TheFenwickIslandTownCouncil hasvotedtowaituntilDecembertoattemptasecondreadingonanordinance thatwoulddoublethenumberofparkingspacesrequiredforsomebusinesses.
OceanViewpoliceareurgingparentstocheckcandytheirchildrentake homeaftertrick-or-treating,aswellas remindingchildrennottoeatanything thatisunwrappedornotfactory-sealed.
That’sespeciallyimportantthisyear, astheDrugEnforcementAdministration(DEA)iswarningthepublicabout “rainbowfentanyl,”madetolooklike candyorsidewalkchalk.
“Itcouldkillachild,”OceanView PoliceDepartmentCapt.HeathHall toldtheCoastalPointthisweek.
“Rainbowfentanyllookslikecandy, likeSweeTarts.Justaspeckoffentanyl cankillyou.Alotofpeoplejustdon’t realize.Agrain—likeasaltgrain— couldkillsomebody,especiallyachild. AtHalloween,youwanttotrytoget candythatisintheoriginalwrapper. Youdon’twanttotakecookiesorhomemadestufforcandynotinawrapper. Andhavetheparentsinspectthecandy beforetheyallowthechildrentostart chowingdownonit,”Halladvised.
“Youdon’tevenhavetoeatit,”he warned.“Justtouchit,anditabsorbs intoyourskin.It’sscarystuff.Heroin,
Theunanimousvotecameduring thecouncil’sregularmeetingonFriday, Sept.23.Itfolloweddiscussionduring severalmeetingsofthecouncil,aswell astheTown’sCharter&Ordinance Committee,duringwhichbusiness owners hadaskedthecounciltohold offonapprovingtheproposedregula-
tion,whichwouldchangetherequirementforparkingforabusinessthatundergoessubstantialchangeorexpansion, fromoneparkingspaceper100feetof patronspace,tooneparkingspacefor every50feetofpatronspace.
“ThiswillgivetheAd-HocParking Committeeanopportunitytomeetand
comeupwithsolutions,”MayorNatalie MagdeburgersaidattheSept.23meeting.
Immediatelyfollowingthevoteto postponethesecondreadingoftheproposal,whichisgenerallyfollowedbya
Town,consideringthataConfederate flagfliesoutsideitsdoors.
Thebickeringisanembarrassment tothecountyseatofSussex,themayor
wherelawyersunwindafterworkingall dayandfamiliesenjoydinner,atown soughtoutforitshistoryandvarietyof ethnicrestaurants,hesaid.
“Allthisarguing—itisn’tgoodfor Georgetown,”WesttoldtheCoastal Pointmid-week,inthemidstofcontroversyafterthreecouncilmemberscontactedeachotherandsubsequently signedacheckfor$24,750tothe GeorgetownHistoricalSociety,after thatpaymenthadbeenvoidedbythe mayor.
Westsaidthethreearenowbeing investigatedbytheDelawareAttorney
votefororagainstchanges,Southern ExposureownerTimCollinsthanked thecouncil“forlistening.Obviously, therearethingsgoingonthatwillimpactthewholetown,”Collinssaid.
Duringthemeeting,severalresidents expressedtheirsupportfortheTown’s effortstochangetheparkingrequirements.DeniseCunninghamsaidshe feelstheproposalisa“thoughtfulcompromise”andthatshefeelsbusiness ownerswhohavespokenagainstitare “notconsideringresidents’concerns.”
Resident GailWarburtonagreed,
General’sOfficeforallegedlyviolating theFreedomofInformationAct,becausetheyallegedlymetprivatelyand “constructedaquorum.”
AttheJulycouncilmeeting,by unanimousvote,thecouncilhadagreed tothefunding,butWestlaterlearned thatallrequestsforTownfundinghad tobemadebyAprileachyear,before theupcomingyear’sbudgetwasdiscussed,andmaynotbemadeaslatein theyearasJuly.Then,requestsmustbe discussedbyacommitteewhosemembersdecidewhatorganizationsare grantedfundsandinwhatamount.
Findingthatthatprocedurehadn’t befollowed,hevoidedthecheck.Butit waspickedupattownhallbyoneofthe
sayingthatduringtheheightofthe summerseason,“restaurantpatrons driveupanddownthesidestreets,often parkingillegally,onthewrongsideof thestreet.”
RichardAbbott,representingBalsamoRealEstateLLC,whichownsthe formerDairyQueenproperty,hadwrittenalettertotheTownthismonthexpressingoppositiontotheproposaland theimpactithashadontheirattempt torenovatethepropertyforanewtenant. Thecompanyfiledalawsuitagainst theTownonSept.1,callingforastop tothecouncil’sattemptstopasstheordinance.
Intheletter,Abbottsaidtheproposal isa“rashoverreaction”toparkingissues
councilmembers,andtheothertwo signedit.Itwasthendeliveredtothe GeorgetownHistoricalSociety.
Now,Westsaysthethree—CouncilwomenAngelaTownsendandSue BarlowandCouncilmanPenuelBarrett —cannotbetrusted.
“Theyfeelthat,iftheydiscussamatter,eventhoughtheywerenottogether inoneroomatameetingtovoteonit, itisn’taviolation.Butifyouconstructa meeting,andsay,‘I’llmeetyoutosigna check,’thenyousignit,thatisaconstructivequorum.Theygotwrittenup bythestate’sDepartmentofJusticefor that,”themayorsaid.
NeitherTownsend,BarlownorBarrettcouldbereachedbytheCoastal
inFenwickIsland.Mostdiscussionsregardingparkinginrecentmonthshave centeredaroundrestaurantsbeingso crowdedduringeveningsinthesummer seasonthatpatronsallegedlyhaveto findparkingalongsidestreets,creating congestionandsafetyissuesintheresidentialareasofthetown.
“Thereisnoanecdotalevidenceof improperparkingthatpresentsapublicsafetyconcern,”Abbott’slettersaid.
Theproposedordinancewouldnot affectexistingbusinesses,onlythose propertiesonwhichthebusiness changestoadifferenttypeorexpands anexistingbuilding.
Inotherbusiness,thecouncilon Sept.23votedtorequestthatthe
Point,butTownsendtoldanothernews agencythatnodecisionsweremadein privateandthat,despiteaccusations against her,shewouldnothavejeopardizedthecheckbynotfollowingrules. Shehassaidshesupportsallowingthe Confederateflagtofly,becausethatis whatherconstituentswant.

