Is Chicago about to lose another black-owned bank? By Steve Daniels Source: Chicagobusiness.com Seaway Bank & Trust is in the early stages of a capitalraising campaign that, if successful, could well threaten its status as the largest black-owned bank in the Midwest. The South Side lender has suffered $16 million in total losses over the past five quarters ended March 31. Its capital is below the minimum needed for the bank to be deemed "adequately capitalized" by regulators. To prop it up and enable it to lend actively, Seaway is preparing to select an investment banker to raise what one source says would be more than $15 million in fresh capital. In an email, a spokeswoman acknowledges the need for cash but won't comment on the amount sought. "Seaway is currently engaging investment bankers for a capital raise," she says. "We remain committed to our mission and our markets." The bank also remains without a CEO since the departure in September of Darrell Jackson, who led Seaway for only a year before his exit. Executive Chairman Veranda Dickens, who has been in charge since the 2013 death of her husband, longtime Seaway owner and Chairman Jacoby Dickens, "is managing day-to-day

problem is sometimes referred to as the thin blue line. Other times it is referred to as the code of silence. It is the tendency to ignore, deny or in some cases cover up the bad actions of a colleague or colleagues.” The judge seemed to suggest his ruling could change if the city changes its position before the May 31 trial. However, that might force City Hall to acknowledge the code of silence in federal court. the judge also ruled jurors may hear the words “code of silence” during the trial. City lawyers had sought to bar the phrase. Feinerman noted that Emanuel likely made his comments in an effort to try to repair the situation at CPD. Spalding and Echeverria claim they were branded as “rats” by their superiors when they returned to their police jobs and were put on night shifts and details where they spent entire shifts in a windowless room without a phone or radio. Fellow officers told them police commanders had warned them not to respond if Spalding or Echeverria called for backup. In 2014, Chicago issued almost $100 million in bonds to pay for legal costs from the previous year, mostly police misconduct cases where no police officer made in report on another officer. It is very rare to hear a police executive touting the work of his proactive internal affairs unit, or commending an officer for not remaining silent about officer misconduct. Many police executives are hesitant to publicly discuss these matters for fear of raising liability issues or because they do not want to be seen as publicly "sliming" the officer that they just fired for misconduct. Counsel, Houston Police Department, wrote, “Regardless of the reality of the existence of a code of silence or blue wall, as it is often called, the perception by the public of its existence inhibits the ability of the officers and their departments to perform their duties. Ferrell went on to say, ..it would be difficult to find police departments that have a significant number of officers who are willing to accept or ignore serious misconduct within their own ranks. “Hush money” settlements is like protecting police officers witnessing mis-conduct of officers as well, said Ferrell. With the passage of recent federal legislation, the Civil Rights Division of the U. S. Department of Justice has been given the authority to investigate, and initiate civil liti-

gation to eliminate, a "pattern or practice" of misconduct by law enforcement under authority of 42 U.S.C. 14141 and 42 U.S.C. 3789d (c)(3). Misconduct by law enforcement, in this regard, includes excessive force and racially discriminatory practices. Although International Brotherhood of Teamsters v. United States, 431 U.S. 324, 336 (1977), is actually an employment discrimination suit, the Justice Department quotes the Supreme Court when it says that a pattern or practice violation exists when police misconduct is the agency's "standard operating procedure-the regular-rather than the unusual practice." Ferrell said the key to influencing and changing public perception is the same as that for reducing municipal liability-proper training, proactive supervision, and open communication with the public. Although officers are trained how to deal with and be prepared for life -threatening situations, Ferrell says they must also focus on to deal with ethical. “The ultimate responsibility for proper and ethical behavior lies with the individual officer each police agency and its supervisors must share in some of that responsibility.” noted Ferrell. “Soured relations between the police and the communities they serve are one of the most challenging issues of our time," Attorney General Loretta Lynch said addressing the riots that erupted in Baltimore after the death of Freddie Gray in police custody. The Justice Departmen t investigation into the Chicago, Ferguson (MO), Los Angles, Baltimore and the many that was not caught on video. The police force continue be to identified with a law enforcement practices that are unconstitutional and violate civil rights, with a great majority of the cases are African American people. Spalding and Echeverria sued the city and a dozen police officers, alleging conspiracy and violations of the Illinois Whistleblower Act. Spalding and Echeverria seek at least $500,000 each for loss of income and benefits, loss of earnings potential and emotional distress. Settlement generally come out of city budgets, not police budgets, and in Chicago these payouts compound the city’s financial distress. Emanuel, State’s Attorney Anita Alvarez, and the CPD being under intense scrutiny for covering up the murder of Laquan McDonald, who

was shot 16 times by a police officer in October 2014, just four months before Chicago’s mayoral election. As part of not a cover-up but a code of silence as City paid McDonald’s family $5 million if they agreed not to publicly share the video of the murder. But the Mcdonald Settlement was just a drop in the bucket as Chicago has spent $642 million on police-related legal claims since 2004 without one case of police officers themselves calling the question of other officers involved in any wrong doing. Dispelling the myth of a code of silence is not a simple or quick task. The Chicago Police Leaders aware of the tension early summer of 2015 the CPD met with residents across the City to Gather Feedback. However their community meetings and feedback did not suppress the audacity of such a protest by the mostly young and AfricanAmerican demonstrators late 2015 and early 2016 addressing the code of silence that lead Emanuel under siege. However, the establishment is standing by his side. Emanuel got a vote of confidence from the White House’s chief of staff Denis McDonough, who said the president remains confident in Emanuel. Sen. Dick Durbin, the state’s senior senator, offered a sympathetic take on Emanuel’s plight, noting that distrust of the CDP in the African-American community dates back well before Emanuel. “I’m not going to stand in judgment of any single incident that the mayor was involved in,” Durbin told reporters. “But I will say this: My conversations with him tell me he’s focused on making the changes that will bring this city back together again.” Rep. Bobby Rush said that if constituents want to see police reform, they’d be better served if Emanuel remains in office. “If the seat became vacant, it would take another five years to even get remotely to the point where we are right now in terms of the reforming of the police department,” Rush said. He acknowledged he was wrong to resist the release of the police video of the Laquan McDonald shooting, and forced the resignations of his police superintendent and the head of the city agency, the Independent Police Review Authority. And after initially resisting calls for a Justice Department investigation of the police department, Emanuel did an about-face and welcomed the probe that was officially launched . The Rev. Marshall Hatch, said that the pressure being applied on Emanuel by the mostly young protesters is what is moving the mayor toward change. The mayor may try to tough it out, but his attempts to save his legacy won’t come without pain, Hatch said. Many would point to a radicalized system of justice and not just a case of bad apples. Police misconduct and prosecutors derailing accountability of the police existed long before any present administration arrived and will likely thrive as a culture way past their departure under the code of silence of police departments all over the country. Malik Ismail, an international traveler, historian and activist pointed out that, Like prosecutors, police officers are tasked with making the society safe. Sometimes their zeal leads them to cross the line and use the power of their badges to make a case that otherwise would not be tribal.

