BETTY WELTEVREDE AT THE A9

IN CONNECTION I learned how to connect as a young girl. I wanted to keep calm where there was messing about, got more and more understanding for 'different than usual' and saw the differences between people. Now I see clearly that it is no coincidence that I ended up the communication business. It suits me.

When I told my husband, tried and tested at an oil company, that I was going to contribute to this big project, he revived: "This is technically so interesting!" I smiled, and especially saw the many local residents, entrepreneurs and road users who are going to feel the impact of this road widening. I'm going to turn it up a notch for them.

In line with this philosophy of life, I now work for Ministry of Transport on the A9 Badhoevedorp Holendrecht project, which is part of the SchipholAmsterdam-Almere road expansion. A project that obviously goes further than just ‘laying a piece of asphalt’. The A9 goes straight through Amstelveen ... How cool is it, that this road will make even more of a connection between parts of the city?

Well before the implementation started, we are already in contact with residents and entrepreneurs in Amstelveen. It is now that we want to meet you and clearly explain how things will work in the future. As a resident you are strongly connected to 'your' city of Amstelveen. We value that kind of involvement and take it very seriously.

The Stadshart is due for redesign and improvement. A new cinema on the Stadsplein, a fresh square and expansion of terraces are a few of the possibilities offered by the Spacial Development Vision Stadshart (determined in June by the local council). The proposal sets frameworks within which owners in the Stadshart such as Unibail-Rodamco and a.s.r. can make plans. The goal is a Stadshart e that works as an inner city, where functions like living, shopping, eating and drinking, culture and work strengthen each other. Because the Stadshart is a place for all the residents of Amstelveen.

INZICHT

The ministry of transport broadens the A9 between the Badhoevedorp and Holendrecht junctions from three to four lanes per direction and makes a track change. The A9 approach is part of the Schiphol-Amsterdam-Almere road expansion. The extra lanes improve the flow, and with that the accessibility of the northern Randstad. The quality of life in the area is also being increased: at Amstelveen, the A9 is being deepened over a length of 1.3 kilometres, with three roofs: at the level of the Oude Dorp, the Stadshart and at the Bovenlandpad (now the Kloostunnel) In other places along the road, the Ministery of Transport is constructing fourteen kilometres of noise barriers. The work is expected to start in 2020.

Express tram 51 is being converted to a safe, fast and reliable tram connection between Westwijk and Amsterdam Zuid station. There will be three interchanging junctions, a setup site and new trams with low entry and exit. Four stops will be cancelled and two will be merged to one stop at a new location. All other stops with be renewed. Tram 5 also benefits from the renewal between Zuid and Stadshart. The Amsterdam Transport Zone is the client. Metro and Tram of the Amsterdam council is supervising the execution. VITAL is the main contractor. The project will be carried out between 2017 and 2021.

During the Day of Construction last June more than 500 people visited the InZicht experience centre. We received a lot of positive reactions. We are organising a fun event for all Amstelveners again because of this great success. Quickly grab your diary, because on Saturday the 19th of January another visit to the experience centre InZicht will be worth it! We will not spoil it just yet, although one thing is certain: children will be the focus point of this day. Between 12.00 and 17.00 we will organise all kinds of activities especially for kids. 'Building yourself' is an important part of this.

"We started with preparing the site for construction in the Noorder Legmeerpolder. In addition, we are busy with the preparatory work for the construction of interchanging junctions at the Kronenburg, Zonnestein and Sportlaan stops. We remove greenery, lock ditches and dig new bodies of water elsewhere and temporarily redirect the Beneluxbaan near the crossroads outwards. " HOW DO YOU MAKE THESE INTERCHANGING JUNCTIONS?

"At each junction we will have a large container of 25 meters wide and 400 meters long. In these places, the tram and the main road of the Beneluxbaan will descend, go under the road and then come up again. This benefits the road safety of all road users and also results in a better traffic flow. " W H AT E L S E C A N W E E X P E C T I N T H E C O M I N G M O N T H S ?

"In January 2019 we will start with the construction of the interchanging junctions and the actual conversion of the Amstelveenlijn. This work will last until the end of 2020 at the latest. The making and pouring concrete of the bins will cause the most inconvenience for public transport passengers, because tram 5 will not be running. In order to limit the nuisance for the passengers as much as possible, these large-scale activities take place in the summer holidays of 2019. We then have six weeks to build the bins. During this period we work sixteen hours a day and seven days a week to get the job done in time, so that tram 5 can start driving on new tracks through the new bins again! But before we get there, we will start the foundation work for these bins from January. " W H AT A R E Y O U D O I N G T O L I M I T T H E I N C O N V E N I E N C E ?