AccordingtotheCDC,107,622 Americansdiedfromdrugoverdosesin 2021,with66percentofthosedeaths relatedtosyntheticopioidssuchasfentanyl.

Ittakesavillagetorestorebutterflies,createbirdhabitatandraisebaby monarchs,accordingtobotanyexperts intheBishop’sLandingcommunity.
JoeandLindaParentareactive neighborsandengagedintheir Bishop’sLandinghomeowner’sassociation,withJoeParentservingonthe boardandasliaisontothecommunity’slandscapecommittee.Hewas alsoinvolvedinlandscapeworkforhis
entire38-yearcareerasa“nurseryman” andservedfor12yearsasahorticultureinspectorfortheStateofNew York.
AtaMillvilleTownCouncilmeeting,ParentmetwithMayorRonBelinko,whohadbecomeengagedin MayorsforMonarchs,andencouraged residentstheretoplantpollinatorgardens.MayorsforMonarchsisaNationalWildlifeFederationprogramto helpsavethemonarchbutterfly,which hasdeclinedby99percentinrecent years.TheMayors’MonarchPledge commitscitiesandlocaltownshipsto createhabitatformonarchbutterflies andotherpollinators.
It’sagrassrootsefforttoalsoencouragehomeownerstoplantnative plants,includingmilkweed,whichthe monarchslove,andcreateraingardens orplantingstobringbackpollinators. OnOct.8and9,landwillbecleared neartheBishop’sLandingsubdivision’snorthandsouthneighborhoods ofsome820homes.Initialshrubbery meantforpollinatorswillbeinstalled inaneighborhoodplantingday.
Residentsofthecommunityand Millville-arearesidentsatlargeare beingencouragedtojointhesoil work,withartsandcraftsbeingofferedforkidstohelpeducatefamilies
aboutpollinators.
“Theseareasusedtobefarmland,” saidParent.“Thebuilderscomein andcleareverythingandlaysod, whichusedtobehabitatforourpollinators.Ispentmywholelifeinlandscaping,andIknewtheBishop’s Landingcommunityissogenerous,I wantedtobringthesegardensback.”
RoxanneFarinaisthepresidentof theBishop’sLandingHOA.
“Wereallyhadnoadditional moneyintheHOAbudget.Thispollinatorgardenisreallyallbecauseof JoeandLindaParent’swork—she hadcreatedposterboardstoexplain theprocessandraisedfundsthissummeratourpool.Sofar,thisfundraisingcampaignhasraised$3,500for ourcommunitygardens.”
“Peoplearepassionateaboutour communityandaboutthesegardens,” saidLindaParent.“Westartedoff withourladies’lunch,whichdonated $400totheplantings.Thenwehada snackbaratthepoolandamovie night.Later,wesold50T-shirtswith pollinatorimagesthatraisedabout $200,andfinally,weheldafundraiser, whichraisedover$1,000.”