- State Rep. La Shawn K. Ford, DChicago, with men and women living with a criminal background to call on presidential candidates running in the upcoming Illinois primary next Tuesday to make re-entry issues a priority for the United States. The press conference will be held at the Criminal Court Building of the Circuit Court of Cook County at 26th and California, and will be attended by hundreds of supporters. "A criminal background in America is a disability that prevents citizens from living a productive life in America," said Ford. "This is not about political gain - this is about justice. Americans with criminal records should be given a second chance if they have served their time and are fully committed to obeying the laws of the land. Even those who were wrongfully convicted have to carry the burden of a negative image on their shoulders. This is causing us to see a repeated cycle in our prison system and communities. We must not turn our backs and pretend this is not an issue with our family, friends and community." Howard C. Medley, a veteran with a Purple Heart and a community leader, shares many of the issues that plague those with a background. "I'm a black, 80 year old man, a Democrat and role model in the community," said Medley. "I was wrongfully convicted and jailed 28 years ago, and I still can't live the American dream. I am trying to clear my name for a crime I did not commit in the first place. Today, I have been suffering trying to clear my name, and all the

while my business also suffers because of it. I have spent over 1 million dollars trying to clear my family's good name. I am a perfect example of how bad the justice system is in need of repair after 28 years I'm still living and fighting an unfair Justice System!" In the United States, more than 100 million people have some form of a criminal record. According to the Brennan Center for Justice, every arrest comes with a sentence: guilty or not guilty. A 2012 survey by the Society for Human Resource Management, found that 86 percent of employers use criminal background checks on at least some candidates, with the majority (69 percent) checking all candidates. In a similar 2010 survey by the same group, 31 percent of respondents said an arrest without conviction would at least be "somewhat influential" in their hiring decision. Ford said. "W we must ask our

Rating a defendant’s risk of future crime is often done in conjunction with an evaluation of a defendant’s rehabilitation needs. The Justice Department’s National Institute of Corrections now encourages the use of such combined assessments at every stage of the criminal justice process. And a landmark sentencing reform bill currently pending in Congress would mandate the use of such assessments in federal prisons. In 2014, then U.S. Attorney General Eric Holder warned that the risk scores might be injecting bias into the courts. He called for the U.S. Sentencing Commission to study their use. “Although these measures were crafted with the best of intentions, I am concerned that they inadvertently undermine our efforts to ensure individualized and equal justice,” he said, adding, “they may exacerbate unwarranted and unjust disparities that are already far too common in our criminal justice system and in our society.” candidates running for president who are asking for our votes - that they make issues dealing with reentry of our returning and returned citizens a priority if our nation is to heal its wounds. So many people who have paid their debt to society still struggle to find ways to clear their names - struggling for total freedom and the opportunities they deserve." Chicago put all its markers on winning the Obama Presidential Library (OPL). Chicago has won the Obama Presidential Library, the South Side has won, and University of Chicago has won. The Chicago Park District and Friends of the Park, and certainly won with the State of Illinois. In this case, the Obama Presidential Library being on Chicago’s South Side is not the only victory to be had. But let’s acknowledge that the first African American President was always expected have his own prestigious park site. In Chicago, that means the Library and Museum would have its own Lakefront Park. Not in Grant Park (where he celebrated his first victory) or Jackson Park, or Lincoln Park. The University of Chicago has worked hard to grow from being a land locked institution, amassing enough land in the historic Washington Park neighborhood to match what they already own in Woodlawn. Their long-term plan is supported with real estate holdings that provide them with land for future endowments, all the way from Cottage Grove Avenue to the Dan Ryan Expressway. For all intents and purposes, they are in very good standing. They do not need the OPL to finally develop a retail center on 63rd Street and Stony Island Avenue, or on 55th Street and King Drive (these locations, among others, are long overdue). But even their students and faculty view the lack of a U of C trauma center, and food and commerce centers in Washington Park, shameful and unacceptable. The Community Advisory Board that the University of Chicago assembled to represent the community’s interest, signed on without demanding transparency of the OPL site proposal, or even having a community benefit agreement in place. The community has not begun to visualize just how much more land will be needed for parking and security in the two contending historic Park sites.

What the U of C could have done to truly help the community with its economic development, was to ensure the deployment of affordable access to high speed internet. The Partnership for Connected Illinois committed 2 million dollars to Chicago’s Mid-South Region (starting in Woodlawn), with Gigibit Squared as its vendor. This company, misrepresenting its capacity and ability, received the money and provided nothing in return.

replaced, and sitting on $430 million in surplus cash, no debt, and a fully funded pension system. CHI and other advocates are pushing for a Chicago City Council ordinance to ensure public funds intended for affordable housing are used appropriately and to protect the city's remaining public housing stock from shrinking further. Titled Keeping the Promise, the proposed ordinance would give the City Council substantial new oversight authority over city funds awarded to the CHA. The intent of the Keeping the Promise Ordinance is to improve CHA's transparency, accountability and performance by requiring the CHA to report to the City Council Committee on Housing and Real Estate about available resources and progress delivering housing. If adopted, the Ordinance will also establish new city policies requiring one-for-one replacement of all currently standing public housing units in future CHA redevelopments, and place restrictions on further sales and swap of public housing land by CHA, until CHA produces a plan showing where it will rebuild what was promised under the Plan for Transformation. The Ordinance is co-sponsored by 25 Aldermen and has the backing of nearly 40 diverse communitybased organizations, good government groups, & fair housing advocacy centers. It was first introduced in Sept. 2014. Despite at 11-hour Hearing in the Housing Committee held on February 17, 2016, no vote on the Ordinance has been scheduled. CHA has hundreds of millions of dollars in surplus cash and a waiting list 10 years long. CHA has diverted over $600 million in public funding away from its housing and service programs into non-cash outlays and other line items not directly related to housing or service provision.

