The wearing of identity badges by employees in the Security Guard and Door Supervisors sectors introduced in September 2009 has transformed the public image of the security industry as well as contributing to an increase in compliance levels in the industry. The increased visibility of security staff has made it more difficult for non-licensed personnel to operate. Our inspectors site visits show that 92% of security guards and 61% of door supervisors are wearing the badge. While the rate among Door Supervisors is still low, over 92% of Door Supervisors were found to be licensed. There has been a reluctance in this sector to wearing the badge because of a perception that the wearing of the badge increases the likelihood of threats or intimidation, however the current badge divulges very little personal detail, the main identifier being the licence number. Door Supervisors also feel that the card is at risk if they wear it around their neck or on their lapel. For this reason the Authority sanctioned the use of armbands by Door Supervisors to display the identity badge. Since the introduction of the identity badge the number of unlicensed individuals employed in the industry have dropped dramatically. The compliance rate among security guards now stands at 96% up from 82% prior to the introduction of the badge while the rate for door supervisors is 92% up from 57%. Our inspections teams have been rigorously enforcing the identity badge regulations since their introduction. In the first half of this year the Authority has issued 134 Warning Notices to individuals who were found not wearing the badge. 8

A further 29 individuals received Caution Notices for not having their badge clearly visible while 4 advice notices were issued for wearing badges which did not confirm with the regulations. Where an individual is found a second time not wearing their ID badge, their licence may be suspended.

Our inspections teams have been rigorously enforcing the identity badge regulations since their introduction. The identity badge must be clearly visible at all times and should be displayed on the upper torso above the stomach and below the neck. As already mentioned Door Supervisors may display the badge in an armband provided the badge is clearly visible and it's view in not obstructed by the armband. Some of the common problems found

by our inspectors are badges worn on belts, pinned to the back of ties or placed in shirt pockets. None of these are acceptable and will result in a Caution Notice issuing where breaches of the regulations are found. The PSA encourages individuals to promote the wearing of their ID badge firstly because it is an acknowledgement of the qualification achieved, secondly a visible security presence is an effective deterrent in crime prevention and thirdly the potential to have a licence suspended for not complying with the regulations should ensure that the wearing of the ID badge becomes an automatic part of a licence holders work attire. The Authority has a range of enforcement actions it can take against contractors and individuals where it finds breaches of the legislation and regulations. These include prosecution, revocation or suspension of licence, issue of a reprimand, warning, caution or advice notices. The PSA will prosecute those found providing a security service without a licence and will revoke or suspend a licence


where the standards underpinning a licence are breached and not rectified. Reprimands and warnings are issued where major non conformities are found and cautions and advices are issued where the breach is a minor issue. We have revoked the licences of 14 individuals to date. The revocation of a licence is a serious step and is taken where a major breach of the licensing regulations have occurred or where the Authority deems there is a risk to the safety or welfare of the public by the continuance in force of the licence. The most common cause of revoking a licence is criminal activity. We are currently reviewing our criminality guidelines to take account of our experience since the previous guidelines issued 3 years ago. The

original guidelines where framed in the context of an industry which was previously unregulated and had been a major employment outlet for people with criminal convictions.

for those now entering the industry and also for the small number of licence holders who incur convictions during the tenure of the licence. Our aim is to ensure that those working in the industry meet and maintain the highest standards and increase the public reputation of those working in the industry. To this end, as well as reviewing the criminality guidelines, we will over the coming year be tightening the application process with a view to eliminating the use of acknowledgement letters by new entrants to the industry. It is our goal to be in a position where persons cannot be employed as security guards or door supervisors until they are in possession of a licence.

Members of the CENELEC TC79, WG3 visit to Dublin The CENELEC Working Group WG3, involved in drafting the European Intruder Alarm Standard, EN.50131, held its recent meeting in Dublin, hosted by the National Standards Authority of Ireland (NSAI). 18

The WG3 committee comprises over a dozen representatives from various sectors of the Security industry across Europe, including both commercial companies and Test Houses/Standards Institutes, and they usually meet in the various cities where member companies are based.

Dr. Ian Cowan, Ireland’s official representative on the TC79 Standards Committee, one of the CENELEC committees driving European Electro-Technical harmonisation, was on hand to ensure everything went smoothly, and the members of WG3 expressed themselves very satisfied with all the arrangements.

This time they chose Dublin and the NSAI provided meeting rooms in their new headquarters in the Santry Demesne, and generously laid on free lunches for the two days of the meetings.

In the evening the group visited Johnny Foxes Pub, up the Dublin mountains, to savour some good oldfashioned Irish entertainment, and a jolly good time was had by all.

Reducing Residential Burglaries & Retail Crime With break-ins rocketing here, why is Ireland slower to adopt a proven home and commercial security standard than any other western European country? Could it be due to a lack of awareness of a national security standard that has been in place since 2000?

Let us begin in Sweden (Pop 9 million), where recorded burglary rates had risen sharply to 24,000 in 1985 and caused much concern. The Swedish Government reacted strongly and in 1988 introduced its first national ‘burglar resistance’ standard for doors and windows. When Swedish burglary rates dropped to 17,500 (27%) by 1999 (Swedish National Council for Crime Prevention), Sweden among others, led an initiative towards harmonisation of national standards within all European countries. As a result the draft standard ENV 1627 – a standard for burglar resistant door sets, windows and shutters – was drawn up in Brussels in 1999 and immediately submitted to all thirty CEN (French: European Committee for Standardisation) members for approval. CEN members are the national standard bodies within the thirty CEN member states. It can take several years for standards to gain full CEN approval in Brussels and in 2000, Sweden along with all other CEN members including Ireland, published European standard ENV 1627 as a temporary standard. So IS ENV 22

1627 became the Irish national burglar resistance temporary standard at that time.

