BIA votes to postpone festivals Blueberry festival, costume parade put on hold for other projects By Jennifer Lang Two signature community events – the Cloverdale Blueberry Festival and the annual Halloween Costume Parade – will be put on hold this year, as the Cloverdale BIA grapples with budget constraints, and shifts focus to other priorities. The board has voted to shelve two of its most popular events in 2015, in hopes of bringing both events back next year. Rising operational costs and a gap in sponsorships forced the Cloverdale BIA to postpone the events, but the association will set up a fundraising committee in order to seek additional sources of revenue. “We have created some amazing events and we cannot sustain them,” executive director Paul Orazietti told BIA members gathered at the annual general meeting last week, calling the decision to cancel the “signature events” a “one-time correction.”
“We need to have a lot more money and we need a lot more sponsorships to help,” he added. Some members voiced their disappointment. “It just seems a shame to lose the blueberry festival, even though it will only be a year,” said Kathi Nicholson.

“With $25,000 to $30,000, we could probably pull off a modified version,” Orazietti said. The April 6 AGM was called to approve a revised 2015 budget, and hold a re-election of officers (See the story, “Revised budget shifts priorities,” below). Topping the priority list is to continue the planning process on installing long-awaited gateway signage, starting with a “Welcome to Cloverdale” sign at the northwest corner of Highway 15 and Highway 10, an intersection that sees an average of 75,000 vehicles a day. “With all these people travelling by, you really need to tell, reinforce to people that they’ve arrived and are going through this community,” Orazietti said. By Jennifer Lang President Rob Paterson has been reelected to the Cloverdale Business Improvement Association, which held its annual general meeting last week. The April 6 meeting was called to approve a revised 2015 budget and to hold a re-election of officers. The City of Surrey had deemed there was insufficient detail provided to the association’s membership on this year’s budget, as presented at the July 9, 2014 AGM. The Cloverdale BIA board will be calling an extraordinary general meeting in a few months to unveil a new constitution and bylaws. Paterson told members gathered at the Cloverdale Legion the overhaul will allow the organization to operate more smoothly.

“We have started down the road of modernizing the organization and becoming more transparent with our efforts and expenditures,” he said. As the Cloverdale BIA embarked on its renewal process late last year, the association heard from member businesses – particularly those south of Highway 10 – who cited a need for more beautification projects and crime prevention initiatives, Paterson said. “They’re contributing a lot of money but they weren’t seeing projects,” Cloverdale BIA executive director Paul Orazietti added. The Cloverdale BIA is funded through a self-imposed tax levy on property owners and businesses in the historic town centre. That tax levy makes up the $170,000

operating grant from the city. The BIA also receives an estimated $60,000 in income from sponsorships and grants, adding up to a current operating budget of about $230,000. The Cloverdale BIA began its fifth, fiveyear term in March, after members voted earlier this year to support its renewal. The 2015 AGM – held months earlier than in previous years – capped a fractious, nine-month term. With the newly-revised budget approved, the BIA will be setting up a mobile HD camera program to deter crime and enhance security, Orazietti said. “We’ll put them in certain hot spots and move them around,” Orazietti said, adding the aim is to convince businesses that the cameras are an important deterrent to crime, and would help provide police with more tools to stop thieves.

Meanwhile, the board will be open to sponsorships that might save the Cloverdale Blueberry Festival, which celebrated its 11th anniversary last August. In many ways, it was the ultimate community event. Highlights included the Surrey Show ‘n Shine car show, community pancake breakfasts and burgers, blueberry pie sales by the Cloverdale United Church, an arts festival, live music and dance performances, and a local vendors market. “If somebody came to the table, we’d definitely
look at it,” Orazietti said. “We’ll see if there is any emotional attachment to the event, to bring sponsors forward.” The Cloverdale BIA and the Cloverdale District Chamber of Commerce have historically partnered to co-sponsor a number of high-profile community events in the historic town centre. As they’ve grown in size and popularity, security and traffic control costs have mounted. Orazietti said the Cloverdale BIA’s cost to hold the 2014 blueberry festival was $50,000, with a significant portion – about $30,000 – coming from sponsors.

“We relied on a lot of sponsorship, and this year, we were not able to secure a lot of it,” he said. “So, unfortunately, we didn’t have the cash reserves to hold the event.” Each October, hundreds of children and their parents attend the annual Halloween Costume Parade, a supervised trick-or-treat outing to local businesses that’s family-friendly, and takes place during the daytime. The popularity created traffic control issues, a significant, added cost. “Due to the volume of children that were coming to the event, we
would be required to have traffic control people at each intersection,” Orazietti said. “That more than doubled the costs,” he said. Other co-sponsored events will continue, starting with Rodeo Days in May, featuring the 38th annual Cloverdale Bed Races, Children’s Decorated Bike Parade, Chili Cook-off and Cloverdale Rodeo Parade. It’s hoped Surrey’s Santa Parade of Lights in December will be also be going ahead, however for the past two years, the Cloverdale BIA has had to drum up thousands of dollars in sponsorships to cover costs.

