It has been said that in May the powers that be are going to lift the ban and stop funding COVID preventatives! I am not so sure that is a good idea, but I am not in control. If you are not comfortable, wear a mask! This week has been interesting. Our Black State Senators are BUSY, and that is an understatement. A community meeting earlier this week gave clarity and answered some questions to about LB1024 (can be read here) (https://nebraskalegislature.gov/FloorDocs/107/ PDF/Slip/LB1024.pdf). Suggestions were made by the community and two additional bills are being proposed: LB531 and LB785. There will be legislative committee meetings on March 7, 2023, and March 9, 2023, to allow opportunities for testimonies to be heard concerning the funding that everyone is anticipating in our community. There are two committees that will be involved: Appropriations and Urban Affairs. If you cannot attend the committee hearings you are encouraged to write a letter stating your support. All letters must be submitted by the designated date (see below). LB 531(3/7/23 committee hearing) introduced by Senator McKinney, Chair of the Urban Affairs Committee is: LB 531 cleans up language in the Economic Recovery Act (LB 1024 (2022)) by removing certain requirements relating to coordinated plans and directing direct investment to the fund after July 1st, 2023. (https://nebraskalegislature.gov/bills/add_statement.php) This is the Web address to submit written comment. You MUST enter the LB# and you will be taken to the page for the bill and then you click to make written comment. The deadline to submit and verify a comment for the hearing record for LB531 is Monday, March 6, 2023 at 12:00 PM Central Time. Commentary is limited to 500 words. LB785 (3/9/23 committee hearing) introduced by Senator McKinney, for the Appropriations Committee: A BILL FOR AN ACT relating to appropriations; to amend section 84-612, Revised Statutes Cumulative Supplement, 2022; to state legislative intent to appropriate funds to the Department of Natural Resources and the Department of Economic Development; to repeal the original section; and to declare an emergency. Be it enacted by the people of the State of Nebraska The second bill is not as clear as the first legislative bill, never the less we are to support both! The deadline to submit and verify a comment for the hearing record for LB785 is Wednesday, March 8, 2023 at 12:00 PM Central Time. (https://nebraskalegislature.gov/bills/add_statement.php) This is the website to submit your commentary online. Commentary is limited to 500 words. The Empowerment Network is facilitating transportation and testimonies for the community. Please call 402-502-5153 for more information. Read and know for yourself what is going on politically in our community. I suggest you read LB1024 (see link above: 7 page document) so that YOU understand why the monies are being proposed for this community. It is veery important to get a good understanding so that we can be united as we go. NO, not one check has been cut for the ARPA monies to fund proposed projects, and there are a few more steps in the process. Even though organizations have been named in the first round, it remains to be seen who will stand when this process is completed. We must remain vigilant and UNITED as this process moves forward. Remember UNITED WE STAND, DIVIDED WE FALL. •

Minority Women-A Higher Risk of Poverty By Michael L. Green

The following article was published by The Women’s Institute for a Secure Retirement (WISER). WISER is an advocacy group which operates the National Resource Center for Women & Retirement. The reason I picked the article is because it highlights the issues of Minority women and retirement and financial literacy and how it affects their abilities to build wealth as well as plan for and enjoy a successful retirement. This article is a two-part installment. The first part appeared in the February 10th edition of the Star. It discussed work place retirement plans as one of the legs of a three-legged stool of retirement resources and minority women’s low participation rate in them and why. This segment discusses the other two legs of the stool.

Work Place Retirement and Pensions Plans- The Second Leg of the Stool.

Work Place Retirement Retirement Plans come in the form of Pension which are typically funded and administered by the employer. These are known as defined benefit plans. The other type s ae=re called defined contribution plans. Both the employee and the employer contribute to these plans. The benefit depends on how much the employer and employee contribute and the performance of the investments. Work place retirement Plans are the biggest sources of retirement income after Social Security. Yet less the 50% of all working people are covered by employer retirement plans. A much smaller percentage of minority women receive retirement income from pension that whit women. In 2018 40% of white women received income from a non-government pension, while 34% of black, 27% of Asian, and 19% of Hispanic women received income from the same source. Overall, less the 40% of all women over age 65 received income from a non-government source. Although pensions (Defined Benefit Plans) are becoming less prevalent, the are mor likely to be offered with higher paying jobs, offering full time work status or union membership. However studies show that minority workers are less likely to work for an employer offering such benefits and are less likely to participate when they’re offered. Hispanic women workers have a lower participate rate than White and Black women. Lower average wages and lower rates of full-time work account for lower participation rate because those workers have less to contribute. Although women’s participation rates in retirement plans have improved, they remain lower than men.

