The purpose of this program is to assist low to moderate income homeowners make needed repairs to their homes. The City of Berwyn Community Development Department, through an annual grant from the U.S. Department of Housing and Urban Development (HUD), fund programs within the City of Berwyn meeting to the needs of our community. The Single Family Rehab - No Interest Loan Program offers eligible residents deferred no interest loans to make necessary improvements to their home.

When it comes to transportation, Berwyn lies right in the heart of the Chicagoland transit system. Located just eight miles west of the Loop and in between I-290 and I-55 with convenient access to both, the suburb offers easy access to commuters whether they travel by car, on the CTA’s Blue or Pink Lines, Pace Bus or onboard Metra. Berwyn also stands out because it offers an urban experience through a variety of

active transportation modes that also support walking and biking. These options offer ease of access to both downtown Chicago and the far west suburbs. Determine your best route with the Regional Transit Authority (RTA) Trip Planner, which allows travelers to plan trips in the Chicago region using public transit (CTA, Metra, and Pace buses and trains) and includes driving, biking and walking directions. A free RTA Trip Planner app is available for download on iTunes and Google Play. Rideshare is widely available through apps like Lyft and Uber, and local cab service is also available. Metra-BNSF trains offer a quick commute to counties throughout the Chicagoland area. Berwyn’s Downtown Depot District has three stations: LaVergne, Berwyn and Harlem. CTA’s Blue Line is just four blocks north of Roosevelt Rd, while the Pink Line is less than a mile east of Berwyn’s limits on Cermak Rd. Multiple Pace Bus routes tie Berwyn to these stops, along with many other destinations throughout the surrounding area.

In support of its senior citizens, the City of Berwyn provides rides for seniors on a “senior bus,” ensuring that residents of all ages can enjoy all that the city has to offer. In recent years, Berwyn has prioritized bike infrastructure, providing dedicated routes that connect to regional routes and trails. Berwyn worked in partnership with the Cook County Department of Public Health through the Model Communities Grant Program and the Active Transportation Alliance on a number of healthy community initiatives to help Berwyn become more bike—and pedestrian—friendly. Berwyn’s Active Transportation Plan initiatives have also ensured safe active travel to Berwyn’s schools and parks. Check out the Active Transportation Network Map on the next page.

CURFEW Persons under the age of 18 are not allowed to be in public places between 10:30PM and 6:00AM on Sunday through Thursday nights and between 11:30PM and 6:00AM on Friday and Saturday nights. DOG AND CAT REGULATIONS City ordinance limits the number of pets (combina on of cats and dogs) to three (3) per building or using the same premises. All dogs and cats must be licensed with the City at a fee of $10 per year, per pet, due in June. Applica ons are available at City Hall.

GARBAGE PICK-UP Place bagged household garbage in the waste containers provided by Waste Management for weekly pick-up. The disposal of large household appliances, building materials, or other large accumula ons of materials can be arranged directly with Waste Management at 800-796-9696.

RECYCLING & YARD WASTE

Recycling bins are available from Waste Management (800-796-9696) for clean recyclable items such as aluminum cans, glass bo les and jars, n cans, magazines and newspapers. Pick-up is the same day as garbage pick-up. Yard waste, including grass clippings and leaves, may be placed in large brown paper bags, or in your own plas c garbage cans (32 gallons or less in size) iden fied with a Yard Waste s cker (provided free at City Hall). Yard waste is picked up from April 1 through December 31. Do not rake leaves into the street as they block storm drain sewers and damage street sweepers. This violates Berwyn City Ordinance 672.04 and may result in a cket with a fine up to $750.

