The BDC is a public-private partnership with the City of Berwyn that provides chamber services and economic development to all segments of the Berwyn community. The BDC is a 501(c)(3) not-for-profit membership organization that serves business and individual members. The BDC focuses its efforts on those activities that will improve the overall climate for local businesses and residents, in addition to encouraging the development of new commercial venues and employment opportunities. The BDC continually strives to develop new programs, services and special events that promote Berwyn businesses and the community.

LETTER FROM THE BOARD PRESIDENT

As the Executive Director of the Berwyn Development Corporation, I would like to welcome you to our Annual Report. Within the report you will find valuable information on how the Berwyn Development Corporation has contributed to economic development in the City of Berwyn. Throughout 2018, the BDC focused its goals on transparency, improved communication, community engagement, business attraction, and increased business retention and expansion. In our efforts to increase community engagement, the BDC continued its rich history of hosting community events. During 2018, the BDC hosted 6 events serving our local residents and introducing Berwyn to more than 40,000 visitors. The BDC also continued to raise Berwyn’s profile in the region through our highly successful “Why Berwyn?” marketing campaign. This campaign reaches more than 1 million people annually. In 2019, look out for our “Berwynners.” The Berwyn Development Corporation also continues to attract new businesses to the community. In 2018, we responded to more than 136 Requests-for-Information. We also welcomed a host of new businesses to the community, which we celebrated through 14 ribbon cutting ceremonies. These included the grand openings of Panera Bread, Buddy Bear Car Wash, and Tony’s Fresh Market. In direct service for and recognition of our BDC members, the Berwyn Development Corporation hosted 27 seminars and educational events, more than 10 community events, and marketed Berwyn at 14 conferences and trade shows. The BDC continued to assist our business champions to expand and succeed. The BDC revamped and expanded our business funding mechanisms, improving our Commercial Loan and Microloan programs. The BDC also introduced the Finish Line Grant and Pay as You Go programs, which will be rolled out in our TIF districts in 2019. We are happy that 2018 brought so many exciting new developments to Berwyn. The BDC has continued to aid the business community by providing information, support, and financing options. We look forward to more projects coming to fruition in 2019.

Another exciting year in economic development has unfolded in the City of Berwyn. The Berwyn Development Corporation’s work this year has continued to promote a healthy business environment in our City. I am thrilled by the progress made in 2018, and I am honored to have served as the Board President. 2018 saw a number of dynamic changes for the Berwyn Development Corporation, including the hiring of our new Executive Director David Hulseberg. Under Mr. Hulseberg’s leadership, the BDC was able to develop a strategic plan, as well as adopt a new 4-year contract with the City of Berwyn. Both of these crucial documents provide the BDC the ability to identify and accomplish well-defined deliverables for our community. As we charge forward into 2019, we are excited to increase our business community outreach with the addition of a few new programs. On a monthly basis, the BDC will host Business Corridor Meetings which will give business owners from that specific corridor the opportunity to learn about upcoming programs, receive economic development updates, and have open dialogue with fellow business members. We will also launch our monthly Nonprofit Roundtable Meetings open to schools, community organizations, and nonprofits that serve the Berwyn community. These roundtable meetings are intended to bring organizations together to collaborate and work to better serve the Berwyn community at large. The Berwyn Development Corporation took part in many exciting projects over the last year. The BDC prides itself on the partnerships that we have built and continue to build with our stakeholders. Our work could not be made possible without the continued support of the City of Berwyn and our current administration. BDC CONTRACT WITH THE CITY OF BERWYN Below is a report detailing the Berwyn Development Corporation’s progress on economic development initiatives from January 1, 2018 through December 31, 2018. Pursuant to the agreement between the City of Berwyn and the Berwyn Development Corporation, the following is an update on progress of core services to be supplied by the Berwyn Development Corporation to the City of Berwyn. Business Attraction: Pursuant to Section A (i-ii and iv), the Berwyn Development Corporation provided information to 136 business prospects seeking to locate in the City of Berwyn with information regarding: • Land • Labor Force • Infrastructure • Buildings • Housing • Other Relevant Information • Demographics • Education Pursuant to Section A (iii), The Berwyn Development Corporation worked with the Illinois Film Office in their client’s search for a prospective restaurant filming location. Pursuant to Section A (v), The BDC engaged in the following business attraction services on behalf of the City of Berwyn:

a. The BDC reviewed the City’s existing economic development incentive programs and made the following recommendations to be adopted and launched in 2019: 1. The Finish Line Grant Program – A matching grant for the rehabilitation of existing properties in Berwyn’s TIF districts. The program is a sliding scale based on investment total and availability of funds. More information is available on the BDC website. 2. Pay As You Go Incentive Program

