編者序: 剛過去的 CFSC「正能量青年選舉頒獎禮」及幼稚園畢業禮不 約而同以「飛出夢想」為主題,鼓勵大家要對生命有盼望,找到 夢想,堅持信念,終有日我們的堅持會好似紙飛機一樣,破風而 出,理想實現。 或許很多人都會有一個錯覺,以為夢想只是青年人的專利, 其實每個人都可以擁有一個充滿「想」望的人生。年青人固然要 有夢「想」、家長對小朋友同樣有理「想」、殘疾人士對社會可以有 「想」像、長者對於未來可以有「想」法,甚至我們每一個人對城 市的未來可以有不同的「想」望。 CFSC 對於「未來城市」同樣有「想」望,要實現這個願景,我 們除了在心態上作出調整,在服務方面亦作出整合,但我們更相 信,城市的未來是要靠市民、合作伙伴和服務使用者一起參與, 每個人都可以坐言起行,共同走出這個城市的未來。

one day, we could go against all odds, and our dreams could become reality. Many people might have a wrong impression that only teenagers are

of their children; people with disabilities should have hope for our society; the elderlies should have hope of their own future and every one of us should have hope for the future of our city. CFSC also has hope of our ‘future city’. To fulfill this, not only do we need to adjust our mentality and improve the services that we provide to meet the changing demands; but also we need to collaborate and work with the public, partnered organisations and service users to help to build a better city together in the future.

? 忘記多少年前了,有年暑假,某電台為鼓勵年青人,創作了口號 「想做就去做。」想,在這裏表達說話人的主觀意願;但這樣未夠, 我們要加入實際的語境去想,才想得實際,例如從教育、年齡、家庭 背景、社會民望等。有了當下的情況,想法自然成熟及負責。 當然,從教育實際角度出發,抹煞「想做就去做」的價值雖然保 守,但問題不大。身為成年人,「想做就去做」可以加添多個角度與 思維一併考慮,口號的價值自然不同。再換個角度,把「想」字理解 為念頭、意念,在現今數碼世界,要贏當然要贏在意念,正如《文選 北山移文》:「蕭灑出塵之想。」 During one particular summer holiday many years ago, a radio broadcast created the slogan ‘Do What You Wish’ to encourage teenagers to follow their hearts. Obviously, the word, ‘wish’ there only represents the subjective view of the speaker; yet in reality, we need to factor in realistic circumstances for our wishes. By this, we ‘wish’ realistically from the perspectives of education, age, family backgrounds and popularity ratings etc. When we take into account of our current situations, we gradually become more mature and responsible. Of course, pragmatically, from the education angle, ruling out the idea of ‘Do What You Wish’ is conservative, though it is not a big problem. As adults, we could add in multiple perspectives and thoughts when taking ‘Do What You Wish’ – this idea into consideration. From another new angle, the word ‘wish’ could also be understood as thoughts and ideas. In this cyber world, one’s innovative ideas are crucial for one’s success, as quoted from The Selection of Refined Literature, Bei Shan Yi Wen, ‘To liberate your thoughts beyond the worldly confinements.’

今次訪問源於幾個月前陸恭蕙(Christine)來到參觀基督教家庭服務中心「綠在觀 塘」、「心靈綠洲」和「都市綠洲」項目,並送贈了幾份環保報告文件予 CFSC 作參 考。在特區政府 7 月換屆之前,我們再訪問陸恭蕙,她以環境局副局長身份分享 她對環保議題上推動公民教育和社區參與的看法,加上多年在公共政策,政府和 政治工作中對現時社會情況的體會,她對香港成為一個可持續發展及宜居城市有 一套獨特的想望,如果香港可以有更多的改進,而 NGO 及商界將如何配合實現 此一想望 ...... This interview stems from Christine’s visit to CFSC’s ‘Kwun Tong Community Green Station’, ‘Serene Oasis – Horticultural Therapy Garden’ and ‘Urban Oasis’. During her visit, several environmental reports were given to CFSC for references. Before the commencement of the next government, which took place in July, we interviewed Christine again. As the Under Secretary for the Environment, Christine shared her thoughts on how to promote civic education and social participation on environment issues. Working for years in public policy, government and politics, she believes Hong Kong can be a sustainable and livable city with more improvements. How should NGOs and the business sector co-operate to realise this belief……

連結持份者推進新概念 周: Christine你認為今天香港最重要的環保議題是什麼? 陸: 我 覺得香港面對幾個重要的環境問題,如空氣污 染,自然保護和減少廢物。但是,每個人都是廢 物產生者,每個人都可以直接做的事情就是減少 廢物。所以我會強調廢物處理是我們大家可以做 得更好的主要環境問題。 周: 我們 CFSC 也有申請一個政府在垃圾收費試驗計劃 上的資助,並在機構內推行。現在已是第二期的 試驗,您覺得這個收費計劃最大的障礙是什麼? 陸: 最 大的阻礙可能是那些回收筒怎樣放,和物管公 司做得好不好。執行上的細節已不只是講概念, 要落地就要百花齊放。我們的城市有很多不同的 生活環境,雖然有很多不同意見,但對廢物收費 主題香港人達成社區共識,我們現在需要製定細 節和我們需要有一個 alignment 的過程,這包括政 府部門和整個社會。 周: 我 想起您說推動計劃像指揮士兵一樣調兵遣將, 我想到「綠在區區的回收計劃」,推行了幾年仍然 只做了幾個區域出來,有沒有辦法可以加快計劃 的推行呢?