ELECTRONIC RECYCLING

Electronic items (excluding refrigerators, freezers and air condi oners) can be dropped off Monday through Friday, 7:00AM to 3:00PM at Public Works located at 1 Public Works Dr. Please place electronics in front of the building underneath the Recycling sign. Recyclable items include TVs, computers, monitors, phones, fax machines, printers, scanners, PDAs and video gaming equipment. STREET MAINTENANCE

Residents should be aware of the Street Maintenance Schedule by checking their block’s signage. No parking for your side of the street will be enforced during your regular Street Maintenance Schedule from 9:00AM to 4:00PM or as posted. It is the homeowner’s responsibility to maintain all surrounding walkways to be clear of snow. Snow should not be shoveled into the street, alley, onto a fire hydrant or any other City property. For snow emergency

It is the responsibility of you and/or any visitor of your residence to be aware of the signage posted near your home. No parking for your side of the street will be strictly enforced from 9:00AM to 4:00PM or as posted. This will allow for addi onal street cleaning and snow removal passes, as well as regular maintenance ac vi es. If you are towed, contact the Police Communica on Center at 708-795-5600.

DEPOT DISTRICT PARKING: PARKING FACILITY, MUNICIPAL LOT & PARKING PERMITS

The parking facility is located south of the Berwyn Metra train sta on in Berwyn’s Historic Depot District at 3320 S Grove Ave. Depot Permit Holders can park on the first four levels with a City of Berwyn Depot Parking Permit, which can be obtained at Berwyn’s City Hall. Daily permits can be purchased at the pay sta ons located on the first floor of the two stairwells for $3. The fi h (top) level is open to the public at an hourly rate of $0.25. Daily pay parking is also available at the Municipal Lot at 32nd St and Oak Park Ave. It is open to the public at an hourly rate of $0.25.

Depot parking permits for Metra commuters, employees and residents are sold as annual and quarterly permits on a first-come, first-serve basis at City Hall. Parking areas are located in the Municipal Parking Facility and along Windsor Ave and Stanley Ave from Ridgeland Ave (LaVergne Sta on) to Harlem Ave (Harlem Sta on).

If you are seeking a s cker and your vehicle registra on matches your current Berwyn address, you will need to show proof of license plate number and a valid driver’s license. If you have recently moved to Berwyn, you must show an updated vehicle registra on with the new Berwyn address. COMMERCIAL TRUCK PARKING

Fee for passenger car is $50, motorcycles are $35 and RVs, trucks, tractors and buses are assessed according to class. Seniors aged 65+ years receive one free s cker per household, and vehicle must be registered in the senior’s name to qualify. Re red veterans receive one free s cker with proper ID or military license plate.

The Vacin Fairway is the parking area behind the stores on the north side of Cermak Rd. Visitors can park for free for up to two hours. If longer parking is needed, annual permits can be purchased at the Collector’s Office in City Hall.

Loca ons for commercial truck parking have been made available in the Vacin Fairway, Library Parking Lot and along the Depot parking areas. Annual and quarterly permits are available. Contact the Collector’s Office in City Hall or the Parking Department at the Police Department for permit pricing and parking loca ons.

CITY SPEED LIMIT & GENERAL PARKING

The speed limit is 25 mph unless posted otherwise. All alley speed limits are 15 mph unless posted otherwise. Parking is for residents only between 3:00AM to 6:00AM on all streets unless posted otherwise. Visitors will require a parking pass. Visitor passes may be purchased in a pack of 15 one- me use passes for $5 at the Police Department. Residents and visitors should be sure to check the block in which they are parking for any addi onal signed parking restric ons.

GARAGE SALES

A permit is required to have a house, garage or yard sale, limit two sales/year. The first permit is free and the second costs $20. Signage rules allow you to have two signs on city parkways, which may be rented for a $10 deposit/sign. Signs can be displayed between 7:00AM to 7:00PM. Sales can be held from 9:00AM to 5:00PM. erwyn is a great place for families. Whether you are young in years or young at heart, there are plenty of activities throughout the city to keep you connected to your loved ones and your community.

