competitors is achieved: (A) Sub-Junior to Intermediate to Junior (B) Intermediate to Junior to Sub-Junior (C) Junior to Intermediate to Sub-Junior 2. If there are still fewer than five competitors within a class when all Junior categories within the class have been combined, the categories will be combined with the next higher class. NOTE: Competitors of lower classifications will not be combined with the Master class. 3. Awards will be provided based on the basis of the actual number of scores fired in each match.

Team Awards Distribution

NRA Team Awards are issued based on the number of authorized firing members. When provided for by the match conditions, plaques or medals will be awarded to each firing member of the team and sponsoring club or organization.

2012 NRA National Smallbore Prone Championships Open To

The National Conventional Prone Smallbore Rifle Championship is open to all shooters. Membership in the NRA is not required, but highly recommended. Competitors who are not NRA members are not eligible for National Record recognition.

Junior Competitor Eligibility

Juniors may compete as juniors in either Individual or Team competition at the NRA National Position Matches, provided they meet the following criteria: 1. Comply with Rule 2.3 Junior, 2.3.1 Intermediate Junior, and 2.3.2 SubJunior. 2. Individuals who have National Guard, Reserve or Active Duty status and receive support (as defined in Rule 2.2) may not compete as juniors.

Team Eligibility and Requirements

1. In NRA matches no more than one (1) Service competitor (Rules 2.5, 2.6 and 2.7) may be a member of a team representing an NRA Affiliated Local Club, Open Club, or State Association Team. All firing members of junior teams must be juniors. 2. Teams may enter under the following Rules: Rules 2.10, 2.11, 2.12, 2.13, and 2.18. Junior State Association Teams may enter provided that all firing members are eligible under Rules 2.12, 2.3, 2.3.1, or 2.3.2. A person not a State Association member may serve as a non-firing coach. 3 .Smallbore Team Entries: Team captains must purchase team cards and completely fill out the one marked “Official Copy”. There are two Position Team Matches, one Whistler Boy team match, and two Prone Team Matches. Smallbore teams will be pre-squadded. “Official” Team Score Cards must be returned to the Entry Office before team entry closing time. Team captains are responsible for submitting complete and accurate team entries. Where there is only one junior team in a class/category, they will be combined in accordance with the National Matches Program until a minimum of two teams is reached in an award category. If there are no other junior teams entered, they will be combined with adult teams in the appropriate class/category. Combining schemes are listed in the program.

Competitor Classifications

1. Temporary Classifications: Rule 19.14, may not be used. 2. Assigned Classifications: Rule 19.6, may be used. 3. All competitors who do not hold an NRA Official Classification, either in the type of competition being fired, or an Assigned Classification according to Rules 19.6, 19.16, 19.17, 19.21, will be placed in the Master class. 4. Competitors may be required to present an Official NRA Classification Card at the Entry Office before picking up their competitor packet.

Competitor Regular Awards Categories

1. All junior or collegiate competitors in the Service must compete in the Service category and pay the standard service entry fees. Collegiate competitors competing in the Service category will still be eligible for Special Awards in the aggregates and National Championships. Junior competitors competing in the Service category will not be eligible for junior awards. 2. Special Awards to junior or collegiate competitors are as stated in this program. 3. Competitors may not change from one Regular Award category to another during any one phase of the National Championships. Special NOTE: A competitor may enter only one Regular Award category NOTE: All juniors are eligible to win High Civilian.