Berwyn's Harlem/Cermak TIF Identified as a Success Story

Berwyn Gateway Plaza Phase III The third and final phase of Berwyn Gateway Plaza has been completed and showcases the revitalization of the commercial block on the north side of Cermak Road between Wisconsin Ave and Wenonah Ave. With an additional 9,650 sf of retail space to the City’s marketplace, Phase III welcomes Panera Bread and Comcast Xfinity’s new concept store. With its completion in 2018, Phase III will add new tax revenue and create jobs at this increasingly popular intersection in town.

BDC CONTRACT WITH THE CITY OF BERWYN b. The BDC established relationships in the real estate community by meeting with real estate professionals and participated in community events (trade shows) as time and resources permitted. In partnership with the City of Berwyn, the BDC launched the City’s Development Services Team Meetings. The DST Meetings are an effort to streamline the development process and allow developers to engage with all applicable City services in one setting. The BDC hosted the following DST meetings in 2018: 1. Harlem and 35th/Beef Shack 2. Cermak and Oak Park/Blood Plasma Center e. The BDC established a Strategic Plan in partnership with the City of Berwyn.

The BDC has taken ownership of the property at 6710 W Cermak Ave! This 3,500 sf space is well equipped as is for a bar establishment and has the potential to add a full kitchen and outdoor seating area in the rear. Located in the heart of Berwyn’s Cermak Road Corridor, this site sees an average daily count of approximatly 28,000 vehicles in addition to consistent pedestrian traffic. The asking price for this property is $305,000.

OPENING OF TONY’S FRESH MARKET

Tony’s Fresh Market opened a new location in the iconic Cermak Plaza and is quickly on its way to becoming a staple in the Berwyn community. A ribbon cutting was held in partnership with the City of Berwyn and the Berwyn Development Corporation (BDC) on November 28, 2018. The new and improved Berwyn location found its home in Cermak Plaza, Berwyn’s shopping powerhouse.

STRATEGIC PLAN The Berwyn Development Corporation met in May of 2018 for a strategic planning session with the City of Berwyn. Based on the status of economic development initiatives in the community, the City and the BDC identified Immediate, Short-Term, Mid-Term, and Long-Term initiatives.

GOALS MET 1. The BDC met with the City to streamline permitting and business licensing. The BDC utilizes information from the City to conduct economic development “touches” for new businesses receiving a license, as well as existing businesses that have been issued for renovations. Since implementation in Q4, the BDC ensures all businesses receive at least one “touch” from Economic Development or Chamber Services. 2. The BDC met with Aldermen to review the Annual Report and determine our outreach report. 3. The BDC developed and signed a new 4-year contract to deliver services to the City of Berwyn.

SHORT-TERM (3-6 MONTHS)

GOALS MET 1. The BDC reviewed the Roosevelt and Depot TIF Districts to determine a high need for extension. 2. The BDC met with Aldermen to develop TIF budgets and project priorities. 3. City Council approved the BDC’s recommended TIF extension.

Slice Factory is set to move to the former McDonald’s location on Ogden Ave. The long vacant 3,100 sf site at 6900 W Ogden Ave received a much-needed face lift. Complete with a ‘Slice-Thru’—a 24-hour drive-thru—this new and improved location will also be home to Slice Factory’s corporate headquarters, creating additional jobs for the community.

The new site will contain 28 new units while maintaining the building’s façade in compliance with state historic preservation standards. The new apartments will offer affordable, quality and maintenance-free housing to our Berwyn seniors. The redevelopment is a welcome addition to the Depot District, while diversifying the City’s housing stock and improving the character of Oak Park Avenue.