At the Pav YMCA (pavymca.com) there are family-friendly activities scheduled throughout the year. Stephanie Robinson, School-Aged Childcare and Family Director, says that regular activities give members plenty of opportunities to get together. “Once a month, September through May, we have a flick and float with families watching movies from rafts in the pool. One Sunday a month, we have a family game day in which families get together to play board games, charades and bingo.” On top of regular programming such as swimming, sports, fitness and rock climbing, the YMCA also celebrates holidays with its members. A Valentine’s Day Dance and St. Patrick’s Day party make the holidays fun. On Easter, Breakfast with the Bunny incudes an egg hunt. The Pav YMCA partners with Proksa Park to host the free Halloween Happening event every October.

In December, the YMCA welcomes Santa for dinner. Executive Director Joe Vallez notes that the North Berwyn Park District offers a wide range of activities for preschool-aged children up to seniors. nbpd4fun.org. Vallez says that there is an emphasis on the arts. “We do a lot of performing arts from drama to dance and music. We have a new dance center at Hett Park and are building a new cultural center.” The North Berwyn Park District partners with Berwyn North School District 98 to host a Back to School Fest every year that includes interactive art and health components. Students and families are also celebrated at the annual Best of Berwyn Junior Citizen Recognition Program event, which recognizes the city’s top 8th graders. The Berwyn Public Library (berwynlibrary.org) is home to family activities throughout the year. Executive Director Keshia Garnett notes that programming is planned for toddlers up to adults. Totally Untidy Toddlers introduces young children to messy play, and the annual summer reading program keeps kids reading throughout the summer. In April, the library hosts the Diversity in Action program, focusing on different cultures, and in August, a children’s favorite, the Fairy Tale Ball, focuses on imaginative play. Each of these events provides a free book to all children in attendance. Jeff Janda, Executive Director of the Berwyn Park

District (berwynparks.org) says the Park District works to support family members of all ages and thrives on community collaboration. “We collaborate with the school districts, the YMCA, and the Berwyn Development Corporation. When we work together, we have a community.” From preschool-age classes like Wiggleworms to the Berwyn Bombers Lacrosse program, the Park District offers opportunities for kids to get moving. During the summer, the Park District sponsors movies in the park and a Back to School Picnic, co-hosted with Berwyn South School District 100 to kick off the school year. The Park District is always hard at work to maintain and improve facilities to allow residents to get outside and enjoy Berwyn’s parks. From the pond system at Proksa Park to the wading pool at Freedom Park to partnerships with the Liberty Cultural Center for seniors, Janda says the Park District is key to making Berwyn a great place to live. “You never have to leave Berwyn to have a good time.”

erwyn’s large supply of historic Chicago-style bungalows have always been a big draw for homebuyers who not only want the convenience of being close to Chicago but also yearn for the expanded living space and green yards found in the suburbs.

While the Central Berwyn Bungalow Historic District’s notable brick homes continue to be popular with homebuyers and have landed the collection onto the National Register of Historic Places, the charm of all of Berwyn’s architectural styles, its genuinely welcoming neighborhood feel and the ease of transportation into and out of Chicago have built the Berwyn real estate market into one of the hottest markets in the near-west suburbs.

Melissa Kowalski, SRES/ Managing Broker of Dwellings Real Estate, Inc., has been working in real estate in Berwyn since 2001 and says the statistics reflect just how hot the Berwyn real estate

market is throughout the city. Median residential sales prices are up 10.4% from 2015 to 2016, and the historical median homes sale prices rose 92.7% from 2012 to 2016.

For Kowalski, the diversity of Berwyn’s housing stock is a big draw. “We are definitely bungalow-rich, but we have an array of different style homes from frame houses to ranches and historic Victorians.” Berwyn appeals to a wide range of buyers from first-time homeowners to empty-nesters and everything in between. Sandra Dita Lopez, a lifelong Berwyn resident and real estate broker with Baird & Warner, says that people from all walks of life see the value of living in Berwyn. “A lot of millennials from Chicago come to Berwyn to buy their first house. For what they might be paying in rent in the city, they can save money by buying a home here. A lot of first-time buyers are purchasing single family homes. The two-flats and three-flats sell very quickly. People can live on one floor and rent out the other to cover their mortgage.” With an average single family home sales price of $211,000, Berwyn’s affordability makes it extremely attractive for those looking to purchase their first home or those who might be