Millvilleofficialsannounced Wednesday,Sept.28,thatwithHurricaneIan’simpactandtimingonthe Delawarecoastunknown,theyhavedecidedtogowiththeir“contingency plan”andwillbecelebratingthetown’s firstOktoberfestwithanindoorbeer festival.Theoutdoorfamily-oriented eventshavebeencanceled.

OntheBishop’sLandingnorth side(Dove’sLanding),nearthetaxditchareaclosesttothedogpark,the communitywillplantnativegrasses andwildflowersforpollinators,becausethereisnoregularirrigation theretosustainsomeofthegarden shrubs,notedtheParents.
JoeParentsaid,“Pollinatorsareimportanttoeverybody.”
“SussexCountyisclearingground thatusedtopollinationareasfor birds,insects,beesandbutterfliesthat areallpartofnature,”saidJoeParent. “Itissomucheasierforabuilderto cleartheland,plantsodandwalk away.Theyarenotrestoringpollination.IencouragetheState,County andlocalmunicipalitiestomakethese buildersmoreresponsibleforreplacingallthattheyareremoving.”
TheBishop’sLandingsouthgarden willbe4,000squarefeet,andthe northsidewillbemorethan1,700 squarefeet,aspartofthedrainage swaleleadingtothetax-ditchsystem. Theinitialfallclearingandshrub plantingwillbeconductedinOctober. Later,inthespring,theresidentsand friendswillplant“showyNortheast wildflower”seeds.Parentalsoispurchasingnearlyapoundofperennial flowerseed,includingdahlias.
Atthesouthvenuenearthetennis courts,wherethereisproperirrigation,abenchwillbeinstalledforresidents,inhonorofthelateSteve Thomas,whoactuallyhasdahliavarietiesnamedforhisworkingardening.

Therewillbeanotherchancetocelebratefallattheparklaterinthemonth, withtheTrailofTreatseventplanned for3to5p.m.onSunday,Oct.30, Kain-Bolensaid.
“It’slikeatrunk-or-treatwithoutthe trunks,”shesaid.
Participantswillhavea10-foot-by10-footareaonthepark’swalkingtrail, inwhichtheycansetupanddecorate with tablesortentsandhandouttreats totrick-or-treaters.
Inadditiontothetrail,theHal-
loweeneventwillalsoincludegames withprizes,apumpkinpatchand pumpkin-decoratingactivities,anda “doggycostumecontest,”Kain-Bolen said.Thecontestwillbeheldat2 p.m.,beforetrick-or-treatingbegins at3p.m.Therewillbeprizesawarded tothepoocheswiththebestcostumes.