According to a five-year plan approved at the meeting, the Cloverdale BIA will focus on attracting more businesses, along with security and crime prevention, landscaping projects, and gateway signage welcoming visitors to the historic town centre. Heritage and public art projects are another goal, along with lobbying for better transit services.

Left-lane laws not necessary Must our roads suit only the fast and the furious? Impatient drivers are the problem

.C.’s Ministry of Transportation is hogging the left-hand lane, speeding toward another misplaced priority. Minister Todd Stone’s recent announcement that the province is looking at legislation targeting left-lane hogs on the highway is populist pandering, it’s unnecessary and it’s undesirable. Stone suggests left-lane huggers are particular to B.C. – coincidentally the province in which he happens to commute to work. Apparently, everyone who drives slower than our transportation minister is a slowpoke and everyone who drives faster than him is a maniac. This isn’t a law for which British Columbians have been clamouring – it seems to have appeared in our rear-view mirror from out of nowhere. One imagines the minister turned
red with road rage recently, stuck behind some driver who failed to accelerate. On the long list of transportation problems faced by

It’s a nuisance, sure. But not something our elected officials should be concerning themselves with at this point in time. Stone says ICBC statistics
and RCMP traffic reports show that failure to keep right causes a lot of collisions, but we suspect that the impatient drivers who surround the cautious ones are every bit as culpable. Must our roads suit only the fast and the furious? Already the B.C. Liberal government has raised speed limits, conditioning motorists to race at Mach 1. Any crackdown on left-lane hogs is going to empower tailgaters and roadragers, potentially causing more car crashes. The province has been erecting signs along the highways gently reminding motorists to keep right; that should suffice. As well, in many parts of the province, the highway speed limits have already
been bumped up to 120 km/h – though not on Highway 1 through the Lower Mainland and Fraser Valley. While it can be frustrating to drive behind those who plod along in sub-compacts – some of which may have trouble revving up to 120 km/h – most of them are familiar enough with the unwritten rules of the road, and will move over to the right lane just as soon as it’s safe to do so. Yes, the left lane is there to get us where we’re going, faster. But for drivers who are in that much of a rush to get where they’re going, legislation is not the answer. Perhaps they could just leave the house a couple of minutes earlier.

Bring on bigger fines A $1,000 fine isn’t enough to stop illegal secondary suites

home and basement... two separate dwelling suites, units, mini apartments... whatever you want to call them and the city is unwilling to do anything because the stove is removed when they visit. Give me a break. Why would someone pay hundreds of dollars to rent a place and they cannot cook food!? At least charge her property taxes with multiple suite fees as these people are still using city services – water,
utilities, parking, trash etc. And her tenant who lives on the main floor thinks it is okay to harass people when they are the ones in the wrong. Why not? They clearly think they are entitled to break the laws and continue to get away with it. A $1,000 fine was not enough to make it stop. Bring on the $5,000 fines for multiple suites!

Re: “Close the Loopholes,� April 8 I agree with Mike Bola’s stance on the fines for illegal multiple suites and how they should be raised up to $5,000, especially for repeat offenders. For years now I have been unlucky enough to live near a multiplesuite property – a coach home and basement suite which only has three parking spots. The owner was finally caught and fined in November, 2013. This was after years and years of the owner removing stoves [before the bylaw enforcement officer visited]and somehow getting away with it all. The owner was fined $1,000 and finally rules were enforced. [It] only took three years of complaints. Tenants have been evicted before by bylaw enforcement officers. So people’s lives are being messed with all because this owner thinks she is above the city’s bylaws. Fast forward to February of this year. There

A Man. A Plan. Japan! is his eighth show about absurd travels. Jans, a professional photographer and globetrotter, has literally travelled the world, sampling some of its more off-beat and odd offerings yet he’s cool with Cloverdale, where – after putting on shows in the Vancouver area – two years ago he reached out to his Fraser Valley fans with an appearance at the former family-run movie house venue at 5732 176 Street, Surrey. When he presented Off the Wall in China here in 2013, he was thrilled with the response. “Such a great community,” he said. “The reason for [performing at] the Clova is that I loved the ‘Mom and Pop’ cinema kind-ofbusiness.” The cinema closed in 2014, but Jans’ family

Cloverdale curlers win a national title

It was a historic victory as a team of curlers from Langley and Cloverdale became the firstever B.C. women’s team to win the Canadian masters crown. Team B.C. stole a crucial point in the eighth end to defeat Team Ontario 4-3 and capture the 2015 Canadian women’s master curling championships. The gold medal game was on April 5 in Whitehorse, Yukon.
