Office sector will emerge stronger, healthier after crisis Welcome to Off ice Space 2020, which is being published during the COVID-19 pandemic that has shaken people and the economy on a global basis. Many British Columbia office buildings are closed and many office workers are self-isolating and working from home. This has created an eerie and unprecedented si lence i n the norma l ly bustling office environment of downtown Vancouver. But British Columbia’s office sector should ride out the COVID-19 crisis better than most commercial real estate sectors, according to analysts. “Demand for office space should see little direct impact from the coronavirus

outbreak over the short term,” states the Coronavirus outbreak: implications for commercial real estate report from Marcus & Millichap, released in early April. Avison Young, in its take on the effect of COVID-19 on commercial real estate, noted that the office sector is merely “set to embark on an unprecedented global experiment in flexible working.” A key will be the adjustment of staff and clients coming back into office towers once B.C. health restrictions are lifted. The Canadian Internet Registration Authority noted in a 2019 study that the majority of Canada’s office workers have long had the technology to work from home, but less than 20 per cent actually do so. In other words, after being self-isolated with family and housework for a few weeks, many will be thrilled to get back to the office.

As you will read inside, the office environment has never been more welcoming or healthy. Lounges, fitness rooms and rooftop patios, even catered lunch rooms with private chefs, are among the perks that have infiltrated B.C. office towers. WELL, an international design ethic that puts the emphasis on the health of occupants, has been embraced by office developers in Vancouver since the concept was introduced six years ago. This, combined with LEED (Leadership in Energy and Environmental Design), which is now virtually standard in new B.C. office buildings, provides occupants with perhaps the cleanest, greenest and healthiest work spaces in the world. tarted six years ago, the WELL building standard – an international effort to place the health of occupants at the centre of design – sparked an immediate response in Vancouver that is expected to widen with the onset of the COVID-19 pandemic.

WELL was developed by integrating scientific and medical research on environmental health, behavioural factors and health outcomes with leading practices in building design, construction and management, according to the New York-based WELL Building Institute. It means making workplaces healthier, which is proving good for occupants and for the bottom line. Just a year after WELL was introduced, CBRE, a commercial real estate agency, began to incorporate the standard into its

offices. In 2017, CBRE was the first in Vancouver to obtain WELL Certification. Its four-floor office in Oxford Properties’ MNP Tower – itself a WELL office building – incorporates more than 100 wellness features such as universal access to natural light for all employees and noise-cancellation diodes to reduce stress-inducing background noise. But it is the office’s internal systems that may be attracting the most interest in a society grappling with a pandemic.The system is designed to ensure that inside air quality is within the top 1%

globally. When its filtration system detects a need for fresh air, it pumps in new air from outside the building, as opposed to recycling air from inside the building. CBRE has found payoff has been, well, healthy. “Since 2015, in offices that have undergone our workplace transformation, we have seen our total employee turnover rate fall by almost a third and, in the same period, we’ve doubled our hiring rate of new talent,” says Ashley O’Neill, vice-president of corporate strategy. The MNP tower in Vancouver by Oxford Properties was the first entire new office building in Vancouver to achieve the WELL gold standard. Here, the emphasis is fitness, with a climbing wall and exercise and yoga studios integral to the design. There is also special lighting and artwork in the stairwells to encourage tenants to take the stairs rather than the elevator. Vancouver Centre 2, developed by the Healthcare of Ontario Pension Plan with GWL Realty Advisors and scheduled to complete in 2021, is designed to achieve WELL Gold certification. The 33-storey tower is at the corner of West Georgia and Seymour streets. Equipped with the WELL gold-standard in healthy environments, the tower includes an outdoor deck on the 7th floor that connects to the fitness and yoga studios. The 29th-floor rooftop deck allows employees to take a break or eat lunch, or hold a meeting in the open air. Vancouver Centre 2 also features a ceiling-based radiant heating and cooling system. Heated or chilled water is circulated through metal ceiling panels, enabling more efficient control over the interior temperature. The system is said to be superior in a key issue: it avoids the spread of particulate, which is common with forced air systems. The newest healthy giants in Vancouver are being built to Well v2, the second iteration of the WELL building standard. It incorporates recommended changes drawn from monitoring the first six years of WELL buildings. BentallGreenOak’s first Vancouver flagship is a 32-storey, 540,000-square-foot office tower at 1090 West Pender, known as B6. It is being built to the LEED (Leadership in Energy and Environmental Design) Gold standard. It will also feature a green roof and the WELL v2 registration. The tower is scheduled for completion by February 2023. “B6 is wrapped with sustainable features like triple-glazed windows and efficient mechanical systems for a more healthy and energy-efficient experience for our tenants,” said Tony Astles, managing partner and head of Canadian real estate services for BentallGreenOak. WELL amenities at B2 include advanced air filtration, a private three-storey fitness facility for tenants and extensive shower and storage facilities for bikers and runners, all of which emphasize that health, happiness and work can be mutually beneficial in a modern office environment. ç

