Frankfordofficialsarewaitingon stateagenciestogivetheirthumbs-up to preliminaryplansfortheTownto annextwolargeparcelsoflandintoits incorporatedarea,potentiallybringing 600ormorehomesinsidetownlimits.
TownCouncilPresidentGregWelch saidthisweekthattheTowniscollecting“planofservice”lettersfrompublic serviceagenciestosubmittothestate PreliminaryLandUseService(PLUS), whichwillthenreviewthematerials andissueitsrecommendationson whethertheTownshouldproceedwith the twoannexationrequests.
Theannexationrequestsinvolvetwo parcels,knownasCress-Parsonsandthe LynchFarm.Thecouncilhadvotedin Novembertomoveforwardwiththe twoannexationrequests,forthe150-
raryrestrainingorderintheCourtof Chancer yagainsttheTownfollowing thepassageofthenewordinancethis spring.
“TheTownwasverypleasedwith thevicechancellor’sdefinitiverulingestablishingthattheordinancewasnot pre-emptedbystatelaw,”Magdeburger said.“WearealsogratefulthatMs.EspinosavoluntarilydismissedhersuitbeforetheTownincurredadditional expenses.”
Thedismissalwasfiled“without
prejudice,”andboththeTownandEspinosawillbeartheirownlegalcosts.
“Sincewedonothavesidewalksin ourcommunity,thisordinancewillhelp keepBuntingAvenueasaferroadway forourpedestriansandbicyclists,who useitastheirunofficialboardwalk,and willgoalongwaytokeepingourcommunityawalkableone,”Magdeburger said.

WrightsaidinNovemberthatthere werenoschematicsordetailedplansas yetforeitherproperty,andthatpresentationstotheplanningcommission mostlyconsistedofmapsshowing wheretheparcelsarelocated.Theapplicationwasrecommendedforcouncil
considerationbyavoteof3-0,withtwo members,includingCommissionChair DuaneBeck,absentfromtheNov.2 meeting.
“Oncewegettheirreview,ifit’spositive,wehaveahearing,”foreachofthe annexations,Welchsaidthisweekofthe PLUSreview.
Meanwhile,townofficialsmetDec.1 withtheCress-Parsonsdevelopersregardingannexationfees,hesaid,because thedeveloperwaslookingtoreducethe feesorarrangeapaymentschedule.
“TheCress-Parsonspeople,”hesaid, “werelookingtoreducethe$500per acre,”whichtheTown’sordinancecalls forasanannexationfee.
Whilethecouncilhasnotyetvoted onanyagreementswiththedeveloper, Welchsaid,“Wegavethemterms”that wouldbreakthefeesdownintoportions payablewhenthestatePLUSreviews arecompleted(assumingtheStaterecommendstheTownmoveforwardwith therequests),thenfurtherpaymentsdue atalaterdate,possiblyafterPhase1of thedevelopmentiscompleted,Welch said.
“It’sstilldebatable,”hesaidofthe termsofthefeepayments,addingthat theTownis“amicable”toworkingwith thedeveloperonspreadingthefeesout overtime.
Welchsaidthisweekthatasthe Townmovesforwardwithplanstosubstantiallygrowthetown’sboundariesand population,officialsarebeginningto
considerwhatthatwillmeanforFrankfordinthelongrun,aswellasshortterm.
Welchsaidheishearingthatdevelopersarehavingahardertimenowgettingprojectsapproved,“becausethey’re maxingoutalltheservices.Hesaidhe feelsthereareadvantagesforsuchprojectstobeannexedintoSussexCounty’s smalltowns,includingDagsboroand Frankford.
WhilehesaidhebelievestheTown “willbelessinclinedtosupportsomethinglikethat”—meaningalargeannexationanddevelopmentproject— “oncewe’reuptooureyeballsinit,”that, fornow,“It’skindofwhatwe’vebeen strivingfor,toincreaseourbase,”tohelp achievegoalssuchasenlargingthetown’s policedepartment.
“Insteadofdividingthatcostbetween 400homes,it’s1,000homes,”hesaid.
Ontheflipside,“Ofcourse,itincreasestheneedforservices,also,”Welch said.
“AslongasI’vebeenintown,everybody’sbeenwantingalittlebitmore growththanwhatwe’vehad.It’skindof stayedthesameforalongtime,”hesaid, addingthathecanseebothsidesofthe issue:wantingtomaintainthesmalltownatmospherewhilealsodesiringthe abilitytoexpandtownservices.
“We’llseehowthepeoplefeelabout it,”Welchsaid,addingthat,sofar,feedbackregardingthepotentialannexations hasbeenpositive.