4. Except as noted in specific match conditions, competitors will be divided into classes and those classes further divided into categories as follows: • Civilian - Competitors as defined by Rules 2.2 and 2.4 (Police) are considered to be Civilians for Smallbore Rifle competition. • Service - Rules 2.5, 2.6 and 2.7 • Junior - Rule 2.3 • Intermediate Junior - Rule 2.3.1 • Sub - Junior - Rule 2.3.2

Special Awards Categories

1. Special Awards - Will be made as specified in Match conditions. In order for a competitor to be included in any Special Awards category for which he/she may be eligible, the appropriate Special Awards category MUST be indicated on the Entry Card. Competitors may be eligible for more than one special category. Mark all Special Awards categories for which you are eligible. 2. Collegiate Competitors who met all requirements of Rule 2.8 during the 2011-2012 academic years or received Bachelor’s degrees in the spring of 2011 are considered to be collegiate competitors for this year’s Championships. 3. National Championship Records (not NRA National Records) Competitors breaking existing National Championship Records will be recognized with a National Championship Record Certificate. 4. Woman, Senior (65 years or older), Intermediate Senior (55 thru 64 years), and Collegiate. 5. Anyone entering only the Prone 2 day (metallic or any sight) event will not be eligible for the Championship Aggregate. (Rule 1.7.l)

Competitor Packets & Changes

Competitors who are aware of a change to their Entry Card must notify the Statistical Office immediately. Do not wait until you get to Camp Perry. After July 10, immediately call the Statistical Office at 419-3014161 (collect calls cannot be accepted.) Upon receiving their Competitor Packet, competitors MUST check their identification (classification) cards, squadding tickets, classification and category to ensure correctness. Corrections MUST be immediately brought to the attention of the Statistical Office, Building 950, challenge window. A competitor who elects to compete in a higher class must notify the Statistical Office prior to firing their first record shot. After firing of

their record shot, competitors may not make a change to their correctly entered class or category. Rule 16.1(c) is amended for Camp Perry only: Administrative Changes will not be made after the Final Challenge Period for a competitor’s first day aggregate. Corrections in team matches will not be made after the final team match challenge period is over.

Team Requirements Team Entry Procedure

1. All Team entries must be made at Camp Perry and may not be made by advance entry. 2. Individuals not firing on teams or acting as a non-firing captain or coach, and who are not entered in individual NRA Matches, must register in advance for the phase concerned using a regular entry card. Competitor numbers will be issued and special competitor packets made upon request for individuals in this status. 3. Team Captains must provide a complete address on the back of each Official Team Entry Card. This address will be used for the return of entry fees due to cancelled matches or for forwarding awards in those cases where a team is unable to attend the Awards Ceremony or pickup up their awards from the Awards Office.

In addition, the “new” and returning “retired” shooter may deduct the credit from their entry fees. 3. All persons sponsoring others for credit must include both their entry card and that of the person being sponsored in the same envelope. A claim form is included in the Entry Packet and may be duplicated as necessary.

Tournament Conditions Rules

1. Current NRA Smallbore Rifle Rules, as modified within this program, shall govern allowing the most liberal conditions found in those Rules. 2. It is the competitor’s responsibility to be familiar with the Rules, all Match Director Bulletins, and the National Matches Program.

Official Bulletin Board

The Official Bulletin Board is located in Building 950. Preliminary Bulletins on all matches and all official notices will be posted on the Official Bulletin Board. Competitors are reminded that it is their responsibility to check the Official Bulletin Board for official notices and scores (Rule 18.11).

Ammunition

Shooting Mats, Pads, and Artificial Shelter

1. No umbrellas or other forms of artificial shelter are permitted forward of the Ready Line. 2. A temporary firing line cover may be erected for the NRA Prone Championships.

Targets

Authorized Individual Targets: A-23/5, A-26, and A-25 Authorized Team Matches Targets: A-23/5 and A-25

Fired Targets

1. All fired targets will remain under control of NRA. 2. Competitors will not intentionally alter their targets in any way. 3. Competitors wishing to keep their fired targets may make a request to the Challenge Referee, Building 950, after the final challenge period.

Target Changing and Handling Hanging Targets

1. Competitors are responsible for hanging their own correct targets and backers for the range and position being fired with the sighting bulls on top, and must furnish adequate clips (minimum 12, no clothes pins) with which to secure the targets to the frames. 2. A five minute period will be allowed for hanging targets. Any competitor missing the target hanging period will be recorded a “DNF” for that stage. 3. All 50 yard and 50 meter targets will be placed in the normal position below the Masonite on the top of the target frame so that shots fired in the sighting bulls will not penetrate the mounting board. 4. Competitors are reminded that no one will be allowed to set up on the firing line after the 3-minute preparation period has ended. 5. Report damaged target frames to the Block Officer.