Healthy air concept The WELL Air concept aims to ensure high levels of indoor air quality across a building’s lifetime through source elimination or reduction, active and passive building design, operation strategies and human behaviour interventions. People spend approximately 90% of their time in enclosed spaces. During this time, inhalation exposure to indoor air pollutants can lead to a variety of poor health and well-being outcomes. Health effects associated with exposure to indoor air pollutants can be short- and long-term and can range in severity. WELL seeks to implement holistic design strategies to promote clean air and minimize human exposure to harmful contaminants.

BOMA’s Guide to Pandemic Planning proves vital today COVID-19 surprised many but BOMA members have had access to the Guide to Pandemic Planning since the SARS outbreak in 2003

The arrival of COVID-19 has upended the global economy and has and will affect the commercial real estate community across British Columbia and the world. While we were all shocked and surprised at the arrival and the impact of this new coronavirus, members of the Building Owners and Managers Association (BOMA) were more prepared with the BOMA Canada Guide to Pandemic Planning, a predictive publication first envisioned by BOMA following the 2003 SARS outbreak in Toronto. The pandemic guide was soon published, along with a continually updated web page http://bomacanada.ca/pandemic-2019. BOMA developed the original pandemic guide with DCS Global in cooperation with a number of experts, including Susan Bazak, emergency management specialist with Bazak Consulting; Dr. Bunmi Fatoye, medical officer of health with the Winnipeg Regional Health Authority; and Bruce Gamage, network director with the BC Provincial Infection Control Network. The guide was quickly and widely endorsed by the commercial real estate industry across Canada. Since the first guide was published, the world has seen the A(H1N1) 2009 influenza pandemic and the Ebola virus outbreak (2013-2016). Now we are all dealing with COVID-19. Like SARS this new coronavirus causes acute respiratory distress, but experts consider it more dangerous. According to the World Health Organization, “pandemics are unpredictable, but recurring events that can cause severe social, economic, and political stress. Advanced planning and preparedness are critical in helping to mitigate their impact.” As COVID-19 has shown, pandemics can spread more quickly than in the past and our society is ever more at risk. The number of people working and visiting commercial properties is expanding, the population is aging and the

world is globalizing. It was just a matter of weeks from the identification of the first outbreak of the latest coronavirus in China before it was infecting people from Europe to North America, Africa to South America. The latest version of BOMA’s Guide to Pandemic Planning has been released with the most up to date knowledge of preparedness and we encourage all members of the real estate community to review it. Content is based upon public health expertise and planning guidance, lessons observed from the 2009 pandemic, best-practice emergency management approaches, and the collective wisdom and advice from a team of expert BOMA members from across Canada. Building owners and managers can take steps to both prepare for and address pandemics. While nothing can replace the need to get proper, expert medical advice, consulting the guide will assist our members in doing the right thing for their tenants, visitors and staff. The updated guide is divided into eight sections: your property’s pandemic plan; employee health and safety; the physical environment; communicating in a pandemic; supplies and suppliers; information technology considerations; security; and legal considerations for property managers and owners. These categories are not an exhaustive list of every pandemic-related business deliberation. However, we hope that this guide will provide helpful ideas and suggestions to assist in your pandemic planning efforts. Copies of the BOMA Canada Guide to Pandemic Planning are available through BOMA BC free of charge to members and non-members alike. We are all in this together and we hope you’ll find this guide helpful in your own preparations and reaction to the latest pandemic threatening our loved ones and our livelihoods. Workers between 24 and 39 years old tend to have different preferences than previous generations, say landlords and business owners. One stark difference is that members of this younger generation more frequently want their workplaces to have lounges or entranceway lobbies that can be a second workspace – a place where they can go to for a few hours to hold some casual meetings or to do some work on their laptop computers, accorind to recent surveys. “We don’t necessarily understand how conversant millennials are with social media,” Rennie Marketing Systems owner Bob Rennie tells Business in Vancouver. “We react to statements completely differently than they do. They are very comfortable communicating on Instagram, while we’re still picking up the phone.” Rennie said many of his 92 employees and 162 real estate brokers are relatively young, and that he recently hired a new head of human resources in part to ensure that his workplace is meeting staff desires. Rennie recently ripped out some walls on the ground floor of his 51 East Pender Street office to create what he calls “the park.” The inside space has picnic tables and a large open area, with eight breakout areas. A pastry chef is at the site every day between 7 a.m. and 2 p.m. to make cookies and croissants as well as coffee for workers who want to hang out on the ground level, Rennie said. Having such spaces on the ground floors of office buildings is something that Hudson Pacific Properties CEO, president and chairman Victor Coleman agrees is increasingly a priority. “Millennials are looking for interactiveness – so interactive lobbies, great Wi-Fi systems, service in the lobbies, some place to gather beyond their own floors, their own spaces,” he says. Hudson Pacific owns and manages buildings in Los Angeles, San Jose, Palo Alto, San Francisco,