TheMillsboroPoliceDepartment hasreceiveditsfifthNationalLawEnforcementAccreditationAwardfrom theCommissiononAccreditationfor LawEnforcementAgencies(CALEA), anachievementPoliceChiefBrianCallowaywascongratulatedforatthe Monday,Dec.5,towncouncilmeeting.
Lastmonth,heandTownManager JamieBurkattendedaCALEAconferenceinSt.Louisthatwentwell,the chieftoldcouncilmembers.
“ Thereweresomequestionsthatwe werewell-preparedfor.Itwasagood trip.Itrulyenjoyedit,andIfeltthatwe representedthepolicedepartmentand townverywell,”hesaid.
BurksaidCallowaysetafineexamplefortheTown.
“Thankyouforthekindwords,” Callowayreplied.
Later,hetoldtheCoastalPointthat thepolicedepartmentwasfirstaccreditedin2008.Atthetime,agencieswere reevaluatedeverythreeyears,thenit waschangedtoeveryfouryears.The MillsboroPoliceDepartmentwasone ofthefirstinthestatetobeaccredited. OnlytheMillsboroandBethanyBeach policedepartmentshavefullnational accreditation,Callowaysaid.
“Accreditationallowsyourpolicedepartmenttomaintaintransparency.If thereissomethinggoingonwithinyour department,youhaveaseparategroup ofeyesthatarelookingatthatandcan tellifyouareontherighttrackandif
youarerunningyouragencywith provenstandards.Duringtheon-site visit, thereisareviewofallpoliciesand procedures,thenattheend,CALEA commissionersaskyouquestionsbased uponinformationtheyfoundon-site,” hesaid.
“Everyyear,ourstandardsarelooked at.Theycomeinandcheckourfilesannually.Onyourfourthcheck,theywill comeinanddoanon-site.It’slike beingaudited.Thismostrecenton-site foruswasremote.Whattheydidwas wehadtopicktopicsthatarerelevant toourpolicedepartment,”including howofficersarebattlingaddictionand balancinggrowth,andthepolicedepartmentprovidedspeakers,including thosewhoattendedtheYouthPolice Academy.
Attheconference,thereistraining forthreeorfourdays,andofficerspresentseminarsanddiscusshowtheyhandledcrises.Towardtheendofthe conference,agenciesthatareupfor reaccreditationhaveahearingduring whichpolicechiefsarequestioned, basedoninformationgatheredduring on-sitevisits.Questionsareasked,includingaboutagencies’analysisreports.
“Whenwehavehighlevelsofuseof-forceincidents,theyaskushowwe areaddressingthosematters.Myresponsewas,wedetermineduse-of-force incidentswerehigherwhenwehad fewerpoliceofficers.Wefound,often, thatasuspectwouldbemoreapttoresistifonlyoneofficerisshowingup,so

TheDelawareCenterfortheInland Bays’livingshorelineandwetlandenhancementprojectattheDelaware BotanicGardens(DBG)wasrecently awardedoneoffour“BestRestored Shores”awardsbytheAmericanShore &BeachPreservationAssociation.The projectwasdevelopedinpartnership betweentheDelawareCenterforthe InlandBays(CIB),DelawareBotanic Gardens,DNREC,TempleUniversity
andSovereignConsulting.
TheBestRestoredShoresawards programrecognizesandaimstoencouragemoreeffectivecoastalriskmanagementthatrestoresnaturalinfrastructure toaddressgrowingerosion,flooding andrelatedhazardsassociatedwithincreasedstormseverityandsea-levelrise.
Livingshorelinesareconsideredeffectivealternativestotraditionalshorelinestabilizationmethods,suchas bulkheadsorriprap.Usingnaturaland nature-basedmaterialstodampenand absorbtheenergyfromwindandwaves,
theyprotecttheshorelinefromerosion whileenhancingthecoastalhabitat.
TheDBGprojectstabilizedmore than300feetoferodingshoreline,restored10,000squarefeetoftidalwetlandsandremovescloseto20poundsof nutrientpollutioneachyearfromPepperCreek.Theprojectalsomarkedthe CenterfortheInlandBays’sixthliving shorelinesiteacrosstheInlandBays watershed.