Fired Target Inspection

1. Competitors may visually inspect their own targets but may not handle their own fired targets. 2. Competitors or coaches will not place scoring devices of any kind on the fired target.

Target Handling

Competitors will remove the target to the immediate right of their assigned target and place the fired target in a target bin located next to the target trailer behind the firing line.

Target Identification

Provided self-adhesive labels may be used. NOTE: Rule 18.15(e). All targets and backers must be identified with only: competitor number, match number, firing point number, relay number and stage number. Pencils, ballpoint pens or permanent markers only should be used. Unidentifiable targets and backers may not be scored.

Scoring

1. Scoring Procedure: Scoring will be according to the NRA Smallbore Rifle Rules Book, Section 14. 2. Use of Scoring Devices: No competitor or Coach will use scoring devices of any kind on a target at any time. The old 2 will become 3, etc. 3. Targets will be scored in the Statistical Office. 4. Target Viewing: Competitors will be able to view their scored targets in the NRA Target Viewing area, Building 950.

Ties

1. Shoot-off: A shoot-off will be conducted to determine the winner of a match where an unbreakable tie exists. 2. Unbreakable Ties for 2nd, 3rd, Category, and Lower 3. In the case of unbreakable ties for 2nd and 3rd place, competitors concerned will both be awarded the higher prize, and be listed in competitor number sequence in the Bulletin. 4. Ties for class/category awards in matches will be broken in accordance with NRA Rules through 1st, 2nd and 3rd place in class category; the highest prize will be given to each competitor concerned. Tie scores below 3rd place will not be broken and ranked, except when necessary to separate the last award authorized.

Squadding

1. The Special Squadding Form, available on-line, through the NRA Competitive Shooting Division Rifle Department, will be used for those competitors who wish special squadding. 2. A fee of $20.00 is assessed for each Special Squadding Form (not per competitor) submitted. 3. Application for Special Squadding does not guarantee desired firing points. 4. Squadding requests not submitted on the Special Squadding Request Form will not be considered. NOTE: Special Squadding forms must be mailed directly to the NRA Statistical Director, NRA matches, P. O. Box 700, Port Clinton, OH 43452 to arrive on or before July 14, 2012. 5. Disabled shooters will not be charged a Special Squadding fee. 6. Competitors will be assigned to the same target throughout each Championship. 7. There will be two relays squadded for the Smallbore Rifle Championships. 8. Every effort will be made to squad Masters together on one relay.

Electronic Devices

1. Audible timing devices are allowed. 2. Competitors are reminded that Rule 3.23 prohibits sound producing or communication devices forward of the Ready Line. This Rule applies to pagers, cell phones, audible timing device alarms (except hearing aids), or any other sound producing device.

Starting Times

All matches will start at 8:00 a.m. unless conditions dictate a delay.

Challenge and Protest Procedures

1. Competitors and team captains wishing to make a challenge or protests are referred to the NRA Rule Book, Section 16. Challenges and protests will only be accepted from competitors or team captains; other individuals are not eligible to make a challenge or protest. During the team matches, only the team captain may challenge a team’s score or protest a team match; team captains are not eligible to challenge or protests for an individual competitor during the individual championships. 2. It is the competitor’s responsibility to ensure that the scores posted on the Official Bulletin Board are correct. It is the responsibility of the Statistical Office to correct scoring errors prior to the end of the final challenge period; after the final challenge period for a match, the competitor accepts the responsibility for posted scores. 3. After checking the Official Bulletin or reviewing the scored targets, a competitor who feels that a match fired by him or by another competitor has been improperly scored or evaluated, may challenge that score. The following procedures apply: a. The competitor must pay the Challenge Fee and obtain a Challenge Card from the Statistical Office (Challenge window), Building 950. b. Return the Challenge Card to the Challenge Referee, Building 950. The competitor may observe the Challenge Referee during his evaluation of the target. If the competitor’s challenge is sustained a receipt will be provided and the competitor may return to the Challenge Window and

collect his Challenge Fee. 4. All Administrative Challenges will be processed in accordance with NRA Smallbore Rifle Rule 16.1(c) as amended.