As it is a non-mandatory standard and therefore relies on voluntary adoption by specifiers and insurers, the overall success of ENV 1627 across central Europe has surprised many.

Most CEN members in central European countries introduced the standard by engaging with and informing the marketplace, including government departments and local authorities charged with responsibility for implementing local building regulations. As is the case in Ireland, building standards throughout Europe do not normally include burglary resistance classification for individual building products. Encouraged by both government departments and CEN members to combine both standards as

a means of improving appropriate ‘new build’ specifications, large numbers of architects and builders identified the importance of ENV 1627 as a means of satisfying certain residential and commercial security criteria, for doors, and windows within both public and private sectors. As it is a non-mandatory standard and therefore relies on voluntary adoption by specifiers and insurers, the overall success of ENV 1627 across central Europe has surprised many. The impact has been positive, strong and at times dramatic. ENV 1627 has been adopted in all central European CEN member states and has been particularly effective in the Nordic countries, Italy, Germany, Austria, Poland, Slovakia, and Latvia. In Lithuania (pop 3.7 million) it is estimated that products certified to ENV 1627 were included in more than fifty per cent of all new build residential specifications in 2009, while a focus on new residential apartment doors for the same year revealed this increasing to more than 85%. In many federal states of Austria including Vienna, the installation of residential security doors is grant-aided by local government (Austrian Road Safety Board). In the

Nordic countries the Nordic Insurance Association representing Sweden (SFF), Finland (FL), Norway (FNH) and Denmark (F&P) provides an antiintruder product register applicable to burglary and theft insurance, listing security doors and windows conforming to ENV 1627. In 2008 and relating to 2004, the European Union’s statistical agency Eurostat published a report based on domestic burglary rates per 1000 residents in twenty-three capital cities of Europe. Among the conclusions drawn from this information is that in 2004, Dublin residents along with the population of Zurich experienced the second highest rate of burglaries and more than twice the European average rate of 4.2 (based on the above report). Dublin residents were also five times more likely to have experienced a burglary in their homes than their counterparts living in Stockholm. Statistics relating to the total number of burglary and related offences in Ireland for the period 2004 to 2008 are as follows; 2004 – 24,912: 2005 – 26,381: 2006 – 24,788: 2007 – 23,603: 2008 – 24,684 (CSO). A deteriorating trend in Ireland’s performance throughout the late 2000s is illustrated by Joe Lally’s later report (Irish Times, Feb 26, 2010) detailing CSO figures showing that in 2009, 26,793 residential burglaries occurred in Ireland. Here, the Dublin south central region and Limerick were cited as the two worst affected areas in Ireland, where residents experienced burglary rates of 13.3 per 1000. Meanwhile, in central Europe burglary rates remained relatively stable; for example in Sweden (pop 9.3 million) an increase from 17,500 to 20,500 was recorded during the years 1999 to 2009 (Swedish National Council for Crime Prevention). These figures demonstrate that Irish residents were 2.7 times more likely to

have experienced a burglary than their counterparts living in Sweden during 2009. For many years a public outcry in Ireland in response to residential and retail crime has dominated national media coverage. Frequent reports have carried news of increasing aggressive behavior by burglars and the need for extra Garda protection, while regular features have appeared, highlighting CSO statistics and details of the emotional upset caused to the elderly and single people living alone. More recently, the main source of distress occurring in the lives of our community is highlighted by the Eircom Phonewatch annual Burglary Report of 2009. This revealed home security as the issue of greatest concern to the Irish people. Indeed, such has been the political response to this escalating problem that the Irish government published the Criminal Law (Defence and Dwelling) Bill 2010, which is expected to become law before the end of this year. Nevertheless, a reluctance on the part of the media to report the views of those engaged at the ‘coalface’ has meant that many voices have gone unheard. Irish architects, engineers and many others with intimate knowledge of construction products, have for many years expressed misgivings regarding the suitability of many materials used 23

in recent decades in door and window construction. These views are supported by Crime Prevention Officers of An Garda Siochana, who speak of finding doors and windows in homes, apartments and retail cash offices ‘kicked in’, due to poor quality and lack of strength while their home security website www.gardai. ie reminds us that many entrance doors found in homes and apartments are unfit for purpose. It is therefore not surprising that research among Crime Prevention Officers and members of An Garda Siochana demonstrates support for IS ENV 1627, particularly as the Gardai on the one hand are often blamed for not providing adequate support in the community and yet have directed resources to more than 151,000 burglaries during the past six years. This equates to 69 burglaries per day for that same period. Central Europe is not alone in recognizing the importance of door and window design to residential and commercial crime prevention. Reductions in burglary rates have also been achieved in the US where a drop of fifty-eight per cent between 1975 and 1999 was recorded. The US Bureau of Justice Statistics attributes this partly to the installation of improved doors and windows. Today, burglar-proof, reinforced security doors are so common in the US that they are found in many retail outlets. During the past eleven years, while most central European states gained from the introduction of ENV 1627, Ireland’s attempts to improve home security focused primarily on a need to regulate the Alarm and CCTV industries through implementation of IS EN 50131 – 1: 2006, a standard for Alarm Systems and Installers and a recently introduced 24 24

programme for regulating the CCTV industry. These measures unquestionably represent significant achievements for Ireland’s CEN member, the NSAI and the PSA. However, during this time -- a sustained period of record growth for commercial and residential buildings in Ireland -- the building industry remained almost totally unaware that a standard (IS ENV 1627) aimed at ending a key residential and commercial security vulnerability had been introduced in 2000. While the NSAI maintains that its remit includes the publishing of the standard and not its promotion or engagement with industry, the reality is that 656,521 dwellings, representing more than forty-per-cent of Ireland’s total housing stock were completed between the years 1999 – 2008, while the appropriate business sectors -- the building and insurance industries; including trade federations (CIF), (IIF), government departments of An Gardai, OPW, NBA, HSE, Dept of Education, Local Authorities, trade associations (AIRM), architects, designers (RIAI) and builders, remained almost totally oblivious of the existence of IS ENV 1627. The NSAI has recently confirmed that ENV 1627 which has been delayed in Brussels for almost eleven years is now expected to be passed before the end of this year, when IS EN 1627: 2010 will replace IS ENV 1627. The NSAI now accepts the importance of the standard to Ireland and has advised that in this instance it will be notifying the market at that time. The lack of awareness and implementation of IS ENV 1627 is clearly hindering Ireland’s attempts to reduce residential burglaries and retail crime. The question we now must