Connect different shareholders & Implement new concepts K: Christine, in your opinion, what is the most important environmental issue in Hong Kong nowadays? C: I think there are a few areas, like air pollution, nature conservation and waste reduction. However, each of us is a waste producer, so each of us can do something to reduce waste. That is why I would stress waste management is the environmental problem that we can all do better. K: CFSC has applied for subsidies for municipal solid waste charging scheme from the government and fully implemented this scheme within the organisation. It is now in the second phase of the pilot, what is the biggest obstacle faced when implementing this scheme in a wider scale? C: The biggest obstacle will be the location where the recycle bins are placed, and the practice of the property management companies. We should put words into practice and follow them. Even though people from all walks of life have different lifestyles and opinions, there is community consensus in Hong Kong about imposing waste charging. We need to now work out the details and align them for everyone to act. This includes government departments and society at large. K: Since you described yourself if though a commander allocating her soldiers to the right tasks when implementing various schemes, it came to my mind about the ‘Community Green Station’ Project that only a few areas were selected and used throughout these several years. Are there any ways to speed up the implementation of this project? C: The most important part of our project is land supply and it

陸: 「綠在區區」這個計劃最重要是我們必需要有土 地,而土地是得來不易,現在我們都未找齊十八 區十八塊地;但總不能停下來等,要有創新嘗試。 雖然「綠在區區」受到不少批評,包括效率不夠、 浪費地方、不是所有物品可以回收等等。但從另 一方面來看,我們留意到有更多市民善用「綠在區 區」的服務,並養成了定期回收的習慣,而「綠在 區區」的回收率亦見穩步上升。對我來說,我相信 再多給「綠在區區」的營辦團體幾年時間,讓他們 有機會學習,這樣才能再發展下去,這個說不定 會成為香港未來在各區之上的創新發展。

青少年層面推行環保 周: 環 保工作在香港各個層面都有廣泛推行,然而學 校教育和社區參與對您的政策推動有什麼啟示? 陸: 有些朋友說學校教育跟環保沒有多少關係,其實學 校有不少活動是關於環保。我見過有些學校十分投 入推動,還跟能源公司合作,做了一套系統,測量 每個班房用水量和用電量,甚至收集廚餘用在校園 種植上、回收紙與玻璃樽等,這全都變成他們學校 生活的一部份。其實這類運作可以作為全港學校的 模範,汲取其經驗再利用社會上的智慧,來改變政 府的政策,令全港學校作出改變。 周: 這正是創意(innovation)與學習(learning),公共 政策要加入此兩方面是很難的,先要有學習和創 意兼備的想法,再推動出來;您的想法是怎樣從 概念產生的? 陸: 我 相信很多東西政府都是不認識的,或者都在進 步 當 中, 一 定 要 先 行 學 習, 然 後 才 能 再 行 前 一 步。我們在學校要推動節能減排等,當然是先去 參考做得最好的學校,特別是他們的創意,我們 要汲取學習,然後帶回來政府,在政策上改善, 才能幫助所有學校再進一步。

is limited. Unfortunately, we could not find 18 lands across all districts in Hong Kong for fully implementing the project. Yet we shall not stop and wait; instead we have to break out from convention. Even though ‘Community Green Station’ Project has received many criticisms, such as low efficiency in implementing the project, not fully utilising of the land capacity and not all materials are allowed to be recycled etc; we realise more and more people are making good use of the service provided by the ‘Community Green Station’ Project. They have also developed a habit on recycling used materials. Indeed, the recycling rate has been raised steadily. As far as I am concerned, we should give a few more years to the organisers of the Project to operate, through which they could learn and the project could grow. Probably, it could be a cutting-edge project, applicable in all districts in the future.