Challenges

1. Each competitor should check the competitor scores as they are posted on the computer printout in Building 950. Unless otherwise noted, scores posted are preliminary and do not necessarily reflect the final standings and/or awards won. 2. If you feel your score, class, or category are not correct, it is your responsibility (team captain for team matches) to report this to the Stat Office prior to the close of the posted challenge period for that match. (See Rule 18.13). Go to the Challenge Window in Building 950, the Statistical Office. Complete a challenge card & pay the challenge fee. The Challenge will be processed in the target hanging area by a Challenge Referee and corrections made if warranted. 3. It is the competitor’s responsibility to make certain that the scores posted are correct. Failure to check scores within the time limit will result in the penalty of losing the privilege of any further challenge for that match. It is the Statistical Office’s responsibility to correct scores prior to the end of the final challenge period. After the final challenge period, the competitor accepts the responsibility for scores posted.

Challenge Period

1. Corrections to the Preliminary Bulletins are made in the Statistical Office or in the target scoring area within the challenge period as noted above (Rule 11.6.3). Challenge periods will be posted on the Official Bulletin Board and announced on the range. 2. All fired matches will have a two hour challenge period. Scores after 5 p.m. will have the challenge period extended to the next day no later than 9 a.m. as directed by the Statistical Officer or Match Director.

Procedures for Making Scoring Challenges

If the competitor disagrees with a shot value recorded on the fired target or posted in the Preliminary Bulletin, the competitor may challenge the score. Rule 16.1 must be used.

Challenge Period

1. Corrections to Preliminary Bulletins will be made at the Stat Office or in the Target Scoring Area within the time period noted. (Rule 11.6.3) 2. Matches posted after 6 p.m. will have a posted challenge period closing at 7 p.m. With any matches posted after 7 p.m., the Statistical Office may continue the challenge period until 9 a.m. the following day. All scores for each match will be posted at one time, not by relay.

Protests

All protests must be in accordance with NRA Rules 16.2, 16.2.1, 16.3, and 16.4. A $20 protest fee is charged for each protest. Protests may be filed at the NRA Statistical Office, Building 950. All protests must be filed within the allotted challenge period. Failure to follow the proper protest procedure, Rule 16.3 and 16.4, will automatically void the protest. Protests sustained by the protest committee are fully refunded.

Early Loading

1. Rule 10.1.3: No loaded cartridge will be inserted into the rifle nor placed on the loading ramp except at the firing point and after the command “Load.” 2. Any competitor placing an unfired cartridge in the chamber, or on the loading ramp command “Load” will be warned on the first violation, a deduction of 10 points from that stage, for the second violation, disqualified from that stage for the third violation, disqualified from the match for the fourth violation, and expelled from the National Matches on the fifth violation.

3. For Camp Perry only, the Range Officers and Referees will show a yellow card to a competitor when giving a warning of an infraction. If a competitor is to be penalized or disqualified, an orange card will be shown.

1. Service and Civilian Class and Category Awards Class and Category Awards will be given in all NRA individual fired and aggregate matches. 2. Competitors entering the Service or Civilian categories will be divided into classes and those classes further divided into the Service and Civilian categories. 3. Awards will be provided on the basis of 5 or more competitors in a class/category in the following manner: Minimum of five competitors in a class/category, one award; 15 competitors, 2 awards; 25 competitors, 3 awards; and following this procedure until the total number of competitors within a class/category is established, on the basis of one award for each 10 competitors. 4. When there are fewer than five competitors within a class/category they will be combined within the class as shown below until a total of five or more is achieved. When there are fewer than five competitors within class/category, they will be combined with the other Junior categories as shown below, until a minimum of five competitors is achieved. Foreign Visitor Awards