face is whether we are willing to learn from central Europe’s experience and attempt to emulate these achievements, or instead allow the current impasse to continue? If it is our clear intention to make this work perhaps we need to consider how each of us can best support this important initiative and to look closely at the various measures that have contributed to the success of ENV 1627 in central Europe. Architects can learn from the experience of their counterparts, while the Austrian initiative points towards a more empathic approach for those in our community living in daily fear. Education Security | Schools embrace digital technology

Schools are embracing digital technology for teaching using Smartboards, broadband and communication data networks. This makes the addition of IP networked security cameras easier than ever for the education sector. IP video surveillance is ideal as a security and safeguarding measure to prevent out of hours vandalism, graffiti and loitering by vagrants. Integration with remote monitoring systems with audio warnings is a common advantage of IP based systems. Also integration with Via-sys video analytics can trigger alerts to warn off unwanted loitering at school perimeters during school hours when gates are closed. IP video surveillance is also useful for monitoring playgrounds, ensuring that chemicals in science labs are properly stored away and for integration with PA sound systems. The schools building programme in 2010 is worth €529 million with 20 new schools and 32 extensions planned. 27 of these are only writing tenders in late 2010 & early 2011. These will more than likely be specifying IP cameras such as ACTi domes, IP access control such as

College prankster gets comeuppance thanks to IP security solution

Third level colleges are more advanced than our schools in the use of IP video surveillance. In a recent case, students in campus residences were playing pranks on rival student houses by setting off the fire alarm in the middle of the night. After numerous incidents of false alarms the Fire Services threatened to withdraw its response service to the college. In order to combat this, the college working with its security systems integrator, co-ordinated the fire alarm panels with their internal IP dome cameras within the Video Management Software. As a fire alarm was activated this triggered an event in the software and synchronised the camera with the location of the fire alarm panel. Instead of trawling through footage the "Prankster" could be quickly and positively identified. This soon put an end to false alarms and reassured the Fire Services.

A mix of 3.1MP Sentinel Day/Night Cameras for wide angle view of the front & back of the house with discreet 2MP & 1.3MP vandal proof domes around the exterior of the house gives the owner full field of view coverage for all approaches to the residence. The megapixel IP cameras integrate with video analytics which monitor the perimeters and for any human shapes crossing sections around the grounds of the house. This cuts out the need for costly and unsightly PIR devices. The entire solution is connected to a monitoring station and as there are outdoor speakers mounted on the house – any intruders can be scared off with an audio warning. There are also internal IR domes inside the house in the unlikely event that the exterior system fails. The entire system is based on a video management software platform that allows the owner to access the cameras from any location including his holiday home in Spain! For handiness sake, the camera views, the gate controller and the outside lights are integrated with the client's SKY remote control device so he can easily flick to a camera view while watching TV if a disturbance occurs outside or open the gate and turn on lights for visitors.

IP security perfect match with Fibre Networks – Hotel solutions

Sites with fibre networks are taking advantage of the bandwidth speed to deploy superior quality megapixel IP video surveillance systems. An example of this can be seen in a recent Hotel installation, where the management wanted to deploy CCTV in multiple buildings within the hotel grounds linked back to one central control room in the office of the main building. As there was fibre connecting all of the buildings where they wished to deploy CCTV, an IP solution with megapixel cameras was ideal as fibre has a faster and greater bandwidth throughput than CAT5 or wireless solutions. Also fibre connects buildings over a greater distance than CAT5 cable. In this instance the Hotel was able to invest

in a 5MP camera to take high quality footage of car registration plates at a 30m distance. Additional 1.3MP bullet and 1.3MP Vandal proof dome cameras were deployed in the car park, the outbuildings, front gates, the staff entrances and the exterior hotel to provide a comprehensive surveillance system. All cameras were linked back to one central control room via the fibre network and run off one server. With the IP system in place, the system can be added to with internal cameras. Unlike DVR boxes which typically only have 4,8,16, 32 channels, this IP solution based on Video Management Software is scalable to 64 cameras. Where fibre is already in place it is ideal for an IP network solution. However fibre is expensive to install in a green field site and in such an instance wireless solutions should be explored.

Time to get serious about wireless technology

With major developments in radio technology, and increased demand in the market for new solutions, wireless systems are still not fully embraced by the industry. Tony Makosinski of Honeywell Security Group asks why, and explores what the future holds for the technology.