North Miami Beach police are facing scrutiny after it they used images of AfricanAmerican men for target practice. This was discovered by one of the sisters of the men whose image was used. Police snipers were shooting at the Medley Police Firearms Training Center; however, after they left, the Florida National Guard came in. Sgt. Valarie Deant, a national guardsman, saw the target images that the police left behind and noticed among them: her brother Woody mugshot, taken years ago. “And I was like, why is my brother being used for target practice?” Deant said to NBC Miami. The image of her brother’s face had a bullet hole through his eye and his forehead. Deant’s mugshot was from an arrest made 15 years ago. He spent four years in prison for a drag-racing accident that claimed two lives. However, he says those days are long behind him and that he is now a

family and career man. North Miami Police Chief J. Scott Dennis told NBC Miami that they didn’t violate any regulations and that the practice of using images of real people is not limited to his department. NBC6 spoke to law enforcement agencies, and they all said that they only use computer generated images distributed by commercial vendors and not images of real people. “The use of those targets doesn’t seem correct. The police have different options for targets,” said retired FBI agent Alex Vasquez. “This can create a very dangerous situation, and it has been ingrained in your subconscious. What does that mean when someone comes across Woody or another person on the street?” said the Deants’ attorney, Andell Brown. “So they see them as criminals before they get a chance to [say] I surrender,” Valarie Deant said. Police chief Dennis said that they will continue using target photos of real individuals once they increase their inventory of images.

Harold Lucas the founder and director of BMCTC said, “As a starting orientation point for the Black Metropolis/Pullman Porter Great Migration Blues Trail Tours, it will not stop the core business of scheduling of Bronzeville and the broader south lakefront region of Chicago, as south lakefront regional neighborhoods emerge as the ultimate cultural destination of the Great Migration in 21st Century Chicago.” The number of domestic visitors to Chicago hit a record last year, reaching nearly 51 million. That was close to a 5 percent increase over the previous year. An announcement by Mayor Rahm Emanuel's office said Chicago was one of just three U.S. cities to rack up more than 50 million visitors.

Emanuel's office said marquee events helped boost the numbers. Those included the NFL Draft and the James Beard Foundation Awards. Both events are returning to Chicago over the coming week. And this summer, Chicago and Lake Michigan will host the America's Cup. It's the first time in the sailing competition's 164-year history that it will be held in a freshwater setting. CHICAGO — More than 780 Tasers are on their way to the Chicago Police Department, according to the city. The new Tasers mean police will now have access to 1,481 Tasers, according to a city news release. All officers responding to calls will receive a Taser at the start of their shift. Mayor Rahm Emanuel announced late last year that more police would receive Tasers and training in how to use them. At the time, interim Supt. John Escalante said 21 percent of the Police Department was trained to use Tasers and he wanted to double that. The push to use more Tasers came after police shot and killed Bettie Jones and Quintonio LeGrier on Dec. 26 in the Austin community.

June 16, 2016 Page 11 a dime was no longer enough. What were you doing for the liberation of your people? What were you doing to help your country live up to the covenant of its founding principles?" Recalling Ali's anti-war position, Kareem AbdulJabbar said: "I remember the teachers at my high school didn't like Ali because he was so antiestablishment and he kind of thumbed his nose at authority and got away with it. The fact that he was proud to be a black man and that he had so much talent ... made some people think that he was dangerous. But for those very reasons I enjoyed him."[132] Civil rights figures came to believe that Ali had an energizing effect on the freedom movement as a whole. Al Sharpton spoke of his bravery at a time when there was still widespread support for the Vietnam War. "For the heavyweight champion of the world, who had achieved the highest level of athletic celebrity, to put all of that on the line – the money, the ability to get endorsements – to sacrifice all of that for a cause, gave a whole sense of legitimacy to the movement and the causes with young people that nothing else could have done. Even those who were assassinated, certainly lost their lives, but they didn't voluntarily do that. He knew he was going to jail and did it anyway. That's another level of leadership and sacrifice."[133] In speaking of the cost on Ali's career of his refusal to be drafted, his trainer Angelo Dundee said, "One thing must be taken into account when talking about Ali: He was robbed of his best years, his prime years." has appeared on the cover of Sports Illustrated on 37 different occasions, second only to Michael Jordan. Affiliation with the Nation of Islam Ali said that he first heard of the Nation of Islam when he was fighting in the Golden Gloves tournament in Chicago in 1959, and attended his first Nation of Islam meeting in 1961. He continued to attend meetings, although keeping his involvement hidden from the public. In 1962, Clay met Malcolm X, who soon became his spiritual and political mentor.[114] By the time of the first Liston fight Nation of Islam members, including Malcolm X, were visible in his entourage. This led to a story in The Miami Herald just before the fight disclosing that Clay had joined the Nation of Islam, which nearly caused the bout to be canceled.