field,Capt.Layfield’sbrotherandSussexCentralHighSchoolprincipal,the CoastalPointlearnedthattheDSPhas launchedaprofessionalresponsibility investigationrelatedtotheincident.He spokeontheconditionthathiscommentsareofferedasabrother,andnot asanIndianRiverSchoolDistrictemployee,norasSCHSprincipal,noras chairman,for10years,oftheDelaware InterscholasticAthleticsAssociation (DIAA).
“Iamnotheretoblametheother coachesfromHodgson,”saidBradley Layfield.“Iamalsonotheretodefend mybrother’sactionsorbehavior.”
“Inmytimeincoachingandwith DIAAwork,Ihavebeenoverlyboisterousinthecoach’sbox.Ilearnedthatlessonthehardway,”saidPrincipal Layfieldofthesituation.“TheHodgson teamwasnotexpectedtoplayaswell againstourhighschool,andtheyjust gotaninterceptionrightbeforethehalf. Theywereheadedintothelockerroom inthelead,andoneofthecoachesused astrongprofanity,”whichBradleyLayfieldsaidhefeltmighthaveseemedlike taunting.
ThethreeHodgsonassistantcoaches areDarrellLockhart,JasonBassetteand KyleTaylor.LockhartisavarsityassistantfootballcoachforHodgson’sSilver Eagles.Theyreporttoheadcoach
FrankMoffett,whohasbeencoaching atHodgsonVoTechfor29yearsand hasservedasheadcoachfor20yearsin Newark.Moffettisinhisfinalyearof coachingandhasalsoservedasastudentadvisorduringhisNewCastle schooldistrictcareer.Taylorwasastar fullbackandmiddlelinebackerfor Hodgsonafewyearsago,andreturned tohisalmamattertocoach.Allthreeof theHodgsoncoachesareBlackmen.
AlexisAndrianopolous,spokesperson forNewCastleSchoolDistrict,would notconfirmwhetherthosecoachesor facultywouldreceivedisciplinaryaction relatedtotheincident.
“Anydisciplinaryactionisahumanresourcesmatter,andthereisnothing newtoreport,”shesaid.
DonaldHattier,a22-yearmemberof theIRSDBoardofEducation,also confirmedthatthereisacomplaintwith theDSP.
“Thematterisunderinvestigationso obviouslyDr.[Rodney]Layfieldcannot speakonhisownbehalf,”saidHattier.
“Infact,hadthisincidenthappened withanyofourIRSDteachersoradministrators,weprobablywouldnotbe able totalkaboutitasapersonnelmatter,”saidHattier.

changeattheSussexCentralversus HodgsonVoTechgamecapturedmost ofIRSDPresidentLayfield’sremarks.
“WesuredohearRodney,butwereallycannothearfromtheaudiowhat theothercoachesdid,”thatmighthave provokedtheargument,saidHattier. “Hewasspot-ontotellthemtostop usingprofanityatahigh-schoolevent. However,heshouldhaveinvolvedthe SussexCentralhighschooladministrationmoredirectly”inthealtercation, Hattiersaid.

TheIndianRiverSchoolDistrictstaffthisweekissuedofficialcommentregardingtheincidentatSussexCentralHighSchoolinvolvingIRSDBoardof EducationPresident(andDelawareStatePoliceCapt.)RodneyLayfield,and threeassistantcoachesfromtheHodgsonVo-Techfootballteam:
“TheIndianRiverSchoolDistrictbelievesthatallindividualsinattendance atdistrictsportingeventsshouldbehaveinarespectfulmannerconsistentwith the valuesweattempttoinstillinourstudents.Itisimperativethatallattendees behaveinanappropriatemannerandtreatoneanotherwithrespect,”saidIRSD spokespersonDavidMaull.
“Assuch,themannerinwhichanindividualboardmemberinteractedwith thevisitingteam’scoachesduringtheSussexCentralvs.Hodgsonfootballgame onSept.17isnotcondoned.TheIndianRiverSchoolDistrictiscommittedto creatingapositivecultureandclimatethatvaluesandrespectsallindividuals.”
Alexis Andrianopoulos,supervisorofCommunications&Engagementfor theNewCastleCountyVocationalTechnicalSchoolDistrict,whichincludes HodgsonVo-Tech,said,“AtSaturday’sfootballgame,anunpleasantexchangeof wordsbetweenadultswascapturedonourschool’ssportslivestreamandthen widelysharedonsocialmedia.Theexchangeincludedlanguagedirectedat Hodgsoncoachesfromafanoftheopposingteamthatwefindhighlyinappropriate.