By Tony Makosinski of Honeywell Security Group Although wireless technology –specifically radio – has been used in the security industry since the 1980s, penetration rates in Europe and particularly the UK and Ireland are still lower than one would expect. When you consider the way that wireless solutions are embraced in so many other areas of our daily lives, it is hard to see why installers, in addition to chief security officers and risk managers, are slow to adopt this technology when it comes to securing their premises against intrusion. To understand this better we need to rewind a few decades. Firstly, a lack of education around wireless technology was to blame for scare stories that alleged radio frequencies being used to deploy wireless intruder alarms were susceptible to jamming or interference from devices such as mobile phones or walkie-talkies. The perception was that radio was risky, and if a police frequency 36

could be jammed or tapped into, then surely a residential or low-end commercial device could be open to compromise? Moreover, it was also assumed that radio systems were also much more prone to false alarms than traditional wired alarms as radio waves from any number of sources could interfere with the system and trigger an alert. To counteract this, a delegation of representatives from the security industry and a representative of Association of Chief Police Officers (ACPO) travelled to the US to see radio systems in operation, and better understand that this technology was reliable and trustworthy. In addition, the British Security Industry Association (BSIA) worked to define and enforce a set of industry standards to encourage greater trust in the technology, and buy-in from interest groups such as the police and installers. The organisation

successfully implemented BS 6799 which graded radio systems from one to six, in addition to mandating that an installer had to be trained and certified by a manufacturer before installing a system. The standard has been instrumental in helping to build stability in the space and promote wireless uptake among industry influencers and installers, and much of it has now been incorporated into the new European standard EN50131. Yet in spite of increased education and a robust industry standard, the penetration of wireless solutions in Europe is only 30%* and even less in the UK and Ireland. Innovations in radio technology, in addition to changing demands in the security marketplace, mean that more and more end-users are considering wireless, and installers need to make sure they have the expertise and equipment necessary to provide the service.


The benefits of wireless technology are compelling. Often wired systems simply cannot be adapted to deliver the kind of protection that any standard risk assessment demands. An inability to install cabling in a property owing to any number of architectural or design features can lead to inadequate alarms being installed, and leave clear loopholes open for criminals to exploit. Wireless offers a flexible and scalable alternative that, standalone or in tandem with wired solutions, can ensure that a premises is secured as comprehensively as possible. In addition, wireless solutions are particularly useful when it comes to temporary building work, a time when many locations are vulnerable to crime. Instead of leaving premises open to compromise when building work is taking place and wired systems are disrupted, wireless detectors attached to temporary partitions or supporting walls can be a very effective way of combating unwelcome intrusion. This would be impractical using wired technology. Two-way radio technology has redefined the debate around wireless, and added extra important benefits to its armoury. The technology ensures that a panel is not only transmitting a signal to a detector to check it is still operational; the detector also sends a confirmation signal back to the panel. This enhances peace of mind and the reliability of the solution. In addition, instead of a panel waiting the sometimes up to 54 minutes before “self-reacting” – alerting the user to a suspected fault with the system – after a missed signal from a detector, alarm systems can be programmed to monitor for and highlight potential problems at much shorter intervals. If a panel asks for a confirmation signal from the detector at random intervals but a minimum of every eleven minutes for example, it

ensures that any fault or problem with the alarm is quickly identified and dealt with, and no property is left unprotected (and unaware of it) for up to an hour as a result. This important innovation will help to change perceptions of radio and encourage greater uptake. Battery life is an important area of innovation when it comes to wireless. Previously wireless detectors used batteries that were bespoke and expensive to buy, in addition to having a short lifespan. In the residential space in particular, for a customer looking at the total cost of ownership involved in maintaining an alarm system, constantly replacing expensive batteries had the potential to significantly affect his/ her purchasing decision. In recent years, detectors have been redesigned

to run on lower cost, generally available lithium batteries, reducing overheads, and being more power-efficient. Now 5 years battery life is easily obtainable. In addition the cost of replacements is significantly less. These changes will make it easier for the end user and support the installer when making the business case for the technology.

the uptake of wireless are panic buttons. Increasingly, in schools and hospitals, a discrete wireless panic transmitter is clipped to members of staff to safeguard them against attacks. Using radio, detectors communicate with the main control panels, and if the detector is activated by the employee, an alarm will sound instantly and the person at risk identified. Wireless panic buttons also have residential appeal, particularly in the summer season when more and more outdoor activities are taking place. By keeping a button close to them in the garden, homeowners can ensure they are protected at all times. As panic buttons grow in popularity, so too will increased adoption of wireless. In summary, wireless technology is more accessible than ever for specifiers and installers, and more important than ever to the end-user. But should wireless replace traditional wired systems? The answer to that question is ‘no’. Wired systems are both integral to the delivery of security solutions, and also make up the majority of systems that exist in Europe today. Instead, the industry needs to consider the benefits of going hybrid. Most manufacturers now offer a suite of products that allow interoperability between wired systems and wireless detectors empowering customers to add wireless components that compliment their existing solution. injuriesboard.ie Publishes Research on public Liability ["PL"] Awards • 1443 PL Awards Total €33Million in 2009 • Females Account for 7 of Every 10 PL Awards in Ireland • Slips, Trips and Falls Cause Most PL Accidents

The total value of public liability [‘PL’] Awards made by InjuriesBoard.ie in 2009 was €33m. Females accounted for 72% of the 1443 PL awards during this period – over twice as many (2.5 times) as males. This is a direct reversal of data for workplace accidents where females account for just over a quarter (26%) of awards. Just over half (51%) of the accidents under review took place in privately owned establishments – with one in four (25%) occurring in a retail/shopping outlet, one in five (19%) in a hotel/ pub/nightclub or restaurant and 7% in leisure facilities like sports clubs/gyms and cinemas. Almost a quarter of PL awards (24%) were made against Local Authorities and a further 8% involved transport and utility services. This is the second comprehensive Review of accidents occurring in public places published by the Board and the findings for 2009 are consistent with the trends identified in 2007 and 2008. Commenting, Patricia Byron, Chief Executive, InjuriesBoard.ie said: “These Reviews provide a significant insight into the causes of accidents and the sectors or locations which pose the greatest risk. The findings are 40

especially valuable to Health and Safety professionals in their risk assessments and enable scarce resources to be focused on the most critical areas. Even during difficult economic times, investing in accident prevention can save money for organisations that enjoy a significant public footfall on their property. Of course, consumers must also take responsibility for accident prevention and be vigilant to the risks they face” Ms Byron said. In summary, the research indicates: • Causes: Slips, trips and falls account for two thirds (65%) of personal injuries in a public place. Other causes included being struck by a falling or flying object (9%), being injured by machinery (4%), burns/scalding (3%) and food poisoning (1%). •A ward Value: The total value of PL Awards made by InjuriesBoard.ie in 2009 was €33m. The average PL award in the period was €23,143. This was just marginally up (1%) on the average awards over 2007/8 of €€22,865. Over half the awards (57%) were for amounts of less than €20,000 - typically sprains, bruises, fractures and lacerations. • Injury type: A review of the types of injuries sustained indicates that many accident victims sustain at least two injuries. Sprains (42%) are the most common injury, followed by fractures (33%), bruising (32%) and lacerations (20%).