Promoting Environmental Protection to Teenagers K: Since various environmental projects have been implemented in different sectors in society, how could school education and community involvement help you formulate government policies? C: Some friends say that school education is not so important to environmental protection. However, many schools in Hong Kong organise activities related to environmental protection. Some are even actively involved in promoting the importance of it. They collaborate with energy companies to create a system to monitor the water and electricity usage in every classroom. Besides, some even collect food waste for planting purposes and recycle paper and glass bottles. All these become part of students’ school life and could be a role model of all schools in Hong Kong. We could learn from the experience and make good use of the expertise we have in society to make changes to the government policies as well as to encourage other schools to make a change. K: There is a co-operation between innovation and learning. However, it is difficult to include both elements when deciding public policies. As a policy-maker, you probably have to integrate both when formulating ideas, before implementing them. So, how could you put your ideas into action? C: I believe there are many things that the government don’t know, or there is room for improvement. However, we need to improve by learning. For instance, if we want to implement policies regarding energy and emissions reduction at schools, we can learn from the schools that are doing a good job.

We must learn from their innovation and bring in new ideas to the government for improving any existing policies. This could assist all schools in Hong Kong to raise students’ awareness on environmental protection.

Collaboration between NGOs and business sector to improve the government policy- making K: While you believe that the government has so much to learn from the community or even would like to bring in creative and innovative ideas into the government’s policy-making; how would it be more effective for local groups or NGOs to initiate the policy-making process? C: I believe that both parties create opportunities for each other. I am always excited to step out from my office and learn from any new projects done locally or internationally. 民間團體和 NGO 可以創造機會影響政府。 Community groups and NGOs can create opportunities to make an impact on the government.

It is useful for us to draw references to these projects, since experienced personnel have already tested their feasibility and effectiveness. So, why not we learn from them? K: So Christine, what will be the suggestions that you would like

to give to the local groups and NGOs? C: If we never try something new, we will never innovate. I could

周: 既 然您覺得社會上有很多創意和智慧都值得政府 去學習,甚至希望引入來改變政府政策;若然不 是由上而下,可否從下而上,民間團體或 NGO 怎 樣可以更有效影響政府? 陸: 我 想是互相創造機會,我喜歡出去看人們做出來 的好東西,見到好東西我會感覺很興奮。模仿是 可以很快的,因為人們已掙扎一段時間消化了一 些東西,已做到一個階段看到是可行的,為何我 們不可以去學習汲收。 周: 那麼 Christine 您會有何建議予民間團體和 NGO ? 陸:如果我們從不實驗新的方式,我們永遠不會創新。 我可以去拍您門,您們也可以來拍我門,為何彼此 不可以嘗試呢?當然不是一下子就可以改變的, 但如果彼此的兩道門可以先拍,就會製造出更多機 會使用更有效的方法。重點在試驗,未必是可行或 變成主流,但資助的機構不要介意,實驗有很多 種,用另一個眼光去看,是另一些解決的答案,一 樣有所幫助解決問題。也許會有很多部分成功甚至 會失敗,但給資助者一個機會參與推動社會政策的 實驗,這些機構最後可扮演到什麼角色,您們肯嘗 試,我們政府一定會歡迎作配合。

knock on your door for opportunities, and likewise, you could knock on my door. So, why not try? Of course, things could not be changed overnight but if we knock on each other’s door, we can create more opportunities to do things more effectively. What is important for us is that we experiment. Even though it might not be or become a mainstream idea, people should not to back off. Even though many attempts to innovate may result in only partial success or even failure, nevertheless it is a way for stakeholders to participate in the public policy experimentation process. As long as NGOs are willing to try, we always welcome collaboration. K: Singapore, Taiwan and Korea are very good examples for our government to learn. To develop Hong Kong as a livable city, does the government have a long-term plan for that? C: Comparing ourselves with cities in Germany or Denmark might not be appropriate. Our population density is very much higher. Our challenge is to find ways to create a high density livable city. For example, it is hard to create public open spaces in the dense urban areas, which can improve neighbourhoods.Yes, some Asian cities, such as Singapore,Taipei and some Mainland Chinese cities have more relevant examples for Hong Kong. Our government is making many improvements to the city, such as making walking


周: 其 實新加坡、台灣、韓國都是很好的學習模式, 香港未來如何成為一個宜居的城市,政府是否已 有一個長遠的構想? 陸: 與德國或丹麥的城市進行比較可能不合適,我們的 人口密度要高得多,我們的挑戰是創造高密度宜居 城市。例如,在密集的城市地區,很難創造公共空 間,雖然這些空間會改善我們居住的地方。是的, 一些亞洲城市,如新加坡、台北、以及一些中國大 陸城市,都有相關例子供香港考慮。我們的政府 一直在努力改善城市的許多地區,令步行更容易, 更愉快。其實很多機構都可以參與發揮,就好像 CFSC 在觀塘做了一個漂亮的「心靈綠洲:園藝治 療花園」 ,讓住在附近的居民可以使用。 一個未來的宜居城市,不一定是取決於政府的環保 政策,而是各自在自己範圍做到什麼,怎樣選擇自 己的生活態度,每個人都有責任令香港成為一個居 住得更快樂的地方。是政府是 NGO 或者是個人都 好,任何角色都有一個職責,不能只靠一個政府, 我們要知道我們未來可做到什麼東西,新一屆政府 也很想做的,宏觀與細節都要有,重要是參與,無 論怎樣參與都是好的。 後記︰ 在接觸Christine的過程中,覺得她是一個有理想有 宏願的環保人士。不論是民間團體代表、立法局議員以 至擔任副局長一職,她對環保事業的委身,對理想的執 著與堅持,對不同意見人士抱著的開放態度,仍是貫徹 如一。 如果形容林鄭月娥是一個「好打得」的女特首,在 環保界別中,同樣用「好打得」去形容陸恭蕙相信也是 無人能及。在此,我們祝願Christine和大家未來一起為 環保而繼續努力,一起締造更宜居的城市。