Trustsareusedforalldifferentpurposes,tobothmanageassetsduring someone’slifetimeandaftersomeone’s passing.Oneofthemostcommon kindsoftrustsisarevocableliving trust(RLT).AnRLTiscreatedduring anindividual’slifetime,typicallywith thatindividualastheinitialtrusteeof thetrust.ARLTallowsthecreatorto maintaincontrolduringtheindividual’slifetimewhiletheindividualhascapacity.Thatmeanscompletecontrolovertheassetsofthetrust,includingtheabilitytomodifythetrust’s terms.
Generallyspeaking,whensomeonehasaRLT,allofthat person’srealestateshouldbetitledinthetrust.Thisisaccomplishedviathepreparationandrecordingofadeedfromanindividual’snameintothenameoftheindividual’sRLT.Proper re-titlingofrealestatewillensurethatthosepiecesofrealestate avoidtheprobateprocesswhenthetrustcreatorpassesaway.
Everystatehasitsownversionofprobate,whichpublicly clearstitletoadeceasedperson’sassets.Probateentailsfeesand waitingperiods,so“probateavoidance”isoftenaprimaryestate-planningobjective.TitlingrealestateinaRLTallowsfora lessexpensiveandsmoothertransitiontothedeceased’sbeneficiaries.

ThenewlabyrinthatOceanView PresbyterianChurch—thefirstonebuilt inthetown—willbededicatedat11 a.m.onSunday,Oct.2,atanhour-long ceremonyatthechurch,at67Central Ave.
Intheeventofrain,refreshmentswill beofferedinMemorialHall.
“Thelabyrinthhasbeenhereforabit, anditisabsolutelybeautiful.It’slovely.I walkedonitinthemiddleofanextremelybusyday,andtakingthattime helpedmeregainmyfocusandhelpedme feelmorerelaxed,”OceanViewPresbyterian’stheRev.TerryDougherty toldthe CoastalPointthisweek.
“Therearealotofwaystouseit.The primarywayis,ifsomethingistroubling yourheart,yourspirit,togoandwalk slowlyandmeditativelywiththatquestion onyourmind,tostayaslongasneeded untilyouhavesomekindofresolutionor senseofpeaceaboutit,”thepastorsaid.
Thoseofallfaithsarewelcometowalk thelabyrinth—oneofonly20statewide —fromdawntoduskdaily,andmanyalreadyhave,includingguestsfromChristianaandBethanyBeach,thepastorsaid.
InJuly,groundwasbrokenforthe50footcomplex,accessibletothosein wheelchairs,onproperty acrossfromthe churchoffice.ItwasbuiltbyMikeLord, ownerofLord&SonsLandscaping.
The$16,000maze-likestructure,constructedinpartnershipwiththeOcean ViewHistoricalSociety,waspaidforwith grants,includingonefromtheNewCastlePresbytery,Dougherty said.
“Whenyou’rewalkinginthelabyrinth, youaren’twalkingasthoughyouwere goingonahike.Youarewalkingmeditatively,”DoughertytoldtheCoastalPoint.
“Itisaseven-courselabyrinth.Thatis tosay,oneachsideyouseesevenpaths, buttheyareallconnectedtoonetrack, andtheymaketheirwayinandout. Thereisonetrackthatheadstowardthe middle,anditbouncesout.Youendup walkinginmanydirections.Itslowsyou downandmakesyouthinkaboutcomplexity inlife,deadendsandopenings.
“It’simportant,wefeel,asaMatthew 25church,thatouroutreachtothecommunityisvitalandourwelcometothe communityisthat—thisisyourspace also,”Dougherty.
Matthew25isaprogramofthePresbyterianChurchandoutlinesthreepriorities—toendracismandpoverty,andto workoncongregationalvitality, Doughertyexplained.
Duringtheupcominglandscaping phase,treeswillbeplantednearthe labyrinthandbenchescanbepurchased andplacedattheperimeter.
Alabyrinth,withhistoricalroots reachingbacktothe5thcenturyB.C.E. inEgypt,isdesignedtobeaplaceofrelaxation,meditationandpeace.
SussexTechnicalHighSchoolstudentsstartedthe2022-2023school yearwithaniPadforschoolandhome learning.
Lastyear,theschoolcreatedare-
searchcommitteetoexplorethepossibilityofenhancingstudentlearning withOne-to-Onecomputing,aneducationalinitiativetoensurethatevery studentisprovidedequalaccessto
digitallearning,bothinschoolandin thehome.TheAppleiPadwasselectedasthebestdevicetomeetthe school’sneedsandbudget.