Nearly 45% of all worker s cash out of their retirement plans when the leave jobs are change employers. A large number of those a are lower wage earners who have smaller balances in their retirement accounts. And too often they don’t consider the financial consequences of cashing out. Taking money out of their retirement plan before age 59 ½ is costly. First the worker could be subject to income taxes and an additional 10% penalty. Second, in cashing out they forego years of future growth that would have come had they left the money invested. The loss of that compound growth over 10 years or longer can be significant. Research shows that gender race and Hispanic origin are factors for cashing out. As many as 75% of Hispanic cash out compared to 38% for White women and 23% for Black women.

Individual Savings and InvestmentsThe Third Leg of the Stool

Saving in addition employer pension is important for anybody but especially women. But it remains difficult for women and particular minority women to benefit from saving and investments. Lower Earnings. Black and Hispanic women report that lower earnings leave them with few resources to invest. The US Census Bureau found that women have lower earnings over their work lives and Black and Hispanics in particular earn less over their lifetimes. With lower earnings, women have less opportunity to save. Unbanked or Underbanked: Almost 9 million households are un banked. That is they do not have a bank account and use other financial services such check cashing services, payday loans, and money orders. Additionally, it is estimated that 21 million households are “underbanked. This means that the have a checking or savings account but rely on other financial services in their daily lives. Of the unbanked and underbanked, minorities are prominent. In Black households, 1 in 5 are unbanked and 1 in 3 are underbanked. In Hispanics household, 1 in 6 are unbanked and 3 in 10 are underbanked. The reasons cited are high costs and excessive fees required to maintain minimum balances at banks. There is also a general lack of trust of community banking services. Financial Literacy: It is well known that financial literacy can play a big role in retirement planning and financial planning. Even though efforts to promote financial literacy have increased, most American have not improved their financial knowledge or taken advantage of the resources available to do so. It is greatly underappreciated as a fundamental tool to navigate life. • “You’ve worked hard for your money, make it work for you.”

Overcoming the Deception By Sherman Wells

Sometime as humans we tend to overthink things, especially black people. We come from an ancestral line of thinkers and doers but now days people seem to be doing less. Although I see a lot of great things being done in the black community, there are key foundational things that are being missed that’s causing the structure to collapse. One of the things I believe that is being missed is the love and protection of the black woman. I don’t know about ya’ll, but I miss the days when girls were sugar and spice and everything nice. Over time the women have been forced to hide their heart and replace it with a sharp sword. From being sexually subjectified to underpaid wages and unfaithful spouses, there is little room left to focus on their strength… LOVE... The women have been chosen to be the only human that can carry a child in their body and bring it into this world. In my opinion that is a huge responsibility, because none of us would be here had a woman not allowed us to grow in their body… With that being said pledging to protect the queens should be the number one goal in the black community. Why? So they can get back to loving on the children a lot more so the children can love themselves and in turn love their peers. We need the fathers that take the time to make the baby to help raise the baby. Ladies it’s time we get to know the intentions of the men you choose to allow into the temple.. Look how they treat their mothers, sisters or women in general. I believe with more love, encouragement, and attention we can give to our young people and not turn them over to being programed by society, they will have a better chance to stay mentally focused. Both parents have an important role when raising a child but I will say this, it’s nothing like a mothers hug that makes everything better no matter the circumstances… And NOTHING CAN COMPARE TO A MOTHERS LOVE… •