easier and more pleasant. Actually, others could take part in providing an eco-friendlier environment, for example: CFCS has made a beautiful ‘Serene Oasis’, a horticultural therapy garden for the nearby residents, living in Kwun Tong. A livable city depends not only on the environment protection policies set by the government, but also on our contribution to society and our attitudes to our lifestyle. Everyone is responsible for making Hong Kong a happier place to live in. No matter it is the government, NGOs or individuals, everyone has his/her own responsibility. We cannot solely rely on the government, as we need to know what we should do in the future. The new government also has plans for the development of Hong Kong; yet, what matters the most is civil participation as it always creates a greater impact when everyone supports the government. Afterword: After getting to know Christine, I realise that she is a visionary environmentalist. Whether or not she is a representative of various local groups, a member of Legislative Council or the Under Secretary, she is always willing to dedicate herself to the environmental industry, to persistently uphold her vision and to be open-minded to different shareholders. If Carrie Lam, the new Chief Executive of Hong Kong, is described as a ‘Tough Woman’, I am sure that no one in the environmental sector will fight for the same title with Christine. Here, we hope Christine and everyone will work together, hand in hand, to create an eco-friendlier and more livable city.

Find Your Positive Vibes

青年人是未來社會的棟樑,他們的想法、期望是 建構未來城市的重要元素。然而,社會加諸青年人身 上的想法,往往可能扼殺了他們拓展夢想的空間,究 竟青年人的真正想法是「點」呢? 走進觀塘福建中學,會發覺操場特別平靜,校園的 牆上由學生繪畫了禪繞壁畫(Zentangle®),還設有一間 茶室,幾位同學在進行「品茶論體悟」的活動,校長吳 宏基跟同學們邊喝茶邊討論生活與學習心得。他說學校 一直推崇正向心理教育,藉着寧靜致遠的茶道花道禪 畫,為同學們增強正向思想。而這些與別不同的教學活 動,正與基督教家庭服務中心推行的「正能量青年選舉」 有著異曲同工的效果。因此,學校一直十分支持「正能 量青年選舉」 ,並兩度借出場地舉辦「正能量分享會」 。 他笑說: 「禪繞畫也好,園藝或品茶也好,其實重 點都在於一個『悟』字。我們針對的不僅是一小撮尖子 學生,而是普遍的同學。學術成績平平的同學可能體 育或藝術上更有天賦,最重要的是我相信教育除了傳 授知識和技能外,更在於令同學如何做好一個人,一 顆能夠面對種種挑戰的強大內心。」

Teenagers are pillars of the future and their thoughts and expectations are crucial for the development of our future city. However, our society has been exerting restrictions on them, ruling out their space to realise their dreams and creativity. Yet, do we know what teenagers’ real thoughts are? Stepping into the campus of Fukien Secondary School, you will find a sense of peacefulness at the sports ground. The walls are decorated with students’ Zentangles, motif paintings drawn for zen purposes. There is also a teahouse in which students and Mr. Ng Wang-kee, Principal of Fukien Secondary School, shared their thoughts on life and studies while having a cup of tea. Principal Ng claimed that the school had been promoting and enhancing students’ psychological health through tea ceremonies, gardening and zen paintings. From these unique teaching activities, students are encouraged to think positively, which perfectly echoes with the objectives of the ‘Positive Youth Award’ organised by Youth Services of CFSC.Therefore, they have supported the Award for years and has lent a place for holding ‘Positive Youth Sharing Workshop’ in the past 2 years.