Gov.JohnCarneywasattheSelbyvillePublicLibraryinFebruaryto announcefederalfundingforthenew libraryandupgradesatseveralothers inDelaware,buthewon’tbeatthe groundbreaking.However,U.S.Sen. TomCarper(D-Del.),StateTreasurer ColleenDavisandstateSen.Gerald Hocker(R-20th)areexpectedtobe there,aswellasSussexCountyCouncilmanDougHudson(R-4th)and membersoftheSelbyvilleTownCouncil.
“Wewillhavethisgroundbreaking rainorshine,underourtent.Wewill havetheoutlineofthenewbuilding, thefloorplan,markedout.Thisisa child-friendlyevent,sowewillhavea speciallittlegroundbreakingforthem inthechildren’sarea.Theycanbreak groundinthatfuturewing,theDr. AsherB.&PaulineB.CareyWing,” Klinesaid.

InFebruary,CarneywasatthelibrarywithCarperandCongresswomanLisaBluntRochester(D-Del.) andaddressedastanding-room-only crowdgatheredinthesectionofthelibrarythatwasoncethehomeof DelawareGov.JohnGillisTownsend Jr.,toannounceARPAmoneywould beusedforanewbuilding.Thesection
ofthelibrarythatwasonceTownsend’s home,builtaround1914,wouldbe preservedintheexpansion.
“Thiswasagovernor’shouse,obviouslywhengovernorsdidbetterthan theydotoday,”Carneyquipped.
Reachingforthechildren’sbook “PetetheCat”—oneofhisfavorites andthestoryhereadswhenhe’sinvitedtovisitschoolchildren—Carney praisedthemanybenefitsoflibraries, forthoseofallages.
Carpertalkedabouthowmuchhe enjoyedvisitinglibrariesalloverthe worldwhenhewasinthemilitary,and howheandhiswifetooktheirtwo sonstolibrarieswhiletheyweregrowingup.
BluntRochestersaidthenewSelbyvillePublicLibrarywillhavesolar panels.
“Savingmoneyandsavingthe planet—that’satwofer,”shesaidto approvingnodsandapplause.
Sherecalled,astheoldestofthree children,marchinghertwoyounger sisterstothelibraryeveryday,then latertakingherownchildrenandpartneringwithlibrariesasanelectedofficial.
“Ilovetheincredibleworkhappeninginlibraries,”shesaid.
Kline,whosaidtheSelbyvillePublic Librarywasherchildhoodlibraryand isspecialtoher,thankedlegislators whosupportedfunding,thelibrary’s BoardofCommissionersand“everyone whoworkedsohardtogetustothis point.”
Theideaforanewlibraryoriginatedin2016,afteraneedsassessment wascompleted.
“Theseprojectsinvolvealotof movingparts,fromrequestingthesupportofthestateCouncilonLibraries tocommunityinvolvementtofundraisingtoarchitecturalplanning.This projectwouldnotbehappeningwithoutfundingfromthestateof Delaware’sbondbillandtheAmerican RescuePlanAct,”libraryrepresentativesstated.
“Thelibrarywasformedin1932by theSelbyvilleCommunityCluband operatedoutoftheClubRoomofRed Men’sHall.TheSelbyvilleCommunity Clubandthelibrarypartneredon manyeffortsthroughthedecades,most famouslyonYouthArtMonth,which transformsthelibraryintoagalleryfor Selbyville’syoungartists.Thelibrary thenmovedtotheSalemUnited MethodistChurchinthelate1940’s. Tothisday,thelibrarystillutilizesthe
SalemChurchfortheprogramsthat aretoobigforitsmeetingroom,”they noted.
“Wewouldn’tbeherewithoutthe Townsendfamilywhogavethelibrary aliteralhomeforover50years,aswell astheCareyfamily,whosegifthelped thelibraryinitspreviousstageof growth20yearsago.Thelocationof thenewbuildingisalsopartofthe Careydonation.Thecontributions fromthesetwofamiliesendure,andwe aresograteful.”