Seattle and Vancouver. The Los Angeles-based company and a private equity fund managed by a subsidiary of New York City-based Blackstone Group Inc., bought the four-tower Bentall Centre in Vancouver early last year from Beijing-based Anbang Insurance Group Co. Ltd. Hudson Pacific owns a 20% stake and is the operational manager of the properties. Coleman said his company plans to significantly upgrade and expand Bentall Centre and that lobbies will be transformed in part to appeal to millennials. “You’re going to have some gathering areas where you can sit, plug and play,” he says.

“You can get your work done and you’re not interfering with people coming and going. We’re going to be taking some useless space, typically, and making it an active space,” he notes. “You’ll know that you can walk out of your office and go to the lobby and you can camp out there for a couple hours and get things done and have some amenities circling around that,” Coleman says. That means food kiosks, charging stations and 5G Wi-Fi, he explains. Similar things are happening at buildings that GWL Realty Advisors (GWLRA) manages. The company has also incuded new bike lockers, and some tasty perks. “At Robson Court, we’ve added [as a ground-floor tenant] Smak, which is a gluten-free, quick-service restaurant, and a poké restaurant, so there are two fairly healthy choices that are right there,” says Wendy Waters, GWLRA’s vice-president of research services and strategy. ç

What young workers want GWL Realty Advisors recently surveyed 573 workers in three office buildings that it manages in Vancouver and asked staff what amenities they wanted that their buildings did not already have. The response: • 29% want a sit-down restaurant or café (among those aged 18 to 34, this preference rose to 33%); • 28% want access to a convenience store; • 22% want an outdoor seating area; and • 21% want a lounge where employees could mingle and socialize (among those aged 18 to 34, preference for this amenity rose to 29%).

LOOKING AT THE FUTURE OF OFFICES FROM A PANDEMIC PERCH Landlords and lenders have been given extraordinary access to real-time information on tenant resiliency and leveraged commercial assets

I will preface this article with a date - April 16, 2020 – the date I am typing this in my home office homeschooling three children with my shift-working first responder (and thus somewhat absentee) wife. Life is full, unpredictable, quickly evolving and the dynamic people will thrive, I tell myself. By the date of publishing COVID-19 may be all over and this article could read like a page from my diary. The date of writing is important as every day seems like a week and every week a month. These days are filled with “soft discussions” (all MS Teams/phone/Zoom) where we ask each other what the future holds before reluctantly chiming in with an opinion (sometimes it is better to not be asked). Currently I am seeing boarded up retail store fronts, empty streets, closed schools, clean air, government intervention and incentives, stay-at-home guidelines and … COVID-19 recoveries outpacing new cases? I am hoping British Columbia is back to business soon. I would like to consider how this will change the office real estate market. What follows is a collection of ideas and commentary from dozens of industry ‘chats’ over the past month. Landlords are getting an extraordinary glimpse of tenant durability. The cashflow and liquidity of all tenants is being tested and vulnerability will be obvious and often public. Tenants who ask for rent abatement, deferral, and reductions could be countered with modified lease terms, early renewa and personal covenant in lieu. I also expect that landlords will be reluctant to boost face rents with tenant improvement packages for new tenants. On the flip side, lenders are also being provided with unprecedented real-time data on leveraged commercial assets. Landlords are being asked to provide tenant solvency updates on a month-by-month basis mid-term during loans. This is unprecedented during my career. It is a great time to own a business deemed to be an essential service. Many other companies have been forced to shut down, wait at home and attempt to retain staff or, in many cases, lay off employees. In years past I have discussed the stability and premium paid for office space in proximity to health care hubs. Clearly health services are in high demand today and in current conditions the tenants in blasé office space close to hospitals are rock solid compared to some flashy tenants in the downtown core (think Broadway near Vancouver General Hospital versus the ghost town AAA offices in Downtown Vancouver). The crisis has pushed most “office work” into home offices, so will demand for new space increase or wane? Will people