THEME STORY II

談到今天社會上青少年往往有不少負面的思想, 吳校長相信: 「必須兼顧同學們心志的全面發展。就像 中醫所謂的固本培元,要治未病,不要等出了問題才 補救,那是治標而非治本。」CFSC「正能量青年選舉」 就是協助青少年建立正面情緒和品格,我們相信每一 個年青人均有正能量特質,透過選舉幫助青年人發掘 潛能,鼓勵青少年為自己的目標去追求夢想,及提升 社區人士對青少年的關注及認同。 今日社會發展日新月異,傳統的學術訓練或許已 不足以應付未來的挑戰,吳校長再補充: 「我相信人際 接觸和坦誠的溝通於此尤其重要,而校方開展『品茶 論體悟』的用意也在此。」吳校長幫助同學們理順個人 的經歷和體驗,亦指導同學應如何去表達自我,建立 獨立自主的思想和敢於承擔的內心。

‘No matter it is through zen paintings, gardening or tea appreciation, one should learn the importance of understanding. Not only do we target to help the best students in our school, but also students in general as we believe students with mediocre results could also be gifted in sports and arts. Apart from spreading knowledge and skills, it is essential that we teach our students to become a “person”, with a strong heart to face all sorts of challenges.’ said Principal Ng with a smile. Nowadays, teenagers have a lot of negative thoughts and he believed,‘we should take good care of the all-rounded development of students’ psychological health. Resembling the idea of “consolidation” in Chinese medicine, we have to think ahead and get prepared before problems arise. We could never solve the gist of the problem if we simply look for remedies every time when we encounter difficulties.’ CFSC ‘Positive Youth Award’ also aims at building up positive attitude and characters for the youth.We believe that every youth has his/her own positive essence, and wishes to encourage the youth to set their own goal, pursue for their dreams and raise social awareness and cognition towards the youth. Due to the rapid development of our society, traditional teaching methods are inadequate to meet challenges in the future. He added, ‘We believe that interpersonal contacts and frank communication are exceptionally important. This is the reason why we organise “Sharing at Teahouse” event.’ Principal Ng helps students to review their personal experience and guide them how to express themselves. Students could grow and become more independent and responsible.

CFSC 正能量青年選舉 CFSC 青年服務每年均會舉辦「正能量青年選舉」, 以表揚在生活裡實踐正能量特質,不斷挑戰自我的青少 年。福建中學已是第六屆參與這個選舉。今年就讀中三的 戴菊玲同學表示很希望能成為來年的參選者,她的夢想是 成為一位演奏家,在舞台上與大家分享美妙的音樂,她對 未來寄望是:年輕一代更加充滿正能量!

CFSC ‘Positive Youth Award’ Organised by CFCS every year, ‘Positive Youth Award’ aims to honor teenagers who are willing to challenge themselves while striving to achieve a positive life. It is the sixth year that Fukien Secondary School participates this event. Tai Kukling, F3, expressed her eagerness to become a candidate next year. Having a dream to become a performer, she wants to share beautiful music with everyone. She hopes the younger generation would be full of positive vibes!

1 殘疾人士的生活經驗容易遇上「排斥」; 排斥可能 來自誤解,亦可能來自過度的同情,令殘疾人士未可 從容地參與不同領域的生活。「排斥」有不相容的意 思,用簡單思維拆解,「想 • 一起」就是歡迎共融的其 中一個行動。新地義工 TEAM 力量與基督教家庭服務 中心協作的「weCare 共融義工計劃」,就是要一起創 造美好! 談起協作由來,新地義工隊總領袖 Michelle分享: 「商界和社福界的合作肯定是一個教學相長的結合, 企業義工隊勝在有人力物力有資源,然而我們未必了 解殘疾人士的需要,而基督教家庭服務中心這類 NGO 就十分了解社區的需要,彼此的合作就有一種互補和 交流的作用。」 新地朱先生和應,並坦言以往感覺殘疾人士總是 喜怒無常,初時接觸還有點緊張:「今天跟學員 Andy

People with disabilities may face many exclusions in their daily lives. The exclusions could come from misunderstanding or excessive sympathetic reactions from others, which can make people with disabilities feel uneasy and thus hinder their participation in society. While exclusion means separation and incompatibility, the ‘Get•Together’ idea here embraces the beauty of social inclusion. Co-worked by SHKP Volunteer Team and CFSC, the ‘weCare Inclusive Volunteering Scheme’ aims to bring people together and make our society a better place. SHKP Volunteer Team Chief Leader Michelle shared her thoughts on this charitable partnership. ‘There are so much teaching and learning during the collaboration between business and social welfare communities. Volunteer teams from business sector may have manpower and resources, but in terms of recognising the needs of people with disabilities, we can definitely

合作包粽子,發覺他原來很鬼馬,一邊做事一邊開玩 笑,不像日常社會上人人工作到麻木,令我對殘疾人 士的看法有了很大改觀。」跟朱先生談得投契的 Andy 答道: 「我們就像拍檔一樣,你幫下我,我幫下你,真 的有一種夥伴的感覺。」一起參與就是 weCare 計劃想 達到的效果! 觀念的改變甚至延伸至家庭成員,愛帶小女兒做 義工的 New 有着更大的感觸:「以前跟女兒出街,見 到智障人士總會拉女兒避開,但跟他們合作後,發現 他們的單純和熱心,這次經驗打破了我與女兒跟殘疾 人士的隔膜。」 參與計劃後,隊員發現共融原來不需要捐助什 麼,而是我們願意接納與不同能力的人在一起。誠如 Michelle 的體會:「媒體上的報道總是關於殘疾人士的 負面新聞,然而走進他們的世界一起相處一天,才會 感受到我們不是誰幫了誰,而是大家一起進步。」