1. The Dick Danik Memorial Plaque will be awarded to the high scoring foreign visitor. Foreign visitors are eligible for all awards. 2. First through third place and Special Awards (Civilian Champion, Woman Champion, Senior Champion, Intermediate Senior Champion, Collegiate Champion, Junior Champion, Intermediate Junior Champion, Sub-Junior Champion, and Service Champion) for Match 300 may be won by any competitor. NOTE: Competitors of lower classifications will not be combined with the Master class. 3. Awards will be provided based on the basis of the actual number of scores fired in each match.

Team Awards Distribution

NRA Team Awards are issued based on the number of authorized firing members. When provided for by the match conditions, plaques or medals will be awarded to each firing member of the team and sponsoring club or organization.

Any Sights Only Civilian Aggregate 1. Individuals who desire to shoot using only any sights may do so in a special aggregate, the Any Sights Only Civilian Aggregate. 2. Competitors who compete in the Any Sights Only Civilian Aggregate will compete throughout Match 301 (Championship Metallic Sights Match) within the Any Sights Only Civilian Aggregate (One award for each five competitors will be awarded for the aggregate of the first two days competition). 3. Any Sights Only Civilian Competitors will become part of Match 302 (Championship Any Sight Aggregate) and will compete with the Championship competition. 4. Any Sights Only Civilian Aggregate competitors will be eligible for any awards within Match 302, and are not eligible for awards in Match 300 (National Championship Aggregate). 5. One award for each five competitors will be awarded for the overall Any Sights Only Civilian Aggregate. No award will be made for less than five competitors. 6. Any Sights Only Civilian competitors are not eligible for an NRA Distinguished Rifleman Step.

WHISTLER BOY SMALLBORE TEAM MATCH 323 Fired

Four hundred rounds of Match Grade ammunition (if available) per team will be issued on the firing line. No other ammunition may be used. Ammunition is 100 rounds for record plus 100 sighters for each competitor. The team captain/coach will present the “Official copy� of the team score card to receive ammunition for the match.

Scoring and Challenges

1. Scoring: The fired Whistler Boy targets will be scored by the National Matches Statistical Office. Scored targets will be on display in Building 950 to allow team captains and coaches to view and challenge, if necessary. 2. Challenges: Teams may not challenge the scoring of another team. The Whistler Boy Challenge Period will end one hour from the end of the National Any Sights Team, Match #222 unless extended by the Statistical Officer. A Challenge Referee will be available to resolve Rules issues or challenges. There will be no challenge fee charged for Whistler Boy challenges.

Selection of U.S. Team

The top 22 shooters (20 shooters, two alternates) in the metallic sight aggregate will be invited to shoot on the U.S. Dewar Team. Candidates are responsible to attend the team meeting after cease fire (2nd day, place to be determined) and for checking the bulletin board to ensure the score posted is correct. Team members are responsible for providing their own coaches. Anyone wishing to be considered for the Dewar Team should fire the metallic sight matches with “British legal” equipment, (i.e., 40mm sling, optics in front or rear sight, not both.)

Randle Team

The top 12 shooters (10 shooters, two alternates) in the metallic sight aggregate will be invited to shoot on the U.S. Randle Team. Candidates are responsible to attend the team meeting after cease fire (2nd day, place to be determined) and for checking the bulletin board to ensure the score posted is correct. Team members are responsible for providing their own coaches.

Dewar Course, metallic sights for each firing member.

Awards

Members firing on the USA Team for the first time receive a special charm bracelet. All members receive a year charm to add to their bracelet. To the high scoring shooter on the USA Team, an Eleanor Dunn Trophy laminated plaque.

Winner: Two Randle Doubles laminated plaques. Lewis class “A”, “B”. Top 20% in each class. Special medals will be awarded. $10 per team. Entry and squadding will be done on the range. Each team will be assigned two firing points, side by side and will fire the Dewar Course starting at 50 yds. Coaching is encouraged.