looking for a smaller home to age in place. Both Kowalski and Lopez see a lot of downsizers moving to Berwyn. Notes Kowalski, “We see a lot of buyers who want to downsize from neighboring suburbs, particularly those with higher property taxes.” Lopez agrees, “A lot of Oak Park empty-nesters love Berwyn. They can have all the amenities of the western suburbs, ease of access to the city and cut their taxes in half.” For all buyers, Berwyn’s great location is a large part of the suburb’s appeal. Commuting to the city is a breeze with easy access to I-55, I-290, Metra, Pace and CTA. Lopez points out that while it’s nice to be able to get to the city quickly, Berwyn has plenty to offer its residents right at home. “Things are so positive in Berwyn. There is so much retail and so much to do here. We have wonderful stores and wonderful restaurants. There is always something to do no matter where you are in Berwyn.”

BUSINESS IS BLOOMING IN

B

erwyn is quickly becoming a rising star in the western suburbs in retail business development. With the help of the City of Berwyn and Berwyn Development Corporation (BDC) new and existing businesses are thriving.

Tony Griffin, BDC Executive Director, says that by all measures, Berwyn is a welcoming place to do business. “In 2016, we had the highest number of building permits ever issued. Our retail sales grew by 6.2%, when the national average was only 3.1%. We added 41,000 square feet of new retail space and have another 17,500 in the pipeline for 2017.” Beyond the numbers, the BDC and City of Berwyn have worked to recruit new businesses to meet the needs of Berwyn residents. Cermak Plaza added Ross and Avenue in 2016. Berwyn Gateway Plaza Phase II recently saw the additions of Starbucks, Blaze Pizza and Sprint. The City and BDC are working on several new leads for both of these developments for the limited space that is left.

Mayor Robert J. Lovero stated, “The consistent and steady increase in total investment is a positive sign that entrepreneurs and national retailers consider Berwyn to be a good home. We have solid infrastructure, a supportive community and a cooperative, business-friendly environment in our city administration, which makes Berwyn a stand-out location.”

In the Depot District, new restaurant The Garage Smokehouse and Bar, new brewhouse Flapjack Brewery and new gastropub Lavergne’s Tavern have expanded the dining options for the community and visitors alike. Looking forward, Griffin says that two new restaurants are slated to open in the community in 2017. City Barbeque and Panera will soon have locations in Berwyn. Amy Crowther, Director of Chamber Services for the BDC, says that while part of the puzzle is attracting new businesses to Berwyn the other piece is sustaining all of Berwyn’s businesses through marketing and support services. “At the BDC, we work to make sure that businesses in Berwyn are successful. We try to go above and beyond typical Chamber of Commerce activities. We publish Berwyn Magazine on a quarterly basis. This is the only publication that is delivered to every mailbox in Berwyn, so it has amazing reach for our message and advertisers.”

The BDC also coordinates the Why Berwyn? marketing campaign, which reaches outside of Berwyn to the Chicago area to remind the region about the benefits of visiting, living and doing business in the near-west suburb. Crowther emphasizes the personalized business support that the BDC offers neighborhood businesses. “We host seminars and after-hours events, and started a women’s group this year. We’ve had a very successful partnership with other area chambers, including Oak Park, Forest Park, Riverside and West Suburban. We try to act almost as a concierge service to provide personalized connections between businesses and resources.” At the end of the day, the City of Berwyn and the BDC are always at work for Berwyn’s business community. By attracting, retaining and supporting Berwyn’s businesses, the BDC gives them the marketing programs and services they need to succeed.

World War I Memorial

3401 S Gunderson Ave (at corner of Ogden Ave, 34th St & Ridgeland Ave)

Historic Route 66 Scenic Byway Wayside Exhibits & Information Kiosk Berwyn’s four wayside exhibits tell the origin story of the Route 66 Ogden Ave corridor and its early history, from its first auto-oriented “fast food” restaurants to its automobile-based economy and car culture. Exhibits are located: (1) Adjacent to the parking lot of the LaVergne Education Center located at 3401 S Gunderson Ave, (2) South side of Ogden Ave and Maple Ave, (3) North side of Ogden Ave and Wenonah Ave, and (4) North side of Ogden Ave and Clarence Ave. The kiosk is located on the North side of Ogden Ave and Lombard Ave.