• Age: People of all ages can be the victim of an accident, but in general, as people get older the risk rises. Just under half of all awards went to persons over 45, even though they account for just one third of the population. •R egion: The geographic spread of claimants across the country shows that the highest percentage of awards went to Dublin and Munster, both getting 34%, followed by the Rest of Leinster at 22% and Connaught/ Ulster at 10%. On a per head of population basis residents in Dublin and Munster are 22% and 21% more likely to receive an award than in other regions. •A dministration: One in six (17%) of all awards made by InjuriesBoard. ie related to Public Liability. The average processing time of 7 months was four times faster than the prior adversarial system, with a substantially lower administration cost. Since 2004, all personal injury claims in Ireland (excluding medical negligence) must be processed through InjuriesBoard.ie. Concluding her remarks, Ms. Byron said: “InjuriesBoard.ie is delivering €100m in savings each year, compared with the prior adversarial system. We believe that improved accident prevention measures can deliver substantial additional savings as well as facilitating lower insurance premia for consumers and for business”.

ROAD RISK

A survey of EU capitals over the past 10 years show that Dublin had the greatest reduction in road deaths in the study of 27 capital cities. In 2009 Ireland had the lowest rate of road deaths on record, 239, down 40 from the previous year **. By Ellen Browne, Director, BARRU

It is difficult at times to clearly identify all of the reasons for this improvement. There is no doubt that the work carried out by RSA and the Gardaí have had a huge influence. We cannot ignore other factors, such as better road surfaces, road engineering and conditions, car scrappage schemes, the NCT, more motorways, safety and education campaigns, designated driver initiatives, more stringent driving testing, and even down to the management of emergency calls for road accidents and post crash care and survival rates. The safety of other road users such as motorcyclists, HGV’s, agricultural machinery, cyclists and pedestrians is also a concern. In 2008, 49 pedestrians were killed and 1,124 injured on Ireland’s roads. That's 18% of all fatalities and 12% of all casualties from road collisions in the country**. A study commissioned by the HSE on fatal road accidents in Ireland in 2003, showed that 90% of 42

drivers where alcohol was a contributory factor were male, alcohol was a factor in 38% of pedestrian deaths and the average median age of the pedestrians was 53 and 79% of them were male. suggest. There is a school of thought that considers young drivers are biologically disposed to taking risks. Medical evidence has clearly shown that young peoples brains do not develop in parallel to their physical age. Dr. Deborah Yurgelun-Todd, an expert in the field, has been able to show that the anterior part of the brain in adolescents is completely different to that of an adult and therefore

the adolescent’s decision-making strategies and processes are different. Dr. Ruben C Gur, a neuropsychologist has also studied the process of the maturing of the brain and highlights the fact that this anterior part of the brain is also involved in the control of aggression and other impulses, the maturing is slower in males also. Is this the answer to why young males are a greater risk on Irish roads? According to Ellen Browne a psychotherapist and Director of BARRU, the driver education and rehabilitation company, “nothing is quite this simple”” Ellen notes that there is more to this than simply saying that young people are predisposed to having more road accidents.” For example if a young man is driving his grandmother, his parents or perhaps has a baby in the vehicle, in the majority of cases this young mans driving behaviour and attitude on the road is much more sedate and responsible than perhaps if he is with a group of peers”. Ellen goes on to say that the BARRU programmes use techniques in training the cognitive. By working with the core areas that deal with people’s thoughts and actions, willpower and self-control, attitudes and behaviours, Ellen feels we can go a long way in correcting irresponsible or indeed illegal road behaviour.


The BARRU programme deals with these core areas within its modules. This highlights another area of road safety for young drivers, that is “peer pressure”. A study by AVIVA in the UK in 2008 revealed that friends, when driving could dangerously influence young people. 21% said that they were paying less attention on the road, 24% were taking their hands off the wheel and a further 15% said they performed some illegal manoeuvre. 9% of young drivers admitted that they would not have awarded themselves a licence after doing their test. After the recent road accidents in Donegal and Kerry, perhaps we should be considering “peer pressure” when developing driving instruction and training involving young people. The issue of peer pressure is in fact one of our modules in the BARRU programme says Ellen. Irresponsible road use is not just the domain of young drivers either. Stand at any busy road junction some day and watch all the drivers that pass you and who have a mobile phone to their ear; I bet they are not all young males. This irresponsible attitude and behaviour also applies to speeding, driving under the influence and cycling without a helmet for e.g . There are other considerations when we look at road safety, is it prudent policy to allow a newly qualified person out driving on a motorway when they are not allowed drive on one throughout their provisional license or learning period? Should we be looking at compulsory fitting