migrate to suburban locations instead of urban centres? It is possible that all this germ concern will lead to increased spacing within offices. In past years tenants were shrinking space to 150 square feet to 170 square feet per person or hotdesking with 0.7 desks per staff member. I expect this will be reconsidered with an increasing-space trend. The office workplace could evolve to rotating in-office shifts in spacious offices while the remaining employees stay home using their newly curated COVID-19 home offices. Coupled with a rigid cleaning schedule, this could allow companies to return to urban centres earlier in the back-to-work transition. Many people will be happy to see private offices return to the norm. Will demand for suburban office space increase after the pandemic experiment with home-based productivity? While the flight to suburbia has been underway for a few years, more staff are realizing that the extra hour(s) of time not spent commuting is available for productivity with the help of technology. Expect this technology to quickly evolve and enhance this experience. Further, dense urban centres have generally seen more cases and caused more concern during this unprecedented crisis – especially for companies with older staff and clients. Layer the lower germ-density in suburbia with lower rents and shorter commutes, and demand could increase. I expect building operations to be forever changed. In the short term we could see security and health checks to enter buildings (this is already happening in the construction industry) with a lasting trend toward hands-free technology and lower occupancy in common areas such as elevators, lobbies and cafeterias. I also expect a wave of demand for office space from government entities and related companies. Many of the emergency funds, policies and programs during COVID-19 have been implemented quickly with low qualification barriers. At some point the applicants will need human auditing, and government tenants will lead the demand for office space. Lastly, what happens to co-working? WeWork, Regus and Spaces have been largely open during the pandemic. The cautious mindset of tenants (i.e. non-committal) could lead more groups choosing co-working in the short term. COVID-19 will test all facets of and participants in the office market. The market will be forever changed but office space will always be in demand – just by whom, how much and where remains in question. These are my “today” thoughts. Accessible features not costly Office and other commercial buildings can achieve high levels of accessibility at virtually no additional cost, according to a study by the Rick Hansen Foundation Accessibility(RHFAC) [program and architectural and design firm HCMA. The 2020 cost comparison study found that new buildings could even achieve ‘Accessibility Certified Gold’ status – the highest tier of accessibility under the Rick Hansen Foundation Accessibility Certification program – if construction costs were increased by as little as 1%. RHFAC rates the level of meaningful access of the built environment, for people with varying disabilities affecting their mobility, vision and hearing. “There is an unspoken assumption that accessible buildings are expensive and difficult to build. This report unequivocally shows that this is not the case,” says Brad McCannell, vice-president of access and inclusion

at the RHF. The RHF has worked closely with BOMA BC members to incorporate accessibility into new and existing buildings and the low cost of entry is not the only benefit, according to Laura Malley, property manager of Marine Gateway, a Vancouver office and retail development by PCI Group and Triovest Realty Advisors adjacent to the Canada Line transit station at Cambie Street and Marine Drive. Malley worked with RHFAC professional Hans Egger to determine features such as good vehicular access, escalators, moving walkways, signage and tactile variations on floors, among other accessibility improvements, at the Marine Gateway complex. As a result, Marine Gateway received a gold award in the Building Owners and Managers Association of Canada’s first annual Accessibility Challenge in 2019. icture rolling into your office building’s parkade where optical sensors instantly recognize your car’s licence plate and gates automatically open for you.