We are complementary to each other and the collaboration is such a nice exchange.’ Volunteer Mr. Chu revealed that he originally thought people with disabilities were moody and emotional and was kind of nervous in his first encounter with them. ‘Today Andy and I join hands to pack rice dumpling. Unlike most working people in daily life with a numb and tense face, Andy laughs a lot and even cracks funny jokes, and this really changes my impression towards the disabled.’ ‘We are just like partners!’ Mr. Chu’s new buddy Andy chimed in.‘We help each other and we make a great team together!’ The change of impression also extends to the volunteers’ family members. Volunteer New is a mother who will bring her daughter along to charity work.‘In the past I will let my daughter avoid people with disabilities when we see them on the street,’ New recalled. ‘but after interacting with them, we did find them simple, honest and very warm hearted, and this really broke down the barrier between us.’ After participating in the scheme, the SHKP team members

found out that social inclusion is much more about the willingness to accept different people rather than financial donation. ‘Media coverage always focuses on the negative side of disability, however, if we are willing to step into their world and spend some time with them, we will realise that volunteer work is not just a subject about helping and being helped; it is actually about how we can make progress together.’ Michelle added.

It serves as a platform for people with disabilities to build up confidence and increase participation, sending a strong message to the city that we can join hands to make our society a better place.

「陪着您走,一生一世也不分」相信這是很多護老 者想跟老伴說的心底話。但獨力照顧老伴時所面對的 困難,加上自己的身體日漸衰退,有時難免會想得到 幫助,抖一抖,再添力量,繼續陪着您走更遠的人生 路。 輝仔今年 83 歲,年輕時經過好幾次相睇才認識到 小 4 歲的淑賢,退休以後學畫水墨,就在上年情人節 繪下這張《執子之手共渡綠寶石婚》送給太太。想不到 幾個月前她中風半身癱瘓,如今起居飲食都靠着輝仔 照顧,幸好有基督教家庭服務中心的支援服務,為輝 仔減輕了不少負擔。 「太太初中風的時候,好擔心我這個老頑童會耐不 住留在家中照顧她。我就立刻推了所有教畫班,專心 留在家中照顧她。」輝仔日日大清早起床就忙著照顧 太太的起居飲食,下午又要伴着太太一起去做物理治 療。 「你們看到淑賢這麼快就可以站得起來,其實每天 1-2 小時物理治療作用有限,我每天回家會跟着物理治 療師教的幫太太做,才有這樣的成效。」

For family carers, taking care of their frail elderly could be a long-term task as well as a physical and psychological challenge. It is necessary to give them an opportunity to take a short break, as people always say,‘To rest is to prepare for a longer journey ahead.’ Currently aged 83, Fai went on several blind dates in his early years and finally met his wife who is four years younger than him. Devoting his time to Chinese brush painting after retirement, he finished a piece last Valentine's Day as a gift for his wife to celebrate their emerald wedding anniversary. Unfortunately, his wife suffered a paralysing stroke a few months ago. Since then, Fai has been taking care of his wife’s daily needs but thanks to CFSC’s support, his workload has been significantly relieved. ‘When my wife had a stroke, she was so worried about whether I have enough patience to take care of her all day long at home, so I cancelled all my painting classes to accompany her.’

一直喜愛到社區中心學東西、教繪畫的輝仔,在 太太中風以後真的變成了跟得先生,對於放下自己的 嗜好,輝仔卻是真心地說: 「年輕時為口奔馳,全靠太 太照顧了我半個世紀,帶大了五個孩子,到晚年由我 回報照顧她好應該。」 到底年紀大了,有次抱太太下床用錯力還扭傷了 腰,幸好申請到CFSC的支援服務可以送飯及陪診。 「初 時太太中風,我這個大男人真的躲起來哭了十幾次, 因為怕她好不了從此要長期臥床。幸好 CFSC 的社工 跟我傾偈開解我,有什麼事他們都會幫手;人都會累 的,有了他們作後盾支持,我覺得很安心,更開心可 以看到太太自己坐和站起來。將來盼望我可以牽着太 太的手去澳洲探望孩子,我想在未來的日子可以再畫 一張《執子之手共渡鑽石婚》!」 輝仔的女兒亦表示,自己也曾經因為沒有服務銜 接而感到徬徨無助,加上要上班未能經常請假,爸爸 亦因年紀大,未必有能力應付媽媽繁多的復康治療, 幸好有計劃幫助而紓緩不少壓力。