Ala.;TwinRiversParkShorelineProtection&Enhancement,Martin County,Fla.;andGalvestonIsland StateParkMarshRestoration&ProtectionPhaseII,Galveston,Texas.
“Wearehumbledbytherecognition ofthistrulyspecialproject,which wouldn’thavebeenpossiblewithoutour partners,”saidAnnaFaganoftheCIB. “Itwasajoyworkingwiththemtoward our sharedgoalsofdemonstratingand educatingourcommunityaboutthepotentialofnature-basedsolutionslikelivingshorelines.”
SussexCountyhasnamedDonald ClarkofMillsborothe2022employee oftheyearforCountygovernment.
Thisyear’swinnerwasannounced Dec.2duringtheannualMildredKing Luncheon—thefirstsucheventin
threeyears—fortheCounty’sapproximately550employees.Clarkwasselectedfromafieldofeightemployees
—allquarterlywinnersandhonorable mentionsthispastyear—forthe honor.
Clark,anhonorablementioninthe fourthquarterof2022,receivedaround ofapplausefromcolleagues,aswellas members ofSussexCountyCouncil,as hewaspresentedwiththeaward.

Forthepastfewyears,someringers havebeenemployeesoftheSalisbury Armyandpaid$11perhour,butDavis saidthatisn’tbecausevolunteersareunavailable.
“Manypeopledostillringthebellas volunteers,buttherealityis,Sussex Countyishuge,”Davissaid.
“Wehave30-pluskettlestands,times sixdaysaweek,timesthehours.It’shard togetthekettlesmannedbyvolunteers. It’snotsomuchbecauseoftheworker shortage,butlifeisdifferentnow.People don’thaveasmuchtimetovolunteer,I suppose.It’shardertocoordinatewith certainpeople.Althoughitmightsound counterproductivetohirepeopletoraise money,itisabenefittothecommunity. Thesearefolkswhocouldusethework, whocouldbenefitfrommakingmoney,” hesaid.
Thepracticeofpayingbell-ringers startedsixorsevenyearsago,butvolunteerismremainsstrongthroughoutthe county.MembersofCrossroadCommunityChurchinGeorgetownmaintaintwo stands,andSt.MatthewsBy-the-Seaalso hasahelpfulcongregation.
“IfIcanhelppeoplenottohaveto cometousforassistance,byhelpingthem getajob,thenIlikethatidea.Oftentimes, Isay,‘Youhaven’tbeenintheworkforce forawhile.Youdothisforamonthor twomonths,andyoucanputthatonyour
résumé.’Thatmeanssomething.Ifwecan helppeoplegetbackintheworkforce,we willcertainlydothat,”Davissaid.
Thisyear,theRedKettleCampaign goalistoraise$200,000.Daviswouldn’t revealtheannualbudget,sayingitisa workinprogressandthatheisn’tauthorizedtomakeitpublic.
TheRedKettleCampaignwasstarted in1891byCapt.JosephMcFee,aSalvationArmyofficerwhowaslookingfora waytocoverthecostofthecommunity Christmasmeal.
Accordingtotheirwebsite,McFeerecalledhisdaysasasailorinLiverpool, England,whenherecreatedtheSimpson’s Pot.Itwasanironpot,andpassersby tossedindonations.Heputoneatthe OaklandFerryLanding,atthefootof MarketStreet,“whereitcouldbeseenby allthosegoingtoandfromtheferry boats.”
By1895,thekettlewasin30locations alongtheWestCoast,andby1897the campaignwasmakingitsmarkinEast. Thatyear,moneydonatedinkettlesin Bostonandothertownsmeant150,000 Christmasdinnersforthoseinneed. Today,theSalvationArmyservesin 131countries.