Nebraska First COGIC Celebrating 106 years The Nebraska First Church of God in Christ is celebrating 106th years of service with its annual Minister’s and Workers Meeting. This service is open to the public and will be held at the Joy of Life Faith Ministries COGIC located at 6401 North 56th St, Omaha, NE, March 7-10th 7:30pm nightly. This year’s special guest will include author and speaker, Darin McAllister and his wife gospel artist Dr. Judith Christie McAllister. Elder McAllister will be speaking to students at Blackburn Alternative School and Northwest High School about his remarkable testimony and sharing about his career with the FBI on Wednesday, February 8th. He will also facilitate a workshop starting at 6:00 pm at Joy of Life Faith Ministries COGIC. Dr. Judith Christie McAllister is the Grammy-nominated choir director, songwriter, producer, author, and Oral Roberts University scholar, is most noted as being one of the forerunners of the Praise & Worship Movement within the African American Church. With a career span of over 30 years, Dr. J’s fingerprints can be found on the hearts and lives of Worship Leaders and worshippers everywhere. Dr. J’s music alone has broken social and racial barriers in the church - as her signature songs like, “Oh Give Thanks” and “To Our God” can be heard around the world in multiracial, Sunday morning worship services. A portion of Judith’s incredible catalog of music includes 4 albums on her own record label, Judah Music: Send Judah First, Raise The Praise, In His Presence, and Sound The Trumpet As her music ministry is known, respected and sought-after, Judith has been a collaborator on the recordings of Bishop T.D. Jakes, Tye Tribbett, J.J. Hairston, and most notably, the West Angeles COGIC Mass Choir- just to name a few. Dr. McAllister will speak on Wednesday evening on March 8th at 7:30pm. It is open to the public and at no cost to attend. All services and workshops will take place at Joy of Life Faith Ministries. •

Obituaries from Thomas Funeral Home enjoyed traveling extensively. Elizabeth’s three children, Louise, Freddie and Marilyn, were given his last name, Pargo. John passed on January 17, 1985, and daughter Louise Clements Pargo passed on November 26, 2008. Elizabeth worked several jobs in Omaha including: machine operator at Tip Top Rollers, assembly line at Frito Lay, Blue Star, and Meat Department Manager at Sunshine Market until the store closed in 1984. Around 1994, Elizabeth met her long-time companion and friend, Jewel Combes. She loved Jewel and appreciated his company. He loved her as well, until his passing on December 17, 2011. Elizabeth was a woman of faith, and was baptized down South. She loved God, Gospel music, and Minister T. D. Jakes. She often said, “If I live to see tomorrow...” and is best remembered with these words, “Put it in God’s hands.” She enjoyed going for rides and spending time with her friends at Immanuel Pathways. Her favorite foods were collard greens, sweet potato yams, and pies. She made THE BEST dressing. EDDIE L. Elizabeth Pargo was born on June 12, 1947, in

Crittenden County, Arkansas, to the late Earnestine Clements and William Clements. She was the first born of 10 children. Elizabeth learned how to cook at an early age. She spent much of her childhood helping her mother take care of her sisters and brothers. She shared an especially close relationship with all of them. In Elizabeth’s younger years, she loved playing games with her siblings. Her favorites included jump rope, hula hoop, hopscotch, jacks, and hide and seek. She met John Henry Pargo in the early 1970’s. They made their home in Homestead, Florida, working various jobs. The couple decided to move to Omaha in 1973. They married, but the exact date remains unknown. They

Elizabeth never met a stranger. Once you meet her, you had a lifetime friend. Tyler Perry movies and television shows were her favorites, along with Family Feud. She was a great puzzle solver on Wheel of Fortune. Let’s Make A Deal, Sanford and Son, The Jeffersons, along with westerns, were on her watching radar. When enjoying football or basketball, she was known to cheer for both teams. This month, we wanted to shine a spotlight on the third grade scholars in Ms. Kia Montgomery’s class, who were tasked with researching a historical, Black figure of their choosing. They worked with their teacher and their paraeducator, Ms. Tishara Collins, to learn not only about this figure’s impact on history, but also to dig into their triumphs and struggles. For many of the scholars, it was both fun and eye-opening to learn about the deeds of their chosen figures.

Ms. Montgomery said, “the museum was an innovate way for the scholars to not only learn about a historical Black figure but also for them to embody that figure through their physical poses and costumes.” She further explained, “it was also a fantastic way to improve their public speaking confidence.”

The live wax museum was a twist on the classic museum. Scholars dressed in costumes and assumed a pose for their chosen figure. Invited family members and scholars from each grade level came around and stepped on a “button” on the floor to animate the scholars into giving their presentations. Scholars admitted to being nervous about having to present in front of so many people, but they had a lot of support from their teacher and fellow classmates.

The experience also challenged the creativity of the scholars and their families, who helped the scholars put together their costumes and poster boards. Mandela is proud to have educators like Ms. Montgomery and Ms. Collins who can challenge our scholars creatively and academically and thankful to have engaged parents. Because of their dedication, our scholars were able to shine, give outstanding presentations, and honor important figures in Black history. •