of “Alcolocks” for persistent drunk driver offenders? Should newly qualified drivers have a further leadin period of say 2 years before they become fully qualified (presently being considered) a restricted license system similar to the UK for e.g. Should newly qualified drivers be restricted to driving vehicles under a specified b.h.p. for e.g. for a further 2 years.? One initiative which has been successful in the USA for a long time and is now being used in a number of EU countries is “Driver Rehabilitation Programmes”. Most often used for offences such as persistent or chronic drink driving, speeding, and road rage. Many evaluations of these rehabilitation programmes have been carried out and they all indicate a significant reduction in recidivism rates and a reduction in accidents. The EU project “Andrea” conducted an in-depth survey of the success of the programmes and carried out an analysis of feedback data from 1,375 participants and 60 course trainers, the feedback was positive overall. In Sweden for e.g. drunk drivers who had completed a voluntary rehabilitation programme reduced their recidivism rates by 60%. It was concluded that the long-term affects of these programmes are a better solution compared to conventional driver licence revocation. In the UK the system allows for magistrates to send offending drivers to one of these courses. After years of research and a 6-year experimental period, this initiative is now in legislation in the UK and it has been shown that those

who attended the course are between two and three times less likely to re-offend than those who had not. According to Dr. Lisa Dorn of the Driving Research Group of Cranfield University, when she spoke about risk and fleet safety,” “Fleets have got to think carefully about driver training. After all, driving is the most highly-skilled thing a member of staff will do all day.” Distraction is the biggest killer on the roads, so looking at behaviour which leads to distraction is they key.” When drivers are stressed, such as being under time pressure, they are not” hazard aware “and won’t use their mirrors or look further ahead on the road.” Ellen Browne of BARRU also notes that an issue that is often missed both with driver training and rehabilitation is the people themselves. The one thing that is constantly with us on the road is our cognition, our attitudes and behaviours. Imposing harsher penalties, more speed restrictions higher insurance premiums etc. on certain classes of drivers may be counterproductive unless we deal with the core values and thought processes of that person, and this is where we feel the BARRU programme fills the gap.

The Gap between the Analogue and IP CCTV worlds – GANZ View Everyone seems to be celebrating IP CCTV and touting it to be the next best thing next to sliced bread in the security industry. Why not, it truly is – it has too many cost and performance advantages not to do so. While every manufacturer is racing against time to come out with their version of the pure IP range of IP cameras, Megapixel, etc., we are being blinkered to look at the end rather than the means to the end. What is the Issue?

The crime commonly referred to as the “Tiger Kidnap” involves a criminal or terrorist gang taking as hostage a member or members of the family of a company employee and forcing or coercing the employee to participate in the commission of a criminal act, usually robbery. A clear threat is given by the criminal gang that failure of the employee to co-operate with their demands could result in the death of their loved ones. The average takings from a tiger kidnapping in Ireland have generally far outweighed that obtained from an average bank hold up. From a criminals point of view Tiger Kidnapping is a better business proposition. This type of crime has been highlighted by some high profile events in recent years with the number of such crime being fairly consistent for the past 5 years.

Am I at Risk?

Any business with access to cash takings could be potential victims of this type of robbery. Professions most targeted to date however are bank managers, post offices, cash in transit and supermarkets with restaurants, bookmakers, golf club managers, publicans, petrol stations, hairdressers and antique dealers making up the other groups that have been targeted. Experience to date has shown that however real the threat, and terrifying the ordeal, the victims are usually unharmed.

Your Challenges

For a “Tiger Kidnap” to succeed a number of factors must occur. Removing any of these factors, or reducing them to such a degree that the risk for the criminal will outweigh the likely payoff, the crime will, in all probability, cease to occur or fail. The key ingredients necessary for the commission of this crime can be summarised as follows: 50

• A potential victim is needed who is accessible and whose name, address and other pertinent information (car, phone number, travel details etc.) can be easily established. • They will have access to large amounts of cash or the desired commodity. • The victim will have close family members who can be kidnapped and held without their absence being noticed or reported. • The Gardai must be unaware that a crime is being committed, or in progress, until the perpetrators have escaped.

Developing a Strategy

The formation of any prevention strategy to combat this type of crime will necessitate addressing these key factors and trying to deny or minimise the availability of key information to the culprits. The following advice is intended to highlight areas of vulnerability and suggest some methods of reducing a companies exposure to such a crime:

Employer Risk Management

Employee’s who may be vulnerable to “Tiger Kidnap” should be identified. They will usually be employees who can access large amounts of cash or the desired commodity. Is it possible that these employees can do so without referral to anyone else and physically have the required keys or access codes to do so? Can they singularly access safes or strong rooms without physical or

electronic restriction and surveillance? Are there physical or conditional limits, even during trading hours, to the amounts that an employee can access?

Employee Risk Management

The main consideration should be to deny the potential culprits access to the victims home and family and for key employees to develop a level of security consciousness with regard to their daily routine.

Tips to minimise your risk:

• Limit the amount of cash or valuables on site to the absolute minimum. • Limit the amount of cash or valuables that any single party can access during a given period. • Limit the access of employees to cash/ valuables by employing off site security surveillance, monitoring and control of secure areas and critical locks. • Compartmentalise holdings into smaller quantities where possible. • Lost or mislaid keys should be promptly reported and locks changed. • Access/Alarm passwords and codes should be changed regularly and when key or disgruntled employees leave the company. • Level of physical protections, alarms, alarm monitoring, CCTV, panic buttons, etc. should be considered.

• Identity of key personnel with the company should be discreet. Limit the public flow of this information that can occur through normal advertising, marketing etc. Employees should be discreet about their employment in public. • No person, regardless of rank should be able to overrule security procedures. • Access to sensitive information should be on ‘need to know’ basis rather than basis of status within the company. • Educate staff to notice and report anything unusual that may indicate an employee is acting under duress.