"Nuisance and inconvenience is inevitable: road traffic, the public transport passenger and local residents will all notice that we are busy. We do everything possible, to carry out the work in as short a time frame as possible. That is also one of the reasons that we have received this assignment. Everything has been well thought out. For the public transport passenger, we ensure that the tram runs as much as possible. For the road traffic we ensure that the Benelux-

baan remains well available. If the road is still closed, we will make an announce in a timely manner and ensure that the detour routes are clear. For local residents we mainly look at working methods, such as low-noise equipment. For example, piles are not grounded, but drilled. That saves a lot of noise. Reducing nuisance and inconvenience is our priority, but more importantly everything is done safely. " SO SAFETY FIRST?

"Absolutely. Safety comes first for people who are moving along the road. We all want to come home safely. We therefore pay a lot of attention to the intersection of our freight traffic with regular traffic, including clear signage and the use of traffic controllers. But that only works if road users really follow our instructions. That is my urgent appeal to cyclists, pedestrians, motorists and public transport travellers: pay attention and follow the directions of the traffic controllers! With a project of this size, impact on the environment is inevitable. The Amstelveenlijn is a uniek project for Amstelveen. It will be very beautiful, safe and comfortable. But everyone who has had a renovation at home knows: you just have to get through it. We try to make the work as smooth as possible, but people are faced with noise and diversions. We can not ask for more than understanding and inform everyone as well as possible. Ultimately, mobility and quality of life will be greatly improved."

At the Oranjebaan and Beneluxbaan we had to detour and follow the signs', says Kim. Friend Charlotte adds with a laugh: "Quite inconvenient, because we actually got lost, haha! I did not actually know that the express tram stops driving in March.Thanks for the tip! When the times comes I will just take tram 5, no problem. Or I will take the bike...if the weather is good of course.’

ANNIE (79) ‘I really enjoy having lunch and coffee with f r i e n d s . We l i k e t o g o t o r e s t a u r a n t P o p o v, but nowadays there are also many other new places to go. Which is great if we fancy having a high tea! I also love the flower boxes and new terraces on the square. A lovely improvement for the city I have called my home for 56 years.’

JURRIEN (24) ‘I will soon be leaving Amstelveen to travel to my new home in London! What I have noticed most about change in the area is the renewal of the Stadshart. There are now more fashion shops and that is a big improvement. What I still sincerely miss is a large electronics store with technical gadgets. WORKING TOGETHER

Amstelveen will be turned upside down in the coming years. Together with the Ministry of Transport, the Amstelveenlijn project and the Amsterdam Transport Region, the council is doing everything possible to carry out the work as compactly as possible, with as little inconvenience as possible. That lies with the involvement of local residents and companies according to alderman Rob Ellermeijer: "We do everything we can to ensure that people who come into contact with the activities every day are closely involved in the work: from information meetings to the InZicht experience centre." LIMITING NUISANCE

High on the agenda of Ellermeijer is limiting nuisance around the activities on the Amstelveenlijn. That is why 'Begeleiding Commissies Uitvoering' (BCUs) have been created. "In these BCUs local residents and entrepreneurs meet a few times a year with representatives of the municipality of Amstelveen, employees of the Amstelveenlijn project team and representatives of the main contractor VITAL. This way we give local residents and companies the opportunity to have a say and give feedback."

Alderman Herbert Raat aggrees with his colleague: "We do more than just have meetings all day. We are present at the places where it happens and engage in conversation with people." That Amstelveen residents like to be heard and have a say about the future of their city, is something Raat can fully agree with. "The voting round for the new bicycle bridge over the A9 is a great example of this. The turnout was overwhelming, no less than 12,000 votes were cast. It is something I am proud of. We want to organise these kinds of initiatives more often. Amstelveen is full of people with talent and expertise, it would be a shame not to use it. Raat also wants to give the people of Amstelveen a say more often in the further development of the Stadshart. "The Stadshart must become a place for everyone. Not just shopping, but a mix of shopping, culture and living. Take Boekhandel Venstra, a fantastic place that is accessible to everyone. My daughter comes here to study and I like to have a cup of coffee here. I would like to see more of these places in the Stadshart. We have made a nice start with the expansion of the terraces, the square is already a lot more lively. We are also busy with the arrival of a cinema, but more about that ... "

EVERYTHING FOR A SMOOTH FLOW IN ANY CASE, THE A9 APPROACH HAS A MAJOR IMPACT ON THE AMSTELVEEN ROADS. JELLE WESTRA AND JIMMY MIAN OF THE AMSTELVEEN COUNCIL ARE DOING EVERYTHING POSSIBLE TO LIMIT THE NUISANCE FOR RESIDENTS.