While the emergence of property technology (proptech) has been gaining ground in recent years, the price points of such features have in fact been falling, according to Sunny Ghataurah. “If done properly, there’s a cost but there’s also a reduction in the way the design gets done,” says the president of AES Engineering Ltd. “So some owners are looking at that and they find that quite attractive because the actual cost of the project is the same as what it was previously.” But Ghataurah emphasizes that the key to implementing proptech is to do so with the experience of tenants in mind, not simply adding technology for the sake of it. And this will be put to the test as more people are expected to return to the office as the COVID-19 pandemic subsides. Ghataurah believes tenants will be giving more consideration to filtration systems that can better manage how much fresh air is brought into an office space or whether beacons can help detect the movement of smartphones to direct people though one-way corridors and minimize close contact with passersby. “The smart building network piece is something that we are seeing significant uptake locally,” he says. But a January report from Altus Group Ltd., a software and data services provider for the commercial real estate sector, reveals industry is still somewhat skeptical. The vast majority of survey respondents (89%) believe more consolidation in the proptech industry is necessary to more efficiently deliver on the needs of the commercial real estate (CRE) sector, according to the report’s global survey of 400 CRE executives. “While the industry is making key investments and hedging its bets, at the same time, the findings in this year’s report seem to indicate that CRE executives now believe the timeframe for these technologies to start gaining traction and deliver results starts now, with proptech consolidation a necessary outcome,” the report states. But in terms of tangible, widespread applications, proptech has been the backbone of much of the global smart cities initiative, which sees government pushing communities to use electronic data collected from internet of things (IoT) sensors to more efficiently manage their services. “It’s really about the importance of a city moving to that integrated approach, which was combining data analytics, artificial intelligence, IoT and all those other technologies. And this helps facilitate business

opportunities, it increases efficiency in terms of the public sector, enhances safety and public health,” says Nancy MacDonald, vice-president of urban places at Stantec Inc. Stantec is leading the infrastructure design services for the proposed Sidewalk Labs Quayside development in Toronto – a project that will see throngs of buildings equipped with tech extras ranging from moving canopies to protect pedestrians from the elements to a moveable-wall system that can quickly shrink or expand rooms. Sidewalk Labs, an Alphabet Inc. company, envisions a pedestrian-centric community also deploying technology beyond the walls of the buildings, with heated sidewalks that melt snow in the winter and optical sensors that monitor crosswalks to detect pedestrians crossing the street in the dark. There are similar initiatives on the West Coast, but not on the scale of Toronto’s. Executives from Sidewalk Labs were in Vancouver last December. “We’re in the process of looking around the world at other places where we might partner with local developers and local municipalities to explore opportunities,” Jesse Shapins, Sidewalk Labs’ director of urban design and digital innovation said at a Greater Vancouver Board of Trade panel. The City of Vancouver and the City of Surrey had previously spent two years partnering on their joint bid for the federal government-backed Smart Cities Challenge, which offered a $50 million prize to the winning city. The two cities worked on creating two collision-free, multi-modal corridors – one each within their respective borders – and attracted more than $36 million in investments from private enterprise. However, Montreal was awarded the prize money last year. A 2019 report from Stantec and ESI ThoughtLab (Econsult Solutions Inc.) found that cities that invest in such initiatives are realizing a healthy return on their investments. Gains were highest for initiatives deploying technologies related to first-aid alerts, which realized a 5.6% return on investment, digital business licensing (5%), gunshot sensors (4.8%), dynamic electricity pricing (4.8%) and real-time crime mapping (4.7%). “The investment in the thinking – especially from Vancouver and Surrey – [and] the broader approach of working together is probably going to be more valuable in the long term,” MacDonald says. ç

solid office fundamentals shaken by covid-19 Various scenarios possible in a surging Vancouver office market rudely interrupted by the pandemic GLENN Gardner