Employee Home Security:

• Callers to the home should be identified before the door is open. Children should be instructed not to open the door to strangers. • Fit a door viewer, door chain and security deadlocks • Fit solid security doors. Glass panelled doors should be avoided • Consider using a video intercom system • All windows should be fitted with good locks and blinds or curtains should be drawn at night • Make full use of exterior lighting. Consider time/sensor activated lighting to illuminate approaches to the home avoid creating shadows or blind spots

• A monitored intruder alarm system with panic buttons appropriately positioned (spoon drawer, back of toilet seat) within the home should be installed. • For greater security in high risk situations discreet CCTV should be considered • Strict control should be maintained over keys. Locking mechanisms should be changed if keys go missing

Security while travelling:

A potential victim is most at risk when they are travelling alone, often when leaving or driving to the place of work. Staff should be observant and follow these precautions during such times: • Be alert when entering your work or home premises. Have keys to hand and do not delay unduly outside. • Travel accompanied where possible and vary times and route of journey where possible. • If you suspect you are being followed drive to a busy area or nearest Garda station and seek assistance. • Keep vehicle windows and doors closed and locked. • Keep a mobile phone to hand and enter emergency numbers as speed dials. • Consider a mobile panic button that will work within a given radius of the work/home place.

• Be suspicious of persons attempting to get you to stop your vehicle particularly in remote locations. • Do not leave articles or documents in your vehicle that will help to identify you or your business. • Consider your parking place at night. Will it be isolated and unlit?

Post-kidnap planning:

In the event of a tiger kidnapping the culprits rely on the employees vulnerability and fear that something may happen their loved ones so as not to report the crime until the proceeds have been handed over and they have escaped. Procedures can be put in place within the workplace, to encourage employees to report when a crime is underway. This can be carried out through providing reassurance to the employees that such a crime will be dealt with in a discreet way, ensuring no harm would come to persons being held. A Crime response team should also be established within the company, usually consisting of the Security manager, general manger,HR manager etc. All of the team should be known to employees and readily contactable when needed. Duress codes should be put in place so the person being held can advise employers/alarm companies etc. that they are in a duress situation.

A Spill too Far Why stricter control on oil spillages with a legally enforceable regulatory approach makes sense in Ireland By Stephen Dunne The RAW Group

Oil spills have been at the top of the international news agenda for the last few months as a result of the disaster in the Gulf of Mexico and whilst the bulk of the visible oil may be addressed in a relatively short period, the residual impact from the oil spill on the environment in the Gulf is likely to last for many years. Astronomical compensation figures are under consideration, with the cost to BP being suggested as in excess of $19billion. Acres of newsprint on the oil spill have brought this subject right back up to the top of the agenda. The domestic and commercial oil spills under discussion here are minor when viewed in a global sense in regard to the Gulf of Mexico spill, but there is no doubt that an escape of oil from a domestic oil tank can be an “environmental disaster� locally for those in the immediate vicinity of the spill, with water courses, land and buildings directly impacted for years. The typical cost of a spill can range up to 100,000 Euros and more, so it makes sense to ensure that there is appropriate intervention by qualified specialists. With over 52

1500 insured incidents occurring each year, the potential spend for an insurer with a sizable household account is not insignificant. The sensitivity of environmental issues in Ireland is likely to become more rather than less pronounced in the years ahead with potentially significant costs involved in dealing with pollution incidents. The key question for insurers covering damage

In Denmark all owners of oil tanks with a capacity below 6,000 litres, used for domestic heating have a strict liability where contamination occurred after 1 March 2000. caused by the escape of oil is whether to actively engage with the regulators such as the Environmental Protection Agency and encourage the setting of a sensible regulatory agenda. RAW are currently working with

regulators on a number of oil spillages in Denmark.The approach has been markedly different to that found in Ireland and the UK. In Denmark all owners of oil tanks with a capacity below 6,000 litres, used for domestic heating have a strict liability where contamination occurred after 1 March 2000. These strict rules on the responsibility of owners of private oil tanks are combined with a compulsory insurance programme. All the oil companies supplying heating oil have established a joint insurance scheme and all owners of oil tanks used for domestic heating with a capacity below 6,000 litres are automatically covered by the insurance scheme. Under such a scheme the strict levels of clean up that are required under the Danish legislation can usually be met. In reality, at present in Ireland, there is no dedicated regulatory regime to specifically regulate the identification and remediation of contaminated land. There is also a dearth of guidance available with respect to the appropriate level of clean up that is required for soils and groundwater and as a result, inappropriate clean up operations may go one of two ways, firstly cleaning up to very low levels resulting in excessive cost implications for insurers, or secondly, inadequate clean up resulting in ongoing liabilities for insurers with respect to unacceptable residual risks to policyholders and/or the environment.


It could be argued that the lack of clarity in the regulatory approach has resulted in these incidents being dealt with inappropriately and may have also resulted in a claims culture developing with vested interests high jacking claims and acting against the best interest of the property owner or insurer. Over the last 15 years there have been a number of high profile cases where the lack of clarity and strong legislation to guide parties resulted in cases being referred to the high court and significant legal costs incurred with compensation sought against insurers trying take a reasonable approach. RAW have always advocated the engagement of well qualified experts who have the practical experience of dealing with the impact of oil damage and are in a position to provide expert advice that can support an insurer in a market where there is limited regulatory guidance. Insurers and their appointed representatives need adequate expert advice early to mitigate risks and manage claims appropriately. Environmental experts should be able to assist in the apportionment of liability through the use of environmental forensic investigations and should also be able to provide appropriate advice with respect to the most cost effective clean up technologies. Through the use of in-situ remediation technologies and

using a risk based approach to clean up, very rarely should there be a need for large scale excavation, demolition and rebuilding in dealing with these incidents, and appointed experts should always be asked to provide robust options assessments when it comes to providing recommendations for clean up. There is a strong argument for a review of environmental legislation and the regulatory guidelines being over hauled, so that there are clear requirements as to what it deemed good practice for the restoration of property and its amenity. (For example: UK Environmental Agency Model Procedures CLR 11 and Guidance Procedures GPLC 1, 2 &3.) Perhaps it is time for insurers to sit down with the regulators to develop an approach which will provide clarity, with enhanced benefits to the environment and public health.

