Single Family Home Sales up in 2018 Sales of newly built, singlefamily homes posted a yearly gain of 1.5% in 2018, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The December sales numbers rose 3.7% to a seasonally adjusted annual rate of 621,000 units after a downwardly revised November report. The sales report was delayed due to the partial government

shutdown. “Despite a period of weakness in the fall, new home sales ended the year with a small gain,” said NAHB Chief Economist Robert Dietz. “While the December sales pace improved on a monthly basis, the current rate of sales remains off the post-Great Recession trend due to housing affordability concerns made worse by the rise in mortgage interest rates at the end of the

DOL Issues Proposed Overtime Rule The U.S. Department of Labor has issued a proposed new overtime rule that would raise the overtime salary limit from $23,660 to $35,308. This means that some employees making under $35,308 would be due time and a half if they work more than 40 hours a week. The proposal has not yet been published in the Federal

More than four out of five builders expect to face serious challenges regarding the cost and availability of labor in 2019, according to a recent survey of members in the monthly NAHB/Wells Fargo Housing Market Index. The questions asked builders about the problems they confronted in 2018 and expect to face in 2019. Topping the list is the cost and availability of labor, with 82% of builders saying they expect it to be

Youth, Beer, Banter, and Green Building The energy, passion and creativity of youth are reshaping the home building industry in positive ways. That’s the take away from the second annual “Green Banter and Beer” discussion 
conducted during the 
recent International 
Builders’ Show in Las Vegas. The event featured five young industry professionals who have forged their own paths outside of the traditional career track. The five panelists shared their thoughts on green building and enjoyed a beer with a sizable crowd in the High Performance Building Zone during the show. The panelists were: Myles Biggs

of Relish the Journey Media in Mifflinburg, Pa.; Brian Gaudio of Module Design in Pittsburgh; Jen Haywood of Texturious Designs in Des Moines, Iowa; Heather Laminack of the Ferrier Companies in Fort Worth, Texas; and Eric Visser of Visser Construction in Anchorage, Alaska. Gaudio noted that America is still building homes the way it did in 1947, when the post-war suburban boom took off. “At Module, we have a new idea for home ownership,” Gaudio said. “We’re redesigning homes from the ground up. Buy the amount of house you need today, add on as your family

grows, as your income grows, as your needs change. And we’re leveraging pre-fab solutions.” Laminack, a fourth-generation builder, said she wants to make high performance available to more people. “Part of what we do is try to make green building and sustainable homes accessible to everyone, regardless of their budget,” she said. “It’s easy when people walk in with a large budget. But when you’ve got a young family that just wants a healthy home to raise their family in, but doesn’t have an endless budget, those are the projects we really like to get behind.” Watch a playback of the event (works best in Chrome).

Boomers Selling Could Cause Crisis Empty-Nesters selling their homes may cause the next housing crisis. Click here for full article by Emily Badger for City Lab. Demographers often describe the baby boom generation as if it were an indigestible mammal – maybe a pig, or a rabbit, or a really big rat – slowly moving through the python that is America’s population. As this generation has aged, the baby boom bulge has remade society in its image, first as a massive class of toddlers, later as rabble-rousers in the 1960s, then as solidly middle-class heads of household and, soon, as the largest class of retirees the country has ever seen. Along the way, this generation has also left a physical imprint on the American landscape with potential impacts as longlasting as many of the social changes boomers brought. In the 20 years between 1990 and 2010, these consumers were at their peak family size and peak income. And suddenly, there was massive demand in America from the same kinds of people for the same kinds of housing: big, large-lot singlefamily homes. In those two decades, calculates researcher Arthur C. Nelson, 77 percent of demand for new housing construction in America was driven by this trend. In the coming years, baby boomers will be moving on.

“They will want to sell their homes, and they’re hoping there are people behind them to buy,” says Nelson, director of the Metropolitan Research Center at the University of Utah. He expects that in growing metros like Atlanta and Dallas, those buyers will be waiting. But elsewhere, in shrinking and stagnant cities across the country, the story will be quite different. Nelson calls what’s coming the “great senior sell-off.” It’ll start sometime later this decade, and he predicts that it could cause our next real housing crisis.

But about a quarter of them want something else, like condos and urban townhouses. This is half of the reason why many baby boomers may not find buyers for their homes.

We can predict the next housing crash, and that might be in 2020. According to data from the American Housing Survey, from 1989 and 2009, 80 percent of new homes built in that era were detached single-family homes. A third of them were larger than 2,500 square feet. And most startling, 40 percent were built on lots of half an acre to 10 acres in size. Now, he says, 74 percent of new housing demand will come from the people who bought these homes, now emptynesters, wanting to downsize. A vast majority of today’s households with children still want such houses, Nelson says.

Roughly 7 percent of over-65 households move each year, and as people get older, their likelihood of moving from owning to renting gets higher and higher (it’s about 79 percent for households over 85). By 2020, there were will be around 35 million over-65 households in the U.S. That year, Nelson calculates, seniors who would like to become renters will be trying to sell about 200,000 more owneroccupied homes than there will be new households entering the market to buy them. By 2030, that figure could rise to half a million housing units a year.

Demographics will further complicate this picture. We’re moving toward a future in America when minorities will become the majority. Nelson fears that the U.S. is not doing a good job educating the “new majority” to make the kinds of incomes that will be required to buy the homes we’ve already built.