reported that Ali was tied with Babe Ruth as the most recognized athlete, out of over 800 dead or living athletes, in America. The study found that over 97% of Americans over 12 years of age identified both Ali and Ruth. Ali is generally considered one of the greatest heavyweights of all time by boxing commentators and historians. Ring Magazine, a prominent boxing magazine, named him number 1 in a 1998 ranking of greatest heavyweights from all eras. Ali was named the second greatest fighter in boxing history by ESPN.com behind only welterweight and middleweight great Sugar Ray Robinson.[ In December 2007, ESPN listed Ali second in its choice of the greatest heavyweights of all time, behind Joe Louis. The Associated Press voted Ali the No. 1 heavyweight of the 20th century in 1999. What made him the greatest other than his own words was his stance to speak what many African Americans want to say during a time in America that was dared to be said beyond the barber shop talk representing a silent voice of many, other than so profound said by Malcolm X. At 22, Ali was bought in The Nation of Islam by Malcolm X, aligning himself with the Nation of Islam, its leader Elijah Muhammad, and a narrative that labeled the white race as the perpetrator of genocide against African Americans made Ali a target of public condemnation. He won the world heavyweight championship from Sonny Liston in an upset in 1964. Shortly after that, Clay converted to Islam, changed his "slave" name to Ali, and gave a message of racial pride for African Americans and resistance to white domination during the 1960s Civil Rights Movement The Nation of Islam was widely viewed by whites and even some African Americans as a black separatist "hate religion" with a propensity toward violence; Ali had few qualms about using his influential voice to speak Nation of Islam doctrine. In a press conference articulating his opposition to the Vietnam War, Ali stated, "My enemy is the white people, not the Vietcong". In relation to integration, he said: "We who follow the teachings of Elijah Muhammad don't want to be forced to integrate. Integration is wrong. We don't want to live with the white man; that's all."[ And in relation to inter-racial marriage: "No intelligent black man or black woman in his or her right black mind wants white boys and white girls coming to their homes to marry their black sons and daughters." However, Ali one daughter did married a white man. During the early part of Ali's career, he built a reputation for predicting rounds in which he would finish opponents, often vowing to crawl across the ring or to leave the country if he lost the bout. Ali admitted he adopted the latter practice from "Gorgeous" George Wagner, a professional wrestling champion who drew thousands of fans to his matches as "the man you love to hate."[ Ali remains the only three-time lineal world heavyweight champion; he won the title in 1964, 1974, and 1978. Between February 25, 1964, and September 19, 1964, Ali reigned as the heavyweight boxing champion. Nicknamed "The Greatest", he was involved in several historic boxing matches.[16] Notable among these were the "Fight of the Century", "Super Fight II" and the "Thrilla in Manila" versus his rival Joe Frazier, the first Liston fight, and "The Rumble in the Jungle" versus George Foreman. Ali retired from boxing in 1981. At a time when most fighters let their managers do the talking, Ali, inspired by professional wrestler "Gorgeous George" Wagner, thrived in—and indeed craved—the spotlight, where he was often provocative and outlandish. "Talking trash" Ali regularly taunted and baited his opponents—including Liston, Frazier, and Foreman—before the fight and often during the bout itself. He said Frazier was "too dumb to be champion", that he would whip Liston "like his Daddy did", that

Terrell was an "Uncle Tom" and that Patterson was a "rabbit." In speaking of how Ali stoked Liston's anger and overconfidence before their first fight, one writer commented that "the most brilliant fight strategy in boxing history was devised by a teenager who had graduated 376 in a class of 391." In 1966, two years after winning the heavyweight title, Ali further antagonized the white establishment by refusing to be conscripted into the U.S. military, citing his religious beliefs and opposition to American involvement in the Vietnam War. He was eventually arrested, found guilty of draft evasion charges and stripped of his boxing titles. He was quoted as saying, "I said I was the greatest, not the smartest!")[123][124] By early 1966, the army lowered its standards to permit soldiers above the 15th percentile and Ali was again classified as 1-A. Ali stated: "War is against the teachings of the Qur'an. I'm not trying to dodge the draft. We are not supposed to take part in no wars unless declared by Allah or The Messenger. We don't take part in Christian wars or wars of any unbelievers." He famously stated: "Man, I ain't got no quarrel with them Viet Cong."[125] Ali elaborated: "Why should they ask me to put on a uniform and go ten thousand miles from home and drop bombs and bullets on brown people in Vietnam while so-called Negro people in Louisville are treated like dogs and denied simple human rights?"[126] Appearing for his scheduled induction into the U.S. Armed Forces on April 28, 1967, in Houston, Ali refused three times to step forward at the call of his name. Ali's example inspired countless black Americans and others. The New York Times columnist William Rhoden wrote, "Ali's actions changed my standard of what constituted an athlete's greatness. Possessing a killer jump shot or the ability to stop on

Ali at an address by Elijah Muhammad in 1964 In fact, Clay was initially refused entry to the Nation of Islam (often called the Black Muslims at the time) due to his boxing career. However, after he won the championship from Liston in 1964, the Nation of Islam was more receptive and agreed to publicize his membership.[114] Shortly afterwards, Elijah Muhammad recorded a statement that Clay would be renamed Muhammad (one who is worthy of praise) Ali (Ali is the most important figure after Muhammad in Shia view and fourth rightly guided caliph in Sunni view). Around that time Ali moved to the south side of Chicago and lived in a series of houses, always near the Nation of Islam's Mosque Maryam or Elijah Muhammad's residence. He stayed in Chicago for about 12 years.[115] Only a few journalists (most notably Howard Cosell) accepted the new name at that time. Ali later announced: "Cassius Clay is my slave name."[116] Not afraid to antagonize the white establishment, Ali stated, "I am America. I am the part you won't recognize. But get used to me. Black, confident, cocky; my name, not yours; my religion, not yours; my goals, my own; get used to me."[117] Ali's friendship with Malcolm X ended as Malcolm split with the Nation of Islam a couple of weeks after Ali joined, and Ali remained with the Nation of Islam. [118][119] Ali later said that turning his back on Malcolm was one of the mistakes he regretted most in his life. Personal life Marriages and children Ali was married four times and had seven daughters and two sons. Ancestry, early life, and amateur career Born in Louisville, Kentucky, Ali had a sister and four brothers, including Nathaniel Clay. He was named for his father, Cassius Marcellus Clay Sr., who himself was named in honor of the 19th-century Republican politician and staunch aboli(Continued on page 12)