AtthemostrecentIndianRiver SchoolDistrictBoardofEducation meeting,schoolofficialspraisedthe groundbreakingforthenew$148millionSussexCentralHighSchool,and approvedthedesignplansandbaseprojectfunding.However,theinitialschool buildingwillmoveforwardwithout enoughmoneyforagymnasiumandincompletefundsforaproposedscience wing,bothofwhicharestillconsidered constructionbidder“options.”
“InregardtotheSCHSgymnasiumandsciencewingissue,wewill knowmoreoncethebidsforconstructionBidPackBareopenedon Dec.6,”saidIRSDrepresentativesin
astatementtotheCoastalPoint.
IRSDschoolofficialsweretohave receivedcompetitivebidsfromconstructionteamsonTuesday,thedeadlineforbiddingthejob.
“Itisextremelyimportantthatthe basebidpackage,whichisthemost importantpartofthebuildingproject, comeinatornearbudgetsothecontractscanbeapprovedbytheBoardof EducationinDecemberandtheprojectcanstayonscheduleforaSeptember2025completiondate,”saidIRSD officials.Thatbudgetedamountis $148million.“Therefore,themain gymnasium,sciencewingandafew otheroptionsweredesignatedas‘alternates’andnotpartofthebasebid package.”
“Itisobviouslyourhopethatthe
bidswereceiveontheprojectwill allowforconstructionofboththe basebiditemsandthealternates,”and thedistrictishopingtosavecosts throughthecompetitivebidprocess. “However,ifthealternatescan’tbe funded,wewillmoveforwardwith thebasebiditemsandpursueother meansoffundingthealternateitems. SheriKenton,ownerandyogamaster atKaiutYogaonRoute26inBethany Beach,recentlycelebratedthestudio’s thirdyearofofferingaccessibleyogato practitionersyoungandold.Recognizingtheincreasinglyyear-roundnatureof thetown,Kentonsaidsheisdetermined tobuildthepracticeandspreadthemessage.
“Thisareahaschangedintoayearroundresorttown,”saidKenton.“Itisa communitythatisgrowing,andIknew couldbenefitfromKaiutYoga.Wewant tomakeyogaaccessible,andIknewit wouldwork.Theopportunityforthe spaceopenedonAtlantic,andIthought, ‘IwanttobringyogatoBethany.’”
KaiutYoganowhas25regularyoga practitionersasclients.
“Wesignedourleaseforthespace, andittookmeayeartotransformthe secondfloortoarealyogastudio,”said Kentonofherrehabilitationbuild-out withwoodenflooring.“Ourfirstpublic yogaclasswasthelastweekofNovember2019,andwejustcelebratedthree years.”
KaiutyogawasstartedbyFrancisco Kaiutandisaformofhathayoga,which usesphysicaltechniquestochannelenergytospecificpartsofthebody—the Sanskritword“hatha”literallymeans “theforce.”
KentoncomesfromalongfamilyancestryinSussexCountyandcantrace theKentonclanbackmorethan300 years.
“TheKentonsarefromSussex,”she said.“IjustcompletedanAncestry.com genealogyandcanshowourfamilydates backtothe1700shere.Mydadwasa successfulhousepainter,andImoved backherein2018aftermystepmom died,tobehereandhelphimwiththe business.Ihadalreadystartedmyown KaiutpracticeinCalifornia.”
Kentonsaidsheliterally“chased Francisco”Kaiut,thefounderofthe practice,throughoutCaliforniaandeven toSouthAmericatolearntomasterthe poses.
Kaiutsaidina2020issueofYoga Journalmagazine,“Iseetheyogamatas achiropractictable,andeveryposecan beachiropracticstroke.Iwanttomaneuverthedeepestpartofthejointsto createanimpactthroughouttheentire body,includingthemusculoskeletaland thenervoussystem.”
TheinterviewwithKaiutaddsthat Kaiutpracticehas“nolevelsandisallinclusive”sothatpractitionersareonan equalbasis.
Kentonrepeatshismantrathatpeopleshouldbein“restanddigestmode” whenpracticingKaiut.Thepracticesug-
geststhatbeginnerstrytocompleteyoga exercisesthreetimesperweek,“butdon’t overwork.”
Atarecentclassatherstudio,Kentonworkedwithabout10yogapractitioners,allwomen,whowerepositioned onmatsandusingthewallsforsupport.
“Findyouroptimalspace,”shecalled outinameditation.“Feelhowyourbody interactswiththematandthewall.Your bodyisunique,andtheposewillfall intotherightplaceforyousothatyou receivethepose.”
“Mostpeoplehavechronicpainor inflammationandwanttogetbackinto goodhealth,”saidKentonofherideal practitioners.“Otherswanttouseyoga forpreventativehealthortostopthe forwardprogressoflosingtheirmobility.”(Notably,thesecond-flooryogastudioisalsohandicapped-accessiblewitha chairlift.)
“Wecanrestorerangeofmobility andcirculationandgiveeveryonewho comesfullbloodcirculationthrough theirjointsandmuscles,”Kentonnoted.
ShedescribedtheKaiutmethodasa biomechanicalyogapracticeintendedto increasefreedomofmovement.Kenton saidhermethodisaccessibletoanyone, regardlessofflexibilityandstrength.Her clientintheveryfirstclasswasalocal gentlemaninhismid-80swhoisaninteriordesignerandownedafurniture shopinthearea.