Fai said. His daily routine started from preparing meals for his wife in the morning, and in the afternoon, it was physiotherapy time. ‘Apart from the 2-hour session in the clinic, I continue the treatment as instructed when we are back home, and I believe this extra care really contributes to the fast recovery of my wife.’ Before his wife’s sickness, Fai had spent plenty of time at the community center teaching Chinese painting and learning new things, but now, he has put his hobbies aside and completely devoted himself to his wife. ‘My wife had spent most of her life looking after me and our five kids, so now it is my turn to take care of her.’ Fai had once hurt his back when lifting his wife from bed, but thanks to the timely help from CFSC, meal preparation and the escorting were perfectly handled. ‘I still remember there were several times I felt so exhausted and secretly cried over my wife’s illness. I was grateful that CFSC’s social workers lent me a helping hand and helped relieve my stress. Their support was really my powerful backing and I was so glad to see my wife being able to stand-up and sit-down by herself again. In the future, I wish my wife and I can hold hands together to visit our children in Australia. And I want to do one more painting to celebrate our diamond wedding anniversary!’ ‘There was also a time I felt so helpless,’ said Fai’s daughter. ‘At first I couldn’t find any available carer support and I was frustrated that my work schedule didn’t allow me to take care of my mom all the time. In addition, considering my father’s age,

the numerous treatments my mother had to go through could be a heavy load to him. Thankfully, CFSC’s service really helped take the pressure off my family.’

綜合家居照顧服務「想你抖抖/想你心敞開」支援計劃 輝仔只是云云家居護老者照顧老伴的例子,計劃負責社工胡杏煖表示:「此計劃是由家 族基金贊助,透過提供緊急的支援服務,以填補他們在輪候長期護理服務期間的空窗 期。」社工不只管接送管康復,更重要的是包括心理輔導,像輝仔初時感到徬徨無 助,社工就會開解他,撥開陰霾,就像展開的畫卷中總會有璀璨的陽光。

Integrated Home Care Services ‘Care for Carers / Wish U Well’ Support Services Fai is one of many caregivers taking care of the elders at home. ‘Sponsored by family foundations, the Services aim to offer urgent support services for those who are waiting for receiving Long-term Care Services.’ Said by Social worker Coco Woo, who is in charge of the Services. CFSC’s social workers are responsible for the escorting, rehabilitation services. Yet, more importantly, they also provide counseling services for those in need. Fai felt hopeless at first when taking care of an elder at home. Yet, with the help of CFSC’s counseling services, Fai now finds hope and is ready to face challenges that lie ahead.

Hong Kong is an aff luent, modernised yet densely populated city. Living in such a fast pacing and keenly competitive environment, many seem to ignore and neglect those who are in need. When reviewing afresh the needs of the community, CFSC is aware of the complexity of problems, which arise from the current socio-economic development and the demands of people pursuing higher quality of life and associated rights and values. If CFSC would like to continue to provide effective services, we should have a thorough understanding of our city where our service users live. With a clear direction, our services will keep progressing with innovation and sustainability. Besides, social service is a vital part of the city. CFSC is accountable for taking part in city development, reform advocacy, and problem solving, aiming to establish a better future of our city. Therefore, CFSC puts forward its vision and concern from ‘Quality Service’ to ‘Establishing Better Services for a Better City’.

新的服務定位要求有一定的前瞻性,但未來是這 樣的不確定,難以掌握。CFSC 和城市中人一樣,對 未來的城市狀況並沒有水晶球,也沒有清楚前行的確 定路徑,但我們知道我們首要的工作,是需要調整心 態,同時確立工作的社會價值和服務願景。 在心態方面,我們相信縱使一個人對現狀諸多不 滿、對將來充滿疑惑,也應該抱著積極的心態,相信 自己可以改變環境,掌握未來,並付諸實行。假如社 會上大多數人都能夠懷抱積極的態度生活,城市的未 來就會很不一樣。 除了心態,在服務方面,我們也作出了調整,把 70 多項服務歸納為 10 項核心服務和 2 項特別服務。每 一項服務都環繞著一個重要的社會核心價值,這些社 會價值包括「愛家」 、「夢想」丶「關愛」、「希望」、「護 老」丶「豐盛」、「健康」、「共融」、「宜居」、「公義」、 「進步」和「卓越」。我們鋪陳這些社會價值,除了是 為各項服務提供導航,也希望這些價值觀在社會上得 以廣泛持守和強化。 從四月份開始,我們以「未來城市 • 城市未來」的 主題推行了一系列的宣傳活動。藉著這些宣傳活動, 我們希望讓市民、伙伴、和服務受眾認識 CFSC 醞釀 中的新面貌,也鼓勵市民和伙伴給予意見和參與我們 的行列,共同創建這個城市的未來。