Metro Vancouver, particularly the downtown peninsula, was not prepared for its newfound popularity among office tenants. At year-end 2017, office vacancy across the region was sitting at 8% w ith vaca ncy dow ntow n at 7.1%; essentially a balanced market between landlords and tenants. The largest development cycle in the history of the downtown core had just wound down and while most of the new inventory had been absorbed, there was uncertainty regarding future demand. New entrants to the market such as WeWork, Amazon and Spaces began arriving in 2018. Vacancy started trending downwards sharply as these groups absorbed as much space as they could secure. A strong economy also meant that traditional Metro Vancouver tenants also needed additional space to facilitate growth. Moreover, additional U.S.-based firms, particularly from the technology sector, started dipping their toes into the market. By year-end 2018, vacancy had decreased to 5.1% across the region and was less than 3% downtown. As a result, lease rates climbed to new heights and inducements decreased as tenants had fewer options to choose from. With minimal new inventory in the pipeline, developers quickly started playing catch up as few expected the market to change as quickly and dramatically as it did. The result has been the largest development cycle downtown Vancouver has ever experienced with more than five million square feet of new developments being kicked off (a 22% increase on the existing downtown inventory of 22.8 million square feet). One of the largest surprises, given the typically risk-adverse nature of pension fund developers, was that most of this new development was going ahead with or without any prelease commitments in place. Vacancy continued to tighten in 2019 and by year end finished at 4.4% for Metro Vancouver and 2.6% for downtown Vancouver. Rental rates were again pushed to new heights. The record-high lease rates and record-low vacancy resulted in building valuations that had never been achieved in downtown Vancouver. However, the million-dollar – or even billion-dollar question depending on the asset – is: ‘how sustainable are these valuations given recent workplace restrictions due to COVID-19 and the effect of the new inventory being delivered into the market over the next 12 to 36 months’? Market forecast: For the downtown, the past expectation was that vacancy would remain low and that there would be further upward pressure on rental rates into 2020 and

the first part of 2021 as no new significant inventory was delivered. However, in light of the COVID-19 containment measures, it is not certain as of April 2020 if the market will continue as it was previously or whether there will be an increase in availabilities as companies downsize or cease operations altogether. Regardless, vacancy relief was expected to materialize in 2021 when Reliance Properties delivers The Offices at Burrard Place, a 133,000-square-foot building. While the potential impact of COVID-19-related construction delays remains unknown, there are several significant developments still scheduled to follow in late 2021 with the delivery of 320 Granville Street, 601 West Hastings Street and Vancouver Centre II at 733 Seymour Street, which combined will offer more than 579,000 square feet of vacant and available space (as of Q1 2020). As we look into 2022 and the first half of 2023 as developments such as The Stack at 1133 Melville and B6 at 1090 West Pender are delivered, the amount of uncommitted space increases to more than 700,000 square feet. It is important to note these totals do not include the backfill space coming back in existing buildings and assumes that construction remains on schedule. When all this new inventory is delivered, where will vacancy land and what will be the impact on lease rates? According to Avison Young’s downtown office forecast for 2023, vacancy will range from 1% in a high-growth scenario to 2.4% in an average growth scenario and up to 10.7% in a no-growth scenario. These scenarios will need to be updated in light of the current crisis as more data becomes available. If vacancy continues to remain near record lows, developers will respond by continuing to build to meet demand. However, there may be some hesitation from Vancouver office developers given how quickly the market turns due to COVID-19 containment measures. The end result, whether this occurs immediately, or in 2022/23 and beyond, is that overall market vacancy will rise, thus reducing upward pressure on rental rates and potentially lowering rental income as pockets of vacancy emerge, which will translate into a lower building valuations. espite widespread concern about worker health and safety, and massive demand for sanitization products and personal protective equipment, some companies hired to keep offices and workplaces clean have seen business drop-off due to the spread of COVID-19 that closed many buildings in March.