“BethanyBeachismyheavenon earth,”saidKentonaboutspending summerswithherfather.“Ifirstlived herfull-timeforayearin1992,butI wasstillaCaliforniagirlbackthen.”
HersearchdrewhertoKaiut,under whomshestudiedtobecomeaninstructorandyogi.Shelearnedhundredsof yogaposesunderKaiut.Shecalledthem “sequences”ofprogression.
“Everyonelooksalittlebitdifferent inthesamemomentinyoga,”saidKenton.“Wearetryingtoachieveafunction forthebody,andnotashape,inorderto restoremobility.Weneedtobreakapart theknotsaroundthemuscletissue.”
“Thefunctionhastobethere,andit’s nota‘go-go-go’workout.Everyonecan
benefitfromthiswork,”notedKenton.
Shedescribedaclientinhis40swho hadbeenanavidsurferandhadhada hipreplacementprocedure,whocameto hertwoyearsagoforhelp.
“Hismotivationistolivelifeagain,” saidKenton.“Hewantstobeableto surfinhis50s,andhismotivationwas alsomymotivation.Hehasmovedfrom usingachairtoworkinghisposesfrom theyogastudiofloor.”
KaiutYogaoffersaspecialpackageof unlimitedclasses—onemonthfor$59 forbeginners.Forthefirst50members whojoininJanuary,theyogastudiowill offera$99annualmembershipfee.

ThreeschoolsintheIndianRiver SchoolDistrict(IRSD)system showedelevatedlevelsofleadinthe drinkingwateratkitchenprepsinks andatdrinkingwaterbottlefillstations,accordingtoaDelawareDepartmentofPublicHealth(DPH) report.
TheDPHindicatedthat47 schoolsstatewideshowedhighlevels oftheleadcontaminantindrinking water.TheGeorgeCarverEducation Center,LongNeckElementary SchoolandMillsboroMiddleSchool allhaveleadintheirdrinkingand foodpreparationpublicwatersupply.
“Lastsummer,thedistrictwasinformedoftestresultsinasmallnumberofschoolwatersourcesthat exceededacceptablelevelsforlead,” saidtheschooldistrictinanofficial statement.“Thedistrictworkedto remedythisproblem,andadditional samplesweretestedattheseschoolsin earlySeptember.Thosetestsresults
indicatedthatallfixtureswerenowat acceptablelevels,accordingtostate guidelines.”
“However,inaccordancewithnew directivesissuedbytheEPAandState ofDelawareandoutofanabundance ofcautionforthehealthofourstudentsandstaff,wehaveshutoffseveralschoolwatersourcesuntilwe receivefurtherguidancefromthe state.Thesearebothconsumptionand non-consumptionwatersources,” notedtheIRSDinitsstatement.
Carver’swatertestedpositivefor contaminationatakitchenprepsink andawaterfountain,accordingtothe report.LongNeckhadfourareas showingleadcontaminationaboveacceptablelimits,includingthreedrinkingfountains,oneofwhichisusedby allstudentsinthecafeteriatofill waterbottles,aswellasasinkusedin thelibrary.MillsboroMiddlealso showedhighleadlevelsinthekitchen prepsink.
TheIRSD’shighestleadlevelwas foundatLongNeck,withareadingof .14,followedbyCarverwithreadings of.05.