WONDERFUL UPGRADE

MORE THAN THREE COLOURS

To reduce traffic jams, the Ministry of Transport is to broaden the A9 between the Badhoevedorp and Holendrecht junctions. The approach is part of the Schiphol-Amsterdam-Almere road expansion and improves the accessibility of the Randstad. It also benefits the liveability of Amstelveen. Jelle Westra, Program Manager Urban Development: "With the deepened location of the motorway and three roofs, our city will soon receive a wonderful upgrade. But before that happens, a lot of adjustments are needed. Also to our road network. "

The crossroads on the east side of Amstelveen are an important focus. "That's where traffic comes in, divides and cuts off," says Jimmy Mian. As Traffic Management Advisor, he is responsible for the coordination of all traffic control installations. "People often think of three colours in our work, but it is more than that. Based on the traffic we expect, we calculate the required lanes and the operation of the traffic lights. Once everything has been set up, we continue to monitor how traffic is moving. The use of smart traffic lights - comparable to a green wave, but more intelligent - will certainly help. "

GOOD LANES

For example, the planned temporary closure of exit 5, from the Keizer Karelweg to Holendrecht and vice versa, leads to detours. Jelle: "We are already working to ensure that the inconvenience that will certainly arise in the future is taken care of. In collaboration with the Ministry of Transport, the council will take a number of measures for this. During the closure of exit 5 we will take all inbound and outbound traffic to and from the A9 towards the Holendrecht Zuid junction, via exit 4, at the Burgemeester Boersweg. OUDERKERKERLAAN JUNCTION

That a lot is going to happen is certain, but which adjustments are the most eye-catching? Jelle: "The broadening of the Ouderkerkerlaan-Beneluxbaan viaduct as of September 2019 is the largest project. The traffic point there will undergo a total metamorphosis." The project was made financially possible by a contribution from the Amsterdam Transport Region and the Ministry of Transport. With the subsidy, the council can promote the flow of traffic, improve the transfer from bus to tram and lay out wide cycle paths and bicycle parking facilities. A nice

boost for Amstelveen as 'Best North Holland bicycle city of 2018'. "The new bicycle tunnel that will be created is also an improvement from road safety. We discussed the design with residents and we will save green as much as possible, "says Jelle. AS EASY AS POSSIBLE

The widening of the A9 motorway, the renovation of the Amstelveenlijn, the redevelopment of the Stadshart: a lot will be happening to the city in the coming years. "In order to

limit the inconvenience, we have coordinated the projects as much as possible," says Jelle. "With the Amstelveenlijn project team, for example, we agreed that the expansion of the viaduct must be ready by the 1st of February 2020, so that test driving can start shortly after. Only when the new Amstelveenlijn is completed, the work will start on the A9. We also make sure that the roundabout at the Keizer Karelweg Groen van Prinstererlaan is ready on the 15th of November 2018. There is no disruption during the arrival of Sinterklaas. We want to make it as easy as possible for everybody.

"As soon as major traffic measures or work in the city have consequences for public transport, I provide communication from the GVB. "The current 51 is now a kind of hybrid line; it is a subway between Amsterdam Central Station and Amsterdam Zuid, after which the metro changes into a high-speed tram. This folding system is a vulnerable system. The vehicles are outdated and special: You will not see this type of conversion anywhere in the city from metro to express tram. For a reliable and secure connection between Amstelveen and Zuid station, there will only be low-floor trams on the Amstelveenlijn. This requires renovation work on the entire route: from new rails and overhead lines, renewal of stops to a new stabling zone for trams. " A M A S S I V E J O B ! "From the 3rd of March 2019, the number 51 express tram will be temporarily replaced by bus 55. We put 18-meter-long harmonica buses between the Sacharovlaan and Zuid stations, including low floor and wheelchair access. The temporary stops on line 55 will be designed as a full bus stop and will remain in use until the new tram line is completed by the end of 2020. From that moment on we take our travellers in Amstelveen onboard our brand new trams. Tram 5 will continue to run. "We have already started doing that by providing information in the Amstelveen media. In addition, the preparations for the GVB campaign have started. 'HOW DO WE KEEP AN EYE ON ROAD SAFETY?' WE ALL WANT A TRAFFIC-SAFE REGION

We do not just turn the city upside down for no reason. In a project like the Amstelveenlijn, but also in designs for cycle paths and bus lanes, we want to improve road safety. In addition to financing public transport and infrastructure projects, the Amsterdam Transport Region is working on this task. The Transport Region also organises educational routes and campaigns on road safety. Time for a few practical examples.

A M S T E LV E E N L I J N R O A D S A F E T Y During the tender, it was already high on the wish list of the Transport Region as client: a safer environment for the Amstelveenlijn. In order to create a safer and more efficient traffic situation, three interchanging junctions will be built on the Beneluxbaan: near Kronenburg, Zonnestein and Sportlaan. In the future, not only will the tram drive under this, but also regular traffic. Above that there is room for a roundabout for traffic that the residential areas have as destination. The new trams that will run on the Amstelveenlijn also contribute to improving safety.

If, for example, there are plans for new bicycle paths or bus lanes, we keep them along the safety meter. For example, we look at whether roundabouts are safe and whether cyclists can cross safely.

E D U C AT I O N We are not there yet with traffic rules and a traffic-safe layout of the public space. That is why the Transport Region also puts time and money into education and campaigns on road safety. A good example of this is the campaign 'The schools have started again'. We also have plans to set up a joint road safety campaign from Amstelveen InZicht. With this we want to make road users aware of 'The city as a construction site'.