PhillipC.ShowellElementarySchool inSelbyvilleandPrincipalChristineKerr receivedoneofonlythreeChampionCultivatorAwardsinDelawareforraisingfood cropsandteachingorganicfarmingtechniquestochildrenduringtheschoolyear. TheawardwaspresentedbytheHealthy FoodsforHealthyKidsprogramlastweek.
TheSchoolGardeningEducationCultivationprogramandcurriculum,produced byHFHK,issustainablyreplicatedinmore than40schoolsacrossDelawareandisa growinglessonplan.Kerr,alongwith40 gardencultivatorswithintheHFHK SchoolGardenProgram,attendedthe awardsceremonyonFriday,Sept.16,held atAuburnValleyStateParkinHockessin.
Theaward-winningShowellgarden programreallybeganlastfall,asKerrand localgardencoordinatorsworkedtogether tointegratethelessonplansandthehandsonopportunitytoworkingardensoil.

Showellhasapproximately300students.Allstudentshaveparticipatedin classroomlessonsdesignedbyHFHK, whichmeetthecriteriaofsupportingNext GenerationScienceStandards,conforming totheacademiccalendarandscheduleand promotingstudenthealth.
Vegetablesareselectedthathavea6-to 8-weekgrowingtime.Afallandspring plantingtookplaceinboth2021and2022. Eachgradelevelhadadifferenttask.The kindergartenandfirstgradeplanttheseeds, whilesecond-graderspreparethesoil,the thirdgradewatersthevegetables,fourth andfifthgradesharvestthevegetables,and thefifthgradecleansandcompoststhe gardenbeds.
DNRECofficialsthisweekencouragedDelawarenon-profitorganizations,conservationdistricts, communityorganizationsandhomeowners’associationstosubmitproject proposalstobeconsideredfor matchinggrantfundsfrom DNREC’sCommunityWaterQualityImprovementGrantsprogram.
Fundingforgrantawardprojects inthiscycleisexpectedtorange from$25,000to$75,000.Projects recommendedbyDNRECstafffor fundingthroughacompetitivegrant processwillbepresentedtothe DelawareWaterInfrastructureAdvisoryCouncil.Applicantsmaysubmit uptotwoprojectproposalspergrant cycle.Projectguidelinesandthe grantapplicationcanbefoundat de.gov/envfinance.
CommunityWaterQualityImprovementGrantsassistinimplementingprojectsorprogramsthat improvewaterqualityondeveloped landswithspecificwatershedimprovementplansandstrategies.Prog ramsandprojectsselectedforthese grantsmustdemonstrateinnovative andsustainablemethods,techniques, and/orpracticesforwaterqualityimprovements,withcosteffectiveand measurableresults.
SEligibleprojectsmayinclude: •Enhancementorrestorationof waterqualitywithinanimpairedwatershed.
•Communitystormwatermanagementimprovementsinexisting developmentsinpartnershipwith m•unicipalities.
•Non‐regulatoryorvoluntary plansinvolvingpollutioncontrol strategies,watershed-basedrestorationplans,wholebasinmanagement preliminaryassessments,orcommunity‐basedstormwaterpermits.

Hocker’sgrocerystoresaredonatinghundredsofhotdogsandhamburgers,andtheTownisgettinga gooddealfromPapaJohn’sforcheese andpepperonipizzas.
“Youcanhaveaprettygoodlunch, dosometrick-or-treating,getsome nicehandouts.It’sawaytogiveback tothecommunityforsupportingus throughouttheyears.It’stheleastwe cando.Weareaddingonemorecarnivalridethisyear,sowearegrowing toaccommodatethecrowd.Weare takingvendorlistsforpeoplewho wanttobetablevendorsortrick-ortreatvendors,”Hallsaid.