EducationDepartmentofficials askedschoolswithhigh-leadsources attheirpublicservicelinestoshutoff thecontaminatedlocations—which wouldmeanoperationoffoodpreparationareasattwoIRSDschools mightbecurtailedorstoppeduntil theStatereviewstheleadcontamination.

maintenancestaff,butnotwithschool administratorsorparents.
Severalschoolsonthelistwere toldtoshutoffcertainwatersources becauseofincreasedleadlevelsthat werehigherthanEPAallowances. Thewateradvisorywasissuedafull monthafterDelaware’sDivisionof PublicHealthrevealedthewatersamplingdatatomaintenancestaff.
Thereisnosafebloodleveloflead foryoungerchildren,thusallsources ofleadexposuretochildrenshouldbe controlledoreliminated,accordingto theCDC.
Theresultsareacompilationof nearlytwoyearsoftestingat Delawareschools,withfacilitiesinthe RedClay,ColonialandIndianRiver schooldistrictsreportingsomeofthe highestleadlevelsamongthe19 schooldistrictsand25charterschools tested.
Therearenofederallawsthat mandatetestingforleadinschool drinkingwaterspecifically,except whenaschoolhasitsownwatersystem.However,sevenstatesandthe DistrictofColumbiarequireleadtestinginschooldistricts,and13others supportvoluntarytestinginschools
throughfundingprograms.
“PeopleintheIndianRiverdistrict needtotesttheirchildrenforlead poisoning,”saidLaytonofFood& WaterWatch.“Ifyourchildgoesto oneofthesethreeschools,youmust takethemfortesting.Myownmom wasapediatricnurse,andshealways encouragedthescreening.”
ItwasnosurprisetoLaytonthat communitiesofcolorandschoolsin lower-incomeareasofthedistrict weremostimpacted.
“Sixtypercentofpeoplewhoshow elevatedleadexposuresareAfrican American,”saidLayton,whohandles Delawarewatermatters.“Ifyoulook atthecumulativeimpactsofairand waterpollution,thatnumbermayrise to75percentofexposurestolead, PFASorchemicalsfrommultiple
sourcesincludingwatercontamination”impactingmarginalizedcommunities.“It’sunconscionable,”said Layton.
InBaltimore,theDepartmentof PublicWorks,whichmanagesthat city’swaterutility,issuedaboil-water advisoryafterE.coliwasdetected. Thoseeventswerewell-publicized thisfallandgarneredmediaattention. Water-qualityviolationsaffect3millionpeopleeachyearnegatively,impactingAmericanpublichealth.In Delaware,theDPHspentnearlya monthoninternaldiscussionandprovidingtestingresultsdirectlyto schoolsbeforeannouncingthelead levelstothepublic.
About3millionpeopleareserved bywatersystemsthatviolatetheleadin-waterrule,accordingtoareport from2017bytheU.S.Government AccountabilityOffice(GAO).
“Whena[water]crisisoccurs,and afederalemergencyormajordisaster
isdeclared,responseactionsareorganizedundertheNationalResponse Framework(NRF)andkeyrolesand responsibilities,aswellastherelationshipsamongthedifferentagenciesin aresponse,areidentifiedintheNationalIncidentManagementSystem (NIMS)andFEMA,”saidtheEPA.
“However,drinking-wateremergencies,includingboil-wateradvisoriesordo-not-drinknotices,often arenotdeclaredfederalemergencies. Declaredemergenciesarethosein whichastategovernorrequestsassistancefromthefederalgovernment whenlocalandstateresourcesarenot enough,”saidLahneMattas-Curryof theEPAcommunicationsdepartment.
“Theywon’tbeabletocookwith water,”saidMattas-Curry.“These threeschoolsinIRSDarenotableto providelunch,”saidtheEPA spokesperson,concerningleadnear thefood-prepprocess.

•Ifbottledwaterisnotavailable, bringwatertoafullrollingboilfor oneminute.Afterboiling,allowthe watertocoolbeforeuse.
•Boiltapwaterevenifitisfiltered.”
Residentsmayalsorequestatestingkitforleadfromthelocalwater utility.Accordingtofederalstandards, acceptablelevelsofleadinwatermust belowerthan0.015milligramsper liter.TheLongneckElementarylead levelsatthedrinkingwaterbottlefill stationwerenearly1,000timesthe acceptablelevel.
Recentstudieshavefoundthat partialwaterservice-linereplacements areunsafe.
“It’sabadideafortheseschoolsto shutdownjustonewaterlinetothe kitchensinkwhichshowsthelead contamination,”saidLayton.“Partial linereplacementsdisturbanyleadremaininginthelineandcouldcausea rippleeffect.”
Partiallinereplacements,assuggestedbystateofficials,havebeen showntocauseincreasesinleadlevels for4to18monthsafterthepipereplacement.Thatcouldbeduetothe disturbancemadebythereplacement —causingthe“pipescale,”orbuilt-up mineralsthatcoattheinsideofapipe, toreleaselead,accordingtoFood& WaterWatch.