tionist, Cassius Marcellus Clay, also from the state of Kentucky. Although Cassius Sr. was a Methodist, he allowed Odessa to bring up both Cassius and his younger brother Rudolph "Rudy" Clay (later renamed Rahman Ali) as Baptists. He was first directed toward boxing by Louisville police officer and boxing coach Joe E. Martin,[29] who encountered the 12-year-old fuming over a thief taking his bicycle. He told the officer he was going to "whup" the thief. The officer told him he had better learn how to box first.[30] For the last four years of Clay's amateur career he was trained by boxing cutman Chuck Bodak. Ali even in his early years would vocally belittled his opponents and vaunted his abilities. Clay taunted Liston during the pre-fight buildup, dubbing him "the big ugly bear". "Liston even smells like a bear", Clay said. "After I beat him I'm going to donate him to the zoo."[39] Clay turned the pre-fight weigh-in into a circus, shouting at Liston that "someone is going to die at ringside tonight". Ali defended his title against former heavyweight champion Floyd Patterson on November 22, 1965. Before the match, Ali mocked Patterson, who was widely known to call him by his former name Cassius Clay, as an "Uncle Tom", calling him "The Rabbit". Although Ali clearly had the better of Patterson, who appeared injured during the fight, the match lasted 12 rounds before being called on a technical knockout. Patterson later said he had strained his sacroiliac. Ali was criticized in the sports media for appearing to have toyed with Patterson during the fight.[47] Ali and then-WBA heavyweight champion boxer Ernie Terrell had agreed to meet for a bout in Chicago on March 29, 1966 (the WBA, one of two boxing associations, had stripped Ali of his title following his joining the Nation of Islam). But in February Ali was reclassified by the Louisville draft board as 1-A from 1-Y, and he indicated that he would refuse to serve, commenting to the press, "I ain't got nothing against no Viet Cong; no Viet Cong never called me nigger."[48] Amidst the media and public outcry over Ali's stance, the Illinois Athletic Commission refused to sanction the fight, citing technicalities. Ali fought Terrell in Houston on February 6, 1967. Terrell was billed as Ali's toughest opponent since Liston—unbeaten in five years and having defeated many of the boxers Ali had faced. Terrell was big, strong and had a three-inch reach advantage over Ali. During the lead up to the bout, Terrell repeatedly called Ali "Clay", much to Ali's annoyance/ Ali seemed intent on humiliating Terrell. "I want to torture him", he said. "A clean knockout is too good for him."[50] The fight was close until the seventh round when Ali bloodied Terrell and almost knocked him out. In the eighth round, Ali taunted Terrell, hitting him with jabs and shouting between punches, "What's my name, Uncle Tom... what's my name?" Ali won a unanimous 15-round decision. Ali and Frazier's first fight, on March 8, 1971, was nicknamed the "Fight of the Century", due to the tremendous excitement surrounding a bout between two undefeated fighters, each with a legitimate claim as heavyweight champions. The bout was broadcast to 35 foreign countries; promoters granted 760 press passes.[34] Adding to the atmosphere were the considerable pre-fight theatrics and name calling. Ali portrayed Frazier as a "dumb tool

of the white establishment". "Frazier is too ugly to be champ", Ali said. "Frazier is too dumb to be champ." Ali also frequently called Frazier an "Uncle Tom". Dave Wolf, who worked in Frazier's camp, recalled that, "Ali was saying 'the only people rooting for Joe Frazier are white people in suits, Alabama sheriffs, and members of the Ku Klux Klan. I'm fighting for the little man in the ghetto.' Joe was sitting there, smashing his fist into the palm of his hand, saying, 'What the fuck does he know about the ghetto?'"[34] In the later rounds—in what was the first appearance of the "rope-a-dope strategy"—Ali leaned against the ropes and absorbed punishment from Frazier, hoping to tire him. In the 11th round, Frazier connected with a left hook that wobbled Ali, but because it appeared that Ali might be clowning as he staggered backwards across the ring, Frazier hesitated to press his advantage, fearing an Ali counter-attack. In the final round, Frazier knocked Ali down with a vicious left hook, which referee Arthur Mercante said was as hard as a man can be hit. Ali was back on his feet in three seconds.[34] Nevertheless, Ali lost by unanimous decision, his first professional defeat. Ali's characterizations of Frazier during the lead-up to the fight cemented a personal animosity toward Ali by Frazier that lasted until Frazier's death.[34] Frazier and his camp always considered Ali's words cruel and unfair, far beyond what was necessary to sell tickets. Shortly after the bout, in the TV studios of ABC's Wide World of Sports during a nationally televised interview with the two boxers, Frazier rose from his chair and wrestled Ali to the floor after Ali called him ignorant. In 1973, Ken Norton broke Ali's jaw while giving him the second loss of his career. After initially seeking retirement, Ali won a controversial decision against Norton in their second bout, leading to a rematch at Madison Square Garden on January 28, 1974, with Joe Frazier who had recently lost his title to George Foreman. Heavyweight champion (second tenure) Main articles: The Rumble in the Jungle and Thrilla in Manila The defeat of Frazier set the stage for a title fight against heavyweight champion George Foreman in Kinshasa, Zaire, on October 30, 1974—a bout nicknamed "The Rumble in the Jungle". Foreman was considered one of the hardest punchers in heavyweight history. As usual, Ali was confident and colorful before the fight. He told interviewer David Frost, "If you think the world was surprised when Nixon resigned, wait 'til I whup Foreman's behind!"[54] He told the press, "I've done something new for this

fight. I done wrestled with an alligator, I done tussled with a whale; handcuffed lightning, thrown thunder in jail; only last week, I murdered a rock, injured a stone, hospitalized a brick; I'm so mean I make medicine sick."[55] Ali was wildly popular in Zaire, with crowds chanting "Ali, Bomaye" ("Ali, kill him") wherever he went. Ali agreed to a third match with Joe Frazier in Manila. The bout, known as the "Thrilla in Manila", was held on October 1, 1975, Ali, in his corner, winner by TKO, slumped on his stool, clearly spent. An ailing Ali said afterwards that the fight "was the closest thing to dying that I know", and, when later asked if he had viewed the fight on videotape, reportedly said, "Why would I want to go back and see Hell?" After the fight he cited Frazier as "the greatest fighter of all times next to me". In February 1978, Ali faced Leon Spinks, Ali lost the title by split decision. A rematch Ali won a unanimous decision in an uninspiring fight, making him the first heavyweight champion to win the belt three times.[61] Ali announced his retirement from boxing. His retirement was short-lived, with his comeback to face Larry Holmes for the WBC belt. It was around this time that Ali started struggling with vocal stutters and trembling hands. The fight took place on October 2, 1980, with Holmes easily dominating Ali, who was weakened from thyroid medication he had taken to lose weight. Giachetti called the fight "awful ... the worst sports event I ever had to cover". Actor Sylvester Stallone at ringside said it was like watching an autopsy on a man who is still alive.[34] Ali's trainer Angelo Dundee finally stopped the fight in the eleventh round, the only fight Ali lost by knockout. The Holmes fight is said to have contributed to Ali's Parkinson's syndrome.[64] Despite pleas to definitively retire, Ali fought one last time on December 11, 1981, in Nassau, Bahamas, against Trevor Berbick, losing a ten-round decision.[65][66][67] On January 19, 1981, Ali was diagnosed with Parkinson's syndrome in 1984, a disease that sometimes results from head trauma from activities such as boxing.[70] Ali was hospitalized in Scottsdale on June 2, 2016, with a respiratory illness. Though his condition was initially described as "fair", it worsened and he died the following day, aged 74, from septic shock. Ali was mourned globally, and a family spokesman said the family "certainly believes that Muhammad was a citizen of the world … and they know that the world grieves with him."[92] Louisville Mayor Greg Fischer stated, "Muhammad Ali belongs to the world. But he only has one hometown."[92] Public memorial services for Ali at the KFC Yum! Center in Louisville are planned followed by later private interment in Louisville's Cave Hill Cemetery.[93][94] As a world champion boxer and social activist, Ali has been the subject of numerous books, films and other creative works. Later beliefs Ali converted from the Nation of Islam sect to mainstream Sunni Islam in 1975. In a 2004 autobiography, written with daughter Hana Yasmeen Ali, he attributes his conversion to the shift toward Islam made by Warith Deen Muhammad after he gained control of the Nation of Islam upon the death of Elijah Muhammad in 1975. Muhammad Ali's boxing gloves are preserved in the Smithsonian Institution National Museum of American History. Legacy