So what exactly is a GPS tracking system

As a consumer this is excellent as it gives you a greater choice, but with that bigger choice can come more confusion often making it harder to make that final decision on what to buy. The best way to research a market like this is to look at what is already popular and selling well, because many will have already done the research on these items and made the decision on what is the best GPS vehicle tracking device or system. This information will be displayed on maps to show you exact locations to within about 15 meters. Additional analysis functions may also be available but will depend on the software provided. Vehicle tracking devices which use real time technology will require a monthly subscription to use the service and this price will vary from company to company so shop around. Normally a subscription will be purchased along when you by the GPS tracking device. Real time GPS vehicle tracking is normally used by companies and fleet managers, but there are now some innovative solutions available to consumers and these are proving to be very popular. In many presentations covering logistical Security I have made the case that Real time GPS tracking provides the drivers and personnel handling valuable assets with an extra layer of protection from intimidation from crime groups that may be targeting the assets.

Passive GPS Vehicle Tracking System

A Passive GPS tracking system is nowhere as sophisticated as a real time

system and because of this it is less expensive. Passive tracking devices are selfcontained compact portable units that are placed somewhere inside a vehicle or attached to an asset and which will record locations, movement and speed of the vehicle it is in. They are restricted on how long they can record data. This is not due to battery power but to the memory storage capacity of the unit. Again the units could be found by the use of detection equipment and removed by unauthorised personnel. To access and view the information they record you have to remove the unit from the vehicle/ asset connect it to your PC or laptop computer, usually through a USB port, and then download the data to you computer. Using software on your computer or via an Internet web site interface you will be able to view on a detailed street map where the vehicle / asset has been in intervals of probably about 15 minutes. Information on the speed the vehicle /asset has been travelling will also be available. Passive vehicle tracking systems are easy to setup / use and are perfect for parents who want to monitor the driving habits of there children.

Radio –Frequency Identification Technology What is it ?:This is the use of an object (typically referred to as an RFID tag) applied to or incorporated into

a product, animal, or person for the purpose of identification and tracking using radio waves. Some tags can be read from several meters away and beyond the line of sight of the reader. RFID automatically captures data on each individual container and can indicate container contents without ever having to open the container. This technology is also combined with software applications that collect, maintain, track and analyze the data and provide customized reporting of the location, status, and audit and maintenance history of each asset. Some of the Mobile phone companies use this form to monitor the removal of small pallets of products from delivery vehicles . To date this has been used mainly within a short range but in the future the use of RFID could be used for Sea container Security program sponsored by the Home land Security in USA which will include GPS wake up signal technology to activate I.D tags within containers. To finish when considering the use of any GPS tracking device or service one must keep in mind the amount of electronic jamming equipment that is currently avaible on the Global market which may be illegal in most EU countries but can be easily purchased by any person on the internet from various countries outside of the EU.

Accidents are defined as unplanned occurrences which result in injuries, fatalities, loss of production or damage to property and assets. Preventing accidents is extremely difficult in the absence of an understanding of the causes of accidents. Herbert William Heinrich a pioneering safety engineer (1931) stated in his book (Industrial Accident Prevention, A Scientific Approach) that in a workplace, for every accident that causes a major injury, there are 29 accidents that cause minor injuries and 300 accidents that cause no injuries. This is best represented in what is known as the Heinrich Triangle.

4. T o comply with your legal requirement

Whether an accident involves major or minor injuries, structured approach is key proper accident investigation. It goes without saying that immediately following an accident that the correct medical assistance is provided for the injured person. The scene must be made safe and secured for investigation for example, switch off the power after an electrocution.

5. A n initial investigation into the ascertain liability of a possible compensation claim The following categories of accident must be reported to the Health and Safety Authority ether by using their online system or by a manual IR1 form • All accidents involving fatalities

when driving or being pedestrian in employment •A ccidents involving members of the public related to a place of work or a work activity where a person requires treatment from a medical practitioner Accident Investigation should be regarding as a learning process and not a blaming exercise. an accident occurred should be preserved until such time the information of the area has been captured in the accident investigation. There are six steps to investigating an accident:Step 1 Secure the accident scene Step 2 Collect facts about what happened Step 3 Determine the sequence of events Step 4 Determine the causes and how it happened Step 5 Write the report Step 6 Recommend improvements

Writing your accident Report It is vital in an accident report that you open your report with an introduction of the description of the accident. You record the facts by taking statements from persons directly and indirectly associated with the accident. The process and the methodology are particularly important. It may seem

obvious but it is important to initially make an exhaustive list of the key personnel that are witnesses to an accident that are required to be interviewed and statements should be sought from these people. In some cases the obvious person with key information is omitted from this list. Stick to the facts and do not make any assumptions. Ask for clarification if you are unsure of some facts. Always record the relationship of the person you are interviewing, e.g. Courier that delivered the boxes or the First aider that attended the scene. The use of photographs and of sketches is a very useful tool but should be used sparingly to highlight a feature. In some cases there may be conflicting accounts by witnesses. These conflicts should be highlighted in the conclusion of your report. The factors of an accident can be summarised into the five categories using this simple diagram. It is important to determine the percentage of factors of the accident that you are investigating. This gives clarity to your report. Some questions you may wish to consider using these five categories are: -

Environment:Were there adverse Weather conditions? Were the lighting and the noise levels adequate? Were conditions favourable to good housekeeping?

Personnel: What levels of training are in place? Are there are any training records? What state of health was the person involved in accident. This includes stress, substance abuse, and personal circumstances. Was “horseplay� involved?

Material Was there an equipment failure? Are maintenance records available? Was Personal protective equipment properly used?

Management Were written procedures and direction given? Was there adequate supervision? Had a risk assessment ever been completed on this or related task? Were regular safety inspections carried out? Although many accidents are very tragic from human perspective, Accuracy and a thorough accident investigation is crucial to accident prevention.