H-2B Visa Program Reaches Cap for 2019 HUD Secretary Dr. Ben Carson spoke to the NAHB Board of Directors and then sat down for a conversation with 2018 Chairman Randy Noel during the recent Builders’ Show in Las Vegas. A short time later, Congressional Problem Solvers Caucus Co-chairs Rep. Tom Reed (R-N.Y.) and Rep. Josh Gottheimer (D-N.J.) spoke with 2019 NAHB Chairman Greg Ugalde about bipartisan solutions. Arkansas Enacts Affordability Law In a victory for home builders and buyers, Arkansas Gov. Asa Hutchinson recently signed SB 170 into law, which will prevent cities and counties from regulating building design in a way that would needlessly raise the cost of housing. The Arkansas Home Builders Association, along with other Arkansas Governor Hutchinson

trade groups and consumers, sought this remedy after the city of Springdale proposed new home design standards that would prohibit exterior finishes such as vinyl, wood and aluminum siding that are otherwise allowed under all editions of the International Residential Code. Act 446 can

serve as a legislative template to fight unfair future proposals that would seek to establish unreasonable residential development standards which would make housing too expensive for lower- and middle-income families to afford.

While women have forged a path in many male-dominated industries today, challenges still face female architects. As women are slowly moving into relevant positions and even leadership roles, there is still plenty of work to be done. Fortunately, awareness of inequality has been the first step in the creation of organizations and movements to support women passionate about the field. While statistics offer hope that the presence of female architects are on the rise, the numbers also show there is more work to be done. According to a 2018 report in Artsy, women comprise approximately half of the students in architecture schools today. However, the numbers begin to decline dramatically as students move to the professional world, with women making up only 18% of licensed architects. Even more concerning is the fact that just three of the top 100 architecture firms are led by women. One of the biggest concerns female architects have today is inequality when it

comes to salary. A 2017 article in the journal Archipreneur found that men earning $100,000 or more outpace women earning the same amount by 7%. A generalized negative perception of women in the profession could be at the root of the difference. The New York Times reports that as recently as 2018, there were assumptions that women would quit if they got married or had children, or that they would not be able to lead with authority on job sites. Even their creativity has been questioned at times in this male-dominated industry.

succeed in their careers. Dorte Mandrup, a Danish architect who is also the creative director and founder at Dorte Mandrup, published an article in 2017, which appeared in Politiken and Dezeen. In the article, Mandrup makes the point that she does not want to be referred to as a “female architect.” Instead, she wants to be known as an architect – one whose work can compare with the creativity of any male without having the additional label attached. She believes that until women stop getting referred to as “female architects,” true equality within the industry cannot happen.

Fortunately, more women are becoming known in the industry today, paving the way for other female architects to join the ranks. Industry organizations are also beginning to make a place for women – through conferences geared specifically to female architects or committees designed to bring women in the profession together. As more women take the stage in the architectural industry, women following in their footsteps can find both inspiration and knowledge to

Liz Ogbu trained as an architect at the Harvard Graduate School of Design. However, she referred to herself in the New York Times article as a “designer, social innovator, and urbanist.” Her point was that women can make a name for themselves in the world of architecture to redefine success within the industry. Instead of focusing solely on skyscrapers and museums, Ogbu is focusing on designs for the underprivileged such as shelters for immigrant day workers.

Green Building Standard Public Comments Reviewed The Consensus Committee for the ICC 700 National Green Building Standard (NGBS) met recently in Washington, D.C., to review and vote upon the public comments it received to its 2020 draft standard. The draft standard includes several substantial updates, including:

-A new performance path for water
efficiency; and -A streamlined compliance path for single-family homes and townhomes.

The 2020 NGBS will be the fourth edition of the standard, which was first introduced in 2008. The NGBS -A reworking of the remodeling is the only residential green chapter; building standard accredited by the American National -A new chapter for certifying Standards Institute (ANSI). As mixed-use buildings; it was previously, the revised

Resources Looking into Housing Affordability America faces a housing affordability crunch that has evolved from a local problem into a national crisis. In an effort to promote innovative solutions to the problem, NAHB has compiled extensive research on state and local policies and incentives that are being used to help make housing more affordable in communities across the country.

“Creating Housing for All” is a new brochure and a collection of web resources that look at creative planning and zoning, incentives and public-private partnerships as a blueprint for collaboration and a springboard for innovation. Housing afford- ability is a top issue for NAHB in 2019. We will be working with Congress, the administration, and state and local officials in the effort

to provide housing that is affordable to families across the economic spectrum.

Wide Disparity in Property Taxes, According to Report There is nearly an $8,000 difference between what residents of the state with the highest property taxes pay compared to those who live in the state with the lowest rate. NAHB analysis of data from the American Community Survey and U.S. Census Bureau shows that in 2017, New Jersey retained its perennial distinction as the state with the highest average annual tax bill per home owner. Garden State home owners paid an average

of $8,485 in real estate taxes in 2017. By contrast, Alabama ranked 50th with an average real estate tax bill of just $678. The five highest average property tax states: 1. New Jersey $8,485 2. Connecticut $6,349 3. New York $6,054 4. New Hampshire $5,713 5. Massachusetts $5,192

State and local property taxes tax more than just residential real estate. State and local governments also collect property taxes on commercial real estate, industrial real estate, and personal property owned by individuals as well as businesses.

On Kizhi Island, one of a thousand islands in Russia’s Lake Onega, onion-shaped church domes and an octagonal bell tower shimmer in the sunlight. Inscribed to the UNESCO World Heritage list in 1990, the site is considered a testament to the architectural

and cultural traditions of Russia’s remote Karelia region. In lieu of the flamboyant colors and patterns that distinguish Russia’s most famous cathedrals, Kizhi’s churches are elegantly understated. While seemingly simplistic, their construction is a feat of advanced carpentry. Most notable are the hand-carved, aspen shingles that cover 22

multitiered cupolas of the Transfiguration Church, and nine domes of the Church of the Intercession (pictured above). According to legend, a carpenter named Nestor built the Transfiguration Church with only his axe. Upon its completion in 1714, he threw the axe into the lake, declaring that there would never be another church like it.