At my organization, the Black Star Project, we looked at every grant that the city's largest foundation, the John D. and Catherine T. MacArthur Foundation, made to organizations in Chicago in 2015. With MacArthur's annual spending roughly $325 million worldwide, we calculated that, in 2015, it gave some $56 million to Chicago causes. Of that, only $375,000only one-tenth of 1 percent of total giving-went to black-led organizations that primarily serve Chicago's black communities. Despite that fact, MacArthur Foundation representatives were surprised when black people challenged a new $100 million loan program named Benefit Chicago. This initiative is designed to "loan" money to nonprofits and socially responsible businesses-money that must be repaid with interest. Some recipient nonprofits likely include those that MacArthur had previously not given to, nor considered for grant awards, including those in Chicago communities with the highest needs. hicago was one of the centers of black journalism, having at different times several black-owned newspapers, from 1919 there was the Chicago Whip, Chicago Bee, Broad Axe, and the Half Century Magazine. The most influential of the Chicago publications was the Chicago Defender, with nationwide circulation founded by Robert S. Abbott in 1905. The Chicago Defender had a major impact on Black History thought and development in America by its combination of news pertinent to blacks nationwide in conjunction with strong editorial viewpoints on a wide variety of civil rights issues. The "Great Migration" of 1910 to 1920 was due in large part to editorials published in the Chicago Defender urging blacks to leave the oppression of the South for greater opportunity in Chicago and the North. From my time working for the Chicago Defender naturally a lot was learned. But it was not my intentions to a publisher. Its inception was an organizing tool at first site, Chicago Street Journal, (formerly South Street Journal), based from the Mid-South community located on 43rd and King Drive. The newspaper has been an organizing tool from the Bronzeville Political Pac, the 47th Street Business Association, involved in political campaigns, organizing public housing, and even this publisher running for alderman. But Harold Lucas describes the newspaper toilet room time, and Phil Jackson said it’s a newspaper not of the norm. At times more astonished than loved. It has been best of times and eviction times, wisdom and typo’s headline “If we don’t work, no ‘boby’ work. It has been the light of issues to the ‘Lake Front Aldermen, darkest of friendships to the threats of aldermen to sue, and former mayor Richard Daley blocked it from advertising money from St. Elisabeth Church. And then others block its advertising funds. But as an alternative all of those directions led to the birth of Black Wall Street Chicago and now there are over 50 across the country and five different organizations in Chicago with the name in Chicago and 14 Districts

claimed. Black Wall Street Chicago was founded by this newspaper on the premise of Malcolm X, “At least establish the businesses in your own community, before it is too late.” As it was in the spirit of Tulsa, Ok., destroyed by the massacre of 1921 but more of the civil rights movement for integration during the 50’s. Our readers are dedicated and know our value and trust our vision. We are always seeking ways to bring the readers the best our communities have to offer. We would be remiss if we overlooked polices and its importance to our society. Regardless what part of Chicago you are, for this new name is Chicago Street Journal. We are requesting your role as a partner in building the Black Wall Street Districts of Chicagoland and striving this newspaper as a tool to do so. Take for example on Taylor Street; you may know the one where public housing was the third populated of Black people 10 years ago. Now it is one of the vital business strips of young people enjoying the fruits of economic growth, no bars on the windows, shops open 7 pm like it was noon time, another Rush Street. However, we hold our heads up high to heal the pain of yesterday news from evictions to sabotage. This newspaper is your sons and daughters trying to take a stand like the other one. So send us your love, your dollar. Protect our independence, and give our readers the needed knowledge we need your presence. CSJ is normally a free publication. But our readers keep telling us such as Rev. Theo Taylor, "Sell it for dollar". Now is the time we ask. If everyone reading this right now gave $1, our non-stop publishing would be done. If CJS is useful to you, please take one minute to keep it on the streets and online and growing. Thank you

they bring up you. You put them first, and they put you last, ’cause you’re a chump, a political chump.” Yes, black voters have become the political chumps of the Democratic Party. We are the voting block that put President Obama in the White House. And what did we get for all of our good works? We got Merrick Garland. Why? Because we are chumps, political chumps. And the next Negro that I hear say, “The President is playing chess while the Republicans are playing checkers,” is getting chopped in the throat. If the president is playing chess then that means that black people are the pawns that are being sacrificed. The chess move would be to nominate a justice that captured the imagination of the American people. Young, energetic, qualified, captivating, and able to rally the progressive base that put this administration into office. The president would then be able to use public pressure to force a vote in the Senate. Instead, the president nominated a 63-year-old white guy who got his start as a federal prosecutor and a judge locking up black folks. That’s not