In 1919, the Berwyn Women’s Club built the memorial to honor eleven Berwyn residents who gave their lives in World War I. The site includes a plaque and flag pole and hosts patriotic ceremonies. In 2011, the site was designated an historic landmark.

Hawthorne Museum at Morton College

The museum chronicles the history behind Western Electric’s Hawthorne Works plant that manufactured famous inventions from Bell Labs, such as vacuum tubes, transistors, sound for motion pictures, the loudspeaker, the microphone, the transcontinental phone line, radar and ship-to-shore equipment for the Signal Corps, and fiber optics.

Lincoln the Friendly Neighbor Avard Fairbanks sculpted “Lincoln the Friendly Neighbor,” which shows a beardless Abraham Lincoln with his arms around the shoulders of a girl and a boy. Next to the boy sits a large dog. “The better part of one’s life consists of his friendships” reads the inscription on the pedestal. For 38 years, the “Friendly Neighbor” stood at Lincoln Federal Savings and Loan Association on Cermak Rd in Berwyn. In 1997, after a bank merger, the statue was moved to Lincoln Middle School at 16th St and Elmwood Ave in Berwyn.

A native of Chicago, Jeff Zimmermann has achieved national and international recognition for his large scale murals featuring painted images of contemporary pop culture and sensitively rendered portraits. EMBRACING THE ARTS IN

B

erwyn is a creative hub of the western suburbs with an ever-growing population of artists, musicians and performers. In a bit of a chicken and egg conundrum, it’s hard to pinpoint whether so many artists are drawn to live and work in Berwyn because of numerous arts-dedicated venues here or if so many exciting venues are thriving due to the large number of creative-minded people in town. Regardless of who came first, all of Berwyn benefits from the community’s focus on the arts.

A number of independent artists in the visual and performing arts make up the creative fabric of Berwyn. A few who are making their mark include painters, sculptors, comic creators and music aficionados. Dan Streeting of Streeting Design is an independent graphic designer who uses illustration, motion and sound in his creations. Eric Jorgenson is an artisan, sculptor and carver who runs Wood and Clay Studio on 26th St. Julie Feeney creates paintings, glass art and jewelry. Jessy Laubis is a local artist who coordinates the Craft & Vintage Market at Friendly Tap. Raf Nieves, also known as Unca Raffy, is a local artist who specializes in drawing Berwyn’s buildings and also creates comics. Matt Williams runs Rock’d Soul Radio, a radio station that plays a 24/7 mix of the best in independent music from around the Chicago area, and local high school student and musician Adam Martinez was spotlighted as he almost took the title in an MTV Artist of the Month contest. Formed in late 2007, Berwyn’s only professional equity theater is the collective brainchild of Artistic

Director Ann Filmer and the North Berwyn Park District’s Executive Director Joe Vallez. Now in its tenth season, 16th Street Theater has become one of the area’s most intimate and highly regarded presenters of engaging and thought-provoking new plays. Locals can also grab tickets to a production at Jedlicka Performing Arts Center (JPAC), a professional non-equity theatre on the campus of Morton College. With over thirty seasons under their belts, JPAC has become known for Chicago premieres of new and rarely produced work. Berwyn has long been home to a wide variety of musical venues that attract people from throughout the Chicago area. The Veltway Music Collective, spearheaded by Sean Cassin and Loren Middleton, is ingrained in Berwyn’s music scene on Roosevelt Rd, which has more opportunities than ever to enjoy live music on the strip. Stalwart FitzGerald’s Nightclub has a national reputation for American roots music from jazz to zydeco and Friendly Tap has a solid following as a juke joint with a small stage for local