Asthecolderwindsoftheseasonblow, residentsandpropertyownersareencouragedtochecksupplies,monitor weatherconditions,andtakeappropriateactionifdirectedthiswinterseason.
“SussexCountyfaredverywellthis
hurricaneseason,withnomajorissues orlandfallsintheregion,butthat shouldneverbeviewedasareasonto letyourguarddown,”SussexCounty EOCDirectorJosephL.Thomassaid. “We’removingoutofhurricaneseason, butwinterbringsitsownchallenges. Heavyrainsandsnow,strongwinds, coastalflooding—allcanoccurwith nor’easters,whichhistoricallyhave causesomeofourworstweatherdamage.So,it’simportantthatthepublic remainvigilantandbereadyforwinter weather,justastheywouldaheadof hurricaneseason.Preparednessisa mustnomatterthetimeofyear.”
Overtheyears,SussexCountyhas experienceditsfairshareofharshwinterseasons,includingthe“polarvortex” thatbroughtextremecoldtotheregion inearly2014,aswellasback-to-back
blizzardsin2009and2010thatclosed schools,strandedmotorists,scoured beaches,andknockedoutpoweracross thecounty.
TheNationalOceanicandAtmosphericAdministration’sseasonaloutlookforthiswinter(December throughFebruary)predictsbetterthan averagechancesforwarmertemperaturesandequalchancesforprecipitationinSussexCounty.Forecastersin mid-October,whentheoutlookwas released,expectthere-emergenceofa persistentLaNiñapattern,thephenomenaofcoolingwatersintheeastcentralPacificOceanthatcanhave globaleffectsonweatherpatterns.That includesproducingwarmerandoften drierconditionsinmuchoftheU.S., particularlyalongthesoutheastern coast.Whetherthataffectsthenumber
ofandintensityofcoastalstormsthis seasonalongtheEastCoastandmidAtlanticremainstobeseen.
Whateverunfoldsthisseason,to ensure youarepreparedforwinter weather,theSussexCountyEOCsuggeststhefollowingpreventiveactions:
•Spreadanicemeltingagenton walkwaysanddrivewaystokeepsurfacesfreeofice;usesandtoimprove traction;
•Havesnowshovelsandother equipmenthandy;
•Winterizeyourvehicle:
•Ensureantifreezelevelsaresufficienttoavoidfreezing;

•Checklightsandflashinghazard lights forserviceability;
•Packawinterizationkitthatincludesanicescraper,de-icerfordoor locks,blankets,andsandorkittylitter toprovidegripifyourvehiclebecomes stranded;