That could change dramatically once B.C. health officials lift regulations as the pandemic “curve” declines. “A lot of contracts have been temporarily suspended or they’ve done a reduction in service to just do the bare minimum to maintain their buildings,” explains Jasmine Chu, sales manager with JES Building Services and president of the BC Contract Cleaners Association. “I’m getting a lot of phone calls right now to just do disinfection.” Understandably, offices that completely shifted over to remote work models during the pandemic may not have seen a need to maintain their regular cleaning schedule. Restaurants, bars and retail outfits that shut their operations entirely are in a similar situation – one that prioritizes cutting costs. “I’m not 100% out, but from having 60 active accounts I’m down to 14 to 15 active accounts right now,” says Tony Varma, owner and operator of Castle Cleaning Services. Many of his cleaning contracts were with restaurants, nightclubs and retailers. “I’m losing money every single day because I can’t service those people over something that’s just totally blown out of proportion with a lot of hysteria and paranoia.” Damian Stathonikos, president of the Building Owners and Managers Association of British Columbia (BOMA BC), says many owners and managers are working closely with service providers to ensure new needs are met. “I think everyone realizes that we’re in a different type of environment now,” he says. “This has really taken things to another level. You’ve got people who have had pandemic plans in place but, really, have never had to implement them.” Living and working through COVID-19 has building owners and managers around the world discussing what a return to work-as-usual might look like. At the Guangzhou International Finance Centre, BOMA China executive director Dominic Lau shared during a BOMA Canada webinar that all building entrances are equipped with a handheld temperature scanner. The building’s heating, ventilation and air conditioning system is disinfected weekly. The number of people allowed in the building has been cut in half as social distancing measures remain in effect.

According to Lau, the International Finance Center’s back-to-work plan was formulated in January. “Those things are pretty hard to do here in Canada because we don’t have the same kind of societal structure,” says Stathonikos. “I can’t imagine people patiently waiting two metres apart while you get your forehead scanned to go into your office building. So what are the lessons that we can learn?” According to Chu, a good first step is for an employer or building manager to consult with their cleaning service provider, find out what kinds of chemicals and disinfectants they use and review their cleaning schedule. “Oftentimes the janitorial budget for a company is the lowest budget. Office supplies have a higher budget than your janitorial needs most of the time,” she says. “Us janitors and cleaners are your first line of defence besides your own self.” Since the outbreak of COVID-19 in B.C., Chu says many clients have opened up more detailed discussions about their cleaning needs. She’s received calls asking if JES Building Services carries the kinds of chemicals that have been recommended by health and safety authorities. “I think it’s great because people weren’t asking those questions before,” says Chu. “The whole conversation has changed.” Essi Yeganegi, president of Jan-Pro Vancouver, believes the pandemic has already changed people’s perspectives on workplace cleaning protocols. He says a number of his customers have upped their cleaning frequency and are disinfecting their spaces on a weekly basis. “Standard cleaning protocols don’t cut it in today’s environment,” he explains, adding that companies need to align their cleaning protocols with guidelines from the Centers for Disease Control and Prevention. He says there are two key components to keeping workplaces clean: effectively removing the organic load – the soils and debris that viruses and bacteria need to thrive – and safely disinfecting surfaces. “Do both in increased frequency. Every indication is that this will be a prolonged period, and businesses need to recognize that changes to cleaning protocols are required.” ç

Victoria, Kelowna office markets tighten Greater Victoria’s 5.1% office vacancy rate is expected to tighten further this year, according to a report released in the fourth quarter of 2019. With 138,000 square feet under development in suburban markets and no new downtown inventory underway, demand is eating up supply, says Colliers International’s Victoria office report. The completion of Capital Park Phase 2, by Concert Properties and Jawl Development, last year added more than 107,000 square feet of new offices downtown and helped push the vacancy rate to 4.7%, up from 3.7% a year earlier. The downtown continues to see steady public sector growth with government expansions, relocations and new deals equating to stable absorption. Private and public sector activity balanced to 75% and 25%, respectfully, for the quarter. The technology sector in Victoria also remains a pertinent factor in demand, Colliers noted. The tech sector comprised approximately 25% of office leasing activity in 2019 and is anticipated to remain steady over 2020. Current Class A office lease

rates (asking) averaged $27.50 per square foot in Q4 of 2019, up 7.8% from a year earlier, while prime Class AA space downtown is being priced from $32 per square foot. The office vacancy rate in Kelowna has also tightened to 4%, but new developments could open the selection. Construction of Landmark 7, the largest Class A office building in Kelowna’s midtown has begun and, once complete, will add 224,000 square feet of office space, Colliers notes. The average net office lease rates in Kelowna declined slightly as of year-end 2019, dropping from $17.86 per square foot to $16.29 from the third quarter. Kelowna’s growing tech sector remains a strong factor in keeping demand for office space on pace, according to Colliers. The second largest office project under construction is Mission Group’s Bernard Block that is set to add 80,000 square feet of Class A office space in Kelowna’s downtown. Note: 2020 projections in both markets were made prior to the COVID-19 pandemic.