performers. Newcomers Wire and Krew Rock Lounge bring an eclectic mix of performances from acts with both strong national and local followings. The live entertainment continues as you head south into Berwyn. Horse-Drawn Productions showcases their artists and their students locally at spots like Cigars and Stripes BBQ Lounge. Cigars and Stripes also regularly hosts their own calendar of eclectic stand-up comedy and live music shows and the Depot District’s newest spot, The Outtaspace, brings live music and variety shows to the area. Last but not least, Harlem Avenue Lounge has history and great acts on its side, attracting a notable lineup of Chicago’s finest Blues musicians. For those looking to hone their musical skills, Berwyn offers plenty of opportunities. Music lessons are available at Horse-Drawn Productions, Wire, Above and Beyond Music and the Friendly School of Folk Music. Eric Yoder and his wife Darlene operate the music recording studio at Horse-Drawn Productions and recently expanded their focus to offer lessons in piano, guitar, violin, drums, dj’ing and recording. An accomplished musician, producer and engineer, Yoder notes that one of the benefits of living in Berwyn is how connected it is to the music community. “That is one of my favorite things about Berwyn. Everything is connected. It’s like a really big small town.” Along with independent artists, Berwyn is home to many who are dedicated to building the community arts scene. Aaron Mitchell, founder of The Outtaspace and Berwyn Arts & Music (BAM),

is an avid arts proponent who was drawn to live in Berwyn due to the thriving arts scene. Mitchell works to foster the arts throughout the community by hosting Creator Nites and planning a variety of events in his venue that doubles as a social meeting place for artists of all persuasions and ages. Mitchell says that The Outtaspace events are meant to foster community as well as artistic growth. “It’s designed to inspire creation, collaboration and communication. Thursday through Saturday, we have live music and performances. We are starting Tuesday workshops and talks that cover a wide spectrum of creative areas including visual arts, creation, improv, crafting and more. The workshops will be followed by a Creative Open Gym, where people can create and talk and collaborate. Monday nights are improv night, and we host performance classes on Wednesday nights.” Mitchell also founded BAM, a non-profit to support youth in the arts. This year’s BAMFEST will be wrapped into The Outtaspace’s Groovin’ on Grove summer festival, and Mitchell explains that it will include mini workshops, open booths and the popular Battle of the Bands. BAM also collaborates with other Berwyn organizations. Back this year, BAM will work with Youth Crossroads and the Berwyn Fire Department on creative expression through painting on fire hydrants in town. BAM will also partner with Freedom Middle School to beautify a viaduct on Ridgeland Ave with a mural.

Horrorbles, a horror and sci-fi collectibles and memorabilia store, and the award-winning Autre Monde Café & Spirits, which he operates with his wife Christine Tully Aranza and former colleagues and chefs Dan Pancake and Beth Partridge. After opening his first business, John has immersed himself into the Berwyn community. John has contributed to a slew of community events including the Berwyn Route 66 Car Show, Oktoberfest, The Moving Wall, Green Mile Pub Crawl and Zombie Walk & Pub Crawl. Proksa Park Pond Renovation Project

T

he Berwyn Park District is currently renovating the Proksa Park Pond System that was originally constructed in the 1930’s by Joseph Proksa. Over the years, numerous projects were completed to maintain and improve the area but at 80 years, the ponds are in need of major renovation and redevelopment. The project is funded in conjunction with the Illinois Department of Natural Resources Open Space Land Acquisition and Development (OSLAD) grant, and will be creating additional storm water holding capabilities, is expected to help conserve water, will improve the water quality of the ponds and stream, and will add to the beauty of Proksa Park. The OSLAD grant is a 50% matching grant funded by a portion of the real estate transfer tax collected on all property sales statewide. The OSLAD grant program is a highly competitive process administered state wide. The Berwyn Park District is a recipient of a matching grant for the project estimated at $613,000 as submitted to the Department of Natural Resources. For generations, Proksa Park has been commonly referred to as the Jewel of Berwyn with its beauty and recreational