Oneofmyfavoritetrees,thewillowoak,isstunninginthefall!
Willowoaktrees(quercusphellos) arealsocalledswampwillowand peachoak.Theyhavespear-shaped leavesaround2to5incheslong,like theweepingwillow,eachwithatiny bristleatthetip.Theyarebeautiful oakswithwillow-likeleavesthatare brightgreeninsummerandyellowto russetinfall.Theirlimbshavea downwardbendthatmakesthemeven morewillow-like.
Thesemakeexcellentlargedecorativeshadetreesbecausetheirfinetexturecontrastswiththecoarsenessof mostothertrees.Theygrowinapyramidalshapeintheiryouthbuthave anoblong,roundedshapeatmaturity.
Willowoakismonoecious,which meansthattheirmaleandfemale flowersareinseparatecatkinsonthe sametree.Theflowersareinslimyellowishcatkins(longhangingflowers) andbloomfromFebruarytoMaybeforetheleafbudsopen.Willowoaks haveacornsthatareroundandahalfinchlong,withathincap,andgrow fromthefemaleflower.
Swampwillowhasagreatabilityto surviveunderharshcityconditions duetoitsstrengthandabilitytoclean theair.Itisapreferredoakforstreet plantingsorlargeresidences.Quercus phellosisafast-growingoakthatyou caneasilytransplantandistolerantof awiderangeofgrowingconditions andtoleratespoorlydrainedsoilbut prefersacidicsoil(aPHof6orless) andfullsun.Thisoakisusedtorestorewetareasbecausetheycanabsorbsomuchwaterfromthesoil. Thesebabiesgrowto40to60feet tall,witha35-footspread.
Thisoakisnotevergreenin Delaware(yet)butisevergreenfarther South.Theyhaveashorttrunkwith gorgeousdark,deeply-groovedbark. Theyarenativetopoorlydrained areasoftheAtlanticandGulfcoastal plains.
Willowoakisahostforseveral butterflies,skippersandmothlarva— specificallythewhiteMhairstreak, bandedhairstreak,grayhairstreakand Juvenal’sduskywing.Also,thisoakisa hosttothenorthernwalkingstickinsect.Bugsthatusethistreeare
leafhoppers,treehoppers,lacebugs, plantbugs,leafbeetles,weevils’ aphids,larvaeoflong-hornedbeetles andgallwasps.Thewillowoakisafavoritehosttoleafhoppers:eratoneura ellisi,eratoneuraimmota,eratoneura lenta,anderatoneuraphellos.
Inthisarea,theacornsareenjoyed bysquirrels,chipmunks,deer,foxes, raccoons,woodpeckers,bluejays, crows,grouse,quail,pheasants, turkeys,songbirdsandnuthatches. Woodducksandmallardswillalsoeat theacornsofwillowoaks.
•Thefirstscientificobservationregardingthistreewasmadein1723. Willowoakswerefoundtobeused fornewelposts,pulpits,pews,bar
tops,wagonaxles,stairs,railing, balustrades,bedframesandflourbarrelsbyearlypioneers.Theacornswere usedassubstituteforflourand,when roastedwithchicory,acoffeesubstitute.
•ItwasThomasJefferson’sfavorite tree.
•Whereawillowoakthatisalmost 5,000yearsoldgrowsisaCalifornia ForestServicesecret.
•NativeAmericansandcolonials usedconcoctionsofwoodorbarkexternallyasananalgesic,asabathfor achessores,cutsandhemorrhoids. Theacornswereeatenforfood,and woodwasusedforcrafts.
•Unfortunately,inPennsylvaniait isanendangeredspecies.
DelawareElectricCooperative’s (DEC)boardofdirectorshasvotedto returnmorethan$5millionincapital creditstothecooperative’smemberownersinDecember.DECexpectsto distributechecksorbillingcreditsto morethan65,000membersthisholiday season.Capitalcreditrefundsarealso knownastheco-op’sprofits,ormargins. BecauseDECisanot-for-profitutility, marginsarereturnedtothosethecooperativeserves.
ToreceiveabillingcreditfromDEC, individualsmusthavebeenaDelaware ElectricCooperativememberin1991, 1992or2010.AlleligibleactivememberswillreceiveacreditontheirDe-
cemberbill.Memberswhohadanactive accountin1991,1992or2010,butare nolongerservedbyDEC,willreceivea checkfortheirportionoftheretired capitalcredits.

“ALotofWorldtoSee”chronicles anadventurebeginningin1958,when theyoungJoneswonaTexasbeauty contestthatchangedherlife.Theprize forwinningthatcontestwasasix-week contracttodanceattheSandsHotel& CasinoinLasVegas,whereJoneswould workwithstarssuchasJudyGarland, FrankSinatra(whomshecreditsforher eventuallygettingacollegedegree) SammyDavisJr.andDeanMartin.But thatwasjustthestart,asconnections madeattheSandsresultedinhertaking around-the-worldtour,endingwhen shefinallyrealizedherdreamofliving inParis.

Provisionaldrugoverdosedatafor 2021fromtheCDCestimatesthat thereweremorethan100,000related deathsintheUnitedStates.Thatwasa 15percentincreasefrom2020.
DatafromtheStateUnintentional DrugOverdoseReportingSystem demonstratespolysubstanceuseindrug overdosedeaths,officialssaid,withthe totalnumberofdrugoverdosedeathsin Delawarecontinuingtoincrease.

The talented 6-foot senior guard celebrated his first game in an Indian River uniform by contributing 15 points to help the Green and Gold win its 2022-23 season opener, 64-47 over visiting Worcester Prep last Friday night. Jamaal scored the game’s first three baskets to give IR an early 6-0 lead, and made his presence felt with accurate shooting and effective ball handling skills.