Every child is a talent

攤開自己手工製作的字詞大河,裡邊飄着很多字 的部首,義工導師 Connie 教他們將不同的字合拼起 來。讀障的小孩容易寫漏部首,透過拼字遊戲,可重 新教曉他們字與部首的組合。香港現時約有 5%-15% 學 童是有讀障問題,若然小朋友在六歲的學習黃金期以 前獲得適當輔導,很大機會可以克服障礙,並發展到 自己的潛能。CFSC「恆教 •樂學」一對一指導計劃,就 是透過受培訓的義工導師指導有讀障的孩子學習中文。 Connie 又從手袋中拿出一個狐狸摺紙,「這是我 上次講的三隻小肥豬與狐狸的故事,才 8 歲的讀障孩 子摺給我的,我覺得他們或許認不到生字,卻可做到 更複雜更立體思維的東西。每個孩子都是天才,只是 我們的教育制度太單一。」 本身是主流小學輔導班導師的 Connie 表示,初接 觸有讀障孩子的家長都很傷心徬徨,孩子看見就更感 無助了。香港的教育太過急促,導致沒有機會讓他們 發揮不同領域的才華,像有的讀障小朋友其實計數很

Flipping her handmade flash-cards full of Chinese radicals, volunteer tutor Connie is patiently teaching the kids how to combine the radicals together to learn Chinese characters. This word game aims to improve children’s understanding in the structure of Chinese words which dyslexic kids particularly lack. Today, about 5% to 15% of pupils in Hong Kong suffer from dyslexia. If proper interventions can be provided to children with dyslexia before age 6, there will be a great chance for them to overcome the obstacles and eventually develop their own potential. Under CFSC’s ‘Persistent Teaching, Happy Learning’ project, trained tutors offer one-on-one guidance to help dyslexic kids with learning Chinese. ‘Look at this,’ Connie took out a fox-shaped origami from her handbag, ‘An 8-year-old dyslexic kid gave me this after I read him the story “Three Little Pigs and the Fox”. Children with dyslexia may not be capable of recognising words, but they may be good at more complicated and geometric thinking.

Every child has his/her own talent, but unfortunately our education system has been so single-minded.’ Also a tutor of a mainstream primary school, Connie revealed that she could feel the pain and helplessness from the dyslexic kids and their parents when she first met them. The education in Hong Kong moves so fast that it doesn’t have enough room for children to develop their potential and show their different talents. For example, some dyslexic kids have amazing abilities such as arithmetic or handcraft making which might be a challenge to those kids that can get high scores in academic examinations. ‘Two years ago, I started getting involved in the “Persistent Teaching, Happy Learning” project. Through storytelling and playing games, the kids gradually pick up difficult Chinese characters, and for me it is so rewarding and pleasing to witness the kids’ progress and growth of confidence throughout the learning process.’ So what is the prerequisite to become a volunteer tutor? ‘I think great empathy plays a powerful role in helping these kids. I still remember the time when a dyslexic child leaned on a desk in

low spirits as his reward stickers were grabbed by his classmate. I realised this particularly hurt his feelings as he had to spend more effort to gain the reward than others,’ Connie replied.

「恆教 ‧ 樂學」一對一義工指導計劃 CFSC 活力家庭坊(綜合家庭服務)註冊社工 Hazel 本身是負責支援有特殊學習需要家庭及義工服務,她感慨有讀障 的孩子愈來愈多,要支援他們除了提供指導訓練,加強他們的學習能力外,發展他們的潛能及為他們的家長以小組形式 提供情緒支援也同樣重要。 「家長們說坊間很少支援有讀障兒童及家長的服務,即使有收費都十分昂貴且輪候時間長,可以說是求助無門。我 們的個別指導服務導師也僅有 11 人,因為資源有限,很多小孩想幫卻幫不到!過去我們曾獲『仁美清叙慈善機構有限公 司』及『港九藥房總商會有限公司』資助我們識別地區上有特殊學習需要兒童及為他們提供相關支援服務,希望未來可以 有更多商業機構贊助我們的工作。」

‘Persistent Teaching, Happy Learning’ one-on-one guidance project CFSC Family Energizer (Integrated Family Service) registered social worker Hazel is responsible for offering volunteer support to children with special educational needs (SEN) and their families. In view of the increasing number of dyslexic children in Hong Kong, she stresses that apart from coaching the kids to improve their learning abilities, it is also important to help the kids realise their own potential as well as set up support groups to provide emotional support services for the kid’s families. ‘Parents reflected that SEN support services are still very limited today and the available ones are very expensive and have long waiting time. We only have 11 tutors in our one-on-one guidance team and due to the shortage of resources, many SEN kids are still unable to be reached. In the past, we had been funded by Yan Mei (Miss Asia) Charity Organization Ltd. and Hong Kong General Chamber of Pharmacy Ltd. to identify SEN children and provide relevant services for them. Hopefully there will be more and more support from the business sector to sponsor us in the future.’