chess. What did the president get out of nominating a moderate old white guy? Nothing. The Senate is still blocking the nomination. So why do this? Because we are chumps, political chumps. The political calculus for the Democrats is as follows: No matter what they do, blacks will vote for them at over 90%. Thus, nominating a black Supreme Court Justice would serve no political purpose, and would be seen by white voters as an “Affirmative Action” hire by the president which would work against the party. Note, the Democrats did not use this same tortured logic when it was time to appoint a Hispanic justice, or a Jewish justice, or even a feminist justice. They only use this math with issues related to black voters. The first step to being respected is to first respect ourselves. Until we respect ourselves and treat the Democratic Party the same way that they treat us, then we will continue to be political chumps. Program administrators sell the lots to nearby property owners for $1 each. Local residents take advantage of a rare opportunity to reappropriate real estate lost during the foreclosure crisis. Community organizers push for high program utilization. According to one Department of Planning and Development official, the primary reason some residents are hesitant to purchase the land is the fact that they will have a new property tax bill. RBG International, a coalition of Black African leaders and investors, is executing an aggressive campaign promoting the acquisition of these parcels by neighborhood residents. The group offers incentives to eligible individuals to induce them to purchase the land, including free rubbish removal and maintenance, and building fences. “Our goal is to have 100% of the lots sold to neighborhood residents,” one RBG collaborator explained. “So far, this program only includes neighborhoods with majorityBlack African populations. Land rents are set above the taxes each new owner must pay. The RBG plan, called “The Great Chicago Land Grab!” involves the collaboration of dozens of Black African businesses, community and faith-based organizations, schools and public agencies and officials. It includes workforce development for teens and adults in building trades and agriculture. Projections include 1,000 new jobs, doubling of area median incomes, increase of property values in the hundreds of millions of dollars, elimination of neighborhood food deserts, unprecedented reduction of crime rates, significant decrease of unwed parenting. “This plan will also create spin-off and businesses such as those in the natural health care and beauty industries,” an RBG representative said. “We are employing experienced and inexperience tradesmen, exoffenders, recovering addicts, youth and elders.” Costing over $1M annually to maintain, lots sold can now generate revenues that go toward providing public benefits to the neighborhood.

Photo: Chen Weihua/China Daily Local assembly plants in Ethiopia’s fledgling auto industry plan to begin exporting cars in a couple of years in a market dominated by Chinese brands — part of an effort to industrialize the agrarian economy, Reuters reports. It’s a grand ambition for the tiny auto industry, transforming a handful of assemblers that bolt together imported kits into a network of factories that can make the country Africa’s biggest car manufacturer over the next two decades. If it succeeds, it won’t be the first time Ethiopia delivers on an ambitious goal. With one of Africa’s fastest growing economies for more than a decade, Ethiopia has pulled off the Grand Ethiopian dam and others that helped make it an electricity exporter. Ethiopia’s expanding transport network includes the successful Ethiopian Airlines, the largest and fastest growing African airline, according to GhanaWeb. Ethiopian Airlines won the African Airline of the Year Award 2016 at the 25th Anniversary African Aviation Air Finance Africa Conference & Exhibit in Johannesburg. This year, a railway will link the landlocked country, population 97 million, to Djibouti port where the Red Sea meets the Indian Ocean, providing a cheap and fast way to import raw materials and export finished goods. “The aim is to become a leading manufacturing hub in Africa,” said State Minister for Industry Tadesse Haile in a Reuters interview. “We want to become the top producer of cars on the continent in 15 or 20 years.” In industrial zones around Addis Ababa and the northern city of Mekelle, Ethiopian firms and Chinese partners assemble vehicle kits. They imported 38,000 assembled cars in 2015, a 50 percent-plus increase over 2014. Ethiopia produces about 8,000 commercial and other vehicles a year for the local market, including about 2,000 cars but they could make more if they could get more foreign exchange to import more kits, Reuters reported.

“There is a lot of potential for growth,” said Ma Qun, deputy manager of China’s Lifan auto group in Ethiopia, which has the capacity to assemble 5,000 cars a year but whose output is less than 1000. “We want to start exporting from Ethiopia by 2018, or a year later,” he said. For now, Ethiopia has to compete with South Africa, which makes 600,000-plus fully manufactured vehicles, and Morocco, which makes 200,000. Egypt, Kenya and Sudan also assemble vehicles. South Africa has a large domestic market with annual per capita income of $6,800 compared to Ethiopia’s $550, according to World Bank 2014 data. Morocco — annual per capita income, $3,070 — is geographically close to the huge European market. Assemblers in Ethiopia put together Chinese brands Geely, FAW, BYD and Lifan. With Ethiopia’s scant currency reserves, assemblers face challenges getting enough dollars to import kits. Another problem is consumers unsure about quality. Chinese car firms are central to Ethiopia’s vehicle manufacturing plans. Chinese car kits are cheaper than rivals such as Japan, said an executive at an Ethiopian manufacturer. South Korea wants a piece of the action. South Korean automobile manufacturer Kia Motors Corp. has broken ground on a community -run auto mechanic training center in Ethiopia due to be completed in 2017, EconomicTimes reported. Th e centers will enable trainee mechanics to work towards national qualifications. Ethiopia’s car assemblers face another challenge. Their cars don’t hold their prices as well as finished imports. “The big obstacle they face is resale value,” said Araya Lakew, whose mekina.net website links buyers and sellers. Some used imports, such as Toyotas, even gain value with the weaker currency, unlike locally assembled models. Lifan’s marketing director Tomi Su said his firm would keep making models that are more attractive to consumers. “There will be new gadgets in every upgrade,” he said.

Others know him as a member of Chatham Avalon Park Community Council, Black United Front, NAACP, a member of Cathedral Baptist Church and the Baptist Pastors Conference of Chicago. But most people remember him as "Mr. Buy Black" due to his daily efforts getting people to "Buy Black" as a method to get ‘How Blacks off the Economic bottom’ the title of his book. Dr. Evans, made his transition Feb. 23, 2015, at the age of 101 years old. was most known as"Mr. Buy Black" due to his daily efforts getting people to "Buy Black" as a

method to get Blacks off the economic bottom Minister Rahm Aton, now president of now United Black Association Progress Association (UBAPA) formed by Dr. Webb over 54 years ago, with Pastor John Chrism as the new Chair are at the helm understanding the importance to continue to push Dr. Evans mission to 'Buy Black'. He stated many times over that "anybody can come to this country and within a short time they are doing better than Black African Americans." With activities over the years under the name without “Black” the board members rename UAPA to UBAPA, United Black America Progress Association. A name change that Dr. Evans has thought about before his passing. “The name change was done so to

reflect the objective of the organization years of operation to Buy Black”. Said Minister Aton. “It is to be clear of the organization objectives. Over the years UBABA has been now for its 'Shop Ins' of Black Businesses. UBAPA members would pick a day so often and flood that black business cash registrar. In addition UBAPA members would

tell non-black stores (such as one on 71st and State Street) to stock black products (Reggio's Pizza as an example), or none of their products would be sold. Dr. Evans states that many people tell him that they don't hear other races telling their people to shop with their race. He states that they don't have to be told because they are already doing it without being told. Evans has stated that "if others lived in the community and was contributing to the welfare of the community it would be different. But they don't live in the community and their only interest is to come in and get the money out". Since we don't have Black Business Owners bringing money from the Arab, Asian, or Caucasian communities, Blacks should keep every dollar possible in the Black community by buying Black. UBAPA is now embarking on the development of The Dr. Webb Evans Community Development Corporation (WECSC). The mission is to serve as a model building through

which religious and community organizations, area businesses, and area residents can work together to solve problems and improve the quality of life in the Black community. One of their first projects is the Dr. Webb Evans Center for Economic Change. Located on the 79th Street Black Wall Street District, between Hermitage and Paulina the plan is to refurbish the four store front structure into a community/ business center that will be named; the project the Webb Evans Center for Economic Change. It will undertake a major fund raising to purchase the commercial property. Wright, now a youth intervention specialist, agrees, saying "There's a total lack of accountability on the streets now, in comparison to the 70's and 80's." Starting with the youth and teaching them about business is priceless. Aaron said, as he has been a resource for the men in his family and community. "In the past, the people who live in violent neighborhoods usually wouldn't talk — but they'll talk to Aaron, and people like Dirk", says Blaise Von who is the business manager of Aaron and granddaughter of Mickey Codwell. "The CPD has been accused of killing young Black men, destroying their young lives, stigmatizing them and demonizing them! Are they, too, guilty as charged?"Several police including Lt. John Burge have been found guilty of torturing black males sending them to death row. The CPD has implemented a variety of programs to address street organizations over the years, which include the Wrap-Around Strategy that integrates various city services in order to reduce gang violence and crime: Graffiti removal, streetlight repair. Since the Wrap-Around Strategy was announced at the start of May 2015, Chicago Police reported they have executed over 557 search warrants and conducted 2,800 raids resulting in 1,700 arrests and the seizure of 500 guns, 104 vehicles, more than $7 million in cash and $122 million in narcotics. At one point elected officials were looking to the U.S. military as a liaison for the Chicago Police. In July 2015, they implemented the comprehensive Gang Violence Reduction Strategy (GVRS) plan, focused on preventing initial gang related violence and shootings, gathering and sharing actionable intelligence on gang related violence that has already occurred, in hopes of preventing future violence. Chicago Police Superintendent Eddie Johnson ,during a press conference was interrupted by a shooting across from the police headquarters, boasted of his success at taking gang members off the streets; the shooting of Yvonne Nelson, coming out of the Bronzeville Starbucks, she and a young man were shot. Nelson, died. Phillip Jackson of the Black Star Project (TBSP) referred to the younger man, who worked at a sandwich shop, as a example of mislabeling of young black males

as gang members. The young man was coming from a bank where he cashed his check, was reported by multiple media outlets as "a documented gang member. It was also announced that the woman was killed in"crossfire Jackson in his release said, "...to `documented gang member' "CPD claim to have a list of documented gang members. I want to see that list." "How many young Black men who have changed their lives for the better remain on that list? How long

does a young Black man's name stay on this list and what, besides death, are the criteria for getting off the gang-member list?" "You cannot really understand the violence until you understand the problem of government policy with capitalism. Given our current state of cultural decline and the consistent dumping down of the media, television and education, as well as the mechanics of applying sanctions that deprive targeted groups of resources other groups take for granted."HoodHopemovement has worked with many organizations which include Golden Poimts founded by Issac Baker X,Catherine Smith foundation founded by Nicole Smith,Nation of Islam,etc.. "It can have a tremendous lifting of a burden on the community of ill issues such of crime once the community at large recognize the districts.” points out Edward Bassett, a first coordinator on 75th Street and once a board member of BWS-C. The honor of the 75th street is a depiction from Cheryl Jackson, formerly of the Chicago Urban League, who declared “Chicago would be the next Black Wall Street,” to President Barack Obama’s message of “Wall Street to Main Street.” BWS-C says 75th Street is the main street of Chicago for total business and economic development with the only business strip in the U.S. with a majority Black businesses in parity to its population of the community. “It’s about time” says Mr. Tyson of Tyson’s Tires on 61st and State Street. And then Meg on 74th and Vincesses say, “For real? You mean it is that’s many Black Stores on one street?” She continues to say, “That’s headline news! “I did not know that and I

been around here for 50 years.” Megs says tell the world. Can history repeat itself as it once was for black businesses, as the convention this year move forward with Maggie Anderson as its key note speaker? “The convention is seeking to meet the immediate basic needs of community, and in turn create a multiplier effect on the resources made available to resolutions and directions.” Dawkins explained. Dawkins indicated that the convention of 2017 will be held in Chicago. However, the first BWS convention was held in Chicago in 2010, with the National Black Wall Street headed from Oakland California, headed by Michael Carter (no relationship to Chicago). Identified as his national Chief of Staff is Mark Allen, who spinned off of BWS Chicago to formed National BWSC. With the many business organizations in Chicago and throughout the country, Black History still has been having a blind spot for businesses and the Black Wall Street of Tulsa

Ron Carter, chair of Black Wall Street Chicago present at the first Summit 2007 in honor of Malcolm X birthday May 19. Oklahoma pointed out, Vincent Walker, a member of organizing the first BWS summit in Chicago. Walker continued to say, some partnerships take a holistic approach to business and economic issues, while others focus on specific topics or areas. Strategic partnerships of multiple stakeholders have the potential to create broad and sustainable progress over time by working simultaneously on different activities, such as advocacy, leveraging funds, and har-

nessing private sector and civil society expertise “Meeting the economic challenges cannot begin or be sustained without cooperation and support from all that have a stake in the benefits of development. Businesses have an economic interest but also face increasingly heightened expectations from communities and consumers regarding their involvement in networking. The public and private sector, civil society, and individuals can mobilize with Black Wall Street— “Whether in politics, economics or crime prevention, there is often a disconnect preventing collective advancement and properly dealing with these pressing issues, added Rev. Otis Moss III of Trinity United Church of Christ. “We have not had a connection between strategy and implementation; practitioner and theorist. We’ve always had the separation,” said Rev. Moss. “There has to be a strong connection and coalition for those who are doing the work and also those who are doing the theory and those who are doing policy formation.”
